but first, a check of the forecast on a rainy, cold start. >> temperatures are chilly, sam. we'll see that rain moving in as we go through the rest of the morning. we'll start to see that by late morning and early afternoon some of the showers moving in. but right now we're still dry and it is 44 degrees in the north bay, as well as the east bay. looking at highs today only near 60 degrees. 56 degrees in the east bay and 59 degrees in the north bay. the rain once again will be here by lunch time for many spots. i'll detail that and what to expect heading into the weekend in a few minutes but let's see how the roads are moving now. >> over here in the bay bridge toll plaza, green all over the bay. there's a concert at oracle arena so we'll keep that in mind

for afternoon traffic. concern with what happened yesterday in southern california, 14 people dead, more than a dozen others wounded as police continue to process the scene in san bernadino where two heavily armed shooters opened fire at an employee holiday party. now the investigation turns into what motivated the couple to commit such carnage. >> "today in the bay's" peggy bunker joins us live from san bernadino this morning. still a very active scene behind you as investigators try to piece together why this happened. >> reporter: good morning, sam and laura. the situation here and the scene here certainly has not stopped overnight. so many unanswered questions. what we do know now is that this couple, a married couple, 28 and 27 years old, including farook, a man who worked at this center for five years, married with pa 6-month-old baby and reportedly was at the party before he left, then came back with assault

rifles, military style clothing and assaulted all of these people. 14 people killed, 17 wounded at the inland regional center. right now sources are trying to just piece together exactly what happened and considering this couple had a 6-month-old baby that they left behind with the baby's grandmother. so many questions left unanswered here as the day gets under way. police say right now initially they thought there were three shooters. many witnesses had said they thought they saw three shooters. that has now been basically put aside as we have this couple that was shot in the shoot-out with police, three different s.w.a.t. vehicles coming upon the black suv and both the wife and husband that we've now confirmed they were a married couple, dead at the scene. today many questions will be answered here at the inland regional center. we'll be here to get those details for you and bring you more as the morning goes on. back to you. >> peggy, thank you. this deadly san bernadino

shooting once again has washington talking about gun control. president obama was in the middle of an interview when the shooting starmt ining started. he said enough is clearly enough. >> there are stops we can take not to eliminate everyone of these mass shootings but to improve the odds that they don't happen as frequently. common sense gun safety laws. stronger background checks. >> president obama says he hopes that we never think mass shootings are a normal part of our lives in this country, that they are a rarity. but clearly not the case right now. senator dianne feinstein who sushd f pushed for stricter gun control legislation in 1993 maintains too many guns lead to too many deaths. >> i don't know. and we try and we try to bring some sense into this year after year and decade after decade. i started on this when i was

and killed his girlfriend reeve steenkamp in 2013 on valentine's day. prosecutors say the shooting stemmed from an argument but pistorius says he thought she was an intruder in his home. he could face at least 15 years in jail. 4:36 right now on your thursday morning. if you're trying to plan your morning out here, make sure you have an umbrella and something warm. >> yes, because it will be cold, windy and wet as we look at what to expect today. right now it is mostly cloudy and winds will start to increase. you're starting to feel that as you head to the north bay. by lunch time the rain will move in, heavy at times, then tapering off later this evening as the wind starts to relax. we are seeing that rain moving in. it is across parts of northern california, extreme northern california and will be into the bay area once again by 10:00 or 11:00. i'll detail that in a few minutes. let's check in with mike. >> things are moving very well right now.

after five san francisco police officers opened fire -- killing a stabbi s an investigation under way right now after fire san francisco police officers opened fire killing a stabbing suspect. >> this video posted on instagram appears to capture the moment officers shot man late yesterday afternoon. it is from a passenger on a muni bus heading on e street in the city's bay view district. the police chief says the shooting happened about an lour after a stabbing victim showed up at a hospital. police found and cornered the stabbing suspect ordering him to drop the knife in one of his hands. >> they deployed the standard, came back down several times striking the suspects, he didn't drop the weapon. supervisors from bay view station were reremiminding offi at the scene to try to create

time and distance, however this suspect dem straptonstrated by committing an aggravated assault he could not move away from the scene. >> the five officers opened fire when the man moved towards them. pt officers are all on paid leave which is protocol in these types of shooting investigations. as for policy in san francisco, the police commission is backing a version of body camera policies that surprise some. it prohibits officers from viewing the video in important situations such as police shootings or the death of someone in custody. this is a switch for some of those commissioners. they said previously viewing video in critical incidents would help ensure accurate reporting. watchdog groups saying allowing officers to watch video could taint their reports and in some cases even lead officers to change their accounts of what happened. coming up, allegations of a cozy relationship between former pg&e executives and state

>> yes, it starts in the north bay, then the rest of the bay area will see it the rest of the morning and early afternoon. we're all in for a good soaking today. we're getting ready for wet weather to move in. great news, before the weekend, it will all be out of here. as we take a louvive look at sa jose, we start out with dry conditions. if you're heading out to work right now, all clear, no major issues. we are tracking this rain as it moves in, bringing along some gusty winds, along with pockets of heavy rain as it moves closer to eureka. we'll watch that once again later on this morning. futurecast places that closer to the bay area by about 9:00 or 10:00 for the north bay. moving into santa rosa but 10:00, you see it very close to san francisco as it moves in, winds increase, clouds will be overhead, and then it moves in to parts of the peninsula and the east bay by 11:00. pretty good timing there with it

moving in around lunch time, maybe you'll have lunch delivered to the office or you'll be heading out and then bringing it back. we'll see the snow moving over to the sierra as it continues into the evening. we will have another good amount of snow falling there. as far as how much rain we'll see, looking at about a quarter-inch for most of us. east bay, south bay, as well as the peninsula and san francisco. higher amounts for the north bay so this system does kind of weaken a bit as it moves by. it's cold to start looking at highs today in the low 60s and it will be windy. temperatures will be dropping as we go into tonight and skies will be clearing by later on this evening. looking at a dry and chilly weekend, and maybe another chance of rain early next week. i'll talk more about that coming up in a few minutes. let's check in with mike to see how the commute is rolling. >> if you leave the house right now, it is clear right now -- except for a couple incidents o the shoulder. this is at the incline --

whoops. we just saw some slowing. flashing lights were over on the shoulder. there was a little bit of wood debris. looked like it just stopped. there's some wood debris reported on the incline just at the top and slowing that traffic -- they just stopped it. we'll track that. chp should clear that in just a matter of seconds. so far that's the only incident going on. green all over the bay. we just skipped over that san mateo bridge with our map. over to foster city, this decline, again we'll check on that slowing on the bay bridge coming up. back to you. chipotle will soon have stricter guidelines for its produce suppliers after that recent e. coli outbreak. >> good morning. >> reporter: good morning to both of you. the markets look to rebound today. futures are higher this morning. stocks fell wednesday following comments from fed chair janet yellen who says she is looking forward to an interest rate hike

which would be a testament to the u.s. economy's recovery from the recession. oil prices are edging higher today after tumbling yesterday on data showing u.s. crude stockpiles rose unexpectedly last week adding to concerns about a supply glut. we get data today on unemployment and the services sect sector. the dow falling 158 to 17,730. chipotle will soon have stricter guidelines for its food suppliers following an e. coli outbreak that sickened people in six states. it is a major shift for chipotle which has prided itself for offering appreciator ingredients than most of the competition. target has agreed to pay $39 million to settle claims by banks and credit unions who say that they lost money from the retailer's data breach in 2013. they've been seeking to hold target responsible for costs to reimburse customers for fraudulent charges and for

issuing new credit and debit cards. they were among the first retailer to install chip readers in stores. >> trying to be proactive with the holiday season around the corner. 4:49. happening today, more accusations involving pg&e and state regulators over the 2010 san bruno pipeline explosion and fire. city leaders will release what they say are thousands of e-mails that they say show a disturbing pattern of collusion between a public utilities commissioners and now-fired pg&e executives. the president has already resigned over the affair and commissioner has been disqualified from the case. both the u.s. attorney and state attorney's office is are investigates. a new controversial plan to build a $240 million jail in san francisco is moving forward. many people, including san francisco's district attorney, protested the move arguing that the city should be spending money to cut incarceration and crime rates instead. city leaders say a new facility is needed because conditions in

the current jails are, in their words, seismically unsafe. 4:49. san francisco's supervisors today take up a proposal aimed at preventing gun theft. it comes following high-profile cases like the murder of a tourist with a gun stolen from a federal agent and revelations that hundreds of guns have been lost or stolen recently by bay area law enforcement. but the legislation is being expanded much broader in scope requiring anyone with a gun in a car to lock it in the trunk, or if the car doesn't have a trunk, the gun would need to be put in a lockbox. >> 4:50 right now. there are a half dozen new breaches of security to report this morning involving the president. details in a new congressional report which says that the secret service is an agency in crisis. the house committee investigating that agency found 143 security breaches or attempted breaches at facilities secured by the secret service in just the last ten years. they include things like a man pretending to be a congressman approaching the president

a cold and soon to be drizzling thursday morning but it is not too early to be looking forward to our weekend forecast. i think it will be a bit warmer. >> it will be a bit warmer. then by the end of the weekend a few spots may have another chance of rain, mainly the north bay, as well as san francisco. looks like the rest of the bay area stays dry on sunday. we will also have highs reaching into the low 60s. it will be a touch warmer than today and some mostly dry weather for part of the weekend.

we'll talk about that coming up. let's check in now with mike to see how the roads are moving. >> checking up on that bay bridge. we did continue to have that rolling traffic break, slowly moving until it got to just shy of treasure island. then i saw it unleashed these folks on the left lanes. right side, everybody was flowing past it, still slow around this bend. but the back-up at the toll plaza is not really a factor. palo alto and the peninsula looking just fine. very easy drive the rest of the bay. back to you. a lot harder keeping the raiders in time. th a live look at some video of the stadium. how much longer will this be home to the oakland raiders. >> after an nfl meeting yesterday, oakland has until the end of the month to come up with a plan to finance that stadium, otherwise the raiders may skedaddle down to los angeles.

san diego and st. louis are in very similar situations. nfl owners are expected to vote on relocating the team in january. we'll watch a meeting in santa rosa today where a meeting will be held about opening the crab season. crab season was supposed to kick off two weeks ago, but state leaders suspended it after finding toxins in the crustaceans along our coast. the toxins are caused by red algae blooms due to abnormally high ocean temperatures. eating toxic crabs could make people very sick, even lead to death. an exclusive that affects every man, woman and child living in california. a four-year record drought that won't even be mixable through an el nino. that's why senior investigative reporter stephen stock spent the last four months asking how california might solve this crisis long term. tonight he takes his findings and questions to california's top water official to find out what leaders in sacramento are going to do about the water

the drought is affecting all of us. at pg&e we've definitely put a focus on helping our agricultural customers through the drought. when they do an energy efficiency project and save that money they feel it right in their pocket book. it's exciting to help a customer with an energy efficiency project because not only are they saving energy but they are saving water. we have a lot of projects at pg&e that can help them with that and that's extremely important while we're in a drought. it's a win for the customer and it's a win for california. together, we're building a better california.
