the rest of the folks, but looking toward the tri-valley, dublin, look how easy this drive is. good spacing. there is no real slowing through the area. just a little bit out of the altamont and a tiny build into sunol out of pleasanton. bay bridge toll plaza has the most significant buildup. the south bay and peninsula, you are at speeds. are now to the very latest on the massacre in san bernardino. nearby neighborhood is still on lockdown this morning as people in the community wake up to shock and disarray. this after a married couple heavily armed opened fire during a holiday party yesterday. 14 people were killed, 17 others hurt. the two suspects shot and killed by police identified late last night as 28-year-old syed farook

and 17-year-old tashfeen malik. >> right now three very active crime scenes. site of the mass shooting was at the inland region at center. the street where the shoot-out took place with the suspect and a nearby home in redlands with an ongoing search. peggy punk peggy, still no clear motive for the attack. >> reporter: that's definitely going to be the big question. what police are suspecting right now is some sort of nasty exchange or some kind of argument at this holiday party was all it took to provoke this couple. it is hard to believe that a late 20s couple with a 6-month-old daughter. witnessed say they left angrily from the party and in about 30 minutes returned and committed this blood bath here at the regional inland center. this is the scene from yesterday. you can see the triage situation outside as we look first at the

police say is the suspect, syed farook. he's 18 years old. poli -- 28 years old. police say he and his wife, 27 years old, were armed with weapons when they walked in and opened fire. they had three explosive devices, rigged by remote control but police say they did not detonate. of course all the people here who were injured were the first focus of police and information that police received here at the inland regional center led them to their home in redlands. that's where police saw the black suv leaving from the home address. they say that malik was driving the car, farook was firing shots. that couple died in a hail of bullets after about 20 officers responded. neighborhoods though back in the redlands neighborhood say they just could not believe what was going on. >> it was shocking to me. i live two and a half blocks from here.

to think that these people lived in this neighborhood so close to me and this happens. that was probably a flash bang. >> reporter: when we first arrived here in san bernardino yesterday, we were hearing reports from police and also witnesses that they thought there were three shooters dressed in black so police were really on the search for a third person. we now know the police have detained a third person but they don't think that that person was a shooter. they do believe that there were just two suspects in this case. continuing to follow the latest details. we'll check in with you a bit later. >> at least some closure on the search aspect. thank you very much, peggy. emotions still running very high this morning for people who live in the neighborhood that has now turned into a crime scene. the massacre has left a southern california community shocked and shaken up. many say they heard a massive amount of gunshots before chaos broke out. one resident posted this video of his neighborhood under siege

as police worked to capture the suspects. >> i've never seen anything like that. it was a lot of shooting. a lot of shooting. a lot of cars. a lot of people running every which way. >> others say that they are doing their best to help families involved in the shooting even if it is simply saying prayers and lending moral support. right now, we want to walk you through a timeline of all the chaos as it unfolded. again at 11:00 a.m. yesterday the heavily armed couple opened fire inside the inland regional center. people inside tell us the suspects didn't say anything, they just walked in and started shooting. eventually police led people out with their hands raised because they were actively searching for the shooters. this all lasted several hours. then just after 3:00 in the afternoon about a mile and a half away, a barrage of gunfire as police and s.w.a.t. team engaged in a shoot-out with a suspect suv. two suspects died right there. but the concern wasn't over as the search then moved about seven miles away to redlands

shortly before sundown. this is where one of the suspects was believed to be living. road blocks were also on the scene going inside the location and explosions were heard going off. right now this is still a very active scene as the entire neighborhood is virtually locked down. >> that's the timeline there. now to the ramifications of what happened. from california to washington, d.c., this latest mass shooting once again re-igniting the debate over gun control. "today in the bay's" kris sanchez joins us now. just the sheer number of these types of shootings are shocking to some. >> that is a lot of what folks were saying on social media yesterday. this again becomes the new normal here in this country. there have been more mass shootings than there have been days of the year. if you can are a mass shooting, a shooting in which four or more people were shot. in fact, the shooting in san bernardino yesterday wasn't the first mass shooting of the day. >> those same people who we don't allow to fly could not go into a store right now in the united states and buy a firearm

and there's nothing that we can do to stop them. >> yesterday's session of congress began with a moment of silence but likely little talk about gun legislation because of a big budget deadline looming. republican presidential candidate mike huckabee was questioned in his response how this all came to be, how it happened, while california senator dianne feinstein answered that it is because so many lawmakers and congress have a debilitating fear of upsetting the national rifle association. >> one, a mentally unstable person. two, a gun-free zone. and those seem to be the common denominators. >> until americans wake up and say, look, we've enough, congress, do something to stop this, we are stuck with people who are driven by what the nra thinks. >> now we have pulled together some numbers about the political contributions that the presidential candidates have gotten in this election and so

far the top three folks who have gotten money are republicans ben carson who's gotten most, $37,000. ted cruz, close with $36,000. rand paul, $25,000. but there are democrats on this list, too. hillary clinton's received $3,000. bernie sanders, $250. the majority of gun rights groups are contributors coming from the national rifle association. 6:07. our coverage of course will continue all morning long. we'll check back with both kris and peggy bunker who is in san bernardino in less than 25 minutes. peggy's also tweeting out updates on twitter. more breaking news, this across the world now from manslaughter to murder. that is the in you conviction for olympic athlete oscar pistorius who shot and killed his girlfriend reeve steenkamp in 2013. bob redell has the latest verdict. how many years of prison are we

now talking about for oscar pistorius? >> the paralympic superstar known as the blade runner could be sent back to a south african jail cell for many, many years. within the past several hours, an appeals court in south africa overturned a lower court's conviction of pistorius on the lesser charge of manslaughter. instead, convicted the double amputee paraolympian of murder for shooting his girlfriend, reeva steenkamp, on valentine's day in 2013. >> the conviction on count 1 are set aside and replaced with the following. guilty of murder with the accused having had criminal intent. >> reeva steenkamp's mother let out an audible sigh when the judge announced his decision. the appeals court found the lower court made a fundamental error in convicting pistorius of manslaughter. the prosecution has argued that pistorius shot steenkamp during an argument. pistorius has said he thought he was shooting at an intruder behind a door in his home.

in this morning's ruling the appeals court says pistorius should have known someone could have been killed if he fired his gun regardless of who was behind that door. case now goes back to a lower court for sentencing to take place most likely next year. pistorius could face a minimum 15 years in jail. his current manslaughter sentence is five years but he was released in october after serving less than one year. the rest of that sentence to be served out under house arrest. >> certainly a very long ordeal there. thank you very much, bob. 6:09. want to check the forecast this morning. >> it's moving in slowly but you want to be prepared for the day. the showers are developing right now so we are looking at them moving in to northern california as we go into the rest of the day. what you can expect, cloudy skies and increasing winds in to the afternoon. this will be moving on out. this will mainly be a late morning, early afternoon thing and then as we go into the rest

of the forecast, it will be chilly. i'll talk more about that and what to expect heading into the weekend coming up. but let's see where the commute is going now with mike. >> trying to find where it is slowing down. not much of a commute. southbound 101. this looks relatively standard but as we look at the map through, looking at the upper east shore, just to berkeley where speeds start to come down below the 60s. bay bridge toll plaza has the biggest back-up because metering lights are on. minor slowdown through hayward. your patterns are the same but we have ooh lot less traffic flow this morning. just building a tad bit, light censors dipping down toward the san mateo toll plaza. we'll take a live look at freemont. i think we have end of the year

morning. they shot and killed an armed man in the city's bay view district yesterday, all captured on video. steph, someone caught the shooting actually as they were passing by on their phone. >> reporter: that's right. they're on a muni bus, sam. it was light out, talking 4:30 in the afternoon. at least one passenger captured the deadly shooting unfolding on camera. in it you can hear a woman pleading with the suspect. >> just drop it, please! >> you can hear they're say, please, just drop it. in this video posted on insta gra do gram after his say he refused to drop a kitchen knife. the officer shot a bean bag gun but the suspect got back up. because they believe he already

stabbed someone police deemed him a danger to the public and could not let him leave. >> the officer cut off his path. he went towards the officer and that officer and four other officers fired. >> reporter: fired many, many shots. police have not identified the suspect killed, only saying he was in his 20s. internal affairs around the district attorney's office will conduct separate investigations into the shooting. police chief hopes people will turn in more video to investigators. meantime the stabbing victim is expected to recover and survive. the five officers who opened fire are on paid leave, standard protocol. 6:15 right now. a major shakeup at santa clara's main jail after complaints of excessive force in the death of a mentally ill inmate allegedly at the hands of three correctional deputies. sheriff says the changes focus on the overnight shift where a majority of the complaints were lodged.

the changes include adding extra staff to the shift and clustering mentally ill inmates to make it easier to provide them service. new labels are now coming to a food bar near you. >> but will you be able to read them? scott mcgrew. >> it is a debate between nutritionists and environmentalists on one side, and food manufacturers on the other. on wednesday a food manufacturers group announced what it calls smart labels in the form of qr codes. these are new labels that will tell you more information about what you're eating beyond the federally mandated nutrition labels that you really have become accustomed to, things like potential allergies and perhaps even if the food has been genetically modified. hershey's is the first to roll it out in the real world. but here is the problem. you can only read these if you have a smartphone and you bother to do so. critics complain not only those who might need the information, like the poor and elderly, they might not have a smartphone. if they did, they may not know

how to use a qr code. this would be very difficult to read unless you did this. they're not going to do that. to them that's not proper labeling. janet yellen spoke yesterday in one of the most important speeches we'll hear at a private luncheon. this is actually file video. it is one of the last big speeches she'll make before what we expect is a rate hike 12 days from now. first rate hike in a decade. normally we have to kind of parse what a fed chief says. it's always, always mysterious. except yellen, paraphrasing, said this -- i'm looking forward to rate hikes. this is not greenspan or ber n bernanke where you are trying to figure out what she said. if it turns out the jobs number it poor, that would on paper make those rate hikes less desirable. a clever idea -- colored lights on ubers. uber says it will test this idea in seattle to see if it is

effective. you choose a color, your uber lights up that color thanks to a strip of l.e.d. lights on the windshield. say you just left a concert and you called an uber but you and everybody else. how do you know which one's yours? choose a color and you go for the magenta one or whatnot. >> that's pretty clever. >> rainbow color coating system there. thank you very much, scott. 6:18. happening today, state wide training is going on to prepare for this winter's el nino storms. more than 200 members of the california conservation corps from 13 different locations in california will be honing their techniques and filling sandbags and protecting l inin ining lei erosion. it is all part of a flood preparedness exercise. the crews can better respond to such emergencies throughout the state. you are getting so many warnings, if you have large streams. anything to prepare. now is the time to prepare.

that goes long term and also right now. mike is watching the roads. but first we have rain in the forecast. >> it is looking good especially for the north bay where the rain will be heaviest. a live look at the bay bridge, none of that just yet but by the lunch time hour this will be a different picture with a lot of rain falling across parts of the bay area. here's what to expect. as we look at the golden gate bridge, you see that as the cars roll across, it is dry, mainly cloudy and it is starting to become a little bit more breezy. rain develops during the midday hours and it may be heavy at times. then later on this afternoon it tapers off, it rolls to the east, then the winds start to relax. this is the way it looks now. it is mainly a cluster of some heavy showers just offshore, the extreme northern california. as it moves farther to the south, we will start to see this moving in by 7:00 to 8:00 for the extreme north bay. around santa rosa by 10:00 this morning, then approaching san

francisco around that same time. but 11:00, the peninsula, east bay and all of the north bay is wet. look for clusters of of some heavy downpours, then it moves into the south bay by lunch time and early afternoon. and then it starts to clear out, still a couple spotty light showers possible this afternoon and the snow begins to come down in the sierra that continues into tonight, as well as early tomorrow. so looking at a significant snowfall there. the rain forecast brings us at least one-tenth inch in shoes but look at how that increases as you head off to the north. in napa. half-inch. santa rosa about the same and possibly close to an inch around ukiah. looking good with those higher rainfall totals for the north bay and for the sierra, here's a look at what the computer models put down for snow around the twin bridges area, up to 14 inches of snow possible. in heavenly, about five inches. so a lot of snow there. our next chance of rain comes in

as head into the weekend, late sunday night, into monday showers could return to the north bay and san francisco. we'll keep you up to date on that. let's check on the morning commute with mike. >> looking great as far as the morning commute goes. the back-up at the bay bridge toll plaza looks relatively standard. you would expect to see all the lanes filled here. but traffic really isn't slowing a whole lot down the east shore freeway. golden gate field, just below 60. not until you get there. once to berkeley, coming down into the upper 50s. that's great, easy drive except for 580 off the 24 and toward the maze. you see a little slowing for the upper east shore. just a little bit. an earlier crash cleared quickly to the shoulder, haven't really had a problem there. just be careful as roadways get wet, you will have to watch that traction as well because we are going at higher speeds all around the bay. here's hayward down in toward union city.

suspended it after finding toxins in the crustaceans along our coastlines. the toxins are caused by red el gi blooms which were unusually large this year due to abnormally high ocean temperatures. eating toxic crabs can make people very sick, even leading to death. this is a pretty cool story this morning -- a bay area park ranger around the oldest in america will be at the nation's capitol tonight for an annual holiday tradition. the national park service invited betty to light the christmas tree in washington, d.c. the 93-year-old is also expected to introduce president obama at the event. this tradition started back in 1923 with president calvin coolidge. coming up next, we are following several breaking news stories this morning. olympic star oscar pistorius no longer a free man. a stunning reversal from a south african appeals court that could send pistorius back to prison for a very long time. plus, new information

microclimate forecast with kari. >> this looks to bring levier rain to the north bay and gusty winds as we go into the late morning hours. it is still dry now, mostly cloudy skies and a chilly start to the day in the upper 40s. highs today in the upper 50s, in the north bay as well as the east bay. san francisco, the peninsula and south bay with highs in the lower 60s. once again the rain moves in this time for lunch so it will be pouring along with some gusty winds. but it looks like most of that clears out by this evening. i'll give you a better idea of the timeline and a look ahead to the weekend coming you. but mike has a look at the morning commute. >> when you talk with gusty winds, we also focus on the bridges. but a smooth drive across the high rise for the san mateo bridge. we aren't seeing slowing on the high-rise side, but slowing just approaching the toll plaza and a little build. these speeds are moving better than you would expect. that is the case all around the

bay. south bay kicking in with speeds down into the upper 50s for most of the your northbound routes. to the top of your screen, we have the approach to the upper east shore freeway at speed. no surprises except for that it is moving surprisingly smoothly. we'll check that north bay camera. the rain is coming in from the north bay first. that's where they'll see it later on. now to the very latest on the massacre in san bernardino. a nearby neighborhood still on lockdown as people in that community wake up to shock and disarray. this after a married couple heavily armed opened fire during a holiday party yesterday. 14 people were killed, 17 others wounded. the two suspects shot and killed. police ha right now there are three very active crime scenes. the site of the mass shooting at

the inland regional center, street where the shoot-out occurred and the home in nearby redlands where the search is ongoing. beginning with "today in the bay's" peggy bunker live in san bernardino. still no clear motive for this attack. >> reporter: that will certainly be something that police and investigators will be working on today. syed farook and his wife, tashfeen malik, were by all accounts a normal couple, many said they thought they were living the american dream. people who know them are in complete shock this morning, including the co-workers that farook worked with for five years at san bernardino county inspector. they knew him to be quiet and polite. obviously quite a different situation yesterday when the christmas holiday party was taking place here at the san bernardino inland regional center. that is where farook was reportedly participating in the party but disappeared right before a group photo. witnesses say there was some

kind of argument with farook and shortly afterward gunfire erupted in the conference room. people say police at the party gave them information about the family home in redlands. that's where police encountered the couple leaving in the black suv and the police chase ensued. that redlands neighborhood is still on lockdown this morning. the suspect's house which was identified also by public records is completely block off. yesterday investigators were there raiding that home looking for any kind of evidence at the home or around in the surrounding neighborhood using flash bombs there to get inside and look around different cars to make sure that the neighborhood was safe. now that included the bomb squad checking out cars, smashing windows, opening trunks, just to make sure that the neighbor was okay. neighborhoods say they could hear the flash bangs as police did their work. >> cops were just coming like quickly. then they all got up and started to shoot. so then i put my car back in reverse and it was like stop

right there and put my head down because they were shooting. someone ran wearing camouflage with orange shirt. >> reporter: as the situation continues to change, one of the details that we first got here was that they were looking for three people, but now police say they are confident that the two shooters have obviously died in the suv. there was a third person that they had detained. they aren't sure how they're related to the shooting yesterday. they're still investigating those details. sam and laura, back to you. >> peggy, thank you very much. family members of those involved weighing in. the brother-in-law of syed farook spoke to reporters following yesterday's attack. >> i have no idea. i have no idea why would he do that. why would he do something like this. i have absolutely no idea. i am in shock myself. >> in a news conference last night, the brother-in-law said that he's stunned, as you've just heard, by the horrific acts that unfolded.

the north and some of the heavier showers still offshore but we are starting to pick up on some of those light sprinkles, well offshore of north bay and into santa rosa into the 8:00 or 9:00 hour. as this system moves to the east it will bring snow to the sierra. snow continues in to the day and also tomorrow but clearing out this weekend. it looks like we could also get another good coating of snow there. we'll talk about that, what to expect here as we go into the weekend coming up in a few minutes. let's check in now with mike for morning commute. we have a lighter morning commute. before that rain comes in, once it does we'll watch the north bay freeways first. right now we're watching the bay bridge toll plaza where this is the most significant back-up of the bay right now. as we look at the map, you'll see what i'm talking about. upper east shore, little dip past a second crash, also on the shoulder. a smooth drive down golden gate fields to the bay bridge.

shooting went down, people are pleading with the suspect to drop whatever is in his happened, and just seconds later, this happened. this is video posted on instagram capturing the moment san francisco police officers cornered the suspect around 4:30 yesterday afternoon on tbefore five opened fire. 15, maybe 20 shots killing the man they say refused to drop a knife. officers found and confronted the man after a different man told police he had been stabbed. the chief described how officers ordered the suspect to let go of a six to eight-inch kitchen knife, then used non-lethal weapons. >> they deployed the standard bean bag guns several times striking the suspect, he did not drop the weapon. supervisors from bay view station were reminding the officers at the scene to attempt to create time and distance. however, this suspect had already demonstrated by committing a felony aggravated assault that he was a danger to

others so he could not be allowed to move away from the scene. >> reporter: police have not identified the suspect who was killeding with only saying he was in his 20s. the stabbing victim is expected to recover. separate investigations are being conducted. the five officers involved in the shooting are on paid leave. sta that's standard protocol. the police chief hopes if anyone has more footage they'll give it to investigators to move this forward. that video came courtesy of a witness, but what about if the police officers were wearing body cameras? the san francisco police commission is now backing a surprising policy on body cameras for its officers. that policy prohibits officers from viewing video in important situations such as police shootings or the death of someone in custody. this is actually a switch for some of the commissioners deciding on the rules. they said that viewing video in

critical incidents would ensure accurate reporting. watchdog groups counter that allowing officers to view video from their body cameras could taint the reports, in some cases even leading officers to change their accounts of what happened. happening today, more accusations involving pg&e and state regulators over the 2010 san bruno pipeline explosion and fire. city leaders will release what they say are thousands of e-mails. they say the e-mails show a disturbing pattern of collusion between a public utilities commissioner and now-fired pg&e executives. the puc president has already resigned over the affair and the commissioner has been disqualified from the case. both the u.s. attorney and state attorney's office is are investigating. . for the fed, it's been ratesmageddon. >> scott mcgrew, 12 days inle what we assume will be a rate hike. >> she'll brief congress in a

heavy rain still offshore but i'm starting to pick up on some of these light showers that are offshore. that will most likely move into santa rosa as we go into the next hour or so. it starts out with some light rain, then it gets heavier. the futurecast shows the timing of when we will really start to see this stuff moving in. the bright yellows and reds shows the more intense rain. it moves in by 10:00 in the morning. also approaching san francisco. it moves into the peninsula, the east bay by noon. then the south bay right around that time as well with the heaviest rain in the early afternoon hours. it starts to clear from the north bay this afternoon but it is still raining in san francisco, the east bay and the south bay, and then it rolls on off to the east an starts dumping snow into the sierra. the rain futurecast brings us at least one-tenth of an inch. what happens here. we see the heaviest rain in the north bay, as it moves to the south it kind of fizzles out but it still looks to bring us at

least one-tenth inch there which is very nice. then in san francisco, closer to a quarter of an inch, a half of an inch for the north bay, and then some spots as high as close to an inch of rain. the wind forecast, this is what i'm talking about. look at how those winds increase as we go through noon. the winds rushing in from the south, sustained winds at 35, possibly 40 miles an hour. and then after the rain rolls through, the winds shift onshore and start to relax later on tonight. highs today reaching the upper 50s to lower 60s. rain during the morning, early afternoon a few spotty showers later on today but the bulk of it will be right around lunch time. then looking at the sierra and how much snow we are expecting, twin bridges, the computer model puts down about 14 inches of snow. heavenly, at least five inches of snow and tahoe city, 11 inches of snow. we'll have another chance of rain as we head into the end of the weekend. on is under the model showing

we want to get right to today in the bayeg mpl we want to get right to "today in the bay's" peggy bunker live at the scene of the mass shooting yesterday. peggy, in the last few hours we've confirmed that the shooters were married. but an exact motive is still a mystery. >> reporter: yeah, that is still a mystery. we are getting a good look now at the suv. it is still in its position on san bernardino avenue. this is where police about 21 of them confronted the couple, married couple in their late 20s with a 6-month-old baby that they left behind with the baby's grandmother in order to take care of this shooting. they then tried to escape police

in this black suv. this helicopter video showed what that bullet ridden suv and what it looks like this morning. this is where police saw the couple trying to escape the redlands home. they were able to bring this vehicle to a halt. that's where a police shoot-out ensued. bullet holes everywhere. evidence has now been pulled out of the car. this is where the bodies of syed farook and also his wife were pulled from the car. that's where they both died. lots of evidence now found in that car so police will be investigating as well. many people on this road, san bernardino avenue, were simply trapped in this area yesterday as the shooting took place. once again the investigation continues this morning with more details hoping that motive will be revealed. back to you. you mentioned lots of evidence found in that suv. this is a live look at the chopper which is where the couple actually lived. you can see how the officers went through the back door there.
