>> it's mostly clear skies now with the weather system that we had yesterday continues to move away from the bay area. slick roads are possible with you will a of the rain we had and now temperatures in the upper 40s to lower 50s heading up to near 60 degrees for most of us while the peninsula in san francisco as well as parts of the east bay are in the upper 50s and 60s in the north bay and south bay. let's check in with mike to see how the roads are moving. >> kari, a very easy dry. toll plaza is better than yesterday. but we look at the maps and there's slower blips in the san francisco area. we had a couple of fender benders. two lanes blocked just as you hit towards 880. that's over to the nimitz freeway. you can access it but half of your lanes are blocked. i'll talk about something that i call stalker fog. back to you guys.

>> mike, thank you. a time of healing right now in san bernardino. the community vowing to come back stronger in the wake of that mass shooting earlier this week. this, as new details trickling in about what might have led up to the tragedy. >> today in the bay's peggy bunker is live where there was a candlelight vigil last night. we can only imagine how raw the emotions are in the community just a day later. >> well, you know, kris and sam, when we first landed here in san bernardino a couple of days ago, everyone was wondering who would do such a thing, who would commit such a horrible act. we know who the suspects are, a couple in their late 20s, syed farook and tashfeen malik. people were gunned down celebrating a holiday party and they were doing nothing wrong. at this vigil in san bernardino,

innocent people were taken from us. a woman remembers her husband nicholas. he stood up for people, was a protector. >> i'm sure that he was fighting and protecting people. >> reporter: now, the interesting thing is that jennifer also says he knew syed farook, was a co-worker here with syed farook. he was a health inspector for the county of san bernardino for five years. many people knew him and remember him as being peaceful and calm. obviously, not the case now. once again, back to jennifer as she remembers her husband. >> he knew syed. he had worked with him. he never had anything bad to say about him. >> reporter: never a bad thing to say about him. we also spoke with a woman yesterday who worked at a restaurant. she remembered when syed farook

came in to investigate the restaurant to give the restaurant the health clearance and she remembers him also as being calm and friendly. so it's something here that people are really trying to grapple with, the image they had of farook and what happened on wednesday. coming up here at 5:00, we'll tell you about a father of six, so many people are learning about this man, a baby all the way up to a teenager. that family obviously just devastated like so many others. so we'll see you again at 6:00. >> thank you very much, peggy. meantime, investigators are working around the clock trying to figure out what the motive was behind that massacre. >> and whether if it's because the husband and wife who carried out the killing spree will radicalize islamic terrorists. police have removed rubble from the home and the computers and cell phones indicate that during the past year farook was talking with people who showed interest in radical jihad. but in an interview with "nightly news" with lester holt,

city council calling for all weapons to be locked up in a trunk or lock box and law enforcement would be required to lock up city-issued guns even outside of city limits. this follows a series of high-profile murders linked to high-powered weapons stolen from officers. and now let's take a closer look at that forecast that's coming up. we saw plenty of rain yesterday, kari. >> it was great to see that rain. the system is now moving off to the east. we're still tracking a few lingering light showers out there, maybe just enough to head out the road to work. temperatures are dropping in the north bay. it's 38 degrees in napa. san carlos at 46 while the east bay is in the upper 30s. a look at all of the microclimates today, highs in the upper 50s. santa rosa, 63 degrees and concord, 62.

but we also spoke to scientists and policy makers. included among those experts, former israeli president perez and alicia marcus. all agree that soliving this water cris in california is about using innovation, some of which is already here in silicon valley. they also say it's about changing california's historical attitudes and policies. the public policy institute is now calling on government leaders to reform the way that california handles water issues, including the oversight of water rights, the trading of water rights and the environmental use of water. chairwoman marcus told me she wants to work within the current system to refine and change things. she admits that in many places california continues to rely on 19th century technology, rules

coming up on a quarter to 5:00 here, we're ready to start the weekend. >> yeah. >> the rain said, let's start the weekend. >> and we'll have another round as we head into this weekend, too. so there's going to be more of it. it's winter and we've been looking forward to this el nino. the bay bridge shows that it is cloudy in san francisco and we're clear here in the south bay. but into the rest of the day, some breaks in those clouds and, once again, we still have been tracking a few of the showers moving across parts of the bay area. a closer look at the snow that's been falling in the sierra. that continues. and then here we just have a couple lingering showers that have continued to move farther off to the north and also up around ukiah, you are still seeing some of those showers moving through. let's take it hour by hour in oakland today. starts out in the upper 40s. a lot of sun through the afternoon and highs in the low

60s. we'll be very comfortable. and then as we head into the weekend, more clouds moving in by tomorrow. and then i'm going to stop it on sunday. this is sunday morning. some rain is moving in for the north bay and then it moves elsewhere across the bay area heading in to at least those hours before noon. by the afternoon, though, it should be clearing out. this should not ruin your weekend and we may not be done with the active weather just there. but look at how much rain we could see for that system moving through on sunday. a possible another inch for the north bay and then moves to the south bay and fizzles out but brings a little bit of some showers there. the weekend forecast stays cool and our highs are slightly below average in some spots. upper 50s, a chance of rain as we head into sunday and, once again, it does stay active heading in to next week. possibly a couple more rounds of rain on wednesday and thursday. so, of course, we'll keep you up to date on that. let's check in with mike to see how the roads are moving.

>> kari, they are drier today. calm winds across the san mateo bridge. let's look on the hayward side where they have a crash blocking a couple of lanes. north 238. one lane is blocked but it's starting to clear. more slowing through san leandro but that's getting better now as there was an overnight crew and they want to get started with their weekend as well. no problems towards the bay bridge. toll plaza, slowing has cleared. we'll look at the north bay, san rafael, no problems for the south peninsula. north bay, a little puddle right there. damp roads around the bay. kari was saying we're not completely out of all moisture out of the air but it's not raining like it was yesterday. back to you. there's a new top dog when it comes to al cellular network. >> we're going to go live to the cnbc headquarters. good morning, landon. >> good morning to you both. the markets are trying to right

themselves after suffering the worst day in two months. futures are higher and stocks fell after the european central bank unveiled a smaller than expected stimulus program disappointing investors and traders are waiting for the big economic news of the day. the jobs report out at 8:30 a.m. it's expected to not keep the fed from raising interest rates in the next few weeks. the nasdaq is down 85 to 5037. mark zuckerberg is defending his plan to donate 99% of his stocks to charity over their lifetime. in a facebook post, zuckerberg says they will not get any benefits and will pay capital gains on those stock sales. t-mobile is number one among national wireless carriers based on an annual survey of readers. it's the first time verizon

unhygie unhygienic practices are costing caser foundation hospital nearly $150,000 in fines. two employees were pricked by two needles due to the poor upkeep of the waste boxes. the first injury occurred back in 2013. the other two this year. employees had to reach inside to remove the needles. key pieces of the affordable care act heads to the house of representatives today. the senate narrowly passed that bill yesterday. and besides gutting obamacare, it would eliminate federal funding of planned parenthood for a year. this face as certain veto when it gets to the president and republicans don't have the two-thirds majority needed to override the veto because some republicans fear that underprivileged women could be

left without health care. less tension, kris, over pension. later today, san jose city leaders will be announcing details on a deal reached with the remaining nonemployee unions regarding retirement and pension plans. they will ask that measure b, after all of this back and forth, be invalidated. city council is expected to approve the terms of the agreement on december 17th. targeted in last month's coordinated and deadly attacks in paris, a cafe reopens for business. it is the first to reopen since the tragedy. gunmen killed five people at their bonne biere bar. a total of 130 people died. a sign reads in french to move forward and never forget. a uc berkeley student is

together, we're building a better california. all right. we are looking at yesterday's rainfall, kind of tallying our numbers. it ended up being pretty substantive, kari? >> especially in the north bay, sam, because that's where we had the highest amount and santa rosa close to an inch of rain. you're almost there. half of an inch in petaluma. the east bay and peninsula, south bay, the rainfall totals are anywhere from a tenth of an inch to half of an inch in dublin. highs in the up approximator 50s to lower 60s and a lot more sunshine than yesterday.

let's see how it looks as we head out the door with mike. >> we're not completely done with all of the rain. look at that. that happened in the last few minutes. raindrops on the lens. these people are paying cash there because one lane is not open so they are adjusting their flow over there. no slow on the approach at the maze. slowing as we have one lane to pass 238. here's the south bay. no problems on the map. we have a crash northbound at the summit coming into our area and that might be partially blocking the slow lane. i'll track it. back to you. >> mike, thank you very much. a uc berkeley student is recovering after an attempted sexual assault. a homeless man attacked a student. officers say the man hit her from behind and knocked her onto a grassy area. >> he actually pinned her to the ground and she tried to call for

help and he pinned her to the ground. i won't get into too much specifics but it looked like he was going to try to sexually assault her. he robbed her of her phone and identity and fleed the area. >> it doesn't make me feel comfortable. personal, i'm okay with it but it's scary with everyone we know, all of the students. >> police arrested wilford allen. officers found him not far from the site with the woman's belongings. he'll be in court today. a so-called stowaway marilyn hartman will be released from custody today. in chicago she is in the most trouble. she's been in custody since the spring for trying to get on
