showers for saturday. sunday showers move into the picture. it could be heavy across parts of the north bay. clouds are increasing today will be the main story ahead of the next storm system moving into the bay area. temperatures cool, it is still winter or fall we're headed towards winter. 38 in the north bay. near 60 for the north bay bay down to the south bay. the rain moves into the picture in the morning hours tomorrow. it will spread through the bay area, through the day tomorrow. get prepared for a rain a sunday. go grab a keurig. we just bought one. get some coffee and stay in and enjoy the rain. we need the rain, happy we're getting it. more rain by wednesday. good for us. thanks. this morning we continue to cover the developing news out of san bernardino. the mass shooting is being investigated by the fbi as

terrorism. and there are early reports this morning that isis militants are confirming that the two people behind the massacre were supporters of the terror group. last night in san bernardino, a ups facility was evacuated after employees sound a package linked to the shooters. it was a ups driver who realized the package he was carrying was going to the address of the husband and wife. we're told the package was from a reputable vendor but management called police and evacuated their facility out of an abundance of caution. no threat was discovered. also yesterday, the media was allowed to get a look inside the couple's rented home after it had been cleared by the fbi. investigators say that the garage had been converted into a bomb making lab. and we're beginning to learn more about tashfeen malik. investigators have been focusing on her husband the last few days, but now they've shifted their focus to her. authorities have revealed during wednesday's attack she posted on

facebook a pledge of allegiance to isis. >> so far we have no indication these killers are part of an organized larger group or formed part of a cell. >> but, again, reports this morning are that isis is claiming that the two were supporters of the terror group. and the family of syed farook tells nbc bay area they had no idea he and his wife had possible extremist ties. "today in the bay" spoke to the suspect's center. >> i had no idea they were involved in anything like that or they were capable of doing something like this. >> reporter: she seemed open and honest as she answered questions about her brother suyeed farook and his wife. it wasn't much we had in common her being raised somewhere else. >> reporter: she was born in pakistan and her family moved to saudi arabia when she was a child. she lived there for most of her

life. farook's sister says her brother seemed happy with her. khan had not become familiar with her sister-in-law there was a language barrier. she says her brother was tough to figure out. >> he was quiet kept to himself. smile occasionally here and there. it's hard to guess what a person is thinking. >> reporter: when asked if her brother owned a gun. she said she knew of one. all of this just doesn't make sense. >> whenever something like this happens there's a big bash lash on happens on all muslims, you know. i want to say that not all of us are like this, you know. we're not all, you know, terrorists. >> reporter: cheryl herd, nbc bay area news. and bagpipes played as

hundreds of people gathered at uc riverside in honor of the shooting victims. two of the 14 people were graduates of uc riverside. two other grads were injured in the shooting and they remain hospitalized. and the gun control debate has "the new york times" taking a stand in the wake of the massacre. today's paper featured an edtorl on page one. for the first time since 1920 the editorial entitled end the gun epidemic in america. says it's a disgrace that americans can buy guns that are designed to kill people. and get the latest on the investigation. other news now, continuing coverage about a deadly police shooting in san francisco. community members are calling for the police chief to resign after five of his officers shot and killed man on wednesday. this was the scene last night at a town hall meeting. emotions were high as the chief answered questions from neighbors. cell phone video captured mario woods surrounded by officers and shot by police. he was a suspect in a stabbing and he was armed with a knife which officers say he refused to put down. >> there needs to be reform done as far as excessive force. i'm not saying all police are bad. >> what people saw, to a lot of folks didn't make sense. didn't make sense to me. ask the commissioner we all got

48 years to life in prison for killing a south bay paramedic. two years ago, quinn boyer had taken his father to the doctor when he stopped on an oakland street to send a text message. a group of teens pulled up behind him. two of them got out and shot him in the head in a attempted car jacking. the car ended up rolling down the hillside. the teen who was sentenced yesterday was 15 when that shooting happened. police say he provided the gun that took boyer's life. the accused triggerman will be retried next year because the first jury deadlocked. community outrage is once again being directed at guards at the santa clara county jail. deputies are accused of sharing hundreds of racist texts. civil rights groups are demanding reforms. this comes on the heels of a death of a jail inmate, allegedly at the hands of the

guards. these texts were released in a report in the san jose mercury news and community activists are saying there's a culture of hate among deputies and they're calling for state and federal oversight. >> these texts are racists, mean spirited and has intent behind it. >> i don't think any amount of training can fix these kinds of attitudes. i just think they don't belong in law enforcement. >> the sheriff says several investigations are ongoing and state and federal agencies will be involved. a warning from police, a grinch who steals packages from doorsteps is making his rounds in the south bay. but now he's been caught on camera. surveillance cameras captured the thief at work at this sunny dale home at thursday. a chrysler pulls into the driveway. the man gets out of the passenger side and grabs the package. he comes back to steal a couple of oranges as well.

>> reporter: if you dine out, you want to know what's happening behind closed doors. >> i don't want to eat at dirty places. >> reporter: as of now, all you can see -- >> one sign from the contracosta health services department. >> reporter: the county health department only requires that establishments display prove they've been inspected and a health inspection report is available upon request. that could change to a color coded grading system to let you know the cleanliness of your favorite food establishment. >> put up the grades, look school. gosh, i don't know. >> reporter: here's how it would work a placard would have to be displayed in the window. if you see a green one it means a history of good inspections a yellow one two of more violations. a red one, the place shouldn't even be open. >> the supervisor says the ratings will be a sign to all of

memories preserved. they're filing papers to have the event memorialized. so far san jose city council is on board. a new storm is on its way to the bay area, we of course had a storm thursday and the sierra benefitted with a good dose of snow. take a look at this. a time lapse video in lake tahoe three inches of snowfall. anthony, no snow here but we could see more rain. >> we're looking at rain moving into the bay area as soon as tonight around the north bay. then tomorrow during the day we'll see rain for the entire bay. i feel like this is everything saturday. >> it has been. yeah, each week we've have one system a week. this upcoming week we have two. we're starting to see the trend of more rainy days headed towards the bay area. this starts to be the wettest time of year, december and january. so with el nino being really the headline, we are expecting more rain as we move towards at least the next couple of months.

oakland, we have some filtered sunshine moving on here. this is what the sky will look like all day long. we're looking at mid and high level cloud cover. that's going to leave for filtered sun. you'll notice as we put on the satellite it's extensive cloud cover we're looking at ahead of the storm system. the thing about it, though, this is not a huge storm system. it's not going to be as beneficial as we saw on thursday. we have another storm system moving through midweek that will offer another inch of rain. temperatures are cool, back into the 30s and 40s. not going to be overly sunny, but because of that cloud cover, temperatures aren't going to be that warm. coming down just a little bit from where they were yesterday back into the low 60s for the south bay. mid 50s for san francisco. we have some things happening, of course, it's the holiday season in san jose. christmas in the park, a huge event in san jose. they're expecting to see

temperatures in the mid 60s. ice rink is open and the hot chocolate. just can't get enough of that. all right. talk about the future cast to show you what we're expecting as far as the rain is concerned. midlevel moisture today, not expecting that to reach the ground. that will be the mid and high level cloud cover. tonight, around 11:00. the first showers start to pull up. so tomorrow morning around this time, this is what the radar will look like. wide spread showers tomorrow morning around 7:00. for today, your microclimate forecast keeps the entire bay area dry. mostly cloudy, 59 for san jose. 61 for cupertino. san francisco today going to struggle to reach 60. north bay, mostly cloudy skies. walnut creek, 59. a little bit more sunshine for the tri valley. temperatures right near 60. now, the chance of rain that moves through tomorrow, again, not a huge storm system. wednesday, another storm system

will move through. this will keep rain in twice not only for wednesday but also for thursday as well. this is where we could really be talking about some significant rainfall. the potential of maybe even an inch for places like livermore, even san francisco could pick up close to an inch. north bay, again, wednesday and thursday we could be talking about a little more than an inch of rain. great news. thursday's rain gave us .10 in the south bay. they got an inch in the north bay. it will rival what we saw on thursday. south bay, not as much as we saw. sunday, another small dose of rain. wednesday and thursday that's when we're tracking the bigger chance of rain. as we continue to get into the rainy season, you want to go on to nbc bay area, download the app. it's so beneficial, especially when you're not near your tov. pull it up in your car or whenever you're at. know what's coming. all right, thanks. we have much more ahead on "today in the bay." coming up.

"today in the bay's" garvin thomas explains in this morning's bay area proud. lack of experience isn't always a bad thing in business. it's the people not rooted in the way things have always been done. who sometimes are best at seeing how they can be done better. that certainly looks and sounds like it was the case for three recent berkeley grads. the journey from dorm room to conference room has been a swift one for connor, tyler, and

jason. barely three years ago, the three co-founders of echo devices met as uc berkeley students. yet, they are already making waves in the medical devices field. >> this is the bundle. >> audio waves to be exact. >> the sound travels through this. >> in september their eko core was approved by the fda and went on sale. it is the three suggest, the most fundamental upgrade to the stethoscope since it was invented 200 years ago. and just why was it needed? well connor says that became apparent to him after a group of stethoscope wearing primary care physicians visits his design class. >> one of them said, we don't get that much value out of this. we wear it around because that's what physicians do. that's what doctors do. and that was mine blowing to me.

i felt like this is crazy. >> crazy enough that the three set about bringing the 19th century invention into the 21st century. the genius of it is that while looking and working just like a traditional stethoscope that doctors and patients are already comfortable with. the eko pairs with a smartphone to record and display the patient's heart and lung sounds. while that may be of some help to the physician in the room. it all becomes revolutionary when you consider where it can go from there. >> captured at the point of care whether that person is located in rural montana or a village outside of mumbai, it captured a sound and sends it to a specialist. >> the three say innovation in medical devices field is slower. there are legitimate concerns over safety and privacy. still, what they have discovered is that given the right idea, in the right hands, innovation can

diablo in the background we are taking a live look outside from san bruno mountain. cloudy skies across the bay area. but a beautiful pink sunrise sort of situation as we head out on this chilly saturday morning. thanks for joining us. i'm kira klapper, we have a look at the forecast. >> i love the pink situation we have going on. >> it's pretty. >> we're looking at a beautiful sunrise this morning. the thing about the clouds today, they're not low clouds like we typically see, the low fog, low stratus deck. we're looking at high and midlevel clouds that's why you see the sun getting through the clouds. that's what we'll be looking at through the day. not low clouds. we'll see filtered sunshine through the day. i call it a milky sky. it will look milky up there. we'll see temperatures around 60. rain does arrive. that's why have the clouds. that arrives tomorrow. we'll talk about the time line when you could see rain coming

up in my next report. stay tuned. thanks. just into our newsroom, this 14-year-old girl is missing. jasmine lock disappeared from santa maria 30 minutes south of san luis obispo. police say she is with her step mother who does not have custody. investigators say jasmine is diabetic and may not have her medication with her. she's 4'10", 100 pounds with brown hair, brown eyes. she's wearing a white tee shirt and blue pants. her mother is heather lock. they could possibly be driving a red 1998 mercury wagon with california license plate, 4 yfy 063. again, they're missing from santa maria in santa barbara county. now, back to the developing story out of san bernardino. the fbi is now investigating the shooting rampage as an act of terrorism. authorities are still on high

alert there. overnight, they checked out a ups warehouse after a driver there found a package addressed to the husband and wife behind the deadly attacks. the building was evacuated as a precaution before police gave the all clear. the massacre left 14 people dead and 21 injured. when the couple targeted the husband's co-workers at a holiday party. investigators are revealing a pledge that the wife made to isis in a facebook post around the time of the attack. federal agents maintain there is no evidence that the pair got help from isis. early reports this morning say that isis militants claimed that the two were isis supporters. the couple tashfeen malik and syed farook died in a shootout. the question that lingeers is why. what was the motive behind the massacre? we heard from the gunman's

sister. >> i had no idea that they were involved in that or capable of doing something like this. >> also, yesterday, we got our first glimpse inside the home they found an arsenal of weapons and neither had a criminal background. nbc bay area spoke with a member of the council on american islamic relations. >> reporter: when san bernardino police finally caught the suspects in this get away car, we still didn't know their identities. >> when the name came out, oh. it was horrible. >> reporter: i spoke with her, following a service at her mosque in fremont. she works for the local branch for the council on islamic relations. many in the muslim community were disheartened when they

heard suspects had the names, they felt it was important to immediately condemn the acts. >> they have them muslim sounding names and people tend to lump them up with the rest of the muslim population. >> reporter: her organization even sent out this tweet the day of the shooting expressing their condolences for the families of the victims. but, unfortunately, they're receiving hateful phone calls in return. >> angry calls saying, you know, when are you going to denounce terrorists. we constantly denounce it over and over again. >> reporter: she says it's put the local muslim community in a familiar position. praying for those affected and making sure they're safe here at home. >> when they're bum barded with messages that this has something to do with the religion, then, unfortunately, people lump that up as well. and want to carry out, you know, their anger. many bay area mosques are adding more security as a

the city of downy just south of la. new this morning, bay area lawmakers want to prevent a repeat of a terrifying bus crash in san francisco's union square that happened last month. you may remember, a technical malfunction caused a double decker tour bus to speed and crash into scaffolding. the street surrounding union square. 20 people were hurt. legislatu a proposal is set to be introduced at the start of the new year. after 11 grueling months of negotiations over employee pensions, san jose city leaders and labor unions have struck a deal. this means the controversial measure b provision should come to an end. the deal invalidates measure b which voters approved back in 2012. the mayor says the deal will still save the city and

taxpayers monday. $3 billion over the next 30 years. >> we're turning the page on a difficult and divisive period of san jose's past. >> the deal goes to a superior court judge for approval. and then to the voters. that happens in november 2016. ebay is now leading the pack when it comes to time off for new moms and dads. the company just announced yesterday it will bump up maternal leave from just over two months to six months of paid leave. and it's offing that to new dads who previously couldn't take any paid leave. dads get three months off, full pay. amazon, microsoft and netflix also recently expanded their paternity leave policies. benefits all kick in early next year. the so-called serial stow away is out of jail. she might have her wings clips for good. marilyn heartman who was

san francisco even down to south bay, mostly cloudy skies. again, it's high and midlevel clouds. it won't be obstructing the view of the sun completely. 61 for the south bay. mid 50s for san francisco. christmas in the park happening in san jose. temperature s into the mid 60s today. cloud cover will be extensive through the day today. bundle up the little ones. clouds will continue to increase as we head through the day. future cast into motion, the green you saw on the map will be midlevel moisture not expected to reach the ground. this stuff is expect today reach the ground. that will be 11:00 tonight. that's when we'll see our first showers. that spreads through the entire bay area. by 7:00 tomorrow this is what our radar will look like. pretty active. we'll be looking at moderate to heavy bands of rain moving through. it will move out quickly. we're not expecting to see an all day rain event for tomorrow.

it will stay mostly cloudy. mostly cloudy tomorrow. 59 for san jose. san francisco today, not overly warm. mid 50s expected for your high. same deal for north bay. mill valley, 57. santa rosa, 60. a good amount of sunshine for the tri valley. tomorrow we'll get a shot of rain, it will be quick. we're talking about less than .25 of an inch. by wednesday we'll get another system that moves in. that's going to couple with another system by thursday. so two days of rain expected by wednesday and thursday. we're talking about some pretty decent rainfall amounts this go around. tomorrow, just a little bit of rain, but by wednesday and thursday we could be talking about another inch possible at the valley floor, even more than that across parts of the north bay. we'll continue to watch that. of course, we're getting into the rainiest time of year here across the bay area. the next seven days we have two chances of rain in the forecast. sunday, it will be a wet day.

former israeli president perez at his appearance at the conference in tel aviv. what can california learn from you when it comes to water? >> that you can overcome the shortage of it. and make california as usual green, beautiful with oranges. >> reporter: we took the same question to the chair woman of california's water resources control board which sets regulatory policy for drinking watt and surface water quality and mediating disputes involving water rights laws. >> with israel you have the example of a nation state that's managed to look at their water situation in the cool light of day and do what it takes. >> reporter: compare israel's approach to water to californias. israeli citizens use 62 gallons per water per person per day. california, 80. israel recycles 85% of its waste

margin. when it comes to per capta water consumption. irrigation and the biggest contrast of all, desalination. >> do we still need a change when it comes to how we govern water in this state? >> well, i'm sticking with making the system we have work better, which is at its heart, a 19th century system that got tuned up a bit in the 20th. in some places, 21st century infrastructure, but there is a long way to go. >> we should streamline the way we administer and oversee surface water rights. >> ellen hannic says california can't get better until change happens. she serve as the director at the public policy institute of california's water policy center. a non-profit, non-partisan research group now calling for policy reforms in california that they say would help solve the problems we found during our investigation. >> right now, california has this kind of arcane complex
