7:01 am
clouds tomorrow and tuesday with slight warming but a big storm system headed this way by wednesday and thursday. we're talking the potential -- get this -- upwards of two maybe even three and some computer models are going as high as seven inches in the north bay of rain. we're not going to push that envelope just yet, but we are talking about a nice soaking towards midweek. today will be a dry day for san francisco south. if you're headed to the north bay, expect a few showers. a mix of sun and clouds today. a big storm system headed our way wednesday and thursday. more about that coming up in our next report. >> we'll have to stay tuned. thanks. new insight as the nation tries to heal. president obama will address the nation from the oval office. this is the third time he's done that in his presidency. the white house says the president will discuss the shooting and the broader threat of terrorism. isis has now praised the attack, calling the couple martyrs and followers. but government sources are saying there is no evidence that the attack was directed by the
7:02 am
militant group. we are learning more about the attackers, tashfeen malik and syed farook. malik was born in pakistan and pledged allegiance to isis shortly before the massacre began. the couple married in saudi arabia after they first met online. farook was born in chicago and worked as a restaurant inspector in san bernardino. friends say there is no way he was the mastermind. >> this is something political because this brother, he couldn't have done that. >> i think tashfeen malik selected a vulnerable yet clean candidate to be her cohort in terrorism. oftentimes with duos, we have a primary actor who manipulates a more vulnerable subservient person. >> early saturday, federal agents raided this home where a friend of farook lives. the fbi wants to question that friend who legally purchased the two assault rifles used in the attack. meanwhile, we are learning more

about the 14 victims killed in the attack. shannon johnson died a hero when gunfire rang out, he gave his life to save denise parazza. she says johnson blocked the bullets with his body and said three words to her, "i got you." the attack at that holiday party in san bernardino didn't last long. police say about 75 shots were fired in just a matter of minutes. the suspects used four guns and all four were purchased three years ago. two of the guns were semiautomatic rifles known as ar df 15s. ar-15s have been used in some of the deadliest shootings in the u.s. back in 2012 james holmes used the same rifle to kill people at a colorado movie theater. in less than six months later, another ar-15 was used to kill 20 children and six adults at sandy hook elementary school in newtown, connecticut. >> it's an urban tactical weapon that that's individuals used in
7:04 am
a capacity for terrorist attacks. >> and then in october, an ar-15 was used to kill nine people at umpqua college in oregon. ar-15s were banned in 1994 after several other shootings if the '80s and '90s, but that ban expired in 2004. california already has some of the strictest gun-control laws in the nation, but the state legislature may revive tougher restrictions that recently were defeated in sacramento. today in the bay's chuck coppola explains. >> reporter: at the state level, lawmakers say they'll try again to ban semiautomatic rifles with detachable magazines. another bill may call for background checks to prevent disqualified felons from buying ammunition. nationally, republican presidential candidate ted cruz and donald trump sounded off about the san bernardino massacre. >> i ask the question why on earth about the obama administration not know this ahead of time and stop them before they carried out this terrorist attack? >> if you look at what happened
7:05 am
in california, they didn't have guns, they were slaughtered. i think it would have been a lot better if they had guns in that room. they could have protected themselves. >> reporter: but bay area congressman mark disagrees. >> it's beyond time that this country have a discussion about it. in congress, the u.s. senate, just this week, as this was happening, denied the ability for us to fund research into gun violence. they don't even want to talk about it. >> reporter: "the new york times" took that idea to an historic level. for the first time since 1920, "the times" put the story on the front page after shootings in colorado. the editorial calls for americans to put more pressure on elected leaders to pass safer gun laws. chuck coppola, bay area news. >> the nra says it is not to blame for what happened in san bernardino, citing that the massacre happened despite california's current laws which it called the strictest in the nation. again, president obama will address the country about the
7:06 am
attack. that's tonight at 5:00 p.m. pacific time from the white house. and we continue to update our digital platforms. go to nbcbayarea.com or download our free app to read more about the victims and to get the latest on this investigation. and halfway around the world, authorities are on heighten alert. a stabbing at a london underground train station is being investigated as a terrorist incident. it happened last night at an east london tube station. police say one person was seriously injured, and one man was arrested. a witness there when the stabbing happened says the suspect was taken away in handcuffs and listen to what he said. >> when he came out in handcuffs, what did you hear him say? >> this is the syria. he said this is the syria. and while he's walking up the ramp, he says again, this is the syria. >> authorities used a stun gun to help subdue the suspect. back here in the bay area, the search is on for the person

who opened fire on a busy east bay freeway. the shooting happened in concord just before 4:00 yesterday afternoon on southbound 242 near the grand avenue exit. traffic came to a standstill as you see lanes of the freeway shut down for hours. our nbc bay area chopper caught video of the backup. it stretched for miles. police say they started getting 911 calls that a driver in a silver suv was firing shots into a gold-colored suv. shortly afterwards, a wounded man showed up at the hospital. he underwent surgery and is expected to survive. >> we can't say that there was multiple shots fired. he had at least, at minimum, two upper body gunshot wounds, and there was also bullet holes that were found on the side of his vehicle. >> southbound lanes were closed for about two hours. police are not sure if it was road rage or if the shooter knew the victim. we now know the name of the oakland teen killed in a tree-climbing accident. jack lewis was just 16 years
7:08 am
old, a student at oakland technical high school. he was crushed and killed by a large tree branch friday night. it happened just outside of fairyland, the children's park at lake merritt. police say he was climbing on that branch when it snapped. yesterday his friends and family went to the lake to pay their respects. >> he was really lighthearted guy, outgoing, like, he was down for anything. like i don't know, he was, like, the home boy. like you could talk to him about anything. >> the oakland mayor says the tragic loss is heartbreaking for the entire city. we have much more ahead on "today in the bay." coming up, some anxious moments in the sky when an oscar-winning actor's plane is forced to make an emergency landing. and is the latest barbie a hacker's dream? the concern security experts have about one of the season's hottest toys. plus, the warning arnold schwarzenegger had for people at this year's climate conference.

7:12 am
governor arnold schwarzenegger. but his tone is a bit different than brown's. schwarzenegger says the doom and gloom approach doesn't work. >> my mission is to change the way that we communicate, that we inspire an unstoppable grass-roots movement fueled by people power. there's no doubt that climate change is humanity's biggest threat. but we have to acknowledge that all these charts and data and doom and gloom don't work. >> schwarzenegger says we have to simplify the message and focus on more immediate consequences of that issue rather than talking about things that will happen 50 years from now. and at 7:12 on your sunday morning much more ahead on "today in the bay." coming up, a hot gift for the holidays could also be dangerous to have in the house. we'll tell you why some hoverboards are coming under fire. this morning, we're waking up to cloudy skies and even light rain falling across parts of the north bay.

hoverboards, or roller boards, are one of the most popular gifts so far this year, but some firefighters are warning of the dangers not from falling but from sparking. "today in the bay's" ian cull looks into the potential problem. >> reporter: while these hoverboards don't actually hover, their popularity among kids, adults and celebrities is soaring. but just as fast as they're catching on, people say they're catching fire. >> i cannot believe this, y'all. >> reporter: in alabama, timothy cade posted this video, saying his hoverboard burst into flames just three days after he bought it. a louisiana family blames the new board for destroying their home because it caught fire. the consumer products safety commission now investigating those claims. and this week, another instance in florida. >> crackle, pop, burst into flames. >> reporter: this family claims their device exploded in the kitchen seconds after their 11-year-old was riding it. >> she felt it get hot.

but, you know, for several decades, kira, this is big stuff. california's been really a national leader in energy conservation and renewables. on 45 occasions since the 1960s, the state has received federal government waivers to require tougher automobile standards than the rest of the nation. because that state, the population of california's, the automobile makers, of course, typically include those changes for everyone because we buy so many. we buy so many of those cars. if you look more recently over the past decade, the state has taken the lead again, this time in carbon emissions from factories and other pollution sources. you about up it together and you say yeah, that's why brown is in paris. >> that makes sense, but what is california actually doing to curb those emissions? >> well, we're going further. we're going beyond what we've done. the state has quite a record and it's going to expand that record. in 2006 the legislature passed the global warming act which reduces greenhouse emissions 15%
7:49 am
below the 1990 levels by 2020. but there's more here. the record goes on. earlier this year brown signed an executive order calling for a 40% reduction by 2030. big percentages. and these new rules have been accompanied by a state law passed just a couple of weeks ago that will require half -- half the state's electricity to come from renewable sources by 2030. so far, kira, the state is on track to meet all of these goals even though the naysayers said it would never happen. >> yeah. well, it sounds like we do have those laws in place, but what kind of results have we seen from these efforts? >> according to the u.s. department of energy, which is probably the most reliable agency for looking at these things, the changes have been pretty dramatic. i mean, take a look at the top three states in terms of their population on the one side, their carbon emissions on the other. now, you expect the two to go together. population and emissions. but they don't. california particularly has 12%
7:50 am
of the state's population. 7% of the nation's carbon emissions. so we are doing a much better job. california clearly has the most enviable record of all when you're looking at these kinds of issues. you match up the percentage and the population and greenhouse gas emissions, we really look good. >> yeah. especially when compared with my in-laws -- my two sisters-in-law who live in texas. i'll have to show them those numbers. >> that texas story is really impressive considering the smaller population and so many more emissions. >> right. well, what about the cost? we have some of the highest gasoline, energy costs in the country. is it worth it? >> this is a good question, and the answer really kind of begins with one's values. what do you think is more important? what's important when you look at life? most states, in fact, do have lower energy costs. why? because they don't subscribe as much to reduction of greenhouse gas emissions. so that said, a recent report from the california department of public health predicts that
7:51 am
reduced emissions will result in 13% fewer premature births and 15% fewer years of life lost from cardiovascular disease and diabetes. which really kind of takes us back to why governor brown is in paris. look, california has become an international leader in fighting climate change. brown wants others to see that energy conservation doesn't have to kill an economy while improving the overall health of society. >> yeah, those health numbers sound like a really good result there. larry gerston, as always, thanks. and we'll be right back after this with anthony slaughter and the forecast.
