system by the mid of the upcoming week. we've got lots of cloud cover in place this morning and a little fog and drizzle. keep that in mind as you head out on the roads. we're rooking at lots of cloud cover to be with us for the first half of the day. temperatures are going to be cool, back to near 60 degrees. yesterday, san jose hit 70. 64 for the south bay. we'll talk about the rain in a little bit. let's toss it over to mike. there's enough moisture in the air that folks need to use their windshield wipers in spot. two cash lanes are not here here. that's the reason for the backup. as we look at your map, the orange on the map, the highlighting there over in the east bay and other parts of the north bay is where the fog can be thicker. down to a quarter of a mile in north bay where we have a deadly

crash that happened last night before midnight. sounds like a pedestrian might have been walking across an off-ramp there. so shiloh off-ramp remains closed. thick fog in the area. back to you. in the meantime, in a rare oval office address, president obama declaring last week's shooting rampage in san bernardino quote an act of terrorism. while he denounced terrorism, his message as muslim americans is very clear. >> chris sanchez has more on the president's powerful address to the nation. >> the president said that the threat of terror is real and evolving. and though paul ryan called the message half hartening and disappointing, he got into specifics. he said air strikes and special operations on the ground are part of the strategy. he wants to continue arming

iraqis in in syria and he wants to bring an end to the syrian war. the president also reiterated his call for gun control saying that again, there is no reason why people who are on the no fly list because of possible terrorist affiliations should be able to buy a gun. president obama also took aim at the technology and the finances of this new and evolving threat. the president said that muslim communities are part of the solution and that they must work to root out the radicals and the extremists as well. >> isil does not speak for islam. they are thugs and killers, part of a cult of death. and they account for a tiny fraction of a more than a billion muslims around the world, including millions of patriotic muslim americans who reject their hatest ideology. >> today homeland security secretary jeh johnson is going

she's going to text me and say i'm okay or call me and say they made a mistake. >> a memorial lighting took place at the memorial for the victims. now a new twist in the investigation. the fbi says they're questioning the gunman's mother. lived in the same home as her sewn and his wife. now an investigation of the couple's home uncovered at least 15 pipe bombs and thousands of rounds of ammunition. the fbi is investigating whether farook's mother had knowledge of the attack. a warning in the east bay. be careful who you meet. uc berkeley police investigating a sexual assault. the victim met the alleged attacker on the internet.

investigators have not released a lot of information about the suspect only saying it's a 26-year-old man. 4:35 right now. happening later today, people in the north bay are going to be discussing ongoing changes in response to a deputy shooting. sonoma county leaders launched a task force following the 2013 shooting that killed 13-year-old andy lopez. investigators determined that lopez was holding an authentic looking bb gun. the deputy who fired on lopez was never charged with a crime. task force workers are working to improve community relations. tonight's focus is on the public response to some of the changes proposed by the task force. anthony slaughter is in the house this morning. he brings word of rain. >> we're talking about some of the biggest rain that we've seen all year long, the potential for 3 to 5 inches of rain headed our way by the middle part of the upcoming week. you'll notice the temperatures

back in the 60s ff temperatures are not going to be as warm as yesterday. yesterday san jose had 70. 64 today for the south bay, 43 for the north bay. we have drizzle out there ahead of the next storm system bringing rain to the pacific northwest. we're on the tail end of it so we're going to see lots of cloud cover. by noon, mostly cloudy skies. this evening the fog returns and we'll wake up with drizzle for tomorrow morning. 62 degrees for your mie kroo climate forecast, 60 in san mateo, mid 60s for san francisco, mill valley will be at 63, east bay a good mix of temperatures near 60 degrees. this upcoming week we're talking about a big storm system. over here this is the 580. now it's tough to see from the camera on the roadway. but on the roadway itself, the

in flames. ==vo== you're looking at "cigarettes- r- cheaper" in petaluma -- that's in the plaza noh 4:41 right now. knot bay smoke shop went up in flames. we've got pictures of the cigarettes are cheaper in petaluma. the smoke is billowing out from the windows. no word on what caused yesterday's fire. it also affected several other businesses. the smoke shop is closed indefinitely because of the damage. hazmat crews rushed to south grant street after five suspicious containers were left on the curb. turns out the containers were old kitty litter holders and were filled with soapy water. as to what they were doing on the curb? that's still a mystery.

b.a.r.t. riders are learning how much deeper they're going to have to dig in their pocket to pay their fairs. they're announcing a 3.5% fare hike. any ticket in the neighborhood of 5 bucks will increase 15 cents. b.a.r.t. mandates automatic increases pegged to inflas every other year. a close call in the air, a drone come dangerously close to a chp helicopter. the sudden actions the pilot took to land safely.

quarter to 5 o'clock right now. weather and traffic. anthony is here to guide us along. mike is always here. >> i'm not complaining. >> beautiful weather to end the weekend. mike, you're watching a major storm in the works. >> we had a big storm come through the bay area last year, dropping 3 inches in the bay. we're talking about a repeat of that. it's going to bring lots of rain and heavy rain with it as well as we move towards wednesday and thursday. right now some fog and drizzle. here's a shot coming over the golden gate bridge. the ground is wet. a little bit of drizzle this morning and that's the precursor as to what's headed our way as we head toward the middle of the week. not that cold out there definitely with the cloud cover in place. later on this afternoon, most of us headed back near 60 degrees.

a little cooler from where it was yesterday. san jose got up to 70 yesterday. you can see the cloud deck across the entire pacific. that's the storm door opening setting the stage for the heavy rain on wednesday and thursday. it's been raining across the pacific northwest all weekend long and they eastward going to continue the see rain, upwards of 15 inches of rain across portions of the pacific northwest. seattle and portland already pick ud up a couple of inches. here is wednesday. the north bay sees the rain. 3 to 5 inches possible there. as the system sags farther south on thursday, showers will move across the rest of the bay area, and thursday expect all-day rain from the morning to the evening and that's why we're expecting so much in terms of rainfall. now we're not expecting a ton of rain in the valley. but over toward the north bay, this computer model painted out

an inch and the coastal mountains could pick up 3 to 5 inch of rain, and some of the computer models are saying 7 inches of rain. we're not going there yet. temperatures cool and the rain arrives thursday into friday. more rain headed our way next weekend. in the meantime, let's toss things over to mike. >> we're not going to seven yet. over here we haven't turned up the commute yet. look at easy the drive is. you can see how clear the skies are as well. south bay, clear as well, low clouds hovering around the deck. in the north bay, you see the crowds clouds on the hill. santa rosa we have a deadly cross north 101 at shiloh, a pedestrian wu on the freeway there. that continues with the closure and very low visibility in sonoma and napa.

points to 17848, the nasdaq up 104 to 15142. fedex is extra busy today expecting to move more than double its daily average volume. it expect to ship a record 317 million packages between black friday and christmas eve. fedex has add more than 55,000 workers including package handlers and drivers. a long time ago, the coolest vehicles in the universe went by the millennium falcon. chrysler 3000 and dodge challenger. they're joining forces with disney for a cross promotional effort with the new star wars movie. they'll run several 30-second ads on tv and online placing the krois her vehicles in the star wars yuns verse.

>> because sit a star wars mania season. thank you. >> it is everywhere. bay area man facing possible federal charges of a near miss involving a drone an the chp helicopter. the chp quickly veered away to avoid striking the zone. happened on saturday night. the chopper was flying 800 feet near highway 4 when the crew noticed a red light. it kept coming closer and closer and the pilot had to take quick action to get out of the way. >> i didn't know what it was and from our perspective i thought it was a substantial distance away but he shortly realized it wasn't. >> the drone might have gone through the windshield. they followed it until it landed, then an officer on the ground spoke to the drone's owner. authorities must decide whether or not to file charges. a lot of talk now about the rules and regulations surrounding drones. more details.

the faa wants all drones to be registered. the federal agency announced those regulations back in november. officials say they want be able to trace back drones to owners. gof brown vetoed the legislation that would have restricted the drones in the air in california. that was met to protect californians from peeping toms. police want your help in sending this pooch home for the holidays.

>> right now early redictions are estimating three to five inches in the north bay. otherwise the rest of the bay area could see a rain wednesday and thursday. right now it's all about the cloud cover and the fog and the drizzle. by noon we'll get rid of the fog. mid 60s for the south bay, mid 50s for san francisco and 63 for the north bay. we'll talk about the storm headed our way on wednesday and thursday. in the meantime, let's talk to mike. right now the mist and the drizzle and light rain and you will use your windshield wipers in places like the golden gate where there's some sheen on the roadway and low clouds as well. let's look at your map. we see a smoother drive. we don't see any weather. throughout the north bay, a deadly crash, a pedestrian was on the freeway and hit overnight. that has just cleared as far as the scene grows.
