"today in the bay" starts now. a very good morning to you. i'm laura garcia cannon. >> and i'm some brock. we're going to try to start your week off on the right note. anthony slaughter is in for kari. nice to start. visibility down to less than a quarter of a mile in napa. but other than that we're going to see a good amount of cloud cover. you can see what i'm talking about. san francisco and oakland visibility down to 5 miles. gilroy is 3 miles visibility. your sky cam network does tell the story this morning. temperatures this morning back into the 50s. later on this afternoon, mid 50s for san francisco, mid 60s for the inland valleys. we'll talk about a storm system headed our way or wednesday and

thursday. we're looking at the same ti thing you're talking about. folks will recognize the dennys over in emeryville and then we can barely see the roadway. sensors all around the bay are all right. the bay plaza shows how tough the commute is there you can't make out lights there. getting slower across the bridge because of visibility at times. as we look at your maps, things are moving smoothly. the street sensors not a problem. we'll send it right back to you. thank you, mike. now an anti-terror talk from the oval office meant to calm nerves. president obama outlined his much criticized strategy to defeat isis days after the terror attack in san bernardino. >> chris sanchez has more details. >> good morning. san bernardino or rather the

president said that the threat of terror is real and evolving. and though house speaker paul ryan called this address half hearted and disappointing, the president did get into specifics. he says that air strikes and u.s. special operations on the ground is part of the strategy. he also wants to continue arming the iraqis in syria and also working politically to bring the syrian war to an end. the president also reiterated his call for gun control saying there's no reason why the people who are on the terror no fly list should be able to buy a semi automatic weapon. president obama said that muslim communities are part of the solution be they must also work to root out the radicals and extremists. >>ize isil does not speak for his lum. they account for a tiny fraction of a billion muslims around the

world. including the pie tree yotic muslim americans. >> change our policy. come up with a ground force to go in and destroy the caliphate before we get him hit at ohm. >> homeland security secretary jay johnson is going to speak at a security conference in washington, d.c. among the topics cushing efforts on the growing terror threat and the agency's plan. president obama took aim at the technology and finances of the new and evolving threat and scat mcgrew is covering that. president obama ordered officials to review the visa program under which one of the san bernardino terrorists entered the country. >> we've learned that the fbi is continuing to question family members of the two shooters.

bob redell is joining us live. >> they're now investigating the mother of sigh yeed farook. farook is the man who shot and killed 14 people in san bernardino. the mother lived with her son and daughter-in-law in red lands. they want to know if she knew what her son and his wife was up to. the two rifles they used to carry out the massacre were bought by a friend and neighbor of farook. that man is so distraught, he's checked himself into a mental health facility, not clear if he will face charges. still don't know what kind of role isil played. the wife did pledge allegiance to isil right before the attack. >> she's the kind that's always

investigators have not released a lot of information on the suspect. only saying he's a 26-year-old man. tensions right now anything but defused. happening today, more fallout off abofficer-involved shooting. >> today in the bay stephanie cheng is live. the naacp is holding a meetings. >> they're going to the mayor, to supervisors, to faith leaders here in san francisco to calm people after a community meeting on friday got pretty heated. take a listen. there were calls for police chief to get fired or step down at this community meeting on friday hosted by the police chief to explain why he officer shot and killed 26-year-old mario woods. also showing a picture of a life

police say woods refused to drop that day. some saying officers were doing what they were trained to do. they made demands for reform in the sfrand police department with new policy to curb what they called excessive force. now video posted on social media appears to show five police officers firing at woods in the bay view district. this was last wednesday. police say the shooting happened after a man told sheriff's deputies that woods was talking to himself, swinging the knife and stabbed him in the shoulder. they used pepper spray before opening fire. oscar grant's uncle was at the meeting and wants people to organize and pressure the district attorney's office to pursue charges. police commissioners say they'll review the procedures but still not enough for some. you've got this naacp meeting at 6:00 at the third baptist

church. 5:07 right now. >> it's time for a check of the forecast today. clear skies anthony? >> no. in fact the opposite. we're talking about foggy conditions this morning. from san jose the fog not bad but we have low clouds in place. we're at the valley floor. get down towards sea level at the golden gate bridge, there's the fog and it's thick. we're talking about drizzle come in from the north bay and the east bay. the cloud cover is going to be with us all day long. it's going to be mainly cloudy as we get ready for the next storm system that's set to arrive wednesday and thursday. the fog will be out of here by noon and then this afternoon we're going to hang on to the clouds. mostly cloudy skies expected. 62 for san jose today, pacifica 56, mid 50s for san francisco, more cloud cover for the north bay as the storm system gets closer, 60 for oakland. we'll talk about the rain headed our way or wednesday and thursday but right now let's

a bay area man faces possible federal charges after a near miss involving a drone and a chp well a bay area man facing possible federal charges after a near miss involving a drone and a chp helicopter. it happened saturday night in martinez during an air search

involving a possible stolen car. the chopper was flying 800 feet. when the crews noticed a red light. the pilot had to take quick action to get out of the way. >> i didn't know what it was. and from our perspective i thought it was, you know, a substantial distance away. but we shortly realized it wasn't. >> the pilot says the drone might have gone through the windshield. they followed it until it landed. an officer on the ground spoke to the drone's owner. authorities must now decide whether or not they're going to chu file charges. more details, the faa wants all drones to be registered. the federal agency announced the regulations back in november. well officials say shay want to trace back the drones to owners in case they call damage. earlier this year governor brown vetoed the legislation in california. it was meant to protect californians from quote peeping

toms. in his address last night president obama called on the law enforcement to work together. >> scott mcgrew is trying to figure out what ma mean. >> it doesn't sound like a policy change. the obama administration backed away from calling on high-tech to create back doors in encryption. the debate has been one of the most intense discussions they've ever had. here's what the president said. >> that's why i will urge high-tech and law enforcement leaders to make it harder for terrorist to use technology to escape from justice to make it harder is a somewhat vague statement. we'll have to see how the white house follow s up with that. it's entirely possible high-tech is doing a lot more than we realize. hillary clinton took it a step further during a speech at the brookings institution over the

weekend. silicon valley she says should not see washington as an adversary. she called out youtube, facebook and twitter by name, although admitting this is complicated. you're going to hear all the complaints of free speech et cetera. including intercepting the die that between privately owned computers on high-tech campuses without warrants or as the courts would later rule in some cases without legal authority. wall street coming a uf of a huge jobs report. let's turn to kate rogers live at cnbc headquarters. good morning. >> good morning to you. the markets may pause and catch their breath this week. futures are higher this morning. stock managing to post modest games following the strong jobs

report. confirming that the feds will almost certainly raise interest rates when they meet next week. on friday the dow surging 370 points to 17848 and the nasdaq up. the fight is far from over from safe way after losing a multimillion dollar lawsuit. a judge ordered the grocery chain to pay nearly $42 million to customers who used the online grocery service. the judge found the cin marked prices 10% higher online than in stores but without telling the customers. the suspe on friday safe way announced it planned an appeal. the deal was you were paying higher prices and then you had the delivery charge on top of it. >> interesting. >> luckily we have scott mcgrew

here to keep us in the loop. a potentially dangerous mix brewing in the pacific for boaters and beach goers. large waves and rip currents are forecasted now through tomorrow morning on west-northwest facing beaches. anyone who braves the water up and down the coast needs to be extra careful. everyone should try to swim near a lifeguard if possible and use the buddy system. braving the roads this morning, mike and anthony have been talking about it, the fact that visibility is really reduced out there. >> it's going to be really bad until 11:00. then we'll see a good mix of sun and clouds. i want to stay on the trend of the high surf. a big storm system is causing the high waves. we're talking of the potential of upwards of 20 feet waves here in the bay area. >> what's in your coffee? are you kidding me? >> you can fak check if you want

to, laura. here's what i'm talking about. we have a strong system across the pacific northwest. this is the strongest system of the season. if it seems a little bizarre to you, well it is because we haven't seen anything like this all year long. the strong winds are creating the large waves and there's the cloud cover associated with the storm system. they've been looking at the rain all weekend long, picking up a couple of inches of rain across the pacific northwest, even some snow falling this morning. for us here, the storm system is going to sag a little father e south and so by wednesday and thursday we're tracking the rain across the bay area. right now we're just tracking fog out there. you can see the traffic building at the bay bridge toll plaza. temperatures later on this afternoon, back into the mid 60s for the inland valley. mid 50s for san francisco and the cloud cover is going to be with us all day long. showers do start to develop across the north bay on wednesday morning and it's going to rain all day long across the

north bay on wednesday. we'll pick up an irj on wednesday and then another couple of inches for thursday into friday. here's how much we're expecting. half an inch in the south bay, maybe upwards of 1 1/2 inks in the heavier downpours. the coastal mountains, they could pick up a potential of 3 to 5 inches in those locations. 3 to 5 inches of rain by thursday. we'll talk more about this system headed our way and how strong it is. last year a system moved through the bay aria producing the exact same amount almost to the day. still a lot to go over in the next couple of hours. we've got lots of traffic coming a little later on in the commute. right now traffic flowing nicely. over toward the dublin interchange, what's missing is

the dublin grade. so is as you ride up the roadway, the dublin grade will see patches of clouds turning to fog. we'll lack at the maps and see a smooth drive through the area. just behind me coming out of the altamont pass, that's where the slowing starts. the bay bridge toll plaza does have a backup. but i want to call out the orange. this is where there's denser fog, napa county, sonoma, visibility down to a mile. the bay bridge as we take a look out there, the traffic flows nicely, we ooel ear starting to build. a little sprinkle as hit. the mist is what's on the lens. b.a.r.t. station as reminder, parking at four stations increased today, millbrae, coliseum stations. i put that on my facebook page. you have more b.a.r.t. related stuff coming up from you. b.a.r.t. riders are learning

=laura/2shot= and i'm laura garcia cannon. good monday morning. thank you for starting your workweek out. i'm sam brock. >> and i'm laura garcia cannon. let's gate a look at the weather this week. >> we're looking at the fog across the bay area. it's down to less than a quarter of a mile in napa and santa rosa. north bay really fogged in. elsewhere visibility down to a couple of miles. south bay looking good. we're going to stay mostly cloudy through the day, not overly sunny and we're getting ready for the next storm system that's going to move through the bay area on wednesday and thursday. in the meantime, let's toss things over to mike. >> your shot showed the bay bridge toll plaza filling in almost at capacity. we should see the metering lights turning on. it's about that time of morning.

the clouds have cleared at least from this shot showing you the berkeley curve heading toward the bay bridge toll plaza. as we look at your maps, no problems through the area. and in fact there are clouds drifting around but it's registering as fog. look at the north bay. really tough to see in patches. napa, quarter mile visibility, santa rosa maybe half mile visibility, half moon bay down to zero at times. there this is the only patch of fog we saw crossing san mateo bridge. high ward and foster city is looking just fine. it is 5:31. in a rare oval office address, president obama addressed the nation on the threat of terror at home. >> the president called last week's shooting in san bernardino an act of terrorism. in his words by two people taken down the dark road of extremism.

chris sanchez is joining us live with more on the president's address. >> good morning. the president did talk about that threat of extremism saying that the threat of terror is real. his critics are saying that the strategy is not working fast enough and house speaker paul ryan went farther saying that the president's address was half hearten heartened. it seemed more about context than new strategies. u.s. special operations will continue as well arming iraqi and rebels in syria that are fighting isis there and that the work to bring a political end to the syrian war is also critical as well. the president asked congress to ban people on the no-fly list pr from buying guns. president obama also added that muslim communities are part of the solution, not part of the problem, but that they too must work to root out radicals and extremists.

gulf. >> very interesting context there. thank you. from the larger issue of terrorism to what happened last week. the investigation into the san bernardino attack is focusing on family members of the shooters. >> today in the bay's bob redell is live in the news room with an update. >> the mother of farook did live with the couple before the attack. the federal government wants to know what he knew before the attack. the federal government found no direct link between isis and the couple who carried out the massacre in san bernardino. the feds don't know if isis knew of sigh yeed farook and his wife tashfeen malik. there's no link between her and extremists with pakistan. she was considered devoutly muslim but not a supporter of islamic violences.

the school insists she was not radicalized there. >> radical approach, radical minded culture, nothing like that. >> malik's family, you can see them right there, they're in pakistan. they expressed shock believing she must have been influenced by someone. but there's no evidence that isis directed the couple or as i.d. said even knew of them. >> of course, the victims here, people gathered in the bay area last night to honor the san bernardino victims. more than 200 folks gathered in fremont to reflect on the rampage and to ask what could be done to prevent similar tragedies is in the future. communities leaders encouraged everyone to get to know their neighbors and embrace their differences. >> this was a sense of hope, a sense of community and being connected, especially during the holiday season. >> the vigil organizers ek co-ed the views delivered last night by president obama who is

calling on americans to treat muslims the same they would anyone else in the country. go to our website and find a page dedicated specifically to the victims. 14 pictures now of lives lost but not forgotten. back here at home, a north bay smoke shop went up in flames. we've got pictures of cigarettes are are cheaper in petaluma. in the plaza north shopping center. you can see the smoke billowing out from the windows. no word on what caused the fire and also affected several other businesses. the smoke shop is closed indefinitely because of damage. in downtown san mateo, hazmat crews rushed to south grant street after five suspicious containers were left curbside. firefighters say it turns out those containers were actually old kitty litter holders and they were filled with soapy water. as they to what they dr doing on

charles williams, the founder of williams sonoma open his first store in sonoma back in 1956. as you see from the black and white photos there. today there are 623 stores nationwide under the same ownership umbrella that includes pottery barn and west elm. williams died peacefully in his sleep at his home in san francisco. he was 100 years old. 5:45. highly encouraging news from former president jimmy carter. once diagnosed with request stage 4 cancer, he is now cancer free. carter made that announcement yesterday at his church in plains, georgia. three and a half months ago the 91-year-old carter revealed he was being treated for melanoma that spread to his to brain. he says the latest mri scan show nos sig s no sign of the disease. >> they developed a new medicine

middle part of the week we're tracking big time rain. wednesday and thursday, we'll be looking at rain across the bay area because of this storm system across the pacific northwest right now. you can see the cloud cover really extensive all the way across the pacific. there we go. let's zoom in a little closer. clouds all across the bay this morning. you'll notice a little bit of green here and there. that's the drizzle we're tracking. the visibility really low this morning across parts of the north bay. santa rosa, napa less than a quarter are of a mile. half moon bay visibility down to zero. san jose not that bay, even gilroy, looking at 10 miles of visz visibility. 50s for the most part and later on this afternoon we'll see the temperatures in the low 60s, mid 50s for san francisco. her here's the storm i was telling
