eastern standard time. crews checked the plane with passengers onboard and gave the all clear. the plane took off from montreal a few hours ago. an investigation still under way, though, to find out the origin of that threat. it is 5:02. as much of the country remains on edge following last week's terror attacks in san bernardino. donald trump thinks he has a solution. ban all muslims from entering the u.s. >> kris sanchez tracking reaction from trump's latest approval. coming from members of his own party. >> trying to distance themselves, as well. the kind of action that president obama cautioned against. some action with donald trump and also with citizens who are calling muslim groups here in the bay area. overnight donald trump spoke on the "uss yorktown" calling for a complete and other shut down of muslims in the u.s. based on his contention that waging war in this country is a good thing.

now, uraliearlier this month he called for muslims to register with the government. democrats are decrying that as an unamerican and even republican candidates are distancing themselves. held outside the santa clara county office building in san jose. in attendance were members of the bay area, they have taken phone calls from people telling them to gehome and even to die. the national leader of that council responded more frankly saying donald trump is playing right into the hands of radical islamists. >> they have no respect for human life. we have to do something. don't worry about profiling. i promise i will defend you from profiling. >> his ideas are not just unconstitutional, they are unamerican. have we learned anything from history, mr. trump?

>> now, donald trump just this morning said that the comparison between him and hitler is perposturous. he claims that 25% of muslims polled recently believes that violence against the u.s. in the united states can justified. he cites that from the center for security policy, which is a conservative think tank. but 86% of muslims in the u.s., when they were polled in 2011 by the pew research center said rarely justified and 48% said their own religious leaders have not done enough to decry islamic extremists. also more on donald trump's reaction to the comparison with him. laura? >> pretty strong words there. thank you very much. 5:04 right now. last night the grieving san bernardino community came together once again in an attempt to heal in the wake of last night's terror attacks. some attendies lit candles for each one of the 14 victims

"today in the bay" stephanie chuang is live where day two of the protests are expected this morning and the question here, steph, is how effective these measures will be in getting teachers more money. >> we'll see what happens with that, sam. it will change in a matter of hours here in front of the san lorenzo offices where we're expecting parents, once again, to protest and for day two pull their kids out of school. the chants there. we're talking about 150 or so parents and teachers protesting yesterday. this is about forcing the district to lose attendance money and listen to teacher demands of a pay raise. the union talks started last february. haven't gone very far. teachers are asking for a 6.2%

pay increase and the district is operating in the red and only afford 1.5% raise. a strike is very possible. some parents are pulling their kids out of school to send a very clear message. >> my whole point is to hopefully make an impression to the school district that we do not want to go on strike. >> my message is pulling children out of school will not change our budget conditions. it will make it worse. >> and it district is, in fact, loses tens of thousands of dollars. each student that misses school will and altogether yesterday we're talking about four times the normal number of absences and more than 1,200 reported in one day and that totals more than $44,000 the district lost, again, in just one day. we're talking about it happening for a second day. happen at 10:00 this morning. live here in san lorenzo,

latest progress report on what's being done and what probably should be done to improve san francisco's traffic problems. the san francisco congestion report is issued once every two yeer yee years. that report covers several areas including transit performance times and pedestrian safety and the city's worst traffic bottleneck. that report will be presented later today at city hall. a new report out this morning from the state farm finds 29% of drivers admits that surfing the web while behind the wheel. that's up from 13% back in 2009. another 21% say they're reading their facebook or twitter feeds. the research finds texting still poses a greater threat of distracted driving. as you'd expect, state farm attributes the rate in web surfing through the prevalence of smartphones. a proposal to allow bicyclists to roll right through stop signs is heading to a full vote of san francisco

co-workers underwent active shoot training in that very same conference room where he and his wife opened. it's not clear farook attended that training session. our coverage continues online at nbcbayarea.com. where you can find the latest on the san bernardino shooting investigation, as well as more reaction to donald trump's controversial comments. laura, all new this morning. two feep apeople in custody aft chase through several south bay cities. ended a little bit before 3:00 this morning on north fair oaks avenue in sunnyvale. started at least 30 mnths earlier in san jose when deputies were trying to pull over a stolen car. the chase covered three different freeways. that car had two flat tires by the time it was stopped. nobody was injured. police, meantime, investigating a suspicious death in newark. this happened last night at a home near mclaughlin avenue. they found a woman unresponsive inside the home while they were doing a welfare check.

they were unable to revive her. at least one person was detained by newark police and that two children were removed from that house. hundreds of parents are pulling their kids out of school anding up for teachers who want a raise in the east bay school district. >> stephanie chuan live where day two of the protests are expected. good morning, steph. >> good morning, laura and sam. we're expecting that protest here in a matter of hours in front of the school district office with parents willing to pull out their kids from school to attend a very clear message. and those are the parents protesting yesterday with kids by their side. the teachers' union saying the strike is very possible. parents say they're losing high-quality teachers because the district isn't paying them enough. each student who misses school costs about $37 for the district. yesterday they were four times the normal number of absences and more than 1,200 reported.

that means more than $44,000 lost in just one day. the district says this is taking away money when it's already operating in the red. >> it will make it worse, but it will not make us more able to give increases in salary and ben fits. >> i took my children out of school to help the parents back the teachers to show that we're ready to let the district know that we're really concerned about a strike happening. >> and the negotiations, the talks began back in february. they haven't gone very far. teachers say they're asking for 6.2% pay increase adding the district has gotten $26 million in revenue the last three years. the district says it can only afford a 1.5% raise. we're talking about two sides still standing pretty far apart here. the protest for day two is set to start at 10:00 this morning. live here in san lorenzo, stephanie chuang "today in the

bay." a shelter crisis that's what city leaders could declare tonight in an attempt to find housing for the growing homeless population. bob redell live in san jose this morning and this is becoming more urgent and wet, cold weather ahead of us. >> well, with the possibility of el nino, yes. and in these cold temperatures tonight isn't as cold as it has been. but we're, of course, approaching wintertime. you might recall it was about a week ago. last tuesday night, laura, that a man froze to death underneath an overpass just a few blocks away from san jose city hall. tonight in city hall, the city council will declare whether or not a shelter kriss and open up up to $430,000 to help the estimated 4,000 homeless people in santa clara county to get through the winter this winter season. at least through the end of march. now, by declaring a shelter crisis, the city could then allow faith-based organizations and churches to house some of

these people to put beds in their places. that's something that is not normally legally permitted. if you have a "shelter crisis declared" it is allowed under state laws. the city will consider opening up four warming centers and that's something they do on a pretty regular basis when the temps drop and then kreervesal idea that come up and that is the installation of a temporary tent city. now, mayor has already exed his oppositi to this he questions safety and where would you put this tent city. they're talking about tents up to about 50 people and also points out the fact that other cities have tried this like sacramento and seattle and, in his opinion, failed. reporting live outside san francisco city hall, bob redell, "toad "today in the bay." >> we're waking up to clouds this morning and low fog and

officer on the peninsula -- who may be trying to foo coming up 5:45. police looking for a bogus officer on the peninsula who might be trying to fool businesses into forking over their cash. surveillance video shows the man who only looks like a san mateo police officer. he is wearing patches and a form that resemble the real thing. video from november 24th shows him walking the aisles at the crystal village springs safeway. the imposture told store workers he was investigating a theft. when the imposture asked where the store was keeping its cash, then the clerk became a little concerned. >> he panicked and was like, i'm going to call the police. the outfit threw her off. >> something stuck out.

the imposture left before deputies arrived. investigators are now trying to determine if the same man successfully robbed a nearby safeway store the week before. in the meantime, san jose police trying to track down a trio of burglars. three men broke into a san jose home back in september. they forced their way into a side garage door that took jewelry and crash before driving off in a red suv or posa jeep. police are also possibly looking for a fourth person who was the driver of that get away car. bay area pilot struck again by lasers. this time authorities knew exactly where the blinding beams of light were coming from. thanks to a special tracking device. the costa contra costa video sh deputies being hit three times in the past six weeks. california has the highest rate of laser strikes in the country. >> because we have the greatest population of any state and many

forecast and get hosed. all right. won't take credit for that. let's talk about this fog we're dealing with this morning. you can see actually better than you could yesterday at this time. we have fog drifting over san jose. low clouds, again, visibility not all that bad considering we've got a little mixing happening in themous fear. that's that storm system allowing some wind to kick up. we're not seeing stagnant air and that allows that fog to settle down at the surface. visibility is still bad across parts of the north bay. napa, santa rosa down to a quarter of a mile. fairfield really dense fog there. down to just 1,000 feet. san francisco looking at visibility near a mile. half moon bay about five miles and in san jose, ten miles. we have clear visibility at the surface and, again, low clouds in place. san jose later on today. 65 degrees and 66 for sunnyvale and 57 today for pacifica and mid-50s for san francisco and you'll briefly hit 50 in some spots and cool and cloudy through most of the day and up in the north bay, temperatures right near 63 for napa and 62

for hayward and oakland mix of sun and clouds and tri-valley more sunshine today and back into the mid-60s. the storm system i have been telling you about will move in. across of the north bay. by thursday morning, the brunt of the heavy rain pushes through and that will move through during the heart of your rush hour. thursday 7:00. wet everywhere across the bay area and we could be talking about gusty winds, as well. gusts up to 35 miles per hour. even 45 at the coastline. now, thursday night, the system continues to roll on through. we'll see another shot of heavy rain into friday morning with a few thunderstorms and then we clear out by friday morning. by about 8:00 saturday looks to be a dry day, but then sunday another system comes this way. sunday afternoon into monday morning. and that could lead for a wet monday morning commute. overall, rain totals half an inch and up in the north bay, one to three and the coastal mountains, the most we've seen all year. three to five inches of rain. we'll talk more about that system headed to our weekend. >> we're looking that golden
