can see that storm across the pacific making its way in. that will couple with another storm to our north. that will bring rain as soon as this morning. everywhere else will stay dry. temperatures mild, back to the 50s this morning. headed to the mid 60s pour the inland valleys. san francisco you'll see a few peeks of sunshine, 65 degrees there. the north bay, that's where you'll see the rain today, 60 degrees and the rain arrives for the rest of us through the day tomorrow. in the meantime, let's time out the commute. >> have to be like the football referee. upon further review, we look toward the berkeley curve, the left lane blocked. but we also have something going on at the split between the 580 and berkeley curve area. that means people are tapping their brakes with distractions on both sides of the freeway. you see your general build slowing toward ashley and clearing as we get toward the scene you saw right there. that's about it for your morning

commute. we have patches of fog in the north bay. slowing for highway 37, 680 not bad through sunol. a dip in speeds through hayward. a tiny one south of 238. this incident northbound looks like it's on the shoulder. i marked it as a distraction. the rest of your bay moves well. a build for 101 and 87 through san jose. back to you. terrifying moments as a nanny is pistol whipped right in front of a little girl. orinda police say an armed gunman kicked in the front door of a home near el castillo. "today in the bay's" bob redell live this morning. the suspect still on the run in the family's porsche. >> reporter: officers here at the orinda police department are hoping they can find that vehic vehicle. what happened here in orinda is very frightening considering the

fact this happened during the day while the sun was still out and people were at home, the nanny and the 5-year-old girl. it was around 2:30 in the afternoon. a man kicked in the front door of that home. you can still see the footprints, showed a gun, started screaming at the nanny for money. she understands limited english which added to the stress of the entire situation. the robber pistol whipped her at one point, scavenged the house. took the family es black porsche kai yan, plate number 6mk320. we spoke with the girl's mom who told us her daughter wu not hurt during yesterday's break-in. >> this is supposed to be a safe neighborhood. you just never know. my daughter is fine, a little startled. scared i'm sure. not talking about much, about everything that's happened.

>> reporter: orinda's chief of police tells us there have been three burglaries over the past few days including this one caught on surveillance cameras. she expects the thieves are targeting this town because it's right off highway 24 which is a relatively easy escape route. yesterday's break-in was the first in which someone was home. bob redell, "today in the bay." >> glad everyone is shaken up but okay. happening today, san francisco residents angry about the city's most recent deadly police shooting and plan on holding another rally ahead of a police commission meeting. last week san francisco officers shot and killed 26-year-old mario woods in the city's bayview district. police say he just stabbed someone and repeatedly ignored orders to drop his knife. at 5:00 p.m., organizers hope to rally on the steps of city hall. that's where the police commission is going to meet and where police commissioner greg sir is going to talk about the recent use of force by officers.

the police officer's union is showing support for comrades involved in last week's incident. in a statement the union says there was an imminent threat to life and officers had no other options. at tonight's police commission meeting, chief sir will reopen the idea of equipping officers with tasers. that idea has met serious resistance in the past. it has been exactly one week since a terror attack shook southern california community of san bernardino. ref day details emerge about the massacre. now investigators are tracing a money trail including thousands of dollars that showed up in the suspect's bank account. the shooters reportedly took out an online loan for $28,000 just weeks before the attack. the money may have been for syed far room and tashfeen malik's baby and her grandmother. sources also revealed to nbc

news that farook discussed staging an attack in california back in 2012. authorities are investigating that claim. as investigators continue to sift through evidence for clues, we're getting our first look at the conference room where the couple killed 14 people last week, a day first responders say they will never forget. >> it's nothing short of what any other person in law enforcement would do. i don't feel like a hero whatsoever. any one behind me or any of the other people who were there would say the same thing. that's our job, to put ourselves in the line of danger to protect the community. >> the inland regional center is still shut down a week later. police and federal agents continue to investigate the scene. 6:05. not the curriculum they want for their kids. east bay parents are not pleased with a new program that got the go ahead to be taught to fifth graders, especially not happy with who is teaching it.

parents and teachers protested outside city hall, wanting the city to vote no on a federally funded gang prevention program taught by police officers. parents say the course wastes valuable teaching time and gives officers too much power. >> they can approach children at all times of the day including at recess, at lunch, what have you. >> we're here to learn math, science, stuff like that, not how to stay out of gangs. >> we don't have a gang problem because of the fact we're proactive. we get out into the community, integrate programs like this with our youth. >> the vote boarded unanimously to test the program at two elementary schools in san leandro. students have the option of opting out of the close. lake del valle is closed due to a toxic algae bloom. it's hit several other lakes in the east bay. it causes ever thing from itchy skin diarrhea, vomiting and makes. researchers are trying to find

out what's causing the algae bloom. they say they've never had a problem like this before. the storm is brewing. a live look at san francisco this morning. no rain yet. calm situation it appears to be. that soon is going to change. >> right now, the first of a series of strong storms making their way. >> timing of the rain with anthony in just a moment. we want to start with "today in the bay's" stephanie chuang live at city hall. >> reporter: laura and sam, we've heard it before. this could be the most powerful el nino on record. there is discussion of preparation. that's what mayor ed lee in san francisco is set to discuss, how the city is helping the people who work here and live here including those who live on the street by detailing the creation of the additional winter shelters. the worry is flooding, mudslides and other issues. the city held two sandbag saturdays in november to give

away sandbags to property owners to prevent flooding and mudslides from the expected severe storms. el nino preparations have been under way across the bay area including construction in shoring up drainage canals in san jose. the federal emergency management agency created an el nino task force for i.d.ing at risk populations. statewide today starting at 9:00 this morning, federal disaster relief workers are conducting a drill as part of the on going work to prepare for the big storms expected this winter, and the exercise leaders say this is so important because you've got joint agencies working together to see what works and what won't work. live in san francisco, stephanie chuang, "today in the bay." >> nice looking shot there for now behind stephanie. >> you're saying for now because the rain will compounding down. >> in the north bay this morning around 7:00. for the rest of us, we'll see it

early tomorrow morning right around this time. here is the storm we're watching. the storm is making its way through the pacific right now. we're expecting the showers in the north bay around 7:00. it will be light, on and off through the day. by tonight, around 9:00, 10:00, we'll see showers develop. it will roll through quickly tomorrow morning. this is 7:00, 8:00 tomorrow morning. we'll continue to hang on to that threat for thunderstorms even into the evening hours through the day tomorrow. for today it will be a dry day. a few peeks of sunshine in the south bay, 66 degrees. san francisco generally cloudy, 65. in the north bay that's where we'll have rain. temperatures cool, only 60 degrees. we'll talk more about how much rain we'll see and snow that could fall across the sierra. winter storm warnings already posted. you saw a glimpse of the toll plaza. this starts at the berkeley curve toward the toll plaza.

we're looking at the remnants of the last of the crash. we have one tow truck and one vehicle yet to be taken from the scene and some flares. that's not really much of a factor because the slowing stops right there. it's not adding to slowing. i'll show you on the map. slowing here, building in the traditional pattern. extra slowing at the scene of the crash. overall, compared to a traditional wednesday, this is looking ke a really good commute for the entire portion of the east bay, maybe patches of fog for the north bay. right around 8th street, reports of a fender-bender at chp arrives on scene. general slowing in hayward on the nimitz. north 87 had a crash at curtner. we'll get an update from chp. we see slowing from capital expressway. yahoo!'s core could be in jeopardy. the announcement from the company just two hours ago.

in san francisco in less than three years. speaking of playing, the warriors improve to a historic 23-0, beating the pacers 131-123. the team could be without clay thompson for a couple games. with under a minute to go, thompson sprained his right ankle. x-raies were negative. he will be re-evaluated this morning. after the game thompson said he expects to be back on the court in no time. he scored a season high 39 points. >> espn is reporting friday or saturday he should be back. it took a day longer than scott mcgrew expected, but he was right. >> yahoo! will not spin off its stake in al by back ba ba . the new plan is to spin off yahoo! and you come up with two different companies either way you do it. this is slightly different than earlier numbers. that yahoo! would sell its internet services like mail and

flicker and whatnot to some other company like verizon. that could still happen. right now, no, it will not. yahoo! made an investment in alibaba years ago, incredibly smart investment. it's worth billions. the big question, how do you unlock the value of that for your shareholders? this is like owning a big nugget of gold. unless you sell it, you're not really rich. the obvious thing is you sell off alibaba, but yahoo! and irs couldn't agree on whether that would be a tax-free transaction. instead of splitting off alibaba, they'll split off yahoo. why do you care? yahoo! is selling off its core business, if that were to happen, would mean people would lose their jobs. also yahoo! is an old silicon valley standby. it's part of family so that's why we care. the latest development moments ago is yahoo! board member max

activity as the storm system catches up. eureka finding showers and it's starting to approach ukiah. by 7:00 in the morning, it will be in the north bay. your micro climate forecast brings a few peeks of sunshine. san mateo, you'll see sun as well, 65. pacifica, limited sun. same deal for ocean beach. may see drizzle this morning. 60 degrees there. 69 for sausalito. that's where the rain will be across the north bay. east bay, tri-valley, sunshine, mid 60s from oakland towards livermore. this is 6:00 this morning. by 9:00, showers across the north bay. even by 11:00, 12:00, stuff will fizzle out. by 1:00, 2:00, light showers across the north bay. by this evening, mostly cloudy and dry. by 9:00, 10:00, more moisture starts to inundate the bay area. this is when the cold front will

move through, around midnight tonight. still hanging out across the north bay, by 4:00 tomorrow morning. eventually the cold front will sag south. by 6:00 tomorrow morning, looking at heavy rain, potential for ponding on the roadway. tomorrow afternoon, sunshine and also thunderstorms as we head towards tomorrow night. how much rain? this is what we expect. half inch in the south bay. closer to the peninsula. even the north bay can see an inch. maybe three inches in some spots and more than three inches across the coastal mountains. along with the rain, very strong winds tomorrow. talking the potential of 30 miles per hour at least starting off, but close to 60 miles per hour especially in the north bay. that is just shy of hurricane-force winds. this storm system will pam a punch. even snow expected across parts of the sierra. upwards of two feet of snow even at lake levels.

the weekend looks dry. once we get rid of the system, showers. saturday will be a dry day. another storm system for back in the bay area for sunday. bringing widespread rain and cool temperatures back into the 50s for most of us. mike, how are the roads looking? >> more crowded. not a lot of problems on the roadway. that's letting folks get to the gathering point. this is the berkeley curve. the better news the issue. the crash has cleared and now replaced with commute vehicles. flashing lights as a chp officer arrives to help this person. look at your map. you have a slow drive. but despite those two incidents, we don't have a lot of problems out of emeryville. as we move out toward the area, looking at another gathering point. the castro valley y slowing towards the san mateo westbound towards the peninsula for 92 and 84, the dumbarton bridge,

lighter commute, typical pattern there. same thing for 680 south out of pleasanton. northbound 101, same situation there. the crash north 87 still impacting lanes and slowing from capital expressway up to that scene. that's an unexpected slower drive and a fender-bender reported south of 101 on lawrence expressway. i'll check it and let you know if it will have major impacts on surface streets. northbound 101 will build over the next half hour. back to you. 6:21. new this morning, for only the fourth time ever, a woman is named "time" magazine's person of the year. >> about 90 minutes ago on the "today" show, time named german chancellor angela merkel as the person of the year. she's stood up to vladimir putin, managing the debt crisis and opening borders to thousands of refugees. the other three women to appear

sound confusing california's newest airport terminal actually straddles two different countries. while that might sound a little confusing, it will probably simplify things for millions of travelers. the $120 million private terminal opens this morning. it sits in san diego but serving neighboring tijuana airport. passengers cross via a -- some 60% of the passengers using tijuana airport cross into the united states. >> here is a cool gift for the adventurous type. these are sleeping quarters that hang from a cliff. 1300 feet above. it's in peru. each capsule contains four beds, a private bathroom, lighting is powered by solar panels, but to get there, you have to zip line across a couple of crevices, hike up the mountain -- i don't even know where you go to the

let's get right to the forecast with anthony. very good wednesday morning. thank you for joining us. i'm sam brock. >> i'm laura garcia-cannon. rain and wind on the way. let's get right to the forecast with anthony. >> i wanted to start off with our sierra ski report. we are talking about more snow headed to the sierra. right now the base is up to 18 inches. they could desperately use more snow. they'll get it. tomorrow and friday expecting to see snow. >> rain heading towards eureka and redding. we are expecting the see rain in the north bay today, and the wind and heavy rain moved into the rest of the bay area for tomorrow. in the meantime, we'll see sunshine today in the south bay, 66. a few peeks of sun in san francisco. in the north bay today, cool, 60 degrees. mike, how are the roads looking? >> looking all right. we'll show you the bay bridge from emeryville. earlier this morning we couldn't see the span from the camera. yu see clouds over on the san francisco side. no problem for visibility for drivers here. we do have the backup at the

toll plaza. we'll show you the map with the slower drive down the eastshore freeway. steady all the way down to the berkeley curve where there's still one crash remaining over on the shoulder. the crash south 101 has cleared from blies dale. it is not affecting the robin williams tunnel. patches of fog may be an issue for fairfield. as we move into the south bay, 880 and 680 south toward fremont. northbound routes also slow. 87 is recovering from an earlier crash at curtner. that's extra slow right now. palo alto is not slow. back to you. 6:31. today marks one week the san bernardino terrorist attacks. last wednesday an armed married couple opened fire during a holiday party killing 14 people. this week lawmakers in our nation's capital will receive a classified briefing on the investigation. nbc's tracie potts is live in wad. we're learning the suspects were

planning this attack for some time. >> reporter: exactly. nbc has learned that as long as a year ago, they may have been planning this and that farook may have been talking about it up to three years ago. apparently they were taking lessons at a local gun range. they were learning how to shoot a year before the this happened. lawmakers will get an update tomorrow afternoon. the fbi, homeland security and national terrorism center coming the capitol hill for the classified briefs on an vision that they now label as an act of terrorism. both of the shooters they say had become radicalized. they're also taking a look at the money angle. apparently farook had taken out a loan of $28,000 shortly before the attack, not to finance it, but he made a deposit and the fbi believes that was to take care of his grandmother and their 6-month-old child. finally here on the hill they're

trying to prevent things like this from happening again, trying to make it easier to detect. the bill is moving through the senate that would require tech companies like those in silicon valley to report any sort of online terrorist activity if they shut down an account or notice it happening. it would not require any monitoring by those company. >> thank you tracie potts live from washington. pistol whipped right in front of a 5-year-old girl. this morning a nanny is recovering after a violent home invasion. it happened in fnah rin da, one of the safest neighborhoods in the bay area. that suspect still on the run in the family porsche? >> reporter: sam, officers here with the orinda police department are trying to find that vehicle and hopes it will lead them to the suspect. even though the neighborhood where the break-in took place is considered to be safe, the police chief tells us there have

been three burglaries here in the past few days which is very unusual. and yesterday being the first one in which people were at home. somebody kicked in the front door of this home around 2:30 yesterday afternoon. you can still see that footprint. they went inside and began terrorizing a nanny and a 5-year-old girl. the man was screaming at the nanny. but because of her limited english, she couldn't understand what he was saying which just made the situation worse as the suspect began scrounging the house for valuables. >> they walked through the house going through upstairs and down stairs looking for money. at one point the suspect actually pistol whipped the nanny in the head causing a laceration. >> i'm still trying to wrap my head around everything that's happened. obviously startled and scared. a lot of emotions right now. >> that was the girl's mother. she tells us the daughter was

unharmed and the nanny was treated at the hospital and will be okay. the suspect initially approached the nanny outside the home, said something to her, said something she didn't understand. returned about ten minutes later. he stole money. he stole their porsche. live outside the orinda police department, bob redell, "today in the bay." >> a lot of areas in the bay area getting hit. police are looking for an armed robber who held up a restaurant in atherton. the robber hit the bonsai sue she, simulating a gun under his jacket, pushed an employee to the ground and demanded money last night about quarter to 7:00. he ran north on to el camino real and got away. >> not guilty. that is the plea from the three south bay correctional deputies accused of beating an inmate to

death. they are charged with murder for the death of 31-year-old michael tyree, a mentally ill inmate found beaten to death in santa clara county's main jail back in august. all three defendants are out on $1.5 million bail each. a preliminary hearing is scheduled to start in february. helping the homeless, last night the san jose city council made moves to house the thousands of people left out in the cold this winter. not everybody is happy about the blueprints. the debate was not about housing the homeless but where exactly to shelter them. here is where the four emergency shelters are expected to go up, the washington united youth center location drew the most criticism. many weren't happy with how close it was to a nearby school. the city of san jose says the sites were selected because of all the nearby services including public transportation. also, churches can shelter the homeless for up to 35 days. the city debated whether to have a homeless encampment, some

calling it a tent city. a live look at san francisco this morning. no rain just yet, but it's going to change and very soon. right now the first series of strong storms is making its way into the bay area. >> a beautiful look at the san francisco skyline. we have team coverage this morning. we'll check the timing of the rain with anthony in just a minute. we want to start with "today in the bay's" stephanie chuang live at the bay bridge. the city gets ready to unveil a plan for dealing with what's expected to be a very wet an potentially dangerous winter. >> reporter: potentially dangerous, sam and laura. some may remember the 1997 impact, flooding, mudslides. we're told by scientists this could be the most powerful el nino on record. this morning at city hall, san francisco mayor ed lee set to address el nino, how the city is planning to prepare for it. steps taken to protect people like the homeless by creating shelter. the city has been giving out

sandbags. public works offering to give away free brooms, gloves and tools for those who will keep neighborhoods clean, sweeping up leaves and litter. prep is going on across the bay area including shoring up drainage canals in san jose. there's been so much concern that the federal emergency management agency or fema has created an el nino task force which is focused on things like identifying key at-risk populations, critical facilities and natural or cultural resources. statewide at 9:00 this morning, federal disaster relief workers are conducting a drill as part of the on going work to prepare for big storms expected this winter. exercise leaders say this is very important because this is an exercise with joint agencies to identify the strength and the weaknesses ahead of the actual event. live in san francisco this morning, stephanie chuang, "today in the bay." >> what a beautiful morning to start the day. enjoy it out there if you get a chance. that rain is coming in, isn't

still hanging on to afternoon rain even in the north bay. but tonight is when it really gets going. talking heavy rain through the morning commute. this is 6:00 in the morning. this is 8:00 now. you'll notice in the south bay, the showers go all the way through. another round of heavy rain moves through tomorrow night into friday morning for that morning commute. here is how much rain you can expect. in the south bay, half inch to 1.5. san francisco could get an inch and more than an inch across the north bay. along with that very heavy winds expected for tomorrow morning for the morning commute. the north bay, we could see gusts higher, close to 60 miles per hour. along with that, we've got snow headed to the sierra. sf you're headed that way, chain also be required as soon as tonight. up to two feet of snow even at lake levels. mike, how are the roads looking? >> looking good. but san jose north 101, look at the build. butte. sunrise. also well lit by the headlights. either a stall or debris in the

tonight. >> 6:46 right now. contra costa county supervisors giving the go ahead for a garbage rate hike. rates going up 27% in unincorporated areas of the county including alhambra valley, bay point, clayton, canyon as well as unincorporated regions around concord. pleasant hill, morgan hill and antioch also making the list. some can see the fee go up as up to $9.00 a month. the rate increase will take place over two years to lessen the impact. one little particular patch of ocean water, the temperatures went up, but now it's gone. marine biologists are calling this the blob. water temperatures were as high as seven degrees above nofrmal just in that patch. the massive warmer water is blamed on causing the food chain to go haywire. large numbers of see lions have starved. algae brooms let to increased

toxins. experts think cooler seasonal storms helped to break up the so-called blob. speaking of storms, there's a big one headed our way. anthony, you've been saying this could be one of the biggest in the bay area. >> in the year. go back to december at this time, we had about three to five inches. we're expecting the potential upwards of an inch. we haven't seen that much rain at least in the valley floor all season long, even in the north bay we're expected to see three to five inches across the coastal mountains. here we go. 'tis the season. here is the storm system that's been bringing rain to the pacific northwest really for the past five days, looking at hours. for us, this storm system is going to continue to fade out. that's why we'll see the north bay showers. this system here, that's going to move in as soon as tonight. bringing heavy rain around this time tomorrow morning. the showers right now across northern california, still have yet to make their way into the bay area. even ukiah hasn't seen any rain

just yet. we'll continue to track this as the morning goes along. lots of clouds in place this morning. starting the see sunshine across the south bay, even across the east bay and north bay. we are going to see the fog break up pretty quick. lots of mixing happening in the atmosphere. it's the wind that starts to kick up that allows the fog to drift out of here. sun in the south bay, 66. peninsula, 65 degrees there. less sunshine the farther north you go. san francisco, limited sun, 65. even in the north bay you'll see sunshine at least for the next couple hours. then the rain starts to push in. this is the futurecast around 9:00, santa rosa, you'll see the shower activity. in the north bay, by noon lots of light showers. we may get a little drizzle headed to san francisco around lunchtime. it's not going to stick around all day long. light showers in the north bay and cloudy across the bay area. tonight around midnight, that's when the rain will push into the north bay, at least the heavy rain. that will stick around through 4:00 in the morning tomorrow

the valley floor. mike, how are the roads? >> we had patches of fog in the north bay but a crash causing a problem for northbound 101. there are low clouds still hovering around. the volume is the issue right here. as we look at your map just south of here, we have the crash. i said clear. i said one lane blocked, clear again. have cleared everything to the right shoulder now, a distraction slowing through mill valley. clear towards the williams tunnel and san francisco. in the east bay, we don't have bad slowing. san pablo all the way down, focusing right here on university and towards the bay bridge toll plaza where the metering lights are on. in general you see a typical pattern, typical of december, a lighter flow of traffic. the most change is hayward towards the san mateo bridge, not much of an issue here. keep that in mind as we look at the rest of the maps, wheel move back at the end. northbound routes for san jose,
