"today in the bay" starts right now. good thursday morning to you. thank you for joining us. >> i'm sam brock. let's get to the storm making its way through the bay area right now. a lot of that activity north of san francisco and the region preparing to get a good drenching. >> taking a live look at the golden gate bridge shows how slippery roads are for your morning commute. >> team coverage of what you can expect from the storm system to its path to how had roads are shaping up. meteorologist kari hall and this morning's rain expected to last most of the day. >> yes, there will be some breaks in between and during those breaks, we'll have a little bit of time to dry out before the next round of heavy rain and storms roll through. so, the first punch rolling

through right now and a closer look at what we are seeing here. we see that there is mainly green on the radar. now, when we see those yellows and reds, that indicates the heavy rain. we're seeing a more moderate, is it steady rain at this point and covering most of the bay area that works its way to the south. right now temperatures in the upper 50s to lower 60s and that's about where we will stay as we go through the day, actually cooling down a few degrees heading into the afternoon. i'll detail what to expect and give you an idea of when the next round of rain moves in. that's coming up in the microclimate forecast. let's see what's happening as you approach the bay bridge with mike. >> okay, kari. we follow your lead on days like this. where the rain follows, so do some traffic issues. right now the issue right now, the wind moving our camera in and visibility and traction going on across that bay bridge. you can see it and you can see the lights moving well. as you're approaching on our maps, no slowing. backup for cash lanes at the bay

bridge toll plaza and for south 101. we'll track that as chp arrives and the green, wet roadways and palo alto shows you the water on the roadway and kicking up on the cars to watch if you're trailing someone. back to you. back to what you were talking about, mike. in san rafael a live look where flood concerns are mounting as the storm is making its way through. >> "today in the bay" stephanie chuang and now are things looking out there so far? pretty wet. >> very wet, laura and sam. the wind just picked up, again. so, i'm holding the umbrella. there it goes. flipping the other way. that's how powerful the wind is here this morning. now, here, check this out, as the truck drives by, you can see there not so much, but you see sometimes the cars driving by and just how much water, there it goes. splashes up as it goes through this flooded area on northbound 101 here. so, we also got video in other

parts of marin county this morning that show the pooling of water around, as well as all that wind. obviously, making it it difficult for drivers on the road and also at northbound 101 and paradise. large pool of water and also an area last night. a year ago in december of 2014. proclaimed a state of emergency because of $1 million worth of damages from that storm. flooding in homes and businesses to mudslides and downed trees and power lines and outages and no storm-relate underjuries. more than 1,000 calls for service then. that storm was more powerful, at least so far. marin county says it's always preparing for winter storms as though it is an el nino year. inspecting creeks and testing pumps and generators and has crews ready to go for any problems for today. back here live, again, you're seeing a part of 101 northbound and nat is flooded where cars are going by. another one getting ready to go

through. hopefully people are slowing down because this water can definitely obscure your vision. we'll keep you posted if we see any problem areas, we'll bring them to you. >> really coming down out there. wow. let's turn to "today in the bay" bob redell live in foster city. >> laura, on the western end of the san ma tteo bridge. headlights heading westbound into the peninsula and i am sure you can tell we're getting a burst of rain right now. traveled in the tri-valley this morning all the way over the san mateo to foster city and definitely seen rain in dublin and hayward and foster city. one thing that we're also starting to feel are gusts of wind that we know our meteorologists are predicting to be in the 25 to 30 mile per hour range. if you're traveling across any of the bridges today and especially if you're in an suv or vehicle with a high profile, as you get on the overpasses,

just keep that in mind. the higher you get, the windier it will feel and your vehicle could get blown around. considering the fact it has been a while since we had a good dousing on these highways. remember, the oil and all the fluids that leaked from our cars build up over time. the roads not only going to be slick from the water but all the oily liquids on the roadways. something to keep in mind as you're headed out to work drive safe and as chp will tell you, even though there is a posted speed limit, the actual speed limit is the safest speed possible. it's 65, you might want to go slower. again, here comes the rain and we're on the peninsula and we expect it to get worse as the morning commute goes on. reporting live here in foster city, bob redell "today in the bay." >> really not just the north bay getting hit right now, the peninsula, too. you can stay on top of this storm with our bay area map. it it is free. click weather on the drop down menu for the latest forecast.

it's 5:05 right now. and happening today the man accused of committing newark's first homicide of the year is expected to be in court this afternoon. faces a murder charge for allegedly strangling and killing his wife. police arrested kim yesterday after they found his wife dead in their home on mclaughlin avenue on monday. officers say kim was there when they arrived that scene. they also say there was blood and broken items scattered everywhere indicating signs of a struggle. a bay area woman may be looking at hate crime charges with muslims who were praying at a public park all caught on camera. >> she was saying here, do not touch me! >> that confrontation has now gone viral. it it shows a state employee named denise slader harassing a muslim man praying with other men last sunday. when a park officer arrived slader continued her verbal onslot.

rasheed albeshari started recording when she wouldn't stop. >> your mind is taken over, brain washed. >> he hit him with an umbrella and threw coffee on him. >> people who think her way are the isis of americans. like it's a tiny minority. who they don't represent americans. >> alameda county prosecutors are now trying to decide what, if any, charges will be filed, including misdemeanor battery. slader works for a division of california's department of corrections. deer valley high school in antioch will have extra security on hand after a mother reportedly threatened to blow it up. june became enraged after her 15-year-old son was beaten at a nearby park. officers eventually tracked her down and arrested her. the principal brought in additional security for the rest of the week. now, back to our top story this morning, we're certainly

tracking this powerful weather system making its way through the bay area this morning. if you're about to head out the door, leave early and grab that umbrella, as well. let's turn to meteorologist kari hall and keep an eye on the radar. >> we had quite a bit of rain already especially in the north bay, as we take a look at the golden gate bridge, the drivers are making it across, no problems right now. wind gusts over 30 miles an hour and some north bay rainfall totals over two inches in mt. tam and st. helena and guernville. and 0.75 and, once again, that will continue to rise as the system makes its way to the south. we still have quite a bit of rain to deal with for the next several hours. and then there will pbe a break. looking now at mostly green here on the radar showing moderate, steady rain.

once again, the rain working its way to the south. by 7:00 this morning, there will be just cloudy skies and a couple spotty showers in the north bay while this work its way into the south bay. i'll give you a better idea of the timeline in just a few minutes. how is it looking out there, mike? >> live look for our 101/680 camera. no puddling here. we'll show you the maps as kari's system comes through the area. we have the darker green over here and over there. not right where the camera was. but we'll watch as that continues to build. because what that rain leaves behind are some damp and wet roadways and we'll see that down through fremont and palo alto and creeping towards silicon valley. rest of the bay moves pretty smoothly. highway 4 an earlier crash just cleared all lanes as you're getting in towards bay point. san rafael a crash and live look at the camera. the crash is on the shoulder just south of our shot. the issue over here is the wet

democrats, republicans, the white house now and even the state department is behind that. what they want to do is make sure that people who have been in iraq, in iran, sudan or syria within the last five years have to get that visa, even if they're coming in directly from one of those other waiver countries. >> tracie potts live from washington. thank you very much. 5:15 right now. last ipo of the year may be one of the biggest. >> scott has been telling us the company with some very unusual founders. >> and an unusual balance sheet rbs as well. the company is actually making money. been in business for daek aid and that's not what we think of when we think ipos. this is not a start up. as for the founders, well, they're kind of unusual, too. kind of remind people of flight of the concourse but they're osies. it was founded in australia and headquartered in london but trade on the nasdaq in new york city and has a huge presence here in san francisco. the company should start trading today. it's an unusual stock structure.

mountain get pounded with the latest storm system making travel pretty treacherous out there. it will be well worth the wait because a lot of snow up there. >> they are for interstate 80 and the others will follow suit. >> and the system bringing a lot more than just snow, too. as we have been seeing here. rain coming pretty hard. >> we saw stephanie's umbrella as she was holding on. >> i think i heard you cheer. >> yeah, no, sorry. >> you really love what you do. >> absolutely. i love that we are getting some rain and it looks like pretty good soaking as we head into the weekend. now, as we take a live look at the bay bridge, you can see the camera shaking around a little bit there and rain is coming down and we will see this for a couple of more hours before we get a break. a look at the radar now what's happening as the system continues to move in. starts out with some rain and wind and then we're also seeing

the snow starting to fall in the sierra. a closer look there can see in the last couple of hours the snow has started and now is not the time to travel or get in on seeing the snowflakes falling from the sky. as we take a look at bigger picture, though. more of this rain moving in. the futurecast shows the south bay will start to get some of the heavier rain and this is bad timing right as many people are getting out on the road and starting out the morning commute. there will be a break. you may even be able to enjoy lunchtime outside with some sunshine coming through. but then as we go into the evening commute. the next round of rain and storms will roll through and there may be rumbles of thunder and the possibility of some of these storms producing some gusty and some small hail. and then heading into early tomorrow, still some of those scattered showers passing by. before we start to see this system winding up and rolling off to the east. the rain futurecast brings about an inch of rain at san jose and

fremont close to an inch in some spots and in santa rosa an 1.25 additional on top of what you already had. snow in the sierra, possibly up to 32 inches in twin bridges in kirkwood. great news, but, once again, all of this coming at once and going to cause some major problems as we go into the next couple of days. i'll talk more about this and another look at the timeline for the rain that's coming up in a few minutes. let's check in now with mike. >> kari, combined with the rain we have the build for the commute in many spots of the bay. one popular spot, the bay bridge toll plaza. pretty standard look and look at the rain on the lens and the water kicking up behind the cars puddling. that is a huge factor, as well. as we look at your maps, talking about the rain having fallen throughout the north bay overnight and puddling and ponding and not a major commute issue, but one to note because it took down some wires in the area, as well. off of highway 116.

on san fernando streets are being lit up. the lights can be triggered by motion sensors on the walkway. the more pedestrians, the more the lights change. >> all the people that are moving through this phase and with all of our cell phones we're connected and emanating like little hot spots. hopefully it's going to, you know, making people scratch their heads a little bit. >> these urban art upgrades funded by a grant from our america. the city and artist spent nearly three years to make sure there were no rapid flashes or movements to deit stract drivers. it is expected to be done tomorrow. 5:25 right now. san jose might add two highway memorial signs for an officer killed in the line of duty. san jose police officer michael johnson was shot and killed last march. this while responding to a car of a suicidal man who opened fire. city council leaders are considering stalling the signs one on northbound 87 at the

we're coming up on 5:30 on your thursday morning. >> a powerful mix of wind and rain moving into the bay area. monitoring the radar and road conditions as this storm is moving through the renalen. >> we have team coverage on what is to come from road conditions to how long the rain will last. first, we begin with meteorologist kari hall for a timeline of this powerfu storm. this morning's rain is just the beginning of a wave of rain. >> just now starting to reach parts of the outh bay, while the north bay has had to deal with this for several hours at this point and we're still tracking light to moderate rain and a closer look. you can see that there is a lot more rain just to the north of us that will be working its way into the bay area as we go into the next day or so. temperatures fairly warm, especially in the south bay. but starting to cool off in the north bay. now, 54 degrees there. highs today will be in the upper 50s to lower 60s.

and there will be some breaks in this rain, especially mid-morning and early afternoon. i'll show you what exactly to expect and more storms moving in tonight. details on that. let's check in now with mike to see what's happening at the golden gate bridge. >> we have that rain here. misty, rainy and sloppy at times as you come down through the north bay. most impact to your conditions. so far traffic moving pretty well. we'll look at the bay bridge toll mra toll plaza and smooth flow of traffic on the approach and water kicking up behind the cars. look over towards dublin as we look at 80 showing the build up here and this is issue. you see the sheen and the water on the roads and folks come off of freeway speeds and you may have a chance of losing traction. that's why we're advising you to slow down in these conditions, even though the fact a lighter flow of traffic around many commutes for the bay. back to you. we mention team coverage.

right now steph chuang is trying to hang on to her umbrella. flood concerns are starting to build as the storm does pack a punch. >> that's right. want to check in with stephanie chuang as she has a look at the condition there's. the umbrella is down now. the wind is still pretty strong at times and the rain has really lightened up in the last half hour. the concern, though, of course is that there is more traffic on the roads. the wet roads soaked through already. and here in this stretch of lucky drive at 101 flooding. you see right there cars going through it. sometimes it's so bad if they're going too quickly, the water completely obscuring their view, the driver's view. now around south marin we have been seeing that all morning long and the rain coming down and water all around and some areas the puddles can be so big like one around northbound 101 in paradise, that was already an

area reported problematic last night. marin county declared a state of emergency because of $1 million worth of damages from that storm. flooding of businesses in places like tibron forcing store closures. the county says public works has been for this winter storm inspecting pump generators and checking floodwalls, creeks and levees and el nino the county says it has been extra mindful of preparations and has crews out and about ready to respond if there are any problems, including problems. stephanie chuang, "today in the bay." >> let's turn to bob redell live in foster city where heavy gusts are blowing through the peninsula. >> laura, this is where we're starting to feel some of those gusts that we have been hearing about. these 25 to 30-mile-per-hour gusts we're on the western end of the san mateo bridge.

headlights are head under to westbound into foster city. so, if you are crossing any of the bridges this morning, you want to be aware of to make sure you're safe out there. we haven't seen heavy downpour yet. we've seen i'd say a light rain or a heavy drizzle, which is starting to come back on. intermittent and as i speak it's starting to turn back on. but the roads are certainly wet out there morning. as you're driving, keep in mind you want to watch for distance and, remember, those roads are slick. not only because of the rain, but also because of the oils and all the flus would from the cars that have been building up since our last big rain, which wasn't that big to speak of to begin with. as you're out there this morning, definitely watch the distance between the people in front of you and your speeds because it is wet and, as you can see, i said light rains, heavy drizzle and this is starting to feel more like a little bit of a downpour, there yet, though. reporting live in foster city, bob rdell. >> we'll keep checking with you.

we need the downpour to get the reporters out there. people in the east bay concerned, as well all because of a flow of trash that is all under highway 4. debris and trash piled up along the base and the creeks in contra costa county. some people fear it will be much worse with this winter's el nino. >> i don't know what's in there. >> they're looking into calls of complaints from the public but not cleaning up because it's not stopping the flow of the creek. some say you could never be too prepared. today, people in berkeley will have the chance to learn how to best protect homes and businesses from flooding and other weather-related dangers. berkeley city leaders are hosting what's called an el nino workshop that is happening at the berkeley unified school district building starting at

6:30 p.m. you, of course, can stay on top of el nino preparations and the latest storm coverage with our nbc bay area app. just click weather on the drop down menu for the very latest forecast. it's free for iphones and androids. 5:35. a warng in the south bay after a very close encounter with a mountain lion on a popular trail. park officials say a mountain lion went after a 50-pound leashed dog at san jose's park. this happened on the mine hill trail monday morning. the dog and the owner both got away safely. rangers posted signs around that area informing trail users of the incident and urging them to be cautious. >> as long as you come when there are a lot of people out, i think i feel pretty safe. >> talk really loud. just trying to stay safe and keep a home for the mountain lion, too. >> officials say that it's safest to use the trails after sunrise and before sunset. if you encounter a mountain lion, make yourself look big and make a lot of noise. well, phone and internet

service is out across a wide swath of the north coast this morning. this coming after a cal trans crew accidentally cut through a fiber optic cable. it even knocked out some 911 service, as well. the press democrat is reporting that upwards of 90,000 cell phone and landlines and interset connections all lost. the irony here is that the cal trans crew is working to prevent any possible problems from the oncoming winter storm. at&t right now estimating that service should be restored by about noon today. back to our storm coverage now. we're tracking that powerful weather system making its way through the bay area this morning. if you're heading out the door, make sure to leave early and grab that umbrella. let's turn to meteorologist kari hall who is keeping an eye on that dar for us. >> the radar along with the wind causing a problem as we go into the morning. now, this is a live look at the bay bridge and you can tell the camera is shaking around here as the winds start to pick up. now, we had a wind gust at 48 miles an hour.

in los gatos 48. most of us seeing 30-mile-per-hour winds and starting to make its way into the coastal areas, as well as into the east bay. a look at the radar, once again, a lot more rain further to the north and we'll see this off and on as go through the day. a closer look here, also. a few spots where there are heavier downpours moving in, especially for parts of the north bay. and moving over towards delta. over towards antioch and as well as concord. you may have a heavy downpour as we go into the next, let's say, 20 minutes. there will be some breaks after this starts to work its way to the south bay. the north bay will get some clearing and even some sunshine today. as temperatures warms up, gives energy through the next round of storms and will be moving in later on this evening in time for the evening commute and the south bay will see this later on by about 6:00 or 7:00. i'll detail that and what to expect as we head into the weekend with another round of rain. that's coming up in a few

minutes. let's check in now with mike. >> we'll start on the peninsula, folks, where we're looking at the roadways and wet roadways and water kicks up behind the cars and augmentes the conditions out there and traction is an issue. as we look at the parking lots, also puddling and pondling likely on your off and on ramps and surface streets, as well. as we look at your maps. show you still where there is puddling and wet roadways on both sides of the bay and not really affecting much of san jose and the south bay. again, that rain is still moving through the area as kari showed you and a number of waves coming through. over here slowing coming into livermore from 580. continuing to see that lighter december commute and things are still backing opthat bay bridge toll plaza and word for caution. you want to slow these speeds anyway. look at oakland where it is a little soupy past the coliseum and live look shows you the glow and wet roadways. flash lights and tractor trailer going through the area and no reason for concern. back to you.

fremont. someone is calling people pretending to be an irs agent and demanding money for back taxes asking for money using a prepaid phone card. fremont are telling the irs to confirm whether or not you owe money and if you don't, call the treasury inspector general to get them to investigate this new scam. a new mexico family had enough after repeated bullying forced a high school girl to be pulled from class this week. she is a junior at a high school in albuquerque. she has been theering tat of bullying that included threatening graffiti with her name on it. her mother believes the is not doing enough to stop the harassment. >> i got pulled out of class and they told me this girl looking for me downstairs yelling my name, cursing. >> they told me it was in regards to the terrorists and i should think of it as that and not because that's her name. >> isis got her name from her mother who heard it on a

over a 0.25. in san francisco seeing measurements over 0.25. once again, as the storm is just now getting started. as it it continues to move to the south through the rest of the morning, we will have some moderate rain and there will be some breaks, too. over in the sierra, the snow is just getting started within the past couple of hours and it looks like it will be snowing for at least 12 to 18 hours there. a look at the futurecast. starts to move into the south bay by 8:00 this morning and the north bay takes a break. we'll all some sunshine breaking out, but that will also help warm up those temperatures and may give more energy to this next round of storms starting to affect the evening commute for the nor bay. still dry in the south bay at dinnertime. but then that starts to work its way to the south. later on tonight, some heavy downpours, some rumbles of thunder and then gusty winds along with those storms passing by.

still, light lingering showers tomorrow. and then things drying out before the next round of rain moving in. the rainfall totals anywhere from an inch in san jose over two inches possible for the north bay. on top of what they already had and snow in the sierra may top 32 inches in kirkwood. another snow update coming up in the next half hour and let's check in now with mike. >> we're looking over here and not that dramatic, but has been a steady, steady fall over here in the north bay. and that has resulted in a lot of soaking for those hillsides. watching for reports of any hillsides, but so far we have a tree down and that's affecting, gravsteen highway. the rest of the commute, though, the novato area and all moving smoothly. typical patterns as we look at the green. the highlighting on the map, that's the weather data saying it's going to be wet where it

later today, the first funeral will be held for one of the 14 people killed in last week's terror attack in san bernardino. this comes the same day at lawmakers in washington, d.c., will get classified information about that investigation from the fbi. our satellite radar shows the brunt of the storm is still north of the bay area. "today in the bay" team is here to help you get where you need to go and, of course, safely this morning. let's get right to meteorologist kari hall. picked up quite a bit in just the last couple of hours. >> especially for the north bay. that's where we expected the highest impact from this system. it's just now starting to move into the south bay. so, the impact is not as great. but that will slow things down. many people head out the door to go to work or school this morning. and we are picking up on this rain that looks pretty moderate and there may be some bouts of heavy downpours just briefly along with those gusty winds. we had some of the higher wind gusts over 40 miles per hour. right now, temperatures are in the low 50s for the north bay and low 60s for the peninsula and highs today will be right around 60 degrees with times of rain and even some sunshine breaking out for most of the
