"today in the bay" starts right now. let's get the week started off on the right foot. thank you for joining us. i'm sam brock. >> i'm laura garcia-cannon. >> let's check in with meteorologist kari hall with a look at that forecast for us. >> allow some extra time to get out the door because you may be scraping some frost off of the windshield. as we take a look at chilly temperatures now starting out the day and mostly clear skies. it will reach into the mid-50s this afternoon, but with the breezy wind, it will feel chilly and you need to wear a light jacket all throughout the day. we may still have a lingering shower for the north bay. i'll tell you more about that and what to expect the rest of the workweek after such a busy weekend. that's coming up in a few minutes. but now mike has a heads up as you head out the door. >> kari, so far traffic volume has been a breeze and as you travel over the high rise, for example right here, the san mateo bridge. san mateo, dumbar it, ton.

all east/west bridges. right now the only incident a crash 28 oat highway 1 over there right around john daly boulevard. back to you. it's also monday morning full of cleanup efforts, mike. in san jose, high winds whipped through the area snapping tree branches and similar scenes played out in several bay area cities, including san francisco. in san pablo a massive tree fell on a home on a car just leaving that car completely wrecked. you see it right there. that's just one mess along with many that strong winds left behind. stephanie chuang live at baker beach where it cost to lose several shipping contapers. they're still trying to gather some of the debris there. >> we're expecting the cleanup will start at some point this morning. of course, not right now, it's too dark. baker beach is down a little bit from where we are. some debris there. we're talking about the aftermath to here at the storm

aftermath with some of the branchs and the trees here. this is just a little bit of an example of maybe how powerful some of those wind were. but the cleanup on baker beach didn't finish by dark yesterday. that's why the cleanup has to continue this morning to collect the rest of a broken up container and some of the packing material that was inside of it. the container came off of a tanker that was friday night, the coast guard issuing a warning to those in the water because it's still unknown where the other 11 containers are. the good news is no hazardous materials involved. now, around san francisco crews had to cut and remove about two dozen downed trees, including one at greenwich street over a parked car over on laum bard part of a tree snapped, as well. on franklin huge limbs fell taking down overhead lines. public works prepared for the weather and clearing catch basins ahead of time. now, some took matters into their own hands like one woman who said she was on her way to church when she couldn't pass

the standing water. she went in and decided to try to clear a corner herself while the city sent out people to drain pockets of localized flooding like near 280 exit ramps you may have seen that yesterday. back here at baker beach. the company that owns that ship and the containers that washed ashore are responsible for the cleanup and they've hired an environmental contractor to clean up. but, again, that's going to happen at some point later this morning. live here in san francisco, stephanie chuang. whipping wind puts bay area pilots on edge. one flight at oakland international was nearly blown off the runway forcing the pilot to keep a very steady hand during takeoff. >> well, to describe it best that i can, the wind came across the runway and just about pushed us off the runway. >> alaska airlines flight 827 ultimately landed safely in hawaii yesterday. nobody was hurt. the winds also forced up to an

hour of delays at sfo on sunday. most of those delays have now been cleared up. we'd like to see your weather pictures and videos. we've created a gallery on our website just for it at nbcbayarea.com. a link right there on the front page. you can sxroel through and see what we already received and then share your stories and m e makeshift plumbing attempts by posting them to our facebook and twitter pages. a somber anniversary from one of the deadliest mass shootings in u.s. history. today marks three years since the sandy hook elementary school massacre where a gunman killed 20 children and 6 urduladults a school. school leaders will mention the massacre on the intercom and then an interfaith memorial service at a church in newtown, connecticut, tonight. that tragic anniversary comes after several lawmakers step up their focus on gun control. a debate sparked in light of recent mass shootings.

kris sanchez has more on the latest push. it has to do with people on terrorist watch lists. >> this is not a novel idea. banning people on the no-fly list from buying a gun. president obama asked congress to do the same after the san bernardino shooting, as did the governor of connecticut. now, this time the idea is being proposed by california congressman who, himself, owns guns. mike thompson propose legislation that would ban anyone on the federal terror watchlist from buying a gun and last monday he circulated a petition to force a vote on the issue in the house. now, today congressman thompson will host the forum on gun violence in sacramento and on that panel will be law enforcement. gun owners and gun dealers along with mental health experts and survivors of gun violence. that panel gets under way at 9:0 this morning and we'll be watching that for you. now, as that north and here at home a gun buyback event in san francisco this weekend and more than 100 guns were turned in

within the first two hours. now, people gathered, also, to march in san francisco. congresswoman jackie spear and other lawmakers were there. also in walnut creek they marched. nearly 150 people marched under the slogan, we don't need a moment of silence, we need action. each of these events were planned to coincide with the anniversary of that sandy hook shooting in which sam and laura mengdz mention. six teachers and staff. speaking of connecticut, that state did move closer to their ban on people on the no-fly list from buying guns. the governor of that state says he will sign that bill into law as soon as it passes his desk. we're watching that forum for you in sacramento. >> very good because a lot of people concerned about it. 5:06 right now. happening today, opponents lay out their reasons why money for new jail in san francisco would be better spent else where. san francisco is supposed to receive $80 million in state funding to help cover costs for

a new $240 million jail facility. critics including some supervisors believe the city should turn down the funding and, instead, spend its own money on mental health services and affordable housing. the supervisors plan to explain their reasoning today ahead of a full board vote next, let's see, tomorrow. a lot of rain this weekend. we just saw a video a second ago of a woman trying to unclog her street. >> a lot of leaves. >> by pulling up debris from the bottom of it. that's just a testament to the fact that we got a pretty big haul this weekend. >> many spots getting over an inch of rain and now as we take a look at the storm system, still bringing some light showers across northwestern california that may move into the north bay. we do have freezing temperatures behind that system in the north bay. it's 31 degrees in napa while livermore is at 36 degrees. patchy frost and some chilly temperatures starting out the day. that will stay below average into the afternoon. we're looking at 56 degrees in san jose and redwood city 55

degrees and san francisco 57 in the castro and in the north bay, 56 in napa. oakland 58 and dublin looking at 57 degrees. more of this kind of weather heading through the week. i'll let you know when we'll see some rain, again, that's coming up in a few minutes. let's see what's happening on the roads now with mike. >> look right here. one of the major roadways. the bay bridge toll plaza. the volume starting to build up right now and that will be the trend, of course. as we look at your map, a smooth drive on all approaches and the east shore freeway coming off of that richmond san rafael bridge and a nice, easy drive, as well. watch for gusty winds. chp gave the warning and i'll give the warning, as well. 280 and john daly boulevard. reports of major damage to the car. no word on injuries as chp arrives on the scene, i'll let you know what develops. we don't have a lot of slowing there, but it's still early. sounds like we just got a car that broke down northbound 101 right around lawrence expressway. more information as we take a live shot.

okay. we're talking a little "star wars" here and time for the movie. one of the modes of transportation i guess, you can't buy a land speeder but lots of kids like those new hoverboards. >> i kind of want one. but the safety warbings are out there. a dark side to that new toy that has become so popular. they catch fire, scott. >> yes, some do. the problem is figuring out

which they are. now, rule of thumb, unless you pay for these hoverboard the more likely they are to catch fire. amazon is the latest company to say no to hoverboards. it's suspending sales of all hoverboards until the manufacturers give the online shopping site proof they have gone through proper testing like getting the ul seal of approval from underwriters laboratory. last week several airlines banned hoverboards including delta. if you like a big cup of irony this morning. also banned hoverboards at its big conference in january. looking ahead on the week, this is the woman of the moment janet yellin and her open markets committee will meet to talk interest rates. we largely believe the committee will raise rates for the first time in a decade. we'll talk more on what that means for you coming up in half an hour. let's get a check before the bell. landon dowdy is live at cnbc world headquarters. >> good morning. the markets could see more red

arrows after suffering their worse losses since august last week. the big culprit, oil prices which dropped sharply below $36 a barrel ever since opec decided not to offset production. the focus this week, as you, will be on the federal reserve which is set to raise interest rates for the first time in nearly a decade. on wednesday, on friday the dow falling 310 points. the nasdaq losing 112. scott, back over to you. >> landon, thank you. sam and laura, i'm not sure how much longer mike and i can stick around because nasa opens up its astronaut applications today. several years sin there were any jobbenings and nasa will go to mars. now you need a degree piloting skills would be a good idea and astronaut ed lu right there is a veteran of two shuttle missions. he helped build the space station. he seemed like just the right guy to ask about my chances of

big news in entertainment. three days before the new "star wars" movie hits the big screen. >> did we mention that? >> "star wars" mania right now. i've seen a couple. we are talking about what may be hollywood's hottest ticket ever. tonight's premiere of "the force awakens." live in hollywood where fans have been waiting a long time for this. we can tell you're excited, too. we saw you tweeting out the preps going where you are. looks like they're pretty close to getting ready. >> yeah, good morning, you guys. there is a lot of work out here in hollywood. hollywood boulevard is closed for about a half mile which is a big deal here because this is a very busy stretch. this is said to be one of the biggest premieres in hollywood history. a lot of people really excited and just down the road from us where we're standing at the closure and just up the road from us is where the premiere will take place later on today where the crews are still getting ready right now this early in the morning. let's go to some sidio and show

you as the crowd is also gathering out here. there is about two does people who are camping out. some of them have been out here since the fifth. getting ready to watch the premiere later this week, though. the group is also, they're outside the tcl chinese theater and lined up to watch the movie, but they will not be able to see premiere tonight. but they'll get to sit on the red carpet. gave them tickets to watch all of their hollywood stars show up here for the premiere tonight. so, that's good news for them. of course, the "star wars" stars will head down the red carpet especially built "star wars" tunnel for this premiere. three different theaters. the chinese theater, dolby will all show the movie tonight. again, one of the biggest hollywood premieres. three major theaters here in hollywood and, of course, this road closure out here causing a big problem for a lot of people in the area. a lot of business people and all

of that. but "star wars" fans say they wouldn't have it any other way. a lot of excitement here in hollywood. >> people have been waiting for this forever. >> it's a bonanza. three different locations. rick is from knbc. thank you so much for that report. >> can you imagine watching it? >> pretty cool. all right, storm troopers. different kind of storm going on. you're a trooper if you made it through the weekend. we had stormy activity. >> it was crazy if you saw that rain down. the gusty winds and it only lasted a few minutes in some spots and i didn't even have power for a while yesterday. yeah, it was really bad. a lot of tree limbs down. let's take a look at what's happening now as you wake up and step out the door in san jose. it is mostly clear and chilly, too, as that cold air behind that system starts to settle in. let's get a look at some of the rainfall totals we had yesterday. after all of moved through, we were able to rack up 0.8 inches

in santa rosa and san francisco 0.75 and you're probably looking at some of these numbers like, i had more than that in my rain gauge. well, these are airport numbers and that's with we had anywhere from about 0.3 up to 0.75 and in some spots a little bit more. a pretty good soaker considering that we were just two days off of a very heavy rainfall from the end of last week. and now this system is still bringing in some light rain for just some of the northern california areas and then just shore. so, that may dip into the north bay today. and some chilly temperatures. let's take it hour by hour in oakland. here's what you can expect today. we start out in the low 40s at 7:00. and mostly sunny skies. reaching into the upper 50s, but we only get there briefly. we'll be below average and heading into the next few days, we'll have more dry weather. by saturday, we'll all get in on some more rain it may be

following another system. there's another system may follow it that as we head into sunday into monday. so, a few days to dry out. enjoy the sunshine and cool temperatures. highs today and for the next couple of days reaching into the mid-50s. and, once again, mostly sunny skies but windy, too. let's check in now with mike to see what's happening on the roadways. >> kari, one of the warnings for drivers is wind. they went across the bay bridge, for example. still hold on tight, folks. the build starts up right now. this is 520 mid-parking lot for the cash lanes and no real surprises east shore freeway moves well as you look at the map. green coming down from the top of your screen and a couple incidents reported. 280 right around john daly boulevard. no magenerjuries come in as chp arrives. they waived off a couple of cruisers. that might be better news over there blocking one lane. we'll track that, but so far

mine slowing on 242 and 680 is not affected. the rest of the bay looks really good across the san mateo bridge and we talked about the wind and no problems coming up through the silicon valley out of san jose. palo alto looks nice as we take a live look and send it back to you. coming up, it lit up social media and now learning more details about this crash when a massive metal beam went right through a driver's windshield. what is being revealed about the truck driver who lost the beam. why let someone else have all the fun?

lit up social media. you can see why... a massive metal beam, cras new details on a crash that lit up social media. you can see why a massive metal beam crashing right through the windshield of that bmw that was driving on interstate 280 on friday. now we know the truck driver that lost the beam off a flat bed has been cited for it. last week the san jose fire department tweeted out that photo with inmessage, always be alert of your surroundings. remarkably the driver of the bmw only suffered a scratch. >> that is amazing. well, 5:24 right now. now to an investigative unit exclusive. an east bay widow fighting for tens of thousands of dollars in death benefits after her husband died a major injure he suffered while he worked for the united states postal service. investigative unit first told you about how his tragic death prompted the postal service to change its rules when employees call 911. >> now, lorau tonight we expose more about how the government is

cannon. a very good morning to you, thanks so much for joining us, i'm laura garcia-cannon. >> i'm sam brock. a very crisp start to your monday morning so far. let's get a check of the weather. meteor kari hall standing by. we have no more rain today. >> no more rain today and, also, cool, too. after such a busy weekend but let's take a look at what's happening now. bundle up before you head out the door. it's in the low 40s and even some patchy frost in some spots. today's highs will come up to about 57 degrees in the east bay while the north bay is at 56. we'll take a look at the rest of the workweek coming up in a few minutes. what's happening now as you head out the door. what's going on, mike? >> kari, bundle up is a good suggestion for folks going towards the b.a.r.t. stations. one at oakland coliseum where we're talking about recovery after an earlier ten-minute delay for the system. now things are looking for the oaklands we're looking at a smoother drive now as folks have reported that recovery is in place. there was overnight maintenance and thats tipkeep overnight.

looking at the backup forming and this is typical over the morning. we should see the metering lights turning on right now even as we speak causing more backup right here. the map shows you that it is the only issue for the roadways. that crash still blocks one lane and the rest of your bay, all those lanes are clear. back to you. >> welcome to monday morning there. what a weekend we have after a storm filled weekend. strong winds, sweeping rain. communities in cleanup mode this morning from the south bay to san francisco. the storm whipped through knocking over trees, really wreaking havoc on the roadways, as well. in san pablo the family still reeling from this massive tree that fell on the car and home. scenes like this really popping up in several bay area cities, including san francisco leaving crews with a lot still to do this morning. a different mess they're dealing with there. caused a ship to lose several shipping containers, steph. >> one washed ashore just down from us a little bit and i spoke with a spokesperson at the national park service who says the cleanup will be at some point today. she's unclear exactly when. but says that the beach could be closed, depending on whether they have to in and out a lot of vehicles. she points to this as most of the damage from the weekend storm. downed trees that were mostly branches that fell off. the cleanup on the beach he did not finish dark yesterday. it continues at some point today as the crews can collect the rest of the broken up container and packing material that was inside of it. the container came off a tanker friday night and the coast guard issuing a warning to those in the water where it is unknown where the other 11 containers are. across the city, there was plenty of localed flooding like near a 280 exit ramp. crews were out to drain and

the sandy hook element reschool massacre where a gunman killed 20 children and 6 adults at the school. this is the first anniversary to land on a school day. they'll mention the massacre on the intercom. >> that tragic anniversary comes as several lawmakers in california and nationally stepping up their focus on gun control. the debate that has been sparked in the wake of recent mass shootings. kris sanchez has more on the latest push kris. the legislation we're talking about here has to do with people on the no-fly list banning them from being able to buy weapons. >> you mentioned newtown, connecticut, a moment ago. that state is pushing very hard for similar legislation there. president obama asked congress to prevent people on the terror watchlist from buying a gun. this time the idea proposed by a california congressman who, himself, also owns guns.

mike thompson a proposed legislation that would ban anyone on the watchlist buying a gun and circulated a petition to force a vote on that issue. today congress thompson will host a forum on gun violence in sacramento and on a panel there will be folks from law enforcement, gun owners and dealers, mental health experts and survivors of gun violence, as well. thompson is also pushing to end a nearly 20-year ban that prevents the centers for disease control to research gun violence as it does traffic deaths. that panel gets under way at 9:30 this morning. now, as the north coast lawmaker seeks federal action here at home there was a gun buy back event in san francisco this weekend and more than 00 guns were turned in within the first two hours. people also gathered to march in san francisco. congresswoman jackie spear was there along with other lawmakers. there was another similar march. the orange march in walnut creek where nearly 100 people marched under the slogan and the idea we don't need a moment of silence,

we need action. that's on their facebook page. now, each of these events was planned to coincide with the anniversary of sandy hook in which 20 school children were shot at school along with six teachers and staff. now, speaking of connecticut, that state has moved closer to banning people on the no-fly list last week and the governor of that state says as soon as that bill hits his desk, he will find it. sam and laura. >> thank you very much, kris. 5:36. questions lingering this morning as we're learning more about the terror attack in san bernardino. "new york times" has reported one of the shooters, malik, passed three background checks by immigration officials before being admitted into the u.s. on a fiance visa. but her media accounts were completely ignored leaving many to wonder if authorities missed glaring red flags. she posted her desire to be part of violent jihad which was only

recently discovered by authorities. the search of a lake where malik and her husband, farook may have dumped potential evident is over but they're not revealing if they recovered anything of value. since the attack in san bernardino, muslim communities report that they are finding themselves constantly the target of hate. the latest incident happened morning in hawthorn in southern california. an investigation right now under way after two mosques there were vandalized. police say vandals spraypainted graffiti at both mosques and left the device that looked like a hand grenade sitting in the driveway of the mosque. and this morning, a potential answer to who set fire to another mosque in san bernardino county that was on friday. 23-year-old carl dial was accused of a hate crime. t ignorance is the cause for what he believes is an act of terrorism. >> we have found that ignorance is usually the greatest culprit

when things like this happen. whether it's on our side or anyone else's side. lack of knowledge is usually the problem. >> the suspect's family says he was consumed by what he's seen on social media. remains behind bars on $150,000 bond. it is 5:38 right now. police shot and wounded a man who they say tried to run him over with his car on the peninsula. happened late saturday night near 40th in san mateo. officers say they were attempting a traffic stop when the suspect drove his car straight at them while they stood on the street. two officers opened fire on the car as the driver tried to take off. police say he came to a sfaup abo about a block away. the suspect was taken into custody with nonlife threatening injuries. just north of berkeley. police say this happened late saturday night near the intersection of sonoma avenue and nielson street in the city of albany. officers say a man tried to force a teenage girl into a parked truck. this as she was walking by.

police also say the girl was able to get away from that suspect who took off in a well-maintained white pickup truck with a passenger inside. several neighbors made calls to the police department after hearing noises from that struggle. 5:39 right now. take a break from the day's news and to that forecast and lots of people, want the keep the sheets. >> it is so cold and makes it so hard to get out of bed when you just kind of peek out the window and just like, i'm not going to do that. we had so much rain yesterday. and still some spotty, light showers just to the north and west of us that may move into the north bay today. a spotty light shower. and look at these 31 degrees in waking up to 44 degrees. so, after such a chilly start, we might get into the mid-50s today which is cooler than average, especially in the south bay. we should be at about 61 degrees and then we're also going to feel someto upper 50s.

well not much of a wide range in temperatures today. we'll take a look ahead to the rest of the week coming up, but what's happening out there with the morning commute, mike? >> kari, the bay bridge metering lights were toned on and we have the backup. all the lanes showing good movement. that's good even though we see all the lights and to the trained eye they know this is good seeing the movement itself. we see a nice flow, as well. for the green chicklets on the maze on the east shore freeway. over here in concord south 242 the crash at 680 has reported clear from the chp report. we should see that slow and clear, as well. i'll clear that from map so we don't get confused. the south bay shows a little build through san jose and a camera right there where it is orange. the first burst kick in. the live camera shot 680 interchange and still has folks slowing down and this will ease up over the next 20 minutes and kick in, again, in just over an

get involved. california's ban on registered offenders living near schools and parks has lost much of its strength. that's according to a new ap study. it find about three quarters of the paroled sex offenders once covered w eed by the ban face n restrictions amounting to more than 4,000 parolees. comes from a court mandated policy reversal. the ban covers ex-convicts who molest a child. all monitored through tracking devices and still required to register with law enforcement agencies. we're being hit by a perfect economic storm pushing people into poverty. this according to a new harvard study. more people are renting their homes. a shrinking pool of moderately priced rentals and wages as we long reported are stagnant. this is expected to hurt the economy. people cut back on spending so they could afford to pay their rent. the research comes on the heels of another study finding that most americans are no longer in the middle class. this is the week the fed

will do more than probably likely raise those interest rates. been waiting for some time now. >> we know janet yellin has kept the suspense alive. what does this mean for you? scott mcgrew with the answer. >> raising the cost of borrowing money for banks or moving that money around. it can monkey with the amount of money banks have to keep on hand. so, if we're talking directly, what does this mean for sam b k brock or laura garcia-cannon. i promise you, it will have an effect. we'll know at the conclusion of the fed's two-day meeting later this week whether they really raise rates. may make traditional saving accounts pay more. they pay practically nothing now. bonds and other long-term vestments will pay more. indirectly raise the interest rates on mortgage if you have a variable rate mortgage. it's unlikely to affect your credit card rate because your credit card interest rates is already ridiculous. what is in your wallet?

a rate hike will make the dollar stronger compared to foreign currencies like the euro. the dollar is already strong, so it could mean even fewer tourists spending money here because america is expensive, but we can go over there for cheaper. a stronger dollar also makes the stuff we import cheaper and the things we make in our factories more expensive to foreigners. so, the hike we're looking for is not big. in fact, far less than 1%. so, some of these effects are very mild and that's what the fed wants. mild. in fact, there is still legitimate arguments we shouldn't raise rates at all. the dollar is too strong and inflation is not a factor and growth is good, but not great. wages are stag nent, as you pointed out. other news, nasa opening up its applics for the first time in years for astronauts. the person whew plies could be the person who goes to mars. now, ed lu is one of the straints. spent a long time building the international space station. he's going to give us some

>> but let's move on from that. we're looking at much clear start to our day. cold, as well. >> it is cold this morning. and you may have to scrape some frost off the windshield. so, get out the door just koppel of minutes early. and after that rain this weekend, which was a nice present, let's take a live look outside and what's happening now at the bay bridge. a lot of people rolling on across and the camera shaking. it's still breezy today after some high wind gusts rolled through yesterday. did you have some damage where you lived? i did not have electricity for a while yesterday afternoon. and let's take a look at how much rainfall we had for this rainfall year. well, in santa rosa, we've 5.5 inches. san francisco over 3 inches. and oakland over 2 inches of. now, where we've had quite a bit in livermore and the east bay, as well as the south bay. over 3 inches of rain. so, how does that compare to normal we are making some progress here. at least for livermore and san jose. but we still have a lot of work to do from oakland and san

francisco and farther to the north. there is still some lingering showers from system that rolled through yesterday for northwestern california. that make creep into the north bay and so far it's been dry and clear. let's drop in on the north bay. now, it's 32 degrees in napa. it's freezing there in some of the valleys and it's 34 degrees and 42 degrees in heelsburg. wind coming in from the north and still feels breezy and we'll see that continuing throughout the day. wind at 25 to 30 miles per hour and even through the evening, more of the same. so, a breezy day. cool, let's take it hour by hour in san jose. start out at 42 degrees at 8:00 and by lunchtime 52 degrees. pretty much long sleeves all day and even a light jacket. more clouds moving in later tonight and that will keep our temperatures fairly mild as we go into tonight. and a look at the next three days. it will be dry and cool, cooler than average. should be in the lower 60s at least for the south bay.

san francisco staying in the to upper 50s and more rain in the forecast heading into the weekend. let's see how it looks now on the roads with mike. >> looks great, kri. looking great towards 580 and no problem that volume holding steady over the next 20 minutes. let's look at your map and not a lot of slowing out of the altamont. our cameras right about there and that volume will be building there and over southbound 680, as well. pleasanton in towards sunol. typical trend on a monday and 101 northbound at 87 through san jose. nothing dramatic and we should see things ease up and kick up, once again, over the next 40 minutes or so. peninsula looks good as far as those speeds and the metering lights are on at the toll plaza and we have no problems down the east shore freeway and san rafael. southbound 101 and noes. but we do have those cars

at 5:55 now. to an investigative unit exclusive. an east bay widow is fighting for tens of thousands of dollars in death benefits after her husband died from a magenerjury while heered working for the united states postal service. investigative unit first told you how his death prompted the postal service to change its rules when employees call 911. tonight we have more about how the government is responding to that worker's family.
