hoverboards for sale. the fire behind me happened in the house at the end of this block. it happened shortly before 11:00 p.m. last night. as a 15-year-old girl was opening hermous prept early. a hoverboard that was purchased by her mother on amazon.com. the girl plugged it in, charged it and unplugged it and got on to the hoverboard to ride it and when she did that it exploded and started a fire. >> the fire looked like it was rising up the wall. i saw my little sister screaming for somebody to help her. and she was standing right in front of it and then when the fire was put out, there was burnt like ash up the wall and fire damage. >> eight people were in the house. all are safe and sound this morning. the consumer product safety commission is investigating 11 fires from hoverboards in ten different states and major airlines, delta, united,

southwest and american have banned hoverboards from being carried above the aircraft because of the fire danger, as well. lastly in this case here, the manufacturer we are trying to determine that. the box lists smart balance wheel and the instruction manual says speedstar. the only two indicators to tell consumers what this product, where this product may have come from. reporting live in brentwood, i'm chuck coppola, "today in the bay." in the south bay, the search is on right now for a man who shot a teenage girl in the neck. police say the suspect stole the girl's car and she was trying to get it back. it happened in a quiet san jose neighborhood right next to the lake. with more on this developing story, we turn to "today in the bay stephanie chuang live in san jose. police found that car, but not the shooter. >> and that's what has neighbors on edge this morning, laura. police saying that he got away here from coleman and winfield and surrounded by homes, by the

way. where it's popular with a families hiking, dog walking and that is, of course, where this all began where a man stole a car to begin with p. police finding that car ditched half a mile away here and the driver's side window shattered. the 17-year-old girl left her car unlocked and running. she realized what was going on and she got into a friend's car going after the stolen toyota. and went up to the car to confront the thief and investigators say that's when he pulled out a gun and shot her. >> it's frightening. it's very quiet here. it's very nice, just a beautiful area. it's nice. i've been here for a long time. it's a beautiful, quiet area. so, i'm shocked. i amy surprised. >> a vague description so far. the 17-year-old victim was

grazed in her neck, shoulder area. the good news this morning, it is and it is december and fairly still a popular place around this area. police are hoping that people will step forward and maybe saw this suspected car thief and will move this case forward. live here in south san jose, stephanie chuang. >> thank you very much. also developing right now, authorities are investigating a salinas link to a very disturbing abuse case. police wearing protective gear yesterday investigated a salinas apartment tied to the discovery of two siblings found dead inside of a storage locker in reading. those victims, 3 and 5 years old. reading police also found a third young sister severely abused. right now that girl is fighting for her life. police have arrested a man and a woman. they say the salina apartment belongs to a woman that is related to the young victims who may have had temporary custody. 6:04. we could learn more today about the man shot and killed by a police officer responding to a

domestic disturbance in gilroy. all unfolded about 7:00 last night at an apartment complex near gilroy high school. a live look at that area right now where there is still a team of investigators on the scene. police say last night someone called 911 about a violent fight involving a couple. when officers arrived, they found the and a woman in a heated dispute in the parking lot. investigators say what happened next still entirely clear. but one of the fofficers felt hs life or the woman's life was in danger and that officer opened fire. >> he was presented with something he felt was life threatening and had to make a decision there. unfortunately at this time of year, somebodyi in the communit is dead because of their actions. >> he's on paid leave while the investigation continues. the first gilroy police shooting in five years. new this morning leandro police need your help.

he sexually assaulted a woman inside of a laundromat. it happened on november 13th near the laundromat of marina boulevard and washington avenue. investigators say he could be responsible for similar crimes in that area. the same toxin that's delayed crab season is hitting sea lions hard. scientists say they're suffering the effects of a toxin found in ocean algae bloom. crews are rescuing hundreds along the california coast. the researchers say sea lions have brain damage from the toxin making them disoriented and vulnerable in the wild. the toxin is found in algae, which is eaten by shell fish and small fish. the sea lions, in turn, eat the smaller animals. the research is published in "the journal science." >> the whole food chain is affected there. the ocean churning out all sorts of things this week. kar, talking about very high surf. >> it's been because of this strong winds and the high waves forming from the gusty winds. we'll see that, once again, with some high swells heading into

the end of the week. but things are starting to slowslo slowly calm down now. we also had some chilly temperatures across the bay creating patchy frost and breezy and sunny day expected heading out for lunchtime. 56 degrees in the east bay and san francisco 54 degrees and really not warming up much more from there. only reaching the upper 50s. all across the bay area from the coast to the inland valleys. into the next couple of days, slow warming trend and then a lot of rain in time for the weekend. that's coming up in a few minutes, but let's see what's happening as you head out on the roads with mike. >> kari, the bay bridge plaza backup and due diligence and show folks, there is the backup. the east shore freeway moves well in the distance in the background there. we'll show you the map another issue. the christmas tree blocking your two left lanes and we have three cars pulled over to the right shoulder saying they hit that tree and rolled over to the right as they made impact. no major injuries, but, again, that tree is still in lanes coming through lafayette. we don't see a lot of slowing

faced excessive force allegations from previous incidents. five officers opened fire on mario woods' in bay view two weeks ago after he refused to drop his knife. the examiner reports two of those officer are already under scrutiny. one case involves the 2009 shooting of two men in the back when one of the officers worked in antioch. another is a police beating in the bay view in 2013. that's become the subject of a federal civil rights case. some activists have been calling for the police chief's resignation since woods' death. decision 2016. the fifth and final show down of the year and it's only hours away. tonight, the top republican presidential candidates are, once again, throwing political punches. looking for a knockout in sin city. >> quite the show. kris sanchez joins us here now. donald trump's numbers on the rise but a couple opponents are quickly gaining ground as some of his supporters are drawing from criticism. >> right. we have new video this morning, laura and sam, of a moment at a trump campaign rally that folks

might be talking about today. take a look. several black live matter protesters interrupting the republican frontrunner several times before they were removed. but as they were being taken out trump supporters were heckling them, one even gave a nazi salute. he still leaves the pack in the polls. the latest nbc news "wall street journal" poll gets 1%. but ted cruz is closing the gap with 22% and that's more than double the number of voters who chose him back in october. he is gaining gain among voters and perhaps most importantly, he's getting the voters from the ben carson camp. while donald trump says there is no reason for some of the candidates to even bother

showing up, some voters are giving ted cruz a closer look. >> many of them don't have a chance. you say, what are you doing? just go home and relax. go home and relax. >> trump light and politically correct. >> a little more polished. he's been in this arena for quite some time. and i think he knows how congress works. >> but this man, marco rubio may be the republican that trump should be worried about because in the nbc news/"wall street journal" poll it shows that he is the best one to beat democratdemocra democratic frontrunner. donald trump loses that by 10%. that poll does have a margin of error of 3.3 points. so it really is all too close to call. you can make up your own mind when you watch the debate tonight at 5:30. >> either way, kris, looks like the nomination process is long and protracted. today is the day we get a look at a final federal budget

compromise. so says a source close to house speaker paul ryan. white house are trading final offers. once complete, that year would cap another year of partisan infighting. a provision pushed by nancy pelosi. the san francisco democrat wants to ease a curb on gun violence research that was imposed on the centers for disease control and prevention. bowe bergdahl faces a general military court-martial. he had been held captive by the taliban for five years. freed him in a controversial exchange for five guantanamo detainees. he is accused of desertion for walking away from his base while stationed in afghanistan. it is the beginning of a new era in southern california. and posfor the entire dry state when it comes to our water. the largest desalination plant in the country opened yesterday in carlsbad. the $1 billion plant is going to

produce 50 million gallons of potable water every day and pump it ten miles to the san diego water authority. 50 million gallons is about 10% of all water use in san diego county. that water is taken from the ocean and then treated to remove algae and salt and other organic materials. that plan has been in the works for the last 14 years. 6:16. today crews will continue to pick the mess left behind from this weekend's storm in pacific apstrong waves caused a dozening containers to slip from a cargo ship on friday and still trying to clean up that debris. ten of the containers are still missing and floating off the coast this morning. >> can't pick this stuff up by hand and i tried and there's too much of it. >> we'll actually use leaf blowers and blow it into piles and we're loading it into big, plastic bags. >> the national park service closed down baker beach to facilitate that cleanup. still no word on when it will reopen. the remnants of that last storm and it's like you snap

your fingers and it's over. now we have a new one coming into the mix. >> but that will be this weekend. so, we do have a couple of days to just relax and just enjoy this nice and quiet. >> enjoy the holiday rush. >> enjoy. because it will be cold stepping out and you'll have to bundle up. maybe even some gloves needed with those chilly temperatures and a breezy wind. you can tell by the there, the flag was just waving in the wind. and let's take a look at what it feels like as you head out. it's 37 degrees in santa rosa. 35 in napa and concord. 4 degrees in livermore and just yesterday at this time we did have some freezing temperatures in liver. as we take a look at the wind forecast. it starts out breezy. and the light wind coming in the north starts to kick up as we go through the day. here we are, 2:00, 3:00, 5:00. it will be a light breeze coming in. and highs today reaching into the mid-50s in the south bay. even hitting 61 degrees at half moon bay and some mid-50s

anywhere from the coast to the inland areas. not much of a change there. bright sunshine and, once again, kind of a chill to the air as we start out the day. looking into the weekend. we will have another storm system moving in and it looks to arrive late friday into early saturday. starts in the north bay and then moves to the south. the rest of us seeing that heading into saturday. and then there will be another one passing that will bring some more rain between sunday and monday and that could affect the commute or many people heading out for some holiday travel. look at the initial rainfall totals expected by the computer models now showing anywhere from an inch to slightly higher amounts for the north bay. but still looks like a pretty good soaker. so for the next three days, we have some dry weather, a lot of sunshine. highs that will be slightly warming up each day making it into the lower 60s by the end of the week. anywhere across the bay area. a look at the weekend forecast. by friday we're up to 62 degrees

in the south bay and then as that storm system moves in on saturday our temperatures knocked back a few degrees and on sunday looking at still some 50s and maybe hitting 60 degrees in parts of the east bay. but we will have some wet weather moving in so if you are heading out for shopping, you still have some last-minute decorating to do. it will be wet and you may be able to catch a break in between to head out to christmas in the park. another look at the forecast coming up in a few minutes, but mike has a heads up as you head out the door. >> we're watching the north bay where we had some slowing. an earlier crash just south of this camera shot, but it cleared to the shoulder quickly and we quickly recovered. look at this southbound 101. no major issues, but you have company here through san rafael. let's show you the map. despite the volof traffic, an easy drive over here on the left side of your screen. move over to the other side. a slower drive developing for the east shore freeway and that tree still reported by chp rolling around lanes. watch that. once you pass there, getting to

orinda and the caldecott tunnel. the rest of your drive moves very well. no major slowing for dublin or the dublin interchange and a little slow south to the bottom of the screen and hayward for the nimitz freeway. northbound build not a major concern. 880 northbound coming up and there may be more debris in lanes there. possibly another christmas tree, you never know. that time of year. san jose camera shows that build kicking in. this being a tuesday, expect a heavier volume than yesterday and it should be december light. we'll see how it shapes up. we'll track it, guys. >> all the different contexts and trying to figure it out. a driver slams his truck right through the front of an oklahoma hotel, only it wasn't an accident. the reason he says he did it, nest.

the driver was reportedly upset with the hotel because his credit card had been declined twice. the driver told police he wanted to prove he wasn't bluffing. he is now in jail on $1 million bail. >> then he just kind of casually pulled back out. that was within inches. >> horrible. biggest art heist in richmond history now solved. the suspect behind bars. the story only on nbc bay area. 17 delicate and blown glass sculptured turned up in a dirt pile in a richmond neighborhood. each of those pieces is worth up $18,000. police say a 46-year-old mario silva stole a trailer containing those pieces three months ago when it was parked right on the street. silva is now under arrest. happening today, san francisco supervisors roll up their sleeves and get down to details in bringing together the future home of the golden state warriors. last week supervisors unanimously approved the plan to build a mission bay arena

despite the looming threat of a lawsuit. now, time to hammer out specifics including a transportation plan. that issue will be discussed today. the arena is on track to open in time for the start of the 2018 season. still figuring out a plan in pleasanton. tonight people there will get to weigh in on a new proposed smoking ban. prohibiting smoking throughout downtown pleasanton, as well as in all apartment and condo complexes. congress members imposed smoking ban in park parking lots. the mayor says he's okay with the downtown smoking ban, too. but the restrictions at apartments go too. 6:25. we're helping put out a call for reading tutors across silicon valley. the region needs enough tutors for around 400 students. that's according to a nonprofit organization which reports only one in five students from low-income families read at grade level. so, they start a program which is attracting people from all walks of life.

this morning. chuck, been talking about the subject a lot recently. hoverboards exploding. luckily no one was hurt. >> eight people in the house and thanks to a quick-thinking 15-year-old she dragged the flaming hoverboard off the section of the carpet to a section of the entryway where the floor didn't burn any more and then her uncle doused it with water. investigating 11 fires in ten states related to hoverboards. might want to add this one to that list. the 15-year-old girl opened her christmas present early. a hoverboard ordered by her mother on amazon.com. eight other people in the house woke up to the sound of a fire alarm. >> my sister was charging the hoverboard and took it off the charger and when she stood on it it started popping. before she it to the front door, it exploded. >> the box has the words smart balance wheel. the instruction manual refers to a speed star hoverboard.

pretty close up here. the confrontation happening at coleman and winfield. this intersection. police finding the stolen toyota about half a mile away from here with the windows shattered. investigators had trained dogs and flashlights out last night trying to pick up crews on the suspect who is on the run this morning. they the 17-year-old girl had stopped to chat with friends by the park after 6:30 last night. leaving her car unlocked and running when a man drove off with it. the 17-year-old got into a friend's car and they drove a short distance before she hopped out to get the car back. that's when the thief pulled out a gun and shot her. shaken up some neighbors so much they say they'll avoid going out at night. >> crazy. and to happen here in this neighborhood because it's really quiet and i usually walk my dog at this hour, too. so, now i'm like, going to stay inside. >> the 17-year-old victim grazed in her neck, shoulder area. the good news is she expected to recover and the suspect description is pretty vague. a young man wearing dark

community is dead community. >> now on paid leave while that investigation continues. th this is the first gilroy police shooting in five years. a widely publicized murder case drawing national attention to so-called sanctuary cities heading to court in san francisco later today. mexican national juan lopez sanchez is facing murder charges for the death of kate steinle. she was sightseeing with her family on the embarcadero last july when she was shot and killed. he confessed to the shooting and said it was an accident. his attorney said that he found the gun on the pier and that somehow that weapon went off when he picked it up. lopez sanchez is due in court today for a hearing on his attorney's motion to get the murder charges against him dropped. with regards to that san francisco supervisors expected to vote today on requiring that weapons in cars be locked up. the idea is to keep them in the

trunk of a car or in the case of a trunk. the weapon would need to be in a lock box. that lock box would need to be secured to the vehicle somehow. supervisors strapped to that proposal after the investigative unit uncovered a surprising number of weapons stolen from law enforcement officers and then used to commit crimes, even murder. 6:37. memorial signs for a fallen south bay police officer will move one step closer to reality. san jose city council members are expected to sign off on a new free way sign honoring michael johnson. johnson died after respawning to a call last march involving his suicidal gunman. state lawmakers approved designating part of highway 87 for johnson. the signs are expected to be in place by this spring. city council members will discuss the ongoing transformation of the now empty plaza hotel downtown. in september, the council approved a plan to convert the hotel into temporary housing for the homeless. the price tag exceeds $2

million. when it's done, the facility 100 people in 16 units. thothe hotel has been shut down for seven years. singled out for asking for ammunition. that's what one east bay woman believes happened to her at a sporting good's store. she asked about buying eight boxes of ammunition for her ar-15 at a dick's sporting good in fremont last week. two days later, police showed up at her home saying the store clerk had alerted them. officers quickly learned she is a firearms instructor who is preparing to join the lapd. >> i'm not muslim. but even if i was, i don't think that is ground for them to call the police on me instantly. >> the officers apologized. the store manager for dick's referred to our question to corporate. we have not heard back. easing into the start of the week so far. some pretty mild weather. things are going to change. stays pretty mild for a little

expressway onramp. right here 87 moves well and 85, as well. they're both showing a slower drive over the last ten minutes. san jose commute moving up towards the south bay. again, traffic tuesday. but in december, they tend to have a lighter flow of traffic. so, we're seeing mild build for south 680 through pleasanton. hayward in down towards fremont and folks are pushing over to the peninsula. the san mateo bridge brings traffic over to the 101 interchange in foster city and see the speeds dropping over the next few minutes, as well. west 24 and that tree reportedly, well, there's no updates for the last few minutes and i'll say it is cleared from the lanes because chp just cleared that incident, as well. still slow through the area off the walnut creek interchange and down the upper east shore freeway. a live look at the bay bridge toll plaza and i want to show you the backup right here. look, the lanes off to the left approach, still sparsely populated and the fastrak lanes are moving well.

ever. cool. bundle up, once again. more of these days heading into the next few days. no major changes but listen up for that weekend forecast. let's take a live look now at san jose. a beautiful way to see that sunrise over the hill and as you head out the door, grab the sunglass pap lot of sunshine today. grab the scraper to get some of the frost off the windshield. looking at the temperatures at lunchtime. as you head out low 50s and even mid-50s there and that's about where we will stay into the afternoon. once again, sunny and breezy with cooler than average temperatures. wan winds are coming in from the north ander than yesterday at this time. we won't have the high gusts that we had. a little bit cooler and highs today in the mid-50s. a look ahead at the rest of the week as we look at the future. not a whole lot going on. storm systems stay away.
