ramp. this would be the freeway normally packed with cars. your first san francisco exit are jammed. now, all that traffic forcing down into two lanes. that is enough of a backup and folks on the city streets having to find their way above the city. treasure lights and all the way across into san francisco. the better portion of this is because the lower deck can't see what's going on. not the spectator slowing as a result. your map shows you it's slow from treasure island to san francisco but unsuspecting folks who haven't seen this report. avoid that bay bridge, if you can. take bridge and the richmond san rafael bridge or the san mateo bridge where we take a live look because 6:30 is when they hope to have the lanes reopened. as we know with bay area traffic that ripple effect. something that happens at the bay bridge ripples out to the rest of the community amming over from the east bay. we'll follow this and our weather which is all tied to everything, as well, kar ay. >> the alert for the morning commute and i have the alert for the evening commute because we

will have some rain moving in. it moves in from north and to south and we'll see that approaching most of the bay area by this afternoon to evening hours. right now, we are all dry and more clouds moving in. not as cold as we've seen throughout the week. it's in the 40s. today highs in the mid up toer 50s and off and on rain and again mostly starting this afternoon, but a little bit for the north bay. i'll give you the time line coming up. for now it's back to you, sam and laura. now to serious accusations against a young bay area man. federal agents say he was traveling out of the u.s. to help terrorists. we spoke exclusively with his attorney who say they have it all wrong. >> two very, very different stories. a federal grand jury is accused adam shafi from fremont with one count attempting to provide material support to a designated foreign terrorist organization in syria. the indictment claims that he travelled to cairo with his family last year and booked a one-way ticket to istanbul, turkey. also claims his father was concerned that his son may have

for helping farook plot attacks in 2011, which were never carried out. marquez also bought two of the four guns used in this month's attack. the president assured the public the government knows of nothing else in the works. in the meantime, the shooting is still under investigation. >> untangling the motivations which motivated in which way remains a challenge in these investigations. >> the fbi is trying to figure out what the shooters were doing in the hours after the attack before they were killed. this morning, we're learning more about the heinous attacks enrique marquez was accused of plotting with farook. they plotted earlier mass casualty attacks one targeting the liproprietabrary where they been students. so far, marquez maintains he knew nothing about the san bernardino attacks. he is yet to enter a plea.

all new this morning, laura, the vatican signs off on the miracle needed to make mother teresa a saint. pope francis just signed the decr decree. no date has been set, italian media speculates it's going to take place next year on september the 5th through the 19th. the anniversary of her death. mother teresa won the 1979 nobel peace prize for her work caring for the poorest of the world's poor. a canceled field trip to see santa claus is prompting a rally. students and parents plan to stage a walk out to see santa on their own. comes after the cambrian school board decided to scrap the holiday tradition. that means no more riding and delivering dear santa letters. the board did not consult with them gathered at a meeting last night to share their concerns. >> we had a person come in last week in my son's kindergarten class to speak about hanukkah

and that would be like saying, okay, you can't enter the classroom because i don't want my son around that or learn about that. >> the school superintendent says the communication breakdown on a personnel level was at the root of the decision. all stems from a jewish parents' complaint saying the event is not inclusive of all students. happening later today, uber-x is officially an option at all major bay area airports and just in time for one of the busiest holiday travel days of the entire year. "today in the bay" bob redell joining us from maneta san jose international. until today they only allowed a limited amount of uber operation. what the company called its high-end option. >> correct, sam. prior to today only uber black was allowed to operate in san jose. that's the high-end service that uses commercial drivers but starting at noon today, uber-x will be allowed and permitted to operate here, as well. the service in which the drivers

are average joes like you and me. it should be noted that uber-x has been picking up and dropping off people here for quite some time. we've seen it during our days of reporting on other stories here. but they've been doing it under the radar without official permission and that angered the taxi drivers. you might recall earlier last month in early november when local cabbies went on a two-day strike refusing to pickup passengers. now they have been upset with the city of san jose decision last month ride sharing services to operate at the airport under what the taxi drivers say are separate rules. all taxi drivers must pay higher fees and submit to background checks while 1% of uber would like to commit. they would like to level the playing field but their hands are tied by state law. maps on your tv screen. just to put this in the back of your mind. you are restricted where you can request a uber pickup.

sunshine throughout the morning. i'll detail what to expect as we go into the weekend. that's coming up in a few minutes. but is it looking a little bit better now, mike? >> a little, kari. >> we'll start with the good news. actually, start with the bad news. look over here towards the bay bridge incline. westbound is jammed up coming from the top of the incline all the way around the bend and all the way into san francisco. caltrans has a web cam. fremont street off ramp where all the traffic was forced off a couple minutes ago. we got word and we saw as they reopened one lane. one lane of westbound 80 continues into san francisco. you see these flares off the rest of the roadway. what happened a paint spill about 10 or 15 cans of paint and they have to clean that up and get the right crews to get there and get the right materials to clear off the roadway. we're looking still at 6:30 for that to be completely reopened and one more lane open towards the city streets and the backup continues to build and your options are still b.a.r.t. which has no delays and the san mateo

warmest november on record, believe it or not. nation l oeal oceanic says temperatures were nearly two degrees above the national average temperatures. noaa scientists say el nino and global warming caused the unusual warmth. >> just talking to kris sanchez yesterday and she's heading to new york. and she wanted it to be cold. you know, you kind of expect that. but now the grass is coming out and it's warm and no one's wearing coats or sweaters. >> we didn't get the memo here, though. because it's been almost historically cold the last week. >> hasn't been that cold, but beaverage. >> snow in tahoe. >> a lot of. >> it has been good for us. go el nino. as we head into the rest of the winter and the weekend for that matter. we are looking at more rain and you can take a look at this looking at the bay bridge and a lot of traffic already. mike will update us on that. but from the weather standpoint we are tracking this rain that's moving in from the north. and some heavy downpours in

there, as well, as the storm system approaches. moves from north to south and we'll see this later on today bringing with us some heavy downpours and a slight chance of a thunderstorm but mostly looking at heavy rain. temperaturewise we're at 35 in livermore and 47 in oakland and san francisco and santa rosa at 48 degrees. that's much better than we had this week and off and on rain expected but mostly sunny skies through at least the evening for the south bay. and then we'll see this, once again, the timeline moving in as we go into the day. so here are with the futurecast. through the morning we see the rain moving through the north bay. then it approaches san francisco shortly after lunchtime. this in time for the evening commute all over the peninsula. the south bay and the east bay, as well. and there could be a couple of rounds of this between now and early tomorrow. and then light, spotty shower. but i think this will be the best day of the weekend to get in some outdoor activities and

going shopping or enjoying the area ice rinks or tree displays. on sunday another storm system moving in. so, we'll see these areas of low pressure and these storm systems lining up out in the pacific and another one arriving on sunday afternoon and then heading into monday, another round of rain by the afternoon, once again. looks clear on tuesday, possibly early wednesday, but then look at thursday. that's christmas eve, right? well, it looks like we'll have a lot of heavy rain. if you're planning to travel at that time, the major heads up there and then it moves out as we go into christmas day. the rainfall expected between now and then it looks like we can get anywhere from 1.5 to 2.5 inches. a good soaking. let's get an update on that slow down with mike. >> the road got soaked with paint in san francisco and that's the reez reason why we closed four of your five lanes getting in towards san francisco. only one is open. these other four ared getting past that fremont street off

theunit@nbcbayarea.com. longer wait for thousands of people in need of a kidney. the hospital voluntarily suspended all living kidney donor surgeries while that death is under investigation. a temporary moratorium right now at the hospital. a 20-year-old man was scheduled for a life-saving kidney transplant today. his donor is his former assistant principal from sacred heart cathedral in san francisco. those plans have been canceled, but the pair is not giving up hope. >> it doesn't scare me. it just really doesn't. i feel like it's meant to be, it's meant to be. all these steps along it way seem like it was meant to be. let's just keep going. >> the kidney donation now scheduled for tuesday. the donor will have surgery at a different hospital and her kidney will then be delivered to ucsf. a paint spill causing a big backup on the bay bridge. mike inouye tracking it all for

massive traffic jam to tell you about. crews are trying to clean up a big paint spill. a live look. you can see the backup there at the top of the bridge. that's westbound into san francisco. mike inouye tracking all of that for us. just one lane open so far. >> four lanes are closed and that means, yeah, everybody is forced over to your, well, to this lane right here. that's the lane over to your right. that's the fremont street off ramp. in that closure just past this camera, that's the harrison street off ramp and that is why that one isn't accessible until they can spill the paint spill off the roadway. we're looking at just after 6:00 when they can reopen lanes. seeing the traffic very slowly here. the build up starts way back on the incline side. this is the jam coming up from about the metering lights all the way up across in towards san francisco. you see over on the san francisco side. decks. getting out of the city is not distracted by the backup and quite a spectacle you're coming over from treasure island.

a bail hearing is set for next week. o oakland tsa officer used to smuggle drugs past security. arrested on wednesday. investigators say that clark cleared suspected drug smugglers carrying more than 200 pounds of marijuana. some time between september of 2013 and last october. clark is now facing five years in prison and a $250,000 fine. she's expected in a federal court in oakland later today. 5:32. happening today. obama will pay his respects to the victims of the san bernardino terror attacks by visiting families. about this month's san bernardino attack. he is yet to enter a plea. new developments now in what prosecutors and police are calling perhaps the worst case of child abuse that they have ever encountered. monterey county prosecutors plan to file first degree murder charges against the aunt and her 17-year-old companion accused of killing a 3-year-old and a 6-year-old whose bodies were found inside of a redding storage locker. investigators now believe the children were killed in a salinas apartment where they lived with tammy huntsman and gonzales. >> intention to file two counts of first degree murder with special circumstances and special circumstances under california law lead to punishment with life without possibility of parole or a possible death penalty. >> police started that investigation last week after the victim's 9-year-old sister

was discovered locked inside of a vehicle suffering from neglect and abuse. she is now being treated at a sacramento hospital. 5:36 right now. westbound i-80 in san paub back open this morning after shooting investigation. it shut down that area in the middle of last night's commute. you can see officers out there looking for any evidence. chp finally tracking down a victim at a nearby denny's. police say the victim was in an suv with other people when someone in a sedan opened fire. that suv then hit another car causing minor damage. the suspect took off, so did the victims abandoning the suv on the side of the freeway. the man who was shot then ran into the denny's. employees there called police. the victim is expected to be okay. investigators say the victim and the shooter knew each other and general public is not in danger. new this morning, a scary situation for a fremont woman. she was robbed at gunpoint. upon entering her own home.

itened tuesday night on hackamore common in fremont. the victim told police the three suspects got away with her purse. so, no arrests have been made. details only now coming to light for renowned cal astronomer who recently resigned in disgrace. jeff marcie stepped down in october in the wake of sexual harassment claims. the oakland tribune obtained documents related to that case. the complaints spanned about a decade. the documents indicate he had a hazy recollection of the allegations or called them misunderstandings. the school's initial decision to put marcie on probation was met with outrage when it became public after which marcie agreed to resign. happening today, just in time for the busy holiday travel season, uber uber-x serving now all major three bay area airports. bob redell is live at san jose

so, here's what to expect for those showers moving in. right now it's not as cold and the clouds are starting to move in and ahead of that storm system. and then by noon, we'll see the showers in the north bay and then rolling to the south and it may be heavy at times. this could impact the evening commute. and by the overnight hours, we could have a steady rain falling south of san francisco continuing into early tomorrow morning. we'll take a closer look at what to expect and how much rain we could see and snow in the sierra. that's coming up in a few minutes. let's get an update on that commute now with mike. >> kari, our chopper over the scene of the paint spill and it has what appears to be good news. the sweeper truck issing around. the pattern looks typical. i'm doing the last-minute cleanup and whatever the absorbent they had to use to pick up that spill. it looks like they may be reopening lanes by 6:00, as we talked about. hopefully before that. we do see one lane of traffic getting through, once again, as

a vote in congress on a one-point-one trillion dollar at 5:44. happening today. vote in congress on a $1.1 trillion spending bill. the deal basically funds the federal government through next october. it is a compromise. lots of different provisions in it. planned parenthood gets funded spite republican efforts to stop it and the spending plan delays a tax on high-end health insurance plans that's called for under the affordable care act. advocates for the blind have reportedly sued san mateo county over its absentee voting system. a federal lawsuit filed

yesterday faults the county for relying too much on paper ballots that exclude the blind and visually impaired. the suit calls for alternatives offered in other states like screen reading technology. in november, san mateo county drastically reduced its polling sites for a vote by mail system during an off-year election. the county says it's already aware of the problem and is working to fix it calling the lawsuit unnecessary step. you want to go solar? great. but it's going to cost you double if you the plug on pg&e. why is that? state regulators are allowing a 100% price increase on so-called exit fees. pg&e customers pay them to leave the program like those in san francisco and marin county. the monthly fee in marin will jump from $6.77 to 13 bucks. a spokesman for marin clean energy says customers will be paying more because of poor

farther to the north moving into redding and the timeline for this, it will be moving into let's say santa rosa, petta luma and then moving into san francisco a short time later. it affects the evening commute for the peninsula over towards the east bay and then the south bay start to see that moving in later on this evening around dinnertime. now, it's also dry and cool, but not as cold as we've seen throughout the week. it's 35 degrees, though, in livermore. that's pretty chilly. in oakland 47 degrees and santa rosa is at 48 degrees. compare that to the freezing temperatures we had earlier this week. and highs today will be about the same as we've seen. in the upper 50s to near 60 degrees. but off and on showers, once again, really getting going as we go into the day. now, this weekend we'll have several weather system moving in and its like it continues for the next week, as well. heading into christmas. and by sunday, we'll have some more rain dropping in.
