good saturday morning to you. we're taking a live look outside at san francisco on a rainy saturday morning. here's what it looked like last night, rain fell steadily across the bay area. there is still more to come. good morning, to you, thanks so much for joining us i'm kira klapper. anthony slaughter has a look at our microclimate forecast. >> good morning. we're looking at that video, it's been raining since last night. some places got .5 inch in some

spots. we want to show you the big picture. the storm system is making its way out. snow is falling as we speak. as we get closer to the bay area, showers moving through, especially near the 680, 580 corridor down towards fremont. you'll seeing heavier pockets of rain right now, even near sun sunnyvale. you'll notice the temperatures in the 40s and 50s. it's going to be a cool day. mid 50s across the bay. once we hit 11:00 we'll see sun come out and another system for together. we've got three this upcoming week. talk about that coming up in the next report. >> anthony thanks. it's been a rough drive for people heading up to the sierra. the snow was unrelenting last

night. we have the scene on i-80. you can see it coming down in sheets. drivers were being cautious. >> got to take it easy. yeah, i'd like to drive faster and get through it sooner, but in a diesel truck that's not the way. >> several ski resorts are reporting this is the best start of the season since 2010. you can track the storm with our nbc bay area app for the latest forecast. just click on weather on the drop down menu. new this morning, a 3.1 earthquake rattles the east bay in san ramon. hundreds of people felt it from san francisco to concord. they say it lasted a few seconds. no reports of any damage. those small quakes are becoming the norm in that area after more than 600 tumblers hit between october and november. now to a story you'll see only on nbc bay area. one local gun shop is now closed and customers are angry they can't get their hands on the

firearms that they purchased. a note on the door of san jose gun trader says the shop is temporarily closed due to technical difficulties. while the store owner is a mountain view police officer, customers say that just a few days ago the store was still open. now it's nearly empty. one customer recently purchased a gun, waited the required ten day waiting period and can't get ahold of the officer, either via phone or e-mail. and he's not the only customer left in the lurch. >> they're registered in my name and my son's name. and where are they? i don't want them out on the streets. i want to know where they're at. >> legal analyst says customers would not be held responsible for anything that happens involving their guns if they got into someone else's hands. the police department refuse today comment on the store closure and the officer's current status. oakland police are looking for a man they say kidnapped robbed and tried to rape a

woman. it happened at piedmont and randwick avenues thursday night. the attacker may have had a weapon. the victim was able to scare him away by kicking and screaming. these photos were taken by surveillance cameras. if you recognize the man, call oakland police. radriver going more than 100 miles per hour causes a deadly crash in south san francisco. a truck driver lost control driving that fast and slammed through a fence. it happened at the grand avenue exit of 101 north. the truck burst into flames next to a parked union pacific train. the driver of that truck died. no one else was injured. trains were delayed for a short time. another crash in south san francisco, this one it appears the driver took a wrong turn and slammed into a garage on east grand avenue yesterday afternoon around 4:00. the car had a funeral tag on it, meaning it had been in a funeral procession. police say the 88-year-old driver was the only person involved and was not injured.

in other news now, overnight, president obama and the first lady in california. comforting grieving families of the victims of the san bernardino terror attack. and more than two weeks after that massacre, we're learning that the shooters had other plans as well. court documents reveal chilling plans to attack a college and a freeway during rush hour. investigators say syed farook and enrique marquez planned but never executed other attacks. marquez is facing charges for supplying weapons to farook and his wife. marquez told investigators they planned to attack the riverside college library and cafeteria in 2011. they plotted an attack on drivers during rush hour. members of the muslim community are calling for police. gathering in san francisco. >> we are here for standing what it means to be american at the time when our fundamental rights are being called into question,

not just for muslim americans, but for everybody. >> meanwhile, governor jerry brown has declared a state of emergency to clear the way for state resources to help the san bernardino community as it recovers from the violence carried out by the couple. now some video that went viral. it has one woman in trouble with her employer and with the law. this video shows denise slater attacking a group of bay area muslims. the correctional department say they placed her on leave. earlier this month she shouted abusive words to a group of muslim men praying. she threw coffee at one of them. the corrections department said she will be on leave until an internal investigation is complete. slater is charged with misdemeanor battery and civil rights violations. in other news now, 30 years on the force and it all comes down to just a few more days. san jose police chief is getting ready for retirement. before that, he share adfew

special memories with nbc bay area. once a street officer, the chief spent the last three years as san jose's top cop. the chief says he's proud of keeping the organization afloat. he also shared his most difficult moment. the killing of officer michael johnson. here's his advice for the person who will take his spot. >> not only stay the course, but make things better in terms of enhancing what we have and there will be other programs as well as our men and women that are going to come forth and rise up that are going to be great programs for this organization in terms of partnerships with the community or to make them more efficient and effective. >> the chief's last day is january 16th. after that he heads to tracy to lead that police department. assistant chief eddy garcia will take over on an interim basis while san jose conducts a nationwide search for a new chief of police. at 7:07 we have much more ahead. coming up, a trip to see santa

mario woods earlier this month. police chief said woods was armed with a knife and moved toward an officer, forcing the police to fire shots at him. woods' family claims they have video that shows a very different story. yesterday, district attorney george gascone addressed the proteste protesters. it's a christmas controversy in the south bay. parents and students march to protect the cancellation of a kindergarten trip to see santa. it's been an annual tradition alt the elementary school. this year the principal said a jewish family protests. many parents are outraged. they pulled their kids out of school and kept up the annual tradition of seeing santa. >> there's nothing religious about santa claus. there's two aspects of christmas, secular and religious aspect. >> santa is a symbol of one holiday. which is the religious holiday

rain is on the way. celebrations are in full swing from company holiday parties to family gatherings and the california highway patrol is out. their message if you drink and drive, you go to jail. agencies in santa clara are clamping down on drivers. 13 local agencies will be out with extra patrols this week. >> their actions when it is raining, add in the dui multiplies the accidents. >> there will be two dui checkpoints. the campaign will run through january 3rd. chaos at a southern california shopping mall last night. dozens of shoppers run for safety in santa ana when someone thought they heard gun fire in the mall. the sound turned out to be

coming from a group of teens throwing trash cans. it's these type of incidents that have police on guard. cheryl herd tells us what police are doing to keep shoppers safe during this big shopping weekend. >> reporter: holiday bell ringing at the san francisco premium outlets means it's time to shop. according to police, it's time to be careful. >> we have trained citizen volunteers who drive in marked police volunteer vehicle and put them in various shopping centers looking for suspicious activity. >> that's what police are concerned about in these times of heightened secure and terror threats. >> pay attention to who is surrounding you. >> people should be on high alert. >> make it hard on these criminals. lock your car, you know, use a club if it's necessary. don't leave anything in plain sight. >> in this area i feel pretty safe but it's good to keep an eye out. >> between now and christmas, it will be packed every day. >> reporter: that's great for arne kaufman's downtown olive

oil pantry business. he said police are doing a great job. but this man who lived in san francisco for years is worried big city problems will follow him. >> we're going earlier, we're going in groups. basically, we're calling stores, if they don't have what we want we're not going to go. >> reporter: cheryl herd, nbc bay area news. overnight we saw rain and wind and now there's hope for the homeless, at least in the south bay. homeless advocates handed out protective greer. this happened last night. community homeless alliance ministry and its mercy mobile rushed out the supplies before the cold and wet weather moved in. >> their immune systems are compromised. being on the street teetered on the brink of life and death. getting people what they need can save lives. >> they plan to bring more supplies to homeless encampments throughout the weekend.

census data shows there are nearly 4,000 homeless in skair county alone. you say more rain son the way? >> we have rain pushing through right now. another storm system headed our way tomorrow. we are getting going in the rainiest part of the season, three systems this upcoming week. we went from one to three in a matter of weeks. here's a look outside. you can see clouds over san francisco right now. in some parts we are still looking at rain. we picked up showers overnight. santa rosa got .17 of an inch. some parts you didn't see anything, sausalito coming out dry there, even vallejo, .01 of an inch. in san jose .1 of an inch. near blossom hill, got .25 of an inch. the storm system producing light showers that's pushing out of the region.

we have rain falling and snow falling across the sierra. as we zoom closer you can see where the heavier pockets are along the 586 corridor. heavy rain moving through livermore. and down towards further south heavier rain approaching downtown san jose. over near campbell, you're going to see showers in the next couple of minutes. the rain is not done yet. we'll continue with on and off shower activity this morning. temperatures in the 40s and 50s. this afternoon we'll break into sunshine. it will be cold, we're talking mid 50s from the north bay and south bay today. tomorrow, another storm system moves in. here is what you can expect. rain by the afternoon, monday will be your dry day to venture out and dodging some of the raindrops. tuesday, another storm system moves in. wednesday another dry day. thursday, another system pushes back into the region. our jet stream will position the storms over the bay area.

here's our wind patterns. you can see that denotes some of how the winds travel through the jet stream. kind of like a roller coaster for these storm systems. it pulls it right into the bay area each and every day. we'll be looking at a storm system at least moving out and approaching for the next one. here's the future cast. this gets very busy. as we move towards the next couple of days. sunday morning, showers mover back into the picture by the north bay. tomorrow afternoon the rest of the area will see showers. monday we'll start to dry out. monday night another storm system pushes back in. that will be with us tuesday. tuesday expect a rainy commute for the morning and evening. wednesday, here is your other dry day. thursday another system pulls back into the region. every other day we'll see showers and stuff. yes, more snow is in the forecast as well. in fact, by the time we get to tuesday we're talking about two feet of snow. and that's just with the two first systems.

the presidenti being a good debater is a useful skill. ask any of the presidential candidates. one silicon valley group think it's a skill that shouldn't be reserved for high powered politicians. "today in the bay's" garvin thomas has this morning's bay area proud. the national urban debate league has 20 leagues around the country. one of their newest set up shop in silicon valley last year. already they say they're seeing great success, the number of schools they work with growing as is the confidence of their students. debate. the way most of us think of it is a tool used to change minds. this story, though, is about how debate is being used to change lives. >> you'll hear young people talking about impacts. >> just like it did for dimitri and shawntrice. but each in very different ways. it happened during an interview

for his first teaching job. >> the principal called me into his office and said hey you're teaching these four classes and you're the debate coach. that was my introduction to debate. >> for shawntrice it happened when she realized she could win fights with her words and not fists. >> that's the point where i was like, oh, my gosh, i could do this for life. this is really great. >> from very different beginnings, dimitri and shawntrice have found themselves in the same place, running the newly formed silicon valley urban debate league. debate classes and competitions for low income schools that have no tradition of debate. they signed up five schools in the peninsula and south bay in just two years. with a waiting list to join. >> one of the things we're trying to do is enable young people who are kind of at the bottom of the social ladder to

have the skills and inencouragements not only to climb up for themselves but heal the whole system. >> the first step they say is convincing the students they not only have a voice, but one that matters. not something many of them are used to hearing. >> seeing them take on their power and realize oh, my gosh i'm brilliant. now i can change something. >> it's something shawntrice says she's seen so many times. most recently, with east palo alto sophomore bianca. >> it gives me the motivation and voice for my people and myself. >> she walked away with multiple awards from the most recent debate championships. and a new found confidence. that words can make a difference. especially hers.

communities threatened by wildfires may have trouble absorbed runoff and a strong el nino system could mean flooding through the spring. create a disaster plan and get flood insurance before a stronger storm heads our way. new this morning, a 3.1 earthquake rattles the east bay in san ramon about 12:30 this morning. hundreds of people felt it from san francisco to concord. they say it lasted a few seconds. no reports of any damage. those small quakes, are becoming the norm in that area after more than 600 tumblers hit between october and november. texts containing bigoted messages put several san francisco police officers under the microscope. but now a judge says it's likely those officers won't be disciplined at all. at least nine cops exchanged racist and homophobic texts four years ago. when the texts finally surfaced

the chief said he planned to fire those involved. yesterday, however, the presiding judge suggested that the statute of limitations ran out before the city accused the officers of this misconduct. that's according to the san francisco chronicle. the judge's final decision is expected monday morning. in other news, check your ceiling fans, that's the warning going out this morning after a fan recall due to falling blades. there were reports of the entire fan motor falling out of the ceiling. this affects 30,000 casa blanca ceiling fans. there have been eight reports of falling fans and one person has been injured. the company says stop using the fan immediately and contact them so they can send out someone to make the repair. more chilling details are emerging from the terror attack investigation in san bernardino. as governor jerry brown declares the city in a state of

emergency. yesterday, fbi agents said the shooters' neighbor revealed several other terror plots. one plan wuz to carry out a shooting at the riverside college library, another plot, targeting freeway drives. enrique marquez is facing charges for supplying weapons to the couple behind the mass shooting that killed 14. yesterday the president and first lady visited san bernardino to meet the victims' families. >> we met some of these folks, despite the pain and the healthcaheart ache they're feeling. >> they spent several hours with the group before flying to their annu annual christmas vacation in hawaii. members of the arab and muslim communities are calling for peace after those san bernardino shootings. led to a dramatic uptick of violence against them. one of those verbal attacks happened here in the bay area. it was caught on camera and went viral and now we've learned the woman behind the abuse is in

trouble with the law and her employer. the california corrections department said yesterday this woman, denise slater has been placed on leave. an internal investigation also is underway. she's accused of yelling at a group of muslim men praying at a park and she even threw coffee at one of them. she's charged with misdemeanor battery and civil rights violations. it's been a tumultuous 24 hours in the democratic candidates race. bernie sanders and his campaign are barely regaining access to their complied voter information this morning. they filed a lawsuit against the democratic national convention last night after they were cut off. this all started when a campaign aide of sanders was accused of snooping into hillary clinton's campaign voter information. the campaign fired that staffer who said he was trying to alert others he could access clinton's data. >> i did not download any voter

file data. i did look -- the only thing i looked at was making sure it was not our data. and the way i did that could be construed as a download. it didn't give us anything useful. >> the company that maintains all that data said they were applying a software patch that briefly allowed campaigns to see one another's data. did you know it is super saturday? it's the last saturday before christmas. it's one of the busiest shopping days of the year. if you have last minute gifts to get, cnbc courtny reagan has a look for what to expect before you head to the mall. >> reporter: the final weekend for holiday shopping is upon us and retailers are hoping for a strong finish. this saturday, often called supersaturday typically ranked second in terms of retailers' in store revenue. black friday still number one. monday and the day after christmas are expected to rank in the top ten. according to the national retail

federation, the final week of december can account for as much as 15% of retailers' holiday sales. retailers are doing what they can to win shoppers' final holiday dollars. online and in store. kohl's is staying open for 170 straight hours through christmas eve. best buy has extended hours leading up to christmas. and automatic free two day shipping for online orders made by tuesday morning. target is offering 10% off gift cards. >> certainly, amazon is having a spectacular season. but if you look at the list of the top four retailers online, you notice that walmart and target are having a successful season. >> unseasonably warm weather in much of the countries is hitting retail hard this year. taking a bite out of winter related goods.

looking at more than 150,000 shopper receipts a consumer market research company said consumers are buying more this holiday season and it's costing them less. >> in order to make up the difference retailers are having to sell more units at a lower price. you saw walmart do this with wrangler jeans, many retailers are offering promotions where they're making up for the lower prices on volume by selling more product. >> as the clock ticks towards christmas, retailers will settle for just winning the sale. almost regardless of what it costs. courtny reagan, cnbc. today is also a big day for mailing out your gifts. the u.s. postal service says if you want presents to arrive in time for christmas, mail them out today. that's for priority mail at least. if you're using express mail, sending it overnight or using other carriers, you still have a few days. remember, christmas is the busiest time for every shipping service and shipments likely will get backed up.

crowd watched the warriors take on the team that gave golden state their first loss of the season and revenge. that was the word several warrior players used leading up to last night's game. milwaukee beat the doves last saturday to end their undefeated run at 28 games. many expected the warriors to win big. the bucs didn't get that memo. it was more of the same from last weekend. milwaukee had a handle on the doves again. they led by double digits in the fourth quarter. the doves closed the game with a 32-12 run. they iced the win with a big three from the corner. tempers flared a bit. but no major incidents. the coach was disappointed with their efforts. >> we were very public about the facts we wanted to get revenge. but then we didn't come out and play with that, you know, that edge and that mentality. >> we have much more ahead on

the fda is taking an unprecedented stance against tanning beds. it wants to ban anyone under the age of 18 in the nation from using them. this is already the law in california and in 12 other states. the fda wants those over the age of 18 to sign a consent form. acknowledging the risks tanning beds cause for skin cancer. the public has 90 days to comment on the new rules. after that the fda could make it official. they are ready to serve. the california highway patrol introduced its newest four legged recruits. mean the k-9 cadets. they graduated yesterday. there was a lone female k-9 and she's being paired with a fellow k-9 rookie. >> this is the first working dog i've had. but what they say, the females tend to be more loyal to the owners. we'll put it to the test. >> the chpk-9 program is said to

be among the largest in the country. runners start training the san francisco marathon announced it will accept more registrations this year. organizers say they plan to increase capacity by 20% making it the largest marathon in san francisco's history. the race takes place in july. the decision to add more runners came after nike announced it's canceling the women's half marathon in san francisco for 2016. that marathon is popular because of the tiffany's necklace runners receive at the end. no necklace will be given to runners in the san francisco marathon. we have much more ahead on "today in the bay." coming up an epic light saber battle broke out in one bay area city. we'll show you where next.
