bridge on the foster city side. going through the morning, we will have more of those high gusts and off on and on rain especially for the peninsula, south bay and east bay and see that the rain is pretty much steady over the south bay. and we can expect more of that as these winds continue to increase while the rest of the bay area catches a break, at least from the rain. our gusts may top 40 miles per hour or higher through 4:00 today in areas shaded in brown and includes the east bay hills and north bay hills and that effect until this afternoon. today's forecast brings it up into the upper 50s to lower 60s. no major change in the temperature from where we are now and the wind will be the issue that could bring in some downed trees and power lines throughout the day. i'll detail that and a look ahead to the christmas eve and even this weekend. that's coming up in a few minutes. see what's happening on the roadways now with mike. >> the conditions you talk about potentially bringing down the trees and power lines, looking

over here. an issue for cars, as well. cameras shaking and an issue for the camera. this is in oakland. a roof top camera shows you the roadway. looking at the map, a wind a factor and the east bay and showing you the bart map, as well. the factor for the system, bart typically shows down a bit in the weather and bad enough like today and slowing the training and maybe as much as a ten-minute delay. safety for all trains. the rest of the bay looks good with the lighter december and christmas week commute. green shows you where it's wet and rainy. the yellow over here where it's windy in the oakland hills and the peninsula side and then red slowing drive to whipple and an earlier crash left debris in the roadway and following the activities there. watch those bridges. chuck has more on that. back to you guys. >> thanks. >> mike talks about the roads, let's get a pulse of how it is with chuck coppola near the san

mateo bridge and it was bblowin around earlier. >> reporter: good morning, sam and kira. you can imagine how high it will be when you try to go over the san mateo bridge. hang on to the steering wheel tightly. reports of gusts of 50 miles per hour reported here in foster city. reports of gusts of 47 at sfo and 44 elsewhere and trees down around the bay area along highway 1 in marin county. cal-tran said three hours to clear it. panoramic highway of aal tern gnat and hill road down and they say that hill road will be closed between diablo and indian valley road for sometime. crews trying to clear that tree, cut it up and get it out of the way. many wind advises around the bay

area, bay bridge. an advisory for commuters the morning. gusts reported as high as 40 miles per hour. across the richmond san rafael bridge, gusts of 50 miles per hour have been reported in the north bay and east bay peaks. and cal-trans said generally the rain is steady but slow. >> we're not getting a tremendous amount of run-off right now. surface flow of debris or dislodge materials to create bigger problems. probably a better scenario for the bay area hills. water comes, you know, rains for a day or so and then a few days break and allows the water to soak in. >> reporter: we just checked with the chp. the connector ramp that was closed earlier twice overnight between southbound 680 and

eastbound 580 reopened and is still open at this hour. but there have been many power outages to report. in burlingame, some 1,200 people without power n. san rafael, 4,000 people without power due to 6 outages and affecting more than 460 people. even san francisco has power outages, some four outages reported affecting 330 people. still windy here in the peninsula. reporting live in foster city, chuck cop la, "today in the bay." >> there's another storm on the heels just in time for christmas. stay with us right here on "today in the bay" for updates and always download our nbc bay area app to track specific conditions right in the neighborhood. almost 6:05 right now. new this morning, this wet weather leading to dangerous road conditions as we just saw and a deadly crash last night in

san jose. police say alcohol or other drugs may also havbeen involved. it happened just before 11:00 last night at center and singleton roads in south san jose near andrew hill high school off the capitol expressway. a witness living in the area heard what sounded like a speeding car and then the crash. >> there was just three cars there. and no police cars. >> but this guy was -- >> very fast. he must -- yeah. over 50 miles per hour. it startled us. we were inside. we heard the fast car. and sure enough. you know? we heard the bang. >> the driver of this volkswagen beetle died at the scene. paramedics took the driver accused of causing the crash to the hospital and expected to be okay. but police say they were on the hunt for him after reports of accidents shortly before this one. >> been reported to be involved in other acts of reckless driving and accidents so at this point we're putting those

accidents altogether and trying to determine exactly what acts led up to this accident. >> witnesses and police say the driver who caused the wreck ran a red light. again, in the hospital in custody as police investigate possible dui charges. 6:06 right now. also new this morning, a double murder investigation in oakland. police are not saying much but they do tell us that they have responded to a report of shots fired on 32nd street late last night. right through the 085/980 interchange. two victims pronounced dead at the scene. unclear if the officers are looking for suspects but we have calls out to oakland police and bringing you updates as soon as we get them into the newsroom. happening today, closely watching several high profile court cases here in the bay area. san francisco chinatown murder defendant raymond chow takes the stand again this morning. yesterday he claimed to be a reformed gang member and denied

charges. also today, a bail hearing for a fremont man accused of trying to join a terror group in syria. he was arrested in the summer when they say he tried to board a flight from sfo to turkey. they say he was planning to enter syria under the guise of helping out refugees. but the fbi believes it was really to join an al qaeda-linked organization. a possible plea today for the man accused of a violent home invasion robbery. police say miller kicked in the door, pistol whipped a nanny in front of a young girl two weeks ago. a tip from a neighbor helped police catch the suspect. a man left paralyzed by a san jose police officer is expected the talk about a substantial jury award that he won today. 38-year-old hung lam shot in the back nearly a year ago and the officer said she shot him arguing with him and moving

toward another man holding a knife. lam's lawyers argued lam was suicidal and threatening to kill himself. man with whom lam was arguing was a neighbor trying to talk lam out of hurting himself. a federal jury awarded lam $11 million saying the officer bore most of the responsibility for that shooting. several san francisco police officers who reportedly texted racist and homophobic messages to one another will keep their jobs. that's what a superior court judge ruled yesterday. the judge said the officers will not be disciplined because too much time has gone by. the one-year statute of statute passed. on top of the rain and massive waves hitting bay area beaches this week. king tides rolling in and peaks tomorrow and thursday. those waves could reach up to 7 feet high. and our big story just shy of 6:09 this morning, the

microclimate weather alert. taking a live look outside at the bay bridge and the camera just shaking in the wind. if you're about to head out the door, take it slow. please give yourself some extra time to get wherever you need to go. still a lot of slick spots out there on the roads, as well. we'll check back in with meteorologist kari hall. a break later but the real concern moving forward is the wind. >> yes. that's because the center of the storm system moving right over the bay area creating a tight pressure gradient making the air flow really fast on shore as that system continues to move in. still tracking quite a bit of rain for oakland, down to parts of the east bay and then the south bay. that's where the rain continues now. scattered showers creating some slick roadways and with such a soggy ground and high winds we have the concern of more power outages and some damaged trees and the winds topping 40 miles per hour. if you're heading to the sierra for christmas, we are expecting anywhere from an additional two to three feet of snow above

expecting my mom from kentucky today and we are looking at a few minor delays. we are at 57-minute delay now in san francisco. a closer look at oakland, so far, so good. san jose, also looking good. if you're traveling down to the southeast, traveling family coming from the southeast, there's delays there around the houston and area and also d.c. and philly with reports there. and here it's all because of the wind and will have the gusty winds in the day. keeping you up to date on anymore delays coming up throughout the morning. all right. you might have heard, kari, a few days away from some major holiday -- christmas on friday. two days away from santa and the reindeers beginning the long journey around the world. >> yeah. today in the bay's bob redell live in the north pole this morning. santa's workshop is moving at a frantic pace. we hope you are not interfering. >> reporter: i'm not. they're keeping me a good -- i

with the strong gusts we may have downed trees, wind damage and downed power lines and still tracking quite a bit of rain for the east bay and oakland and san jose and further to the south and a closer look there as we continue to track those showers moving through. now it's wet pretty much everywhere because of the rain we have had for a couple of days at this point and the wind forecast still brings in those winds on shore at about 30 miles per hour throughout the morning. as we go into the afternoon, still windy and when we have strong wind gusts and sustained winds for from longed period of time, that once again heightens that risk of wind damage across the bay area. as we go into the next few hours, still some spotty, light showers and san francisco and further to the south and the east. rain possible throughout possibly early afternoon this evening and tapering off north bay, looking much better now and you have had a lot of rain. we have had over 7 inches of

rain on mt. tam and quite a bit for the north bay and a break before the next round moves in and we talked about how cold it will be in the sierra. snow coming down and models show additional two feet of snow in kirkwood and you will have a hard time getting there so the tire chains a requirement and over the next three days, the temperatures going down. mild today and then tomorrow once again a mix of sun and clouds, still fairly mild and then much cooler on christmas eve. the next storm system moves in. and it looks to clear out on christmas day but the future cast there shows us less rain and much colder and snow near 3,000 feet. we'll see if the slnow levels continue to drop and moisture for christmas day. a look at the weekend forecast. highs into the mid-50s on friday. morning temperatures maybe freezing and look at the high on sunday as the next storm system

moves in. we'll only see highs around 50 degrees for most of the bay area. let's check in now with mike to see when's happening on the roadways. >> live shot, you started without the san mateo bridge. both sides. the foster city side and traffic was nearly stopped for a second and started to move once again. chp has no reports of incidents west 92 on either side. looking at the wind moving things. the hayward side, rain hitting the lens and the folks hitting the brakes for safety sake's. and gusts of wind moving the camera around and the larger trucks, as well. be careful crossing especially and also a couple of other notes. map shows you slowly recovering now and whipple where we had a crash that left debris and heading towards union city. again, the speeds recovering and not bad for the rest of the bay. the lighter christmas week commute makes us able to recover after a ins didn't like the east

space travel in the long term and hopes to one day take humans to mars. a supervisor mugged in the mission district and became a crime fighter. police confirm three people robbed city supervisor scott wiener friday night at 16th and valencia walking to bart. a woman grabbed the new cell phone and demanded $500 with the help of two other men and he was able to get her down to $200 and then convinced her to follow her to an atm and where the surveillance camera got a picture of her. >> i was just thinking i want my phone back and get her on video to get her off the streets. >> well, the woman took the money and left with two other men. supervisor flagged down police and they got the picture from the bank. just four hours later, the woman was arrested. the men remain on the loose and we should mention while scott wiener's plans worked, police do not recommend anybody else try

we start with the microclimate weather alert a. live look outside right now. very slick conditions and the drive through san rafael and a soggy san jose on your right. >> the rain will move out of the bay area as the day goes on but strong, dangerous winds will stick around. our team is here to get you where you need to go safely this morning. let's get right to meteorologist kari hall. kari, very active morning for you. >> especially with those wind gusts continuing to pick up. we have had gusts over 50 miles per hour in parts of the peninsula this morning and we still see that rain on the radar. especially for the east and the south bays. into the rest of the day this rain becomes more scattered but the slick roadways will continue as we've gotten a lot of rain over the past couple of days. wind advisory until 4:00 this afternoon. it will be the highest in the north and east bay hills and just over 40 miles per hours and traveling to the sierra, another 2 to 3 feet of snow above 7,000

feet making travel very dangerous. i'll detail that and what to expect in the rest of the morning but, mike, the san mateo bridge camera's shaking all around. >> it has. on the peninsula side, especially. hayward side, these folks from foster city, these folks going in toward the high-rise and the gusty wind and the rain at the lens. no incidents for 92. look at the live camera and the maps, as well. we have a slow drive developing west out of hayward. not as bad as tuesday typically is given the weather we expect more and the traffic is lighter this december especially the week before christmas and as we look towards south 880. an earlier crash cleared and northbound distraction. and the bay bridge toll plaza with the metering lights on. you saw that san mateo bridge shot. the's the slower drive just past it towards union city and no problems for north bay except

for winds. and you see the wet conditions here. and then hand it over to you and chuck, as well. >> thanks. >> for those people who are going out today, better be holding on to the steering wheel tightly an a lot of winds out there and talking about it especially clear on the bridge. that's where we find chuck coppola on the san mateo bridge and watching the wind conditions, chuck. >> reporter: that's right. we have got the feet firmly on the ground right now having crossed the san mateo bridge this morning. it was a bit windy coming across. you can see the cars from hayward across to foster city. so far, smooth sailing. as you mentioned, it is very windy. gusts of up to 50 miles per hour have been reported here in foster city and in pleasanton, chp closed the southbound connector ramp to eastbound 580 for several hours while flooding mitigated there. it's since reopened. that connector ramp and the

680/580 interchange now reopened and advisories around the bay area. on the bay bridge, wind advisories for drivers today. gusts up to 40 miles per hour reported. on the richmond san rafael bridge, same story. wind gusts to 40 and perhaps as high as 50 miles per hour reported, as well. in daly city, the korean central presbyterian church parking flot danger of sliding downhill. >> the church is, you know, it has slid before. so you always worry about that and a lot of cold and water and fractures off the land. >> reporter: later today, representatives from daly city and the church will meet to discuss what to do. meanwhile, there are a number of fallen trees to report. many of them in marin county. two at the top here is along highway 1 and erica road.

scene. paramedics took the driver accused of causing the crash to the hospital. he's expected to be okay. police say they were on the hunt for him after reports of numerous accidents shortly before this deadly crash. >> our suspect driver has been reported to be involved in other acts of reckless driving and accidents and putting them altogether and trying to determine exactly what acts led up to this accident. >> leading up to that fatal accident, witnesses and police say the driver that caused the crash ran a red light. the driver in police custody as police investigate possible dui charges. as expected, prosecutors have charged a salinas woman and teenage companion with murder in the deaths of two severely abused children. yesterday, monterey county district attorney laid out the case against tammy huntsman and the 17-year-old companion. police in redding arrested them after discovering the bodies of

a 6-year-old boy and a 3-year-old girl in a storage locker. investigators say they died in salinas and taken to redding. the 9-year-old sister found in bad shape with broken bones and needing urgent medical care. we now know the identity of the man found dead at a uc berkeley fraternity party over the weekend. investigators say jeffrey engler was drinking and fell and then reportedly died saturday morning. he was a san leandro native and a member of the fraternity. he transferred. police say there was no foul play involved in his death. developing story right now in china. it appears human error led to sunday's massive landslide that left dozens of people missing. cameras caught the moment of impact. that's when authorities say a man-made mountain of soil an construction waste collapsed in the manufacturing city of shenzen in southern china not far from hong con.

buried or damaged more than 30 buildings and 80 people missing. so far teams recovered just one of the victims who died. happening later today, army sergeant bergdahl heading to court facing a military judge on charges of misbehavior before the enemy. admits to walking away from the post in afghanistan. the taliban caught him and held bergdahl for five years. his release came in a prisoner swap. so three taliban leaders are free now because of that swap. the court-martial could earn bergdahl up to life in prison. back to the big story, a microclit mat weather alert. we have a live look outside for you in san jose f. you're about to head out the door, take it slowly. give yourself extra time to get wherever you need to go. >> travelers also interested as they watch those winds. right now, checking in with kari hall. a break in the rain later, kari. the real concern moving forward is strong winds. >> and the strong winds caused

flight cancelations at sfo. call ahead or check flight.gov and also look at all of this rain as we go through the morning and driving on the road is really hazardous keeping two hands on the steering wheel if not the threat of hydroplaning in the south bay. we also do have the concerns of wind gusts over 50 miles per hour. we are still tracking the rain through the morning and the winds that will be coming on shore creating some high waves, as well. along the coast and sustained winds at about 40 miles per hour. into the 10:00 hour. it is still gusty and having winds very strong for a long period of time and the ground is just soggy, that can cause some of the trees to topple over so that a concern along with power outages and continues throughout the day. our next weather system arrives on christmas eve and it will be a colder one. i'll detail that and what to expect on christmas day and the weekend coming up in a few minutes and mike's been keeping a close eye on the san mateo bridge.

>> that's right. volume of traffic this week especially this tuesday very light compared to the rest of the year on a tuesday but we're looking at slow drive across 92. the camera shakes here. there's the high-rise and wind gusts likely catch you strongly there. looking at a smoother drive, hard to make out with the glow. hayward side, as well. harder to make out because the water on the lens. active rain, likely causing the slow, as well as the gusty winds towards the high-rise westbound to both of the commutes slows here at the flat center. it goes from the toll plaza to the mid span of the flat section and then clear up a little bit. still slow south 880 and then whipple and left debris, traffic flow with a memory and tends to be a congestion point anyway. i haven't heard about debris anymore in the lanes. look at the tri-valley, showing you approach to the bay bridge. a nice easy drive. again, the conditions demand that you go slower.

even as we go through the day, the future cast shows scattered showers, mainly south of san francisco. north bay, you have had a lot of rain and finally you'll get a break here. mostly cloudy skies and gusty winds staying with us throughout the day but those winds sustained at about 30 to 40 miles per hour. may cause some of those trees to topple over. and we'll start to see those winds calming down into tonight and that's ahead of the next storm system that's expected the arrive on christmas eve. and once again, for the sierra, we still see the snow coming down very heavily and the models are still putting down about two feet of snow and higher above 7,000 feet. over in the next three days, we'll have mainly dry weather in the south bay. thursday is when the rain rrns and look at how cool those temperatures will be. only in the lower 50s on thursday. in the north bay, 50 degrees and 55 in the east shore. tri-valley up to 50 degrees.

look at the future cast for christmas eve, less rain and much colder system moving in. snow near 3,000 feet and including mt. hamilton and may have white conditions on the tops of the mountain heading into christmas morning. the weekend forecast dries it out again and it will be chilly and breezy. another storm system threatens as we head into late sunday morning and early monday and highs only reaching into the lower 50s. how's it looks out there on the roads, mike? >> it was wet. windy and those are the warnings because the traffic flow and the volume's lighter as you expect a few days before christmas. here's san jose. we have slowing and the conditions do demand that as well as the volume starts to build. as we look at the map, talk about a slower drive in a patch for 101. the crash 680 and mckey and montague and both cars off the road and down the embankment a bit. that will be the situations around the bay. again, the volume lighter and

we have a brief respite and picked up and the wind causing havoc with trees, especially in marin county. taking three hours to clear that and hill road and diablo avenue, there's a tree down there, as well. now, on the bay bridge, there's a wind advisory for drivers, 40-mile-per-hour gusts and if you're next to something big and boxy, gusts could cause it to swerve. these winds are not sustained. richmond san rafael bridge, wind advisories, as well. in the east bay, in pleasanton, the interchange at 580/680, particularly southbound to eastbound is reopened. it was closed earlier due to flooding. that is back open again and back here on the peninsula, there are reports of flooding on highway 101 near sfo and san mateo.
