"today in the bay" starts now. >> merry christmas, and i am sam brock. >> i am kira klapper, and she is kari hall with the weather. >> if you are heading to the east over to the sierra, there's still some snow coming down, but it's wrapping up and there will be a few more hours of the snowflakes flying through the air and we are tracking light rain to the north of us, and in the mix is a wintry mix as well as light snowflakes. if the temperatures are cold enough where you are, you may have snow flying through as we go through the next few hours, and a look at the peninsula, you see the rain but that's too warm for that to change into any snow there, but 29 degrees in the

north bay, and san francisco, 43 degrees, and highs will be in the low 50s, and after that clears out we will get sunshine, 55 degrees in the east bay. i will have a look at what to expect heading into the weekend with more freezing temperatures, and that's coming up. is it a white christmas dream or a nightmare? winter has been off to a wild start with snow, hail and even tornados in parts of california. >> a freeze warning could be in effect later today, but, bob, that is not all. what else are you watching out for? >> reporter: we are talking about a light dusting, and the freeze warning not supposed to be in effect until later today, and it will be a lot of valley areas and not include us, san francisco, and because we are seeing a banned of light rain coming through here, as it comes through, it's possible because we have the lower temps we could

see a dusting of snow in the santa cruz mountains which is just around 2,000 feet. this is a scene yesterday atop hamilton, and they received a light dusting of snow, and not unusual for there when the temperatures drop to the lower ranges. and pea-sized hail came down in petaluma, and in el dorado county, around 4:00 yesterday afternoon, a tornado did leave behind damage, we saw roofs taken off and fences taken out and trees that were uprooted, and fortunately there were no reports of injuries, and a tornado in the central valley of california. highly unusual. not something we see too often, if ever. again, we are talking about a possible light dusting of snow in the upper elevations in the

bomb at the man's home. both muslims and nonmuslims gathered yesterday to stand in solidarity. >> we have children and families, and we come here and this is a safe place, and we have been in the community for a long time, so this is concerning. >> we came from the word, and this is international, and this belongs to everyone who lives here. >> he pleaded not guilty to a charge with threats with a hate crime enhancement, and police are running extra patrols by the islamic center and in that neighborhood. and then one dad said his son suffered a fractured skull after he was shaken and dropped at the hands of the babysitter.

she pleaded not guilty to the charges yesterday, and the boy died while in her care. the family believed the babysitter was innocent until police say she confessed to them. >> she had a hard day, and she just grabbed him and just started shaking him uncontrollably, and said that he slipped out of her hands and fell to the floor. i know no punishment will be -- will bring my son back, but she doesn't deserve to come back and do this to anybody else's kid. >> earlier this week the babysitter told our sister station in sacramento in a jailhouse interview that she is innocent. she says she never touched the toddler. in san francisco, protesters gathered to call on the mayor, mayor lee, to fire the police chief.

dozens of people filled city hall in san francisco and want the mayor to take action against the chief over his handling over the police shooting of mario woods. that demonstration was described as loud but peaceful. you will remember the 26-year-old mario woods was shot 14 times by police officers earlier in the month. he was a stabbing suspect. police say they only opened fire after he moved towards an officer with a knife in his hands. the chief defended the officers saying they were threatened. woods' family disagrees and filed a lawsuit. there are at least three active investigations into the shooting. it was panic in north carolina when gunfire rang out inside a charlotte mall. we brought it to you as breaking news on the 11:00 a.m. newscast yesterday. two groups of people pulled out guns during an argument. police officers working at the mall fired and killed one of the

armed men. one shopper said it was chaotic she briefly lost her twin daughters. >> they rushed right through the twins and grabbed the twins and were gone. >> police were able to find that woman's children and they were safe, and other than that suspect that was killed, police say nobody else was injured in the shooting. >> it's christmas morning. you will want to wrap yourself up in something heavy because there's a freeze warning in effect this morning. >> that will go into effect later tonight and into sunday morning, too. but it is very cold this morning as we still track some spotty showers moving through, and we do have a slight chance that this could bring in some snowflakes, especially to the north bay. as we take a look at what is happening as we go into a closer view of the bay area, spotty showers just offshore. the future cast shows there will be a wintry mix in some of the higher elevations in the north

bay and some light spotty showers moving into santa rosa by 6:00 this morning, and that moves over the santa cruz mountains by 7:00, and there will be the chance that some of that or some of those temperatures may be cold enough to allow for a few snowflakes, nothing that will cause any accumulation, but on the hill tops, we will watch out for that and then the weather calms down later this afternoon, mostly sunny skies but breezy temperatures and winds. we will tell you how it looks heading into the rest of the weekend and that's coming up in a few minutes. fedex blames santa, why the company is working overtime to make sure gifts are delivered when promised. 27,000 reasons to smile, and why the tax man was writing checks to south bay homeowners. congress just passed a federal

budget that includes 600 billion dollars in tax breaks for a congress just passed a federal budget that includes $600 billion in tax breaks for a number of industries and that means u.s. companies including many in california will be able to sell crude oil overseas in exchange for tax breaks on solar and wind energy. not everybody thinks that's an

affordable plan, and tracie potts explains. >> there are wind turbines turning in many states, and the energy department says producing power with natural gas and coal may be less expensive, but wind is cleaner. >> it's about leaving for our children a cleaner environment. >> they have been subsidizing oil and gas, and wind is solar are getting tax breaks. the extension for wind supports 73,000 jobs. >> that includes jobs in construction, development and maintenance and also in manufacturing. >> one group that advocates unlimited government calls the tax break, corporate welfare. >> they are lobbying to slip the

tax credits into the end-of-year deals. >> these two live close to a wind farm in pennsylvania and worry about the impact of property values. >> most people came here for quiet saul ataoud, not for an industrial site. it's a cleanup on christmas day. people picking up the pieces of what is left this morning. severe storms and more than 20 tornadoes swept through states from michigan to the gulf coast. at least 14 people were killed. in arkansas, this 18-year-old died after a tree fell interest a house. she was actually shielding her baby sister who survived. powerful winds flipped over a big rig and some people lost everything. >> ever house just about around us is gone. this is -- it's still standing,

but it's not going to make it. >> one of the tornadoes believed to be an ef-3 travelled more than 100 miles. the concern now is flash flooding across parts of the southeast and mid-atlantic. did your packages arrive on time? if so you are a lucky one, because fedex said weather and procrastinators delayed deliveries. fedex will have express officers open so customers can pick up packages themselves and they are delivering. >> yeah, it's a loophole. >> i would be upset that you waited last minute. >> some people, that's the only way to go. it's a preference thing, but apparently you are not a fan. >> if you are opening up your

presents and they arhode islari time this morning, and we are looking at a quiet picture of san jose, and christmas at the park, if you are going out there later on or tomorrow, this weekend, it's going to be chilly, and we are still looking at the possibility of rain. we were watching this shot yesterday, and it would be sunny and then it would start raining and then be sunny again. yeah, you had to deal with that. now as we take a look at this one last batch of rain and even a wintry mix, we will have the chance that there may be snowflakes mixed in, too, especially for the higher elevations. there's the potential, as the temperatures have been dipping near freezing this morning and we do still have a lot of moisture left behind. a christmas miracle as we have seen on mt. hamilton as well.

that will be light rain into the day and then clears out. the microclimates showing chilly temperatures and freezing spots, and hillsberg, it's 30 degrees there and that's below freezing and there could be showers moving in, and that clears out. 53 in palo alto and san jose. in hillsberg, 50 degrees. livermore looking at 50 degrees today. this is cooler than average, and heading into the weekend, this weather continues with those highs in the low to mid-50s. we will also have another chance of rain moving in late sunday and into the north bay in san francisco, and the rest of the bay area will see that early monday morning. the freeze warning will be effective later on tonight and in the valleys we are looking at lows dipping into the 20s and 30s, and you may have to deal with frost if you are going out

to catch some of the after christmas sales, you will need to bundle up, and in the next few mornings, it's going to be cold. and turns out one family has been over charged for years on their property taxes. >> we hear how one woman uncovered the mistake and got thousands back. e talk about a gift that is going to keep giving for sometime. a huge check written to a south bay woman because of a mistake made by the county tax assessors office. this is what it looks like when the tax man pays you. >> $27,836.14. >> thank you. >> you bet. >> santa game to the front door for erin serdan's family.

she and some of her neighbors recently found out they were over charged for property taxes, and erin was over charged for 13 years, some of them tough years. >> it was about making a choice between groceries and the mortgage. that got me into action. >> the county assessors office admits it over charged some homes. >> they were over paying the property taxes for in some cases up to 20 years. >> it's a big blessing, a gigantic blessing. >> erin says she is not feeling angry, just grateful and vindicated. she told us her plans for the money. >> pay off your bills, get out of debt. that's what i want to do, you know. i can't wait to cut out my credit cards and i'm going to

keep one, because nowadays you have to have a credit card, but i definitely want to be able to be out of debt. >> there's still a question of whether erin and her neighbors will have to pay, ironically, taxes on their windfall. the county says certainly not to them, but they don't know yet about the irs. stay tuned. >> scott, thanks. many south bay community members are stepping up to help a family targeted by a grinch this holiday season. christmas decorations were stolen from the front lawn, and after neighborhoods read about it on facebook, they gathered to donate tons of gifts for the family, and they have new christmas decorations to help keep their spirits merry and bright. >> they say they have been

while now ... but the people of lake county still are struggling with the disas the devastating valley fire have been out of the headlines for now, but many are still struggling with the disaster. >> they don't have to struggle alone, thanks to a promise an east bay woman made to a young boy, and one that she delivered. >> candy alcott does not have a long history of great humanitarian efforts, and she didn't have a lot of time to throw herself into causes until this one cause, one which burned very close to her heart. to live in lake county these days is to be reminded every single day of the devastating power of nature. >> i need all volunteers down here.

>> how nice it must be to be the force of nature. >> all the chairs go behind the tables down there, working to build them back up. >> kids' helmets and adults helmets, she's not a trained relief worker, but she used to live in lake county, though, which is why she was so moved by what she saw on her tv screen in september. >> i saw the whole town on fire. >> feeling she had to do something, she packed her minivan with supplies and started to make trips to the disaster zone. when the bike repair class at the high school heard when she was doing, they donated 18 bicycles. candy handed those out one day in september, but one little boy got there too late. >> i didn't have anymore bikes. >> and she promised to come back. >> that's where the promise comes in, and this is about a promise to one little boy.

this is about this little boy right here. >> candy did come back in october, but not just with one bike, she brought 300 more. and just one month later, the bike angels united returned once again, this time 500 bikes in to tow. >> we have 200 used bikes and 300 new bikes. >> many families are in the process of having to replace everything they own, and while a bicycle may not seem high on that list, candy disagrees. she has seen firsthand what a lift a little ride can help. >> if the kids are happy, mom and dad can deal with the everyday issues they are thinking about. >> with 800 bikes rolling around the county, candy is not done, she said somebody will have to repair them all, and she promised to come back and do

in for laura good christmas morning to you. thanks for joining us. i am kira klapper in for laura garcia-cannon. >> i am sam block. it's a borderline freezing start to your christmas, but we have the promise possibly of snow in spots. >> it will be for some of the higher elevations. remember the mountain tops and ridges as we take a look at the scattered showers to the north of us, that will be moving in as we go through the morning. temperatures are very chilly. as we look at what is happening in the santa cruz mountains, white rain there and temperatures are above freezing. it's below freezing in the north bay where it's 30 degrees now and san francisco, 43 degrees. we're looking at highs today in

the lower 50s, 53 degrees in san francisco. the north bay as well as the peninsula, the east bay looking at 55 degrees. we will once again track that possibility of snow. look at what is happening south of monterey in the hills. there is some snow there, and as we look at the santa cruz mountains, there is light rain and it's approaching paige mill road, and we can see if there's a wintry mix in there. let's send it back to you, sam and kira. more than a sprinkling in the sierra, mother nature turning a white christmas into a headache for travelers going there. >> other parts of california are also dealing with weather woes from rain and hail to tornados, if you can believe that here in california. so much is happening. today in the bay's bob redell is live where we could potentially

see some snow. is that true, bob? >> reporter: that is. merry christmas to you, sam and kira. there's a band of light rain, and we are at an elevation of roughly 2,000 feet, and because we are getting close to the freezing point -- we are not there, and can you see your breath but it's not there yet, but there is a possibility you could see a light dusting of snow and it's the type of thing that will impede traffic, but it could be just a nice visual since it's christmas morning. i want to show you video from yesterday. this is at the elevation of roughly 4,000 feet and above, mt. hamilton in the south bay that did get a nice dusting of snow at the observatory which is not unusual when we see the

this morning on highway 1 near paloma avenue and sharp road. this is not far from skyline college. you can see debris scattered across the roadway. no word yet on when the roads were open. >> it was an uber car that was hit. and then restoring power after a garbage truck pulled down power lines. that truck's bin is stuck in the air. it happened around 3:00 near story road leaving more than 800 homes in the dark on christmas eve. it mainly affected homes in the allen rock neighborhood. >> the power lines were flashing and i thought this telephone pole was going to fall down, it started flashing here in front of my house here.

enhancement. he will return to court. one boy's father tells us his son was shaken and dropped allegedly at the hands of the family babysitter. she pleaded not guilty to the charges yesterday. she said the 17-year-old month died while in her care on the air force base. the boy's father said the family believed the babysitter was innocent until police say she confessed to them. >> she had a hard day and she just grabbed him and just started shaking him uncontrollably and said that he slipped out of her hands and fell to the floor. i know no punishment will bring my son back, but she doesn't deserve to be able to come back

death. at this point in the morning, maybe a lot of families getting up and opening up the presents, and if that doesn't generate the warmth, crank the heat up. >> yeah, the kids up and peeking into the presents if the family is not awake yet, but if you are heading out and going to work today, we will have spotty showers during the morning. we are still tracking rain and there's still a good chance that we may have flakes flying in the higher elevations. i am zooming into page mill road. pink showing up indicating a wintry mix and we may have sleet in those areas where we will have chilly temperatures. rainfall will continue to move at least around the coastal areas in the north bay, and a cool morning means that we will have that slight chance of some of those mountain tops seeing some snowflakes, and other than that things will start to quiet down as we go into the

afternoon. look at where we are starting. 32 degrees in dublin. we are at freezing and will have more freezing temperatures heading into tonight and into the morning on sunday. walnut creek is 34 degrees, and castro valley at 35, and san francisco now at 43 degrees. highs today only reaching the low 50s. i will show you that, and we will look ahead to the weekend as you catch the after christmas sales and that's coming up in less than ten minutes. hopefully most families are settled right now but over the course of the holiday, more than 12 million californians expected to take to the road and that would mark a record. chp reminding everybody to be careful. it's the time of the year dui arrests tend to spike. if you plan to drink, you should also plan a safe way home. >> we arrested close to 1,000 people statewide, and it's one of those things where we always want to make sure people understand that, and the designated driver will be your best friend every time.

>> they are setting up dui checkpoints on new year's eve. it's a busy holiday travel season, and all three bay area airports forecasting nearly an 11% jump, and san jose looking at a 7% bump in passengers traveling through the airport this holiday season. renewed activity. one of the san francisco's grandest buildings that survived the 1906 earthquake, it's making a comeback. >> it's about to take its place in a very modern world. >> the tenderloin is the neighborhood where survival is sometimes a channel, so perhaps it's the fitting symbol that the neighbor's ultimate survivor is the 1892 building. >> the only building standing

after the earthquake. >> it was built as a banking palace. it survived the 1906 earthquake, until the fire burned so high in it its bank vaults did not cool off for a month. >> the building closed in 1985, and afterwards it became a back drop for drug dealing and prostitution. >> when you have that much frontage in that location that is closed for years, it invites that wrong kind of behavior. construction crews slowly brought this classic building back to the living. >> here is the engine room over here. >> this is a vault that was so hot they couldn't open it for

probably a month after the 1906 earthquake. so this is one of the executive officers off the main floor. >> the building is filled with the original ornate features offestof yesteryear. >> the biggest wow comes from the skylights. >> skylights had bricks stuck in them and a lot of damage. >> he says the bulk of the work is the kind nobody will ever see. >> we built a whole new building inside, and it's been preserved so like a time capsule. >> very few buildings like this building that you could make your own. >> the search for a tenant drawn

a lot of people are asking themselves is this the end? the raiders played their final home game of the season last night, that we know for sure and many are asking if that's their last game in the coliseum or in oakland. >> reporter: this is it, or sit? an emotional night at the raider nation, starting off with the last introduction of woodson to raider nation, cherishing every step. >> when i found out he was going

to retire at the end of the year, it almost brought tears to my eyes. >> the raiders are one of three teams that could move to southern california, and one of the proposals include sharing the stadium with the chargers. >> i don't believe it. they won't get this love nowhere else. >> some too emotional to even talk about it. >> it may be the last and -- never mind, i don't want to go there. >> the mayor said she plans to submit an updated proposal. >> we are confident we can keep the raiders in a way that is responsible to our taxpayers. >> and the raiders won in overtime, and final words from woodson. the last home game of the year may be the last in oakland.

the nfl will make the finally seugs on whether the raiders will move to southern california in january. in the meantime, oakland mayor libby schaaf plans to unveil a new proposal to keep the team in town and that will likely come when the nfl meets next month. >> that was a nice farewell. >> our producer thrilled about that. it has been so chilly out there, and well below average. we are getting ready for freezing temperatures head into the weekend. with all of the weather systems moving in, they are ushering in very cold weather. a live look from san francisco at the moon, and this is the first full moon we have had a christmas day in years and we

may not see this again for another 20 years or so. a beautiful sight to see, and something that may set records, these cold temperatures. we see the last round of rain rolling through, and that will happen within the next couple of hours, moving into the bay area, and we watch out for the potential of snowflakes, and if you think it can't happen, look what is happening in the santa cruz mountains where bob redell is now, we are closely watching the radar, and if i am correct he is about right there. right? the summit. now it's fairly quiet but there are more showers moving in, and the future cast shows we will see scattered rain between now or 8:00 or 9:00 this morning, and with the temperatures cool we may also have snowflakes flying especially in the north

bay and some of the hilltops, we could see that. into the afternoon, the skies will clear and it will stay clear and windy, but we will get more sunshine. the embarcadero, looking at 55 degrees. oakland, a high of 56 degrees, and san ramon, only reaching 50 degrees. then we are dropping down into the low 30s tonight. a look at the weekend as many people will be heading back home or heading out to see some family. it will be in the low 50s, and we are catching some of the afternoon sales. sunday night, another chance of rain and that may lead us into a wet start to the workweek. on monday morning, we will have a chance of rain across the bay area, and freezing temperatures between saturday morning and, again, on sunday morning. sam and kira. >> a cold weekend ahead. thank you, kari. park rangers with the east
