"today in the bay's" stephanie chuang live from concord. firefighters think squatters could be responsible for this fire. >> reporter: that's right, sam and laura according to contra costa county fire. i spoke with a neighbor who said she saw the tenants here last night and they were in the process of getting evicted, they have to be out by tomorrow actually. you can see the sfamily home,

inside right now, one guy who will board it up and another a fire investigator trying to figure out what happened. thankfully, there was no one inside. listen to what made the fire more difficult. >> neighbors shared this video with us from our cell phone. you can hear the crackling of the downed power lines. firefighters said this is what made it more difficult when they got here around 2:30 and couldn't access the house due to those lines and also a gas leak. firefighters trying to determine the exact cause and whether it was set intentionally. >> this house did have power going to it initially -- when they would have been in the house. they wld have had access to electric when they were needed it. there didn't seem to be any candles or anything that caused it. again, our investigator will check it out. >> the house next door was temporarily evacuated.

neighbors say a man down the block knocked on everyone's door to knock down the fire. it was knocked down pretty fast, around 3:15. with the exception of minor damage to the house next door, everyone is okay. live in concord, stephanie chuang, "today in the bay." >> steph, thank you very much. neighbors in fairfield say they're shocked. this coming as new details of a grandmother taking care of three children. >> "today in the bay's" chris sanchez leching the latest. police looking into the drowning of one of the children. >> police say they believe the grand mother may have drown her 4-year-old grandson on purpose. 51-year-old dawn diana raines-hewes of fairfield is under arrest under suspicion of murder, in custody at the solano county jail without bail. this is the home where fairfield police officers and firefighters say they found the boy not responsive and not breathing.

despite efforts to revive him, it is too late to save the little boy's life. the home is in the 1400 block of jefferson street in fairfield. officers were called to the home about 10:51 yesterday morning. after a day-long investigation including gathering evidence and statements from raines-hewes herself, police suspect the unthinkable now, that the boy died at the hands of his grandma. one neighbor's response is what you would expect. >> i think it's very, very sad. i have kids, and i can't think, i can't imagine someone doing that to their grandson, you know? it's just horrible. >> the grand mother was reportedly babysitting at the time and the 4-year-old little boy's two sisters, a 1-year-old and 6-year-old were also at home at the time. they were not harmed by raines-hewes and are now in pro peckive custody. an officer from the fairfield

police department told nbc bay area that the little boy's mother has been notified about what happened and there is an autopsy scheduled for today. police did not release information regarding a motive. it is safe to say whatever that motive is, it will not help to answer the question of how a grandmother could do such a thing. sam and laura. >> so sad. thank you very much, kris. at 6:04, the search is on for the suspects who were involved in multiple stabbings last night in san jose. that attack happened in front of the carl's jr. on quinn by and south white road right near reid hillview airport. that's when police got there and found two beam stabbed, a man and a woman. police say it appears the victims were attacked by several men who then got away in a car. >> i went outside. he was on the ground, on the ground like he was asking for help. it's kind of serious, how this

has been going lately, it's been getting crazy lately. >> the two victims in critical condition this morning in the hospital. police are also telling us these stabbings could be gang related. a man caught on surveillance camera trying to break into an east bay home is now in jail. they've identified him as john winchester of livermore. the union city couple whose home he's suspected of trying to break into used a surveillance camera and posted the pictures on social media generating several leads. officers arrested winchester on monday. he's facing charges of felony burglary and is being held at the fremont jail. two men, attackers on a muni bus. san francisco police need your help nabbing the suspects. it happall started after a confrontation with the victim. words were exchanged, then the situation escalated. the 55-year-old man, the victim, managed to defend himself as the

two suspects were beating on him. >> we want to send a clear message, hey, look, you're being watched, being recorded. it's not cool to assault somebody on a muni bus. >> hopefully the video leads to their arrest. fortunately that victim was not seriously injured. if you recognize the suspect, please call san francisco police. it's 6:06 right now. french tourists, one of them 81 years old mugged at a popular tourist spot in san francisco. it happened at twin peaks monday morning. police say they were robbed of passports, camera and money. the 81-year-old was shoved to the ground, suffering cuts to the head and lost consciousness. two women, ages 50 and 77 suffered minor injuries. happening today, laura, no more countdown. the deadline is here, the one set by the nfl for oakland to cough up financing plans. >> oakland leaders say the league will just have to wait. all they're offering is a five-page letter explaining the

situation. the letter outlines how the raiders could have 60 acres adjacent to the coliseum. that would be to build a new stadium. but the particulars need to be worked out. >> we've been open and honest with the nfl and the raiders about the complexity of our current situation as well as the fact that we are committed to making this an open, transparent and public process that cannot be rushed. >> the letter oakland is sending the the nfl pales in comparison by those sent by st. louis and san diego. both those cities are offering hundreds of millions in order to keep their tame. raiders owner says it appears oakland leaders don't want to play. followup for you. back up and running. pg&e says they've restored 90% of gas service in discovery bay. it comes after a massive gas outage left thousands without heat for days. there's still about 500 homes in that area that need service.

pg&e says those are either vacation homes or the owners are out of town for the holidays. so far the cause of that outage is still under investigation. >> a possible pollution problem with a very wide reach. water quality officials rushing to get a handle on pollutants fouling water supplies for hundreds of thousands of people living in the north bay. the issue is storm runoff from lake county. the fires destroyed homes, cars and other property and storm runoff with chemicals, silt and other pollutants poses a major hazard. the big concern is lake bare es is a fed by lake county creeks could be contaminated. it supplies water to hundreds of thousands of people as well as farms. fish ab hat also threatened. officials in napa, solano and lake countys scrambling to come up with a plan on what to do next. a lot of people still on

president. >> rubio also defended his voting record in the senate, edward lawrence, nbc news, washington. >> an alarming study revealing heart patients in the u.s. are exposed to more radiation than any other patients in the world. a typical american receives a 20% higher dose of radiation during nuclear stress tests, a procedure performed on millions of people every year. researchers say this is partially because u.s. labs were less likely to comply with recommended dosing guidelines. while the benefits of these heart tests still outweigh the risks, experts say doctors should do a better job of reducing their patient's radiation exposure. have we warned you about el nino? here is another reason to pay attention. the strong el nino in the pacific is showing no signs of weakening. that's according to nasa scientists responsible for these new satellite images. the weather pattern is strikingly similar to el nino in

>> six relaxing days and one day at o'hare in a winter storm. >> that doesn't qualify ever. lane configuration on the golden gate bridge is changing again. here is a live shot of the bridge, not too much traffic right now, as people are still enjoying those last days of the holiday. those managing the traffic flow say too many cars heading south are backing things up into the waldorf tunnel during the afternoon commute. they're going to add a new lane. that means three lanes in each direction. it's been two lanes southbound for the past two months. bridgeman jers will revisit the issue again in april. 6:18 right now. time to take a look at weather and traffic together. that includes a look at micro climate forecast, see if there's anything going on on the roads as well. >> it's cold this morning. so far we haven't had any major problems from the cold weather. but we'll check in with anthony to see if there's any accidents on the road. as we take a live look now at

the bay bridge from san francisco, we are seeing things rolling smoothly with mostly clear skies and a morning where you have to let the car warm up once again. and if you're heading over to lake tahoe for the new year, let's check in to see what's happening there. we have a base of 80 inches, and there's some light snow coming down now. that will be wrapping up as we go through the day. tonight a low of 13 degrees and a little bit more sunshine with some chilly air as we go into the next couple of days at squaw valley. we do still see the snow happening on the radar now. and it's all because of a weak cold front that's also bringing spotty light showers to the north bay. there may be a wintery mix as our temperatures have been very chilly. it looks like most of the rain fizzles out as it moves farther to the south. highs today will be a little milder than yesterday. 54 degrees in los gatos and 54 in foster city. the castro at 52 degrees. in the north bay we're up to 53.

oakland 56, and danville today, 52 degrees. as we get ready to celebrate the new year, you're going to san francisco for the fireworks show, it will be clear, but also very chilly. 47 degrees at 10:00. and as we say, happy 2016. it will be 43 degrees. we're in the mid 50s this weekend. mostly dry start to the weekend. on sunday, another storm system will be approving and it looks to bring us scattered showers late sunday evening into early monday. we may have wet weather as we go into the start of next week. let's check in with anthony for what's happening on the roads. >> it's terrible when it's foggy. it's the bay area. we can't get away from that. the toll plaza looking good. no concerns here at least at this vantage point. i want to show you the maps. if you use the caldecott tunnel, there is an accident on the web side right before the tunnel. you head towards the maze, looking good.

difference between right and wrong due to his affluent upbringing. earlier this month, cell phone video surfaced showing couch drinking beer pong. drinking whole is a violation of probation. officials believe that prompted couch do run. annual actor from a popular television series on bail following arrest on suspicion of possessing child pornography. mark salling from "glee" with was served a search warrant yesterday morning. he was taken into custody before posting $20,000 bail. seaworld is challenging a ruling that bans the breeding of killer whales in captivity. the company filed a lawsuit against the california coastal commission saying the commission was outside its authority when it made the ruling in october. the ccc included the ban as a stipulation to approving a $100 million expansion project of the orca holding tank. just last month seaworld said it

will phase out its orca shows next year and replace them with exhibits that feature the killer whales in a more natural setting. to the uk and dramatic video where an ancient bridge in north yorkshire partially collapses. flooding continues to affect areas of northern england. large sections of the 18th century structure could be seen slipping into the river as people looked on in shock. areas of northern england have been hit with torrential rains and rivers have crested past their banks leading to thousands of evacuations in villages, towns, even major cities. a glimmer of hope in china. rescuers use infrared cameras to discover eight surviving minors. they were trapped for nine days after a mine collapse so violent, it registered as a seismic event. the disaster happened on

there are squatters here at this house. we heard that time and time again from neighbors. you can see the fire investigators still here on scene as well as getting ready to board this place up. this house gutted here, north third street off willow pass road. thankfully no one home. take a listen to what made it a bit harder for firefighters when they arrived. the neighbor sharing this cell phone video. you can see the flames and hear the crackling of the downed power lines. frighters couldn't access the home well because of the downed lines and the gas leak. the fire investigators are now working on determining what started the fire. >> this house did have power going to it when they were in the house. there didn't seem to be any candles or anything that caused

being held at the solana county bail without jail. this is the home where fairfield police officers found the little boy unresponsive and not breathing after drowning in a bagtd tub. despite their efforts and the efforts of fairfield firefighters as well to revive him, it was too late to save that little boy's life. that home is in the 1400 block of jefferson street in fairfield. officers were called to that home, not only from a call in the home, but neighbors called firefighters and police. after a day-long investigation including evidence collection and statements from raines-hewes herself, police suspect the unthinkable, and that is that the boy died at the hands of his grandma. one neighbor's response is exactly what you would expect. >> i think it's very, very sad. i have kids, and i can't think. i can't imagine someone doing that to their grandson, you

at a treatment center where raff was living. police say when they arrived, raff was armed with a nine-inch metal knife. and when he ignored their commands to drop it, they charged at him. one officer fired a taser. two others fired their guns. the entire incident was caught on multiple dash cameras. that video will be turned over to the santa clara county district attorney. changes are coming to county jail. that's the word after a recent attack on a deputy. it's a story nbc bay area first broke to you. sheriff lori smith working on improving staffing and jail procedure. the attack happened on christmas day. a deputy was trying to take contraband away from an inmate when nearly a dozen inmates jumped in, brutally beating him. he's now recovering from head and hitch injuries. >> i talked with him this morning at length. he's in good spirits and is seeing a lot of specialists. >> investigators say the inmate is a suspected gang member. investigators also found a knife

at the jail yesterday during a sweep of the facility. >> stay away. that's what a judge ordered this castro valley woman to do, denise slater caught on camera earlier this month slow throwing coffee at maus limb man praying at lake chabot park. slater must stay 200 to 300 meters away from him and the park. in the meantime she remains on administrative leave from her job at the california department of corrections and rehabilitation. at 6:37. happening now, a rare major winter flood is consuming parts of missouri. take a look at this. hundreds of homes are under water. torrential rains over the past several days caused rivers and streams to swell. the mississippi river is expected to reach nearly 15 feet above the flood stage by tomorrow. many residents who helped others

are now finding their own homes threatened. >> we're needing help. >> i understand there's other ways around not using interstates, but a lot of those roads are lost now, too. >> the worst on record behind missouri's 1993 flood. you may recall that left 100,000 homes completely destroyed. happening later today, the first sierra snowpack of the winter will be taken by the department of water resources. it will take place at phillips station off highway 50, about 90 miles east of sacramento. the phillips snow course is one of several measured during the ten-day window to determine the water in the snowpack. officials say last year's snowpack readings were some of the lowest on record. >> i was up there yesterday along with the rest of the bay

area. it's beautiful. >> nice day. like it's actually winter. >> some of the highest snowpacks have been able to feed, royal mountain still at 93 inches. still snowing this morning. fresh light powder as they go out there for those surveys. it's cold here. it feels almost like lake tahoe. it's 32 degrees in the north bay and the east bay at 30 degrees. let's check in on the east bay where it's now 28 degrees in pleasanton and dublin. 28 degrees in lafayette, castro valley at 39 degrees. san francisco 42. highs today will be a little milder than yesterday. but not as much sunshine. we'll have more clouds in the mix today. highs up to 52 degrees in concord and danville, 53 in napa. more clouds in the north bay. i'll show you what to expect as we go into the rest of the year and the new year. that's coming up in a few

minutes. let's check on the roadways with anthony. if you live in orinda and are about to leave the next hour, per chp they closed down fish ranch road, this is to get on to interstate 24. it's not affecting 24. but if you have to get on to 24 using fish ranch on-ramp, that's closed all because of icy conditions because of those freezing temperatures kari has been talking about all morning. across the rest of the east bay, no big concern. no fog like we saw across dublin. you can see on the map, no huge concern. we are starting to see some slowing. where we usually see that slowing on 101 northbound getting into san jose, you can see what i'm talking about. it's not all that bad because, again, it is a holiday week. we don't have that much traffic out there. that beautiful sun coming up over the horizon, this is the case all the way through palo alto, 101 stays light not only through palo alto but san francisco as well.

an update with a happy ending. a 900-pountd seal was successfully captured and moved to her new home yesterday. she had been trying to cross highway 37 in sonoma and marin and impeded traffic. crews tried repeatedly to redirect her but she was relentless. >> we are not a 900-pound elephant seal. she is deciding to do whatever she wants. >> they eventually did trap her, sedated her and loaded the seal into a truck. crews took her to chimney rock where she was released. that location has an established colony for elephant seals. 6:44 right now. major security change could be coming to u.s. airports in the next year. if you're planning to travel, the most common form of i.d., your driver's license, may not be good enough. states have been given until the new year to come up with more skewer driver's licenses. 44 states have done so.

some states are in trouble of not meeting the new requirements. >> by ensuring there's consistency in the type of identification presented at airports, they're looking to mitigate the threat of terrorism. >> homeland security is weighing what to do. passports might be required. whatever the case, they say the traveling public will be given a minimum of four months to meet any new requirements. >> now to a massive cyber hack that scott first told you about this morning. it involves voting records of just about every american that's voted in the past few years. so far no one is taking responsibility for the hack attack involving millions of california voters. it's also not clear who owned the data base that was hacked. security researchers say they found voter names, addresses and dates of birth. data released was mostly from california and texas voters. there's a local impact here. the california secretary of state is now investigating. 6:45. twitter has strengthened its rules against violent talk. >> scott mcgrew, the changes

degrees in the south bay. as we drop in to see a few more of those microclimates in morgan hill, 30 degrees. in willow glen it is also at 30 degrees. as we go through the day, a few spotty showers moving into the north bay with a very weak cold front. looks like most of the rain fizzles out. it may affect spots in the north bay and along the immediate coast and those frosty and cold temperatures will start to change as we go through the day. by mid afternoon we're in the upper 40s to lower 50s. this is pretty much like we've had the past couple days. no changes there. as we go into the end of 2015 and get ready to welcome in the new year, it will still be cool out there. mostly clear skies for the fireworks in san francisco, and happy new year with 43 degrees and clear skies. this weekend, it will be one to get outside as our highs will be in the upper 50s. mostly dry conditions for friday and saturday. by sunday more showers moving in. that will be ahead of some more active weather as we go into the

new year. looks like that rain returns. a few scattered showers late sunday night into monday. a bigger storm system will arrive on tuesday with some heavy rain. we'll keep you updated on that. let's check in with anthony to see what's happening on the roadways. >> we told you earlier in orinda if you're getting on to fish ranch, you can't use that on-ramp to get on to 24 because of icy conditions. they've actually close thad ramp to get on to 24. use an alternate route. also if you're taking the bay bridge toll plaza, heads up, nothing at the toll plaza itself. it's actually at treasure island off-ramp there is a stall in the fast lane. get over and zoom on past that. looking at lighter-than-usual volume because of the holiday week. you can see the bay bridge approach. it's not all that bad even though we do have a couple of accidents with closure to the on-ramp. you can see lanes getting through here, the metering lights not turned on. across the golden gate bridge, same story.

house up in flames. now -- an investigation an update to breaking news this morning in the east bay, a house up in flames. now an investigation into how it broke out. "today in the bay's" stephanie chuang joining us live from concord. firefighters think squatters could be responsible for the fire, and you're also hearing something from neighbors about about what may have happened. >> reporter: that's right. we're hearing the tenants were evicted and had to be out by tomorrow. you can see this is a shell of a building at this home on north third street off willow pass road. the call came in after 2:30 this morning. take a look and listen at what made it a bit harder for firefighters when they got here. >> a neighbor sharing cell phone video with us. you can see the flames, the crackling of the downed fire lines. firefighters saying they couldn't access the home right

grandmother drown her 4-year-old grandson on purpose. it is in the 1400 block of jefferson street in fairfield. officers were called to the home at 10:51 yesterday afternoon at which point it was too late to revive the little boy. officers from the fairfield police department did not reveal a motive, but say the 4-year-old mother has been told about his death, unsure about his father. babysitting at the time of the lit ill boy's drowning. his 1-year-old sister and 6-year-old sister were home at the time, too. they were not harmed and are now in protective custody. sam and laura? >> tragic story there. this is breaking news into our newsroom this morning. comedian bill cosby will be charged in the investigation of an alleged sexual assault from more than a decade ago. this is the first time criminal charges against cosby after dozen of women came forward saying he sexually assaulted them.
