focused on the serious allegations against bill cosby after formal charges come down. is it a first step for justice? we speak exclusively to a bay area woman who accused cosby of sexual misconduct. >> crime of the cruelest nature. possibly a comment in court from the grandmother who allegedly drowned her own grandson. tightening up security in new york city, intense protection for those looking to come out and enjoy the fireworks. another cold start. good morning. >> another one to bundle up and scrape the frost off the windshield again. let's take a look at microclimate where it's freezing in the north bay, a few clouds, fog in spots. freezing fog may create black ice on the roadways. in the south, a little milder, 44 and a high of 54 can be expected in the south bay peninsula, north bay as well as tri-valley in san francisco at 53 and east bay 53 as well. let's check in now with anthony to see what's happening on the roadways. >> hey, good morning to you. most of the bay we have fog forming across north bay. i want to zoom in and show you the yellow blob. from san rafael, a little fog. i do want to take you outside and show you what it looks like in san rafael. from this vantage point not that bad, even to nevada looking at extra fog this morning. elsewhere, light commute before that holiday week.

happy new year and thank you guys. >> coming quickly. thank you very much. our top story now, comedian bill cosby facing charges for the first time after years of accusations that he drugged and sexually assaulted women. >> as far as the charges are concerned against cosby they involve only one alleged victim. many women say it's taken far too long for justice to come. "today in the bay's" peggy bunker has much more on an interview you'll only see in the bay area. >> the next thing i remember he's waking me up roughly, i'm sicker than i've ever been in my life, i'm naked. i said, what happened? >> tiburon's patricia is one of 6 1 women accused of sexual miss connect, andrea constand was a watershed moment. >> i can't speak for the rest of the women. i never thought this day would happen. i'm very glad this the way it

has lined up and this has been made possible by the bravery and courage of andrea constand. >> she told me about the last time she saw bill cosby in the late '70s in new york city of he invited me to come see the show. he was performing. >> that night she said cosby gave her two pills and insisted she take them. the next thing she knew, it was morning. >> i was waking up the next morning. my hair was a mess, my makeup was a mess. i was sick again and i had been penetrated. i could feel that. i confronted him. he called me ungrateful and threw me out of his suite. >> dozens of women have surfaced with similar stories of assault. while many people just couldn't believe her story about cosby, her husband always did. >> my husband is my rock. i met him about three months after the second assault. he was one of the first people i told about what happened to me. he did the best he could to help

me move on, put it behind me and move on, because nobody would believe me. >> peggy bunker, nbc bay area news. we have more details now on the criminal case against bill cosby. he's facing three felony counts of aggregated indecent assault. this dates back to 2004. prosecutors say former temple university employee andrea constant went to cosby's house to discuss her career. constand says cosby urged her to take pills and drink wine. then she says cosby attacked her. constand filed a criminal complaint but the prosecutor at the time said there was not enough evidence to bring charges. cosby for his part denies the charges against him. his lawyer issued a statement saying make no mistake, we intend to mount a vigorous defense against this unjustified charge. happening later today, fairfield grandmother going to be arraigned on charges of killing her 4-year-old grandson.

police now say she's confessed to the crime. the woman held in jail. according to a recent report that grandmother left her home screaming tuesday morning. neighbors looked out of their windows with concern to see what was happening. the report also says some even went inside the home and saw the 4-year-old boy laying soaking wet and unconscious on the hallway floor. paramedics took him to a trauma center but the boy did not survive. police then took her in for questioning. >> it was during the questioning of the grandmother, she admitted to the intentional act of drowning the child. those who know her say the allegations is out of character. she say she's a loving and caring person. she's being held on $1 million bail. a south bay soccer league is launching a hail mary legal push against nfl's upcoming super bowl 50 plan. leaders of the santa clara youth soccer league are planning to file court papers this morning. they are demanding a judge block

the city from turning its soccer fields into massive nfl media center for upcoming game. the field is adjacent to the stadium. the suit asks for hundreds of games to be accounted for before the nfl can take krofl those fields. happening right now cities across america are beefing up their security as we get ready to celebrate the new year's eve holiday. san francisco expects thousands of people to line up along the waterfront for fireworks as they do every year. police officers are going to blanket the area. sfpd is asking the public to be on alert as well. their message, if you see something, don't hesitate, say something. the department also says it has experienced monitoring these type of large events. >> san francisco police department has experienced large crowds throughout the year. we're preparing for super bowl and had large events in the past, parade, world series, et cetera. so our department is well versed and practiced on a large crowd

coming to san francisco. >> now, other cities that are similarly alert, los angeles, washington, d.c., new york city, particularly on high alert after they were named targets in an unconfirmed terror threat. federal government said that threat came from overseas. >> security plans, what about plans for what you will wear on new year's eve, especially outdoor festivities. >> yes, it is going to be cold. you want to wear several layers arnold make sure you dress more than you normally would since it will be cold several hours. you may be out there a long period of time. looking at those temperatures as we go into tonight down to 43 at midnight. let's check in with anthony. >> temperatures right now not that bad as you mentioned, carrie. didn't have to put on the heavy coat. you'll notice the fog not that thick across parts of dublin. rest of the bay down to fremont moving smoothly, green across

possible fallout from el nino not just here in california. right now the state of missouri in a state of missouri. this as floodwaters continue to rise. yesterday the governor there jay nixon toured the area threatened in that state specifically saying when the waters recede the threat won't be over.

>> reports it could be entering the strongest el nino ever. >> reporter: they are images that seem to defy december. floodwaters raging through missouri and deadly tornadoes tearing through the south. >> house is gone and we're still here. >> reporter: while unusually balmy weather over christmas, all a result of an el nino system that grows stronger. a satellite from nasa bears a striking resemblance since 1997, the worst el nino in record. >> this el nino in size and intensity will definitely rival the previous two champions which were '82 and '97. this is a "godzilla" el nino. >> that '97 system caused devastating floods, ice storms in the east and rare tornadoes in florida. this latest el nino promises a new round of havoc in 2016,

hi jinx now on thursday morning, it is new year's. you can tell it's aside. >> never. getting ready for new year's. >> when you step outside new year's eve to the refrigerator or freezer in the bay area, bundle up. >> it has been so cold. every morning in some spots record lows. this morning i don't think it will be different. take a live look at san jose. we start out with clear skies and chilly temperatures. we will get a lot more sunshine today. our high slowly warming up into the low 50s. now, looking at all the microclimate now, it's still very chilly. we mostly have 30s across the map. a little milder now in the south bay but let's drop in on the north bay. it is below freezing and we will have below freezing temperatures for a few hours.

in napa now 28 depends. hour by hour in san jose, a little cooler. as we go through the morning and warming up to 49 by lunchtime. we will see those temperatures eventually reaching 54 degrees. we will once again have some freezing temperatures again tonight. in burlington we're up to 52 degrees and embarcadero about the same. san rafael 53 and some lows tonight dropping down into the lower 30s. we will have widespread low 30s and freezing temperatures in the tri-valley tonight. heading into the next few days, we get ready for some rain. a dry start to the weekend. this is a look at sunday. during the afternoon we will start to see some rain moving in and then another round early on tuesday morning and another round right after that on wednesday. so it's about to get busy as we go into 2016. the rain outlook brings us quite a bit of rain for the next seven days. we will have anywhere from a half of an inch to an inch and a half for most of the bay area,

the dark, though, a bit of a streetlight problem. >> each pool of light shows you where a home owner will help out. on this block, not a lot of help. >> maybe it's invasive. they have to worry about something being plugged into their house. you would see something like that maybe in alaska, not in san bruno. >> the yellow extension cord from the streetlight to trillion outlet in a garage tell you in san bruno the people have the power. wiring below ground has confounded city crews trying to fix dozens of streetlights that fizzled out before halloween. >> we've had incidents of breakins in this area in the past. we haven't had anything recently but it's kind of scary to be so dark. >> about two weeks ago the city began running these temporary streetlights at nine locations around san bruno. they are noisy and expensive. they cost $28,000 a month to run

all nine. until new wiring underground april home owners are asked to plug in a very tall night light for the city, are paid $50 a month, far more than the $3 a month it costs to run an led streetlight. >> totally voluntary. we're asking people to do it. we have six or seven more. a few on track and three or four declined. >> homeowners a that agreed signed a waiver of liability. >> in case something occurred the city has no control over, someone tripped in the garage or defective wiring that protects city. >> holiday lights that serve more than a decorative purpose. >> luckily we have some christmas lighting. you know, that is true. >> new year's lighting and christmas lighting as well. >> that's right. >> reporter: just before christmas san bruno city council approved rewiring underground portion of the strelt, after the

it is definitely not too late for a weekend forecast on a thursday. essentially the start of a new year. what have you got? >> first weekend of 2016. it looks like we will have more clouds rolling in as we head into the end of the weekend, also some scattered showers but a dry start for the first day. it will be in the low- to mid-50s, kind of the same weather we've been seeing. no changes there by saturday.
