they also have some fog. that may be freezing and creating some slick roadways. as we go into the day, highs looking low 50s, pretty much what we've had all week. let's check in now with anthony. >> as you mentioned, icy roads a problem. want to give drivers a heads up. like to have fun on "today in the bay." in all seriousness, fog across north bay, temperatures near freezing does mean for slick spots. yesterday a few spinouts around 7:00 in the morning. keep in mind that, yes, even though we don't see it very often, this is one of those mornings you could run into freezing spots on those roads. black ice possible especially across north bay. that's one location i'm worried about, rest of the area looking good from east bay to south bay as well. we'll continue to track things as we go along. sam, laura, back to you. >> thanks, anthony. first years of accusation. now a once beloved comedian being charged formally with a fine. bill cosby facing aggravated assault.

for many alleged victims, they say this has been a long time coming. the charges against cosby involved only one alleged victim but many more women want to know what happened in this case. could bring relief as well. >> in total. 50 some women alleged some sexual misconducmisconduct. a bay area woman says she's one of those victims. >> too late for that woman from tiburon to seek justice of her own against bill cosby. but if this one case sticks, she says, it will also bring her some relief. patricia leary steuer said he invited her to a show and then gave her pills and sexually assaulted her while unconscious. one of the women that accused bill cosby of sexual misconduct. >> i can't speak for the rest of the women but i never thought this day would happen.

i'm very glad this the way things lined up and this is made possible by the bravery and courage of andrea constand. >> bill cosby is facing three felony counts of aggravated indecent assault dating back to 2004. prosecutors say former temple university employee andrea constand went to korve's houcos to discuss her career. constand says he encouraged her to take pills and drink wine and then attacked her. the prosecutor at the time said there was not enough evidence. speaking on the "today" show this morning bill cosby's attorney said constand's case was settled years ago when the then district attorney said there wasn't enough evidence to go to trial. >> my client is not guilty and there will be no consideration on our part of any sort of arrangement. >> bill cosby is due back in court in january. but again, at least 57 women are

watching to see what happens in this particular case but there are many people who believe there are many more women out there as well. laura. >> thank you very much. happening today, a grandmother in fairfield will be arraigned on charges of killing her 4-year-old grandson. police say she confessed to the horrific crime. dawn raines-hewes held in solana county jail. according to recent reports that grandmother left her home screaming that morning. neighbors looked out the window with concern. the report said some went inside the home and saw the 4-year-old boy laying soaking wet and unconscious in the hallway floor. paramedics took him to a trauma center but he did not survive. police then took raines-hewes in for questioning. >> it was during the questioning of the grandmother, she admitted to the intentional act of drowning the child. >> those who knew raines-hewes say the allegation is out of

character. they say she's a loving and caring person. raines-hewes is being held on $1 million bail. >> a south bay soccer league is launching an ambitious legal push against nfl's upcoming super bowl 50 plan. leaders of the santa clara youth soccer league are planning to file court papers this morning. they are demanding a judge block the city from turning a soccer field into a massive nfl media center for the upcoming game. the fields sit adjacent to levi stadium. the suit is asking for hundreds of soccer games scheduled there before nfl can take control of the field. >> 5:05 and 2015. happening now, people on the other side of the world already ringing in 2016. it the new year. here in the bay area more than 100,000 people are expected to celebrate in san francisco and security will be tight. good morning to you, laura. expect more officers along embarcadero and some you won't see in terms of identifying them. they will be undercover. can you see they are already barricaded here set up along embarcadero. crews on site including yesterday afternoon to make preparations for tonight's big show. u.s. coast guard plans to set up a temporary safety zone, out into the waters and plaza. boaters will have to stay awake. the police department is urging people to also report anything suspicious adding there are no specific threats to the city but adding there will be more security this year. >> we saw terror attacks and cities in north america named with potential activities, we always want to make sure we're prepared here. so we are increasing staffing for new year's eve on top of what we normally would have in years past. >> reporter: if you want to make

throughout the week. no changes today, 28 in the north bay. san francisco at 40 degrees as we get a closer look there it is in the low 40s, 41 in the valley, civic center at 43 degrees. 43 is pout where we will be at midnight with mainly clear skies. get out there at 10:00, try to get in a good spot. it will be 47 degrees and dropping down to 43 degrees at midnight. i'll show you the rest of the weekend, the start of the new year. that's coming up. let's check in with anthony. >> another good spot, you get to see everything. did it one year. a few cars from the north bay. keep in mind north bay you do have fog and that could freeze leading to slick conditions on the road. across the bay toll bridge plaza, no big surprise a few cars, wide open lanes, metering lights didn't get turned on for the last couple of days. probably the same story. you can see what i'm talking

years, including chinese dissidents, that the company knew those users were being spied on but did nothing. google started warning users in 2012 and said thousands of abusers are targeted by state sponsored hackers every single month. sam and laura. >> thank you very much. happening right now excitement is building in new york times square ready to ring in the new year. fairly quiet right now but expected to be packed with perhaps a million people in a little more than 12 hours. i would venture to guess probably people already staking out their territory. security will be extra tight. some 6,000 police officers patrolling the area around times square. another 1,000 security cameras will be keeping an extra eyoon things. >> new york is ready. we're the best prepared city in the country. we know how to do big events. we've shown it time and time again. >> police will patrol on foot

and horse back. they will be equipped are ragds detectors, metal detectors and bomb sniffing dogs. >> all right. here in the bay area there's great success for new year's activities. >> we're already starting to celebrate. >> 2015 was a great year. you might as well welcome in 2016 with bit of a celebration, excited for what's ahead. as we look ahead to our weather today, we start out with clear skies once again all clear as we feel some very chilly temperatures again this morning. let's take a look at some of those numbers. in san francisco 40 degrees, east bay 36. now, this is a couple degrees warmer than the couple of days but it's still freezing in the north bay. in napa, it's 28 degrees. santa rosa 29. so below freezing for several hours there. also in parts of the tri-valley. so as we go hour by hour in livermore, still clear at 6:00. then by 10:00, we're up to 40

degrees at lunch time. 47 i think that's too cool to take the lunch outside but at least the sun will shine and that will make you feel a little bit better. going into tonight, you can see temperatures will be dropping fast. and if you're celebrating outside to welcome in the new year, only 34 degrees out there. so make sure you have the glove, scarf, hat, boots, two pairs of socks, pants, all of that. we will have highs reaching into the low 50s for all of the bay area. not much of a wide range in temperatures and a lot of sunshine with the light wind changing things up, since we had that cold front that moved through yesterday. as we look out in the pacific, there's a couple more systems that will be moving in as we go toward the end of the weekend. this is a line of showers that will be here on sunday then a bigger storm system, large area of low pressure arriving for the start of next week. here is a look at that timing. the rain arrives once again with that first line by sunday afternoon and then into next week we will have that large

area of low pressure, that storm system moving in tuesday and then again on wednesday with a couple of rounds of rain. looks like it will be pretty wet as we start out the new year. maybe el nino really getting started here. some of the initial estimates of how much rain we could see give us about a of an inch to an inch and a half, much higher amount for north bay and of course that's where we do need the rain the most. let's in now with anthony to see what's happening on the roadways. >> we were telling about fog early this morning in san rafael, points north. you can see from this vantage point if you've been with us all morning long, you can tell how visibility has fallen off. things to note here, even though it's normal fog we usually see, temperatures are below freezing. there could lead to slick spots on the road and black ice. take it easy out there again. the yellow blob on the map, san rafael and points north, petaluma, keep in mind if you're a commuter that's the trouble spot this morning. east bay looking good, same for

south bay. heads up if you're stepping out for new year's eve b.a.r.t. will be extending service toss 3:00 in the morning, bta until 5:00. actually bta will offer free rides from 8:00 p.m. until 5:00 in the morning. >> stumble in and we'll be here bright and early. >> hopefully a good transition. >> 30. keeping that holiday spirit intact. one bay area neighborhood keeping christmas lights on. it's not because they want to stay festive.

you would see something like that maybe in alaska, not san bruno. >> yellow streetlight cord from pole to garage. wiring problems below ground confounded crews trying to fix streetlights that fizzled out before halloween. >> we had incidents of breakins in the past. we haven't had anything recently but scary to be so dark >> about two weeks ago the city began running these temporary streetlights at nine locations around san bruno. they are noisy and expensive. they cost $28,000 a month to run all nine. until new wiring underground april home owners are asked to plug in a very tall night light for the city, are paid $50 a month, far more than the $3 a month it costs to run an led streetlight. >> totally voluntary. we're asking people to do it. i think we have probably six or seven people who have agreed to

i'm sam brook. >> laura garcia-cannon. let's get a look at that forecast. >> the same weather we've seep all week. there will be changes ahead. as you head out this morning, still cold. look at the north bay, i can barely see anything on that camera because we do have some fog and temperatures are down to 32 degrees. freezing temperatures and fog not a good combo. that could create some icy conditions on the road, so allow some extra time to get to where you're going. elsewhere it's clear. we'll have sunshine and highs reaching into the mid-50s. we'll take a look at the rest of the forecast coming up. let's see if it's slowing you down in the north bay with anthony. >> in fact it is. you're right on with that deal. notice across bay looking at rain. yellow across the north bay, that's the fog. it's not just the normal fog we're used to in the bay area because temperatures are near freezing. whenever you have that, you have the potential for seeing spots on the road. that fog creates a sheet of ice in some spots. keep in mind from santa rosa, san rafael, show you what it looks like.

years in jail. state of missouri, floodwaters continue to rise. the governor said even when waters recede danger isn't over. joe friar reports we could be entering strongest el nino year ever. >> reporter: they are images that seem to defy december. floodwaters through missouri and deadly tornadoes tearing through the south >> reporter: while unusually balmy weather over christmas, all a result of an el nino system that grows stronger. a satellite from nasa bears a striking resemblance since 1997, the worst el nino in record. >> this el nino in size and intensity will definitely rival the previous two champions which were '82 and '97. this is a "godzilla" el nino. >> that '97 system caused

improvement. have more rain in the forecast heading into next week but next few days will be dry and cold to start each morning. we're feeling that now as we take a live look from at&t park toward embarcadero and mostly clear skies today. we still have frosty conditions. look at temperatures in the east bay 36, in the peninsula 41. south bay 42 degrees. the north bay, the coldest temperature is 28. we even have some 30s in san francisco forest hills, embarcadero at 43. that's exactly where we will be at midnight tonight as we ring in the new year. in oakland we start out in the mid-30s. 11:00 we're at 48 degrees. low 50s again today and a lot more sunshine than you had yesterday. more sun all across the bay area. low 50s from the coast to the inland area. no change there. then we're back to freezing in the usual spots as we go into tonight, becoming usual with the

cold snap we've had recently. once again ready for wet weather. there are a couple of systems out there in the pacific. this is a cold front and then we have a larger storm system that will be here between tuesday and wednesday of next week. this the way it plays out on computer models. by sunday early in the morning, early afternoon, we will start to see that rain rolling on, then an hour break before heavier rain moves in early tuesday morning. there could be a third round right behind that on wednesday morning. so it looks like our weather will get a little more active and some initial estimates for how much rain we could see, looks like half of an inch to an inch and a half within the next seven days. much higher amounts for north bay. looking ahead weekend, we will still have temperatures in the mid-50s. morning temperatures in the 30s. low 40s sunday. a little milder but once again that's when that rain moves in. let's see how the roads are looking with anthony. >> good morning. things looking good across east
