"today in the bay" starts now. a very good morning to you. happy new year, as well. i'm laura garcia-cannon. >> i'm sam brock. where there is a pig, there is a party. a live look at san jose where icy temperatures are here to greet you to ring in the new year. let's turn to meteorologist kari hall. she has more on a freeze warning impacting parts of the bay area. happy new year. >> happy nigh year. a freeze warning for all of these areas you're seeing now shaded in blue and the inland areas dealing with the temperatures this morning that will continue to dip for the next couple of hours. look at the north bay, it's now 28 degrees. 44 in san francisco and 37 in the east bay and south bay. today it warms up to the low 50s and this is the same kind of weather we've seen throughout the week. sunshine, mild and breezy and

the tri-valley up to 53 degrees. i'll have a look at the weekend forecast which includes some rain. that's coming up in a few minutes. well, it's official. we're welcoming in a new year. fireworks from across the world to right here in the bay area symbolize the start of 2016. another year comes a whole new set of laws. >> "today in the bay" kris sanchez will start breaking down the changes we'll see today. >> good morning. governor brown signed more than 800 new laws into effect and clearly they're not all going to affect you personally, but one of them does allow beer tasting at your local farmers market. you might like that one. and also allows you to let your lawn go brown if your homeowner's association frowns on it. first, the concealed guns are no longer allowed on any school amps from elementary schools to

university campuses and this applies even to people who are allowed to carry concealed weapons. toy guns have to look more like toys and less like the real thing. the push for this change came as the result of the shooting of andy lopez, a teenager who was shot by a sheriff's deputy in santa rosa. that deputy believes the air soft rifle the boy was carrying was the real thing. the triggers now have to be brightly colored in addition to those tips being orange. and after a shooting rampage near santa barbara, family members have more power to try to keep guns out of the hands of relatives they feel could lash out violently or who are make violent threats. in that mass shooting, the gunman's mother told police that he made violent threats, but police couldn't do anything with that information. so, now with a judge's order, police could seize a person's weapons for 21 days, even without that person's prior knowledge. there are also new laws related

to your paycheck and we'll show you what that means if you are a minimum wage worker or if you are a woman in the workplace. that's coming up in the next half hour. breaking down the laws that will affect everybody in california. the new year also means changes on the local level, too. in oakland minimum wage is now 30 cents higher at 12.55 an hour. you have to be 21 to purchase and that increase amounts to 15 cents for every $5 fare. san francisco officers are investigating a new year's shooting outside a police station. police say someone shot a man in the back outside the mcdonald's across the street from northern station on fill more. emergency crews rushed the victim to the hospital. no word on his condition. investigators are interviewing witnesses and checking surveillance video to try to find out more. pg&e crews hope to have gas

restored some time this morning. a natural gas leak from an underground pipe discovered about 5:00 last night. that leak cut off service to 70 homes in that neighborhood. crews stopped the leak about 9:30 and repairs are right now under way. again, they hope to have gas back on the neighborhood or in the neighborhood later this morning. the sinkhole that opened up yesterday morning will continue to cause problems into the weekend. it was temporarily patched up, but the job is far from done. it happened at the intersection of 24th and church right on the j church muni line. crews say they can't fix it right now because they don't have proper safety equipment. proper repairs on the 3 by 3 by 10 foot sinkhole will be repaired until tomorrow. still trying to figure out the cause of this sewer failure. residents in one north bay neighborhood are being warned

athe potential danger. water from two different wells in the neighborhood tested positive this week for e. coli. those levels are said to be extremely high. the property owners have been ordered not to use those wells. and the sonoma county health department says no one has been sickened yet from drinking that contaminated water. need a new resolution? how about jumping in the water today. any better new way to start the year from aquatic park. the bay watt arbalmy 52 degrees and the distance 1.25 mile. hold the annual new year's day swim. you might call it part polar bear and part ironman. the fastest swimmers finish in about 30 minutes. more than 100 hardy souls are expected to take part. >> that sounds really intriguing. i think eating and drinking and being merry sounds good, too. happening right now for stephanie chuang and the new

year's celebration just getting started. >> "today in the bay" stephanie chuang live in san francisco as the breakfast of champions gets under way. good morning, steph. >> good morning, laura and sam. the party is just aboitute get started for a lot of people, in fact expecting 5,000 people throughout the y. it is a 12-hour block party here in san francisco that includes a lot of people with food trucks and art cars and things like that. joining us now is andrea lundquist. good morning, happy new year. >> happy new year. >> talk about breakfast of champions for people who don't know what it is. >> an annual block party put on by the state's cowboys. an after party that starts at 6:00 p.a.m. we have local deejays coming from the bay area and a lot of art and we're the new venue this year. we moved the midway which is out here in the bay view. we're excited to be at this new home. they have a cafe, lots of bars inside and out and a great day

and the cold one, but we're ready to get started here with deejay stages inside and out. >> i know it doesn't start for another hour or so. people usually lining up pretty early. right now not too many, it's pretty cold. a lot to look forward to, including this is the 16th year of the event but the fifth year of a food drive. >> correct. we've been working with the san francisco food bank for the past five years and called breakfast of champions and when we have all of our guests come in we ask other people to help with breakfast. we have canned goods and also cash donations to give to the food bank. >> perfect, thank you so much. you just saw a shot of the pig roasting right now. that is going to be served for breakfast and lunch. andrea, just let me know there is roasted pork and waffles this morning, a lot to look forward to. whether you're partying all night or if you're just starting your new year's celebration. a lot here throughout the morning. sam and laura, i'll toss it back to you. >> heard of chicken and waffles.

pork and waffles, a nutrition for this new year. >> it's cold out there, though. did you see how bundled up they were? >> you have to do that through most of the warning. freeze warnings in effect and we just cannot get rid of this cold air. it is freezing in the east bay and north bay. we're slightly above freezing in the south bay and peninsula. so, let's drop in on the north bay where it's in the upper 20s and our temperatures will most likely fall a few more degrees before sunrise. colder than 29 degrees in novato and heelsburg at 27 degrees. highs today in the mid up toer 50s. some of us getting up to r 58 degrees and napa 54 degrees and 56 degrees in oakland while pleasanton is at 5 3 degrees. another look at this forecast and gets pretty wet as we go into next week. that's coming up in just a few minutes. coming up, the 127th annual rose bowl parade kicks off in

at 5:11 new year's day. happening now finishing touches being put on the 2016 rose parade float this morning. families camped out overnight to get the primetime sidewalk spots. this year they expect more than 700,000 people to line colorado boulevard to watch that parade. pasadena police say extra officers, surveillance cameras and other security measures will be in place and documentary filmmaker ken burns will be the grand marshal. representing the bay area is the saratoga high school band. >> this is a good one. they'll be performing a song born right here in the bay area. "today in the bay" has their story. >> behind the red banner is where you'll find the band these days. practicing, practicing and practicing. how has practicing for the rose bowl been, particularly during finals? they put in long hours preparing for the couple minutes they'll be on the live broadcast.

some of them have been on the tv screens before. >> we're seniors so our freshman year we went to the parade and for us and the entire graduating class it's really like full circle. >> reporter: they'll be the only high school band from the bay area. in a nod to their home town, they'll play journey's "don't stop believin'." >> what a great bay area. everybody loves the music. we wanted something that was really going to identify. >> reporter: the band was selected after a two-year

>> 5:17 this morning. a cold start. >> look at the direction this is going. it is cold. >> it is a cold start to the year. 2016 comes in with brrr. it is cold this morning. let's take a live look now from at&t park and looking towards san francisco. and as you head into maybe you're heading home this morning or if you're heading out the door to work, it is now around 30 degrees in the east bay. it's 37 degrees in the south bay and 40 in the peninsula let's get a closer look at the south bay. we do have some freezing spots in the valley. it's 32 degrees downtown and san martin 31 degrees and gilroy 29 degrees. let's take it hour by hour in san francisco. it does get a little bit better, it it takes a while because our warmer will be very gradual throughout the day. at least it will be sunny and if you can get in on some full sunshine, it does feel a little bit better and only 48 degrees

by this afternoon. a look at a next storm system that will be moving in. we had a week to rest and get a break from some wet weather, but we'll start to see all of this moving in next week. and it looks like it could be just round after round of rain. so, it starts late saturday night into early sunday. some scattered showers move in. but this first round, this kind of fizzles out as it gets here. then we'll have a stronger storm system moving in on tuesday and then again on wednesday and maybe a break for part of the day on thursday before some more rain moves in from north to south so, it looks like next week will be pretty wet. some of the initial runs of the computer models give us anywhere from 1.5 to 2.5 inches. a good soaking for most of the bay area. time to dust off those umbrellas as we head off to a dry start to the weekend and a dry start to 2016. sam and laura. coming up, as we move into the new year, we take a look back at some of the most

mandating substantial water reduction across our state. >> states with a historic drought, was forced to step up and cut back. lush green lawns turned brown. showers got shorter and californiansed a new norm, water shaming. >> but i don't think it's good that people start reporting each other. it kind of makes an enemy out of your neighbor. >> reporter: while the drought impacted the whole state, a seemingly random shooting on a san francisco pier turned into a national flash point. >> the u.s. has suffered a self-inflicted wound in the murder of our daughter by the hand of a person that should have never been on the streets of this country. >> kate steinle died in her father's arm shot during a walk along the embarcadero. the alleged gunman an undocumented immigrant with a lengthy history who has been deported several times. the shooting led to an intense debate about the country's immigration policy and san

francisco's sanctuary city law. >> we just heard shouts and we didn't really know what was going on. >> a lively birthday party turned into a horrific scene without warning when a balcony collapsed in berkeley. the investigation into the tragic accident immediately focus odon the construction of the apartment building. dry rod is believed to be the cause, but it remains under investigation as ireland continues to mourn the victims. >> she had her first steps, her first crawls, her first words, everything in that home and everything is gone. >> just north of the bay area, a scene of other devastation. destroyed a community but not its spirit. the valley fire erupted into a massive wall of flames in just a few hours. sweeping through entire towns sending people running from their homes with little warning. it was one of the most destructive wildfires in california history. but from the ashes, people found strength and resolve. a community rebuilding one day

parts of the bay area, kari. >> very cold, as we say. happy new year whether you're heading in from partying all night or heading out for work this morning. bundle up. we are going to see those lows dipping into the mid 20s to low 30s. and these spots that you're seeing shaded in blue that includes most of inland valleys and does not include san francisco and the inner bay. now it's at 28 degrees in the north bay and 37 in the east bay and south bay. and highs will reach the low to mid-50s and, once again, today, cooler than average in the east bay. 54. tri-valley 53 and san francisco up to 51 degrees. i'll have a look at the weekend forecast, which includes some rain. that returns for next week. that's coming up in just a few minutes. and laura. saying farewell to 20 and welcoming a new year. fireworks lit up san francisco's night sky as the clock struck

midnight marking the start of 2016. a new year meebs a new set of laws. >> fireworks at sacramento, too, to get to this point. "today in the bay" kris sanchez will break down all the changes you're going to start seeing today. >> three new laws related to guns. require toy guns to look less real and allow people to seize a person's weapons if they have made violent threats and also new laws that could affect your paycheck. the state minimum wage is now $10 an hour. a dollar more than it was just yesterday or last year, should we say. governor brown says this is an attempt to help working families close a gap between the rich and the poor. if an employer does not pay his or hur workers, the state labor commissioner can put a lien on the employer's property until they pay up. also easier for women to get equal pay for the same work that their male counterparts do. that was already the law of the land here in california, but this new law really does just

make easier for women to find out what that equal pay is. no longer can women or men be punished for asking around to see what their colleagues make. i wonder what sam and laura are talk about right now. also, all students must be fully vaccinated before entering public school with no exemption for personal or religious beliefs and just a slight exemption for medical reasons. the change comes after that measles outbreak that start would an unvaccinated child's visit to disneyland. this law could affect 180,000 children. they have to show the documentation when the new school year starts in the fall. also, by the way, the next time you go to your local farmer's market, you might be able to sample some beers. that is the new law now. if you are ready to let your lawn go from brown or green to brown, you can do that even if your homeowner's association doesn't like it. >> thank you very much, kris.

the new year also means changes on the local level, too. in oakland minimum wage is now 30 cents higher at $12.55 an hour as. as of today you have to be 21 years old to purchase tobacco products in santa clara county and b.a.r.t. fares went up more than 3% starting today. that amounts to 15 cents for every $5 fare. it is 5:32. new this morning, a first glimpse at the efforts by police last night to keep streets safe while people rang in the new year. these are preliminary numbers only from the oakland police department so far covering the first hour after midnight. officers in oakland made eight arrests various crimes and cited three people for infractions or misdemeanors and police cited 29 people for traffic offenses. turning around those numbers quite quickly this morning, sam. across europe security was extra tight due to terrorist threats but the 2016 celebrations are still a success.

there's big ben tolling at midnight to ring in the new year in london. the fessietivities included an impressive fireworks show. love to see the glorious sydney australia fireworks every year. that city ushered in 2016 with spectacular pyrotechnics and we carried it live. also in taiwan, they set off fireworks from the skyscraper. one of the tallest buildings in the world. and here's how 2015 went out with a bang in bangkok, thailand. three major celebrations across that city along with 15 minutes of fireworks. lastly, in paris, they canceled their usual year's eve fireworks display and crowds did turn out for subdued activities and that's, of course, amid heightered security in that country. just hours before one of the largest new year's eve fireworks show got under way. a fire, do you remember seeing this? ravaged a high rise in dubai.

those flames still burning this morning. more than a dozen people were hurt this morning as they rushed to escape the flames. the entire side of the building caught fire in just a matter of minutes. y debris could be seen falling from the luxury building throughout the night. just below, they continued sellingbrating thousands of people gathered on the street to ring in the new year there. well, in new york city this morning, crews are continuing the cleanup process following the biggest new year's eve celebration. look at all that confetti to clean. shortly after midnight crews started to pick it all up and filled the streets that were also lined with millions of people. those 2016 glasses they wear. happening today, some people just wrap up their new year's plans for some that party is just getting started. >> all night long. all morning long. >> that's right. i'm sorry, i had to move away from that pig that is roasting because a lot to feature here, sam and laura. you know, we're used to saying party all night long and this is party all day long. starts at 6:00 in the morning. no one is lined up right now. maybe they know it's really cold. there is a cafe and bay view district of san francisco and there's a lot going. here i want to show you something else that is pretty cool. a feature by a local designer tamo at her store and joining us this morning. good morning, happy new year. >> happy new year. talk us about breakfast of champions helps local designers. >> we're a local collective and it's a great venue and a great event to showcase our work for 12 hours. >> all day long. >> i know this event has grown to more than 5,000 people. as the event gets bigger and bigger it really helps with exposure with your business. >> absolutely. i've been part of the collective for many years now.

our 16th year doing this event. so, it's very deeply rooted in san francisco. >> tamo, thank you so much. >> when she's talking about collective. we're talking about a collective of deejays and artists that started back with burning man. i want to show you video from inside the club that we also shot earlier this morning. a bit empty and deejays setting up for the entire day and also that cafe outside with the roasting pig and art and food trucks and 16th year and organizers say it's grown every year calling this quintessential san francisco. now, back here live, i also want to mention that there's a food drive that comes every year. this is the fifth year of the food drive. they don't have the barrels out just yet now but they are asking people to donate for the san francisco and marin food bank to help. if you don't bring that, bring cash and the creasand event cre

match that. last year people donated $10,000, ultimately they donated $20,000 to those food banks. "today in the bay." >> fantastic way to kick off the new year. >> absolutely. should carry well into the new year. thank you. we did not see stephanie's breath. i'm kind of surprised about that. >> the temperatures are in the 30s in some places. >> yeah. it's 44 degrees in san francisco. i guess that's the warmest spot in the bay area. so, they're not included in the freeze warning. if you head over to the east bay, it's 30 degrees and the north bay in many spots have been below freezing. let's zoom in to where stephanie was and now we are seeing those temperatures. they're dipping into the 30s like forest hill and sunnyside there. the peninsula at 36. and we're headed into the mid to upper 50s again today. san francisco making it up to 51 degrees. oakland 55 and in livermore 51 degrees. this kind of weather continues into the weekend.

cold mornings and fairly milder afternoons and then we get ready for some rain as we go into early next week. looking forward to that after a week of dry weather. i'll detail that, how much we could see and all of the round of rain that we're expecting. that's coming up in a few minutes. sam and laura. >> changes afoot. thank you very much, kari. 2016 a brighter year for the bay area shipping industry. the largest container ship ever to dock in the u.s. arrived yesterday. this was right about 9:00. you watched it maybe live passing underneath the golden gate bridge. that is the benjamin franklin which barely squeezed underneath that iconic bridge. just a few feet to spare. the mega ship is longer than the empire state building and wider than a football field. it can carry up to 18,000 shipping containers. yesterday's load filled up with clothes, shoes, toys and electronics. mostly from china. >> wow. it's incredible. >> and as it approached, i was like, it's getting even bigger.

that parade route? >> things are looking good. good morning. happy new year from california. you know, it's pretty cold out here. low 40s. about 44 degrees. not much in the way of wind. we're sitting pretty good, as long as we are bundle up. let's show you on colorado boulevard here in pasadena where people have been out here all night long and i was out here yesterday until about 1:00. at noon is when people could start setting up and you see them all bundled up and people with heaters and small fire pits and small barbecues that day can have out there. everyone is bundled upts, blankets, scarves and we even have some people jogging down colorado boulevard as we get ready for the rose parade to make its way down here. all the floats coming down colorado boulevard. i want to bring in one of the people who is out here camping. if you don't mind stepping in here. you are the great one in the family that is holding down the fort for everyone. everyone is back home in bed and i said i snuck out here for the night and make sure our spot is

cold, clear and we will start to see some changes as we head into the weekend. let's check out some of these temperatures. it is 30 degrees in the east bay and the south bay 37 degrees. we do have some freeze warnings in effect for the valleys. and look at the north bay. it's only 29 degrees in novato and petaluma 26 degrees. it is 27 in santa rosa. as we go hour by hour in oakland we will have a very slow warm up today. and mostly sunny skies. but we do make it into the low 50s here and then we're dropping right back down as we go into tonight. we've had dry weather all throughout the week, but now as we head into the weekend, we'll be tracking a couple of wet weather systems moving in by the end of the weekend. it starts on late saturday night into early sunday as a first round of some scattered showers. that kind of weakening. but then right behind that, we'll have some stronger storm systems that will keep it wet for pretty much most of the nne week. we had a break and now it's time

you might not be able to see the chill, but you can most certainly feel it. kari hall is watching a freeze warning. >> yes, we do have a freeze warning, sam and laura. happy new year. it starts out with that same cold weather we've had to battle all throughout the week. a freeze warning still in effect for all of these areas you're seeing shaded in blue. that does not include san francisco in the inner bay along with the immediate coast. but frothy conditions. it's 39 deit gree degrees in sao and the temperature dropping a few more degrees and the north bay well below freezing and it is 27 and we'll have more of those highs and low to mid-50s again today. i'll detail that and our next chance of rain coming in by sunday. that's coming up in a few minutes sam and laura. look at that. that was the scene at the stroke of midnight in san francisco. thousands gathering at the embarcadero for the spectacular fireworks display ringing in t new year.
