good saturday morning to you, we're taking a live look outside at san francisco. both spans of the bay bridge there from emoryville on a cold saturday morning. the first saturday of 2016. good morning to you, thanks for joining us. i'm kira klapper. happy new year to my friend anthony slaughter who has a look at our forecast. >> thanks for joining us this weekend. it's looking good this week, at least for the first half.

we're talking rain. we're in this drought and heard about el nino and we're starting to talk about several systems, not just a couple little pansy storms. here we go, we're talking about some pretty big storm systems. there you can go lined up getting ready to make their way into the bay area. today will be dry. temperatures back into the mid 50s for the bay area. it will be a nice day. as i mentioned and you mentioned as well we're talking about spare the air alert and rain nft forecast for tomorrow. that's going to continue, the rain, tomorrow, goes all the way into thursday. >> wow. >> so get ready, clean out the storm gutters. stay tuned for that. anthony, thanks. a new law that could be critical to help catch hit and run drivers comes just a few days too late for one bay area family. a 65-year-old woman was hit and killed in hayward on tuesday. all her family knows is that two cars hit her. one of the cars stopped and the driver cooperated with officers.

investigators say that the people in the other car got out to see what happened and took off. a new law called a yellow alert went into effect yesterday on january first. it's similar to an amber alert which sends out information about child abductions on highway signs. with a yellow alert, car information and license plates will flash on those same signs in the event of a hit and run that results in a major injury or death. >> the public can help locate this person. it will be more beneficial to us to have everybody that's driving on our freeways looking for that suspect rather than just having law enforcement looking for the suspect. >> i know he just got shocked, that's why he ran away. so i can forgive him. the only thing he just has to face the consequences of what he did. >> hayward police are looking for a burgundy or dark colored toyota with significant damage to the front end of the car.

a woman stabbed in front of a san jose business has died. the man is still hospitalized in critical condition. investigators say they have suspect in custody but they will not release any further information until the investigation is complete. a high school teacher in fairfield is facing serious charges. police arrested eric hankins on thursday for allegedly having an inappropriate relationship with a 14-year-old student. investigators say it happened on the campus at fairfield high school where the 27-year-old teaches science. a they first learned about the allegations in early december. the teacher had been on administrative leave until his arrest on december 31st. a difficult start to the new year for eight people in

vallejo. they were forced out of their homes after this fire ignited yesterday morning. one family barely made it out of their home, once firefighters arrived they quickly knocked down the fire but it was too late. the families lost everything. >> i could feel the heat. >> we saw it coming from like, the trees and we left the house and called 911. >> the cause of the fire remains under investigation. a similar scene in san jose where one family is now out of their home. this fire broke out on west virginia street while battling the flames one firefighter was injuried and taken to the hospital. doctors say the injuries were minor. no one in the home was hurt. no word of what caused this fire. a major announcement from president obama has second amendment supporters watching his next move closely. obama announced during his new

year's address he plans to by-pass congress and take executive action on gun control. the president is meeting with the attorney general on monday to discuss his options. those may include expanding background checks and closing the so-called online and gun show loopholes. which allow gun purchases with no background checks. a bipartisan gun control plan failed to pass in the senate three years ago. president obama says in light of the mass shootings that have occurred during his time in office, he believes the time to act is now. >> we know we can't stop every act of violence. but what if we try today stop even one? and all across america, survivors of gun violence and those who lost a child or a parent or a spouse to gun violence are forced to mark anniversaries every single day. >> california has some of the strictest gun laws in the country. in order to purchase a gun here there's a background check process involving several pages

of paperwork that's sent to the department of justice. that usually takes ten days. we spoke to a shooting range instructor at a south san francisco gun store that says ten days is enough. >> we're already strict as it is. >> the president is meeting with the attorney general on monday. a gunmen opened fire in a cafe in tel aviv. the gunman to the right of the curtain firing a barrage of bullets. it happened about 3:00 yesterday afternoon. that gunman is still on the loose. police say they know who the suspect is. they're only saying he is 28 years old. no word yet on the motive for the attack. back here in the bay area, a health warning in the north bay. people in one neighborhood are being warned about e. coli in the water. the press democrat reports that water from two private wells in

the cannon manor neighborhood tested positive this week for extremely high levels of e. coli and fecal bacteria. residents are ordered not to use those wells. more wells are being tested, but results won't be known for a few more days. it is 7:07 right now. we have much more ahead on "today in the bay." coming up, the warriors are about to reach another milestone. we'll tell you about the history that will be made at oracle arena tonight. also, the video from the bay area that caused a wave of concern across the country. we have good news police are sharing about a small dog abused on camera. and rain on the way, but the drought is far from solved. the requests being made by water districts in 2016.

looks like clear roads, cloudy skies on this cold saturday morning. be sure not to light a fire tonight. it's a spare the air day. to an nbc bay area follow up. the little dog who was seen on camera being abused has been turned in and is now in good hands. fairfield police found benny the pug after someone left him with humane animal services. that's where a vet examined benny and says he's fine. officers were looking for the dog after seeing this video. it's brandy chin throwing the dog to the ground. she through the dog during an argument with her ex-boyfriend. investigators believe she is on the run. a sinkhole that caused part of a busy san francisco street to close for the last two days will be fixed today. this is video of the sewer line that broke on thursday, creating this massive sinkhole on church

street in noe valley. crews were going to fix it last night but were unable to. with the new year we have new clean energy public transportation in the south bay. the santa clara rolled out diesel buses. they will serve the santa clara bus corridor. the 60 foot buses have better fuel economy. the buses also have more comfortable seating, extra space for bikes and free wi-fi. and we have much more ahead on "today in the bay." oracle arena will be on fire tonight. why the game will be one for the record books. waking up to some clouds this morning. we'll see sunshine here as we get through our saturday. we're looking at some rain as we

welcome back, it's 7:14, cloudy skies on a cold morning. meteorologist anthony slaughter says rain is on the way tomorrow. so enjoy the dry day while you can. the golden state warriors may be on their way to setting a new record. they're about to register their 150th consecutive sellout. that's the second longest streak in nba history. they're taking on the denver nuggets at 7:30. the current sell out streak started in 2012. the chicago bulls currently hold the longest home sellout streak in nba history. the count down continues to super bowl 50.

in honor of the big game the metropolitan transportation association is releasing clipper cards. they are all in one cards for transit riders. they can be used on any public transit system. they join other collectible cards, including the golden gate bridge's 75th anniversary card. 2015 will surely be remembered as one of the driest years in california history. and water experts want you to be prepared for flooding during this drought. which is substantial but 3% shy of the governor's requested cut. >> we can do more with less. >> reporter: because of the drought this year we had to use more ground water than could be replenished. >> snow pack is critical. >> reporter: scientists measured the snow pack for the first time this season. philips station near tahoe ski resort is 136th of average. >> 55% of santa clara's water comes from snow melt. >> reporter: skiers welcome the snow. and lawns are looking healthy for the first time in a year. even with strong el nino storms in the forecast experts are inkri encouraging to keep the water saving habits. >> one el nino year will not

reverse four years of drought. >> reporter: michelle roberts, bay area news. we're check in with anthony slaughter. >> we're talking about rain in the forecast tomorrow. in fact we'll see a series of storms head our way for tomorrow, monday, tuesday, wednesday, thursday. then we'll see a dry day friday. get the umbrellas ready. hopefully you got rain gear for christmas. here we go. the el nino we've been talking about, well, the ramifications of it are actually starting to happen. the el nino is a phenomenon. it happens every few years, so it's not just one big el nino storm that's headed our way. it's a series of storms we'll be tracking over the next couple of months. that means the stage will be set for flooding rains as we head through the next couple of months. get ready we're trying to get you the heads up now. a series of storms is lining up across the pacific. we have clouds in place this morning, a few low clouds as we get ready for the rain. we'll see a good mix of sun and clouds through the day today. temperatures aren't going to be that warm but not as cold as it

has been. back into the midsgifr 50s. 54 for the tri valley, 57 for the south bay. now as we move ahead to the next couple of days we'll be talking about improving air quality. because of the rain coming through, for today we have calm winds in place and a spare the air alert. the first of the year. so that means you can't burn any wood in the fireplace. i know it's tempting because it's cold out there. as we move through the week ahead we're talking about rain returning. tonight night showers will push back into the bay area. tuesday another system moves in. this will be a little bit stronger and it could give us a couple inches of rainfall. that rain will continue into wednesday and thursday. here it is, across the pacific our first storm system that will move in for sunday. the next storm system behind it will be here tuesday. that will linger for a couple of days.

let's time this out and you'll get better idea of what i'm talking about. tomorrow, a dry day, even today will be a dry day. tomorrow during the day it's going to be dry. 8:00 in the morning, we'll see clouds in place. it won't be until 7:00 in the evening until the showers start to arrive for tomorrow. even though we'll see rain in the picture for tomorrow. most of the time that we'll see the sunshine will be dry. the rain doesn't actually arrive until the evening hours. the snow, not going to be a huge snow event this go around. the storm systems moving in are warm storm systems. this is the next seven days to plan out what you're going to be looking at for the sierra. we're talking about less than a foot of snow. so you get an idea of the storm systems will have more water content and more warmer air. so that means that temperatures are at least the snow won't be as conducive with this system. we're looking at more rain across the mountains. tomorrow the rain moves in, monday lingers to the morning hours. clearing by the afternoon.

tuesday the storm system pushes back into the region. wednesday we'll continue with rain. here's how much rain we're expecting. not a huge amount. the storms will come over a series of days. we're looking at the potential of an inch and a half for our inland valleys. up towards the north bay and coastal mountains, that red denotes we could see two and a half to four inches across the higher elevations. the good news, it will come over a series of days, not just one day. that would lead to flooding, the potential of flooding, not a huge risk here because, again, it's going to come all week long. make sure you got the storm drains cleared out. once the rain falls it's hard to start clearing those things out. >> too late by that point. thanks. we have much more aahead on "today in the bay." did you know there are monthly meetings below the decks of historic ships in san francisco? we'll show you how they provide a unique glimpse into the city's past. past. its link t

welcome back. the bay area has a rich maritime past as we all know. it links to the days of sailors and tall wooden ships. and that link continues even today. "today in the bay's" joe risotto junior shows a group of folks who thinks that's something to sing about. >> reporter: san francisco is a city built with ships. their masts once filled the harbors like a thick forest. vestiges of the maritime past are tethered to the docks of the hyde street pier like floating museum pieces. they offer what life at sea once looked like. a monthly meeting shows what sea life must have been like. ♪ we're bound for the ride

around ♪ >> the shanty sing has been going on since 1981. >> reporter: each month visitors gather below the decks of historic ships to sing history to life. >> 1890 san francisco ferry boat called the eureka. >> reporter: the national parks service has hosted this monthly sea shanty sing along for more than 35 years. ♪ >> shanty is a work song that coordinates the effort of doing jobs together aboard a ship. >> reporter: in this case, there are no sails to raise or anchored to hoist. admission is free. and anyone is free to sing.

>> i always liked sailing. you know, i always wanted to run away to sea. this is about as close at i'm going to get. >> people come in and some are afraid to sing. some are geared up to sing and they've been waiting all month with their papers, very well worn and tightly grasped in their white knuckles. >> reporter: the age old songs are handed down through books recordings and youtube. >> it doesn't matter if you think you can sing or not. >> the sailors were not recruited out of the opera houses for sure. ♪ >> you know, the choruses are usually short, repetitive, some of them are just like, hey hey ho. ♪ >> what it does is preserve our history through song.

good saturday morning to you, it is 7:29. we're taking a live look outside in san jose. it is cold out there, but don't put a log on the fire just yet. it's the first spare the air day of 2016. thanks for joining us, i'm kira klapper, and anthony slaughter is here. the first spare the air day means no one can warm up the fires. >> no wood burning in the fireplaces. that's the key here. you're encouraged to commute if you're going to do car pooling. if you are caught burning wood in your fireplace you could be slap wouldped with a hefty fine. we're looking at storm systems making their way through the bay. we're looking at two big ones that could impact tomorrow and also for tuesday, wednesday and thursday. we'll keep you posted. we're waking up to the sunshine in the south bay and peninsula.

we will see sunshine as we head through the day. temperatures will be up in the mid 50s. rain arrives tomorrow. we'll talk about the timing of the storm system coming up in my next report. in east san jose after a desperate fight for her life a pregnant woman stabbed has died. questions remain as to what led to the deadly assault. police say a group of men attacked the woman and the man on tuesday outside carl's jr. that man is still hospitalized in critical condition. detectives say they have several suspects in custody but aren't releasing anymore information about the ongoing investigation. disturbing allegations are being made against a fairfield high school teacher. this man, 27-year-old eric hankins is accused of having an inappropriate relationship with a 14-year-old student. he was arrested thursday. officers say they learned about

the allegations in early december and say the crime happened on the school campus where he teaches science. northern california is celebrating the new year with two earthquakes. the first one was a 4.5 quake off the coast of eureka. just before 11:00, a 2.5 quake hit six miles north of pittsburgh. so far, no damages or injuries have been reported. now to a developing story we've been following since yesterday. a candle lit memorial is growing in israel as a manhunt continues for thegonm gunman behind a dea attack. this video shows the moments before a gunman shot. one survivor described the panic as she took cover. >> i fall and i went like this.

>> police there are sweeping the area, searching for the suspect. authorities will not release the gunman's name, only saying they know the suspect is 28 years old. no word yet if the shooting was a criminal or terrorist act. back here in the bay area, a dirty discovery leads to a waiting game. people are anxious to learn if there's e. coli in their water. the problem surfaced earlier this week from two private wells in the cannon manor neighborhood. water there tested positive for e. coli and fecal bacteria. no one has gotten sick but residents are being told not to use the wells as officials try to pinpoint the cause of the contamination. other nearby wells are also being tested but the results won't be in for a few more days. police in morgan hill are searching for the person responsible for a senseless crime, dozens of car tires

slashed. people who parked their cars at murphy ranch town homes discovered yesterday morning that at least 14 tires were slashed. those who didn't have spares had to wait until new year's day past as tire shops are opening today. another fix that had to wait until today. repairs to a san francisco sinkhole. it first opened up on thursday on church street between 24th and jersey. because of a broken sewer line. that hole was supposed to be fixed yesterday, but a crucial piece of safety equipment couldn't arrive until today. this hole and repairs are affecting riders who take the j line. riders should be prepared to take a shuttle bus to get through the area. in the midwest, a devastating start to the new year. storms and flooding killed at least 24 people this week. most of those deaths happened in missouri which is in a state of emergency. in illinois, several counties

have also been declared disaster areas. the flood water is expected to hit several southern states, some areas like tennessee, are bracing themselves for the worst. and already have a flood advisory in effect. a suicidal man wielding a machete and a blow torch. this is the scene officers responded to near salt lake city, utah. >> fire in the house, we have medical. i got a taser. >> officers say the man asked police to shoot him. instead, you just saw there they tasered him. officers scrambled to remove the weapons from the man as flames started to leap and spread through the living room. >> i got two, we need more people in here. fire is getting out of control, man. >> the officers called for backup but couldn't wade for emergency crews to arrive. instead the three cops dropped their guns to help drag the man out of the burning building. those officers suffered smoke inhalation. that man is now in jail. well, hundreds of new laws took effect at the stroke of

midnight on new year's day. we have some of the tough rules that you should get familiar with. bb guns must now have special colors so that police can easily tell that it's not a real gun. it's now illegal for drivers and bicyclists to wear ear buds while on the road, at least illegal to wear them in both ears. v vaccines are mandatory for k-12 students unless they have a medical exemption. minimum wage workers get a raise this year. from $9 to $10. workers in oakland will get $12.55 per hour. that's a $0.30 raise. our commander in chief turned consoler in chief after countless shootings during his presidency. now he's promising action. it has second amendment supporters on edge. president obama announced yesterday during his new year's address that he plans to by-pass

congress and take executive action on gun control. whatever that action is, could affect gun stores here in the bay area. nbc we visited a gun store to get their reaction to the president's plan. >> reporter: in order to purchase a gun at any california gun shop there's a background process involving this paperwork. it's sent to the department of justice and asks for basic information such as proof of address. if you have a driver's license. there's also questions regarding your mental health. and if you have a criminal history. >> drug use. any felonies. >> reporter: the background checks usually take ten days. jesse, who works as a shooting range instructor at the store says it's long enough. >> sometimes we laugh because what more can they do? >> we know we can't stakt every act of violence. what if we tried to stop even one. >> reporter: the president sees

consecutive games. tip off is at 7:30. stanford's christian mccafry finished in heisman. this was the third appearance for the cardinal in pasadena over the last four years. they started off with a bang on stanford's first offensive play from scrimmage. mccaffrey was hit out of the back. the flood gates open from there. mccaffrey finished the game with a 368 all purpose yards. a rose bowl record. the cardinals beat iowa 45-16. >> since the first game of the year, northwestern i can't thank our seniors enough. we've been hungry all year. we fought all year. not everything's been perfect. you watch the guys grow and play better and play better. and then we had this time off

welcome back here on this saturday. 7: 7:45. starting off with the radar image. you can see green on the map. a lot of this is midlevel moisture not reaching the ground. you step outside, you can see the clouds in place. that's what we're having to take a look at for today because we're watching a serious of storms lining up across the pacific. our first one arrives for tomorrow. the second will arrive for tuesday. get ready we're talking about a serious of storms the upcoming week.

it could be raining until thursday. we have sunshine across the south bay but the clouds are extensive the further north you head. especially san francisco this morning. no fog this morning. 53 for the north bay. 54 for san francisco. the tri valley today up to 54. 57 for the south bay. we do vhave a spare the air alert. for tomorrow, watching the storm system that will move in. it's going to move in towards sunset. most of the day will be dry tomorrow. tomorrow night rain moves in. that's going to clear out monday morning. for your morning commuters you should be dry. tuesday another system moves in. that's going to bring rain back to the bay area for tuesday, wednesday and thursday. here's the first storm system as i mentioned. the second one moves in for tuesday. the first one will bring in cloud cover through the day today. we'll see a good mix of sun and

clouds. on and off showers will start to arrive tomorrow evening. tonight, you'll notice still dry for most of us. we may get sprinkle activity along the coastline, san francisco included. tomorrow morning starting off dry. tomorrow night, that's when the rain moves in around 6:00, that will be with us at least early in the morning on monday. it looks to clear out by monday morning. snowfall amounts not looking overly impressive because it's going to be a series of warm systems that come this way. we're talking about an extra foot of snow, if that by the next seven days. so, really, the big story over the next couple of days will be the rain that moves in. tomorrow, monday, not a huge amount of rain. tuesday, that storm system may dump an inch at the valley floor and a couple inches in the higher elevations. san francisco, you'll notice the same thing. temperatures a little bit cooler, still a mild system for this time of year. 57 degrees for monday. that will be our warmest day this upcoming week. here's how much rain we're expecting out of this entire series of storms over the next

annual new year's day bike ride to share his shots with "today in the bay." >> reporter: his first year wasn't an uphill battle. before his 4,300 foot crusade to the top of mount hamilton, the mayor says 2015 was a good year. >> i was grateful to see how the city came together to resolve the outstanding battles over pension and retirement benefits. >> reporter: but 2015 did bring a few bumps. >> the spike in traffic fatalities has been a great concern to everyone. we're also really challenged by the broadening gap between rich and poor in the city. >> reporter: the mayor promises to attack the city's issues with vigor in 2016. like building more affordable housing and battling homelessness. he wants to recruit more police officers to join the force. that's the message he gave officers while attending all three shift briefings. >> we have great officers, we just need more of them. we'll be working with our leadership, the chief, with the police union, to see how we can
