very good now thursday morning to you. i'm laura garcia-cannon. >> i'm scott mcgrew in for sam brock. it's been a soggy week. kari will check the weather. good morning. >> good morning, scott and laura. the brunt of the storm hit us yesterday. that was storm number three and now getting the moisture just wrapping around that area of low pressure and scattered light showers moving through the bay area. this thing is very slow to move on. so, we will still have the after effects of that with some lingering light rain all throughout the day and then temperatures dropping as we go into tonight. now, as we see the rain, most of it well off to the west of us, but that will be moving in and we could see some rain dropping from those clouds at any time today. now, as you step out, it is 43 degrees and cloudy in the north bay and we're looking at highs reaching into the low 50s all across the bay area. i'll detail the next storm system moving in this weekend but let's see what's happening as you approach the bay bridge with mike. >> kari, no drama on either side of the bridge. right here the mid-point moves

very well westbound and the lower deck right there before it rises up to the same level over here on the oakland side. the eastbound traffic moves nicely. looking towards palo alto. damp roadways but nothing wet like yesterday. not the super soaker conditions and slick transitions and look across the bay and 880 down here coming down towards the south bay and a nice, easy drive. no delays for your bay area freeways or bridges. back to you. >> thank you very much, mike. breaking news coming out of paris where police officers shot and killed a man with a knife just outside a north paris police station. it all unfolded within the last hour. police announced the man was wearing a fake explosive vest. police say the man shouted glory to god in arabic. it happened in the city's right bank. today's incident comes one year to the day at the charlie hebdo

offices. more breaking news out of new york state where crews are trying to reach nine miners trapped in an elevator. some 900 feet under ground. now, within the past hour, they freed eight other trapped min s miners. this is happening at a salt mine in lancing about 40 miles outside of syracuse. those trapped are not in danger. they have been down there for about ten hours and been given radios and other supplies like water. crews are using the crane or basket to try to lift the miners out. we'll continue to follow this breaking situation and bring you any updates as we get them. to a developing story closer to home. an overnight robbery at a 7-eleven and the profiles a serial robber they have been looking for for the past few weeks. >> "today in the bay" bob redell is live in walnut creek and authorities believe the suspect may be connected to a string of robberies in the east bay. >> in the east bay and on the peninsula. good morning to you, scott and

laura. police believe that the man who raubd this 7-eleven behind me here late last night has also robbed several businesses in san leandro, redwood city and walnut creek. 11:30 last night the man pointed a silver handgun at the employee behind the counter and then ran out of the store in a northbound direction. no one saw a get away car. police say they arrived within a minute and set up a perimeter and one of their canines was able to track but never found the suspect. police believe this robber is the same man who robbed a walnut creek gas station on wednesday of last week. the surveillance image from that crime shows a man in an old-style ski mask and two more surveillance images taken the next morning. this will be from last thursday morning from a robbery of a valero gas station in san leandro. law enforcement believes this is the same man responsible for at least five armed robberies in san leandro. the two in walnut creek and at

least one more in redwood city. police have yet to release a surveillance image but they describe the man as being possibly asian and 5'6" and he had a dark blue hooded sweatshirt and, again, a black mask. walnut creek police are working with their counterparts in san leandro and redwood city to catch this man. reporting live here in walnut creek, bob redell, "today in the bay." we're going to be in court when the grandmother accused of drowning one of her grandchildren is arraigned. she confessed to that crime. they have not revealed a motive, though. she intentionally drowned her 4-year-old grandson last week. two other grandchildren were in the house at the time and they were not hurt. disturbing video captures a parent's worst nightmare. a special education student being attacked by a teacher aide and now that aide is facing a charge of felony abuse. kris sanchez tracking the latest on this investigation. kris, we're learning this may

not be the first case at that school. >> even before that teacher's aide is charged, the violent images are having a ripple effect. one mother tells us she already pulled her child from that school. the video appears to show that teacher aide assaulting a special education student dragging him in the face as two other people hold him. then she goes at him, again. in another incident she throws something at him and then stands over him at a desk and puts her hands on him, again. now, in the video, she also throws things at him, as i mentioned. now, antioch police arrested 26-year-old kamaljot kaur on charges of felony child abuse. suspended her and another aide from work. in a statement tobinworld school claimed the 9-year-old boy was back at school yesterday, the day after the video was take in. but the parents of a 5-year-old boy at that school say they have seen enough and that their child will not return to tobinworld

school which is supposed to cater to students with special needs. >> especially when you have a child with special needs that has trouble verbalizing certain things. can't tell you. it's scary. >> now, in a statement tobinworld administrators say we immediately suspended the staff involved and called fami ed chid family services. we are in the process of conducting a full investigation." now tobinworld school is a private school that accepts special needs students from 15 east bay school districts and only claimed they knew after that video went viral. we spoke with an east bay attorney who said he is currently working with a different family at that school that alleges their child was also abused there. laura and scott. >> thank you. happening today, the woman accused of attacking muslims is

expected to enter a plea. police already slapped her with a restraining order forcing her to stay away from the park and stay away from the men who videotaped her. charged with misdemeanor battery and a hate crime. also today big meeting on a very old topic. what to do with the run down of what some call a dilapidated santa clara county fairground. tonight the county will hold a meeting on the subject. they confessed the fairgrounds can't attract enough business. finances are on shaky ground. not enough money is being made to renovate the buildings and spruce up the property. so the idea now is to turn half of the 150 acres into a traditional park. the other half would be turned into a sports complex for things like baseball, football and soccer league. >> they want a grand vision for the fairgrounds. something that will benefit the community. and will benefit not only you and me, but our kids and our

grandkids. >> now, the problem is where to hold the actual fair every year. they need an area to judge the animals and all the buildings to hold the livestock. the community meeting will be held at the fairgrounds starting at 7:00. 5:08. so much rain and so little time. it's certainly a developing story we have been following for days. nonstop rain dousing every part of the bay area and still more of it to come. in sonoma county, a woman had to be rescued from flood waters. this truck hit some standing water near petaluma and flipped on to its side. the driver able to get out safely. his girlfriend in the passenger seat was trapped in that car. she was able to keep her head above water until chp officers freed her and she's recovering in the hospital. heavy rain also toppled trees in san francisco. one of them smashed on to the top of parked cars in packed heights yesterday. in other parts of the cities, the roads were closed and parts of the great highway because of the flooding and more rain is on the way. let's turn to meteorologist kari

hall for the latest on the storm's path. >> scott, it's nice to get at least a little bit of a break, even if that means the rain is not as intense. still scattered showers in and out of the bay area today and even a little bit of sun to help dry things out. not seeing much in the way of showers and maybe a couple lingering sprinkles here and there and spotty light rains and the roads are still slick as you can tell from our golden gate camera and a mix of sun and clouds today. brief bouts of rain possible and then into tonight, our temperatures will be dropping now that that low pressure system is moving to the east and the cold air will have a chance to filter in from the north. so, we are looking at some cold temperatures and even more rain in the forecast heading into the weekend with a fourth system moving in for this week. i'll detail that and what else to expect. that's coming up in a few minutes. but, mike, is it still looking good across the san mateo bridge? >> it's looking very good as far as the traffic flow but twice as many cars coming across. the last 40 minutes, still very

legislation that would get rid of obama care and cut millions of dollars in funding to plannedhood. this is the first time that such a measure made it all the way to the president's desk, but democrats calling it a waste of time. >> everybody knows that this will take about a nan osecond for the president of the united states to veto. >> exercising your constitutional right to legislate is never wasted if you're fighting for principles your constituents believe in. >> there does not appear to be enough votes in the house or the senate to override that veto. republicans are promising to outline a replacement plan by the end of next year. the president preparing for his last state of the union. the president says he'll look back on his seven years in office, but he's also warning that he's going to try to accomplish some "big things." the address is coming on tuesday night at 6:00 p.m. nbc bay area, of course, will bring it dwru live along with the republican response. it has been a terrible week

for stocks and it looks like it's going to be ugly on wall street again today. >> let's check in for that and the rest of the news before the bell with landon dowdy live at cnbc world headquarters. good morning, landon. >> another rough day on wall street today and the turmoil in china. futers are sharply lower this morning and for the second time this week, trading in china's markets was halted after stocks tumble more than 7%, triggering automatic circuit breakers. the markets have lurked up and down as chinese reg withdraw emergency measures imposed after stocks sold off in june. and it's also pulling down oil prices. off another 5% this morning to levels not seen since the early 2000s on concern of lack of global demand. the dow falling 252 points tuesday to 16907 on oil and

geopolitical concerns. the nasdaq dropping and it is the worst three-day start to a year for the dow and nasdaq since 2008. meanwhile, macy's is cutting 4,800 jobs and closing 40 stores after reporting dismal holiday sales. about 2, 700 of those cuts are store employees. macy's blames the warm weather and the strong dollar which kept tourists from visiting and spending money on the u.s. and disney wants to add another element to the firework shows at disneyland. drones supplies to the faa for exemption to fly as many as 50 drones on a preprogrammed emitting l.e.d. lights. they'll only fly in the park's pyrotechnic clear zones or areas clear of the public. >> it would be cool to see all those lights up there. that would be neat. >> see a lot of rain in the sky, that's for sure. getting a little break from it today, kari.

>> yes, we are. yesterday it was so heavy and if you can believe it in gurnville they had almost a foot of rain. really? >> i mean, it was a lot there. >> and that's all you need is just a little bit of wind and a very soggy ground. has as we take a live look now, you can see the waves crashing up and a coastal wave warning in effect. you just want to be aware of that if you're going out close to the beach today that had the waves should never turn your back to the beach because they may be coming up very high. we still do have this system rolling across the region, but we're kind of on the back edge of this and some rain could be dropping at any time today. but we are seeing much cooler temperatures now in livermore. it's 40 degrees and oakland at degrees and 45 degrees in san francisco. we're heading into the mid-50s today as temperatures are slightly cooler than average and

low 50s all across the bay area not a wide range in temperatures but it will be cold tonight. this system is moving through and we'll be watching the next one moving in as we go into the weekend and this is the way it plays out as we head into friday and saturday. scattered, light showers today. and we're not going to see as muchy rain, not as much widespread rain as we've seen and then into tomorrow afternoon, as you head out for dinner, there still looks to be scattered showers and then heavier downpours early on saturday morn to make things wet, once again. so, we had a lot of rain. where do we stand now? in santa rosa, we're still at about 79% of normal. in front, 91% of normal with for the rainfall year over eight inches of rain. almost nine inches and livermore is almost at 100% and this starts on october 1 and our rainfall in san jose over the percentage of normal. 115% mountain views has about 5.5 inches and they're also over

the percentage of normal. so, as we go into the weekend, we will have a wet start on saturday and some morning showers mostly cloudy skies but on sunday, cool and sunny and another break before another storm system moves in. we'll be talking about that coming up later. but let's see what's happening on the roadways now with mike. >> start over here with some live looks. the bay bridge toll plaza shows you a calm drive and not a lot of water. wet, slick roadways. that's what you watch for even now after the rain has fallen in most of the areas. look towards the north bay with an easy drive. southbound 101 and also look puddling on the roadside and that's what we're talking about the transition ramps to come off of the freeways. that's an issue. let's look at your maps. no appreciatable slowing for your commute right now. north bay, east bay and the maze and across the bridges, san mateo and dumbarton bridges. live look at the south bay and silicon valley moves very well. just north of 680 and point out two things. this light is out and traffic

hurts someone. they are afraid he might turn violent considering he had no problem pulling a gun on employees which is what he did last night around 11:30 to a person working the counter at this 7-eleven. displayed a silver handgun and took the money from the cash register and then ran away in a northbound direction. no one saw him fete into car. walnut police say they arrived within 60 seconds and set up a perimeter and a canine track but had no luck finding the suspect. police have yet to release surveillance video but we have images from some offer crimes. this image of the suspect wearing an old ski style mask is from a walnut creek gas station and in the surveillance image from that crime shows a man in an old style ski mask and two more surveillance images taken the next morning. this is from last thursday morning from the robbery at a valero gas station in san leandro. he's possibly asian, around 56,

dark blue hooded sweatshirt and, again, a gray mask. reporting live here in walnut creek, bob redell. 5:33 right now. investigators are hoping surveillance video nearby homes can help track down a man behind a sexual assault in an upscale peninsula neighborhood. someone attacked an 18-year-old fejogger on isabella avenue not too far from the menlo school and menlo college. happened tuesday night. police say some time between 5:00 and 6:00 p.m. a man came up behind a woman and threw her to the ground. the incident leaving some neighbors unnerved including a student who lived nearby and her mother who was there visiting last night. >> it makes it a little unsafe to just want to jog and keep it more in the daylight. >> i come to see her as often as i possibly can. but with knowing this, it might be a little bit more often. >> police say surveillance video would be a big help because so far the victim has been unable

to provide any description of her attacker. a follow up for you of alleged animal abuse case out of fairfield. police have made an arrest. a warning that video is certainly to watch. fairfield police say brandy chin, the woman there with the dog was arrested. they had been searching for her for over a week. this facebook shows her apparently throwing her pug across the ground and got into a fight with her boyfriend. the pug is okay and has been placed in protective animal services. chin facing felony animal cruelty charges expected later in court today. another disturbing case caught on ru, this time in an east bay classroom. it shows a teacher's aide aing a special education student. "today in the bay" kris sanchez tracking the latest on the investigation for us. we're learning now that that aide is facing charges of felony abuse. >> right. it is video that is hard to watch and even hard to see

because we blurred the face of the student to protect his privacy. but even before the teacher's aide is charged, the violent images are having a ripple effect. one mother pulled her child from that school. this is the video we're showing you. a teacher aide assaulting a special education student striking him in the face as two other people hold him down. the aide also pins the child to the ground. in another moment stand over him at the desk and puts her hands on him, again. in the video, she throws things at him. antioch police arrested 26-year-old kamaljot kaur on felony child abuse. suspended her and suspended another aide from work because of this incident. now, in a statement, tobinworld school claimed that the 9-year-old oakland boy in that video was back at school the day after the video was taken and he was uninjured. but the parents of a 5-year-old boy who is unrelated and the mother says she's seen enough and her son will never go back

child at the same school. laura and scott? >> thank you, kris. the man accused of harassing people at a bay area is expected to be in court today. william shouted death threats at muslims who were praying at the islamic center last month. later police found a homemade pipe bomb and pleaded not guilty to charge of making threats with a hate crime enhancement. richmond police have been running extra patrols by the islamic center ever since. police are asking for your help in finding a woman who they say stole credit cards and a driver's license and a social security card from someone on the peninsula. investigators say this woman deposited fraudulent checks into the victim's bank account and then withdrew $4,000 from that account in late negatiovember. this is surveillance video. she may have scars on her face from plastic surgery. if you have information about this woman, you're asked to call

police. 5:37 right now. so much rain and just a little time. developing story we have been following for days now. nonstop rain dousing every part of the bay area. in sonoma county, you see on your left, a woman had to be recused from flood waters yesterday after her flipped over. in san francisco, heavy rain toppled trees and shut down roads and there's still more rain on the way. as the bay area cleans up and dries out from the latest rain storms, people in one south bay community are living in worry that the storms may lead to flooding. in san jose has been historic flooding. it's seen it in that area before. all because it actually sits besbsea level. residents say they can already see water ponding on some properties. jose is hard at work on a $9 million project to upgrade an old pumping station. the problem is it won't be up and running for two more years.

>> if they don't have that, then what are they going to turn to when it does happen? if it does happen, god forbid. but that's something to worry about. >> san jose taken multiple steps to prevent flooding, that includes providing a wall of sandbags and setting up portable pumping stations. crews have also thoroughly cleared out storm drains and, like we said, more rain is on the way. turn to meteorologist kari hall now for a look at this next storm. >> it's good, laura, not to see a lot of green on the radar. we need some rain but some breaks in between. getting that now, but still scattered showers in the forecast as we go through the day and it's still wet as you head out on the roadways. you can see the sheen from the lights we take a look at the golden gate bridge. some spotty showers in the forecast throughout the day. this afternoon, a mix of sun and clouds and the sun peeking out. also help dry things up and some brief bouts of rain as that

>> yeah. >> did you see that perry liquor's sign? let's find out about our weather this morning. >> still looks wet into the next couple of days, but not soggy. looking a little bit better across the bay area. as you head out, still standing water on the roads. watch out for that. but as we look at the golden gate bridge, you can see it's a smooth ride. hopefully it stays that way. let's check out this storm system as kind of winds up and moves farther to the east of us and that's where most of the energy has been and a chance of rain moving through as we take a break now. still, that will not the case as we go through the day. a few of these scattered showers will be rolling on by. and highs today reaching into the low to mid-50s. let's keep the umbrella handy just in case at times we will see the sun coming out and a light wind with a high of 53 degrees today in concord. and pleasanton reaching 54 degrees. now, we've been closely watching those flood stages and water

levels at area rivers. russian river at guerneville we wanted to check in on that. the flood stage is about 32 inches. so, our 32 fetor. and we're at about 17.2 feet now. and it will continue to fall. so, we're well below flood stage. but some of the creeks going into the russian river are seeing some minor flooding like the mark west creek in forestville. and flood stages at about feet and we're at about 52.3. minor flooding there and we, once again, have rain in the forecast. we may continue to see those rising as we go through the rest of the season. as we go into today, this storm system wrapping up and we are still seeing some of the scattered light showers hind that. that will be the case as we go through the day, but not widespread. not really heavy. the next heavy round of rain moves in early on saturday

though still incredibly dangerous atomic bomb. it will take several days to figure that out. it is 5:55. after dozens of failed attempts, congress is sending legislation to president obama's desk repealing his signature health care law. yesterday the house passed legislation that would get rid of obama care and cut millions of dollars in funding to planned parenthood. this is the first time that such a measure will make it to the president's desk, but democrats calling it a waste of time. >> everybody knows that this will take about a nano second for the president of the united states to veto. >> exercising your constitutional right in power to legislate is never wasted if you're fighting for principles your constituents believe in. >> experts say there does not appear to be enough votes to override the president's veto. republicans are promising to outline a replacement health plan by the end of the year. the president is preparing for next week's state of the union. >> it's my last one.
