"today in the bay" starts right now. very good friday morning to you, thanks so much for joining us. i'm laura garcia-cannon. >> i'm scott mcgrew in for sam brock. let's check your wet weekend ahead with anthony. good morning. >> good morning to both of you. waking up to a little bit of drizzle. the system that moved out last night still bringing a few areas of showers, light stuff and you will notice our next storm

system starting to come in view. kind of like what we saw yesterday and we'll see more sunshine as we saw yesterday. the ground is still wet once you get going on the roads this morning and that will mean for a split morning commute. that will mean a dry day for most of us and temperatures close to 60 today with that rain arriving around midnight. in the meantime, let's talk to mike and see how it's moving on those roads. good morning, mike. >> the same thing anthony mentioned. damp roadways. you see the little sheen here on the off ramp. but the light traffic slow and no problems as far as the bay area speeds go. i do want to point out the green highlighted in patches throughout the altamont and patches like sunol, fremont and that's where the damp roadways will affect the conditions you are driving but, overall, the speed sensors rill show you all over the bay. eastbound 80 getting out of the city.

back to you. >> thank you, mike. to a developing story this morning, the bay fair mall in san leandro is a crime scene. gun shots fired in the parking lot. two groups of people there. one in the car and another on foot. at one point one of the groups opened fire on the other. police detained two people matching the suspect descriptions, although investigators don't believe anyone was hurt. one car was hit by a bullt and now asking anybody who was there around 6:30 to check their car. >> so that we can investigate that because there may be evidence inside of your vehicle that is going to link this, link the suspects to this crime. >> police hope surveillance video at the mall could help provide some clues as to what happened. they do not think this is a random shooting. 4:32. new this morning martinez police looking for a nice wielding robbe robbers. they held up a wing stop last night. they walked up to a cashier and demanded money with customers in the restaurant.

one flashing a knife in the employee' face. they escaped with an undisclosed amount of cash. people are on edge in san francisco frustrated. community members voice their concerns over safety at a meeting last night with the police chief. supervisor scott organized the meeting who was recently robbed himself in the mission. the mayor told the crowd he prepared to allocate funds to improve safety. meantime, the police chief says while violent crime is down in the city, property crimes are up. one district captain says police need to help preventing the rash of broken in car windows. >> do not leave anything and when we say anything, we mean anything. even the cord to your smartphone because we know they'll break in the car to look for the smartphone. >> somebody gave the mayor a key fob protector to prevent thieves from using an amplifier to unlock your car. residents say the meeting was

beginning of what needs to be a partnership to prevent crime. >> nbc just came out with a poll headlined trump going way up and cruz going down. pretty lively republican debate. even the crowd got involved in a few occasions booing donald trump as he attacked ted cruz. it was really a pivotal, revealing night. >> some of the more extreme ones insist that you must not only be born on u.s. soil, but have two parents born on u.s. soil under that theory, not only would i be disqualified, donald j. trump would be disqualified. >> he is eligible because his mother is a. just a few weeks ago until the iowa caucuses and it's time the

candidates get tough with each other. >> the time to be nice guys, go on. the time to show why you're different and the other guy is wrong is here. we saw a lot of that tonight. >> nbc bay area political analyst says trump was flat last night. but he says jeb bush, chris christie and john kasich all did well. well, no debate we are getting some rain this weekend. let's check in with anthony who is in for kari. learning more about something. >> american meteor logical society. that's what she is there learning about. you probably know that, as well. showers coming through the south bay right now and the sunol grade. just across parts of the san jose foot hills we're seeing light rain and down across morgan hill and gilroy, sprinkles are falling. as you get going this morning, light showers across the south bay and mostly that's where it's at across the higher elevations, as well, for the peninsula and san francisco. as we move through the day, things will dry out. 60 degrees for many of us and

the showers are expected to clear out. as we move through the day, expected a dry day. the rain is expected to move in around 10:00 and talking widespread rain. i'm looking at some of the totals and very minor. we're talking less than 0.25. and we'll talk more about how much we saw and how much we'll see from this one coming up in my next report. mike, how is it moving on those roads earlier this morning? >> we had a lighter flow this week and still rebuilding from the holidays and we're looking towards and not the wet roadways. those are good conditions but still watch those off ramps. still slick in spots. over here the bay bridge, not a major concern. the east shore freeway also at speed and show you the other side of the bay. the golden gate bridge and we have a nice drive, as well. those off ramps especially as you're slowing off freeway speeds. the south bay also despite the rain anthony is talking about, seeing a little farther south. 101 through san jose an easy, light drive. back to you. new details on that deadly

four-hour siege. five of the dead were believed to be the attackers. investigators found an isis flag at the home of one of them. the terrorist group has also claimed responsibility. lawmakers in sacramento have new gun laws in their sights. legislation just introduced would ban bullet buttons. they allow rapid reloading. they enabled the shooters to fire up to 75 bullets in just four minutes. the bullet button say it would close a loophole in california law, a time when the federal government appears unable to ask. >> congress is in basically a stupor, complete paralysis and being completely unable to respond to these mass killings. >> we're reaching out this morning to the gun lobby to get their reaction. in the past they said trying to strengthen california's assault weapons ban end up with people rushing to buy more guns.

the new proposal would not ban bull bullet buttons on guns already sold. a popular east bay shooting range faces a key deadline in submitting future operations plan. located above castro valley and opponents want it shut down. east bay park leaders are concerned about lead pollution and noise and the club's business plan, too. last month they gave the deadline of today to submit a workable plan to manage those issues. if the plan should fall short in their opinion, the shooting range could lose its lease, which expires in march. it's 4:41. coming up, the ultimate price or just an act of pure cruelty. why a santa clara woman could be grounding her son for life. got a tip for nbc bay area's investigative unit, call or e-mail theunit@nbcbayarea.com. nbc bay area, we investigate.

4:44 friday morning. you made it. you may notice a little wet on the roadways this morning. >> showers are starting to fall apart. we're getting in on the tail end of the cold front that is musk through right now. we're drying out and continue on that drying tend as we head into the morning hours. more rain on the way for tonight. you can see the golden gate bridge still a little damp. mike will have a traffic report coming up for you in just a few moments, but the traffic seems

to be without a problem from that vantage point. you can see the storm system that moved through last night, still continued to make its way through southern california. the cold front there. next storm system bringing the clouds to the eastern pacific and see some of the clouds move into the bay area as we head through the day. expecting mostly cloudy skies once we round out the afternoon. temperatures right now very mild into the 50s for the most part. still chilly in the north bay and temperatures in the low 40s there. across the rest of the bay, temperatures mid to upper 50s and a few less popping out near 60 degrees and then that rain comes in for tonight. the storm system you can see from space is spinning. that will unpack your weekend, as well as linger through tomorrow and sunday night another storm system will move in quickly behind that one. let's time out the rain headed our way tonight. expecting mostly cloudy skies by this afternoon. a good amount of sunshine and this morning and the rain comes in by 10:00, 11:00. a widespread soaking rain and associated winds with it. the rain moved through last

night, look at the rainfall amounts, very minor accumulations especially once you get to points south. this next go around a 0.5 or more across the north bay. across the rest of the bay, san francisco, oakland, points south otowards the south bay 0.25 or less very similar as to what we saw just about 12 hours ago as this rain continues to move out of the bay area. we'll talk about rainfall amounts and how much we did actually see and who was the top winner with this rain that moved through. in the meantime, let's talk to mike and see how it's moving on those roads. >> little damp on bay area roadways and that's about it. very early on a friday. no real problems. here's the san mateo bridge and a smooth drive. over towards the peninsula. chp did give an advisoradvisory. the bay bridge got gusts of wind overnight and we know about that and not a major concern. chp noted it and i pass it along. look past the area past the coliseum and the taillights south past the san mateo bridge and south bay without delay.

over in the north bay, 101 and also an easy flow of traffic and fog and low clouds not the issue that they were yesterday. we have a nice, easy drive right now. back to you. >> thank you very much, mike. big deal announced this morning. higher is buying general electric appliance business. >> for that and the rest of the news before the bell, it's landon dowdy. good morning. >> hi, scott and laura. happy friday to you both. we could see red arrows following thursday's rally. futures are starkly lower and a big drop in oil prices could drag down the markets and thursday on a big boost from the energy sector. look for data on retail sales, inflation and the consumer today. plus earnings from citigroup and wells fargo. the dow rising 228 points to 16379. the nasdaq up 89 to 4615. there's a big deal in the consumer product sector this morning. buying general electric

appliance business for more than $5 billion. a teal with electrolux but that fell through. bought maytag several years ago. meanwhile, the irs is delivering a double dose of good news to tax filers. the agency says people will have shorter waiting times and getting questions answered on its own hotlines because the irs hired more customer service representatives after getting a bigger budget from congress. fewer taxpayers may face an audit this year as several tax compliance workers are retiring and the irs isn't replacing them. back to you. >> thanks. one of the three winners of the 1 $.6 billion powerball jackpot appears to have come forward. because they made that announcement on "today" show but did that before visiting lottery officials. >> yeah, they look like they're the numbers so i checked them.

bought thousands of tickets but that nurse pranked may get special treatment after all. >> bought all these tickets and said, my gosh, this son played a joke. i wanted to let her know that i will probably be willing to send her on a vacation, all-paid vacation somewhere because it's not a nice joke. >> no one stepped in forward in california, though, to claim that powerball prize yet. but we know there's one out there. the popular duck boats that give people tours around the city are returning to seattle. they shut down last september after a crash killed five people. those duck boats will no longer use the aurora bridge right there where the crash occurred and tours will have two crew members onboard instead of just the driver as before. singer celin dion and her family are mourning the death of

her husband. he also served as her mentor and manager throughout her entire career. the couple had three children together. she released a statement on facebook yesterday saying in part, "it is with deep sadness that we announce that rene angelil at age 73. he died this morning at her residence in las vegas after a long and courageous fight against cancer. the family wishes to live the mourning in privacy." 4:51. fans everywhere were celebrating the life of david bowie since his death last sunday. more events take place this weekend in san francisco. a tribute party today at the 10:15 dance club and a bowie tribute band plays at the makeout room in san francisco mission. those are two of many planned. but those are two for you right there. 4:51. coming up, cancer-causing fumes rising in the air. who is taking the blame in

welcome back. let's check your weather this friday morning. a wet weekend. >> we are looking at some showers moving in. rain overnight and we want to recap how much rain we saw. the north bay saw decent amounts and over an inch and santa cruz a little more than 0.75 and same deal for santa rosa and about 0.75 and the east bay and the south bay anywhere from fremont and into the silicon valley. we only picked up 0.25 or less. showers pulling out of the region. a little bit of green starting to show up across the central valley and sierra snow falling this morning. for us here at home, a dry day as this cold front moves out. temperatures 60 degrees for most the bay area and as we head into

the weekend, two more storms headed our way. in the meantime, let's talk to mike and see what's moving on those roads. >> a great morning on the roadways. just damp at the most. right here this stalled vehicle and looks like another car is pulled over to help there. that's over on the shoulder at university. not disrupting the flow at all. another live look at fremont. 880 southbound and that's the commute direction and not much of the commute right now into the south bay delays in silicon valley and north of there, the bay bridge crossing from san francisco into oakland or vice versa. a gust or two of wind reported overnight by chp and not a problem for what we saw here. back to you. >> thank you very much, mike. 4:55. relief for those aboard an american airlines flight coming into maneta san jose airport. shortly before 4:00 p.m. the pilot said there may have been a mechanical issue with that plane. more buses will be hitting

the road in the east bay this summer. ac transit announced it will increase bus service in june. the expansion plan. launching a campaign to recruit bus operators and mechanics while also waiting for some new buses to arrive. 4:56. the follow up now and a new concession from one southern california utility under fire for a gas leak that drove thousands from their homes. for months people living near southern california plant near los angeles have complained about foul smells. now, southern cal gas underestimated the venting rates in the air. it could cause cancer. they admitted to two spikes over the last three months. now they're saying it was more like 14 spikes. utility still insists residents should not be concerned about long-term. some new out of this world images from pluto courtesy of

"today in the bay" starts right now. good morning, everyone. thank you for joining us. i'm scott mcgrew, sam brock has the day off. >> you made it to friday morning. let's check that forecast as another storm approaches the bay area. good morning, anthony. >> we're waking up to dry conditions for the most part. the ground is still wet and showers pull through overnight and a lot of that is starting to weaken. we are seeing, again, cloudy conditions and drizzle and mist. temperatures are mild and back into the 50s and still chilly in the north bay and later on 56 for the north bay and 57 for san francisco and 60 for the east bay and 60 for the south bay. we will see some sunshine as clouds continue to increase ahead of our next storm system that arrives tonight. coming up momentarily. mike, how is it moving on the roads? >> good morning, it is moving great. as anthony said, it's damp out there. they mist the roadway down like you see right here. slick off ramps and still not rain, just use caution this morning and the sun comes
