morning. >> the calm before the storm. we will have wet conditions as you out out this time tomorrow morning. now it is dry and we're seeing patchy fog and low clouds in spots and temperatures upper 30s to lower 40s and headed back to up thor 60s and east bay up to 62 degrees and san francisco today we'll see a high of 62 degrees. we'll talk about that next chance of rain coming up. let's see what's happening on those roads now with mike. >> karia much better view from our cameras. talking about low fog and clouds in patches and better view from the san rafael camera and southbound 101 just fine here. let's show you the map south of this shot. there's a crash, a car went off the roadway and into the bushes, no major issues and no slowing there. all the way down through silicon valley and no problem. north 17 right around the summit where there is another crash blocking one lane. back to you. >> mike, thank you. breaking news in the east

bay. a very difficult scene to look at overnight. at least one person has died after crashing a car into a pole in oakland. another person taken to the hospital in grave condition. you can see that car actually split in half. happened right before 11:00 last night. not far from interstate 580. investigators say high speed certainly could have been a factor. they're going to be checking surveillance videos from nearby businesses in the hopes that that will help them piece together what happened. bob redell is at that scene getting updates from officers and join us with a live report in 30 minutes. 4:32. happening today. a closer look at policies within the san francisco police department. that's what two police commissioners will start doing tonight. it comes six weeks after police shot and killed mario woods igniting a fire storm within the community. stephanie chuang with more on

what is nextt for the embattled department. good morning, steph. >> these two police officers determining how to change the department's 20-year-old use of force policies. this after the mayor, mayor ed lee called for a review following the controversial shooting death of mario woods. a great call for change in the community and this is the commission last night where a large group of police officers, more than 100 of them showed up called upon by their union leader to support the five officers involved and to support the chief. but such a rowdy meeting that one couldn't even finish her sentence. >> a drive-by shootings i feel like is not right. let me finish. >> it was back on december 2nd

when they shot woods and then refused to drop a knife, according to police. a shooting caught on camera. as for the police commission, that new use of force policy set to be finalized by february. it should be focus on the tactics. the first of several public hearings held by commission members set for tonight at 6:00 on the third baptist church. live here in our san francisco newsroom, stephanie chuang. in the north bay the search will resume at daylight for a missing surfer swept out to sea. got some pictures of the rescue operation tweeted out by the national park service. a surfer said he was giving a fellow surfer c, pr when the unconscious surfer was dragged out to sea. a dangerous few weeks along our coastline. a man found 150 feet town a cliff just south of pacifica was pronounced dead.

firefighters discovered the body yesterday afternoon after a hiker ran across it. firefighters with cliff rescue training hiked down to that area and confirmed the man is dead. it's not clear if the man fell down the cliff, but investigators do not suspect foul play at this point. calm right now to start off your thursday morning and right now is the key. those conditions are a foot here. they are changing. >> we will see the changes continue as we head into tomorrow. we'll go from dry weather today to wet weather as that storm system we're seeing all of those clouds well off shore. that will be moving in later on tonight. now the temperature as you head out in livermore, 48 degrees. 53 degrees in concord. in oakland and san carlos, it's 50 degrees. as we take it hour by hour in livermore. temperatures cool to start but the sun coming out and we will have highs reaching into the low 60s. so, we'll be another comfortable day and enjoy it as the dry weather continues because, once again, it will be raining late tonight, continuing for most of

the day tomorrow and finally wrapping up on saturday. i'll talk more about all of that coming up in the full microclimate forecast. let's see what's happening on the roadways now with mike. >> we can see the roadways, first of all, much better than yesterday. here's our dublin camera and yesterday about this time we couldn't make out much farther and streaming lights westbound. this is fine, though, look at your map. green speed sensors and a lot of traffic as far as this time of morning, but moving well out of the altamont and easier drive through pleasanton. as we move towards the bay bridge, no problem. crash 101 at sir francis drake and that's off of the roadway. no slowing and it's heading towards the bridge and may be a factor, but sticks around much longer. over there the san mateo bridge moves well and look at the foster city side. and a clear view high rise and flat section, guys. back to you. >> not too much wind out there today. thank you, mike. a bay area woman possibly

pregnant bay area woman reportedly spent a day in walnut creek emergency room after returning from a trip to bora bora. acco she is being tested for the zika virus after showing symptoms of a rash and achy joints. zika has been known to surface there in the past. doctors say the virus is spreading quickly, which has many people on edge. >> we don't want it to be spreading out here. you know, my little sister's pregnant and i'm hoping to have another one some time in the future, so, definitely, it's something of a concern. >> in women that are affected it affects the baby's skull and brain. now to an investigative unit

the rain won't get here until later on tonight and everyone is out and enjoying this last little bit of mild and dry weather. but, once again, the next storm system is approaching. and we can see the clouds on the satellite imagery. this also another widespread system that will bring several hours of rain as we go into tomorrow. now, the temperatures as you head out in san carlos and oakland at 50 degrees and napa 48 degrees and santa rosa now at 47 degrees. san jose back up to the upper 60s today and san carlos at 64 and marina at 59 degrees and 60s for the interior parts of san francisco. 65 in oakland and then san ramon up to 62 degrees. how things pan out as we go into tonight and by 7:30 we'll start to see some light rain moving into the north bay, but it does take a while before it starts to work its way farther to the south by 1:30 in the morning we

will see that move into the south bay. mainly light showers and spotty as we go into the morning, afternoon, even into the evening. this will be the type of rain where you have to be prepared for it all. may have a little bit of sunshine in between and then the rain does get heavier as we go into early saturday morning. the rain forecast shows the potential of another at least 0.5 in some spots you may get up to 1.5 with this next storm system and also bring in some gusty winds. so, off shore we will have some strong winds creating some large waves and we may have those waves at times up to 20 feet. as we head into the weekend forecast, once again, pretty soggy on friday into saturday. by sunday, this all moves out. our temperatures will be in the upper 50s to lower 60s. the dry day for the weekend. let's check on the roads now with mike. >> kari, we have a smooth drive right now. folks need to be prepared for tomorrow morning's winlt winter

good morning to you both. the markets could come under more selling pressure today, but not as severe as wednesday. the dow was down as much as 560 points before reversing course, although it still ended in the red. the index traveling 1,100 points during the session. lower prices are translating to cheaper gas but the big drop in crude has driven the declines on wall street. oil dipping below $27 a barrel yesterday on reports of a big increase in u.s. supplies. look for data today on unemployment and earnings from verizon. the dow closing down 249 points to 15767. the nasdaq to 5572. general motors is launching a car loading service to compete with the likes of this car. it will start with a small fleet of cars in chicago, ann arbor, michigan, and people who are in college. use of a small car starts at

little as $12. meanwhile, uber is launching a food delivery service. you'll be able to use the new dedicated uber eats app and have it delivered by an uber driver. uber tested a lunch only service in a few markets last month. back over to you. >> thank you very much, landon. take a look at that. all caught on camera. an avalanche nearly crushing this snowboarder. now this viral video may land the guy in even bigger trouble. it was shot at sugar bowl resort near tahoe when that avalanche starts and his friend was also reporting at the time and caught it from another angle. mars wassed on a closed area of the mountain at the time and his axzs put himself and others in danger. the sugar bowl is now asking the county sheriff to get involved.

no more fake cameras. that is the word from b.a.r.t. officials. they are going to be replacing the decoys with real ones. all of this came to light after a deadly shooting on a b.a.r.t. train in oakland nearly two weeks ago. no surveillance video of that shooting because many of b.a.r.t.'s cameras aren't real, only meant to deter crime. b.a.r.t. says it's working on a plan to install real cameras. it is 4:50 right now. one state lawmaker launching to separate drivers and their money. mike gato is calling it the parking bill of rights. it's a set of reforms that would take some of the sting out of city parking lots. his plan would reopen marking and say picketing during the entire window. and valets would be required to give up street parking spots some believe they currently horde. that law is set to expire at end the of the year.

well, happening later today, governor brown laying out his vision for california's future with the annual state of the state address. this is going to be brown's sixth such speech resuming the role of governor. many believe it will focus on the state's expanding revenues along with some of the persistent problems california faces and, what do you know, that includes the ongoing drought. brown will deliver his address at 10:00 this morning at the state capital. 4:51. coming up, looking into lead as the contaminated water crisis continues in flint, michigan. now, new discovery into the governor at the front of it all.

king tides, kari. >> that is an issue with the possibility of some coastal flooding. the next storm system moves in late tonight. at high tide we have the possibility of low-lying area experiencing roadway flooding. the high tide will be at about 11:49 this evening and then, again, or rather that's friday evening and then again on saturday morning with the tides running at about 6 1/2 feet. >> you have to watch just north of the golden gate bridge and the off ramp and that's the usual suspect and we're going to track that, as well. through the morning commute and all day here at the weather center. over here looking at the traffic center and to and from the north bay and look at the bay bridge where we have a little backup. for the cash lanes a couple cars here and one of the cash lanes not open yet and everybody is clustered over to these three.

and looking over towards san jose, as well. the rest of the bay, very easy drive. 101 just north of 680. back to you. are you feeling the heat? well, not really here. but, if so, if you are, it's probably for a good reason. according to noaa, last year the warmest on record. this is starting to become a bit of a pattern. the previous pattern for warmth was set back in 2014 making it two years in a row of record heat nationally. noaa has been tracking the earth's temperature since 1880 and the agency or organization predicts this year will be even warmer than the last. it is 4:55 right now. the toxic water crisis in flint, michigan, has prompted governor rick schneider to release his e-mails regarding the issue. how state officials responded to the growing concern about the led contamination in the city's tap water. some appear to be without any sense of urgency. the state house has approved schneider's request for $28 million to help pay for

emergency water supply and lead testing in school. schneider says he acted when he said he knew and was legally permitted to do so. while some residents say they struggled for too long. >> you deserve better. you deserve accountability. you deserve to know that the buck stops here with me. >> brush my teeth, wash my face. i got to cook breakfast, lunch and dinner. i got to make kool-aid probably twice a day. >> no word yet on when the water will be clean, again. well a follow up now on the gas leak that sent thousands of peachal running from their home from los angeles a couple weeks ago. an expanded monitoring program is in place now to see how the air was impacted by the spewing of methane and other chemicals back in october. crews are doing tests to also measure long-term health impacts and levels of the cancer causing chemical benzine. the leak is blamed for nose bleed, headaches and nausea among some residents in the

porter ranch neighborhood. one group hoping to cut out human trafficking is kicking off a new campaign tied to the super bowl. the group is called no traffic ahead. human trafficking spikes in cities that host large sporting events like the super bowl. today the group will launch a new bay area billboard campaign to understand how better human trafficking intersects with everyday life. more than 50 organizations are participating. is it time to reshape a policy that critics have said is broken. police department set to host a series of forums meant to give you a voice on a use of force policy. a scene that even startled police officers. the reason local businesses may be the key in piecing together what happened in this deadly crash. iling over... as a

rowdy crowd takes tensioning resurfacing, again, in san francisco as a rowdy crowd takes over that city's police commission meeting. the changes they want made and the policies up for debate. plus, as the storm rolls in, dangerous surf creeping on to bay area coastlines as another person gets swept out to sea. breaking overnight. this is all that's left of a car ripped in half overnight killing at least one person. the investigation now under way to find out what happened. >> i'm laura garcia-cannon. let's get straight to that forecast this morning. kari has a look at it. >> good morning. we still continue to dry out and we're getting ready for the next storm could cause more flooding problems for par s parts of the. no need for the umbrella and rain doesn't start until later on tonight and visibility still mostly clear in a lot of spots. as we go into the day, it will be mild and mostly sunny and clouds starting to move in as we go into the evening. now as we take a look at that tri-valley camera, we do see some low clouds and let's check in now with mike to see if there is any fog there impacting the commute. >> you know, kari, our view from the dublin camera much, much clearer and farther than yesterday. this is a sign that will be lit up later on. everything is clearly visible and couldn't see this shot yesterday and an easy drive from the shot now for west 580. look at your map, no problems and build out of the
