"today in the bay" starts now. and a very good tuesday to you. thanks so much for joining us. i'm laura garcia-cannon. >> i'm sam brock. forget about death and taxes. but actually not today, maybe not even tomorrow, kari. >> what are you talking about? you know we are going to have some fog this morning, cool temperatures, but, yes, some sunshine as we go into the afternoon. the rain holds off for a few more days and we're now in the mid to upper 40s. but visibility is very low in some spots. so that may cause some problems as you head out the door. also, as we go through the day, it all clears out and a beautiful afternoon up to 60 degrees in the tri-valley and san francisco up to 62 degrees. we'll talk more about that and that rain that's coming in for the weekend. that's coming up. let's see how the roads are moving now with mike. >> right now overall, kari,

roads are moving well. stef steph chuang and looking over here towards dublin for your morning commute. you'll see a little glow el charro westbound. we'll show you the map and no real slowing through the tri-valley. you'll find patches of fog through the tri-valley. along the coast they'll start to develop and we see it over here, rio vista. vallejo just use caution this morning, guys. back to you. >> thank you, mike. concerns mounting this morning. city officials in pacifica scrambling to figure out what to do about that. a crumbling coastline. people are now being forced out of their homes as more severe weather heading our way. "today in the bay" bob redell live in pacifica where a local emergency and some residents are fighting to stay. >> they would like to stay here at 310 but as you can see, the city of pacifica, sam and laura,

has yellow tagged all 20 units in this apartment complex ordering the residents to move out. this is because city engineers believe the building is no longer safe to live in. now, you can see why they are concerned. this winter storm has eroded most of the cliff leaving only 10 to 20 feet of concrete patio that separates the back door of this unit and the dropoff to the beach below. the city fears upcoming storms could send the building tumbling into the ocean. now, at last night's city council meeting people who lived here protested the city's decision to xwrel yellow tag th business. once he used a three-might hotel voucher from t eer from the red dozen know where he is going to live. >> somebody give us the money and resources and some to our area. >> we knew that this day was going to come and we didn't know

when we kind of put it off as long as possible. >> last night the city council also declared a local state of emergency, which will allow pacifica to apply for state and federal assistance to help repair parts of the roads, seawall and pier that have been damaged so far by this winter storm. people are allowed to move their items s out, people have been keeping an eye on that but they are not allowed to stay overnight. as far as the builder's owner is concerned, he was at the meeting last night and he did say he would appeal the decision to yellow tag his property. reporting live in pacifica, bob redelll. we could learn the identity of a body that washed up on santa cruz beach last night. someone riding a bike spotted remains. this just a fmiles south where two college students were swept out to sea last week.

the two santa cruz students were never found and the coast guard called off that last week. in a jailhouse interview the man arrested for the death of his co-worker says he's innocent and being set up. the body of kyle myrick still has not been found, but now police are revealing they believe his remains may have been dump under to the ocean. investigators release pictures of a white pickup truck they say is connected to the suspect. 39-year-old steve hlepo was arrested at his home and hlebo says he believes he is being framed by co-workers who put drugs in his coffee. >> i think they were putting it in intentionally so that they could discredit me. and pin a murder on me, essentially. >> investigators say hlebo and myrick only worked together a couple of days.

police believe the murder happened in a burned out building next to the motorcycle shop. they're now reaching oout ut wh maybe saw hlebo driving. laura new this morning it it has happened, again, a hoverboard fire damaged a home last night. this time in petaluma. "today in the bay" kris sanchez has more on the latest incident. kris, this is the second time in a week just in the north bay. >> the second in a week, but would you believe it is the 40th incident across the country in the last year. we have a picture of the latest one that happened just last night in petaluma while a family was at home. now, according to the petaluma fire department, the dad was upstairs at that home when he heard an explosion downstairs. what he found was his daughter's hoverboard plugged in on fire still exploding. now thinking on his feet, he was able to put that fire out, but when firefighters arrived, they had to help clear all the smoke. damages at that home estimated at $10,000.

and another fire last wednesday was more than scary, it was tragic. two family dogs died when a hoverboard caught fire inside a santa rosa home. the hoverboard was charging in dave carpiner's daughter bedroom and fortunately not while she was asleep. he the this warning for other families. >> it's really not worth the fun. not any more. you know, unplug them. >> we lost our dogs, my best friends. >> now, this hoverboard caught fire at a home in brentwood last month shortly after the holidays and according to the consumer product safety commission, eight hoverboards have caught fire in oour state, 40 across the nation. now, the cpsc is investigating and working to develop standards. would you believe there are no standards for hoverboards at all at this point? in the meantime their advice, if you have a hoverboard get a fire

extinguisher. scott mcgrew is covering that part of the story in our next half hour. >> good advice or reconsider buying one. coming up next, scott mcgrew will break down hoverboard fire trends and the warning from government officials. but first super bowl l. >> already having a not so super impact on san francisco drivers. sadly, it's about to get worse. parts of the embarcadero and market street along with neighboring streets are shut down. today more closures are expected. "today in the it bay" stephanie chu chuang. the key word they say here, patience. >> patience. plenty of it for three weeks. the bulk of the street closures happen on saturday and yesterday was the first time that we saw the impact to drivers and we did here about nightmares and today, starting tonight, howard here between third and fourth here in front of the mosconi center will also be shut down for the set up of the nfl experience. if you've been around here during dream force or oracle

conferences it is the same closure. but coupled with the closures already in place by the super bowl city and the foot of market, the city's transportation leaders continue to warn people to try to avoid driving in the area if possible. last night was the first taste of the evening commute impact and, of course, yesterday morning was the real first look at impact when it took an estimated 30 minutes to drive three blocks. yeah, it wasn't until after 8:15, 8:20 in the morning when city crews finally came out to help direct traffic. now, here's a key to the changes. the red areas on this map around the ferry building and up market are closed off to all cars and truck traffic. the orange streets you see are open to emergency vehicles and those with credentials and the blue streets open for those who live and/or work on those streets. you'll see that map over and over again. we'll have it on our website. we have it on our website for you, as well, to check out. the key here, again, take public

transit into the city. bike and walk, if you can, to avoid these headaches is what we keep hearing from the city. the closure here on howard, by the way, starts at 7:00 tonight. live here in san francisco, stephanie chuang, "today in the bay." super we're not going to bug kari about the fog on the bay. >> fog that makes the visibility low and you may have to turn on the windshield wipers are you get the mist and drizzle and visibleabilivi visibilivi visibility is low and head up towards concord and napa and the dark shades of gray that is where the fog is the thickest at this point. and also parts of the north bay. san francisco now 47 degrees and also 47 in san jose. after a cool start, we will warm up nicely. up to 67 degrees in los gatos

and 60 degrees in san ramon. we'll talk more about that and our next chance of rain coming up and let's check in now with mike for traffic. >> kari, we have that fog showing up right now on the golden gate camera and, look, a light volume of traffic. you can make that out. that stall on the north tower that has cleared from the roadway, that was a concern because lower visibility tougher to see anything in your roadway. now, we'll look at your maps and we're seeing there aren't really any problems with the roadway itself. a fog advisory just issued for the richmond san rafael bridge. moving the camera south as far as our maps go, a nice, easy drive. take a quick look at 280 and no problems for visibility or the flow through san jose. coming up next, fireworks on the campaign trail. the last-minute votes to get votes ahead of the iowa caucuses. just a couple minutes away. a huge day for silicon valley coming up in business and tech.

desperate to show they should win but they also want the momentum from that win. now, on the republican side, things are just getting down right nasty, especially between donald trump and senator ted cruz. cruz released his second attack ad in iowa on donald trump's "new york values." trump is calling cruz the man from canada. on the democratic side, democrat candidates had a town hall to make their final pitch to voters to go out and caucus for them. senator bernie sanders showed how he will take on the establishment while saying hillary clinton follows the establishment ideals. hillary clinton says that she will change people lives for the better when she's president. she says that she has the experience, knowledge and track record to be president. reporting live in washington, edward lawrence, now back to you. sam? >> edward, thank you very much. a huge day for silicon valley today. apple will open its financial books to investors. >> scott mcgrew, they'll peek through their fingers a little bit. >> like a horror movie. afraid what they're going to

see. apple is going to say it made billions but the concerns are the best days of growth are over for apple. now, we've worried about this before, but this time it feels more real. al love their iphones, we know that. but are they buying new iphones and will they continue to buy new iphones? the difference is what takes apple from a hot growth stock to no end in sight to more of aable stock, a blue chip. what they used to call a widows and orphans stock. nothing wrong with that, just not real sexy for silicon valley. we'll find out more this afternoon when apple reports profits. now, we looked at this graph before showing the overall value of these companies. showing googp crele creeping up apple. so a bad day for apple today could change a lot about this graph. on top of all that, the fed starts its two-day interest rate meeting today. nobody expects the committee to raise rates this time around. not because of the problems on wall street, it was just never really in the cards. speaking of wall street,

let's check your news before the bell. landon dowdy is live at nbc world headquarters. good morning. >> hi, scott, good morning. there could be a rebound on wall street today. futures are slightly higher. mostly flat, though. that comes after stocks fell monday with a selloff picking up into the close and the corporate is oil prices. drop more than% to close near the $30 a barrel level. look for data today on home prices and consumer confidence. and earnings from 3m, dupont and apple. as you mentioned, also, that fed meeting starts today. and the dow falling to 15885. >> quite a zigzag. thank you. mark zuckerberg spent his first full day back at work after returning from paternity leave. he was out for two months after his wife gave birth to their daughter. fun to watch him become a father and post all those proud pictures to facebook just like

all the rest of us. >> the child's name is max, right? >> that's correct. >> we'll follow max's growth, too. giving parents a little helping hand and max is strolling around in one of these. a new stroller that doesn't need a push. designers are working on a self-propelling stroller called the smart bee. it has an all electric engine and you can talk on your phone while you're walking ayo ing yo. bottle warmer, built-in rocker and it will cost you big bucks as in $3,000. that product officially launches next year. >> something is going to go wrong there, you know. going down a hill. >> $3,000. really. >> a lot of those smart cars are about that size. smart forecast here. at least we know we have a couple more days before the rain comes on later in the week.

>> we enjoyed a nice little break and our temperatures warming up and we are going to go back to winter as we go into the weekend and early next week. enjoy this. let's take a look outside now where visibility is nice and clear there but we've seen some patchy fog in some spots and you may be driving and then suddenly you encounter some of that fog, visibility gets low and then you have to slow it down. the seven-day forecast is coming up at the bottom of the screen now check it out. as we walk out the door, only o40 degrees in livermore and 46 degrees in san carlos and 51 degrees in santa rosa. we are starting out with mild temperatures in spots. and as we take it hour by hour in san francisco, a mix of sun and clouds will be, once again, a very nice day with those temperatures starting out cool. it does warm up into the upper 50s. and we have a couple of weather systems well off shore. now, even though it's been dry here, there's still some stuff going on out in the pacific and it's creating some large waves and the breakers today will be at about 15 to 20 feet.

so coastal erosion probability, especially if you're going out to the beach. you'll see the high waves and want to make sure you stay away from the water. as we go into the next three days, our temperatures up to 70 degrees in the south bay. mid-60s for the peninsula and san francisco in the lower 60s we're up to 62 degrees by tomorrow in the north bay. 65 in the east bay and the tri-valley into the upper 6 o0s by the end of the week. but we're watching that next weather system and as it moves in, it it will start to bring some rain into the north bay late thursday night and it looks like we'll see some rain off and on throughout the day on friday, saturday and sunday with some cool temperatures to go along with it. we'll be talking more about that and another update coming up in a few minutes and let's check in now with mike and see how the roads are moving. >> trying to see the roads period for our cameras in san rafael. there are more headlights heading southbound. the curves typically we see the

roadway go like that. we're heading south. we look at your map and no major concerns as far as the speeds, but you want to lower those speeds. look over here towards the richmond san rafael bridge. this is on the richmond side. a clear view here but the span itself chp just gave the advisory and low visibility across towards san rafael and our first shot, as well. now we'll look at the map. i forgot the order there and looking at a smooth drive towards the golden gate bridge. we've seen fog across the golden gate bridge and watch this entire stretch and get fog along the coast and we see patches through the tri-valley, as well. all the are fine and doesn't show a problem through livermore and you'll encounter this coming out of the altamont pass. a massive manhunt who the three men who escaped a prison. it's easy to get connected to the weather outside by going inside the nbc bay area app on your smartphone. just touch the radar the weather

for three escaped southern california inmates. police are stepping up the manhunt -- by asking for the at 5:23 new news on the three escaped inmates.

police are asking for the public's help. these three inmates were discovered missing from a jail in santa ana. the three men likely cut through steel bars and plumbing ducts before climibing to the roof an repelling down several stories using rope. a reward is offered for anyone for info who leads to their capture. >> we need the public's help and we need their assistance to look at these pictures. we know somebody out there knows something. these three are extremely dangerous felons that need to be rehended and brought back into custody immediately. >> investigators say they still don't know how the inmates got the tools that were used to cut through all that metal. a surprise twist this morning in the investigation of undercover video deit pipicting planned parenthood fetal tissue. members of the group are now facing criminal charges. that group released a video last year that it claimed showed planned parenthood leaders

trying to sell fetal tissue for a profit. the accusations argued lawmakers. but instead indicted two members of the anti-abortion group. they now face felony tampering charges. the conviction carries up to 20s in prison. a follow up now, three san francisco city workers accused of corruption have turned themselves in. one-time school board president keith jackson former human rights commissioner may jones and former commission staffer all face felony charges. prosecutors say each took money from undercover agents seeking access to mayor ed lee. in the past, each was linked to the racketeering case involving state senator leyland yee. after being charged on friday all three turned themselves in yesterday and they were freed on bail. the tense moments continue. coming up next, a crumbling hillside in pacifica leading to

=laura/2shot= and i'laura garci. good tuesday morning. thank you so much for joining us. i'm sam brock. >> i'm laura garcia-cannon. nice day ahead? >> nice day but kind of a rough start to the morning, especially in spots where we do have visibility down to less than a quarter of a mile in some spots. so, you have to take it easy as you head out the door and allow some extra time to get to work or school. it's in the upper 40s, of cool but warming up nicely today. up to 66 degrees in the south bay. in san francisco, 6262 in the east bay and also looking at low visibility. as we go into the rest of the day, that clearing up and some sunshine. we'll talk about that and our next chance of rain coming up. let's check in now with mike and see how the roads are moving. >> kari, first of all, no major incidents on the pay area freeways. that's the good news. we have trouble seeing the freeways. this is west 580 through dublin and now the glow extends from

our view around el charro and that will be lit up around 6:00. we'll look out to your maps and we do see that green is changing towards yellow in the farther outreaches there. as we check towards the tri-valley and the fog will develop along the coast. back to you guys. a foggy future for some folks in pacifica as mentioned by kari a second ago. more vicious waves expected to plast the shoreline today. as you can see from the bird's eye view here today the erosion continues. a very fragile situation as pieces fall to the beach below. bob redell joining us of residents being forced from their home. s real concern here, bob. where are they going to go from here?

they have yellow tagged the apartments that sit under the cliff. residents are still allowed to go inside and move out their belongings but no one is allowed to stay overnight. the cliff that supports the structure is crumbling into the ocean and with more storms on the way the city doesn't want to risk the possibility of the entire building toppling over. the city council meeting last night the building's owner apromised to appeal the yellow tag while residents say the lack of notice. one man kicked out of 310 doesn't know where he wants to live once his three-night hotel voucher from the red cross runs out. >> i'll be home three days and that's unacceptable.

home in brentwood last month just around the holidays and according to the consumer product safety commission, eight hov hoverboard have caught fire in our state. this would be nine. now there are 41 across the nation. now this is something that scott mcgrew has been talking afwrout a while. why is the question. why hasn't there been some sort of ban or some sort of recall? >> the consumer product commission has said they are going to ban them. it's going to use all of its power to keep americans safe. now, if the cpsc does ban hoverboards you can still own them, of course. you can ride them wherever they're permitted, but you wouldn't be no longer able to sell them. they're already banned on sites like amazon. so, what is wrong with these things? talked to a battery expert. >> it's really simple. bad engineering and i don't mean that in the ordinary sense. these things are very cluver

devices and very well engineered. but you have to engineer the whole thing as a system. you can't just get the batteries and glue them on to a really cool computer and a couple of motors. >> exactly what they're doing. the consumer product safety commission has these tips. they say don't from a mall kiosk or any business you don't think will be there in a few months. don't charge them overnight. don't charge hoverboards immediately after riding them. let them cool. and have a fire extinguisher nearby at all times. they first recommended, sam and laura, that you have a fire extinguisher last week we brought you that news and i'll say the same thing i'm going to say. which is when the cspc says have a fire extinguisher nearby. >> just buying the product is playing with fire, literally. thank you very much, scott. investigators are trying to crack a year-old murder mystery in the south bay and a sculpture of a young woman could be the key to solving the whole thing. the fbi produced this mold of

the "jane doe" a woman whose body was found in the saratoga mountains of the south bay. she is believed to have been 15 to 24 years old with brown hair. the woman was wearing this size small peasant blouse and size jeans. her body was found off of highway 9 some three miles from downtown toga. no word on how she died, but the sheriff's department said that her death was a homicide. lingering questions remain this morning into what happened to 28-year-old kyle myrick. the san jose man disappeared last friday and police say his co-worker killed him. but in a jailhouse interview, steve hlebo says he's been framed. from our sister station telemundo with new twists in this investigation. good morning. >> good morning. well, it's a very strange, a very bizarre case. the suspect steve hlebo being

investigators if they saw between the hours of 6:00 p.m. on friday and 2:00 a.m. on saturday. they are focusing in the area of the santa cruz mountains. >> that search continue today, thank you very much. at 5:38. san francisco supervisors will vote today on a measure that has some police officers and police departmente fuming. introducing a legislation to honor mario woods. the man shot and killed by police last month in the bay view district. police say that woods was a stabbing suspect who refused to drop his knife. campos suggested woods' birthday july 22nd would honor him and be a symbol of an idea of mrapolic reform and and the police deapartment does not like that statement. supervisors are seeking a day of remembrance for a convicted felon. those who have died a violent death in the line of duty serving this city have never

ceived such acknowledgment. it is 5:38 right now. time to get a look at our forecast for this tuesday morning. kari has a look at the microclimates. >> we do have some patchy, dense fog in some spots, especially along the coast, but now look at these temperatures in the east bay. it's 40 degrees. but head to the north bay and it's 52 degrees and it's 48 degrees in san francisco. we are going to have some low 50s in widespread part of the north bay. petaluma, novato and we have those temperatures right at about 50 degrees. but afternoon it warms up to the low 60s for san francisco. upper 50s for napa and oakland up to 66 degrees in san ramon today looking at 60 degrees and it will be nice for the next couple of days, but we are gettingy to go back to winter with rain and chilly temperatures in time for the weekend. i'll detail that with mike in a few minutes. >> you may slow down in any of the patches we have the fog.

in san francisco -- the commute it's only going to getpe. and 5:43. super bowl city takes shape and the commute has drivers in sad shape and sadly to say it it will only get worse today. parts of the embarcadero officially shut down over the weekend. today more streets are expected to be shut down. stephanie chuang live at the mosconi center and a long couple weeks for commuters, steph. >> long couple weeks. people who live and work in the area already know how bad it could get.

starting today howard between thuf third and fourth and that's so crews are start to set up for nfl experience here at the mosconi center and inside we see some jerseys. if you've been around here during dream force or open world conferences, it's the same closure. just worse with the closures already in effect in the area so that crews could start setting up super bowl city at justin herman plaza and the foot of market. last night's commute around the area was already impacted. and, of course, yesterday morning rush hour was described as a nightmare by some drivers when it took about half an hour just to get a couple blocks. it wasn't until after 8:00 in the morning when city crews finally came out to help direct traffic. some muni lines rerouted but the message from the city is clear. take public transit, mui, b.a.r.t., cal train and golden gate ferry is adding service in a and out of the city.

getting funding in silicon valley. in fact, scott mcgrew, the numbers down enormously. it is 30%, laura. which at first glance is really shocking. this according to numbers called female founder's fund. just 16-women led companies in silicon valley got what we called a first round of funding last year. now, i say at glance the number falling is shocking, but keep in mind we've seen lots of venture capital for all genders drying up lately. there are still efforts to get money to women. intel recently put this executive in charge of a big fund. designed specifically for women-led startps, minorities, as well. shares in twitter fell again monday after the company revealed four of the top executives have left. whether that was their choice to leave or something else is still being debated but the company said they left on their own. twitter is down 26% this year to date and it's one of the worst performing stocks on the market.

wall street looking ahead to two things today. apple reports its profits after the bell. lots of anxiety about that. and then the feds start the two-day interest rate meeting today. the fed has said it's going to slowly continue to raise interest rates. but the next one, guys, was hinted for march. so, no matter i think what happens at this meeting, we will not expect the rate hike. what we're really going to be interesting in is the language the fed uses whether they apologize for the last rate hike because it's been a rough couple of weeks since then. >> i was thinking the very same thing. >> not entirely the feds' fault, but it has been. >> thank you, scott. now to this developing story up and down much of the east coast. a different kind of storm here. not a financial one, but one courtesy of mother nature. well, folks were left stranded so was that skeleton after a massive weekend winter storm blasted the region. this is a time lapse, see you later, skeleton, from a backyard in west virginia where the storm

there's fog all over the place. >> visibility is low, but low visibility and then upper 60s today in the south bay. so, better than the snow, yes. as we take a live look outside now at the golden gate bridge. can't see much of it it now, but even as you roll across you may need to turn on the windshield wipers as you roll through tat fog and maybe misting a bit. that's what we've seen as we head out the door this morning. current temperatures now cool to start, but little bit milder as we go towards the north bay. 51 degrees in santa rosa and you'll want to check out that forecast at the bottom of the screen. the seven-day forecast shows how it will be going down as we go into the weekend with that rain moving in. but we're going up today with all this sunshine in livermore and temperature up to 62 degrees by 2:00 and a few more clouds moving in this evening with lows dropping back into the 40s. a couple storm systems out there. even though we've been dry,

well, thav been moving farther off to the north and away from the bay area at this point. but it's still enough to create some large waves and some high surfs ahead of these storm systems moving in. so, breakers at about 15 to 20 feet will be possible today. along with some coastal erosion. but we're enjoying some nice, mild temperatures and we're up to 70 degrees tomorrow in the south bay. mid-60s in the peninsula and a mixture of sun and clouds in san francisco. we stay in the low 60s north bay. around 60 degrees on thursday and the east bay also looking at severely mild temperatures. but we're getting for some rain that moves in late thursday night and off and on pretty much all weekend. you're thinking of going to super bowl city, you may want to think, again. we will be talking about that coming up. let's check in now with mike to see what's happening on the roads. >> weather might not be the only factor. the roads itself to gain to super bowl city an issue. we'll talk more about that coming up, guys. right now getting into the city
