let's get to kari and the forecast. >> we start off with clear skies and very chilly temperatures. as you step out the door this morning, we are seeing areas of frost, especially in the low lying areas. and today highs reaching into the upper 50s with mostly sunny skies and still pretty beezy outside. that will keep those temperatures down, but it may also affect drivers across the bridge. let's check in now with mike. >> chp did warn about that, as well, saying the san mateo bridge, richmond san rafael bridge. not a lot of indicator showing you the movement of the camera here. but the tarp shows what things are like on the bridge it itself. riveting video of the tarp. the bay bridge we talked about and areas here and here where you might get caught with bursts of wind. very light traffic right now but the purple is where you have all the closures for the super bowl

related activities. we'll watch that. back to you. the u.s. department of justice getting involved in a high-profile and controversial case involving san francisco police. the doj are going to conduct a comprehensive review of the department which has been heavily scrutinized over the death of mario woods by five officers last month. this follows calls from critics for a federal investigation for the police chief as well as the prosecution of the officers who shot woods. the press conference is scheduled for this afternoon. a case of a very mistaken identity. santa clara police have been on the hunt for who they thought was a male stabbing suspect. turns out, the suspect was actually a woman o. stephanie sotelo. a bus passenger recognized sotelo from a sketch. the victim first identified her as a man. an apparent random shooting

in east san jose took the life of a young father. police are not saying if they're looking for anyone, but the "mercury news" reports that 20-year-old jamie martinez died in a shooting just before 1:00 yesterday afternoon. the shooting happened off of story road right ooutside the home where martinez and his young daughter all lived. it appears to be a drive-by shooting and a random act of violence. at 4:33 happening today a man kilging a cable car operator while driving drunk will. he slammed his car after he got off his cable car near taylor and san francisco street last june. the crash left him in a coma. he is facing new charges after he sucocumbed to his injuries.

super bowl l for those keeping track at home. six days away now and in san jose special event zone going into effect this morning. the newly adopted ordinance that is increasdesigned to increase safety. in a des ittinginated zone of the downtown area of san jose. the special event, though, goes into effect in less than 90 minutes and lasts right through next tuesday. from san francisco to the south bay, super bowl l celebration certainly in full swing here in the bay area. now the teams have arrived. >> in style, i might add. both the broncos and panthers touched down at san jose international airport yesterday. they are chartered plane taxied to the airport new $82 million executive terminal where security was very tight. dozens of media members lined on the tarmac as denver and carolina boarded buses and headed to the hotel. fans were able to catch a glimpse by peeking through a chain link fence that surrounds

>> how about the weather this morning? for that let's turn to meteorologist kari hall tracking the latest forecast for us. >> it is still chilly and temperatures today on the cool side and still with the breezy wind and that will make you feel better. it will be up to 58 degrees in san jose and in the lower eight we're looking at 57 degrees and 57 in napa and brentwood 59 degrees and pleasanton could expect a high of 57 degrees. our temperatures going up each day this week feeling much warmer as we check the dry weather. i'll detail that and what to expect heading into super bowl sunday. let's see what is happening on the roadways with mike. >> so cold our cameras are shivering. 88 past the coliseum. an easy drive right now but the gusts of wind catching the camera and then the higher elevations throughout the bay and look over towards the camera at the bay bridge where you see the span itself moves very well. again, the camera in emoriville.

happening today the world health organization is holding an emergency hearing to look for ways to combat the zika virus that is now spreading across parts of the globe. world health experts say it it is now impacting some two dozen nations and territories. been declared an international public health emergency and still something that medical experts know very little about. one big fear is that many people have no immunity for this virus which could leave babies with small heads and limited brain development. to decision 2016 and iowa. who is it it going to be? all the handshaking and grandstanding are done as the race gets down to business and the nomination season begins. iowa begin caucusing at 5:00 p.m. and many polls list donald trump and hillary clinton as the frontrunners. iowa voters say what separates the caucuses from presidential primary is democracy in action.

>> you basically have to put your hand up in public and say i am for this candidate. that's really something. that's just such hands-on public democra democracy. >> one thing that may impact the turnout, the weather. a snow storm is due to roll in tonight. now, if that is the case, some analysts believe hillary clinton and senator ted cruz would benefit the most. we know it is going to be a close race tonight in iowa and tallying the neck to neck votes. viewing the new microsoft apps to tally the results. and apparently it's a hit with most of the candidates. both parties have recently voiced confidence in microsoft after suspicion of corporate influence democrat bernie sanders. coming up next, new questions being raised about a utility giant. aging pipelines and lack of records and your safety at risk.

we're here. the one thing that we kept pumping up all weekend. can't believe how windy it is all over the bay area. >> we had crazy weather systems. one to the north and another one to the south and it also brought some snow on some of our area mountains and some of those peaks. but now as we start out the day,

the wind is slowly calming down and we're getting ready for a calmer weather pattern as we head through the week. as we take a live look now at golden gate bridge. nice and clear and chilly, too. look at these temperatures in the north bay. 41 degrees in san francisco and let's drop in on the south bay at morgan hill with 41 degrees and willow glen 42. you may have some frost on the windshie windshield as we go to the next couple of hours. livermore 39 degrees starting oout the morning and then you see quickly to the 50s by lunchtime early 50s early afternoon. temperatures dropping off later on tonight. so, we will have a couple of days of dry weather, but then by wednesday, late tuesday nights into wednesday, we'll start tasee some showers moving in and then after that we're back in with the dry weather and temperatures warming up. you can take a look at the seven-day forecast at the bottom

of the screen and see how warm it will be by this weekend. rain 0.25 for some of the spots that get more rain and then san jose up to 0.1. and a couple chances of snow. one on tuesday afternoon and then again on wednesday afternoon. now between these two systems, it doesn't look like a lot of snow will be very scattered. but still may cause some travel problems for some people trying to get away from all the craziness here in the bay area. but that may still cause some of the problems as we are looking at up to about two to four inches of snow. heading into the weekend, look at how warm it will be and we will need this. highs reaching into the upper 60s by sunday in the south bay. let's check in now with mike to see what's happening on the roads. >> starting in the south bay, kari, where traffic moves very well on this freeway. 101 and want to show you how all the spacing is going here. look at the map and same way

caesar dominate the industry. >> place your order now. >> pizza wars. nothing but love and love when it comes to pizza. okay. 4:49 right now. a hoverboard might be to blame for another fire here in the bay area. this time in san leandro. happened on a house on glen drive. firefighters crosswa s knocked quickly but the exact cause is not known but the homeowner said he was charging the hoverboard right before the fire started. other fires in the bay area and recently last week a hoverboard caught fire at a petta luma home and did damage. a week earlier the family lost their home and their two togs after a hoverboard caught fire. some testimony is raising questions about pg&e

recordkeeping history. they testified to a judge. it lost 12 years in gas line repair records. that gap covered paper records from 1979 to 1991 in the utility deanza division. federal and state rules require those records be kept for the duration of the pipeline's life. they're expected to play a key factor fine for their shotty record keeping. happening later today, a new art display goes up in the south bay that is drawing attention to human trafficking and forced labor. the work is titled peaks. the artist displayed it in washington, d.c., in 2014. the office of cultural affairs will unveil the artwork at 11:00 this morning at a park on south market and remain there through the middle of march. also today oakland police plan to drive home the message of pedestrian safety.

crack down on drivers who do not yield any crosswalks. traffic patrols will focus on oakland's more troublesome spots. ticketing jaywalkers, as well as drivers who speed through intersections, make illegal turns and fail to stop for signs and signals. at 4:51. make sure to grab a little bit of extra pocket change before you park at b.a.r.t. parking lots this morning because the fees are going up. only affecting three stations hayward, richmond and west oakland. parking fees are increased there by 50 cents. this includes those who buy monthly and airport long-term parking permts in oakland. take a look at your screen to see how much using b.a.r.t.'s parking lot is going to cost you. it's 4:51 right now. coming up, on the run and landing in the bay area, a wild weekend for bay area police who captured two jail escapees. how they managed to flee hundreds of miles from where

van. cars or trucks could get caught with the van. watch out for that. 92 it, as well as 84 will move very well. wind advisories for the san mateo bay and the carquinez area watch that. the north bay shot, an easy drive through san rafael, no problem. back to you. >> thank you very much, mike. 4:55. three southern california inmates in a far more secure area of the facility where they escaped after police in the bay area arrested them over the weekend. san francisco police arrested the pair saturday. yesterday they were rebooked into the santa ana jail they escaped from. they are learning more about the moments that led up to their capture. an alert citizen saw their stolen van near their whole foods. one exchange between police dispatcher and officers giving chase. >> he's running eastbound. still running. >> still running eastbound.

>> code four, code four, we got him down. >> give me a code four. male one detained. >> they escaped ten days ago. he surrendered in southern california on friday. guards are now housing all three separately inside the jail. >> but the mystery remains. now investigators are trying to get to the bottom to not only how the three escaped from jail, but how they got back on the lamb. this is the facility's first jail break in almost three decades. investigators already believe that the inmates got some kind of help from a female english teacher inside a facility. so far no disciplinary action against the department personnel. investiga they don't know where they got money and clothing once they were free or if they received further help. a warning this morning for parents on the peninsula. police say a man is targeting

teenagers from his car around redwood city. three sketches were released. all supposedly the same suspect. since mid-january four instances of the man offering rides to teenagers walking alone to or from school. three of these incidents happened just in the past week. the most recent a couple of days ago. in each case the man asked for directions and he approached both boys and girls in secoya parking lot. all of the teens gave slightly different descriptions of the man. ine each instance the man was driving a dark colored sedan. >> parents and students on high alert there. coming up next, not just here so they won't get fined. remember that line from last year's super bowl. we got character, story lines and lots to say. the fireworks kick off tonight in the south bay ahead of the super bowl. and under serious scrutiny
