iowa as the first americans vote for their choice for president. live in iowa as the caucuses are set to ged under way in just a matter of hours. i'm stephanie chuang with more on the new federal investigation into the san francisco police department sparked by that controversial shooting death in december. details on today's announcement coming up. super bowl l opening night in san jose. i'm damian trujillo. live outside the sap center. "today in the bay." continues now. and a very good monday morning. thank you very much for joining us. a busy week in store. i'm sam brock. >> i'm laura garcia-cannon. the bay bridge this morning. look at the lights, they're back on for good. our camera bouncing around justilajusa little bit, as well. want to check the forecast with kari. >> it will still be breezy cool as we start out this day and now temps in the lower 40s as you head out. a few spots in the valleys that

will dip down into the upper 30s. after the chilly start to the day, we have sunshine and still some cool temperatures cooler than average. reaching into the mid up toer 55 upper 50s and san francisco 56. we'll take a look at that forecast, which includes a couple chances of rain and some warmer temperatures. we'll also look ahead to the weekend for super bowl. that's coming up. let's check in now with mike keeping an eye on some of those bridges. >> kari, i know the weather service said that the winded as is advisory is gone but the tarp being blown around. these are some of the conditions you will come across as you come to the high rise for the san mateo bridge. not so subtle for hayward in the area as you see more orange and sensors show slowing from hayward down into union city. gusty winds there and the richmond bridge and even in vallejo and hii-80 reported gus

of wind there. dublin and pleasanton and suol. the south bay we see traffic holding steady and that's good news because it was really building up for 87 and now holding steady from to kurtner and 280 looks clear and the build starts for 101. that should ease up in the next 15 and then kick in in half an hour. back to you. happening today, the federal government is getting volved. a police department under intense scrutiny. in just a matter of hours, the department of justice will reveal more information surrounding a comprehensive review of the san francisco police deit apartment. "today in the bay" stephanie chuang joining us live from the san francisco newsroom. this stems from the shooting of mario woods which is still having an impact on the bay area. >> absolutely, other controversy. the text messages exchanged among some officers and other police shootings, as well.

the woods shooting has sparked the latest outcry and a pretty significant one in large part because it was cots on camera by witnesses. the 26-year-old woods had just stabbed a stranger and ignored their commands to drop the knife in his hands. the sfpd adds one of the five officers who fired their guns is. but community protests and racism in police ranks have persisted since the shooting to mayor ed lee and police chief have pushed for a justice department investigation. as has the woods family through its attorney asking actually for two federal investigations. one into whether the five officers criminally violated woods' civil rights and a braurd investigation into whether there is a practice and pat in discrimination of the sfpd. calls for firings and disruptive of the mayor's inauguration and a brief shut down of the bay bridge shut down back on january 18th. protesters saying they're not done yet. as for the department of justice

department today we know it's describing this as a comprehensive review and we're set to hear from those directly leading this review and this press conference set to be at 2:00 this afternoon. live here in our san francisco newsroom, stephanie chuang. at 6:04. breaking news for you this morning. a fire destroying a business in los angeles right now. take a look at these incredible live pictures. this is burning just south of glendale. more than 125 firefighters are said to be on the scene of this massive fire. it's being fueled by combustible storage and propane cylinders. right now crews are just trying to take a defensive approach to this fire as you see how large it is and the crews surrounding that area. the roads are blocked out. so far no injuries have been reported. we'll keep you posted if there are any other developments. 6:04 right now. an apparent random shooting in east san jose took the life of a young father. police say they're not looking

for anyone but the "mercury news" reports that jimmy martinez died in the shooting just before 1:00 yesterday afternoon. the shooting happened off of storeied road right outside the home where martinez and his girlfriend and young daughter live. a family member says it appears to be a drive-by shooting and a random act of violence. politics now and decision 2016. in iowa, who is it going to be on either side of the aisle. all the handshaking and grandstanding are done in iowa for now as the race for president really gets down for business and the nomination season officially begins. iowa voters beguinnessing at 5:00 p.m. but in both cases, their leads are very narrow. iowa voters say that what separates the caucuses from presidential primaries is democracy in action. >> you basically have to put your hand up in public and say, i am for this candidate.

that's really something that's just such hand-on public democracy. >> one thing that may impact the overall turnout is bad weather. a snow storm is due to roll in tonight. if that is the it case and it hits, some analysts believe that hillary clinton and senator ted cruz would benefit the most. we'll have a live report from des moines coming up at 6:30. you know, sam, we know it's going to be a close race tonight in iowa. the tech giant microsoft will tell those neck to neck votes. companies volunteering new microsoft app to tally the caucus results. it is supposed to cut down on human error and speed up the final results and apparently it is a hit with most of the candidates. both parties voiced confidence in microsoft after suspicion of corporate influence from democrat senator bernie sanders. happening today, the world health organization holds an emergency hearing to look for ways to combat the zika virus now spreading across parts of the globe.

world health experts say the outbreak is now impacting some two dozen nations and territories. been officially declared an international public health emergency, still something that many medical experts know very little about. one of the biggest fears is that many people have no immunity for this virus, which could leave babies with extremely small heads and limit brain development. 6:07. the carolina panthers and the denver broncos spending their first morning in the bay area. the two teams touch itted down at sjc yesterday in style as we inch closer to the big game. damian truijillo is looking out for immaculate suits and police are patrolling ahead of opening night and security is tightening. >> it is buzzing with security outside the sap center and seen two bomb sniffing dogs roaming around the perimeter and in the

south bay, especially in the city of san jose. opening night of super bowl l. san jose police officers arrived about:00 this morning. they're securing the perimeter and the inside of the arena with both teams arriving at maneta san jose international yesterday, things are now in full security mode here in the south bay. that means a lot of restrictions. san jose special event zone went into effect about eight minutes ago this morning. the newly adopted ordinance is designed to increase public safety during super bowl week. it prohibits sale of counterfeit products and the use of drones on public property in a designated zone of the downtown area. the special event zone goes into effect again or went into effect at 6:00 this morning and lasts through next tuesday after the super bowl. the panthers will be practicing this week at spartan stadium

here in san jose. both teams will be blanketed by security detail and san jose says it is ready for primetime. those new laws, that new ordinance went into effect about nine minutes ago. make sure you're aware of that. they open the doors here at sap center at 5:00 today for opening night, the kickoff of super bowl l. damian trujillo, "today in the bay." 49ers fans will be rewarded for wearing their colors proudly at the nfl experience. part of fan appreciation. anywhere wearing raiders or 49ers gear. in the meantime super bowl city which runs along the embarcadero is free to everyone. we're certainly counting down to super bowl. here we have it. kickoff at levi stadium just six days away.

but we only make it up to 57 today on the embarcadero and also in napa and oakland 59 degrees and dublin today up to 58 degrees. it gets warmer as we go through the week but we have to get through a couple more chances of rain. we'll detail that coming up in a few minutes. let's see what's happening on those roads now with mike. >> start in the north bay where southbound 101 picks up thatume. we see the north bay. no real slowing and this camera shows it's crowded and the map will show you the speed sensors are not having an issue. now, we have a lot of activity for super bowl related activi activities and everything is open up instead of the construction. we'll track that coming up. the crash south 6 80 and jammed up coming off of 242 and your left two lanes are blocked, however, they may have made progress in the last couple of minutes. meanwhile slowing for hayward and 680 through pleasanton and sunol. 87 recovering after an earlier

this morning a fire destroying a business in the los angeles area, specifically in glendale. due north of downtown l.a. looks like they started to get some of those flames under control, but, still, many people required to try to help out on that scene. more than 120 firefighters are there. dozens of fire trucks. this fire has been fueled by combustible storage and propane cylinders. right now crews still taking a defensive approach to the fire. no injuries are reported, but we will continue to follow the situation. >>, just trying to attack that from any angle they can. 6:15 right now. a hoverboard may be to blame for a fire here in the bay area. a fire happened at a house on

glen drive. firefighters managed to knock it down pretty quickly and then they found a burned hoverboard. the exact cause of the fire not known, but the homeowner said he was charging that hoverboard before that fire started. other fires started by hoverboards in the bay area. last week a hoverboard caught fire in a petaluma home and did some damage before the homeowner was able to put out that fire and it it pred. a family lost their home and two dogs. the stock market has started to heat up a little bit here, but as far as how it's done in january, one of the worst januarys in years. >> yeah, it's been hurting. scott mcgrew, investors hoping silicon valley companies can help lift some stocks. >> investors have been really pleased with what we call the fang stocks lately. fang. i bet you can figure out what f.a.n.g. stands for. facebook, amazon, netflix and

google. these companies can do things that we can only just imagine today. just think ten years back. amazon used to only sell books and netflix mailed dvds. these four companies are changing the world. now, the g in fang is google or more properly called alphabet these days. it reports its profits this afternoon. we care for two reasons. first, tens of thousands of our friends and neighbors work for this company, right? secondly, alphabet will be for the first time breaking out to give us the profts and losses. this does two things. first, we'll know what these cookie companies do and how much they cost. robot cars and that's the search for ever lasting youth. we'll know the cost of all this. we'll know how much money google, the search engine actually makes because it won't be weighed down by these ventures. uber never misses an opportunity to self-mote and using the super bowl in its latest push. tomorrow uber will offer touch football games with former 49ers

quarterback joe montana and trent dillford. montana needs no introduction and dilfer played in the late 2000s and won a super bowl while he was a raven. this is only going to work in san francisco and, obviously, only show up in a few people's ubers. >> he played for fresno state. >> yes, he did, right. >> trent dillford and he says he's the worst quarterback to ever win a super bowl next to the greatest quarterback of all time. >> the only quarterback. he has the longest streak of no interceptions and beaten by somebody. but at the time, phenomenal. >> there you go. you can play. thank you, scott. a very frightening scene at a surfing competition. wae just teased this picture a second ago. off the coast of maui.

swallowing him up whole. >> you have to watch this. take a look. he's fine. amazing video. yeah, he caught that 40-foot wave which he later described as a sea monster rising out of the ocean. the monster won this time and just bailed off the board. can you imagine that fall that he took? it it was a freefall and witnesses just holding their breath. amazingly, he came away with a stiff neck and only a broken board. not broken bones for him. he was out surfing, again, the next day. that's what he does. >> shake it off. that's fine. >> gently. for him to probably watch that video afterwards -- >> i don't know. >> and then you see everyone else just sitting in the water just watching. >> pretty cool. that's why we stick to the beach and we'll let them surf the waves. we've been complaining about high waves in general. that's a whole new category. >> that's nothing compared to. >> are you still watching in

pacifica. >> it is starting to calm down as the wind calms down here. we had winds close yesterday to 50 miles per hour. it won't be that windy today. take a live look at the bay bridge a nice, quiet start to the day. the seven-day forecast coming up at the bottom of the screen. come check it out. cool temperatures out there now. but it feels much nicer as we go towards the end of the week. the east bay is starting out at 38 degrees and 39 degrees in the north bay and san francisco, why not? now 46 degrees into castro and the mission district at 56 degrees and peninsula now at 45. i do have a couple of storms that are moving in. very weak systems. this one moves in tomorrow and brings us anywhere from 0.1 to maybe 0.3 of rain. the second one moves in on wednesday afternoon and into thursday morning. bringing some light, additional rain. once again, this first one moves in by tomorrow morning. that could impact the morning commute making things slippery.

by wednesday, once again, this second one moves in with some rain that doesn't look to last that long into the weekend. that's what we really care about, right? we will have drier weather moving in and temperatures warming up. so, the rain forecast brings us the of anywhere from 0.1 to 0.25 all across the bay area and then if you're going over to the sierra to escape all the madness here in the bay area, we will have a couple rounds of snow moving in tomorrow and then again on wednesday. when we get rain here, snow in the sierra. but it it doesn't look like it will a very heavy snow, but just enough to make those roads slick as you head out there and snowfall totals anywhere from 1 to 4 inches all across the sierra. our temperatures much warmer this weekend. we're talking low 60s on friday and some mid-60s for the south sxwa for the super bowl, we're up to 68 degrees on sunday with sunshine that just doesn't get any better than that. let's check in now with mike to see how the roads are moving.

>> kari, talking about folks heading away from the madness and right now golden gate bridge, i they moved that center divide and couple minutes earlier just getting ready. those four lanes coming into town. the metering lights are on and a slower approach, but no big concern yet. early in the commute we haven't seen a problem for this closure that is going on for a week. super bowl city and justin herman plaza and battery and bush coming in towards the area starting to show a little slowing over the last few. there's first. a lot of folks taken towards sixth street to keep away from that. late morning commute is when we see more traffic building up. the rest of the bay moves very nicely and predictable patterns for hayward as well as for the tri-valley. we'll end with a look at palo alto. peninsula all the way down and into the south bay. no problems yet. we'll check on things now. but right now we'll get you a quick break. a warning this morning for

parents on the peninsula. police say a man isaeting teens redwood a warning this morning for police on the peninsula. a man is targeting teens from his car all around redwood city. three sketches were released all of the same suspect. four instances of this man offering rides to teenagers walking alone to or from school. three of those incidents happened just in the last week. the most recent a couple days ago. in each case the man asked for

directions and then offered to give the teens a ride. he approached boys and girls. all the teens gave slightly different descriptions of the man. in each instance the man was driving a dark colored sedan. 6:26. happening today, oakland police plan to drive home the message of pedestrian safety. crack down on drivers who do not yield to people walking through citywalks. traffic patrols will focus on more troublesome spots. ticketing jaywalkers, as well as drivers who speed through intersections making illegal turns and failing to stop for signs and signals. coming up next, safe and sound. a bay area sbca needs your help right now after a dog was taken from underneath their nose. the mar row woods shooting and san francisco police have caught the attention of federal investigators. i'm stephanie chuang live in our newsroom with the announcement from the department of justice.

we've seen for a while. bundle up even if the wind is starting to die down a little bit. >> still breezy. make sure the kids have a nice, warm hat and a warm coat, too. our temperatures in the low 40s if you're visiting from out of town. it is frosty with mostly clear skies. highs reaching into the upper 50s, which is cooler than average, but it gets better as we go through the weekend and we'll talk about that in a few minutes. let's check in now with mike to see what's happening on the roadways. >> couple crashes in the south bay and northbound 880 as well as westbound 237 just shy of 101. both of those have a crash and noninjury and the rest of your build typical for the south bay. we'll track those two issues for san jose and mountain view, though. here's the tri-valley south 680 builds and the entire stretch from 580 and hayward to union city and the build across the san mato bridge. no surprises from the wide look at this map. although the bay bridge metering lights. let me show you the maze. looks extra slow as you travel

down through powell things are backed up especially folks making the car pool lane and getting congested into the city. back to you. >> thank you very much, mike. 6:31. decision 2016. all eyes on the hawkeye state this morning as the road to the white house officially starts in iowa. a live look from the iowa state capital building in des moines. just a matter of hours the first americans will cast their votes on who they will be our next president. tracie potts live in iowa where she has been talking with voters. any sense of which way they're leaning? >> well, in all different directions because they have so many options here. still a lot of people, laura, who are undecided. a significant number according to the polls and plus people we have been talking to since we've been on the ground in the last 24 hours. not to mention people who are leaning towards or have selected a candidate. but they're still not quite married to that first choice. >> this is our time. this is the time for the men and

women of iowa. >> final arguments less than 24 hours before tonight's caucuses. >> there is a large turnout in caucuses all over the state. i believe we will win. >> i hope you will stand up for me. i hope you will fight for me. >> reporter: hillary clinton and donald trump have slim leads in the latest des moines registrar poll. but that same poll shows nearly one in tiowens. >> the reg star found nearly a third of democrats and half of republicans here have favorites. >> i am leaning towards marco rubio. >> reporter: but to still change their minds today. careson a democrat who may caucus as a republican. >> to make sure that a republican candidate we're not interested in is not included. >> reporter: vicki daniel interrupted her florida vacation to fly home for's caucuses. >> it is important. i want to stand up for my candidate. >> reporter: that's what democrats have to do, literally.

unlike republicans, there is no secret ballot. >> you basically have to put your hand up in public and say, i am for this candidate. that is such hand-on public democracy. >> reporter: democracy in action in iowa tonight. but there are still a lot of people who may not participate at all. the best year they had for turnout here was 2008. the first year president obama was elected. he won iowa, but only one in sisix iowans showed up for the caucus. how soon can we start seeing results? >> well, 7:00 local time is when everything gets started. you have to be there and you have to be in line at 7:00. republicans have a simpler process. and some democrats tell me they

have been there for two hours trying to move people from one side to another. so t could be as late as 9:00 or so before we hear from some of those areas. >> all right. interesting to see. thanks a lot. as those results come in, we'll bring you all the latest numbers on our 11:00 news tonight, as well as tomorrow morning as well as on "today in the bay." we have an update to breaking news. a fire destroying a business in the los angeles area, specifically glendale. now, this does mark progress from what we've been seeing the last 30 minutes or so. this fire started at 5:15 this morning. this is video from earlier what it looked like. flames consuming what nbc news is calling a commercial building there. more than 120 nifr firefighter scene as it was fuel bide combustible storage and propane cylinders. it was huge, taking up that en bloc. we will continue to follow that

situation. ghe again, it's in glendale just north of los angeles. 6:34 right now. moving on to little super bowl this morning. carolina panthers and the denver broncos spending their first morning in the bay area. the two teams touched down at sjc yesterday afternoon and as we incher to the big game, security is only going to get tighter. >> look at those outfits. call the fashion police on cam newton while we look into that. damian trujillo police there the official kind are already patrolling the area ahead of tonight's opening night. >> it is primetime for san jose, if you will. there is a large contingance of security here. san jose police officers already outside and inside the sap center, after all, this is opening night of super bowl l right here in the heart of downtown san jose. the san jose police officers arrived at about 4:00 this morning. they're securing the perimeter of the sap center and the inside

of the arena. some canines dogs here and bomb sniffing dogs here, as well. both teams arriving at san jose maneta and this is the epicenter of football, the south bay. a lot of restrictions. the special event zone goes into effect this morning as of about 36 minutes ago. increase public safety during super bowl week and prohibits the sales of counterfeit products and mobile food vendors and the use of drones on public property in a designated zone of the downtown area. again, it went into effect at 6:00 this morning and this special event zone lasts until next tuesday after the super bowl. the broncos will head over to stanford stadium for their drills before super bowl l on sunday at levi stadium. the panthers will be practicing this week at spartan stadium. getting close the teams will not be easy with the security details following them every step of the way. your chance, though, is tonight

stephanie chuang joining us live. . this case and the fallout from it garnered national attention. >> first from national media picking up the story and hear directly from the federal investigators who will lead the review of the san francisco police department and timeline. now, the mayor, police chief and mario woods' family have pushed for a justice department investigation since the december 2nd death of woods captured on cell phone video. he ignored their commands to drop the knife and of the five officers who fired their gun, only one is white. but that has not placated community protesters who accuse the sfpd of racism in the ranks. they want police chief fired. police have led several protests including the brief shut down of the bay bridge on january 18th and the spread of the video of woods has the woods' shooting

has spark eed outrage. the homphobic text messages and more than just a month ago in december is when he ruled he could not fire those officers because he waited too long to punish them past the one-year statute of limitations. the press conference is set for 2:00 this afternoon. we'll hear more, again, maybe scope and timeline of events and police chief and the mayor, ed lee, will also be theis afternoon. a dog taken right under the spca's nose. now they need your help tracking down the dog snatcher. a volunteer was taking her for a daily walk when a man stopped them to ask about daisy may. he chatted for a bit and that's when the man snatch eed daisy m and threw her in his car and drove off. it happened at the east bay spca

and making matters worse, daisy may is scheduled to have surgery this week to remove a mass. if you know anything about the snatching, call the spca. >> time is of the essence there. 6:40 right now. as you're waking up and starting out your day, temperatures in the low to mid-40s and, kari, you're saying for people visiting from out of town, don't think this is typical bay area temperatures. >> we will have nice weather by the end of the week and taking off the coats and 39 degrees in napa. oakland 43 and san francisco now at 45 degrees. highs today still little cool, especially when you throw in that gusty wind. up to 30 miles an hour. highs today in san jose reaching 58. 57 in palo alto and napa 57. oakland is looking at 59. and livermore today a high of 56 degrees. let's check in now with mike who has a heads up for those bay bridge drivers. >> that's right, kari.

incident reported across the bridge westbound with the taillights towards treasure island reports in the tunnel a stalled vehicle blocking your stalled and flow into and out of the tunnel. the volume we're concerned about. you see the slow drive from the bay bridge toll plaza where the metering lights are on into san francisco and so far the live shot that we see this traffic moving through treasure island tunnel and meanwhile a slower build through berkeley and out of richmond, as well. a heavier volume just over the last few minutes and the rest of the bay looks pretty good. smooth drive from hayward and north 101 has that burst over the last as well. slowing through san mateo. in the south bay the earlier crash is still there at 101 and those are adding to the slow downs through those sections. the rest of the bay, though, shows a pretty similar, typical drive through the south bay. back to you. >> thank you very much, mike. coming up next, is it unethical. the move this morning in britain to edit the human genetic code.

it's 35 degrees in walnut creek. now, as we start out, we will also have some breezy winds. this is a look at the wind forecast. the arrows show the direction where those winds are coming from and the numbers ins per hour. it does pick up, once again, as we go into the day with wind speeds up to 30 miles an hour at times. so, still a breezy and cool day. going hour by hour in san jose, by 11:00, we're at 53 degrees. 55 degrees at 1:00 and then we'll struggle to make it out of those 50s today. mostly clear skies. now, we're awaiting a couple of more storm systems. both of them are fairly weak. we'll only bring light amounts of rain starting tomorrow and then the second one moves in on wednesday afternoon. so, a couple of shots of rain. this is the way it plays out on computer models. by tomorrow morning at 7:00, it is raining for most of the bay area. a quick one and done and then we'll have more of a widespread rain between wednesday night and thursday. but, once again, both fairly
