we're going to watch this now as this system develops. it will be pushing in a lot of heavy, wet snow so power lines could come down, tree branches coming down. 41 million people under some winter storm warning or advisory. here's how we track it. 7:00 a.m. from norfolk to boston we have snow. the snow falling at rates of one to two inches per hour. plus it becomes windy and with that heavy wet snow we could be looking at outages. around noon from portland, boston, warwick, islip, new york city just on the western edge of this system and then as we move into the afternoon hours it's a quick mover. then it pushes its way off. as far as accumulations, heavy stuff along eastern maine. also as you get into eastern massachusetts. boston, you could be looking at upwards of 6 to 9 inches of snow. providence, rhode island, 6-9, new york city 3-5 inches. but as we say, the good news, is it's a quick mover. it will get out of here fast but

[ laughter ] this is not the biggest deal in the world. >> reporter: in new hampshire, sanders is even leading hillary clinton among women and especially a huge lead among younger women. today she is campaigning with women governors and senators but she has not figured out how to inspire younger women flocking

to bernie sanders. matt and savannah? >> andrea mitchell on the trail for us. thank you. meanwhile, republicans face off in their own debate tomorrow night and we have a new poll on that race in new hampshire. rubio now in second place closing in on donald trump. nbc's hallie jackson has that part of the story covered. hallie, good morning. >> reporter: good morning, matt. as marco rubio moves up, it's ted cruz slipping to third and today as he looks ahead to the primary, he's dealing with fallouts from earlier this week at the iowa caucuses. this morning, ted cruz is playing defense, dogged by claims of dirty politics as breitbart news publishes these voice mails. voice mails. claims of dirty politics, as these voicemails were published. >> the phone calls allegedly made by cruz staffers the night of the iowa caucuses, implying ben carson was dropping out. nbc news has not independently verified these specific calls,

some of her rivals, a surprising source, ted cruz and ben carson backing her up. >> hallie jackson on the story. thank you. >> reporter: let's turn to chuck todd and rachel maddow. they co-moderated the debate. good morning to both of you, congrats on the debate. i hope you enjoyed the 20 minutes of sleep you got last night. >> [ laughter ] >> let us start with that debate. we saw a hillary clinton who was very aggressive in tone. do you think, chuck, she did anything to change the dynamic of this race either in new hampshire more to this larger battle for the nomination? >> well, i think that's what she was looking at was the larger battle. look, the clinton campaign doesn't believe they'll win here in new hampshire but they're trying to set the terms of the debate, put senator sanders on his heels a little bit and it was clear that they had a plan and she was pretty aggressive at him. >> rachel, though, senator sanders is being very, very

disciplined when it comes to sticking his game plan saying she's a moderate, she's tied to wall street period. is that strategy going to continue to be effective? >> well, it's been working for him at least in new hampshire so far. i mean, i think that saying this is home state advantage between new hampshire and vermont is a little bit of a stretch. there's a real phenomenon behind bernie sanders and i think some is driven by doubts about secretary clinton, the one he's driven home the most is she's effectively part of a corrupt system. it was interesting last night that she gave full voice to all of her criticisms of him. he never did exactly the same thing back at her. he made his case and he spelled it out but he didn't sort of -- he didn't go as aggressively in terms of language on the stage and that was a form of discipline that i think both candidates did what they wanted to do but it was a very different approach. >> it seems like the moment of the debate, chuck, was when hillary clinton said "you've been running this artful smear and if you want to say something

to me, say it right now and say it directly." how do you think that played? does it make her look strong or was the tone off putting? >> we'll see. it was interesting. it certainly created an audible gasp and boos of sorts in the room which, frankly, you could never tell in the room which side the audience was leaning, bernie sanders or clinton. but that moment sort of everybody stood up straight but i can tell you, savannah, in talking to the campaign, that was a real moment. meaning this wasn't like a planned idea oh, i'm going to accuse him of smearing the campaign. she's sort of like -- as someone described him -- enough is enough. i think the two of them might not like each other. >> all right. remains to be seen, obviously. we didn't get a chance to talk about the republicans but we've got several days left until new hampshire. we can accomplish that. chuck and rachel, thank you, guys. >> thanks. there are new clues in the mid-flight blast that ripped a hole in the side of a passenger

plane in somalia. explosive residue now discovered. nbc's keir simmons is following the investigation. keir, good morning to you. >> good morning. a team of five u.s. experts have arrived to help with the investigation this morning. if it was a bomb, crucial questions include who got it on to the plane and how. the force that ripped over this aircraft cabin was likely a bomb made of military grade explosives, multiple sources tell nbc news. a newspaper report of a suicide bomber in a wheelchair may not be accurate according to a somali aviation official who says they're awaiting test results. so you have not been told whether explosive residue has been found. >> not yet. we do not have an official report from the team that did the investigation that it is from explosives. >> reporter: he says the fbi has been invited to help investigate how some type of explosion blew

a hole in the fuselage. but if it was a bomb, who is responsible? somalia is homed to al qaeda and isis-lunged militants. another question -- was lax airport security a factor? and where were the explosives hidden? a failure of the plane itself still isn't ruled out but officials believe this increasingly looks like terrorism. and the man who was sucked out of that plane when the apparent explosion happened has been identified as a 55-year-old but officials tell us that he does not appear to have been a suicide bomber which just leaves more unexplained questions. >> keir simmons on the story, keir, thank you very much. >> wikileaks founder julian assange is speaking out after a u.n. panel ruled he should be allowed to walk free. he spoke to reporters via video conference. he said the u.n. panel's finding is a vindication. he took up refuge in ecuador in london in 2012 in an effort to

escape extradition to sweden where he is facing rape allegations. the group said he is being arbitrarily detained by britain and sweden but should be freed but that ruling is not binding. now the security measures ahead of sunday's super bowl. the fbi leading dozens of agencies in a massive operation: miguel almaguer is at levi stadium where the game will be played. miguel, good morning to you. >> reporter: matt, good morning. the feds say local authorities have been prepping, have been planning for the super bowl for two years. it's the largest sporting event in the country and officials know it may also be a target. from f-15s in the air to an army of officers on the ground, san francisco may be the most fortified city in the country today and this morning the bay area may also be the highest profile target in the nation. >> the super bowl is a national security event and we recognize this is just as important as any

in that state. we'll look at how you can protect your family from zika coming up. also this morning, there are disturbing new developments in the murder of a 13-year-old virginia girl. prosecutors say it was carefully planned by two virginia tech students. craig melvin has more on the story. good morning. >> savannah, good morning to you. this is a tight knit town in shock this morning. a young girl overcomes a series of medical problems, only to be killed. police say killed by one college student with the help of another. >> reporter: in court thursday, the prosecutor outlined evidence that the killing of 13-year-old nicole lovell was a cold, calculated plot, hatched by these two. virginia tech students david eisenhower and natalie keepers. eisenhower, a high school and college track star. >> 1600 meter went about as i planned it, which is a new 1600

record for my school. >> reporter: according to the prosecutor, eisenhauer and keepers came up with the idea to take lovell to a remote location, under the guise of a date, and cut her throat. she says the couple bought a shovel at walmart. eisenhauer allegedly picked up lovell at her home, where she was waiting after climbing out of her bedroom window. all three drove to a remote area where nicole was killed. with nicole's body in eisenhauer's sedan, they bought cleaning products to cover up the crime, before driving to north carolina where lovell's body was found. keepers said she was excited to be part of something secretive and special. at the hearing, keepers said she had mental health issues, including suicidal thoughts. she said a semicolon tattoo behind her ear was a promise not

to do anything suicidal again. her bail request was denied. >> loving, smiling all the time. >> reporter: on thursday, the small community in virginia said good-bye to a little girl who survived a rare liver tumor, overcame lymphoma, fought off a respiratory infection, and battled bullying by classmates. >> she fought so hard to get to this point in her life. then you have people like that, just take her innocence from her. it's just heartbreaking. >> eisenhauer is charged with first degree murder and kidnapping. keepers is charged with being an accessory before and after the murder. a preliminary hearing is set for next month. >> awful case. craig melvin, thank you. there is a growing backlash this morning tied to a new warning from the cdc. natalie has more. >> good morning. this morning comes in a recent

vital signs report, intended to prevent fetal alcohol syndrome. it raised concerns among women who consider it condescending. >> reporter: the report intended to caution all women about the dangers of drinking. what it said set off a fire storm instead. more than 3 million u.s. women are at risk of exposing their developing baby to alcohol because they are drinking, having sex and not using birth control to prevent pregnancy. and suggesting not only pregnant women, but those who could potentially be pregnant, should not drink alcohol at all. some took offense. >> they want fewer babies with fetal alcohol syndrome. it's great to want that. to tell-all young lady, as a potential baby vessel, here's our recommendation, that's where it gets muddied. >> reporter: the recommendation seen by some as a patronizing lesson that suggests women are not in control of their bodies.

there's no evidence of current ongoing virus transmission. that doesn't mean it's not going to happen. i think we all anticipate that the countries that are currently not affected as well as florida and the gulf coast of our country will see some cases. so i think, honestly the best answer i can give you is that it's a personal decision. some people are more risk averse than others. i think you need to make an informed decision and understand that for most people, especially if you're not pregnant and not planning to become pregnant the risk of a complication is low. you need to consult the cdc website regularly. understand the association with the neurological complication. it's something that's being watched. i can't tell you to go or not to go. >> if you live in one of these gulf coast states, what is the best protection? >> okay, a couple of points about this. we're going to talk about the -- here we have on the monitor it says epa registered products.

san francisco making it into the 60s today. the north bay will be up to 65 degrees. and heading into the weekend, we will continue to see our temperatures warming up. we may even be hitting some mid-70s as we get ready to start the new week. and for super bowl, our high temperatures will be in the low 70s. let's get an update on the morning commute from mike. >> a lot of action in the south bay over the last half hour. 101 northbound easing up. crash at the 85 split. looks like things cleared. slow at curtner. that crash has cleared lanes. we've had about ten minutes of clearing. same recovery here. same for 101 northbound, around highway 85 for both slow sections. the rest of the bay, we don't see any real problems. we'll look at the bay bridge toll plaza. the metering lights have been off since about 8:20 this morning. folks are waiting for the price to change at 10:00. back to you. happening now as kickoff approaches, super bowl saturation, i'm afraid, whether
