you, thanks so much for joining us. i'm laura garcia-cannon. >> i'm sam brock. we are drying off, future tense, not quite there yet. meteorologist kari hall. >> she has a look at our forecast for you. that radar still shows a lot of green. >> it does, sam and laura. dealing with scattered showers and some wet roads and much cooler temperatures than yesterday at this time. as we take a look at the radar now, we are seeing some of the rain very hit and miss all across the bay area anywhere from the north bay to the south bay, you do see some rain, even a couple of lightning strikes have showed up within the past hour or so and now as we check the rain moving into richmond, it will be approaching oakland, as well as another cell moving into san francisco in the next few minutes. i'll have a look at the microclimate forecast and what else to expect coming up and what's happening on the roadways. mike? >> that is when the commute just gets started up there. we'll track that. meanwhile, the road weather index taking the weather information from our shared computers and shows you wet conditions all around the bay

and ponding and puddling and i want to zoom in here, not to the tri-valley, not to the dublin interchange, but eastbound 580 countercommute and a crash in the lanes right now at north flin. a quick look at the roadway shows you slick conditions there. you see the sheen on the road. mike, thanks so much. as we mention the elements all that rain coming through, we'll track it on air and online. just click on the weather drop down tab on your menu. there you'll find the latest forecast and watch the radar from your phone. at 5:01. breaking news this morning. vicious flames erupt in vallejo killing a baby this morning. >> crews still on scene right now waiting for the investigation to begin. but this is all happening at an apartment complex off of cathy ellen drive. >> stephanie chuang live there now. steph, firefighters battled these flames for hours but by the time it was contained it was too late. >> it was, laura and sam.

the primary walk through and found a dead infant inside. i just spoke with the lead fire investigator who said he is waiting for more resources, as well as for more light to start the investigation. but you see the damage here at the four unit apartment building here where the water is still dripping in the upper unit and that is where we believe the fire began around 11:30 last night. two hours later they controlled the blaze but did the walk through and found the dead baby and now you have police and fire guarding the home here. 13 people are out of a home this morning. the fire spread quickly and other than the death, first responders took a woman to the hospital for some cuts, as well. now the focus is on figuring out what led up to this deadly fire. >> due to the fatality, there is a joint investigation being conducted by the vallejo fire department and the police department. the conclusion will be available at a later time. >> back here live, you can see, again, the water dripping in that upper unit. way too dark for investigators to really do anything. the lead investigator saying he

is, again, waiting for more resources. in fact, that's from the solona county fire task force as well as the vallejo task force and waiti handling and the criminal aspect of this. trying to figure out what caused the fire to start. live here in vallejo this morning, stephanie chuang, "today in the bay." >> thank you, steph. at 5:03. new this morning, reports of gun shots led to a deadly discovery. santa rosa police got to a home about 7:45 last night and found a person lying in the roadway not far from highway 101. officers say the victim who has not yet been identified suffered a gunshot wound and died at the scene. no word yet on a motive. the man accused of shooting two people at twin peaks will be in court later this afternoon richard who is facing murder charges in connection to that double homicide on valentine's day. he allegedly shot and killed two

people before carjacking two others. another victim suffering life-threatening injuries. now, ka t now,. meantime, federal investigators, i should say federal prosecutors want former state senator leland yee to serve on corruption charges. he was first arrested two years ago. the 67-year-old is scheduled to be sentenced next week. he pleaded guilty to conspiracy to engage in racketeering as part of that plea agreement. yee acknowledged accepting bribes and talking with an undercover fbi agent about bringing in automatic weapon to the u.s. a key decision with a big decision to the south bay. the bullet train coming to san jose and could be up and running in a matter of years. kris sanchez, it will be a high-speed rail hub, we understand there. >> yeah, laura. we've been talking about this

for decades, it seems. silicon valley was also a plan to stop on the high-speed rail between san francisco and l.a. the news today is that northern california beat out southern california for the first leg of the trip. that is an announcement that we expect on friday. a source in san jose city hall confirms that there is a new report that will reveal this information on friday. now, the central valley section is under construction and that construction will continue now north from bakersfield and into san jose. instead of from bakersfield south to burbank as had been the plan since 2012. a computer rendering illustrates what happened here earlier than expected. according to "mercury news" which obtained an early draft of the report coming out friday, the rail authority changed course to keep costs down and to attract private investors. now, this will benefit commuters who have no plans to get to l.a. any faster than they already do because the early arrival of

high-speed rail here means that cal train will be electroified sooner and the bullet trains and cal trains will share the tracks that will benefit commuters who are trying to get to work and not trying to get down to anaheim or disneyland or l.a. in san jose, kris sanchez. >> thank you, kris. still a little bit damp this morning after a fast-moving storm blew through the bay area. "today in the bay" bob redell tracking the rain for us this morning. what does it look like out there? you're out driving around. >> well, sam and laura. heading southbound on 101, i believe. yes, we are heading through mountain view right now. i'm glad to say, happy to say that the rain seems to be fizzling out a little bit. that's something that we can also tell by looking at our doppler radar. you can see the bay there in the center of oour screen and not much green in the immediate bay area. you are seeing it in the north

bay and definitely in the gilroy area and for most of the other areas we're seeing a little bit right here. light drizzle in mountain view as we approach sunnyvale. fairly dry as far as the rain not coming down right now. so, earlier, it was raining. still have to deal with the wet, slick roads which is why you're going to watch your speeds. i started my drive this morning at livermore at 3:30 and coming down fairly heavy. we went through castro valley southbound on 880. did a whip around and took 880 north and went across the dumbarton bridge. we wanted to see what the winds were like and talking to henry, my photographer, the gentleman right here to your left. even though we have a high-profile vehicle only blowing around slightly. the winds, obviously, not a tremendous issue, at least now on the dumbarton bridge. again, the big issue this morning is watching the slick roads. we know of at least two accidents. one in livermore and another one in walnut creek which we are

headed to right now. watch the speeds as chp would always be telling you and watch distance between you and the people in front of you. reporting southbound 101 and i believe we are now -- bob redell, "today in the bay." >> a navigator and a real-time reporter. when can we expect some sunshine? the radar is what meteorologist kari hall has been consulting. she has your microclimate forecast. >> see the system winding up and scattered showers moving in. we see this coming in waves and a couple lightning strikes farther to innorth and to the south of us' as far as the bay area, recently only in fairfield had we seen some lightning in that area and we continue to see this rain moving into richmond and farther off towards the south and east. couple of cells that will be moving into san francisco, as well. taking it hour by hour. we will have koppel waco a coup this and as this continues to

taper off the winds winding down by 11:00. couple showers in the north and east bay. updates on that and what else to expect as we head into the weekend. that's coming up in a few minutes. let's check in now with mike and see how the morning commute is going. >> winds winding down and the dumbarton bridge not so bad. does shake a bit as we look towards the bay bridge. here's the san mateo from the toll plaza camera. the sheen and the wet roadways here, as well. we look at your map and talk about the green highlighted throughout the area. slick roadways and bob is heading to this crash and reports of two left lanes blocked by overturned vehicles. eastbound 580 over there and the crash there slows you down. countercommute starts to build in the opposite direction and end quickly by looking at the south bay and wetter roads and that crash still 87 at kirner on the shoulder. a new top dog emerging in the polls. reveals the new republican

decline to help the fbi crack into the iphone used by not not owned by farouk. the only tech executive to step up and support cook was google ceo. he made a series of tweets. i've combined them for you. he said important posts by tim cook. we build secure products to keep youration safe and we give law enforcement access to data based on valid legal orders. but that's wholly different than requiring companies to enable hacking of customer devices and data. i don't know what's in tim cook's mind but i would imagine he was hoping for more support from silicon valley. the most important ceo in silicon valley by a factor of t ten. let's check the news before the bell and landon dowdy is live at cnbc world headquarters.

good morning, landon. >> good morning to you, as well. street will go 4 for 4 today. stocks a third straight day of gains and oil prices rose more than 5%. trading above $31 a barrel this morning and data on unemployment and walmart just supporting earnings to beat wall street's expectation. the dow rising 258 points to 16454. that is the best three-day gain since last august. the nasdaq up 98 and, scott, back over to you. >> thanks, landon. fcc will vote on a proposal to let consumers use something other than their cable boxes to get their tv you will still get your cable from your cable company but you won't have to rent the box. use stuff from google or apple or tivo instead of the set top boxes. nearly all consumers now have to get their boxes from the cable company and they pay an average of $231 a year to lease those devices. i will appeal to our older

>> snow and ice. looks kind of dangerous. all striking. breathtaking and that's the kind of thing we see regularly with y yosemite. >> it starts off this morning with some very hit or miss rain. we will start to see it tapering off as we go through the rest of the day. it is good to get good, measurable rain as we get into the weekend. from san bruno you can tell the camera shaking all around and approaching storm moving closer to san francisco. so, we'll take a look at the radar in just a bit. look at some of the 24-hour rainfall totals. in lafayette over 1.25 and almost an inch in saratoga and livermore and also 0.75 in san francisco at twin peaks and in concord at menlo park and napa and san jose had 0.25 of rain. we still do see some of the rain still scattered across the bay yare and i've been tracking some of the lightning strikes now

approaching san francisco and the san rafael area. we'll be watching these icons here show where the live lightning is as this moves closer to the golden gate bridge. so, the possibility of some lightning coming down within the next 20 to 30 minutes in that area. we will also have a high surfvisory between 8:00 this morning and then into the evening on friday. also be up to 12 to 15 feet. so, watching out for that. for people heading out to the beach once this weather clears. today our temperatures much cooler reaching into the upper 50s to lower 60s as the seven-day forecast comes up at the bottom of the screen. you can see our temperatures start to rebound over the next couple of days and high pressure will keep things mostly dry into the weekend. so our temperatures will warming up and by the end of the weekend, this is a look at sunday. we'll have widespread temperatures almost to 70 degrees and mid-60s along the coast. looking at that weekend forecast, another chance of rain

tomorrow and then saturday it all clears out and into the upper 60s in the south bay on sunday. how is it looking on the roads now, mike? >> kari, still making up from some of that rain and still wet roadways in san jose. more water kicking up, but, still, damp conditions slippery in many parts of the bay. no big issues for the south bay as far as incidents. we'll show you the map north of there and we do see that. we turn from green to the typical color right over here. means the roadways a little bit dry and watch for the slick conditions and call it a couple of spots. eastbound 580 an earlier traffic break to clear some debris and all lanes reported clear. countercommute a distraction westbound and that's starting to ease up and now bob was heading out here to check out the crash because the two left lanes reported blocked and couple cars on the road reported, as well. i haven't seen a lot of slowing, but traffic still light near the area. the bay bridge, no backup at the

we are tracking lingering rain this morning. a live look at the radar this morning still pretty active. a lot of green making its way through the bay area. this after a wet night. good morning, thank you very much for joining us on this thursday. i'm sam brock. >> i'm laura garcia-cannon. let's check the forecast with meteorologist kari hall. good morning. >> we continue to see some rain moving through parts of the bay area this morning, but it's very hit or miss and where it's hitting we've also been tracking some lightning this morning, as well. getting a look closer to san francisco. a look at all of those lightning icons. it it is just lighting up the screen as it approaches the golden gate bridge and moving across the northern parts of the city. so, watch out for that and, of course, you can tweet us if you're seeing some of that lightning or hearing the thunder at this point. our temperatures are now in the low 50s and we will see the showers off and on at least through the morning, but clearing out this afternoon and

latest forecast and watch the radaron your phone. now, we are following breaking news and update that we have been following since we came on air an hour ago. a baby killed in a late-night fire. >> so tragic. "today in the bay" stephanie chuang live at the scene this morning and police and firefighters are investigating this deadly fire. >> yeah, they're waiting until it's light out, laura and sam. this is a potential crime scene. you have the yellow tape and fire investigator and police officers guarding the scene. we know the firefighters knocked down this three alarm fire in two hours this morning. a fire that began in the upper unit there. firefighters were told there might be an infant inside, walked through and they did find the body of that infant. other than the death, responders took a woman to the hospital for cuts. the fire reported at 11:30 last night spread pretty quickly to a neighboring apartment. in all two apartments damaged by

flames and two lower ones suffered water damage. now the focus is on two different investigations. vallejo police handling the death of the baby and vallejo fire trying to determine what caused the fire. >> an investigation being conducted by the vallejo fire department and police department. the conclusion will be available at a later time. >> and the lead fire investigator for vallejo is out here now. we are expecting that he'll be joined by solona task force and police detectives are set to be on the scene here later, as well. waiting on a warrant and also waiting for the investigation to start. as for the people who live in the four apartments, 13 people displaced and red cross helping them find temphousing. live in vallejo, stephanie chuang "today in the bay." developing story overseas. six turkish soldiers have died in another bombing. comes a day after an attack that killed 30 people and injured dozens of others in turkey.

the country's prime minister said the syrian carried out yesterday's attack, but the leader of the main syrian kurdish group denied it was behind the blast. he's pointing the finger at isis. an east bay man accused of making troubling threats against muslims scheduled to appear in court today. richmond police arrested william after he made relentless threats against a mosque. he also posted a photo online of what appeared to be a pipe bomb and that device turned out to be fake. prosecutors charged him with making death threats that include a hate crime enhancement. he has not yet entered a plea. new details in the bizarre case of a former political consultant who once led authorities on a nationwide manhunt. brian chamberlain agreed to a plea deal in which federal agents accused him of possessing material to make a biological weapon. he cause calledcalled, chamberl

reality in san jose. could be up and running in a matter of years. kris sanchez is live for us with the decision that could have a major impact on the south bay. kris, good morning. okay, looks like we're having a hard time getting in touch with kris. but nbc bay area has confirmed that san jose is going to be linked in the first major leg of the bullet train. we do have kris back. what can you tell us? >> well, this was always the plan for silicon valley to be a big part of the high-speed rail statewide. the news today is that it could be hap in northern california sooner than in southern california. every two years the high-speed rail has to release a business plan and sources say city hall confirms that the plan is coming on friday and that it is a change in what we have seen before. central valley construction is already under way. we have a map of that. and we know now that the construction will continue north to san jose from bakersfield

ferry commuters in alameda. san francisco based ferry plans to install 20 bike lockers at the ferry terminal. they'll replace the manual lockers and they'll be available starting on monday on a first come, first serve basis. the lockers are similar to ones used at b.a.r.t. stations which are accessed using a bike link card. cost is 5 cents an hour. >> get on those electric bikes. the soggy start right now to your thursday morning. a live look outside at the golden gate bridge this morning in san jose. still a little wet after overnight rain. "today in the bay" bob redell is out in the thick of things. we'll check in with him in ten minutes. >> first, let's check in with meteorologist kari hall. how much longer can we expected the rain? >> off and on for the next three or four hours and you're not going to see it at all. tracking the cell moving through san francisco and picking up on some intense lightning here as it continues to move on through. so, as it moves through the

sunset district, we've seen the bright red intensities also moving across the embarcadero and also approaching the financial district. we've had many reports on twitter of people just saying, i'm seeing the lightning now and that rain is really pouring. we will see that off and on throughout the morning. once again, very hit or miss as it moves through the north bay. by 10:00, maybe approaching the east and we'll be, once again, very spotty. but at times very heavy and all moving out of here later on this evening. as we go into the next couple of days, maybe a few more chances of rain. i'll detail that coming up in less than ten minutes. let's see how the roads are moving now with that rain now with mike. >> kari, jump back to the golden gate bridge. talk about this in a few second. a few minutes ago saw the rain pounding down across the span. giving it a fresh dampness here and seen a number of lightning flashes in this camera. we'll move on to the maps and show you overall wet roads through the north bay as that rain passed through and we'll see some across the bay bridge,

right now an investigative unit exclusive. centered in a bay area center. the investigative unit has learned it is the same city that spent hundreds of thousands of dollars to hire security guards with criminal pasts to protect teens. record show palo alto city leaders paid $700,000 to val security over the past four years. part of a program called track watch. but as we've learned, some of

crack into that iphone 5c used by the san bernardino shooter. i'd like to point out an irony here. if he used a newer iphone this would have been less of an issue. it it doesn't have the fingerprint reader newer phones do. fbi could have held his thumb up to the phone. as you watch this controversy develop, keep in mind some of the context. a lot of people feel apple should respect the court order to unlock secrets and that's a perfectly reasonable argument. but apple started encrypting iphones after it was revealed the u.s. government was vacuuming updata without warrants. so much of the argument we're seeing today started with revelation brought to light by edward snowden. this is a much bigger issue than apple versus the fbi. i would urge you to be cautious about thinking this as apple versus fbi. apple has been careful say it's been supporting the fbi's

we see this as we have been heading northbound at 880. something we don't see too often in the bay area and we're talking about lightning. we've seen at least four lightning flashes. i know kari hall has been reporting other flashes. this is in the golden gate bridge, the northern part of san francisco. the richmond district area. at least according to our doppler radar, which gives you a sense. that is where a lot of the rain is right now we know there is a light in livermore and the concord o, martinez and perhaps in the bay bridge area, as well. but, again, we've been driving throughout the morning and we've been on the roads, i have been on the road since 3:30. livermore through castro valley and down to san jose and across the dumbarton bridge and back to 880 and now to castro valley and, again, the rain has been intermittent at best and when we cross the dumbarton bridge, the winds were light. we are in a high-profile vehicle and not a situation where we're getting tossed about. good news if you're trying to

get on the road and get out to work, you'll have to deal with the normal grind of traffic, but at least in the areas i was just mentioning, we're not seeing the weather having a tremendous impact. that being said, the reason we're heading through castro valley right now, trying to get up to 680 northbound and whether there is this accident we talk about all day. get our eyes on that. that is partially in the commute direction. reporting live here in castro valley, bob redell, "today in the bay." . >> be safe out there. traffic and weather. bob is supplement -- >> you can tell from where he is sitting, but he's not driving. henry's driving. >> they're the team out there in the morning. >> they showed us the really cool image of lightning and hearing reports of lightning and thunder in san francisco. >> it is approaching the east bay and maybe moving into oakland in the next few minutes.

we will continue to track that cell as it moves through. we could also see more lightning as we go through the morning with heavy rain. a live look now at the golden gate bridge. we did have very heavy downpours there and creating puddles and slick spots and we'll check in with mike to see how everything is flowing out there. taking a look at the 24-hour rainfall totals. look at how much we've seen as we have seen this system fairly quickly moving on through. this is camera just shaking around. ever in lafayette and cerea also close to an inch. a nice soaking before we head to some more dry weather and we have very warm temperatures. 0.5 in napa and 0.25 in san jose. maybe able to top off the rainfall bucket as we go into the rest of the morning with more scattered showers moving on through. but we have been tracking that lightning it continues to move through san francisco and once again now approaching oakland at this point. we are seeing the heaviest of rain moving right now all across the bay and approaching the

berkeley area and crossing the bay bridge, you are dealing with some very torrential downpours and some lightning, as well. but we haven't seen it as intense as it continues to move closer to orinda and further off towards the north and east and approaching 680 within the next several minutes. we'll be tracking that cell as it continues to move on through with heavy rain else where we've seen things kind of taking a break, but still some wet spots on the roads. into the rest of the morning, by 10:00, some very hit or miss rain as it begins to wind down as the system moves off to the east. we will have the chance of some more rain heading into tomorrow. i'll detail that coming up in a few minutes and let's see what is happening on the roadways now with mike. >> kari, get out of your way for a second. we lost sight of that from emoriville and the traffic flow you can see from the taillights there moving well. if we give it a couple seconds there. bigger drops dripping and trailing across the lens there. the rain coming through berkeley
