the grim discovery firefighters made as they entered the burning building. next stop. silicon valley. i'm kris sanchez in san jose with a high-speed rail decision that could deepen the northern california more than any other sporthood. how long the wild weather is going to stick around and thim pact on the morning commute right now on "today in the bay." a very good morning to you. thank you for joining us. i'm laura garra canon. >> i'm sam brock a quick check of your forecast. more than rain in the sky. a little electricity out there. >> we've been tracking lightning acrossen gate bridge and northern parts of san francisco and now moving into oakland and berkeley but we do have some scattered rain that continues to move into the bay area right now. it is clear in san francisco and just farther to the south around millbrae at this point and we'll continue to move across the bay into the east bay rain moving

into oakland and walnut creek and moving into concord within the next few minutes and making a wet mute for 680 and drivers on 880, as well. we will continue to see this rain off and on through the next couple of hours and we'll be tracking it here for you live. let's check in with mike to see how it is affecting drivers out there on the roadways. >> despite the wet road slick conditions and winds gust at time and we haven't had major incidents going on right now. bay bridge metering lights are on and slick conditions. where you see the green highlighted, more soupy conditions on the roadway. the crash took quite some time to clear and we just got word that cleared from the chp report and the speed sensors don't show any surprises. tri-valley, east or even in the south bay. northbound 101 slows. quick look at palo alto. northbound university. there were three vehicles involved. looks like one remains on the shoulder as you make your way to the off ramp. use caution there. we'll track that.

mike has his ears and eyes on the road and now someone else's. bob redell driving around this morning. we'll check conditions with him coming up in about 15 minutes. now, to see when the rain is going to hit your neighborhood, just download our free nbc bay area app and click on our weather tab to find our live doppler radar. an update to breaking news we have been following since we first came on air since 4:30 this morning. sadly a baby died at an overnight apartment fire in vallejo. >> stephanie chuang joining us live on the phone right now because of a risk of lightning in the area. all we know about that baby is it it is under a year old. >> vallejo fire department made the discovery after knocking down this three alarm blaze. fire put out in two hours. right now it is dark and water is dripping from the upstairs

apartment where firefighters believe the blaze began. how it started and whether it was arson and the investigator is here on scene. he should be joined by the solona task force and vallejo police detectives to conduct their investigation into the death of the baby. the investigation is set to start when it is light out. so, we're talking about in the next hour or so. meantime, the red cross has been helping 13 people displaced by the fire find temporary housing. live on the phone in vallejo, stephanie chuang. >> you can follow stephanie on twitter and also updating all of our digital platforms as new inform comes into our newsroom. new this morning, gunshots led to a deadly discovery. santa rosa police got to a home around 7:45 last night and found a person lying in the roadway. this is not very far from highway 101. officers say the victim who has not yet been identified suffered a gunshot wound and died on

scene. no word yet on a suspect or a motive. it is 6:03. the man accused of shooting and killing two of san francisco's twin peaks will be in court this afternoon. richard faces murder charges. he allegedly shot and killed two people before carjacking two others. another victim suffered life-threatening injuries. he is a convicted felon. in 2014 he served jailtime for crashing a stolen car into an ac transit bus forcing the bus to slam into a home. federal prosecutors want former state senator leland yee to serve eight years in prison for corruption. nbc bay area broke this story when yee was arrested two years ago. he pleaded guilty over the summer to conspiracy to engage in racketeering as part of his plea agreement. yee acknowledged accepting bribes and talking with an undercover fbi agent about bringing in automatic weapons to the u.s. bullet train moving full

speed ahead to the south bay. could be up and running within ten years. >> electroifying our coverage this morning, thwe are joined b kris sanchez. that station is going to become the so-called grand central station, if you will, for the bullet train. >> that's right. grand central station and as laura mentioned a lot sooner than accept anticipated will ro. san jose was always supposed to be part of the high-speed rail plan from san francisco down to l.a. the news today is that northern california seems to be beating out southern california for that first stretch of track. sources of san jose city hall says the initial announcement is coming friday in the form of a new report as the high-speed rail authority has to release its business plan updated every two years. here's a look at the plan route statewide and the section is

already under construction and that construction will now continue north from bakersfield to san jose instead of from bakersfield south to burbank as had been the plan in the 2012 business report. according to "mercury news" which obtained an early draft of friday's report, the rail authority changed course in order to keep down costs and to attract private investors. now, this will also benefit commuters who have no plans to get down to disneyland any sooner as the early arrival of high-speed rail here means cal train tracks will be electroified and share tracks with the bullet train. so, folks headed to work in san francisco or beyond san jose will get there a lot faster. the completion, again, is set for ten years, which is a long time in people years, but not a really long time when you're talking about major inf infrastructure like the high-speed rail. >> thanks so much, kris. live look outside at the bay

bridge from our emoryville camera. every now and then we see the camera bouncing in the wind. a wind advisory for the bay and dumbarton bridges. along with the stormy weather comes some damage. heavy rain made visibility pour on highway 680 in contra costa county. several homes in fremont lost power for more than an hour last night and some folks didn't let that get them down. >> it was a brown out, but it wasn't completely dead which is kind of hard on the equipment. so, i went and shut the power off to my whole house and went and got something to eat. >> you just take it out. you'll order food somewhere else. strong winds, in fact, caused a tree to fall and smash a car window. that happened in the town. the effects there of the storms this morning tracking more than just rain, as well. lightning showing up in the bay area, as well, kari. >> that was moving across san

francisco. lately we've seen that lightning kind of fizzling out and no new lightning strikes and still some heavy rain moving through parts of the east bay and a closer look shows it is just around the oakland area and then also we have some rain over towards millbrae that we will be tracking over the next few minutes. looking at some of the rareturns as it moves now across the bay and approaching interstate 880 and also half moon bay picking up on some lightning. scattered showers will continue. very off and on, hit or miss throughout the morning and we will see much of this activity tapering off to the day. still a chance of light rain as we go through the rest of the day and sun peeking out, too. i'll detail that and the next chance of which moves in tomorrow. that's coming up in a few minutes. let's see what's happening on the roadways as we get an update now from mike. >> despite the rainy, slippery conditions around the bay. a lighter commute as we're talking about all week. things are playing out very well so far. speed sensors and nothing unusual.

all new this morning. a new recall for toyota. the automaker is recalling nearly 3 million suvs including a million here in the u.s. because of seat belts might not work in a crash. the worry is the belts could actually severed in a bad crash, leaving the passenger unprotected. the recall covers rav 4s from the years 2005 through 2014 and

the electric rav had from 2012 through 2014. toyota says it will make an appropriate fix to the seat belts for free. hackers held a hospital hostage forcing it it to pay thousands of dollars in ransom. it happened to the hollywood presbyterian medical center in los angeles. administrators say hackers infiltrated and disabled its computer networks nearly two weeks agoe. the hospital ended up paying $17,000 to get the password to unlock their own computer system. the fbi is on the case. this may come to a surprise as many. the day tim cook goes oout and defy a court order crickets from the rest of silicon valley this morning. >> not much response from cook's peers this morning. >> this has to sobering for cook who found himself mostly alone rallying below that privacy flag that he had planted in the ground. cook, as you know, posted a long letter to the apple website late tuesday night declaring the company would respectfully decline to help the fbi crack

into an iphone used by, but not owned by terrorist. the only big name in tech to step up and semi support cook was google ceo. he made a series of tweets, which i've combined together for you. he said, important post by tim cook. we build secure products to keep your information safe and we give law enforcement access to data based on valid legal oorders. but that's wholly different than requiring companies to enable hacking of customer devices and data could be a troubling precedent." a new picture of cook this morning as he did a vogue photo shoot with designer, but the news less about design at apple these days and more about privacy. cook, of course, does not need others to support him. he is the most important ceo in silicon valley by a factor of

ten. but we're going to see if others step up. investors seem okay with apple's actions. apple shares traded higher wednesday. three days in a row of wins for stocks. the best streak we've seen since last summer. two stocks to watch, tivo and invidia turned in good chipmakers and the fcc is thinking about changing the rules about cable boxes and making it easier for you to choose your own vice to get cable. in many cases you can use tivo to get cable, but the fcc would like to make it a lot easier and give consumers a lot more options. >> good for apple tvs and similar products. >> they would have to build something that would accept a cable input. but, yes, you would maybe be able to use an apple in the future, as well. >> always good to breakaway from the television, only every once in a while. look at this because you have to get outdoors. a stunning scene caught in yosemite. snow and ice cascading down the

mountain. happened over the weekend. a hiker said he heard a loud boom while walking nearby and he saw this for more than 1,000 feet up. and if you've never been to yosemite. watching those sorts of things. but the waterfalls. we were talking about it earlier. simply incredible. closer to home, a wet and windy start to your commute. this is a live look near concord now. the traveling bob redell in his car tracking conditions along with photographer henry jerkin, you see him on the left side there. we will check in with that pair in just a minute. >> merging into traffic here and merging into traffic and weather right here, right now. >> merging into the weekend, too. we will have some -- >> most important. >> what's that? >> this is a look at blue canyon in the sierra and getting quite a bit of snow there the past few hours and it really transitioned over to snow from rain yesterday evening. so, it looks like we have a good amount there. we'll be keeping an eye on some

of those snowfall totals and i'll have a look at the squaw valley report coming up here in just a few seconds. >> 24-hour rainfall totals we have gotten over 1.25 in lafayette and approaching an inch in saratoga and may be able to top off the rainfall buck at little bit more as we see isolated showers popping up. 0.5 in napa and san jose.25. and we still see the system wrapping up, winding up and moving off to the east. quite a bit of that snow, as you can tell here, by the shades of white and blue over the sierra at this point and we've been tracking the rain as it continues to move across parts of the peninsula and into the east bay where we see the bright ds. that's where the heaviest rain is now move up 680 from danville up towards walnut creek. that is where it is really coming down creating new puddles on those roadways. also just south of oakland and heading down towards san leandro and approaching hayward in the last few minutes we have some rain. moving out of half moon bay

towards redwood city we have heavy rain approaching 101 as we see that moving through within the next several minutes. high temperatures today topping out in the upper 50s to lower 60s. as the seven-day forecast comes up at the bottom of your screen. you can see our temperatures warming up for the weekend but it is much cooler today coming down from those record highs. because of a cold front and next round of rain moves in tomorrow and brings in a narrow band of light rain and doesn't look as heavy as what we're seeing right now. on sunday another cold front will push through. looking at the squaw valley alpine meadow reports. our temperatures right at 34 degrees today as the snow continues to fall and then we'll see the snow wrapping up tomorrow with temperatures warming up to 44 degrees. beautiful weekend to get out there to the sierra as we get now fresh powder on the ground. looking that weekend forecast. here it will be beautiful, sunny, touch cooler with highs in the mid up toer 60s. let's check in now with mike and

see what's happening on the roadways. >> pretty cool out there, kari. looking towards palo alto one car on the shoulder just cleared and just in time for more cars on the bay shore. getting over here the san mateo bridge from the east bay and shows a nice flow and just starting to see some slow down on the flat section. this is actually perhaps the most traffic we've seen at this time all week there. look at the tarp. still a wind advisory from the chp but we see much calmer as far as the tarp movement. let's look at your map and overall not much of a problem. now, remember, vac week for a lot of south bay schools and that plays a big part in the whole bay area commute. we're all tied together pretty tightly. slowing through hayward and move the map up and rain just traveled through this area and leaves the green highlighting on our map and roadways and road weather index and weather working together and also working with bob redell in this walnut creek, concord area. check out what is going on with bob. >> well, good morning to you,

mike. this morning we've driven through the tri-valley, peninsula, the fremont area and now we're finally starting to see significant rain and those other areas heavy drizzle or nothing at best. but here we are southbound 680 just left concord heading south into walnut creek and you can see we've had some rain, little bit less than we had a few moments ago. but certainly making for slick roads and, as you can see, it looks like we have a norm commute here. your brake lights heading southbound on 680 and here is a live look at the doppler radar. you can see this band of rain that is coming in here right now and we also know it is going to be starting to come in on parts of the peninsula, as well. just something to keep an eye on as you are heading into your morning commute. if you're in san francisco, keep your eyes to the sky and it is something that we witnessed probably bout an hour ago. we saw particularly four lightning strikes and we were able to capture one of them on our video camera here. and, of course, that's not

u-s president to visit ca in some more history for president obama. he is going to become the first u.s. president to visit cuba in nearly 90 years. about 20 minutes ago the president tweeted that announcement. >> "today in the bay" tracie potts live in washington, d.c., and today, tracie, the president said he's making the trip next

month. >> march 21 and 22nd. just getting these details before going on with you. he is going with mrs. obama and apparently the trip is going to incompass a number of things. yes, he is going to champion human rights while on this trip to cuba. previously, the president said some changes when it comes to cuba and cuban rights are going to be key to a visit in the future, which now we know is going to be next month. also, the white house says he's going to have a sit down with raul castro which he's done previously last year, but not in cuba. he's also going to talk with entrepreneurs and ordinary cubans on that two-day trip. this is historic. we have not seen a president in the last 88 years, not a sitting american president visit the country. now that the president wants to open and normalize relations, not everyone here in the united states is onboard. just last night, two presidential candidates both of cuban decent ted cruz and marco

rubio denounce the president's trip. rubio called it an anti-american communist dictatorship and said the president should not be setting foot in havana. but its like that is now set for a few weeks from now at the end of march. >> certainly strong feelings there. the president says he will not attend justice antonin scalia's funeral this saturday. he will pay his respects tomorrow when his body lies repose in the great hall of the supreme court building. he died over the weekend, leaving his position open. president obama says he's going to nominate a replacement soon. republicans say the next president should be the one appointing the new justice. it is 6:26. coming up, wild weather whipping through the bay area. as we speak, we see rain, winds and even some lightning out there this morning. we'll check the timeline with kar and morning commute with mike in 2:30. vallejo where a three alarm

>> yes, we will. we have seen it it throughout the morning already. it will continue throughout the commute time and it has been very hit or miss and not all of us seeing those heavy downpours as it is now moving into parts of the peninsula and the east bay. we've even had some reports of hail in redwood city, but as we take a closer look, lightning strike that has been popping up here just to the north of oakley will continue to keep an eye on that. also, danville, san ramon seeing heavy rain moving through right around 680 and then also between dublin and hayward, we have a line of some heavy downpours there. redwood city that is the cell we have been tracking potentially producing small hail and that is moving into atherton and expect brief, heavy downpours that will last 10 to 15 minutes before you head out the door this morning. let's see how all of this is impacting the morning commute now with mike. >> kari, very pleasant despite all the unpleasant conditions.

lighter flow of traffic overall. doesn't look like that right here. 1 o01 just easing up for the last couple of minutes. let's show you the map. in the south bay, a couple school districts & seen a lighter commute. 87 and 101 just showing that. as we move out the big shot of the bay shows you the speed sensors showing the only unusual factor little bit lighter for hayward and tri-valley and over here towards the and bob redell is out there and 680 you see the rain coming down and right around the alamo area. we'll get an update from him on the roads coming up. back to you guys. 6:31. an update to breaking news we're following this morning. a baby was killed in a vallejo apartment fire as that fire broke out in flames early this morning. >> "today in the bay" stephanie chuang has been on the scene since we first came on air since 4:30 this morning. such tragedy for this family. >> yeah, absolutely, sam and laura. a tough discovery for the firefighters who found the baby

and the body of the baby inside this apartment building. 128 cathy ellen drive. this was around 1:30 this morning. they knocked down the three alarm blaze and then, again, made this driscovery. it was made where the firefighters believe the blaze began in the upstairs apartment where you still see water dripping from the fire that ended hours ago. now, first responders also took a woman to the hospital for cuts. the first first reported at 11:30 last night and spread quickly from one upstairs apartment to a neighboring one. mostly suffered water damage. and now the focus today on what figuring oout really what led up to this deadly fire. >> due to the fatality, there is a joint investigation being conducted by the vallejo fire department and vallejo police department. the conclusion will be available at a later time. >> now, 13 people are out of a home this morning. we're working with red cross to find temporary housing. meantime, vallejo's lead investigator is out here.

may have ended up in the hands of isis. it says someone last year stole a raid graphic device from u.s. contracting company working in the iraqi oil fields. insiders say it contains enough radio active material to create a so-called dirty bomb. iraq is now searching for the material with fears it may have ended up with isis fighters. the state department is downplaying the report. a one-time child abuse accuser suddenly recanted and the man who spent 18 years behind bars is about to be freed. that, according to the santa rosa press democrat says a judge yesterday ord oered the release of luther jones. jurors in lake county convicted him of sexual abuse back in 1998. his now 30-year-old accuser last week admitted her mother made her lie about the molestation saying it was actually done by another of her mother's boyfriends. the time jones was locked in a custody battle with. a san jose police officer

accused of rape is waiting to find out if he'll go to trial, again. prosecutors say graves raped a domestic violence victim back in 2013. they say graves, while on duty, took the woman away from her home, dropped her off at a hotel but then returned and raped her. graves attorney says the sex was consensual. an east bay man accused of making troubling threats against muslims scheduled to appear in court later today. in december, richmond police arrested william after they say he made relentless threats against a local mosque. they say he also posted a photo online of what appeared to be a pipe bomb, but that device turned out to be fake. prosecutors charged him with making death threats include a hate crime enhancement has not yet entered a plea. the bullet train moving full speed ahead right here in the south bay. could up and running between san jose and bakersfield within ten years. >> the latest update.

we go to "today in the bay" kris sanchez. kris, that station will be the so-called grand central station for the bullet train. good morning. >> you can see it's a pretty busy normal morning here. now, the big news today is that the high-speed rail could be coming north to silicon valley first before going south to burbank and down to anaheim and disneyland and l.a. and all of the rest of it. that is according to a new report that is due out on friday. a source in san jose city hall confirms that that announcement is coming as the high-speed rail authority releases its business plan that is out every two years. the planned route statewide also included the silicon valley and the central valley section under construction and now we know the construction will continue north from bakersfield to san jose instead of south to l.a. from bakersfield as detailed in the last business plan. a computer renderings illustrate what will happen earlier than expected here at the dirdon station.

just south of 80. we're guessing chains recommended for anyone heading there now, brian. >> not just recommended, mandatory. if you're coming into the sierra this morning. i just stopped by at my blue canyon outpost with my kids on the way home to check in on my little cabin down there. this is snow that has fallen overnight here. we have about six inches at 5,000 feet and only gets deeper as you make your way to the sierra. some resorts posting close to a foot. the snow came in and came in fast and hard overnight and this morning here at 5,000 feet, we're still getting a lot of wind, as well. gusts up to 30 miles per hour. we had snow blowing sideways for a while. luckily the snow hazard off a little bit here and now just getting some fog blowing through the area. cal trans had the highway shut down overnight and also a jackknife big rig just east of truckee. they since cleared all of that and they reopened the roadway and working hard to keep it clear for drivers who want to

make their way into the sierra and perhaps come sample some of this. all this new powder at the resort. little refresh for the resorts after a couple weeks of a dry spot. >> really good to see. with so many people from the bay area that head that way. >> timing is perfect here for ski week if you try to leave the bay area and kind of wet out there. let's get a quick check of your weather right now with meteorologist kari hall. >> seeing the rain hit or miss across the bay area this morning. in parts of the south bay, not seeing the rain within the past couple of hours and it's mainly now in the bay as we get a closer look at that rain continues to move through pleasanton. also to the east of danville and san ramon also seeing heavy downpours moving up 680. little bit farther to the south around dublin heavier downpours and to the south of hayward. see the cell moving off towards the east andier rain moving through east palo alto soon

going across the dumbarton bridge. watch out for that. we will see this rain pretty much tapering off throughout the rest of the morning, but still a slight chance of getting in on one of those heavy downpours just briefly and then later on today, here we are at 5:00 during the evening commute. it all looks clear still with some clouds lingering in the sky. we'll have another round of rain as we head into tomorrow. i'll deit tatail that and what expec expect as we head into the weekend. >> despite the slicker conditions, we haven't had a lot of activities on the roadways as far as spinouts or major crashes. that's great news. lighter build around the south bay because of a major school districts down here have the week off and northbound 101 at capital expressway. some slowing there and 87. the build is slower and kick over the next 20 minutes down here. i want to move the map up for the rest of the bay. you see this green highlighting and more likely to have slicker conditions being a factor for your drive. although, no major issues except

at 6:44. now to an investigative unit exclusive. teen suicide at the heart of the new study by the cdc this week centered in a bay area city. the investigative unit learned the same city that spent hundreds of thousands of dollars to hire security guards with criminal pasts to protect teenagers. records show palo alto city leaders paid $700,000 to val security over the past four years. part of a program called track

see that as we go into the rest of the weekend and the next couple of weeks now. the temperatures rather our rainfall has been over an inch of rain for some parts of the bay area looking good as we get a good soaking after such a dry spell of about two weeks across the bay area with some well above average temperatures. in san jose, 0.25 and we have seen much of the rain tapering off as the system wraps up and moves to the east but still really coming down farther towards the east as far as snow in the higher elevations. only been tracking a couple spotty, light showers. right now moving through parts of the east bay where we have some light rain moving across brentwood and parts of the delta. as you go from delta down to dublin, heavy rain indicated by bright yellow and shades of orange there which means brief, heavy downpours. parts of the peninsula moving into parts of the south bay, we will see some of the showers quickly moving through and as the warm weather is drawing a lot of people to the beaches,

much cooler today and this storm has really turned up some waves. we have a high surf advisory and also be anywhere from 12 to 15 feet from today into tomorrow evening. high temperatures much cooler than the past couple of days. we were only struggling to make it it up to 60 deit grees after having record highs earlier this week and reaching into the lower 80s. a major shift in our. as we get closer to the weekend, we're looking at a high of 61 and fairfield a high of 60 degrees. another chance of showers in the forecast for tomorrow the high pressure moving in will help us warm up and by the end of the weekend, upper 60s all across the bay area in san francisco. 65 degrees and feeling very comfortable. a look at all of our microclimates. we will be in the mid-60s on saturday and mostly sunny skies on sunday and a little bit warmer, closer to 70 degrees in the south bay on sunday. so, trending warmer for the start of the weekend and also
