camera. not the case this time around. meteorologist kari hall joining us with a forecast. >> the warmest day of the week is here and as you head out this morning, be prepared for a cool morning and a very warm and sunny afternoon. it's 53 degrees now in san francisco while 50 degrees in the peninsula and highs today up to 71 degrees in san francisco. check out the north bay and south bay. up to 78 degrees. i'll detail what else to expect as we head into the weekend coming up. let's see what's happening in dublin with mike. >> kari, this. the normal morning commute getting along at speed which will begin its typical restricted access at 5:00. let's look at your map and no slowing out of the area and overnight construction zones. the beginning of that express lane and over here through san ramon one lane blocked for each of those zones. south bay to the peninsula to the city. over in oakland we have construction around the maze and

that's pretty typical. that's for the roadways right now. you guys have a lot that's happening overnight. this broke last night. a man dead after being hit by at least one car on a freeway onramp in san francisco. the chp had to close down a few lanes on interstate 280 as they investigated last night's crash. it hand just before 11:00 at the monray boulevard onramp to northbound 280. the victim was not in a crosswalk when he was hit. now to a developing story a possible link between two unsolved mysteries. we first told you about human body parts found in fremont earlier this week but now investigators believe that gruesome case may be tied to a missing woman's case on the peninsula. >> the details that could be piecing those two cases together, kris. >> it wasn't until last night that police found evidence what they linked here near the dumbar

i dumbarton bridge. investigators did find more body parts here near where that woman's torso was found by fishermen sunday night. and evidence that led them to shellie's house in brisbane. her husband was not on home. on tuesday her husband, paul, a person of interest but not a suspect drove his car on to the bay bridge where he jumped to his death. police are not confirming her death, but via facebook the family did acknowledge that she and her husband have died and they're asking for privacy. the coroner has not officially identified the remains found here nor have they confirmed the death of shellie tishner. more on this throughout the morning, in fremont, kris sanchez "today in the bay." as we learn more information for an in doepth loepth investi we'll post updates. a new case twist in a mothe

found dead. police arrested him yesterday. he's being held for the death of 22-year-old stacey agular. she was last seen leaving a party with him. her body was found in a rural part of fremont a few days later. right now police are not saying how they're connecting him to the crime. 4:34. the santa cruz teenager accused of killing his 8-year-old neighbor heading back to court. adrian gonzalez charged with murdering madison middleton at their santa cruz apartment back in july. investigators found maddie's body in a nearby recycling bin. according to court records she was raped and beaten before being dumped inside of that bin. gonzalez pleaded not guilty and his preliminary hearing set to take place on monday. 4:34 right now. a man is recovering after being shot in marin county.

shooting happened last night in a movie theater parking lot. the victim was taken to the hospital. no word on his condition. police have not made any arrests. it's been quite a contrast between morning starts and afternoon finishes all week, kari. >> cool start to our morning, but, boy, what a lovely finish. >> boy, we're in for another one of those days before we have more clouds and some slightly cooler temperatures in time for the weekend. so, here's where we start now. it's 51 degrees in oakland and san jose. 41 degrees in concord and 45 in santa rosa. highs again like yesterday maybe a couple degrees warmer like spots in gilroy up to 78 degrees today. in petaluma 77 and 77 also in concord and dublin today and 76 degrees. heading into tomorrow, a couple sprinkles possible. i'll talk about that coming up in a few minutes. let's see what's happening on the roadways now with an update from mike. >> with a big look at the bay, look at all the roadways showing

up with green sensors. i want to call out what i'm watching over here in hayward. reports of a disabled vehicle just before the connector ramp there and just before the off ramp. no slowing shows up and the san mateo bridge nearby let's check on the foster city side and the peninsula coming down the incline. you can see, i guess that would be the decline. you can see traffic flowing very nicely. light traffic right now. back to you. happening today, back so soon? you better believe it. the behemoth of boats makes a second appearance in the san francisco bay. the benjamin franklin mega ship. it's the largest container ship ever to operate in the united states. first arrived in the port of oakland on new year's eve. scheduled to pass through the golden gate some time later in the morning in about two hours or so on its way to the port. the ship can carry up to 18,000 shipping containers. >> somehow the term mega ship can't do big ben justice.

a porful storm still causilots g right now to a developing story and a powerful storm still causing lots of problems along the east coast. this after leaving a path of destruction across the eastern seaboard. here's a live look at rockaway beach in new york. you see the waves. that is also where powerful

overnight storms caused a fishing boat to run aground. that's the vessel. you see it in the live picture right there sitting, waiting for further actions. earlier when a coast guard crew came the crew had to be rescued. the helicopter picked up some of the crew members and others swam to shore. everyone at this point has been accounted for. more than a dozen tornadoes, though, touched down yesterday just in virginia. four people died in tiny waverly, virginia, just west of norfolk. one of the victims was a small child. >> all you can do is kind of look away and. >> the storm brought heavy wind and rain across new york and new england overnight, as well. there are still concerns about flash. a meeting actually held last night as the panel is looking into complaints against the sfpd. stems from an incident back in december when five officers shot

and killed knife wielding suspect mario woods. some say watching closely for changes in the police department. >> procedures, interview people and we bring in experts to drill down and review data and go on ride alongs and training and hiring. it is a very rigorous process. >> the panel's recommendations are expected to come in the next six months. another meeting is scheduled to take place in two weeks. in the meantime, coming up next, we investigate. >> this extends way back past michael tyre's death. >> correct. >> the investigative unit uncovers what has been going on for years inside the bay area's most notorious jail.

the eve of friday. >> we have a few showers moving in, we need that, too. we're winning here. as we take a live look outside at the golden gate bridge. we don't want to go there. taking a look at the seven-day forecast at the bottom of the screen, it will be cooling down over the next few days. we are going to come down from the near record highs we have been dealing with and it feels nice and cool this morning as you head out, so take it in and enjoy. it is 44 degrees in the east bay and north bay. let's drop in on the east bay now where we do have 48 degrees

in sunol and alamo 49 degrees and walnut creek at 44 degrees. san francisco you're walking out the door to 53 degrees. i'll be watching these temperatures very closely today because some of these records are well below what we're forecasting today. like napa, the record is 67 degrees set back in 2002. i think it could get up to 76 degrees there. we'll be very close in spots like livermore and hayward and going above that record high. santa rosa today, the record is 72. we may make it up to 76 there, as well. heading into the day, we will have a lot of sunshine. and then tomorrow we start to see the clouds moving in and then here we are tomorrow at 5:00. we start to see some rain moving in to the north bay and there might be a couple of pockets of heavy rain. as it moves into the south and the east bay, a lot of that rain kind of fizzles out, but it looks like some of the accumulating rain may make it into the north bay and just north of san francisco.

so, as far as how much we could see, most of us getting about trace amounts and up to a tenth of an inch in santa rosa. into the next few days, we come down from the 70s today into the 60s. we'll have more widespread 60s inland and maybe even some 50s along the immediate coast by saturday afternoon. but it will feel a little bit more close to average for this time of year. heading into the weekend, we'll be in the upper 60s and the peninsula on saturday. chance of showers on sunday. slight chance at this time looking at 63 degrees in the east bay. i'll have another look at the forecast coming up and let's see how the roadways are moving in the east bay with mike. >> start with the oakland cameras. over here we're showing oakland towards high street which is not a big deal. and over here, also, the webster, too, from downtown oakland in and towards alameda. that is still close for the overnight and maintenance. not a surprise well posted in the area.

closing up 53 points to 16485. the nasdaq ending up 4543. a majority of u.s. companies are unprepared for a cyberattack. nearly half don't have an active response plan and 17% have zero plan at all and 17% say they don't believe they need one. cybercrime ranks high on the list for corporate america. the faa will consider allowing small drones to fly over people and that could take away from package deliveries and other commercial flights. amazon and google aim to start delivering google for the next two years, although they would face regulatory challenges beyond the faa, sam and laura. >> thank you very much. >> thank you. now to an investigative unit exclusive. a four-month nbc bay area investigation questionable inmates. >> senior investigative reporter stephen stock joining us this morning with a summary of what he found. >> good morning, guys. we discovered new allegations of physical and mental abuse of

inmates at the hands of corrections officers at the santa clara county jail. allegations never before made public until we found them. sources inside the jail fear and lack of accountability there. we analyzed data from independent jail observer program. the data shows incidents of allegations of officer mistreatment dating back to at least 2013. our insiders also say the problems date back to at least 2010 there. our findings were echoed by two independent auditors who interviewed nearly 1,000 inmates at the jail as part of the blue ribbon commission task with looking into the problems there. the commission was formed after the beating death of inmate michael tyree last september. three corrections officers now face murder charges in tyree's death. now, the data and our sources both say these problems stem from a lack of training and lack of resources and understaffing and no accountability at the

it is spring almost. certainly feels that way. we have been talking about it and as far as those with allergies, kari, you're tracking pollen counts already. >> everything has been blooming early. such dry weather recently and we had the tree pollen just exploding out there. a look at now some of the what may be ailing you. ash trees, alder and juniper. we still will have some more of

this high pollen count in the forecast as we go into the next several days. even with a little bit of rain in the forecast, kind of clears it out on friday and then goes back in time for the weekend. let's check in now with mike to see how the roads are moving. >> roads are going great, kari. speed sensors all around the bay except for altamont pass all show green. no build yet for the bay bridge. we'll see that toll plaza get a little more company. westbound here as well as into the city. we'll look towards fremont 880 and with the headlights down towards the south bay and east bay and south bay itself moving very well and then across over towards foster city and the approach off of the san mateo bridge. westbound picks up a few more cars but no slowing for 92 and back tayou guys. >> thanks so much, guys. new this morning, a hazmat situation in san mateo is over. crews say the smell of paint thinner came from laurel creek which runs behind the shopping

center. they put a boom in the creek last night to prevent the bay from getting contaminated. they took a sample from the creek. no one was hurt. off to the lab for testing. that's what's happening to an envelope containing suspicious powder sent to the u.s. customs office. the alameda office had to be evacuated after that discovery yesterday. an employee opened that letter and noticed the powder, but didn't think much of it until she started to feel a little dizzy. two other people in the office also started to feel sick. 20 others were quarantined. everyone is now feeling much better. investigators are testing that envelope just to be safe. it is 4:55. water safety concerns are mounting in several bay area schools. all school districts in sonoma county sent letters to parents saying their child may have been exposed to lead. comes after a drinking fountain tested positive for elevated lead levels. this after it spotted rust in the water back in november. this week the school told parents a few test results from

other sources also came back with elevated lead levels. >> it just kind of explains a lot because my daughter has always complained about, you know, not wanting to drink the water out of the fountain. >> the superintendent said old pipes and fixtures in the main building may be to blame. the building is more than 80 years old. hillsburg elementary has set aside up to $100,000 to repipe the school this summer. in the meantime, kids will keep drinking bottled water. >> can't be too careful there. former state senator leland yee headed to federal prissen for the next five years. nbc bay area broke that story of his arrest two years ago. fund-raiser and former school board president keith jackson also sentenced yesterday to nine years in prison. last summer the two pleaded guilty to soliciting bribes in exchanges for political favors and for plotting to smuggle weapons.
