glimpse of the famous benjamin franklin. i'm sam brock. >> i'm laura garcia-cannon. let's get to that thursday morning forecast with kari. warming up this afternoon, once again, into near record territory. we're now at 52 degrees in san francisco and the east bay. 43 degrees in the north bay. and a high today of 78 degrees in the south bay. 77 in the north bay. and the east bay looking at 76 degrees. so, this will be the last day of very warm temperatures before we catch a chance of rain. i'll talk more about that coming up in a few minutes. >> not for 880 itself. 880 moves very well and the lighter flow from here at the colise coliseum. if you're going through downtown oakland over to the island of alameda overnight maintenance should be just reopening and for now for the next few minutes use the bridges and high street park

over there. crews on 580 clearing in the next hour or so. no disturbance and only close one lane at a time there. slowing out of the altamont pass and i'll show you a live camera coming up. back to you. now to a developing story and a possible link between two unsolved mysteries. we first told you about human body parts found in fremont earlier this week. well, now investigators believe that gruesome case may be tied to a missing woman's case on the peninsula. >> "today on the bay" kris sanchez live with details with information that may connect the two cases together. >> it was not untail last night that investigators put the two cases together and it was not until they came back out here to the dumbarton bridge and found additional body parts near where that human torso was found. they found more body parts here where that torso was found by fisherman on sunday night and also evidence that led them to

shellie titchener's home. her husband not a suspect but a perb of interest was not at home at that time because on tuesday he drove his car to the bay bridge where he jumped to his death. >> he came with his son to my door looking for if i had seen anything. he was so emotional. nobody expected this. this is just not brisbane. >> police are not confirming shellie titchener's death but on the page committed to finding her one of the couple's children my mother and father have recently passed. the coroner has not identified the remains of shellie titchener but they are working to make that happen for the peace of the family. >> i can't imagine being those kids losing those parents such a tragic way. for an in-depth look into this complex investigation head to our website nbcbayarea.com.

a new twist now in the case of a missing young mother who later turned up dead. the family said that her boyfriend is now in jail accused of killing her. hayward police arrested esmid pedraza. aguilar was reported missing last week. she was last seen leaving a party with pedraza. her body was found in a rural part of fremont a few days later. police are not saying how they connected pedraza to that crime. a man is recovering after being shot in marin county. the shooting happened in a movie theater parking lot. movie goers had to stay inside while police searched the crime scene. no word on his condition and police have not made any arrests. high-powered attorney john burris is helping the family file a claim against the city of

oakland. the family said in december two men showed up at their door intoxicated and tried to force themselves inside. they said a gun was involved and physical intimidation. later the police department tried to cover the entire thing up. open police confirmed that an officer is now facing assault charges. three others are now on administrative leave and that incident is under investigation. the family, though, is demanding more answers. >> out of no where he faced my direction and then walked towards me and jumped on me and grabbed me really, really tight and we fell to the ground and, as a result, i had some bruises and some injuries to my right leg. >> in a statement, oakland police say the department, "takes all allegations of misconduct involving our employees seriously ensuring internal investigations are swift, objective and our priority."

an in-depth look at the police department. the panel is looking that claims against sfpd. stems from an incident when five officers shot and killed mario woods. some are watching closely for changes in the police department. >> procedures and we interview people on the department and bring in experts to grill down and review data and we go on ride alongs, training, hiring. it is a very rigorous process. >> the investigations will come in the next six months. another meeting will take place in two weeks. students will see extra security on their way to school this morning in san francisco. all of this coming as police investigate an alleged threat at south san francisco and el camino high schools. officers said they received an anonymous letter being made at students and staff at both of those schools. 5:05 right now. going to check in with kari.

a look at our forecast. things are going to turn tomorrow. >> it will turn tomorrow. getting ready for a chance of rain especially in the north bay but today all dry and another warm one. we start out at 52 degrees in oakland and 51 in san jose. looking at all the microclimates. we're up to 78 degrees in gilroy and redwood city 76 and in the marina at 65 degrees and some upper 70s for parts of the north bay while fremont is at 76 degrees and livermore 75. near record high temperatures today. once again, cooling down in time for the weekend. i'll talk more about that coming up in about ten minutes. let's see what's happening in the tri-valley with that commute now with mike. >> we have a dublin camera here. i zoomed it out a bit. pretty long shot here of traffic westbound at the bottom right here with the off ramp. looks like a lot of cars, but not a big deal as you look at your speed sensors and folks driving through the area, steady, easy build right here. out of the altamont pass seeing

at 5:10 breaking news from southern california this morning. firefighters are battling a two alarm brush fire this is happening in malibu. the flames are burning in the pacific coast highway just about three miles north of there. but you can see they're trying to contain it to this area but thick brush there. started about 3:30 this morning. it has already spread to about 20 acres forcing more than a

dozen homes to be evacuated. two camps with nearly 200 people also had to be evacuated so far this morning. no reports of injuries at this time. we will, of course, continue to monitor it as we approach daylight this morning and hoping to give those firefighters an upper hand. >> looks like a dozen fire tr k trucks out there or so. happening right now the return of the largest container ship in the u.s. in less than two hours the mega ship, the benjamin franklin could make its second visit to oakland. video of its maiden voyage back on new year's eve. >> bob redell live in oakland where hundreds of people get an up close look and i don't think the video gives you a good perspective of how large this thing is. >> one of the largest of its kind. good morning, sam and laura. we're here at middle shoreline park in the port of oakland which could be one of the best vantage point to see the benjamin franklin as it cruises

underneath the bay bridge. expected to take placically time between now and roughly 7:00 this morning. the reason the franklin attract so much attention is she is one of the largest ships in the world and the largest vessel to ever pour in the united states. she measures 1,310 feet long, 177 feet wide and 20 stories high. that's longer than the empire state building and wider than a football field. she's relatively new. christened only this past november. you might recall on her maiden voyage she did stop here at the port of oakland on new year's eve. right now on her way from long beach for her second trip to oakland. the port will load and off load containers on her today and tomorrow and then tomorrow she's off to seattle before heading back to asia. again, if you wanted to see her, obviously not at the golden gate right now, it's possible she's already in the bay, but you can see her anywhere along the san

francisco shoreline, treasure island and, of course, here. reporting live here in the port of oakland, bob redell, "today in the bay." >> i get calling it a she because she's a ship but it's benjamin franklin and it's large. >> a lot of cargo. >> you know what i'm saying, ladies. tim cook said building software for apple iphones would be like creating cancer. >> pretty strong words here out of the normally soft spoken ceo. >> cook did a fascinating interview for nba for their news program last night in which he explained the company could be sympathetic to victims of the san burn derburn deano and make software to refuse to crack open the iphone. cook told abc "the only way to get information would be to write a piece of software that we view as sort of the equivalent to cancer." we think it's bad news to write

scott, back over to you. alphabet said wednesday it will bring a google fiber to locations. up 25080 times faster than most current internet connections. not going to be everywhere mostly in dense areas like apartment building. s google isn't laying new fiber optic cables but relying on the existing cables and that will limit where it can go. other companies are working on faster internet, as well. al's fiber competitor, comcast, owns. >> in the interest of full disclosure. thank you very much, scott. a danger are ecigarettes. look what happens to the kentucky man on the right-hand side of your screen. it exploded in his pocket. he desperately tries to douse the flames and ended up with second degree burns. >> that's frightening. >> you have bomb in your pocket? i was like that. you have a bomb in your pocket. i was probably shocked.

at the bottom of the screen. come on over, take a look and make those plans for the weekend. it is now 43 degrees in the north bay. while the south bay is at 51 degrees. let's get a closer look here. and downtown it's 46 degrees and morgan hill you're walking out the door to 46 degrees, as well. i'll be keeping an eye on these temperatures today because if you're not going to go well beyond the record today, you may be very close in spots like napa. the record is 67 degrees set back in 2002. today the forecast is 76 degrees. we will be close in some spots, maybe a degree or two above in livermore. in san jose, we may be very close, but we may not set a record there and in hayward about six degrees above the record is the forecast today. also in hayward, we'll have a high of 76 degrees. so, as we take it hour by hour in livermore, nothing but sunshine today and quickly warming temperatures into the low 70s today. but we get ready for those

changes tomorrow with more clouds and all clear today, but here we are at 5:00 tomorrow evening and showers moving into the north bay and san francisco and parts of the peninsula. a lot of that rain does fizzle out as it moves farther to the south. only some trace amounts of rain expected for the south bay and east bay and a look at that forecast looking at the possibility of about a tenth of an inch in santa rosa and maybe a quarter of an inch. i'll keep tabs on that but let's head to the bay bridge with mike. >> we'll show you over the golden gate bridge, not a lot happening. that's great news. beautiful visibility to the north bay. you see the twinkling lights. let's look at your map. no slowing either. little build towards novato and san rafael. san leandro is way over here. over here your construction blocking one lane and highway 13 and the warren freeway.

we are tracking breaking news this morning in southern california. this out of malibu. live pictures right now. you can see still a very active scene of a brush fire that started out at 3:30 this morning at about ten acres and quickly spread to about 20 acres in size. we see that firefighters, emergency responders still on that scene trying to contain the flames. so far they evacuated a couple dozen homes. several hundred people, as well. campers and staff at nearby camps. so, we are keeping very close eyes on this situation as a fire, again, still burning. it's near the pacific coast

highway in malibu. evacuations ongoing and we'll keep you posted as soon as we get more information. 5:22. former state senator leland yee is headed to prison for the next five years. his sentence for his corruption scandal. yee's campaign funds arer and school board president keith jackson was sentenced to nine years in prison. last year the two pleaded guilty and f . santa clara supervisors are making jails and improving. the "mercury news" take away by a speech last night as leader of the board of supervisors. the death of an inmate last year, michael tyree, in the main jail means changes for how the jail is helped. the county is in the opening stages of building in four

years' time. meet to assess the new city's homeless action plan. the meeting comes amid the this week's declaration and calling it a health hazard. on tuesday people living there were given 72 hours to vacate. san francisco recently opened a new homeless shelter and so far has not been a popular alternative. talking a popular subject right now. politics and decision 2016. tonight is going to mark the tenth debate between the republican presidential hopefuls still jockying for position chasing that man, donald trump. this is going to be their final one before the super tuesday primaries. frontrunner, mr. trump, is going to be taking on senators marcoio and ted cruz who are locked right now in a fierce battle for second place. joining them, of course, john kasich and dr. ben carson. tonight's debate on cnn is going to be held in houston. also happening today. >> the senate expected to vote on the resolution following the

death of supreme court justice antonin scalia. >> tracie potts joining us with a look at the possible contenders to replace him. >> well, one possible contender is the governor of nevada who is a republican, brian sandoval was on the federal bench before he became governor of nevada. he was put there by president bush, a republican president. and now is being vetted by the white house for a possible nomination to the u.s. supreme court. republicans have said that whoever the president sends over they're not going to even question, but now the head of the committee that would do that questioning senator chuck grassley agreed to sit down with president obama next week and talk about this. sending a republican could throw a wrench into this committee's plans not to hold hearings at all. and that is still the leadership's position that they're not going to consider anyone because it's an election year and they don't think that's

be in the mid-60s. we start out already at 50 degrees and looking at highs today up to 76 degrees in the east bay. in san francisco, 71 degrees and 78 today in the south bay near record highs. but this will be the last day before wae ge get a nice littlel down. i'll detail that coming up in a few minutes. >> kari, quick look at the bay bridge toll plaza. the metering lights should be turned on any second. probably just turned on a few seconds ago.confirmation. the slowing sensors only show from the 880 overcrossing over towards the metering lights and for the maze approach. the crews clear from eastbound and one crew cleared and the other one around the 24 interchange. no problems for north of the san mateo bridge and south of the san mateo bridge the sensors move well and a live shot from san jose where we see a little build around there for 101. back to you guys. >> mike, thank you.

continue to follow breaking news from southern california. this out of malibu. right by the pacific coast highway and as you see there is is still a brush fire going on. a couple dozen fire trucks out there as they work to contain the flames. there have already been evacuations made to two dozen or so homes. a couple hundred people, including nearby camps. so far no reports of any injuries, but, again, this is an ongoing two alarm fire that started about 3:30 this morning that they are still fighting there in southern california. in malibu. we're going to keep you updated with all the details. now to another developing story, this one closer to home. another link between two unsolved mysteries. we first told you about human body parts found in fremont earlier this week and now investigators believe that gruesome case may be tie a missing woman's case on the peninsula. >> investigators revealed that they found evidence near the dumbaron bridge in fremont that led them back to brisbane and the disappearance of that mother of two. last night investigators found more body parts here, as well, near where that woman's missing torso was found by fishermen on sunday night and evidence that led them to shellie titchener's home in brisbane. investigators towed a white pickup truck, but her husband, paul, who was a person of interest and still a suspect in her disappearance was not at home at the time. police say on tuesday he drove his car on to the bay bridge where he jumped to his death. >> and i felt so bad. the worst part is the children. nobody expected this. i mean, this is just, this is just not brisbane. >> now police are not confirming shellie titchener's death but on the page dedicated to finding her one of the couple's children

writes my mother and father have recently passed. the coroner has not officially identified the remains found here near the dumbarton bridge nor have investigators identified an actual crime scene. >> just heartbreaking no matter how you look at it. thank you, kris. >> for an in-depth look into this complex investigation, head to our website nbcbayarea.com. we'll post updates there as soon as we get them. happening today in just a few hours, the santa cruz teenager accused of killing his 8-year-old neighbor heads back to court. adrian gonzalez is charged with murdering madison middleton at their santa cruz apartment back in july july. you may recall investigators found middleton's body in a nearby recycling bin. middleton was raped and beaten before dumped in the bin. gonzalez pleaded not guilty. his preliminary hearing is set to place on monday. a break in the case of a young mother who disappeared and was later found dead in fremont. the man that her family calls

her boyfriend is now in custody accused of killing her. paolo reyes joins us this morning. what are police telling you this morning about a detainment? >> good morning, sam. so far police are not saying how they're linking aguilar's boyfriend to her murder but her family said stacey was an abu relationship with this man. he is being held for the death of 22-year-old stacey aguilar. she was reported missing last week. she was last seen leaving a friend's party and her body was found in the rural part of fremont a few days later. right now police aren't saying how they're going to connect pedraza to the death. back to you in the studio. >> thank you very much. one we'll continue to follow.

5:and also new this morning a hazmat situation in san mateo is over but the strong smell that prompted it remains and it could last for several days. crews say the smell of paint thinner came from laurel creek which runs behind the hillsdale shopping center. they put a boom in the bay to keep the creek from getting contaminated. no one was hurt. a scare yesterday now off to the lab for testing. that's what's happening to an envelope containing suspicious powder sent to the u.s. customs office. the alameda office had to be evacuated after that discovery yesterday. an employee opened the letter, noticed the powder but didn't think much of it until she started to feel dizzy. then two other people in the office also started to feel sick. in total about 20 others were quarantined. today everyone is feeling better and investigators are testing that envelope just to be safe. water safety concerns mounting in several bay area schools. all school districts in sonoma county sent letters to parents saying their child may have been

exposed to lead. >> "today in the bay stephanie chuang joining us live and this all started when a school drinking fountain tested positive for elevated lead levels. >> that's right, sam and laura. now, what happened in flint, michigan, put a spotlight on this kind of issue. the two situations are very different. it doesn't change the fact that they have one drinking source that came back 60 times the and they tested 13 water sources altogether and eight came back undetectable or and three came back above and all from water fountains and the most alarming from a drinking fountain next to where students play during recess. now, testing for 880 parts per billion and that's almost 60 times more than the environmental protection agency limit for lead at 15 parts per billion. the school immediately shut down

the drinking water systems and the results came back in january and parents were just notified yesterday. the district said it had to wait. >> two reasons. we wanted to first know what we were dealing with and we want tad have a plan to fix it. >> now the district is blaming old pipes. they have set aside up to $100,000 to repipe the school this summer and in the meantime the kids will continue drinking bottled water. they have sent out letters to warn all 40 school districts about this issue because this issue is not contained to healburg. any building built before 1989 may have this issue and may need to take a look at it, as well. live in our san francisco newsroom, stephanie chuang "today in the bay." >> quite concerning for parents. let's get a look at the forecast now with kari. she has a look at our temperatures. >> temperatures go up quickly as we go throughout the day. feeling like springtime outside and fairly mild out there now. 52 in san francisco and oakland 45 now and napa and looking at

highs today in redwood city up to 76 degrees. 78 degrees in gilroy and the marina at 65 degrees. financial district 71. fairfield 70. fremont is at 76 degrees and livermore today 75 degrees. so, with all of these 70s today, we bring it back to the 60s tomorrow. i'll detail that and a chance of rain. that's coming u in about ten minutes. let's see what's happening on the roadways as we check in with mike. >> we'll show you san jose northbound 101. that burst we talked about, it happened right on schedule this has been in place for five minutes and now it's frozen in place. there we go. that was moving and just enough to kick off the sensors slowing from 680 where the camera is right by the s all the way up towards about oakland road. that will continue for about 20 minutes and then ease up and kick in, once again, about 6:30. that is your typical pattern for the south bay and typical over here. a smooth drive and this is typical for this week starting up with the greenville starting the express lane all the way

we continue to follow breaking news out of southern california this morning. live pictures above an aerial shot in malibu. homes have been evacuated in the area. it is close to mulholland highway and pacific coast highway. crews say that fire started about 3:30 this morning. they evacuated about a dozen homes so far. also very close to two camps.

when you think of summer camps being active, but, actually, they had to evacuate 80 and staff from the camp nearby and camp bloomfield is on standby with over 100 people there. firefighters tackling this from as many angles as they can trying to keep it contained. it's reminiscent to some horrif malibu fires that happened back in the late '70s where upwards of 200 homes were destroyed. you see the crew of firefighters that are really making attempt to contain this one. one we're continuing to follow all morning long for you. it's 5:43. back in the bay area and a lot of anticipation and excitement. is there enough water in the bay to contain it? we are talking, no pun intended about a container ship. the benjamin franklin mega ship. the largest container ship ever to uperate in the u.s. it arrived in the port of oakland back on new year's eve. >> bob redell back in oakland.

where is the best spot to get a look at this 1,300 foot ship or can you see it from everywhere? >> i am sure you see it along the san francisco shoreline if you're commuting to sf and the sun is up when it is supposed to arrive around 7:00 and we're right here along the oakland shores. it's the middle harbor shoreline and you see the bay bridge behind me. we're expecting this large, monstrous ship to arrive within just over an hour. cma benjamin franklin. one of the largest ships of its kind. the measurements on this are remark. 1,310 feet long. that's longer or taller than the empire state building and 177 feet wide and 20 stories high. she's able to carry, i correct myself, he is able to carry 18,000 20-foot long shipping containers. she was only christened this

past november and her maiden voyage took her here to oakland. that was this past new year's eve. right now on her way to long beach and the port, once she arrives, will immediately start to load and off load her containers and the turn around time is fast. h they want to get her out here as soon as possible. they want her out of here so she can head north to seattle and back to asia. again, the cma, cgm benjamin franklin. you shouldn't be able to miss her. very large, very wide expected under the bay bridge around 7:00. perhaps a little bit sooner than that. reporting live here at the port of oakland bob redell, "today in the bay." it is 5:45. now to an investigative unit exclusive. a medical can d vice sold to women for years and resulted in complaints about severe health problems. the investigative unit looks into the concerns about tvm. a device used to treat women with incontinence.

"mercury news" says people in sunnyvale are hearing strange noises coming out of apple's facility in the middle of the night. they call it a whine or pitch like a giant machine is spinning up, sam and laura. they're not quite sure what it is. it uses so much electricity that they have to wait until night because it's cheaper with the electric. so, you know, something to do with cars. >> apple worried about theirtric bill. >> i doubt it. but they're not commenting. >> they're not commenting and won't say anything. city records say it's zoned as automotive, so, again, we think cars. but why the giant whine? we're not quite sure. rises in pitch. >> maybe delorean.

if anyone will do it, it will be apple. right now to a developing story and a powerful storm still causing lots of problems right now along the east coast after leaving a path of destruction across the eastern seaboard. the storms caused the fishing boat to run aground along long isla island. check this out when a coast guard crew came to help out that boat overturned. some of the crew then had to be rescued by helicopter. other crew members swam to shore. everybody had now been safely accounted for. meantime yesterday more than a dozen tornadoes touching down in just the state of virginia. four people died in tiny waverly, virginia. that's just west of folk. one of the victims was a small child. >> all you can do is kind of look away and you see all that fire. >> yeah. >> man. storm brought heavy rain and wind across new york and new england overnight. this is an ongoing problem for folks on the east coast. there are still concerns, as well, about flash flooding.

>> it's almost foreign to us here in the bay area if you have not been tracking what is going on in other parts of the country. >> so quiet here, but so stormy out east and they also had to deal with a lot of snow storms and severe weather. here we continue on with our calm conditions as we head out the door this morning. taking a live look at san jose. mostly clear skies and another beauty for this afternoon. and as the seven-day forecast comes up at the bottom of the screen, you can see how warm it will be today and then a little bit of a cool down heading into the weekend. it is nice and comfortable now. a cool start at 45 degrees in the north and east bay. a close look at san francisco now where we do have 55 degrees now in the castro. 54 degrees as you head out and as we go into the day, we will have some record highs possible again today. we had several spots where wae were watching those highs being set yesterday. and we're looking at a high today. the record in livermore. 74 degrees set back in 1986.

the forecast today is 75 degrees. in napa the old record at 67 and we could get up to 76 there in san jose. we'll be close. hayward maybe six degrees above the record and four degrees above the record in santa rosa if we hit those forecast highs. let's take it hour by hour in san jose where we start out in the 50s and mostly sunny skies for the start of the day. nothing but sunshine all afternoon. quickly warming up those temperatures. we'll be at 75 degrees at 3:00 this afternoon. a look at the futurecast. getting ready for some changes. by tomorrow, we'll start to see some clouds moving in and then here we are just in time for the evening commute heading out to dinner tomorrow evening. it will be starting to rain in the north bay, san francisco and parts of the. moving into the east bay, a lot of that rain just kind of fizzles out as it approaches the south bay. not expecting much in the way of measurable rain there, but a quick sprinkle we head into the weekend. and some of the rainfall totals

right now look very light for most of the bay area. anywhere from san francisco on farther to the south. you will have just a little bit over a trace amount of rain. up to a tenth of an inch in santa rosa and little higher farther to innorth. i'll keep tabs on that and let's see how it looks as you head out on the roadways now with mike. >> start with the san mateo bridge which is more popular now. a few more folks heading westbound. a clear view. look at the high rise across the bay. look at your map and we'll show you across the bay a smooth drive for 92 and dumbarton bridge. it's hayward. we mentioned hayward before the build is on and down towards union city and for the slowing, it's not that bad and not that big of a deal right now. this morning's commute looks great and slowing through pleasanton and no problem for the walnut creek change. the bay bridge metering lights are on and slowing coming down towards university for west 80. the peninsula palo alto nice flow of traffic and southbound

5:56. an oakland family speaking out about a bizarre. john burris is helping that family file a claim against the city of oakland. the family says back in december two men showed up at their door intoxicated and tried to force themselves into and a gun was involved as well as physical intimidation. oakland police confirmed that an

officer is now facing assault charges. three others are also on administrative leave and the incident is under investigation. but the family wants more answers. >> out of no where, he kind of faced my direction and then just walked towards me and jumped on me. and grabbed me really, really tight and we fell to the ground. and as a result, you know, i had some bruises and some injuries to my right leg. >> in a statement, oakland police say the department, "takes all allegations of misconduct involving our employees seriously. ensuring that internal investigations are swift, fair and objective is our priority." it is 5:57. the san jose police department is a step closer to getting a permanent leader. they are recommending eddy garcia be appointed as the chief of police. he has been acting chief since mid-january. garcia joined the force when he was 21 years old. his goal to make san jose the

large city it used to be. a four-month nbc investigation discovered questionable treatment of inmates. >> stephen stock joins us this morning with a summary of what he found. >> well, good morning, guys. we discovered new allegations of physical and mental abuse of inmates at the hands of corrections officers at the santa clara county jail. allegations never before made public until we them. now, sources inside the jail describe a culture of fear, intimidation and lack of accountability there. also analyze data from santa clara county independent observer jail program. the incidents of allegations of officer mistreatment dating back to at least 2013. our insiders also say the problems date back to at least 2010 there. our findings were echoed by two independent auditors who interviewed nearly 1,000 inmates at the jail as part of the blue ribbon commission task with looking into the problems there.
