malibu. this is in the pacific coast highway as they continue to try to contain those flames. there have been evacuations. we'll bring you an update in less than two minutes. and i'm kris sanchez near the dumbarton bridge where fremont investigators have been looking for answers regarding the dismemberred body of a woman. what they found is evidence that leads them to a missing woman's house in brisbane. >> i'm bob redell live in the port of oakland where one of the largest ships in the world will call home in the next 24 hours. "today in the bay" starts now. 6::00. good morning to you. thanks so much for joining us. i'm laura garcia-cannon. >> i'm sam brock. here in the bay area, calm is the word. >> that's right. let's check the forecast now with kari. >> good morning. will have some warm temperatures again today. in fact, the warmest day of the week and some of us reach into the upper 70s. we start out right at about 50 degrees everywhere except the

north bay at 44 degrees. and looking at a high of 76 degrees in the east bay. tri-valley 77, as well as 77 in the north bay. i'll detail these warm temperatures and a look ahead to some rain in time for the weekend. that's coming up in a few minutes, but let's check in now with mike to see how it looks as you go across the bay bridge. >> kari, the backup at the toll plaza is already here. the metering lights at 5:30 or maybe 5:29. no major problems. there's the backup. we look at your map and the approach coming out of the maze off the east shore freeway a build. the east shore freeway is slowing basically the race track golden gate field and down towards the berkeley curve. a typical trend and a lighter east bay travel flow nicely for highway 4. a little slowing through pittsburg and hayward shows the biggest build and northbound 101 through san jose. that build right here from 680 itself up to oakland road. no surprises, guys. back to you. >> thank you very much, mike. hoping for no surprises in

this breaking news that we're following this morning because a raging fire in malibu kept crews very busy for the past several hours. these are live pictures from above the fire. they were trying since about 3:30 this morning. crews have said that the fire spread now to about 20 acres so far. forcing more than a dozen homes to be evacuated. a nearby camp with 80 kids and staff completely evacuated this morning and a second camp is also preparing to evacuate, if need be. more than 100 people are at that camp. about two miles from the fire lines. as the helicopter kind of pulls out a little bit, gives you a broader range of all the firefighters that have been lining up to try to tackle this fire and get it under control. the good news here is no one has been hurt as of yet. and as of last check, crews say the fire is actually moving north. one we'll continue to follow this morning.

all coast guard crew members accounted for now, but not after a wild sequence of events. as you saw there boat capsized. caused a fishing boat to run aground along rockaway beach. someone airlifted and capsized with five crew members aboard and all of whom had to swim to shore and the helicopter rescued some of the seven stranded fishermen by air without incident. as for the storm, it's part of the same system that triggered deadly tornadoes in the south and all along the eastern seaboard. a developing story and yet another twist in the case of body parts found near the dumbarton brimg. police now say a woman's torso and other human remains could belong to that of shellie titchener. a woman missing from brisbane. >> we know her husband jumped off the bay bridge killing himself on tuesday night. kris sanchez live in fremont. are investigators connecting these two cases or what kind of

link are they making? >> they're not telling us what evidence they found, but they said they found evidence near the dumbarton search that led them to shellie titchener's house and along with that evidence they said they found other body parts, as well, near where a woman's torso was found by fishermen on sunday night. investigators headed to the brisane home of shellie titchener. investigators towed a white pickup truck from that home, but titchener's husband, paul, a person of interest was not at home because, as you said, according to the chp on tuesday, he drove his car to the bay bridge where he then jumped to his death. >> the worst part is that the children, nobody expected this. i mean, this is just, this is just not brisbane. >> the police are not confirming shellie titchener's death but on the page committed to finding her, one of her sons writes, my

mother and father have recently passed. the coroner has not identified the remains here at the dumbarton bridge and investigators have not yet identified where the crime scene might have been. fremont, kris sanchez, "today in the bay." >> thank you, kris. for an in-depth look into this investigation, we will post updates there as soon as we get them. at 6:05 new this morning a man is dead after being struck by at least one car on a freeway onramp in san francisco. the chp had to close down a few lanes of interstate 280 as they were investigating last night's crash. it happened just before 11:00 at the monterey boulevard onramp to northbound 280. that victim was not in the crosswalk when he was hit. at 6:05 right now. a man is in jail this morning accused of killing his own girlfriend. a young mother from san jose. ward police arrested esmid pedraza yesterday and he is being held for the death of 22-year-old stacey aguilar.

last seen leaving a friend's birthday party in hayward with pedraza. right now police are not saying how they connected pedraza to the crime. happening today in just a couple of hours, the santa cruz teenager accused of killing his 8-year-old neighbor heading back tacourt. adrian gonzalez is charged with murdering maddie middleton at their santa cruz apartment back in july. investigators found middleton's body inside a recycling bin. middleton was raped and beaten before being dumped in that bin. gonzalez pleaded not guilty. his preliminary hearing is set to take place on monday. thousands of kids exposed to lead. that's the warning this morning all parents in sonoma county after school found elevated levels of lead in its drinking fountain. >> you hope this is an isolated incident. stephanie chuang joining us in our newsroom. >> yeah, sam and laura.

just in case it's not an isolated incident. the noma county is warning all school districts to pay special attention if they have schools built before 1989. is the water cloudy, is there a bad odor coming from that water, if so, test that water. this is happening after healdsberg elementary school. in fact from one drinking founter next to where students play during recess the water tested for 180 parts per billion and that is almost 60 times more than the environmental protection agency limit for lead which is 15 parts per billion. a staff member first spotted rust in the water in november. the school says it immediately shut down drinking water sources and brought in bottled water. test results came back in. >> jeff: january and the notifications went out yesterday. some parents say they're unhappy with that timeline.

>> especially when it comes to contaminants in the water it's important to notify the parents step by step. >> the school district said it wanted to wait for all the information and come up with a corrective plan. that means setting up $100,000 to repipe the school this summer. the sonoma county public health department also went to that campus this week to collect its own test samples and the results from those tests should come back by tomorrow. live in our san francisco newsroom, stephanie chuang "today in the bay." students will see extra security on their way to school this morning in san francisco. comes as police investigated an alleged threat at south san francisco and el camino high schools yesterday. officers say they received an anonymous letter saying there was threats being made against students and staff at both schools. details of a threat are not being released. happening today, a water report card. how well are we conserve water during this historic drought? state regulators giving their

monthly update on the progress made in january. you might remember governor brown mandated a water cut back last year. this past december marked the third straight month that californians missed that target. they only used about 18% less water then. however, the state saved a combined 20.5% since june. so, we're still meeting our target in total. >> there we go. we need more rain. see if any is headed our way. not today, though, kari? >> not today but a chance of rain in the forecast for tomorrow and that is mainly for the north bay. now temperatures as you head out under clear skies 50 degrees in san carlos and 51 degrees in oakland and san jose. in the lows now in the north bay but we're looking at highs everywhere that will be in the upper 60s to mid-70s. some upper 70s in spots like petaluma and concord. 76 degrees today in dublin. speaking of dublin, mike has a look at what's happening on the roadways there. >> speaking of dublin. there you go westbound 580.

we see a good number of cars. this express lane right here. this is where you have to exit. this is around and otherwise you're locked in at hacienda. let's look at your map and see how that plays out. the slowing that is popping up here all week as we had that express lane. you can access in and out all the way from and locking to foot hill which is just past that interchange. southbound 680 shows the build and so does westbound 84 coming through the city and not a major surprise there as far as the direction and the flow. northbound 101 goes very well through san jose and little blip and 85 some slowing over the next 20 minutes and track that for the normal south bay commute. hayward shows a normal build for 880 around san mateo bridge and west 80 slows from golden gate field down to the berkeley curve. >> thank you very much, mike. 6:. does the flu shot keep you from getting sick? new numbers that show just how

checking back in right now in southern california and malibu as you watch those helicopters doing airdrops there. we've been following a brush fire near the pacific coast highway in mulholland since about 3:00 this morning. and to clarify about 100 people evacuated in that area. what we're seeing in the light of day now it appears that a lot of those flames have been, fact. to get a wider perspective before really being able to know the extent of the brush fire at this point but the last reports we have are about seven acres of

fire. again, this is in malibu by the pacific coast highway and evacuations mostly for a nearby camp, camp shalom. about 80 kids and staffers there and as well as some homeowners nearby and a dozen homes evacuated. we're staying on top of this. it's 6:15 right now. switching gears. did you get your flu shot yet? centers of disease control and prevention says this year's vaccine is one of the most effective in years. the flu shot this year cuts your risk of getting influenza by nearly 60%. last year the vaccine was only 23% effective. sorry about that shot. >> you know what, just get a little band aid, it's okay if it stings for a second. tim cook says that building spy software for apple iphones would be like creating cancer. >> scott mcgrew strong words out of the normally very soft spoken ceo. >> cook did a fascinating interview for abc for their nightly news program last night.

he tried to explain how the company could be sympathetic to the san bernardino shooting and help the fbi with limitations and still refuse to make software to crack open that iphone used by shooter farook. cook told abc the only way to get information is to write a piece of software that we view as sort of the equivalent of cancer. a we think it's bad news to write, would never write it, we have never written it. franklin" first came on new year's eve. >> one of the founding cargo ships if i'm not mistaken. bob redell has more on the second bay area visit. bob? >> sam and laura, we're expecting the cma benjamin franklin to arrive around 7:00 and it is 6:20 and there he or she, whatever gender he is or she is is cruising right now underneath the bay bridge. you can get a sense just looking at that ship just how large it is. it is one of the largest container ships of its kind in the world. it can hold 18,000, 20-foot long containers. just to give you some perspective the ship that comes in here that you see going underneath the bay bridge into the port of oakland. those ships usually only contain or hold or carry 8,000 containers. that gives you a sense of how much bigger it is. 177 feet wide, 20 stories high,

1,310 feet long. obviously, that's taller than the empire state building. >> this came around the corner i honestly got chills. i worked in the shipping industry for ten years. and never seen anything like it. it's massive. it's beautiful. there have been pictures of it, videos coming under the golden gate bridge. it is immediately an iconic representation of the shipping industry. >> that's my example with the port of oakland recalling the last time and the first time that the benjamin franklin was here at the port of oakland. that was new year's eve on her maiden voyage. she's arriving here 55, 56 and the idea is to get her out of here within 24 hours. they have load and off load all those containers and the idea is she will leave tomorrow morning and head back north to seattle and once she's done in seattle will head back across the pacific back to asia.

a great way to start out the day with mostly clear conditions looking across the south bay. as you head out this morning, grab a jacket. it is cool. it is 52 degrees in san francisco and 51 in the peninsula and south bay and a close look at the south bay now it's 45 degrees in morgan hill and 45 degrees downtown. as the seven-day forecast comes up at the bottom of the screen, you'll see how our temperatures cooling off the rest of the day into the weekend and today still very warm. hour by hour in livermore. nothing but sunshine and highs today reaching the low 70s. and we're in for some changes heading into tomorrow. we will have an increase in cloud cover and then here we go with some showers. very scattered all across the bay area. starting in the north bay and then kind of fizzling out as it moves to the south bay. some of the wider amounts of rain expected there and then on saturday all clear, once again, with some cooler temperatures. as far as how much rain we could see, not a lot. just enough to wet the ground in many spots. if you are planning to head over to the sierra, the squall

valley, alpine meadows report shows that temperatures will be in the upper 50s today. more melting snow and we'll see that throughout the weekend. but we do still have a base of about 64 inches and at thet, 123 inches. and we're seeing 70s today in the forecast. looking at more widespread 60s as we get ready for a cool down tomorrow and even some 50s along the immediate coast saturday. one of the cooler days of the weekend. sunday goes back up. we'll have another chance of rain. i'll be keeping tabs on that. let's see how it looks as you cross the san mateo bridge with mike. >> show you westbound starting to slowing now because of that volume of traffic. no incidents reported, though. trust me, that's good news. show you slowing from the hayward side and source of the traffic off of 880 and the dumbarton bridge will show more slowing and at your typical pattern and slowing for the tri-valley in towards that commute and then there's pleasanton. the rest of the bay, no surprises. i'll show you palo alto more

coming up in a few minutes. let's get a look at the bay bridge now with mike. >> since we have this, we'll provide more and here are the lights. there is the toll plaza and there the metering lights, but look above. there is the ben franklin right here. so, the cranes that provide you and that is an immense ship right there. that is why we're tracking it. a huge situation, but not on the roads. the roads are moving well as we look at your map. a smooth drive. some folks might slow to see this but most folks are focused on the radio and how long it will take them to get to their first meeting. over here looking towards the tri-valley. 680 and 880 both slow. trend towards fremont not a surprise here and a nice easy drive across the dumbarton and san mateo. 87 and 85 now show the slowing only because of that volume. no major incidents, guys. back to you. 6:31. a developing story and yet together twist in the case of body parts found near the dumbarton bridge.

"today in the bay" kris sanchez joining us live in fremont. are investigators connecting these two cases? >> they have revealed some information that is providing some heartbreaking answers for the two sons of shellie titchener they were back out here near the dumbarton bridge where they found evidence linking body parts found here to shellie titchener in brisbane. they went to her home last night and impounded a white pickup truck there but they did not find her husband there. that is because, according to the chp, he jumped off the bay bridge to his death on tuesday night. >> and i felt so bad. the worst part is the children. nobody expected this. i mean, this is just not

>> now, police are not confirming shellie titchener's death but on the page dedicated to finding her one of the children writes my mother and father have recently passed. paul titchener was not considered a suspect but a person of interest. and he is the one who reported her missing over valentine's day weekend from their home in brisbane. the medical examiner has not officially identified the body parts that were found here at the dumbarton bridge but investigators out here last night and they stid did find evidence that led them to shellie titchener's home in brisbane. 6:33 right now. let's check back to our breaking news happening in southern california this morning. this is the fire that is burning since about 3:30 this morning. firefighters have been attacking it from all angles, including water drops from above. about seven acres so far.

we just got new report that 30% contained. these are pictures from earlier this morning before the sun's arrival this morning. you can see the flame leaping up. thick brush that they're dealing with here. they had to evacuate about 100 people from a nearby camp and a couple dozen homes were evacuated, but so far no reports of any damage orjuries. we'll continue to dip back into these pictures as new information becomes available to us. in the meantime, developing right now a coast guard team is safe after their boat capsized during a rescue on new york's longened. it started when a fishing boat ran aground along rockaway beach. the coast guard team swam to shore and a helicopter rescued some of those fishermen. you see the video there. everyone issed for. >> this is just the latest problem from the storm that triggered showers in the south. miguel has a look at some of the devastation from oxford, north carolina. >> the damage here certainly is extensive.

eight people have been killed in this storm. at least three in thissen alone. you can see this home behind me, one of the many that are a complete loss here. the roof is completely peeled off and walls are missing and trees all across this area have been toppled. the damage is going to be extensive. the storm blew through here in a matter of hours and take months to rebuild. the storm system slammed at least ten states, bringing snow to the midwest, bringing high winds along the gulf coast and even tornadoes in this area. as you mentioned just a short time ago, even those winds are affecting the waterways up in new york and the washington, d.c., area. we saw that rescue by the coast guard. it is certainly going to be a busy day for cleanup and rescue teams all across this region, guys. >> miguel reporting for us. thank you. it is 6:35 right now. department of justice taking an in-depth look at the san francisco police department. a meeting was held last night as the panel looks into complaints against sfpd. stems from an incident back in december when five officers shot

and killed knife-wielding suspect mario woods. some say they'll be watching closely for changes in the police department. >> policies, procedures. we interview people both on the department. we bring in experts to drill down, review data. we go on ride alongs, training, hiring. it is a very rigorous process. >> the panel's recommendations are expected to come in the next six months. another meeting is scheduled to take place in two weeks. new this morning, a hazmat situation in san mateo is over, but the strong smell that prompted it remains. that could last for several days. crews say that the smell of paint thinner came from laurel creek, which runs behind the hillsdale shopping center. they put a boom in the creek last night to prevent the bay from getting contaminated and they took a sample from that creek which turned out to be a petroleum product. 6:36. off to the lab for testing. that is what is happening to an envelope containing suspicious powder sent to the u.s. customs

office. the alameda office had to be evacuated after that discovery yesterday. the employee oepthened letter and noticed the powder and didn't think of it until she started feeling dizzy. two other people in the office also started to feel sick. about 20 others were quarantined. everyone now feeling better, but investigators are testing that envelope just to be safe. there are water safety concerns this morning and they're mounting in several bay area schools. all school districts in sonoma county sent letters to parents saying their child could have been exposed to lead. this coming after a drinking fountain tested positive for elevated levels of lead. a staffer spotted some rust in the water back in november and this week the school told parents that a few test results from other sources also came back with elevated lead levels. >> well, it just kind of explains a lot because my daughter has always complained about, you know, not wanting to drink the water out of the fountain. >> and their investigation the superintendent in schools say both pipes and fixtures in the main building might be to blame.

the building is more than 80 years old. healdburg elementary set aside $100,000 to repipe the school this summer. in the meantime, the kids will continue to drink bottled water. happening right now at 6:38. take a look at this. on its way into the bay. there's been so much anticipation and really excitement as the benjamin franklin mega ship is back. the significant cargo vessel fir first arrived in the port of oakland on new year's eve. >> coming back for its second bay area visit. al will line-up to get a up close look at something many of us can see from a distance, too, bob. good morning. >> there she is. "benjamin franklin" her second time here at the port of oakland within about the past month and a half. you're looking at all 1,310 feet length of her. and you can't see, but she's 177

feet wide. wider than a football field. taller than the empire state building in terms of length and about 20 stories high. just one of the largest container ships of its kind. we have justin here with the port ofland. you work here at the port, but you sailed on ships before. from your point of view, to see something like this to look at the engineering i'm just curious what your impression is. >> it is a marvel. in my working career i was on vessels upwards of about 45, 5,000 teus and that felt large at the time. this is four times that size of vessel. so, it's impressive. they're running these vessels with the same amount of crew, probably between 24 and 28 total crew onboard this vessel. >> the typical container ship typically has 8,000 containers and this? >> this is an 18,000 teu vessel right now. you are looking at her. probably 50% capacity onboard

the vessel. >> she can hold 18,000 containers. >> you bet you. what you see above deck right now, there is that much and even more of those containers below deck. >> so, she's going to pull in and the idea is to get her out of here as soon as possible and go back to seattle and eventually to asia. when she gets into the port, what is going to happen over the next 24 hours? >> correct. it is going to be pretty quick operations here. she is going to come along side and she cleared customs and get cranes probably upwards of four to five cranes and start working her as soon as 8:00 this morning and worker two shifts and the plan is to get her off the dock tomorrow morning at 0700. >> you know, i just look at the people power involved. one, to get her in here without wrecking and, two, to get those containers on and off and know which container to pick and which one not to pick. >> absolutely a lot of planning. a lot of planning in advance to know which bays are designated for oakland. some bays on there designated

richmond district and fairfield also 70 degrees. 77 in concord and dublin 76. mike has a heads up for some east bay drivers. what is going on? >> a crash reported powell. look. there's the east shore freeway and there's powell and onramp and even cleared to the shoulder much betters than was originally reported. glad we have the live camera for you there, folk. we show slowing through the area, that is not unusual. what is unusual how well everything else is flowing. walnut creek interchange and slowing oon the hayward side and moving across the san mateo and dumbarton bridges. san jose the first northbound build and moves up towards the rest of silicon valley and no major crashes and that express lane over in dublin looks like it has been helping. more news for you right after this break.

at 6:45 this morning. this man is under arrest accused of killing his girlfriend. a young mother from san jose. >> aolo reyes joining us live in hayward with the latest twist in the investigation. paolo, good morning. >> good morning, sam and laura. police are not linking this man now to stacey's murder but her family says this man was her boyfriend and they're very relieved to know he is behind bars. 23-year-old esmid valentine pedraza was arrested. he is being held for the death of 22-year-old stacey aguilar.

we spoke to her mother and she said she feels relieved and hopeful that justice will be served. she said she felt happy but said at the same time whatever punishment he gets will not bring her daughter back. aguilar was reported missing last week and last seen leaving a friend's party in hayward and her body was found in a rural part of fremont a few days later and planning for her funeral and in the meantime pedraza will appear in court tomorrow. reporting live, paolo reyes. 6:46. now to an investigative unit exclusive. a warning this morning about a medical device and resulted in thousands of complaints about health problems. tvm. a device used to treat women with incontinence.

day. another warm one and then tomorrow we'll get little bit of rain, which we need, of course. and as the sun rises, let's just take a look at that. just absolutely gorgeous. as you see the sun coming over the horizon and a view of the bay bridge. wow, that is a great way to start out the day. as the seven-day forecast come up at the bottom of the screen and direct your attention from the sunrise down to the bottom where we will have cooler air moving in. it is cool out there now. take a lookt a these temperatures in the north bay. it's 44 degrees and 46 in the east bay. getting a close look now at the north bay. santa rosa we're at 44 degrees and san rafael also 44. as we take it hour by hour in berkeley, we start out at 53 degrees at 8:00. and then we jump it up to degrees by 11:00. and into the low 70s through the day. just perfect with the light wind and a lot of sunshine and that wind also blowing around a lot of allergens. take the allergy pills today because we will have ash, alder

and uniper floating through the air and also a low amount of mold spores. into the next few days, we will have slightly lower amount of pollen the air tomorrow and then it goes right back up in time for the weekend as you head out with those outdoor activities. so, looking at some mainly clear conditions and temperatures today reaching into the mid to upper 70s. and we're at 70 degrees today in richmond district. in napa, 76 degrees. and 74 in oakland and 76 in pleasanton. we're in some for some changes and we need it at this point. we will have more clouds moving in tomorrow and some scattered showers for tomorrow afternoon. it starts in the north bay and approaches san francisco at 7:00. and then it just kind of falls apart as it moves into the south and the east bays. it looks like it will bring at least a slight chance of some measurable rain for the south bay. some of the more measurable rain in the north bay where we could have up to about 0.04 of this looking like a little less of a previous run of the computer

models and temperatures cooling down, as. let's see what's happening in the south bay with mike. >> quite an easy drive for the bay and we do have congestion. 101 san jose and give you a peek at 101 from palo alto. much easier drive along that peninsula and it will be reflected in our sensors, as well. start to see that right around embarcadero and university. we lose that lane. i just showed that to you. slowing on the live camera north 101 at 680. right at that 17 crossover we see the most notable change over the last few minutes. moving towards the dumbarton and san maeo. the tri-valley a real easy drive. and pleasanton slowing through sunol. the build big here but we're looking at a crash, also, that just popped up at railroad and, of course, the bay bridge metering lights are on and the stall looks like it is cleared

and staff at schools built before 1989 about possible levels of lead in the drinking water. multiple drinking water fountdens at healdburg elementary that came back with higher numbers of lead. the school said it immediately shut down drinking water and brought in bottled water. test results came back in january and the notifications coming up just yesterday and the district waited until all the information was out. healdburg elementary is repiping this sample and they took the own water samples from the school this week and those results are due back in by tomorrow. stephanie chuang "today in the bay." and i'm bob redell. live here at the port of oakland where for the second time in a couple of months one of the world's largest container ships is arriving. as you can see, we have tugs here pushing in the benjamin franklin which is owned by the
