"today in the bay" starts right now. a very good morning to you and thanks so much for joining us, i'm laura garcia-cannon. >> i'm sam brock. big changes in the works and kari hall joins us with a look at your forecast. good morning. >> good morning. starts out all clear and no fog like we had yesterday and may see that moving back into san francisco for the next couple of hours. visibility is clear and temperatures in the mid-50s and looking at 67 today in san francisco while the north bay is at 70 degrees a few light showers there late and else where it stays dry with a mix of sun and clouds. i'll detail what to expect as it turns very soggy across the bay area heading into the weekend. that's coming up in a few minutes, but the san mateo bridge looking like it's getting a little more busy there, mike. >> few more cars and westbound

will be the taillight and you talked about the fog. kari talked about the fog coming in commuting towards san francisco. this view was a problem yesterday, not today. let's look at your map. not a problem for the speed sensors either. construction through 580 and no lane closures and meanwhile the rest of the bay moves well. over here west 580 starts the slowing out of the altamont. back to you. not a typical tuesday. super tuesday. decision 2016 the most pivotal day in the campaign so far getting under way this morning. 12 states and hundreds of delegates and seven candidates all hoping to stay in the race. this is a live look at roanoke, virginia, this morning where a little quiet. >> just building up excitement there. >> just a matter of time. >> you mentioned hundreds of delegates at stake. "today in the bay" kris sanchez is tracking all things for us super tuesday this morning how are things stacking up so far, kris. you doing some number crunching? >> 12 states are going to the poll and each party does have a

clear frontrunner and we have poll numbers, too. bernie sanders just cast his vote in his home state. this is video from the last half hour or so. vermont is one of the 12 states holding primaries today and he is expected to win there in vermont. even with that win he trails hillary clinton by ten points and according to the most recent nbc news survey monkey poll. that poll just closed on monday. on the republican side, dopled trump is firmly ahead leading the pack by 19 points. hillary clinton leads bernie sanders in the big states, texas, georgia, tennessee and, again, sanders just voted in his home state of vermont. now, donald trump is expected to build on his frontrunner status. all of the candidates hitting the campaign trail very hard ratcheting up the rhetoric and aside from donald trump, they all seem to have the same target. >> you have to get out and vote. >> a vote for donald trump tomorrow is literally a vote for

news is having special election coverage all day long. lest lester holt is going to hour-long show. happening today, senchl san francisco deputies accused of running a bike club with inmates could face criminal charges. their fate could be decided at a press conference today. >> "today in the bay" stephanie chuang joining us with more on what else could be announced here. steph, good morning. >> good morning, sam and laura. we learned about these accusations almost a year ago. san francisco sheriff deputies forcing inmates into fights for their entertainment and we may learn exactly what these deputies will be charged with. >> i'll try to tell him to stop. they wouldn't let us stop. >> now, that's an audio clip of inmate ricardo garcia recording from the san francisco county

jail. his father is the one who contacted the public defender accusing jail guards of coordinating and then betting on the results for money. a private investigator interviewed five inmates and said they were all consistent in their accounts which named four deputies. according to "the chronicle" which cites sources close to the investigation, today's announcement criminal charges against scott new and clifford and eugene jones. those two have been on paid administrative leave. the department decided to fire him a month after the allegations went public or at least moved to do that. "the chronicle" spoke with the deputy's union who confirmed the three deputies are being charged but decried the move as political and has said that the d.a. has blown this out of proportion. but he's been saying that for this whole almost last year. this press conference with the d.a. is joint with the fbi and is set for 11:30 this morning. live in our san francisco

newsroom, stephanie chuang, "today in the bay." another case with very serious implications. three south bay correctional deputies returning to court today. they'll hear more evidence against them in the death of michael tyree. yesterday marked the first time that the family of tyree saw crime scene photos of him. the correctional deputies are accused of assaulting juan villa. the final report on the investigation of the santa clara county jail. among the findings, the jail failed to distinguish between ordinary grievances and alleged staff misconduct. also that report says that the jail fails to report use and use of force allegations and management allows guards for inmates who file a grievance. >> i think they're lucky that more incidents haven't happened like the death of mr. tyree. >> we are making strides to improve things. once we see a problem, we're

trying to fix it, even before the suggestions are made and the feedback was made. >> a blue ribbon commission has been appointed to improve jail operations. retired judge heading that committee. but before the recommendations can be implemented they have to be approved by the santa clara board of supervisors. san jose will swear in a new police chief this afternoon. interim chief eddie garcia will be recommended as a permanent chief at today's city council meeting. garcia has been acting chief since larry retired back in mid-january. he served as assistant chief during his tenure. garcia joined the force when he was just 21 years old and he said his goal was to make san jose the safest large city just like it used to be. always happening in the south bay in san jose. get ready to grab the popcorn. film lovers flocking here for one of the bay area's most popular festivals. >> doesn't mean the fun stops now.

kicking off tonight in san jose. the rolling out the red carpet for tonight's premiere of "eye in the sky" a thriller which is one of the last films to feature alan rickman. rickman sadly died last month. helen mirran is also starring in that film. more than 100 films will be screened between now and march 13th. that includes the screening of a feature film starring ed harris and james franco. franco received the maverick spirit award on sunday, of course, from up on the peninsula, as well. >> local guy. alan rickman, a lot of great movies. my favorite one, personally. "love actually." come on now, the whole cast is amazing. >> sound track, too. >> my girlfriend did not pay me to say that. >> we'll see what he says about "the notebook" a little bit later. and it will be a great day this afternoon as we start out this morning with temperatures in the mid-50s and some 40s for napa and livermore.

else where we are seeing some fairly milder temperatures. we're getting ready for some rain as we've been complaining about how dry it is. well, things are about to change heading into the month of march. we'll start to see spotty, light showers late tonight and then for the rest of the bay area, we'll see some rain moving in late tomorrow evening. i'll detail this and we'll look ahead to the weekend coming up in less than ten minutes. let's get an eye on what's happening with the morning commute now with mike. >> kari, not a lot. that's great news at this time of the day and we can get an eye on it. yesterday, of course, 580 showed a nice, smooth, clear view at tassajara. let's look at your maps and see westbound 580 slows and that's where the express lane starts and i don't think there is anything out of the ordinary going on there but seems slow there. we'll show you the slow down and whatever i could find out as far as the chp reports go and the rest of the bay moves well, guys, including the bay bridge toll plaza. back to you.

a dramatic scene in san carlos slamming into a home in windsor drive and a path of destruction still left behind this morning. >> bob redell at the scene what is left of the home and this is still an active cleanup going on there, bob. >> well, sam and laura, as far as pg&e is concerned they're still trying to restore power to this neighborhood. you have their trucks and you look in the background and that is the home they're talking about. the people who live on the bottom of this hill were, unfortunately, on vacation at the time and it is not clear if they returned to see what is left of their home. it sustained serious damage. this is when a semi hauling a full load of dirt lost control around 1:15 yesterday afternoon. the driver expects to be okay. he told investigators that his brakes failed and his rig picked

up speed and flipped and crashed into that house and a power pole. >> rigs are a commonplace thing. they come through here and use this as an artery. it is an easy cut through for them. >> there have been accidents on winding way because a lot of blind turns and people go a little too fast. >> chp does not suspect the driver was on drugs or alcohol. there are 142 pg&e customers still without power and we just heard from one of the lineman out here. they are hoping to have this power restored in a couple of hours by 7:00 a.m. it's not clear, as i mentioned, if those people have returned home yet. remarkably, this is the second time a vehicle has crashed into this house. the first time was an suv. reporting live here in san carlos, bob redell, "today in the bay." >> maybe time to look at safety

measures around those roads. a break out of flames in san francisco with the bus at the epicenter. a bus catching fire and causing multiple explosions at ninth and howard. you see the smoke. this all happened yesterday when the bus driver pull under to the station when the bus' engine started to overheat. once he was out the entire 25 passenger bus consumed by flames. two of the gas pumps exploded, as well. witnesses nearby terrified of what they were looking at. >> in the explosion you could feel the force of that from 80 or 100 yards away. the percussion of it you could feel in your chest. >> remarkably, no significant injuries. that bus had been inspected recent and the report said no issues. as for the driver, he'll be back on the job later today. a google autononmous. >> scott mcgrunowen with was

hurt. the car was going at a crawl, but this is a pretty big deal. >> it really is because a little bit of history was made here, laura. it happened on el camino real and one of google's big lex suv. it was in the far left lane when it came up around sand bags around a storm drain and it tried to go around but a bus coming up behind it one lane over. the computers saw the bus, the safetyter, the human in the car saw the bus. and everybody thought, you know what, that bus is going to slow down and let us move over around those sandbags. everybody that except the bus driver. so, according to the accident report, the two collided at very slow speeds. nobody hurt. but the reason this is significant is you could make a very good argument this was the google car's fault. maybe the bus shares the blame,

but never ever before, not once have we seen a car accident in which thea tonmous car was at fault. they have accidents, but up until now it was someone else's fault. the human hitting the robot car or the human took over for the computer and he crashed the car. this is technology's first car accident. waiting for the start of the energy committee hearing with the apple and fbi. defend the company's decision to defy a court order to open an iphone. in a separate bit of news, apple won a very similar decision in new york city on tuesday. same idea, the all risk act. we'll talk more about that later because we have to get to landon dowdy live at cnbc world headquarters. good morning. >> hey, scott, good morning to you. wall street looks to rebound on the first day of march. futures are higher this morning and stocks fell with the nasdaq and s&p 500 approaching their third straight monthly decline.

degrees. in napa today, 70 a slight chance of rain later on tonight and antioch today looking at 74 and livermore a high of 73 degrees. this weekend, once again, it will be turning pretty wet with some off and on showers. starting on friday and then really heavy rain expected on saturday. so, a look at how this pans out on the futurecast. some scattered showers late tonight and then this is tomorrow night into thursdaying. we'll see a more widespread rain moving across the bay area that may affect that thursday morning and the evening commute with some heavy rain moving in and it continues into the weekend. i'll be keeping you up to date on that. let's see what's happening on the roadways with mike. >> kari, we're looking at the golden gate bridge. a clearer view than yesterday morning. some lights around there and kari was warning us around 8:00 we should see fog creeping through that area and that will be a factor but not right now for your commute. the bay bridge towards san francisco and there's the city and the bridge and the nicely

southern california .. blames p the leader of the kkk group involved in southern california blaming police for the chaos that quickly erupted. a bay area man sitting at the center of this controversy 51-year-old charles donner who is from san francisco. police say he's the kkk supporter who stabbed three people. officers arrested him, but later determined that that violence was self-defense and they let him go. the group's grand dragon who helped organize the protest said that police denied their request for protection. >> i'm black and blue all over from getting kicked, hit. >> seven people still facing charges from saturday's brawl. police say about 30 people were waiting when members showed up for that protest.

the alleged ringleader after its own investigation found enough evidence for term. also spoke with the president of the deputy's union who confirmed the three deputies are being charged adding this has been blown out of proportion. the press conference held by the d.a. and the fbi is set for 11:30 this morning at the hall of justice. live in our san francisco newsroom, stephanie chuang "today in the bay." the start of a wrongful death trial tied to the shooting of a 28-year-old man two years ago in san francisco. officers shot and killed alex in a park there in march of 2014. police say he refused to drop his taser, which his family argues he used in his job as a security. his family is now asking for financial compensation. city attorneys argue officers believe their lives were in danger. the fate of a popular east bay gun range and consider closing the gun club at the

regional park. bullets are leaving behind lead contamination and that is prompting district members to consider closing the club in the summer. club owners are hoping for a new ten-year lease. meantime concerns are growing that taxpayers will have to cover the cost to clean up. back to school now, a sunnyvale preschool back in session after a very terrifying hazmat situation yesterday. authorities still don't know what was actually inside of a nearby dumpster that suddenly started to smoke. but they were able to figure out that it was hazardous after all. applesee montessori kept hundreds of students locked inside for hours. air readings all eventually came back negative and that was some three hours later and many scary moments later. it is 5:36. police in union city say they have two purse snatching suspects in their clutches. officers have arrested two people. 24-year-old woman and a 16-year-old boy. the pair believed to be involved

in ten strong arm robberies over the past ten months. the 16-year-old will be charged as a juvenile. no more auto piloting on oour weather front. we've seen very similar temperatures and weather conditions for the last week or so, but now the rain sighting come on here, kari. >> we will start to see some rain after today but mostly dry across the bay area. we may see somes later on tonight in the north bay. as you head out this morning no need for the umbrella and the fog for now is clear but we will start to see that moving into san francisco, while the rest of the bay area had nice, clear viz and the highs today reaching into the upper 60s to lower 70s and we're up to 67 degrees today in the financial district and 70 in santa rosa and napa and antioch up to 74 degrees. the next several days may be very soggy and as we head into the weekend, very heavy rain moving in. i'll detail that coming up in less than ten minutes. let's get a look now at the east bay with mike. >> we're looking over here towards oakland, which is moving

well, but picking up the volume a bit and we can see that because we don't have, as kari said, the fog that we did yesterday. might creep into the city as we look at your map starting to move very well and the construction crews clearing up without any major problems and there's the east shore free way and the north bay moves well and visibility is down towards the golden gate bridge. what is at issue you approach mission there may be a disabled vehicle somewhere along the stretch approaching mission south and i don't see any slowing or have any specific location and chp will travel through the area and we'll continue to follow that fremont funnel where they funnel together. north 101 slows a tad bit, typical for san jose. coming up, a piece of yosemite history is gone. the big changes in effect at the iconic national park. apple travels to washington to defend its decision not to open that iphone. we'll have the very latest for you in "business and tech." got a tip for nbc bay area's investigative unit?

waves took over and swept a man out to sea. emergency crews quickly launched a massive search and rescuers scouring the beach from the beach and on air for hour and that man was never found. another beachgoer tried to jump in and save the swimmer but ended up getting in trouble himself. the ocean could look inviting on a sunny day but right now conditions are rough. >> i could see how somebody could get swept up today but the current is really strong today. just pushing your back in and then it sucks you right back out. >> the coast guard is expected to decide this morning if that search is going to resume. it is 5:42. a destructive scene in san carlos as a big rig pommels a home. it happened yesterday off windsor drive. >> bob redell live at the scene with the damage left behind, that includes power outages, bob. as we can see behind you, p&e is busy at work. >> sam and laura, power is still out in this neighborhood at

windsor drive. pg&e is shooting to have the lights back on in just over an hour. you can see about half of it is gone, destroyed. and then to the right is that semi that was hauling dirt that hit that house when it lost control. >> like a freight train coming down the hill. a lot of rattling and banging and a roar. saw the truck go through the intersection and right through the house. >> that was around 1:15 yesterday afternoon. the of that truck tried to come down the steep hill with a full load of dirt. the 29-year-old man survived and he was taken to the hospital and expect recover. chp does not suspect drugs or. the driver tells officers his brakes failed. the people that owned that home were on vacation and were not at home at the time and, unfortunately, this is the

the magistrate in the san bernardino case told apple to help the fbi open the phone used by farook and the judge is using the all riff act. you have to help the police do their job. also, it was written when george washington was president. apple says in this context, that's an unconstitutional order. unexpected plot twist here. yesterday in new york city, a different magistrate in a different iphone case said that act is too broad and refused to force apple to open a different phone for the fbi in a drug case. the magistrate in brooklyn has no power over the magistrate in southern california, but, his argument it works really in both cases. he says a law written in the 18th century needs to be updated and congress needs to do it. it would betray our constitutional heritage to pretend that our founders had

lafayette. into the rest of the morning, we will the mixture of sun and clouds and spotty showers moving into the north bay, but we're getting ready for a heavier rain. this is late tomorrow night into early thursday morning when we will have a push of some rain covering the bay area. kind of fizzles out before it moves into the south bay but still looks like we could get an initial good soaker before some more rain moves in late thursday night and then again on friday. you can tell how soggy it is going to be heading into the weekend. by sunday morning, we could have some widespread heavy rain, some gusty winds and this could be the first heavy rain we've had for quite a while that continues into the start of next week. even into tuesday it looks wet. so, several days of some soggy weather and then a break on wednesday before it turns wet, once again. so, it looks like we're in for a pattern change as we head into march, maybe el nino and its influences will be back for the rest of the winter. let's see what's happening on the roadways, especially in the south bay with mike.

5:55. a virginia police officer killed on the first day of the job will be laid to rest today. ashley guindon was shot while responding to a domestic dispute on saturday. hundreds of officers expected to attend today's service. the leader of the kkk group involved in saturday's violent confrontation on saturday blaming police. 51-year-old charles donner is from san francisco and police say he is the supporter who stabbed three people. officers arrested him, but later determined it was out of self-defense that he acted and they let him go. the group's grand dragon who helped organize that protest says that police denied their request for protection.

more informal conversation. a dream come true for so many young athletes but the quality to make a successful student athlete can also feed into a serious health condition. >> vicky nguyen looked into a problem that affects thousands of young people. >> good morning. we often see college athletes the pictures of health but we also learned they are among those most likely to develop organ failure associated with eating disorders. students and medical experts say the issue gets little attention and in some cases ignored by coaches and administrators. found 34% of women at risk for anorexia and 38% of men with signs of bulimia. the investigative unit asked all public division i and division ii programs in california how many student athletes they treated for eating disorders in the last five years. they educate nearly 10,000 student athletes each year and none of them had any ideas. some schools tell us they don't
