"today in the bay" starts right now. tuesday morning, laura garcia-cannon. thank you for joining us. i'm sam brock. >> thank you for having me. i'm laura garcia-cannon. let's get a look at that forecast. little break today. >> little bit of a break today and then ramps right back up tomorrow into the rest of the weekend. as we take this break, we can still see the rain on the radar as it approaches parts of northwestern california. it is well off shore, though. we'll take the time before it makes it to the north bay. chilly as we get started. 39 degrees in the north bay and

san francisco now at 50 degrees and looking at highs around 60 there, as well as the peninsula and the south bay. a high of 63 degrees and i'll talk about that rain. let's get a view of the north bay with mike. >> later. right now getting a break for the drive. look, dry on the sides of the road, as well. lighter flow traffic southbound. this is san rafael. let me show you the map and anywhere south of the golden gate bridge and no problem towards the bay bridge and we have one state route that is closed. state route 84 between sunol and fremont. that is closed for the time being. mission north and over towards 680 or vice versa. i'll talk more about the local impact and the reason why. i'll hand that one off to you guys. now to a developing story we've been following overnight. a commuter train coming off the rails in niles canyon and pommels into a nearby creek, plunges, we should say. several people are recovering with injuries this morning.

>> here's what we know so far. 214 people onboard. nine of them hurt, four seriously. preliminary report shows a downed tree on the tracks may have caused that derailment. >> we have our team in place to cover all the angels and we start with bob redell live at the scene. laura just mentioned a second ago, 200 plus people onboard that train and amazingly no one was killed. >> sam and laura, the alameda county sheriff's office calls it a minor miracle that no one died when that rail car fell 50 feet into alameda creek. that's a creek which has been swollen from recent rains. a sergeant describes a chaotic scene last night. passengers stuck inside, screaming. cold from the water. hurt from the crash. as you mentioned, nine people were hurt, four seriously. this was the number 10 ace train. the last train of the night for

travelers from silicon valley to central valley when it derailed around 7:30. the engine was pushing four rail cars. the engine and two cars stayed upright and a fourth car derailed and also stayed upright on the edge of the drop while the fifth car tumbled into the water. >> preliminary investigation shows it was a mudslide that may have caused the derailment. so, a lot of mud. also have to move away from the tracks that go up to the wheel of the rail cars. that will take some time and they also have to move some of the heavy equipment and the machinery that they used to be able to move or pull those rail cars out of the way. >> it's not clear how fast this ace train number 10 was traveling. we do know that generally speaking they are supposed to go slow. as you heard that spokesperson

from union pacific was talking about. there were five cars. the engine and the two cars in the back have been moved out of the way. we still have two cars that are up on the tracks. that is one that is the one you're looking at right now that is derailed. the sergeant described to us was really in danger of tipping over. clearly, that hasn't happened and the fifth car in the water. the union pacific is waiting for sun to come up so they can get bater sense of what happened to the rail and what damage happened. there is some damage and you can't tell because there is not enough light out here. we did hear from the ntsb. they are gathering information on this derailment and will have information later in the morning. it's not clear whether or not that federal agency will be stepping in to investigate. reporting live here in niles canyon, bob redell "today in the bay." >> thank you very much, bob. let's turn to "today in the bay" stephanie chuang at eden

medical center where several passengers are recovering this morning. any update on their conditions. >> good morning, laura and sam. five injuries and four more hurt that went to trauma centers. reportedly at least one of the passengers arrived last night. now, take a look at what it was like. the scary experience for the 214 passengers. this is cell phone video from one of those passengers showing just how chaotic it got. there was the pouring rain adding to the injuries and all the confusion everyone trying to safely get out with the help of firefighters pulling people off the train. but mudslides making it more difficult to rescue the trapped passengers, especially those in the front train car that was partially under water in the creek. >> all of a sudden, just some hard stops and rapid deceleration and it was just jarring. and then it just stops and then we could see mud and rocks and trees up against the side of the

train. >> one member was just under the mudslide and we were trying to dig her out while the train was hanging. it was a pretty crazy experience. >> the crazy experience, but thankfully no deaths. we heard some passengers describing people getting out of window and also the trek back in the dark from the remote area to get out of the area in general. now, this morning i also called washington health care, which i understand got an update from the media contact there. there are two patients there who suffered minor injuries. they were taken to the e.r. they were being evaluated. so, i'm waiting to get some calls back and hopefully have some updates on these passengers for you later this morning. live here in castro valley, stephanie chau ng. ace train service disrupted for possibly the next couple of days and traffic will also be impacted. >> let's turn to mike inouye with an update on that. >> right behind me is the ace train map and starts out in

stockton and goes through man teaka. a tote oal of ten stops. the impact to the train, we don't have the ten trains for the day, but folks hitting the roadway. let me show you the map. the folks zil to h s will have highway and come over through tracy. we may see more traffic flow here and we'll track that over the course of the morning but the more local and more severe impact is going to be because of the closure for niles canyon road. that's highway 84, state route 84 just off of 680 getting really local here, folks. if you get off of 680 you take it over here and head to 680, you can't get here. between main street and the closure over there, we do have that cut off now. for folks getting to the pleasanton school that is open there. and there is the train station where you catch the train of olights and access main street and not highway 84 and that is a major cut through for folks for the morning. this may send more local traffic

over towards mission north which is 238 on our local maps. this whole section right here could get a whole lot more surface street traffic and morning and evening commutes could be severe. we'll send it right back to you. we'll have more coverage of this developing story throughout our newscast. we've also posted some photos and a video of the crash site to our home page. just head to nbcbayarea.com for instant coverage and we'll also be tweeting updates throughout the morning. 5:08. a shooting near a concord mall. >> police first got to the scene outside the willow shopping center just after 8:30 last night. they found an abandoned car run up on a curb near diamond boulevard and willow way. evidence of a shooting and no victim and no suspect. anyone who may have heard or seen anything is asked to please contact concord police. finally starts to come down today. 320 has been red tagged for the

last six years. the cliff that building is sitting on has been eroding away for years and things got much worse with this el nino city. the city manager says that the property owner has not taken any steps to demolish that 20-unit building so the city is stepping in to knock it down. >> we are concerned that the building could end up on the beach below and, if so, would cost a lot more to demolish and it would also potentially hurt someone who is on the beach and also the asbestos that i mention and the lead would be exposed to the environment. >> crews will start to tear down the interior today and then the full demolition is scheduled for thursday, weather permitting. now to a look at our microclimate forecast right now. let's take a peek outside this tuesday morning. beautiful bay bridge. it's really been a wet couple of days and now more rain is on the way. >> it sure has. almost like feast or famine. right now we're feasting. let's turn to meteor also kari hall. >> during this feast, we want to

take a break and let the food settle. we will have more of this rain as we go into the next several days. look agate these temperatures today. low 60s in the south bay and mostly sunny skies in the peninsula we'll have some 50s near the coast and 60 for the inland areas and also for san francisco, we're looking at upper 50s and we'll have a chance of late-day rain in the north bay. the rest of the bay area does stay dry. we are expecting another round heading into tomorrow. won't be really heavy. we'll talk about that and what to expect as several more rounds of rain move in. that's coming up in less than ten minutes. but let's get an update now on the morning commute now from mike. >> i checked the camera and all the traffic seems to be moving well except for over here we just saw a little fog drifting off the side. let me explain, a golf course. a lot of grass off the side and drift through for a couple seconds and not major problem. 101 just off 680. we'll look at the map and show south bay no problem and the only issue on state highway 84

difficult day getting anything done. this newscast would not get on the air. speaking of air, the flight to saudi arabia was flown today by three female pilots, maybe not unusual here in america, but, remember, these women were landing in saudi arabia. air india celebrated today by crewing a flight from deli to san francisco entirely with women. all-women crew. that flight landed in san francisco after 17 hours in the air. it set the record for the longest flight by an all-women crew in history. the remarkable thing to me is not who is flying the plane, it is a 17-hour flight. >> that's a long one. holy cow. >> exactly. >> says the guy who always flies in the most plush conditions. 17 hours, scott. how many movies did you have to watch? >> i don't care what seat you're in. >> very nice. well, millions of people are about to get a break from the sun.

a lunar eclipse is expected tomorrow. >> that is when the moon passes between the sun and earth blocking the sun. the last total solar eclipse happened last year. this year the sun could stay blacked out from anywhere from 90 seconds and four minutes, possibly. it is not going to be visible over the bay area, but if you're cure about this phenomenon the exploratorium will hold a special event tonight from 5:00 to 8:00 p.m. >> pretty cool. maybe not because of the eclipse, but all the rain clouds we have been having. >> wae will see the sun today. but after that, very iffy. we will have a lot of rain in this forecast over the next several days. a live look now at the golden gate bridge. nice, dry start to the day. we had some patchy fog in spots, but no rain and no very dense fog in the seven-day forecast is coming up at the bottom of the screen come on over and take a look. we will see the break we will have from the rain today and after that get ready for more soggy weather heading into the weekend.

we're fracking ttracking the ne system as it is fairly weak as it approaches the coast and this will move into the north bay later on this evening. in the meantime, we get a break from those showers and partly cloudy skies. still a cool day, though. here's a look at the futurecast and what the radar could look like. shows that we start tasee to se showers moving into the north bay and then the rain kind of fizzles out as it moves across the rest of the bay area in time for tomorrow morning's commute and we're only looking at spotty rain, so, no major worries with this next system and then another one after that approaches as we go into thursday morning. and then it will be a heavier one with some gusty winds and the potential for some thunderstorms, too. that moves in by thursday afternoon into the south bay and it can linger into early friday morning. so the rain futurecast shows, once again, with the next weather system moving in not bringing much of the rain and south bay may not see anything. then the weather pattern

continues with subtropical moisture streaming into it bay area. one after another areas of low pressure will be here and the next one moves in tomorrow and another one thursday into friday and another storm system moving in as we head into the weekend. i'll keep you up to date on this rainy weather pattern and let's get an update on what is happening with those roadways with mike. >> because we don't have the rain night a, we have a nice, easy drive. north of the coliseum, i should say. which, oh, as we look at the map, go ws. we're looking over here towards the rest of the east bay and carquinez and benicia bridges and no slowing across the golden gate bridge. we'll move ut. one serious issue we have right now is the closure of niles canyon roadway. that means folks trying to move over there as an alternate to mission. you have to use mission to get to 680 and down to mission north and cut back over. this is closed at main street and if you're trying to get down, foothill road, perhaps.

the father and daughter inside of that craft walked away with a few scratches. this happened over the weekend on long island in new york. the engine suddenly cut out. the plane's parachute technology is relatively new, but already been credited with saving more than 100 lives. >> look how close to that building, too. you wish you knew what happened here. today marks two years since malaysia flight 270 disappeared with 239 people onboard. >> so many questions, of course. relatives from passengers mark that anniversary at a buddhist temple in beijing today. the prayer session also serving as a protest of sorts. the family members held signs and shouted slogans demanding that malaysia safely return their relatives. however, no one onboard has ever been found. investigators believe that the boeing 777 following from koala lumper to beijing crashed in a remote stretch of the southern indian ocean after flying far off of ocourse and running out of fuel.

poll started in january. michigan could be critical and they also compete today in mississippi. as for the republicans, new poll shows this morning that donald trump is holding steady with a 19-point lead and where is he going with that 19-point lead. they have 14-4 contest in four states today. ted cruz has been gaining ground in terms of the delegate count. is he going to be able to pick up more delegates and be even closer to trump when they get to the all-important winner take all states next week. that's what we're watching for today. >> as for a candidate that looks like he had a lot of steam. marco rubio suffered a very difficult super tuesday. looks like that could be happening again today. >> super tuesday after that. it just hasn't been a great run for rubio. he picked up two areas. he got puerto rico and minnesota. and he's hoping to get winner take all florida. but right now eight points behind donald trump in his home state. >> all right. one to watch. thanks so much, tracie, live

scene. bob? >> well, good morning to you, sam and laura. this train, the ace train was traveling on union pacific tracks. so, this is right now a union pacific investigation. and the spokesperson for that agency indicated to us that they have not yet heard from the ntsb and usually if the ntsb were to be taking over they believe they would have already done that. union pacific says preliminarily they believe it is a mudslide that swept the tree on to the tracks causing this ace train to derail. you have the one car that you're looking at above. that one is hard to see from our vantage point is barely up there on the edge of that ravine up there. still upright and you have the other rail car that fell into the alameda creek below. this was the number ten ace train from san jose to stockton. the last train of the night was carrying 214 commuters. as it wound its way through niles canyon and derailed at around 7:30. about a mile west of sunol. that one car stayed upright and the other fell about 50 feet

into alameda creek, which is swollen from the recent rain. that car flooded while first responders raced to save the people inside. everyone survived, but nine people were hurt, four seriously. >> to paint the picture, when you're there and you're close, you feel like the movie "the fu fugitive." that starts your movie and that's the kind of scene it is. it's rugged and rural and cold and dark and for the people that are on the train, they may not be dressed to be out in 45 degree weather at the time. and kind of a misty fog. so, you've got to account for all these things. >> this was a five-car train being pushed by an engine. so you had an engine pushing four rail cars. it's not clear how fast the train was traveling. we do know that generally speaking the ace trains are supposed to go through relatively slow because as you heard the alameda county sheriff sergeant there saying the

terrain is so curvy and so steep. as far as cleanup and getting that car out of the water. now union pacific is waiting for the sun to come up so they get a better sense of how badly damaged the rails are. they know there is some minimum damage, but they can't tell how severe it is. they have been able to move two of the cars. that being the engine and the last rail car. they, obviously, have to get that one out of the water and then two more on the track. so, they said it clearly will take several hours, if not the day, maybe even longer. reporting live here in niles canyon, bob redell "today in the bay." >> thank you very much, bob. let's turn to stephanie chuang now live in eden medical center. the passengers seriously hurt went to that and maybe some other trauma centers. >> that's right, laura. trauma centers are really places with more surgeons and resources to better handle those very serious injuries. so, reportedly at least one of the train passengers is here at eden. the good news is, though, none

of the passengers suffered any life-threatening injuries, which is pretty incredible when you take a look at the cell phone video we have here from one of those 214 passengers aboard. people described hard stops and a very fast jarring deceleration when they got out they said they saw the front train car had flipped over and others hanging off the tracks and the rain adding to all the confusion. >> well, i was in the middle of the train and i heard, felt a jerk and a very abrupt stop and didn't realize until later that the front car had derailed. >> two of our fellow employees were in that car. and we found them and they cl b climbed out when the car turned sideways and they were able to get out so they were fine. >> the mudslide making it more difficult also to rescue some of the trappeds. now, despite people describing how some got thrown around inside the train and breaking

road and that area is a popular cut through. over here, consider it closed at mission boulevard. even though the official closer, don't turn over there at the 7-eleven. locals know what i'm talking about and also over here at 680 you can't access past main street and you can get to suno glen elementary and can't get to past main street and use that surface street. they do look like good options towards 68 o0 and continue that for the morning, guys. we are going to have more coverage on this developing story throughout our newscast. we also posted video to our website of the crash site. just head to nbcbayarea.com for instant coverage and also tweeting updates all morning. six uc santa cruz sorority and fraternity members behind bars this morning. they have thousands of ectapill. they belong to the fraternity sorority. investigators say ecstasy was

being exported and shipped to chose students. police raided their homes friday and the ecstasy seized was worth more than $100,000. some students we spoke to at the university saying they're not surprised. >> we're in santa cruz. a lot of drugs here. >> frats, you know, they go crazy. so, it's bound to happen eventually. >> santa cruz police found out oabout another large shipment of drugs headed to that same group. that shipment, however, was intercepted by homeland security. it's hard to believe that we're saying this, again, but a serial predator strikes again near uc berkeley. now, police are sending out warnings across campus and beyond. they're passing out these fliers alerting people that another woman was sexually assaulted near the uc campus. that is the fourth attack since last month. the latest one happened after midnight on saturday on etna street and you see the location of all four attacks there. a man grabbed a female cal student and dragged her off of

the sidewalk and then proceeded to sexually assault her. investigators are rereleasing this video recorded last month because they think that's the suspect. i know it's dark. if you catch a glimpse, you think you recognize him, please call berkeley police. in the meantime, the search continuing this morning for a hit and run driver who struck two brothers as they were walking to school. police right now looking for this man. daniel morris. he's accused of losing control of a stolen car and ramming into that family. it happened yesterday morning near marshall elementary school in castro valley. the car, as you see, eventually jumped the curb and pinned a 6-year-old boy into a power pole. that boy is still hospitalized having suffered serious injuries. his brother was also hurt but doing okay. morris then took off running. at the right place at the right time. a chp officer now some good news to tell you about. being praised for rescuing two kids stuck inside of a burning car. it's all caught on camera.

tonight while the east bay sees highs of around 60 degrees in san ramon today and also at about 60 today. we will have some cooler and some rain for the rest of the week. i'll detail that coming up in a few minutes let's see what's happening on the roadways now with mike. >> kari, starting over in dublin with a new vice of 580 westbound and the volume of traffic looking pretty standard. the traffic flow and the concern out of the altamont anden the map. just off of 205 and flow traffic easing up where the express lanes start. soy far looks standard. that's where our camera is. down here in sunol the concern for local traffic flow. this is closed niles canyon between sunol and basically over there and mission boulevard. so, you're going to use mission to 680 as your alternate. a crash approaching 92 is causing some slowing in the middle of the freeway and this is causing more slowing. the first burst for san jose. back to you. >> that sight we're familiar

"chronicle" reports david campos wants to declare a shelter crisis. that will make it easier to turn city land into homeless shelters. campos working on legislation that would require the mayor to open six shelters in the next year. comes after hundreds of homeless set up tents under the central freeway. san jose leaders taking the first step today to plan that

could eventually cost you more cash. council members are considering two new sales tax measures for the june primary ballot always a popular item. one plan is quarter cent tax hike and would require only a majority vote. the other plan would direct mun to specific services that include police and road repairs. that measure would require two-thirds majority. the council will discuss on business business. fallen for a basic trick in their e-mail. >> the e-mail claims to be from the company's ceo and asks for all the w2s. big companies that actually okay. >> really a mess, laura. we've seen reports of at least three differents falling for this, including fast company magazine. the crisis here is two-fold. one that data can be used for d. theft. the bad guys can make fake applications for tax returns. secondly, if that data gets posted on the internet, we're

all going to how much all these companies make each year. hard drive maker cgate apparently fell for it. cgate at the bay area company says the employee forwarded all the w2s for current and past employees to the bad guys. now, hackers applying for your tax returns have really become an all-too common crime. the best way to prevent it is to file your tax return early. then they can't fake your tax return because you've already filed it. it's already mid-march and not early any more but get it done and next year get it done early. the fbi has asked a federal magistrate in brooklyn to reconsider his decision not to force apple to open an iphone belonging to a suspect. this is a case very similar to san bernardino, except in this case apple won. and the tech blog reports a group of chinese manufacturers have created a hoverboard consortment to build a

days. today we'll get to just breathe and take in the dry weather for a little bit. that is beautiful. the sun rising earlier and earlier. each day only 5:49 and starting to see some light in the sky and we are going to have some more clouds and rain in the forecast as you check out that seven-day forecast at the bottom of the screen. we will have dry weather today and that is pretty much it. we are tracking that next storm system already with some rain well off shore into the north of us. this will be moving into the north bay later on tonight. as it does so, it will bring in some more rain and also some choppy wave conditions. but this high surf advisory will be allowed to expire at 10:00 this morning. still some rip currents possible and large shore breaks. keep that in mind if you will be near the coast today and those water temperatures now at about 56 degrees. we still have this subtropical moisture streaming in as we will have several more areas of low pressure bringing in some rain. this one moving in for tomorrow.

the next one right behind that on thursday into friday. and it also looks like this weekend will be fairly wet, too. as we take a look at what the radar and what the satellite could look like, this is the gfs model. it will show the rain moving in early tomorrow morning and that one will be a weak system. but a stronger one will move in on thursday. especially during the afternoon and lingering into friday with some heavy downpours and some gusty winds likely. we see those bright shats shades of orange. that shows some heavy rain. and then going into saturday. by saturday night, the next storm system approaches. that goes into sunday, as well. also continues into monday. so, we are not done with this rain yet. even on tuesday. looks like we could see some showers passing by. but there will be several hours of breaks in between. and looking at the next seven days and how much rain we could see. we're looking at the potential of 2 1/2 to 4 inches for most of the bay area. all of this area that you're seeing shaded in red.

the brighter the color, the heavier the rain. up to 4 inches for spots like santa rosa. we'll keep you up to date on that. heading into the weekend, it will be cool, it will be wet. once again, some rain off and on. pretty much all weekend. let's get an update on what's happening as you head across the east bay now with mike. >> kari, turn our oakland camera to the south. the taillights going south and towards the coliseum where you're picking up the volume and watching for any slowing. i don't see here. the b.a.r.t. tracks. we'll look at your map. here through oakland is just fine and farther south through san leandro and towards hayward where we have sh slowing. over here we also have the crash that just moved to the shoulder. southbound 8780 at winston. smoother drive towards the san mateo bridge and that did kick off slowing and probably stick around, it's tuesday. over here more slowing south 680 and reports of a fender bender over on the shoulder and more slowing towards the closure area for the niles canyon road that cuts you off between mission and

with 239 people on boa. today marked two years since malaysia flight 370 disappeared with 237 people onboard. >> still no resolution but relatives of passenger marked the anniversary at a buddhist temple in beijing today. the prayer service session also serving a protest. they shouted slogans demanding that malaysia safely return their relatives.

however, no one onoboard was ever found. it crashed in a remote stretch of the southern indian ocean after flying far off course and running out of fuel. malaysia's parliament marked that anniversary with a minute of silence today. in the meantime, despite bay area zika virus scientists are downplaying a severe outbreak. gave a status report yesterday on efforts to can combat the zika virus. the growing connection to birth defects in south america. all six patients got it when they were outside of the united states. bay area doctors still trying to raise awareness about the potential dangers. >> the pregnant woman's worst possible nightmare. she might not know if she was infected. >> scientists say that the bay area's cooler climate probably helps in limiting the conditions for mosquitos to transmit zika.

they also say that progress is being made on developing a test to more quickly diagnose it. a bay area health tech company is being singled out for putting people at risk during the ebola outbreak. obtained e-mails from the world health organization. leaders called on a san francisco start up call to help fight the outbreak. but staffers there and at tulane university apparently made a series of costly mistakes including botching lab results. the ceo is defending his company saying there is no evidence his employees were responsible for the mistakes. the ebola outbreak killed more than 10,000 people. surreal scene now caught on video. someone's guardian angel is looking out for them. plane drops from the sky. did you see what was dangling on top of it, a parachute. thanks to the emergency parachute that effectively deployed. the father and the daughter inside of that plane walked away with only a few scratches. the plane just seems to hit the ground and come to a rest

without breaking. this all happened over the weekend on long island. that plane crashed just outside of an industrial park after the plane suddenly cut. the parachute technology is relatively new and already been credited with saving more than 100 hilives. >> how frightening. >> you mentioned the fact that it was right next to the building. first lady michelle obama set to deliver remarks in celebration of women's day. >> visit union market in washington, d.c., and speak to dozens of girls as part of the let girls learn initiative. the initiative is government-wide effort that pushes investments in primary schools worldwide and expands them to help adolescent girls complete their education. and here in the bay area, the focus is on homeless and low income women. the women's empowerment event today includes several keynote speakers. volunteers will provide resources and happening today at st. anthony's.
