heavy rain and gusty wind arriving just in time for the morning commute. the latest on our flood totals and watches coming up. it's raining here in the north bay. i'm stephanie chuang north of petaluma where there are also flash flood warnings in effect. all the details coming up for you. i'm kris sanchez in fremont where there could be delays on the ace train rail line. we'll show you why. anchoring our weather coverage. >> three storms in three days. that's what we're talking about for you from microclimate weather alert. heavy rain at times and 57 degrees and you can see that heavy rain. it follows you if you'ring northbound across the golden gate bridge into marin county and now starting to see the rain crossing into the south bay with heavier rain there lurking on the coast. check out this regional view of the radar and you see all the orange and yellow off shore. those are rain rates of half inch an inch of rain per hour. so, all of this arriving for the second half of the morning commute. by noon, we'll see the rainition to scattered showers and cooler air which means a chance of thunderstorms into the afternoon and what's different about today, as well, will be the wind. strong wind gusts that could get up to 45 miles per hour which could lead to downed trees and power outages between now and 2:00 p.m. mike? >> the palo alto camera starting to get wetter roadways and from time to time i see the camera shaking. so, as we look at that. we'll now look at our map and

palo alto where we go from the green to the blue and north of there, a lot more rain coming in and heavy rain rates south of here still getting a break and that's coming am to the south bay just as even on a friday we see that commute building and probably around 7:00 a mess down here. right now rain coming through the peninsula causing some minor flooding on roadways. no closures just yet, but we'll track that. moving over towards the east bay where volume is just starting to build. now, the speeds are fine. look at that green speed indicators but the blue and green on the roadways wet roads and soggy conditions and blue has puddling and ponding and the bay bridge toll plaza we'll show you the backup and the metering lights are on and a few droplets on the lens as the rain moves over to the east bay. back to you. lot of oponding going on out there along with rising water levels comes rising anxiety for people living near creeks and water in the east bay. >> she's busted out that umbrel and now keeping a close eye on the creek near you, stephanie. >> yeah, that's right, sam and

laura. i actually had to hold on to the umbrella with both hands because the other part of the story in addition to the rain coming down harder this morning is the wind. it is going pretty strong right now. right by the creek at penpark here north of petaluma. this wet weather has people around here keeping a close eye on the creek which flows into the petaluma river. because there is a flash flood warning in effect, this creek runs across parts of 101 and stony point road and the people who live around are continuing to monitor the levels and because the creek runs next to their houses. firefighters have been keeping a close eye since around 10:00 yesterday morning. they say the saturated ground hit by multiple storms can only take so much and that's why they're checking the real-time radar to stay ahead of any flooding. >> we can absorb little of rain when the rivers are really high and the system willal that. but if our systems are full and we have another rain event coming, then we're going to have problems.

>> and down, business owners have prepared with the usual measures of flood alarms and gates. many people when it flooded downtown in 2005 causing roughly $30 million in damages to businesses and homes. the flood stage is 11.5 feet and yesterday peaked at 5 feet and right now at 4. with this rain the levels could change verily and rob says enough localized flooding in some places so people have to watch out for that. live here in pengrove in luma, stephanie chuang. >> keep the two hands on it very tight on that umbrella. possibility of flooding prompting the closure of a handful of schools. monte rio union school and guerneville school. also posted this list on our website, nbcbayarea.com. slick conditions not only on roadways but also on train tracks. union pacific crews are taking

xrau caution, especially after what happened that ace train that derailed four days ago. >> "today in the bay" kris sanchez with how crews are working to keep passengers safe. good morning. >> well, good morning, laura and sam. this first ace train rolled through just a few minutes ago and some of the passengers looked at us kind of curiously like why are you still here? that's because those union pacific inspectors are out on the rail lines this morning as the rain come in and bring with the threat of flash flooding. inspectors were last night, as well, along the rail lines looking for debris and for rising water. particularly in niles canyon where the ace train derailed four days ago because of a mudslide. those inspections do take some time and trips from san jose to stockton were delayed about a half hour last night. we talked with a passenger about having to wait and considering that woman was on the train that derailed on monday night, she says she doesn't mind waiting for those inspections. >> you know, i really appreciate them doing that. i don't care if i'm late.

san francisco's mission district last night after a verdict that rocked the community. a federal jury cleared four police officers yesterday of using excessive force when they shot and killed alex nieto. the 28-year-old man was gunned down in 2014. officer os fired after they p l thought what was a gun. today, san francisco's mew tobacco rules officially get signed into law. that includes raising the minimum smoking age from 18 to 21. >> this is going on at two different levels. mayor ed lee is expected to sign that legislation today. goes into effect in june. at the same time, state lawmakers are also following in san francisco footsteps. just yesterday, they also approved raising the state smoking age to 21. that bill now heads to governor brown's desk, but it's not clear whether or not he's going to sign the bill into law. back now to our main story this morning.

our microclimate weather alert as we take a live look across the bay area from the north bay in san rafael to the bay bridge, golden gate bridge to the south bay. just a few hours ago, the south bay was dry but rain right now moving in. >> we've got all areas of the bay area covered. rob mayeda watching that microclimate weather alert and the radar. the radar starting to fill in around the north bay as we saw stephanie out there a bit earlier. wind and rain from guerneville and heavy rain leaving san francisco and even now the tri-valley starting to see light to moderate showers and south bay, san jose and lighter rain and more substantial rain right over the santa cruz mountains. you can see the areas of yellow and orange and continue to rotate inland and rain rates coming down of about 0.5 or more per hour causing a big impact on the commute. you can see how the target for the morning the south bay and

widespread rain and wind for the morning and rain change over to scattered showers and a chance of thundershowers as we head towards the evening commute and temperatures in the mid up toer 50s. this is a first of threems lined out across the pacific that will impact your weekend, as well. have a look at the weekend forecast coming up in ten minutes and for a check of what's happening now on your morning commute, here's mike. >> our live camera out there getting hit with the wind and the rain over the course of the morning. the wind comes down for this particular shot but the volume of the traffic starts to build. as you look at your map, the traffic moving smoothly there and that's at the top of your screen and through vallejo no major problems to watch and the green highlighting where it is damp and wet and puddling and ponding to the golden gate bridge. we'll track that. that is where steph was yesterday. today she is farther north and getting hit with that rain. over here the peninsula, very blue and pudding and ponding likely. watch highway 1 through half moon bay area. that high rate of san mateo and

shoreline school district closing schools in point reyes and bodaga bay. it impacts 500 students. also, counseling classes monte rio and guerne school in guerneville and harmony elementary and salmon charter. the "wall street journal" says that her home products company honest may not have been totally honest about its ingredients. scott mcgrew, what is going on here? >> the honest company promises its products everything from baby wipes to detergent helps build safer, healthier families by not using certain chemicals. made her worth hundreds of millions of dollars. you see her bringing some of her products to jimmy kimmel after he announced they were having a baby. they ran tests on the laundry

detergent and found in the paper it contained sodium laurel sulfate something the company zore it did not use. now, it's not going to hurt you, it looks very scary but it is in all kinds of products. i was looking at my shampoo and it was the second ingredient behind water. it just makes things foam up and by government standards, it's totally safe. but, honest said it wasn't in the product. the article says the problem started with a supplier of a supplier of honest. the fbi versus apple argument is getting more surreal. the attorney general of the united states appeared on colbert to tell her side of the case. he has had apple ceo tim cook on the show promoting products and the fbi has filed a response in apple's filings in court. the fbi using strong words and allegations as it asked the

feet of snow. the national weather service issued a winter storm warning for the lake tahoe area for saturday afternoon through monday afternoon. if you're thinking about going up, be sure to pack those chains. >> or tell your boss you not be there on monday morning. closer to home, the storm moving through the bay area right now. live look at our satellite radar and bulk of the rain heading towards the peninsula and south bay right now. live look outside the bay bridge and the south bay has the right strategy, play hooky, if you can. >> that's not your strategy. >> i just happened to get stuck in the snow. i needed help to get out. >> very coincidental. >> you might know that now. >> nothing coincidental about what we're seeing today because you've been tracking this all week long, rob. just another round of rain coming through. >> midway through it and more storms coming in through the weekend and it could be snowbound through the middle part of next week. right now heavy rain at times around the golden gate bridge. we have been watching that rain moving into the north bay and too much of a good thing with

the drought is our backdrop. you can see across the north bay right now and napa river there and expected to get close to flood stage later on. the very latest on that with meteorologist anthony slaughter coming up in a moment and take you further south from san francisco and pockets of heavier showers around san mateo and oakland and san jose and santa cruz mountains. you can see how the batches of heavier showers here an area of low pressure crosses inland right around midtoday. we have widespread rain for the morning and seeing that right here on our hour by hour futurecast p. and then for the afternoon, may manage a few sunny breaks which will help and isolated thundershowers and with the cool air, some hail will be possible. those heavier showers and temperatures. low 60s for highs and slight chance of thunder on the increase as wae head through the afternoon and mid up toer 50s around the north bay and into the tri-valley. yes, the weekend has storm number two. the weaker of the bunch.

at least between saturday and sunday coming in for saturday afternoon and then sunday into monday. more rain coming in as these storms are lined up right now. it's going to be very stormy at least monday and then a significant pattern change as you look at the bottom of the screen. seven day forecast completely changes next week as high pressure blocks the jet stream and that will lead to a big-time drying trend. these rain rates as we into the weekend will ratchet up. once again, looking at rain rates probably two to three inches of rain for parts of the north bay as we move into the afternoon, you'll see the rain rates as we into the weekend get up close to about three inches of rain in the north bay and showers begin shut down come monday and then tuesday and wednesday those temperatures begin to climb. 70s and you'll have to get through all of this to get there. as you can see, again, the weekend can put another rain bulleyes which is a problem not just for the streams and creeks

and with more on our microclimate weather alert coverage let's send it to anthony slaughter with the latest on the river levels. >> we are looking at the napa river in the st. helena area that is expected to crest later on this afternoon and get am to flood stage. we're talking flood stage at 16 feet. so, napa river is expected to crest around 17 feet. so, that's just shy of moderate flooding, which could lead to some street flooding in st. helena and even possible in napa as we head towards tomorrow. you look at the guerneville number 4.5 inches. that's what they picked up in the last two days. st. helna 3.5 inches of rain. and still falling this morning and same goes for san francisco and san mateo really within the last couple of hours the rain rates have started to increase even in san mateo just alone in the last hour, one inch of rainfall. here comes the heavy rain and mike is tracking heavy rain moving through foster city. how is it looking there?

>> we don't the rain any longer. on our live shot we see the effects of that rain and watch these trees from time to time. they'll really start moving. so, even if the rain is not happening, that water kicking up on the roadway and slicker conditions and that wind will be a factor as you're crossing the bridge still an issue for the morning commute. look at the maps, the speed sensors are not showing any real slowing because this is friday morning and we have a lighter commute and folks if they have a choice will telecommute this morning and that blue continues to move over from the coast to the peninsula side and we just looked at foster city, that wet roadway is puddling and ponding and the blue and green shows you slicker conditions. be careful there. we'll move north because no problems for the south bay or peninsula. east shore freeway shows a little build and right there in richmond where it turned from green to blue and we have some slowing and the live camera over on the richmond side shows water on the lens and darker, murkier conditions and the traffic is lighter, but, look, slick conditions. we'll track this storm and have more for you right after this quick break.

>> buckle up, our "today in the bay" team helping you get out the door and let's go to rob mayeda anchoring our weather coverage. now a possible dangerous few days ahead. >> as we see it now flood stages being reached on the largest rivers starting at st. helena and expected to forecast above flood stage and more moderate rain across the north bay. into san francisco, you're getting a few downpours there over towards oakland and light showers into the tri-valley and south bay starting to see the rain. santa clara, san jose and heavy rain on the coast. prime to move inland as we go through the morning commute. widespread wind and rain at times through about noon and then scattered showers. a chance of thunderstorms, as well, making it tough, perhaps, for the evening commute, as well. mike? >> rob, we're looking over here to some of our live cameras and from the emoriville camera and rooftop camera getting pushed around by the wind. that is one concern. look at oakland as the volume

builds, as well. wetter roadways and slicker conditions and even the mist will cause some loss of traction. the volume building past the call seanymore tand the blue means ponding and puddling and that is pretty severe over in the north bay and anywhere from san francisco down the peninsula where we do have a lot of rain. get through san mateo and redwood city and the south bay, as rob says, starting to get the volume and that volume will build for the next half hour. we'll track it closely. can all the wet weather causing water levels tarise and anxiety levels for people living near the north bay. >> stephanie, how is it looking where you are? you ditched the umbrel frau the moment. >> yeah, just the umbrella the wind is pretty active. you heard rob, anthony, mike all talk about it. the rain has been steady here for the last hour. the creek is misleading here

because it looks like a lot of feet until you hit the road, but a lot of homes that are much closer to the creek, which runs across parts of 1 o01 and stony point road and that's why people are watching the waterways here because they run near the homes. firefighters also keeping a close eye since around 10:00 yesterday morning. they see the saturated ground hit by multiple storms can only take so much and that's why they're checking the real-time radar to stay ahead of any flooding. >> usually the rain over a week or so straight and you have a problem or so. this is kind of off and on and i've never seen it this full. >> it won't take very much rain at all to have them come over their banks. >> and it's a concern down. the sandbags are out and many remember when the creek flooded in downtown in 2005 causing about $30 million to homes and businesses. the flood stage for that creek is 11.5 feet and peaked

yesterday over five feet, but it is now around four feet. the thing is that people all know, mostly know around here that those levels can change very quickly. and if people want to prepare more in this area, there are free sandbags at petaluma equipment yard at 8:40. stephanie chuang, "today in the bay." we just got word of more school closures. the shoreline school district is closing schools. that impacts about 500 students. this in west marin and sonoma counties. also canceling classes monte rio school and guerneville school and harmony elementary and salmon creek charter. we also posted this list on our website. all that rain is prompting san francisco to open up several pop-up homeless shelters at least through monday. with so much rain still on the way, the city human services agency is working with other agencies to provide the homeless with more ebeds.

presidential library in simi valley. she died on sunday of congestive heart failure. she was 94 years old. police right now investigating a deadly shooting in richmond's iron triangle. this happened about 6:00 p.m. yesterday on west mcdonnell avenue between first and second street. the victim so far has not been identified. police say that he was walking when someone just shot him. no arrests have been made. today a san leandro omancused of leaving racist graffiti will face a judge. he is seen here told officers he voiced support for white supremacy knew the graffiti would cause terror. the message was found monday morning on a san leandro school district office and we blurred the words and the message has since been removed. a peaceful ending to a tense day in a san jose neighborhood. >> very long afternoon. but eventually a man surrendered after a six-hour standoff with police in willow glen yesterday.

a woman called police saying that her soon to be ex-husband was holding their daughter at gunpoint inside of her home. the girl was released after about two hours, but that man remained barricaded inside of the home. luckily nobody was hurt and that man is now in custody this morning. san jose city leaders are sounding the alarm. police staffing, they say, is now reaching crisis levels. yesterday the department announced mandatory overtime to ensure minimum staffing levels are met. mayor sam licardo joined an angry police chief who said the effort to stifle pensions is keeping away qualified officers. >> tired officers can make mistakes. i mean, that's a reality. however, we don't have a choice at this point. >> it does not appear like there's any real solution in sight, either. chief eddie garcia said he might have to cancel the next police academy class due to low enrollment numbers. b.a.r.t.'s powell street

station is getting a $7 million makeover. our directors approved the plan yesterday. the money will be used to upgrade the station's ceiling. the station is 4 years old and for years crews have been reing asbestos from the roof and new lighting will be put in. sounds like a great makeover. the project starts in june and will last a year. more than 60,000 riders use the station every day. >> back to our microclimate weather coverage. a stormy segue into our weekend as we take a live look at our live satellite radar. a strong storm making its way to the bay area right now and heavy rained towards the peninsula and the south bay. >> we're not kidding. you really have to brace for it. rob has been tracking the storm for us all morning long. >> seeing the rain around san francisco and the north bay and across the peninsula, as well. right now 57 degrees and breezy conditions in san francisco and starting to see a little bit of rain there approaching san jose at 58 right now. wind speeds picking up. 15 to 30 miles per hour and

windsly out of the southeast now at san jose airport they've switched around the runway configuration. flights taking off to the south and two-hour flight delays to sfo and strong winds and you want to check ahead if you have flights inbound or outbound of sfo today. the doppler radar shows you the rain crossing the coast and heavy at times around half moon bay and the santa cruz mountains right now and the main event for the widespread rain 7:00 a.m. through 11:00 a.m. this morning and changing over to scattered showers and much cooler temperatures today. starting off the day in the upper 50s and staying there for most of the afternoon. may see a few spots climb close to 60 and those scattered showers and breezy conditions and winds backing off around 4:00 later on today and the chance of thunderstorms into the evening commute for the still tracking one, two, three storms on the way. storm one right now over the bay area causing a big impact on your morning commute. what is the latest on that? let's check in with mike. >> spots like the san mateo

bridge and also a concern on the san mateo bridge right behind me. those flashing lights. we have some folks that just got caught on camera. a couple vehicles and someone to lend some help. no major injuries from what i can tell. a lot of discussion anding past the scene and slowing continuing on that flat section and we're watching the smoother drive despite the conditions. look at your map and seeing a smooth drive all around the bay. green sensors and slowing towards the san mateo toll plaza and restricting your flow past the toll plaza and dumbarton bridge picks oplittle volume. the south bay does pick up some volume of traffic as the rain also makes those roadways turn for the green highlighting. blue, pudding and ponding and the northbound direction for 101 and 87 are a concern as the volume starts to build and the concern comes in and no reports for flooding and your usual suspects and a look at 101, the live camera. the volume of traffic moves very well and despite the camera shots the traffic moves well.

very dangerous prisoners. this one happening in new mexico. authorities right now on the hunt for two men who escaped while being transported from roswell to s crusas wednesday night. surveillance cameras yesterday caught the pair at a hotel in albuquerque. they later narrowly alluded capture when police started to hone in. authorities say the men escaped when their transport van stopped for gas. happening now in austin. the south by southwest music festival kicked off with a 5run. the obamas will be stopping by, as well. the president will talk about civic engagement and the first lady will discuss her let girls learn initiative. the ten-day interactive festival very popular marking its 30th year now. 100 bands will be performing this year. >> they have been a very busy couple here the obamas. hosted a state dinner.

camera view there out towards the bay bridge. blowing around. we some gusty winds and 30 to 40 miles per hour and lots of rain in the north bay right now as you can see out towards santa rosa and san rafael. in that quarter of highway 101 into the north bay where we have the flash flood watch in effect. all the way through sunday. 6:00. these type of rainfall rates falling on top of saturated soil and the reason you'll continue to see that into the weekend. tri-valley starting to seered, light to m little bit of a rain shadow taking place this morning with heavier rain on the west side of the santa cruz mountains. yes, this heavier rain will cross the coast approaching san francisco from the south and pacifica and half moon bay and heading over towards san mateo in the next half hour or so. the bullseye for the heavier rain racing across the bay area from 7:00 to 11:00 a.m. this morning this is the period of heavier rain and these are the

chances ofs as we head into the afternoon. with the cool air aloft, that is a possibility today with highs in the upper 50s to maybe a few low 60s out there. cool and windy and wind advisory up through 2:00 this afternoon. storm two comes in for saturday and another one for sunday as the storms right now are lined up on us all the way through monday and as the seven-day forecast shows at the bottom of the screen. big changes as we head towards tuesday as high pressure builds in and that will start to dry things out. y wae as we go through the fore, numbers back towards the 70s towards the middle part of the week. sierra snow look at that to four feet by sunday and back in the bay area, rain is the main headline here falling in the north bay where that is now leading to problems on some of the larger rivers later on today. for the latest on that, here's meteorologist anthony slaughter in the weather center. >> we are tracking some river flooding and i want to start you out with the napa river and we are expecting that due crest of a couple feet above flood stage

later on this afternoon and with heavier rain coming in and another river we're concerned about is the russian river at guerneville is expected to crest tomorrow and just two feet shy of impacting highway 116. so, if we do get more rain than we're expecting, that could be an issue as we get into the weekend. we still do have flash flood watches posted until sunday for the north bay and inner bay and that does include places all the way south and heads up more heavy rain moving in as we speak. mike, how is it looking in palo alto right now. >> it has been moving around and rain is now steady and the roads damp maybe, but not wet. the rain did travel through the area and lighter traffic. let's look at your map. it's friday, we do have a lighter flow around much of the bay and palo alto from blue now to green. the ponding and puddling not so many reports there and some misty slippery roadways at times. a couple crashes for 280 off on the shoulder and a little

heavy rain - falling right w acros back to an nbc bay area microclimate weather alert. heavy rain falling across much of the bay area this morning. slowly making its way to the south bay. >> affecting more than just the roadways and also the train tracks. let's start our team recoverage right now this morning with kris sanchez. good morning, kris. >> good morning to you both. yeah, the trains are on time so far this morning, but that could change as the rains start to fall here in fremont where we are at the ace train depot. now, the inspectors were out on the tracking for debris and rising water, particularly in niles canyon where ace train 10 derailed four days ago.

because of that there was a half hour delay from the train from san jose to stockton. a passenger on that derailed train on monday was on that train, as well. she said the wait is worth it. >> you know, i really appreciate them doing that. i don't care if i'm late. i would rather be late than be dead. >> now, ace inspectors say that they will check the tracks for debris or check any time flooding is possible and the rains are now starting to roll in. we have been dry all morning long, but as the rains continue into the evening hours, you could expect delays and perhaps pacing along the ace rail line. in fremont, kris sanchez "today in the bay." i'm stephanie chuang live north of petaluma. there are warnings where it is a little misleading because the rain is hitting the water and some homes are actually closer to this water ask that's why people are watching it very closely. the creek runs across parts of 101 and stony point road where people live. so, firefighters have been closely monitoring the levels

using real-time radar to stay ahead of any flooding. the sandbags are out and the creek flooded downtown in 2005 causing about $30 million in damages. so, people are very wary of that. the flood stage 11.5 feet yesterday and the creek peaked at just around five feet. multiple storms and levels can rise very quickly. north of petaluma, steph chuang. >> looks like it even affecting your live shot. the water levels so high, do you think the threat is just as great? >> we have seen it go a little above foot above flood stage and right now heavy rain crossing the coast and more than 0.5 per hour and that will lead to more problems for the morning commute. heavy rain for the morning and then changing to scattered showers and a chance of some thunderstorms, as well. less widespread heavy rain for the afternoon and still those isolated downpours could affect

the evening commute, too, mike. >> yeah, obviously, some issues on the road. are you seeing them pop up? >> friday commute, folks. as you know, lighter volume of traffic and an easier drive right now. get the live shots out here and talk what's going on. the bay bridge, the incline moves well and it only goes back to about west grand and from time to time if we hold it long enough, we might see the camera shake. looks like the winds are calm right now. look at oakland, as well, where the volume is starting to build northbound. you see this camera shaking a bit. slippery conditions and the off ramps especially are a concern. let's look at our foster city camera and across the san mateo bridge and the water kicking up behind these cars here. that is one concern. watching the trees at the bottom of the screen and were really moving around and we had reports of those in and on top of all things weatherwise and local news update coming up in half an
