the homicide investigation under way this morning. make or break today in the presidential race with five pivotal states weighing in. the big questions could all be answered by the end of the day. "today in the bay" starts right now. but now to the morning and good morning to you on this tuesday. thank you for joining us, i'm sam brock. >> i'm laura garcia-cannon. maybe a step outside will wake you up. a little crispness in the air. >> need extra layers as you head out and get the kids ready for school in the morning. temperatures in the 40s as you head oout the door. if your coffee doesn't do it, i think that will. ware looking at highs today up to 66 degrees there. 67 in the peninsula and south bay and in the east bay today 63 degrees so beautiful weather today. it gets even warmer over the next several days. i'll detail that coming up in my microclimate forecast. let's get a look from emoryville to see how traffic is moving.

>> beautiful weather gives us a nice, clear look at the bay bridge and a breeze in the air and not a problem for folks driving and we're looking at a smooth drive in towards the treasure island tunnel and map will show you no delays showing up on our sensors and a crash on the shoulder and all lanes have cleared and that closure that bob will talk about and the continuing work there. there is the rest of your bay, guys. back to you. a wild chase through the east bay ends with officers using a stun gun on a suspect. california highway patrol says this all started just before 9:00 last night on i-80 when officers tried to pull over that suspect. the pursuit led officers through oakland. that's where it finishes the chase topping 100 miles per hour eventually ended on 880 behind the coliseum a half hour later.

officers were able to detain that suspect after deploying a stun gun. he is now facing felony evasion and resisting arrest charges. the suspect's name has not been released and luckily nobody was hurt. it's do or die for several republican candidates vying for the white house. >> five states going to the polls today to pick their presidential nominee and kris sanchez who is always our top choice here to cover this. a crucial day for every candidate in the race. >> you want me to bring you a cup of coffee. >> how about some doughnuts with that. there are five states going to the polls today. illinois, missouri, north carolina, but the two big ones that are the ones to watch are, of course, ohio and florida because those states are the home of two republican candidates who have hinted that if they don't win at home, they may be done. florida is marco rubio's home state. it is a winner take all state. with 99 delegates at stake. ohio governor john kasich's home state and also winner take all. 66 delegates on the table there.

according the nbc news/"wall street journal" news he leads florida and close second in ohio. if he wins both of those states, it would be nearly impossible for anyone to catch up between the convention. if he does not win both states, likely the nominee will be selected at an open convention in july. rubio and kasich each said he is confident of a win. >> we'll win the 99 delegates here in florida. >> i think we're ahead and we're going to win tomorrow. >> last night msnbc held town hall meetings with the democratic hopefuls. hillary clinton leads the polling among likely democratic voters. 54% to 41%. and that's closer than it was this time last week. bernie sanders won michigan and that kind of upended the race there for a bit. the polls are already open this morning. we are monitoring those for you. we'll let you know if anything exciting happens other than just pushing the polls.

sam and laura? >> i do not doubt that there would be excitement all over the place today, kris. of course, stay connected to today's primaries on nbcbayarea.com and track all the results and post them on the top of the page as they come in. 5:04 right now. well, a homecoming for chelsea clinton next week. the stanford grad will be in the bay area fund-raising for her mother. the first one in palo alto hosted by the ceo elizabeth holmes. and the second fund-raiser in san francisco. hillary clinton will also be on the peninsula for fund-raisers next wednesday. happening now in moraga, pg&e turning the heat back on for hundreds of homes. >> ruptured a gas line causing the loss of heat. repair work is also going to resume today. bob redell joining us live from morago. the sinkhole the major issue as they restore more and more gas to those customers.

>> correct, sam and laura. you can see the sinkhole behind me at the intersection of center in moraga. the estimate for repairing that sinkhole is going to be about a week. as you can see the workers are taking a break since it is the overnight hours. the priority has been restoring gas and electric service. pg&e just updated us just a handful of customers without electricity and they have them back on with a generator and 2,500 customers without gas. mostly residential. 2,000 of the customers had their gas restored. these are the latest number from last night. the utility had 200 workers going door to door making sure the lines were properly turned back on and tarelight the pilot lights. now, still about 500 customers without gas. pg&e did leave red tags on the doors of those that weren't home and with a number to call. 100 workers going back out to those neighborhoods to try to turn the gas back on for those

customers. just a matter of whether those customers are home or not. this deep sinkhole formed sunday evening. the city of moraga believed it was caused by rushing water by a collapsed storm drain underneath. the traffic light fell straight through and pierced a four inch gas line. so, that's why you had this issue without service being needing to be restored. so, again, the intersection where we're standing right now is shut down. the latest estimate we have from last night, several days to get the actual hole repaired. pg&e wants to have the gas service restored by today. again, just a matter of those customers being home. the pilot lights are relit properly and the gas is turned back on properly, as well. reporting live here in moraga, bob redelll "today in the bay." >> we can see your breath in the air. thank you, paub. san francisco police investigating a shooting in the outer richmond district this

happened before 11:00 p.m. on 44th avenue near clemente street. we're getting limited information about what happened and investigators were on scene all night and the coroner was called out. we'll bring more details on the shooting as soon as we get them into our newsroom. this peninsula railroad security guard is facing charges for committing lewd acts inside his parked car. 35-year-old luke sour is from san carlos. arrested in palo alto last week. he is a security guard on the train tracks. he was suspended by siper security, the company he works for, after his arrest. we're getting new details this morning on a stabbing near downtown san jose that involved members of a family and was witnessed by the suspect's brother. that stabbing happening yesterday evening in a home on palm street just blocks away from the 28 o0 highway 87 junction. the suspect stabbed his mother before turning the knife on himself. the mother is in critical condition. the suspect died on scene.

investigators right now still trying to figure out what led to all of this violence. a recent uptick in neighborhood crime is prompting police in morgan hill to lock their doors. police are investigating at least three recent incidents, including a home invasion robbery yesterday on rosemary circle. the victim told police roberts claimed to be armed and forced them to open a safe. two other recent incidents include a burglary attempt and a stranger scene in a backyard. police have not determined if the crimes are connected. happening today, an east bay school district considering a major change for a contentious mascot. asking the board to remove the school's cartoon mascot known as the rebel guy. many believe that the confederate inspired image is dated and offensive. on the flip side, some students say the rebel guy is just a tradition that's associated with school pride. the board is expected to vote later today. 5:08 right now. want to check in with kari. she has a look at our forecast

today. how to dress those kids. >> cool temperatures this morning. you need some extra layers as you head out the door and later on today, it will be beautiful with just a few fair weather clouds dotting the sky. we're looking at high temperatures in the mid up toer 60s today. low 60s for san francisco and 68 degrees today in napa. we'll see some mid-60s for the east bay, as well as the tri-valley. into the next several days, we'll be warming it up into the 70s. i'll show you that coming up in a few minutes. let's get an update on what's happening in fremont now with mike. >> kari, quick look at 880. these folks down towards silicon valley. these folks north and towards what we're watching on the map. the area around niles shift to the top of the screen and no slowing just north of the dumbarton bridge. the reason why we're looking to the north, a crash reported on the southbound side. and debris reported after that crash, as well. chp just arrived and no slowing on the censors and they have not

the man known as the night stalker who was convicted of killing more than a dozen women and children in the 1980s may have had head. richard ramirez highly publicized crime invasion home spree terrorized residents of los angeles and later here in the bay area. sources are telling "new york post" that they identified a second man in the rape and death of a 9-year-old girl. prosecutors are telling "the post" there is not enough evidence to charge else with the crime. as for ramirez, he died in 2013 from cancer. a man accused of beating a bay area nurse to death outside a fairfield mall says he's not guilty. william king entered his plea in court on tuesday, i should say yesterday. king beat that victim with a bat

last month. investigators say he was just trying to steal her purse at the time. happening today, sonoma county supervisors will sign off on a new labor deal with the county's largest union. union leaders have agreed to a tentative deal that includes a 6% cost of living increase. union represents more than half the county's 4,100 workers and includes sheriff deputies. if board members approve that contract, workers will get an immediate 3% pay bump. lots happening in the business world later today. starting with autonomous cars. >> google is going to washington to talk a little robot. >> one of five places in the u.s. where robot cars are allowed to drive on the streets. the other four are states. google will go before congress this morning to talk about their autonomous cars joined by general motors and we do think this will be a very friendly hearing.

congress wondering what it can coo do to help and not get in the way. general motors announced gm will rent cars to drivers in chicago to ly fwrx t drivers. if you drive enough, the rental fee is waived. that program starts in chicago and could expand. gm has been partnering upping at the future of cars with lyft ride sharing and autonomus driving companies. they just bought cruise for a billion dollars. also happening today we expect apple to respond to the latest fbi filing in the san bernardino iphone case. as we said, this is getting less and les polite. in its most recent filing, the fbi said it might ask for apple's source code. that is like asking for the formula for coca-cola. that's not all happening today, the fed meets, as well. for that, let's turn to landon dowdy live at world headquarter

headquarters. >> wall street gets the week off to a mixed start. investers are looking ahead to the fed meeting which begins today. the central bank is not expected to raise interest rates, but when they might later this year. look for data on retail sales and the dow rising 15 points to 17229. the nasdaq up a point to 4750. scott, back over to you. >> hey, sam and laura, i got your last go update. let's take you to korea where the human go player lost to a computer in a total of five games. losing four of them. a press conference was under way this morning. riley curry no where to be seen. now, the man who played the games is a master, but he's not the go player in the world. so maybe there is a human computer match ahead. >> interesting. >> so exciting. >> the action packed. remember that one time he moved

it like that. >> the little circle thing from one line to the other. that was great. >> compelling television. let's get a little more pep into our step today, shall we? warm temperatures on the way to start a little bit chilly but then everybody changes. >> yes, it does. it will be warming up over the next few days. so dramatic. yeah. just wear some layers as you head this morning and make sure you cleaned off the sunglasses for this afternoon. as we take a live look now at san jose. starting out nice and quiet. the seven-day forecast is up at the bottom of the screen. come on over and take a look at that. now, we had so much rain streaming in over the weekend and it didn't just disappear. the storm track has shifted farther to the north. as you head up towards portland and seattle, they're still getting it up there and it will continue to stay farther to the north as high pressure builds here and keeps us nice and dry. looking at these temperatures now, it has also cooled down quite a bit. now 40 degrees in the east bay

and the north bay and the peninsula is now at 48 degrees. as we drop in on the south bay, a closer look at some of these temperatures. 43 degrees in morgan hill and santa theresa, as well as santa clara. willow glen waking up to 42 degrees. going hour by hour to oakland a few clouds this morning and then the sun starts to come out right at about 8:00 or 9:00. by 10:00, we're at 55 degrees and 11:00, 57. overall a beautiful day into the lower 0s and then heading into the day tomorrow we're up to 74 degrees in the south bay. 77 degrees on thursday. it will definitely feel like springtime out there. and then we'll bring temperatures back down a few degrees on friday. we keep the sunshine in the north bay. up to 76 degrees on thursday and 71 degrees on friday and 64 in the east bay. and we won't see any more rain for the next several days. this is what the models show. and it won't be until sunday when we start to see some of those downpours moving in.

not until late sunday night into the start of next week. so, in the meantime, we will have some warm temperatures feeling like spring and then we'll bring back those spring-time showers for the end of the weekend. we'll keep you up to date on that and let's go back to oakland now with mike. >> kari show you 880 and smooth drive and you are picking up the volume. that's typical. even at 5:19 in the morning. good company there. northbound past the coliseum and high street towards the rest of the east bay. and show you the maps and not a speed concern here for 880 or for 508. now, you can access st. mary's off of 24 and they are open there. the portion of the roadway that is closed is on the other side of moraga and the north side between the movie theater and the gym are the two good landmarks for you coming through the area and that will continue. meanwhile the north bay and upper east shore freeway move well. south bay. no update on this and no slowing either. we did have a crash with debris north 880 and on the peninsula,

at 5:22 on tuesday morning. a san jose teacher accused of having sex a student. had an inappropriate relationship with a 17-year-old last year. a tip from the parent led to drew's arrest. school officials have placed drew on unpaid leave. a bell ranging ceremony held for a chp officer killed over the weekend. officer nathan taylor spent about two years in san jose with the chp before moving. he was seriously injured saturday while directing traffic in the snow along i-80 near donner summit and later died at the hospital from his injuries. investigators say the driver of an suv suddenly changed lanes and struck him. local officers say that taylor was intelligent, service oriented and the guy you would see changing an old lady's tire on the side of the road. he was only 35 years old. >> loved helping people.

i think he definitely set the bar high. >> i have never seen the man get more thank you letters from the public than he did. >> officer taylor was also a dedicated dad. a father of three young boys. today ceremony for him today starts at 10:00 in sacramento. >> no doubt a big loss for that family. march madness with mixed emotions for the highly regarded cal bears. fired an assistant coach after accusations. yann hufnagel. the investigation into the coach began last summer and the person who accused the coach is not affiliated with the school. we're working to find out more about those allegations. hufnagel couldn't be reached for comment. his dismissal came as a big surprise. >> i was pretty shocked. i actually know him personally. he was at harvard and actually

invited me to a basketball camp. i know him personally. i was pretty shocked when that happened. it is very disturbing. >> this is the third uc berkeley staff member to be accused of sexual harassment in the past five months. just last week we told you the former law school dean accused of making sexual advancements against a former administrators resigned. designed not to fire a anouned astronnauonome astronomer. you can head to our website, nbcbayarea.com. the link to the story is right on the front page. new this morning, a new national report saying that up to half the people who have died in police shootings are mentally disabled. the national disability foundation authored that report. it looked at fatal police shootings between 2013 and 2015 by aggregating the reports already done by media organizations that includes "the washington post." the authors believe that police are becoming the default respond

>> i'm sam brock. cold and calm to start out the day. >> dark out there, too. >> i noticed that. but lit by the bay bridge. let's check in now with the light of our life, kari hall. >> good morning, sam and laura. beautiful weather today and you notice the daylight tends farther into the evening, it's still dark this morning, yes. but as we take a look at these temperatures now, it's 38 degrees in the north bay. it is really cool out. 48 degrees in san francisco and we're looking at highs today in 63 degrees there and then the east bay and north bay up to 66 degrees and in the tri-valley 67 degrees there. the peninsula and the south bay. over the next few days, we'll have more warm weather. i'll have details on that. let's get an update on what is happening along in the road, mike. >> kari, let me be very specific. over here west b 580 a tree log in the roadway as opposed to some other type of log. they have to clear that.

a traffic break likely and more slowing and an easy drive once you get in towards livermore and as we move the map out. all over the bay and focus on the bay bridge toll mrauza and the metering lights should be on any second. the live look. i don't know if our camera was having a problem, we're okay. looks we have the backup for all lanes and the left lanes should fill in very quickly. back to you. >> thanks, mike. decision 2016, a big day today for all the candidates in the race to the white house. five going to the polls to make their choice. >> missouri, illinois, ohio, north carolina and florida all vote today. and three of those states are winners take all. we have team coverage this morning on this mega tuesday. kris sanchez tracking the democrats. >> we begin with tracie potts live in washington watching with the gop side of the story today. tracie. >> the gop side of the story starts with donald trump. as of this newing our new survey

monkey poll gives him a 20-point nationally and marco rubio is hoping to win to stay viable in this race and he does not have a lead in winner take all ohio. john kasich, that state's governor is up by a few points there. hoping to hold on to that. an upset for donald trump who has been leading everywhere else, nationally. the other states voting nod, north carolina, missouri, illinois, could also be very important for the republicans. a lot of delegates, hundreds of them at stake. and the futures of the campaigns of some of the candidates could also be at stake based on what's happening today. now, those are the republicans today. kris sanchez, as you said, has more on the democrats. >> thank you very much, tracie. that was the republican side of things. bernie sanders for democrats hope repeat what happened in michigan last thursday. here's kris sanchez. really close race in ohio, kris. >> oh, take me. democrats are both feeling

hopeful today, well. clinton is ahead in the polling in all three states where there is democratic voting. but you mentioned ohio and the race is actually closest in illinois. there the former secretary of state is ahead by just six points. in ohio clinton leads by 20 points. in florida she's ahead by 27 points. bernie sanders, though, not as far back as he was this time last week and that is in large part because of that big win for him in michigan. now, last night snbc held separate town hall meetings with both of the democratic hopefuls and rather than focusing on each other, clinton and sanders both took aim at the republican frontrunner, donald trump. >> it is very difficult dealing with some guy who lies all the time and what i think senator rubio and many of us feel is that this is a guy who is inciting violence. let's get beyond mr. trump. >> someone that is vying to be president of the united states

is using divisiveness, is stoking fear and is pointing fingers, scapegoating against all kinds of people i think is so dangerous and, yes, it's wrong. it's offensive. it's also dangerous. >> now, the polls are open in several states already. we are monitoring that. but as tracie potts reported, it is starting to get very tight at least on the republican side as it is winner take all both inful and in ohio. sam and laura. >> those are the two biggest races there. thank you, kris. so far the bay area have not seen protests against donald trump like some other cities have. donald trump has yet to venture to the bay area as a presidential candidate. still there are signs an organized opposition may be materializing. one local activist launched a facebook page called fight trump violence. he's hoping to hold a protest today at 555 california street. a building that is actually 30% owned by mr. trump.

the protest is being called a bashing. it is supposed to take place at noon. of course, you can stay connected to today's primaries on nbc bayarea.com. we'll track all those results and post them on the top page as they come in. 5:35 right now. happening now in moraga. pg&e crews are turning back on the heat to the delight of hundreds of homeowners there. >> this sinkhole from the weekend. storms ruptured a gas line caused that loss of heat. repair work is also going to resume on the sinkhole itself. >> bob redell live in moraga this morning. they have to go home to home. >> well, a couple hours, sam and laura, pgande will try to restore the remaining customers. they just weren't home and yesterday you can see the sinkhole behind me at the intersection of center and rheem. our understanding is it will take about a week to have that

hole repaired and sealed back up there at the corner of center and rheem. pg &e went around door door trying to restore power to all 2,500 customers without gas. they were able to get to about 2,000 of them. they had a team of about 200 workers doing this. this morning at 8:00, they'll send out about 100 emomore employees to try to get the remaining 500 people without gas. >> we need to have our customers be home so we can come in and relight the power lights. >> how long does that take, roughly. >> should take about 10 to 15 minutes. >> this sinkhole formed sunday evening. you might recall, of course over the weekend we had all those rains. the thought is that there was a ruptured storm drain underneath this thing. a lot of gushing water and that caused the collapse. when it collapsed, there was a

traffic light that went straight down and a four inch gap line. also a cut off of electric service. and 16 customers within this inter. but pg and rpder epg&e has a ge here until they are able to restore that power line. >> good to hear on a cold morning. bob. a scary scene at a safeway in antioch. a driver hit the accelerator instead of the brake piling into that store's pillar. shockingly nobody was hurt. this happened around 4:20 yesterday afternoon on deer valley road. no word yet whether the driver will get a ticket or face any criminal charges. but a trip to the auto shop looks like it's coming for sure. 5:37 right now. major changes may be coming to a dangerous street in san francisco. >> according to "san francisco examiner" the transportation board is expected to look into a $12 million safety overhaul on lombard street today. the street will feature numerous

curb extensions that will help pedestrians become more visible behind parked cars. those changes would not take place on the famous crooked portion of the street. but happen befwetween franklin street. lombard is one of the most dangerous streets in its zero vision policy. the metropolitan transportation commission is partnering with the ride sharing lyft to make it easier for bay area cut moors to car pool. part of the ride match service. officials say the details on how the new service will operate will be revealed in the coming weeks. >> the only kind of lyft many people want this morning is in the temperatures. >>y could help, it's cold out there. >> yes, you need the coffee to keep uwarm this morning, also the heat on in the car. as we are now only at 40 degrees in livermore. it is 41 degrees in santa rosa. 40s else where, too. upper 40s. look at these highs today.

it will be nice this afternoon. warming up to 66 degrees in gilroy. half moon bay 61 degrees and 61 in the mission district. santa rosa 66 and we'll have 64 in oakland and concord and also 64 today in san ramon. as we go into the next several days, we are talking some 70s here and it will definitely feel like spring. i'll show you that forecast coming up in about ten minutes. let's get an update now on the morning commute now from mike. >> looking towards san jose and that first burst for about the last three or four minutes and we've been seeing this slowing. everybody comes through this area on 101 just north of 680 at about this time. we'll look at your pap. a going from yellow to orosxnge a slower drive towards the airport and then things will clear up there. this stretch will clear up over the next half hour kicking in, once again, about 6:30. the slowing around capital express has cleared after the earlier crash and debris closed at 87. that closure with the one portion of rheem closed off of

it's funny to think of a train riding on a truck but that is what a special b.a.r.t. car is doing right now. 3001 left a factory in upstate new york and headed to california. first stop will be b.a.r. tfs testing facility in hayward. nine other cars will follow the shiny new one. the fleet of the future. if the testing goes well and no major reengineering is needed, the new cars will be on the b.a.r.t. tracks in time for christmas. another 54 cars will arrive next

>> 5:47 right now. want to check the weather and traffic together this morning. at least it's dry out there. >> i'll take that. >> kari hall. >> last week was so busy, this week we get to rest. and then we'll see what happens next week. but, yeah, we are enjoying some nice, calm weather across the bay area. and we'll start out with clear skies. we'll see some clouds roll in this morning and then clear out later on today. looking now at the bay bridge and the seven-day forecast is right up under that. so, you can come on over and take a look. we'll have warm weather over the next several days and the warming trend begins today. a look at all the microclimates. well, as you head out the door, doesn't feel warm at all. in fact, we brought back to the upper 0s in the north bay. the east bay now at 40 degrees. let's get a closer look there. we even have upper 30s in lafayette and walnut creek and sunol now at 40 degrees. san francisco 48 degrees. now, we have gotten rid of the

rain for a little while. just shifted farther to the north and then we'll start to see this dipping back to the south by the end of the weekend. but until then, we are enjoying some beautiful weather and we have so much snow in the sierra over the weekend. sugar bowl reported five feet of snow and look at how we're doing as far as the percentages of normal for the sierra snow pack. statewide average now up to 92 d%. compare that to last year when it just 16% and we're doing the best in the northern sierra where it is now 102%. unfortunately, though, it looks like the temperatures will be very warm this week reaching into the mid-50s and some of that will be melting. so, we'll be keeping an eye on that as we get closer to that all important april 1st snow pack measurement. here in the bay area, look at how warm it will be over the next three days. in the south bay to 77 degrees tomorrow or rather on thursday. today is just tuesday. in the peninsula it will be in

the low 70s for the next couple of days and then we'll bring back down to 69 degrees in the peninsula. some low 70s in san francisco and also for the north bay and then as we make plans for the weekend, it will start to look a little bit more cloudy, especially on saturday. sunday is when the rain returns. but that won't be until late this evening. so, you can make some plans to get outside. now, let's get a look at the bay bridge how the traffic is moving with mike. >> kari, it is traffic tuesday. we expect a heavier volume of traffic but after that the time change on sunday, take a little while to adjust. so far a little bit of a late build here. but all lanes have finally filled over the last ten minutes. there's the bay bridge toll plaza. back tawest grand avenue for all lanes here. as you look at your map slow drive there and slowing through richmond and that cleared a while ago. we just have a typical pattern the there, as well as in the north bay across the water there. 1017 we move the map out and there are reports earlier of a
