at 2:00 a.m. outside of the viarta tacoria. that victim did not suffer life-threatening injuries but not providing more details about what happened. that restaurant is two store fronts over from an entryway leading to underground b.a.r.t. platforms. b.a.r.t. riders will have to use a b.a.r.t. bridge to travel between the pittsburg bay point station and looks like the delays and closures could stick around for quite some time. >> one part that b.a.r.t. needs but a very important part. pete joining us live from the north concord station. b.a.r.t. officials say it could be months before things are back to normal. >> yeah, guys. it could take months and we mention that part. that part they're looking for could take months to get to those repairs and the second bus drop off taking people from north pittsburg. it all started on wednesday

morning saying there was a power surge that damaged 50 cars in the area and the same situation just two week ago damaging 80 b.a.r.t. cars and now really dates back to an engine fleet. we're being told by b.a.r.t. official os a lot of their fleet is from the original stock from the 1970s. still a tough time for these commuters. we talked to these commuters and he says now he has to adjust his schedule to these changes. >> i've been hopping on the internet and look at it and planning my routes and stuff, you know, back-up routes, of course, for things like this. i was planning on taking from that station to sfo. but now that i might have to change out my plans a little bit to come here instead. >> now, b.a.r.t. is going to push for a multi-billion dollar bond measure that is expect tad go up in november. used to make repairs to this aging transit system but, of course, still need to be

approved by b.a.r.t.'s board of directors. >> thank you very much, pete. a san jose track coach is behind bars this morning. he is accused of having sex with two students. one age 17. the other age 14. the suspect is 21-year-old garcia. he worked as an assistant track coach at mt. pleasant high school. police say the school called them on monday about those alleged relationships. after interviewing garcia and both of those victims, police arrested him. >> it makes my stomach hurt. you hear more and more stories like this. >> this is the second arrest in the east side union high school district in the last two months over similar allegations. back in february, police directed this man jose gonzalez. he was the interim vice president at james lick high school. goodses good is accused of an alleged inappropriate relationship with a 17-year-old student. it is 5:03 right now. pet own oers in san francisco are on edge after a coyote

killed a dog in a residential area. >> this happened on saturday night off of ocean avenue, but residents are worried that it could happen, again. "today in the bay" stephanie chuang is live near where it happened and now warning signs going up in that neighborhood. >> yeah, there are, kris. >> neighbors on edge as you might imagine, especially with multiple coyote attacks and sightings even in places like here stern grove park where there is a popular dog play area attacked months ago. so, city leaders are confirming that the number of reports of coyote encounters are up across san francisco. balboa said just saturday night his tog was in the front yard for a quick bathroom break when a coyote killed her. animal kill and control posted warning signs in the area and supervisor norman yee has called for a hearing. that was months ago. something that is critical, especially after what he winced

violation but they say then he took off first in his car and then on foot. after officers arrested him, they later searched his home and that's where they say they found all of this, narcotics, cash and ammunition. police say culverson was previously arrested two weeks ago for being convicted fell in in possession of a firearm. investigators in vallejo are investigating the body on mayor island. police were called to the area where it meets the san pablo bay trail. police have not revealed if that body is a man or a woman's or any possible clue of how it ended up there. a stabbing spree at a uc merced. involved a young man from santa clara who was inspired by isis. the 19-year-old is accused of obursting into a classroom and stabbing four people last november. mohammed was shot by a uc merced

hill. prident oba's pick fthe s 5:12 now and looking live at the capitol and capitol hill, as well. was there all day yesterday meeting with senators, but it is going to be an uphill battle for the president's choice to replace antonin scalia. >> "today in the bay" tracie potts joining us live from washington. and like the dome on the capitol, tracie. this process appears to be under construction. good morning. >> that dome could take a while and could take a while to get a new supreme court justice. he was here. justice garland was here but only met with democrats. top democrat harry reid said after the meeting that he's confident that garland's nomination will be approved. the basis for that, not clear. republican leaders are still standing firm that they won't even give him a haerg.

however, eight republicans that we found that so far they say they're willing to meet with judge garland. although few of those say they still won't support the hearings or both. but a strategy by garland supporters and obama supporters to try to make this happen. hundreds of events scheduled during the break when the lawmakers are back home in their district. hold rallies, phone calls, crash events by the senators. push for op-eds in local newspapers and a whole list of people they're going to be sending out trying to do that, trying to pressure vulnerable republicans. tight races. to give this man an up or down vote. by the way, chuck grassley who is the head of the senate udishiary committee they already pulled together 42,000 names on a ballot from his district and i'm using the social media #

here, do your job. that is part of their big campaign to get the senate to moved on this. >> this could swing the balance of power in the senate as democrats try to use this. >> i have seen that hash tag around. president obama also preparing right now for a historic trip. come sunday, he will be the first president to visit cuba in almost 90 years. >> that is exciting. the president will visit havana first and there he will deliver an address on cuban television highlighting economic freedoms for the cubans thing. the president will meet with the cuban president, raul castro and he will attend a baseball game, as well. and a kurdish tv channel has aired video of the man identified as the first known american to fight for isis and then quit the fight. the news agency carried what appears to be a confession from a virginia native captured in iraq this week. he is still in captivity. he said he left isis in iraq

because, "i didn't really support their ideology." and new video out of north korea now and the government releasing this security camera footage of a university of virginia student committing the crime that got him sentenced to 15 years hard labor. in the grainy video you can purportedly see him removing a propaganda banner from a restricted area of his hotel. he was arrested in early january as he tried to leave the country with his tour group. he was found guilty of subversion. the u.s. government is now working to secure his release. talking about the fact that spring has sprung here. stocks are catching spring fever. the dow jones and the s&p 500 back in the black, finally, for 2016. and here's something. if the dow can hold its gain through the end of the month t would mark the biggest quarterly

out in petaluma and benicia now at 52 degrees. so, we'll start out this morning in berkeley. 52 degrees at 7:00. we will still have those clouds throughout the morning and then the sun starts to peek through and then totally breaks out this afternoon. we're looking at highs today into the low 60s there. still watching the storm system out in the pacific. now, it's really getting wound up out there but we're still catching some of those folks and some of that moisture feeding into the area of low pressure and it will be moving closer. the slow-moving system making it by sunday. until then, we'll have morning clouds, afternoon sunshine and that today and tomorrow sunday is when we start to see the rain moving into the north bay. starts out with some light showers and you can tell by the light shades of green and most of the heavier rain will be for the north bay. not making it into san francisco until the afternoon. and then it really fizzles out as it moves into the south and the east bay. looking at some lighter amounts of rainfall there. and, once again, the heaviest

rain for the north bay, but looks like we could have half an inch of rain in santa rosa and then south of napa and san francisco and the rainfall totals really drop off about maybe 0.01 to 0.02. this weekend we start out dry and slightly cooler and on sunday more clouds will bring those temperatures back into the 60s with that chance of rain in the morning for the north bay and the south bay during the late evening hours. i'll have another look at the forecast coming up in a few minutes. but let's see what's happening on the bay bridge now with mike. >> first of all, we can see the bay bridge. we couldn't for a while over here. low clouds blocking our view of the san francisco side and at least from the east side. traffic flows well. when you're on the span, you can see okay. at least enough distance to be safe as far as that drive. look at your map, a concern out of san francisco and on that lower deck, where it is tougher to see anyway the low clouds and the light lane blocked and 6:00 a.m. i'm told earlier crash has cleared over at treasure island.

a wild night for two men who crashed an ambulance in san francisco. you can see the emergency vehicle climbing up on the sidewalk in the city's neighborhood. one man was arrested and another not far away. a bottle of rum was found at the scene and police are trying to figure out if that played a role in this crash. well, it's evident that it leads them to ea man they want to track down. >> a fight that nearly ended in murder in san jose last november. i remember covering this one. police say the suspect seen here in the shirt confronted the victim. the two began arguing and ultimately the suspect stabbed the victim at least one time. a new legal motion has the potential to add more delays to what may be the south bay's most anticipated criminal trial in recent history. torres is skenl wld to stand trial next month.

they have evidence that garcia torres kidnapped and killed the morgan teenager four years ago. though her body has never been found. yesterday defense attorneys filed the a motion to get evidence. our legal expert believes that if the judge sides with the defense, more delays are likely. >> there would be a mountain of evidence turned over to the defense if they get their way here and it's very difficult to imagine how they could be ready for trial and have their experts review this evidence within a month. >> the judge is expected to rule on monday. meanwhile, volunteers plan to gather tomorrow to conduct another search for sierra lmar's remains. the storm clouds still hovering over cal this morning ahead of the ncaa tournament tipoff. cal's team dealing with a sexual harassment case that centers around a recently fired but the head coach is also being questioned. >> i don't want to deal with

that right now because we're playing in the ncaa tournament and if you have any questions you can talk to wes. right now the biggest concern for me is our basketball team in the ncaa tournament. >> that is cal's head coach trying to get his team focused in the wake of the scandal. former assistant coach yann hufnagel still stands accused and now martin is being investigated for what he knew about the alleged harassment. cal plays hawaii this morning in the first round of the ncaa tournament. the raiders are coming back for at least another year to i 0.co. we know that team executives are scheduled to sit down with the coliseum authority. the agenda calls for closed door session negotiations. so, this may amount to nothing more than dotting the is and crossing the ts on next year's

the emoryville side. and even the high rise over there. a smooth drive as you go on the maps and we'll see the same thing as far as the san mateo bridge and dumbarton bridge. more traffic and no real slowing and a smooth drive through this area and highway 4 may see more traffic flow because the ongoing issue with the b.a.r.t. trains but i know pete has more on that story. we'll hand it back to you guys. a developing story now. police are investigating an early morning shooting in the heart of san francisco's mission district. it happened just steps from the mission street b.a.r.t. station at 16th street. police say a man there was shot about 2:00 this morning outside the viarta tacorita. they say the victim did not suffer life-threatening injuries, but they do want to find thatter. they're not saying much about what happened. the restaurant is two store fronts over from the entryway. mike just mentioned the

b.a.r.t. system problems. they are no closer to being solved this morning. for three days now, b.a.r.t. riders will have to use a bus bridge to travel to pittsburg bay point stations and it looks like the delays and closures could stay that way for quite some time. >> "today in the bay" pete uratos joins us from the north concord station which is getting a lot of business these days. it could be months before things get back to normal. >> yeah, it could take months, guys. for folks that are driving in today to this north concord station, at least the parking is free. but as you mentioned a bus bridge that is taking folks from pittsburgh bay point to concord and could be this way for the next few months. they're saying a power surge along the tracks damaged 50 cars altogether. you put that on top of the 80 cars that were damaged with a similar situation going through the transbay tube. and at issue is an aging infrastructure and a lot of cars date back to the 1970s which

makes it difficult to find some of these parts when it comes to these repairs and some of these parts it may take them several months to find them. >> it costs about $1,000 when we get them. but not everybody makes them. so, we're reaching out to our suppliers and our supply chains to expedite delivery of this part. >> now, b.a.r.t. would make a push for a multi-billion bond measure that will need to get to the ballot in november. that will essentially provide public funding to help with these repairs and that still needs approval from b.a.r.t.'s board of directors. >> all right. long story. thank you very much, pete. new this morning, richmond police officers chasing a suspicious vehicle find their culprit crashed into a home. officers were searching the deanza neighborhood for a car that appeared to be casing the area. when they approached, the car matching that description the driver sped off. they found the car minutes later and it was crashed into this

house. police quickly caught and arrested the passenger and the driver is still on the loose. police discovered stolen property in that car and linked it to a recent home burglary. that property has been returned to the rightful owner. pet owners in san francisco are on edge after a coyote killed a dog in a residential area. >> this happened on saturday night in balboa terrace. one family already lost its dog and now residents are worried that the same kind of thing could happen, again. stephanie chuang live near where it happened. warning signs going up in that neighborhood. >> that's right. this has been of the coyote attacksn the last few months. one man said he and his dog were surrounded by a pack of coyotes when one then attacked his small dog. take a look at video and picture that died saturday night. the owner who lives here in balboa terrace and was in the front yard for a quick bathroom

break and a coyote came and killed her. city leaders report the number of coyote encounters are up across the city and now neighbors want the city to come up with a real plan. >> they have to start doing something. we are starting to have a problem and it's real bad. something's got to be done. it's getting to the point where our animals are in danger. >> there is concern, too, for little kids. he mentioned it, but across ocean avenue people snapped these photos showing coyotes just resting on their front lawn. supervisor norman lee said to ask animal care and control about their plans. what do they plan on doing to address this. that meeting is set for next thursday morning at 10:00 at city hall. live in san francisco this morning, stephanie chuang, "today in the bay." three san francisco sheriff deputies charged with running a jailhouse fight club will face their alleged victims in civil

court. three city jail inmates filed suit this week against four deputies and a san francisco sheriff's department. that suit claims that the deputies forced them into gladiator-style matches as guards watched for fun. earlier this month, the san francisco district attorney's office brought criminal charges against three of the deputies. all three pleaded not guilty. an unusual trial brings researchers one step closer to developing a vakts evccine for zika virus. it is a close cousin to the zika. now, the zvaccine protected 1,00 people and it is spread by the same mosquitos that spread the ika virus and circulate eing ine same places. see if it could prevent both of othose viruses. the feds are pushing to make gas pipelines safer.

a number of ofires across the country,cluding this one in san bruno in 2010. the u.s. department of transportation wants to expand inspection and repair rules to include rural areas, as well. also make testing for leaks mandatory on older lines. a pg&e gas pipeline that was built in 1956 broke and exploded nearly six yearess ago on the peninsula. eight people died and more than 50 others were injured. the plan to bring professional soccer to san francisco just hit the back of the net. >> that is a soccer term for goal. >> goal! >> the goal of having the new san francisco deltas play their days at kezar stadium is now a reality. the city's recs and parks commission approved the plan yesterday. the deltas will join the lower level northamerican soccer league starting next season. runs from april to october and that new deals calls for $500,000 in kezar stadium

improvements. months after they were burned out of their homes most of the victims are keeping their lake county addresses. most had remained in the county and while they had to find temporary housing, 50% say they will rebuild there. about a fourth say they're not sure yet. the task force surveyed the fire victims so authorities would know how best to help them to get back on their feet. more than $9 million in damages. that is the estimated cost a santa cruz county needs to repair what recent storms left behind. next week county official os will consider seeking emergency funding from the california office of emergency services. those storms triggered mudslides, downed trees and flooding. now the positive from all of rain is finally good news for farmers and others that have been hit hard by the drought. california's water resources department says that it will now be able to provide customers with 45% of the water that they requested this year. that's a big increase compared

to the 5% that was provided two years ago. but don't forget we need to conserve. that 20% mandatory conservation order remains in effect. live to mexico city now which has now lifted its four-day pollution emergency after atmospheric conditions appeared to let up. beautiful shot there. even with the blue showing. authorities had ordered 800,000 cars off the roads to help relieve pollution in the city. but even so, smog levels reached almost two times the acceptable limits. you can see the difference there. mexico's environment secretary says new pollution control standard will be considered. this was the city's first pollution alert in 11 years. hot, dry, windless weather contributed to that smog. >> beautiful views everywhere around here, too. the only thing obstructing them not as much as the pollution as the fog, kari. >> sam and kris, we'll have to deal with the fog for the next few hours and as that clears out, we'll have clearing skies through the rest of the day.

as you head out now, it is 49 degrees in napa and 50 in san carlos and san jose at 55 degrees. fairly mild temperatures and a little cool and long sleeves needed to start out the day and also as you head out, make sure you're a little extra careful in some of the spots with the fog as the kids head to school. it will be 74 degrees today in gilroy and half moon bay at 63 degrees and 63 degrees today on the embarcadero. our temperatures coming down thanks to the stronger onshore flow and only bring us to lower 70s today compared to the 80s we had in some spots yesterday. so, it's feeling a little bit cooler and we're officially about to start spring on tomorrow. i'll detail what to expect with that and the chance of rain coming up. let's see what's happening on the bay bridge now with mike. >> well, kari, the bay bridge toll plaza with metering lights on and filled in on the approach. look over towards the span and from the emoriville, camera, as well. the east shore from this shot and look at the other camera and see the low clouds continue to

take vo ballistimissiles-the two developing news right now. north korea has test fired two ballistic missiles. the latest in a series of rocket launches. u.s. officials say the medium-range missiles flew about 800 miles before falling into the ocean. those missiles would have the capability to reach all of south korea and parts of japan. this test coming a day after president obama imposed new sanctions following north korea's solicit nuclear tests and satellite launch. back here at home concern is mounting in a south bay community after a high school coach is arrested for allegedly having an inappropriate relationship with not one, but two students. they say there could be more victims. paolo reyes live at the

plowing over a sidewalk and crashing right next to a home. a san jose police officer says that this car was speeding and losing control. this happened yesterday evening on san antonio street near san jose state. police arrested the driver. he was a minor. they say he was under the influence of either drugs or alcohol. fortunately, no one was hurt in that crash. armed with bb guns and doing serious damage to cars. san leandro police are hoping that surveillance video like this helps them to finally catch some vandals. they have been targeting cars for months now. nearly 200 vehicles have been hit in san leandro, hayward and castro valley. the damage in some cases up to $1,000. well, some good news for a homeless man in san francisco. gets his reward money for helping police to capture three escaped inmates. matthew hay chapman seen here in the warrior shirt got $100,000 last night. oronge county supervisors

by the latter part of the morning as the sun breaks out we'll have temperature s warmin into the mid to upper 60s today. watching the storm cyst amslow mover and also kind of weakening and little bit of dry air. there will be several spokes of this starting to move in as we go in on sunday that would cause the rain to linger into monday, as well. as well as early tuesday. so, we have the clouds during tomorrow morning and then the sun coming out, once again. it won't be until sunday when we start to see this rain moving into the north bay and it looks like at this point some light rain and won't make it into san francisco until the afternoon. parts of the peninsula, the south bay will this rain sizzling out. some lighter amounts of rainfall between sunday into the day on early tuesday. rainfall totals at this point look like we could have at least a half of an inch for the far north bay of santa rosa. as you go farther to the south, drops off to 0.25 for most of the rest of the bay area.

this weekend, it will be dry on saturday. the first day of spring. it doesn't officially begin until 9:30 at night and high temperatures in the 60s to low 70s. on sunday more clouds and slightly cooler in some spots. reaching 70 degrees in the tri-valley. i'll have another look at the forecast coming up. but mike has a heads up for the south bay drivers. >> yeah, kari, especially because on friday you expect a light traffic flow right now in the south bay. look at this jam for south bay north 101. look at your map, extends from on the approach now about story road all the way up to 880 or just shy of there. oakland road and reports of a crash and minor injuries reported, but having a major impact on your light friday commute. this may send more folks over towards 880 and 87 and see how this shakes out. no major injuries and hopefully they can clear that as soon as they get a tow truck there. meanwhile, the rest of the south bay and the rest of the bay looks really good. minor slowing 880 south of the san mateo bridge and no
