about some fog and drizzle. you can see it at the golden gate bridge in full effect. the fog and drizzle, we'll get rid of that through the afternoon hours. especially at the coastline, san francisco in the peninsula only topping out in the mid- to upper 60s. we're going to see some sunshine for the entire bay area. the east bay will get up to 70 degrees. the warm up to 72 degrees. the first day of spring is today or at least tonight. spring does begin at 9:30 this evening. the first full day will be tomorrow across the bay area and with the first full day of spring comes the first full day of rain. talking about showers returning tomorrow. we'll time out the storm system and let you know how much rain to expect coming up in 15 minutes. back over to you. to a developing story overseas now. 62 people are dead after a plane crashed in. southern russia. all were on board that passenger jet. we told you this story is breaking news last night.

eight different car trains to fix some of the damaged ones. uber is trying to help out with the bart commuters during the meltdown. it's temporarily expanding its uber service to contra costa county. they are cutting rides to half price during commute hours. uber pool allows you to share your ride and split the cost of your trip with another rider headed in the same direction. a bay area community is battling noise in the night. many neighbors say it's coming from a cement plant just outside city limits. the environmental health department received more than a dozen complaints about the noise last spring. folk says they are still struggling to sleep because nothing has been done to fix the problem. >> i'm less productive, no question. you dent get a good night sleep you're less productive. >> they are hoping to turn the volume down. the company said the noise is due to a new exhaust stack and fan installed last march.

new details on a sink hole. rain in the forecast could delay repairs. crews were making good progress but now pg&e says they are working on ways to divert rain water. a sink hole opened up last sunday. a gas line ruptured and power lines were broken. 100 homeowners were told to snerlt place. many were also left in the dark. this week marks four years since lamar disappear ed. a search is plan for her this morning. she was on her way to school when she vanished in 2012. family, friends and volunteers will hold a search for her body on morgan hill. it begins at 9:15. a man was indicted for the death. his capital murder trial is scheduled to begin next month. getting ready for the big earthquake is coming with a hefty price tag in san francisco. the port of san francisco says the sea wall is 100 years old. it's 3.5 miles long and protects

700 acres of water front. preliminary findings show the mold holding the wall in place is weak and could move during an e earthquake. that could mean disaster for a large portion of san francisco. if the seawall is not repaired, emergency responders may need to step in. >> what we're looking at is improving the condition of the mud around the seawall, strengthening it so the seawall stays in place. >> major repairs are expected to cost billions of dollars. the living cities competition will help the port figure out financing. the final results of the study are expected next month. turning to decision 2016 it's all about the west for the next few days. donald trump campaigned in salt lake city. voters in utah and arizona will cast their ballots tuesday. just four days after mitt romney campaign ed with john

birthday party planned. >> we are going to see some sunshine. we have fog and drizzle this morning. we're planning for a birthday party. i want to talk about that crab. that's some great news. you can see this morning we are waking up to cloud cover. we are going to see some sunshine later on this afternoon. 54 right now in san francisco. there's your drizzle. even from emeriville, we have low clouds, but a few peeks of sunshine starting to come out. we will see temperatures back in the 70s. 68 degrees for the peninsula. 70 for the east bay. if you're headed to wine country, a mix of sun and clouds. 69 degrees and there's actually some drizzle falling this morning in the north bay. we keep in mind it's going to be a little bit of time before we see that sun after 11:00 we're good to go. look at what's headed our way. here comes our next storm system. and then all day long it's going

to be gray tomorrow with on and off showers. we'll time this out and see what i'm talking about. we'll have the fog that starts to at least break up as we head toward the afternoon hours. tomorrow morning, we'll wake up to cloudy skies and then by 7:00, the rain moves into the north bay. by the afternoon hours, we'll see the showers spread into the rest of the bay area and we'll fall apart as we head into the evening hours. not expecting the huge amount of rain from the storm system. that's the thing to note here. it's going to be some light showers on and off through the day. especially through the south bay. maybe half an inch in the north bay. if you get to the peninsula and the trivalley, less than a tenth of an inch. this is not going to be a storm system. maybe close to a quarter inch and in the north bay half an inch expected for places like santa rosa. the winds will stay calm. it's not until tomorrow when the storm system starts to roll back to the bay area. we'll see our winds kick up around 2:00 in the afternoon. that's when we'll see the strongest wind.

not talking overly gusty in the trivalley. again, san francisco, north bay, that's where you'll see the strongest of the rain. everybody else will see light showers. that's when the snow starts to accumulate. all weekend long it will be dry. and really minor amounts. not a big storm system. only about 4 to 8 inches of snow across places near the sierra. that's good news. at least we're adding to the snow pack. as we move ahead after monday, it doesn't look like we'll have a whole bunch of rain in the forecast. next weekend we're going to stay dry. we have great news. the drought monitor came out and we have been upgrade d or

downgraded, however, you want to put it. the drought conditions are getting better. we are now at normal drought, which is a d-1 category. that's the first stage of drought, which is great news. all last year we were in the extreme and exceptional drought. that's d-5, which is as high as it can go. we'll see the rain continue to fall putting that dent in the drought. tomorrow the showers push into the bay area and we'll continue with the chance of rain for monday. breaking back out for tuesday and wednesday. 70s in the forecast in the south bay today for the pool party. i hope. >> looking forward to it. today in the bay is back after this break. coming up -- >> i have been calling it my pet project. >> many many homeless are unable to go to shelters because pets are not allowed. the projects happening that's meant to change that. it's a story that will make you bay area proud.

living on the streets can be a dangerous life for many homeless. keeping a pet can be a lifesaver. the animal can be a barrier to getting vital services. one shelter has come up with a creative solution. today in the bay has this morning's bay area proud. >> with the exception of service and companion animals, dogs are not allowed in homeless shelters for obvious reasons. all those animals in the dormitories can be a recipe for disaster. so home first decided to give them their own place to sleep with a little help from the neighbors.

>> that james would soon be losing that home without money for another. >> when we found ourselves out on the street for a couple days, he really got me through. >> so like u many homeless pet owners, james and gunny faced a dilemma. shelter, not an option for those with pets and parting with the dog, that's not an option either. lucky for the pair a plan has been in the works at home first reception center in san jose. thanks to one special dog lover. >> i'm excited about that. >> all they needed to carry it out was a generous donation of labor and just came this month across the street. volunteers spent an entire day turning an outdoor patio at this

shelter for humans into one for their animals. half a dozen kennels were assembled and secured. and patchy ground nearby cleared out for them as well. >> how am i going to e get out? >> those people and animals in their times of need. >> this does more than just allow pet owners and their animals a temporary roof over their heads by giving the homeless a safe, secure place to leave their animals during the day it frees them up to pursue jobs and services that may hopefully one day lead to something more permanent. >> the materials alone that home depot donated were worth $3,000. garvin thomas, nbc bay area news. >> finding solutions. if you know something doing something nice for others,

breaking news. bad weather may have caused the cra crash. the most wanted fugitive from the terror attacks in paris is finally in police custody. authorities in belgium capture ed him during a raid in brussels. he was one of five people arrested in connection with the november massacre that killed 130 people. he has been on the run for four months. he was one of ten isis members identified by investigators as suspects. each one has been killed or captured. authorities now hope to get some answers from their wanted man. >> they will be looking at other coconspirators. who are other members of the organization. >> french prosecutors will seek

worth of shades. the staff chased after the thieves forcing them to drop the displays as they got away. >> he went after them and dropped case he had had. >> similar crimes have been taking place across the bay area. a man stole $10,000 worth of shades from a store in okt. and a san francisco shop was hit four months ago. a lack of serial numbers on shades adds a wrinkle to things. >> unlike cell phones or ipad, those things all had serial numbers that you can identify should they were able to recover them. >> this time the shades were all recovered and after posting the surveillance images on social media, police arrested the young man, a 17-year-old earlier this week. they are still looking for the woman. they worry the thefts are part of something bigger area wide. >> i believe there's probably a ring out there so these people

beautiful this weekend after st. patrick's day. the stage is set for a showdown in texas. last night the warriors beat the mavericks in dallas to improve to 62-6. a national tv audience will watch the team with the second best record in basketball. the 58-10 san antonio spurs. the two best records have ever squared off this late in the season. game time is at 5:30. let's take you to march madness now. a disappointing end to basketball season. the bears lost to hawaii. cal was favored to beat hawaii, but two of their best players were sidelined due to injury. we're about four months away from the opening ceremony of the 2016 olympic games in roio whil most of the qualifying has yet to occur, there are some athletes whose flights have already been booked. one was the youngest member of team usa in london just four years ago.

welcome back on this saturday. time for your forecast. we have some fog and drizzle this morning. kind of the general trend we have been seeing. we're going to get rid of the fog later on. we'll see some sunshine on this afternoon. temperatures are mild. we're in the 50s across the entire bay area. now later on this afternoon we'll see some sunshine. 72, our warm spot in the south bay. 68 at the peninsula. 70 for the east bay. you'll see a few low 70s. san francisco you'll be up to 68 today. 69 later on this afternoon in wine country. our next storm system is making its way towards the bay area. that's why we have the fog and drizzle this morning. the marine layer really being revved up as those on shore winds start to kick in. through the day, that's going to allow for the fog and drizzle to

mix out of here. we're going to hang on to cloud cover. especially for the coastline and the north bay. sunshine for the trivalley and south bay later on this afternoon. and then rain returns to the bay area as soon as tomorrow morning this is about 3:00 in the morning. you'll notice in the futurecast showers expected cross parts of the north bay. and then they will spread across the rest of the bay area by 3:00 in the afternoon. but notice san jose and livermore, not a lot of heavy rain. we're only talking about light on and off showers for those places. but again, san francisco and the north, that's where you'll see the heavier amounts of rainfall. we'll show you what we're expecting as far as rain totals are expecting. close to half an inch for santa rosa. less for napa. look at how they fall off. even san jose, trivalley peninsula not going to see a lot of rain tomorrow. the winds will start to kick up

as well. but all day long it's going to stay calm. winds today will be about 5 to 10 miles per hour. towards the afternoon hours that's when winds will start to tick up between 15 to 30 miles per hour at the coastline. it doesn't look like it's going to affect much of the south bay or trivalley. this will be mostly a san francisco and north bay event. we'll still see some showers in the south bay. but nothing really heavy. if you're doing any traveling, heads up, not a huge storm. go ahead and make those plans. we're not expecting any snow this weekend. but as the storm system that's impacting us for tomorrow starts to move that way for monday, they will see some snow. it's not going to be a huge snow maker. only 4 to 8 inches of snow. that's the highest elevation. not a huge storm system headed our way. as we move through the week ahead, we'll get this first storm system. it's going to move out of by tuesday. then for the next few days after that, it's going to stay dry and

allow our temperatures to warm towards next weekend. a quick update. the drought monitor came up this past week and we're looking at improving conditions. we're now at a d-1 drought. that's the first stage you can get into. most of the bay area in a normal drought. the d-1 all yearlong. last year we were in the red colors there. now we're starting to see conditions improve. especially with the past couple weeks of rainfall we have seen some impressive amounts. so our ground is nice and saturated. the hills are green. just in time for st. patrick's day. this weekend into monday, we'll see a few showers. and the pollen really starting to blook as we have seen the rain. we'll see 70s return to the bay area. become over to you. still to come on today in the bay, airport secret agents. what they are looking for on your next trip. good morning, i'm mike inouye. there's lots to do today. they are throwing it back to

peninsula have leaders looking to build. the university wants to add thousands more beds on campus and that could have a ripple effect across the peninsula. more housing and cheaper for students alike. after his landlord raised the rent $400 a month. >> people are taking advantage. >> even rent on campus eat up about 70% of their monthly u income. some students that like to move -- >> immediately that the prices are higher than they are on campus. >> they are applying to build four housing complexes with 2400 beds enough to house half the grad students living off campus and moving them on campus could impact all renters in the area. >> it could create a ripple effect in the county.
