take a live lookutse......(adli good sunday morning to you. the time is 7:00 straight up. let's give you a nice look outside at san jose from our camera atop telecommunications hill. and it's mild. a mild start to this morning. much like yesterday. some of us will be seeing sprinkles across the bay area. good morning, thanks for waking up with us, i'm vicky nguyen. let's check the forecast now with anthony slaughter. you said maybe by lunchtime we'll see water on the ground? >> yeah. it's going to be light. we're not talking about a big storm, even by storm standards. i think we would call this kind of a nonevent. more light showers, sprinkles. that kind of deal. we're looking at the rain spreading across the north bay now. light sprinkles. that will be the general trend

as we head toward lunchtime. by this afternoon, we'll see it in the south bay, the east bay and tri-valley. even in san francisco, we're waking up to mainly cloudy skies. that's setting the stage for rain that's going to arrive later on. again, it's going to be light today. nothing heavy. we're talking maybe a half inch at most for the north bay. and much lesser amounts for the south bay. maybe just a trace amount to less than .1 inch. as the storm system moves through, we'll see a couple of rainy days today and tomorrow. we'll time out the storm system, let you know how much to expect in your neighborhood. 70s on the way. we'll talk about a warming trend coming up. >> thanks. see you in a bit. a violent robbery on the peninsula, and the attackers still on the loose. happened in the parking lot on emerson street in downtown palo alto. a man told police he was walking through the lot just before 2:00 yesterday morning when another man asked him for a cigarette. when he went to give him one, the suspect punched him in the head and demanded his things. police say the man grabbed the victim in a headlock to prevent him from yelling for help. a second man was also reportedly

involved. although officers say they have not seen a spike in these incidents, many people in the area are still concerned. >> just unfortunate how much i've seen this happen. >> reporter: really? >> yeah. i mean, more so in the city. so it's more surprising to see it here. >> the victim was able to run for help but not before his phone was stolen. police say they have stepped up patrols in that area. new this morning, a dozen adults and two kids without a home after a two-alarm fire ripped through their back yard. the flames erupted before 2:00 at a home on mt. mckinley drive, in san jose, not far from story road and interstate 680. crews say a shed and part of two other homes also caught fire. firefighters put out the flames about half an hour, and no one was hurt. there's no word yet on the cause. new details now about a fire that caused a chaotic scene at a south bay walmart. firefighters say solar panels on the roof caught fire at the milpitas store yesterday afternoon. hundreds of shoppers and workers

were forced to evacuate as flames shot into the sky. now the store is dealing with significant water damage. no one was hurt, but employees say there was a lot of panic as people rushed to leave the store. >> they started to run. and then everybody -- people who worked were there telling them, calm down. even i said, calm down, don't panic. just, everybody, get out of the store so you don't get hurt. >> it's not clear yet how these solar panels caught fire. the fire could be closed until tomorrow. rain could cause more problems at that giant sinkhole in mar aga. crews will be out working to keep the rainwater away. the sinkhole opened during last week's storms and ruptured a gas line. the gas main has been fixed. repair work on the sinkhole has not yet started. that's because several utility lines are still at the bottom of the hole. busted for running brothels. dublin police arrested this man and woman for allegedly running a brothel and quickly discovered it wasn't their only one.

during the investigation, officers found they had several brothels in businesses across the bay area. the others are located in san mateo, san leandro, oakland, and hayward. police rescued five women from the locations and took them to a rape crisis center. missing for years but not forgotten. family, friends, and volunteers searched again for morgan hill teenager sierra lamar. >> nice and loud on three, "find sierra." one, two, three -- >> find sierra! >> sierra was 15 years old when she disappeared on her way to school in 2012. four years later, some still have hope she will be found alive. search efforts like this one along eastman canyon road in morgan hill focus on trying to find evidence of her body. the trial for sierra's suspected kidnapper and killer is set to start next months. turning to decision 2016. more violenceed at a

donald trump rally. [ shouts ] >> someone in the crowd started punching and kicking a protester in tucson, arizona. the protester was part of a group being escorted out because they disrupted the event. the attacker was arrested and later released. during his speech, trump called the protesters a disgrace. >> there's a disgusting guy, puts a ku klux klan hat on. he thinks he's cute. he's a disgusting guy. >> brian sanders was the man assaulted. he spoke to nbc news about the ordeal and his opinion about trump's campaign and potential presidency. >> donald trump is perfectly welcome to go ahead and run for president. what he's not welcome to do is to suggest that everybody who opposes him should be violently attacked, that he should be handed the presidency outside of the rules of his own party. >> police also made arrests outside an earlier event near scottsdale. protesters blocked the road leading to the rally with signs and cars. some people even chained themselves to vehicles.

now a developing story overseas. authorities in belgium are still guarding the building where paris terror attack suspect salah abdeslam was captured friday. he was moved from a hospital to a high-security prison yesterday. he was shot in the leg during a raid that led to his arrest. he's now talking with investigators. abdeslam admits he drove some attackers to paris back in november. he says he poland on blowing himself up -- planned on blowing himself up but backed out at the last minute. some victims are still absorbing the latest development. >> i wouldn't say it's a relief that he's been arrested. to be honest, the first thing i felt when i heard the news was numb. >> abdeslam will be charged with participating in terrorist murder. his lawyer refuses to have him extradited to france. borders across europe are on alert for any other accomplices who may be on the run. a deadly bus crash in spain. a bus carrying more than 50 students reportedly slammed into

a highway barrier, killing at least 14 people. authorities say dozens of passengers were hurt. the highway was closed in both directions as emergency crews worked to clear the wreckage. the bus driver is now being held at a police station as the cause of the crash is being investigated. new details on the deadly plane crash in russia. emergency workers just finished combing through the debris today. investigators are now looking into possible causes of the crash, including crew error, technical failure, and bad weather conditions. the fly dubai airlines jet nose-dived and exploded after making a second attempt to land in strong winds yesterday. the crash happened about 600 miles outside of moscow and killed all 62 people on board. both the plane's cockpit voice recorder and flight data recorder have been recovered. much more ahead on "today in the bay." coming up, a battle over rent in the south bay. only this tenant happens to be the 49ers. why the team wants the city of santa clara to lower its payments. plus, a popular san

your time is 7:10. sun subpoena. that's a live -- sun is up. that's a live look at san jose from telecommunications hill. looks like we'll get a little bit, a few sprinkles according to anthony. probably by around lunchtime. not anything to write home about. santa clara city leaders say the san francisco 49ers owe the city about $5 million in rent for levi stadium. the niners say they're paid up for the fiscal year and actually they believe they're entitled to a rent decrease. "today in the bay's" marianne favro has a look at the clash over cash. >> reporter: every month the san francisco 49ers pay the city of santa clara about $2 million ever n rent for levi -- million in rent for levi stadium.

teresa o'neil says so far this year the city hasn't received any rent money. >> to the best of my knowledge, the payments stopped coming in for the rent at the end of december. there have not been any payments received for january, february, or march. >> reporter: that's about $5 million. bob lange, vice president of communications for the 49ers, says that's simply not true. in a statement he says, "the most recent facility rent payment made by the 49ers was on march 16th, 2016. the full $24.5 million will be paid by the end of the fiscal year on march 31st, 2016." the team is now asking for reduced rent as part of a deal with the city. according to the 49ers' lease agreement, the contract provides the team a one-time rent reset, allowing a team to adjust the rent based on changes in revenue, updated development costs, and expenses. the team want to see the rent

francisco. you see the sun rising and reflecting in the skyscrapers there. absolutely gorgeous. bring an umbrella or maybe a hoodie with you because there will be sprinkles liar today. anthony will be be -- sprinkles later today. anthony will be by to tell us where and when they'll hit the ground around the bay area. a san francisco tradition may be coming to an end. the annual pink saturday event has been canceled because organizers couldn't find a sponsor. the street festival is usually held the night before the castro pride parade and draws tens of thousands of people. in recent years, it has also been plagued by violence. last year, the lgbt community center stepped in to save the event after organizers backed out. the center cannot save the event this year. >> that was not a long-term, sustainable solution. the center is unable to do it this year. and so no other community group has stepped up. and so there won't be a street closure. >> supervisor weiner says while there isn't an official event, the castro expects to see thousands on that saturday night. the last weekend in june.

a silicon valley merger can be very tricky. many people are often left out in the new plan. this time it involves the united way, an organization that has helped struggling families in the south bay for more than nine decades. "today in the bay's" joe rosato jr. has the exclusive story. i get up at 5:00 a.m. every day. >> reporter: every morning detroit and early, jonathan sosa shows up for work at the san jose construction site. this work crew isn't building buildings, it's building futures. it's part of a job training program located in san jose's center for employment training. >> thing about this program is they help you find a job after like right away. >> reporter: the program is aimed at helping people with low incomes find jobs. it's one of many programs partially supported by the united way of silicon valley sgm. >> we're focused on how we can lift people out of poverty by supporting the agencies and critical needs.

>> now this age-old organization, which was founded in 1922, is going through its own transition. the boards of the united way silicon valley and the united way of the bay area which oversees seven counties voted to merge into a single organization. >> it means that as a combined organization, we can provide better and deeper engagement in the community. >> reporter: anne wilson, chief executive officer of the united way of the bay area, says the merger will help expand the group's mission to care for low-income families struggling amid silicon valley's economic boom. >> the issue of poverty is a regional matter. it is not solved one county at a time. >> that's a great way to use that credit card. >> reporter: wilson says the merger will help the group expand programs into silicon valley like the spark point financial training center at san bruno skyline college. >> they give me free food because i'm low income. it helps me worry less about

bills and payments and more on school. >> reporter: some silicon valley agencies worry they'll lose funding as their local united way folds into the regional one. >> there will be some rethinking of our strategy to create impact. so it's understandable. but it's hyper-local. >> reporter: as sosa has learned, sometimes to get ahead in life, you have to learn to build something new. >> when i'm doing it, i'm thinking about my future. >> reporter: joe rosato jr., nbc bay area news. let's turn our attention to the weather and check with anthony slaughter, standing by with a look at the weekend forecast. so far, so good. just as you predicted. clear skies yesterday. great birthday party. >> yeah. >> and now maybe little rain coming back into the forecast. >> yeah. we did have sunshine for my kids' birthday. thanks for showing up and showing us the forecast. looks pretty good. you know, we had some showers starting to develop across the north bay this morning. now here's the thing about today's rain, it's not going to be heavy. it's not going to be anything

like we saw this past week. it's mostly light showers, sprinkles for some of us. that's about as hard as it will come down. you see even this morning, the north bay dealing with light showers. santa rosa starting to see rain. eventually it will spread across the rest of the bay area heading into the afternoon hours. temperatures will cool this morning. in the 50s across the entire bay area from the north bay to the south bay. we've got a few peeks of sunshine. that's going to be limited, though. talking about on and off rain for the north bay. rainy for san francisco. same deal for the east bay. you head down the peninsula and in the south bay, we'll see peeks of sunshine and very light showers. really nothing heavy expected for those locations. timing this out, you'll notice what i'm talking about. the timing of the rain moves in around lunchtime. this is around 3:00 this afternoon. heavier rain for the north bay and light on and off showers through the day as we move toward 3:00, 4:00, through the peninsula. same deal toward the south bay. look at this, by tomorrow morning, we'll see another round of rain moving through the north bay. then that will swing on through the bay area toward the

afternoon and evening hours. all the stuff, even today and tomorrow, light. nothing really expected to be heavy. here's the storm system. you see prosecute space, spinning out across the pacific. bringing rain to extreme northern parts of california this morning. again, a lot of the rain has yet to make its way through the bay area. showers will continue to develop as we move through the day. here's how much rain we're expecting, again, through the rest of the day once the sun goes down. just less than .1 inch for san francisco. livermore, walnut creek, even napa. into the overnight hours, tomorrow morning we'll get that other burst of rainfall. that will put us close to maybe a half inch for the north bay. still lesser amounts for the rest of the area. less than a quart inch for san francisco. same deal for walnut creek. you head to the south bay, we're talking less than .1 inch. not a huge system, but the winds will pick up heading into the afternoon hours. today, about 15 to 30 miles per hour from the peninsula to san francisco. same deal for the north bay. even some of the east bay

valleys may see wind gust this afternoon. and then as we move toward the afternoon hours again tomorrow, we'll see another burst some heavy wind. nothing really overly geeftd. we have winter -- gusty. we have winter weather advisories for the sierra for tomorrow through tuesday. we're expecting four to eight inch of snow. even a lake wind advisory for near lake tahoe. if you're doing traveling, a travel alert. monday and tuesday will be a little treacherous. we're talking about gusting winds, as well, especially over the higher peaks. winds could gust up to 30 to 40 miles per hour. snow accumulations will be decent especially considering how far off the center of low pressure is from actually where the snow is going to fall. so we'll get about eight to ten inches of snow across -- abo above,000 feet. close to a foot at twin bridges, and half of that near lake tahoe. pretty decent amount of rain and snow headed our way. again, continue to put off the fire season and that drought. but as we move toward the upcoming week, the futurecast

they do. clearly didn't figure it out with rich. now in my defense, until recently, he didn't understand it, as well. >> be careful. it's slippery. >> reporter: the third time rich santoro is discovering isn't always the charm. in fact, on this milpitas hillside, it's just about the opposite. >> it's a disaster. >> reporter: for the third year in a row, rich has planted thousands of bulbs up here which, when in bloom, were supposed to spell out a secret message e message for passersby, except they didn't bloom. again. >> look at that. that's completely -- look. completely mildewed. what you see here is 6,700 failures. >> reporter: all a bit of a surprise considering rich is something of a maestro when it comes to bulb gardening. just not up here. >> in the back yard, i'm a near expert. >> are those callendula? >> yes.

>> reporter: rich is well known in gardening circles as the bulb guy of san jose. each year he plants more than 10,000 in his back yard, then opens it up for the public to enjoy the colorful results. rich did it, he always said, to simply share his love of flowers with the world. not this year, though. >> now it's taken on a different purpose. >> reporter: had changed? >> well, a door closed. literally. when it did, a picture that had been hanging on rich's walls for more than 30 years crashed to the floor. >> when the picture fell off the world, it wasn't -- it was an epiphany, boom. >> reporter: the rainbow had been drawn by richard's son, nicknamed boom. he died of cancer at the age of 6. suddenly, rich says he realized the garden was never supposed to just look good, it should do good. the rainby on his garage door this year meant to match boom's drawing is being built with

petals, each representing a $5 donation to fight childhood cancer. >> no parents should have to bury their child. it's pretty -- pretty horrendous. that's what this garden is all about now. >> reporter: rich says losing a child taught him a lot about perspective in life. that, for example, 6,000 flowers that don't bloom isn't a tragedy. but 10,000 that do might just one day prevent one. in spite of his failures occupy that milpitas hillside, rich promises he'll be back again for a fourth year planting his bulb and trying to get his message out. garvin thomas, nbc bay area news. still ahead, a little girl in the fight of her life. how the community is rallying around this little eight-year-old who is struggling with brain cancer. plus -- >> did you charge alcohol to the district credit card?

we have showers developing across the north bay. eventually get ready for rain, bay area. we'll see showers through the entirely bay area today. it's going to be light stuff. we're not talking about anything heavy. even though if you have outdoor plans, you may get wet. it's not going to be any of those intense raindrops that we're used to seeing, especially in the bellingpel nino pattern. spreading to the south bay later this afternoon. again, talking light. that's the key word this sunday. so as you get going this morning, keep in mind you'll run into showers this afternoon. again, temperatures staying cool. 60s across the entire bay area, and we have a warming trend ahead after a couple days of rain. we'll see 70s return to the bay area this upcoming week. we'll talk about that, plus a glimpse of next weekend if you're making weekend plans. we've got you covered with the seven-day forecast coming up. >> we've got easter coming up next week. hopefully the ground will stay dry at least for those easter egg hunt. >> i'll let you know. >> okay. we're always counting on you. thank you. a violent robbery on the peninsula, and the attackers are still out there. this happened in the parking lot

road in morgan hill focused on trying to find evidence of her body. the trial of the suspected kill napper and killer is set to start next month. public dollars used to buy booze. we first told you about the questionable spending by a bay area college chancellor. we've learned he and his administrator are changing the rules. they can now wine and dine with taxpayer money. a $100 bottle of wine in san diego. a staff dinner with a $900 tab including french martinis and wine. beer during a workday lunch in san carlos with a trustee. a few of the expenses investigative first uncovered in november, revealing how ron galatolo may be spending your tax dollars. hi, vicky with nbc bay area news. how are you? did you charge alcohol to the district credit card? >> i'm not quite to sure. >> reporter: chancellor of the san mateo county community college district.

he said he was aware and unaware of the district's rules about using public money to buy booze. an employee is not authorized to use the procurement card for personal purchase and then -- >> absolutely. and that is true. >> reporter: okay. were you aware of this policy before we showed it to you? >> no, i was not aware of it before you showed me. >> reporter: we found he charged hundreds of dollars worth of alcohol to his public credit card during his work and trips. the policy clearly says it's prohibited. the district announced a revision to its procedures which say when employees done with business partners, vendors, donors, or potential donors, the district will reimburse for alcohol. there's no cap limiting how much money is to be spent on booze. just that employees must use prevents and must not purchase an unreasonable amount of alcohol. the district emphasized that lavish meals are not allowed, but deluxe hotels, motels, nightclubs, or resorts are okay and reasonable if they're based on the circumstances.

there won't be a vote on these new guidelines. it's up to the chancellor and his administration, and the new rules take effect now. >> aye. >> reporter: the chancellor did not respond to our request for comment. the board of trustees head says he agrees with the changes and trusts the administrator to use good jmthe judge. others say they don't supposed using public mounds to buy alcohol and would not do it. >> a tough sell. if we asked in a public meeting, sure, you make $300,000 but you charge for a bottle of wine at dinner? >> reporter: we called evergreen, foothill deanza, and more. none allow the purchase of alcohol with public money. only 19 senior administrators

locked iphone took a dramatic turn. the government is calling an spertd expert to the stand on. wednesday, the expert requested the top security expert testify. a last-minute request that caught apple by surprise. the government has been trying to get apple to unlock an iphone used by one of the shooters. the hearing is set for tuesday. surprising doctors and most of all her family. an 8-year-old bay area girl battling a rare foam of brian cancer is still alive despite a grim prognosis if doctors. yesterday, the family of 8-year-old zamora held a fundraiser to help pay for experimental treatments in germany. zamora's mother says she hopes her daughter's fight will raise awareness for treatment of pediatric cancers. >> believe it or not, neil armstrong in 1963 had a child with the same affliction. in the last 60 years, nothing has changed for this cancer at

centur california is now operating with leadership different from any time in the past quart century. the speaker in the state assembly's name may not be recognizable now, but he's held the position longer than anyone, since 1985. we talked with political analyst garyegory extend who explains the nuances -- gary gersten who explains the nuances of how california is governed. what is the change so significan significant? >> a lot of us don't think about. it the speaker is potentially

the most powerful person in the legislature. why? because of his sole ability to form the committees and chairs of the committees. since 2012, speakers served typically two years. as a consequence, speakers were never able to build a power base, thus leaving the legislature and particular the assembly very vulnerable. a little bit more than being a -- a doormat in the ledgislativ process. >> what does that mean? >> it stems from the term limit change. the change was made by voters in 2012. didn't seem like much to some. the fact of the matter is, from 1990 until 2012, legislator were limited to just -- legislators were limited to just six years in the state assembly, eight in the senate. assuming his party remains in the majority, that's the yay it went. in 2012, voters passed an initiative that reduced the total possible time in the legislature from 14 years to 12 years, but -- here's the big but

-- legislators could now serve as much as 12 years in either chamber. so the upshot -- the upvote is that clendon, with four years of service already, may be able to be speaker for another eight years. >> talk about why the additional time for the speaker is so important. and why he's not going to be elected to just two-year terms like everyone else in the assembly. >> a two-year term, but he'll get re-elected most likely every two years to keep the post for those eight years. just like any work setting -- the drop late with officials and unofficial sources of power on. paper, the speakers serves the two-year term like any member of the assembly. now with the ability to be re-elected for a longer period, he will have time to develop those things we don't think about -- long-term relationships with fellow legislators. and more importantly, state bureaucrats and, yes, the governor, that's what's critical. >> the example of the informal

set of relationships that you were talking about earlier. tell us how you think this will change things in sacramento. >> well, now he will have to seats at the decisionmaking table. for more than two years or -- at best. that means the governor and key pure kraatz won't have the luxury of waiting hear him to be in the turnstyle way of the past. lobbyists who have no term limits, they won't be able to walk away, they won't be able to wait for him to leave, for someone else they like more. look, these changes will give more weight to the speaker and the assembly and the entire legislation. the bottom line is this, we didn't think about it maybe, but the ability for the speaker is on serve for several years will be by definition the power to check the governor and bureaucrats. and lobbists in ways we haven't seen in years. more than ever, power will be shared. that's likely to change the

welcome back on this sunday. want to check the final forecast. we have showers developing across parts of the north bay. even across parts of extreme northern california, seeing rain this morning. that's our next cold front that's going to bring rain to the bay area as soon as today, this afternoon. most of us will see the rain. the north bay is catching light showers. really just north of santa rosa, even at the coastline. that's eventually going spread through the south bay and the rest of the area through the day. waking up to cloudy skies across the entire bay area. a few peeks of sunshine here and there. most of the rain now is concentrated across part of the north bay. as we move through the day, we'll see the showers spread into san francisco. by lunchtime, this afternoon, the east bay, peninsula, and south bay seeing showers. again, the thing to know with the rain moving through is all going to be light even in the north bay.

we're not expecting any heavy rain. so let's time this out. you'll notice what i'm talking about as we put the futurecast into motion. we'll get the first burst of rain. that will move through the north bay around lunchtime. then by 4:00, 5:00, we'll see san francisco, showers moving there. same for the tri-valley and south bay. it's not going to be anything heavy all day long. tomorrow, another round of showers for the morning hours. then we'll continue to see that on and off rainy activity through the day for your day tomorrow. here's our cold front from space. you see it spinning out across the pacific, bringing showers widespread through northern california, into washington and oregon. for us at home, we're still dry. mostly cloudy. as we move through the day, the showers will spread through. we're expecting to see some light accumulation. this is what we're expecting by the end of the day. again, less than .1 inch for most of the bay area. into the north bay, you expect heavier amounts to begin less than a quart inch. tomorrow, with the next burst of rain, that will put the north bay close to half of an inch, quart inch near napa.

again -- quarter inch near unhappy. again, near napa, a quarter inch, lesser toward the tri-valley and the south bay. winds will start to kick up through the day. by this afternoon, we'll see wind gruftsusts from 15 to 30 a coastline. tomorrow afternoon, another burst of heavy wind. then winds die down. a winter weather advisory is posted through the sierra tomorrow and tuesday. traveling tomorrow, you'll run into snow and gusty winds. a wind advisory, as well. winds expected to gust 30 to 45 miles per hour. the snow amounts, we're not expecting huge amounts. four to eight inches, about 4,500 feet. you get higher than 7,000 feet, we could see a foot of new snow expected across the higher elevations. after the rain today and tomorrow, we'll delay out, leading to warming temperatures for the rest of the week. the extended forecast looks good. cool temperatures today and tomorrow. tuesday, it will be the coolest
