weather. >> let's check in with meteorologist kari hall. >> good morning. we will have clear skies as you head out and chilly temperatures again this morning. we are in the lower 40s in the north bay, while we have 57 degrees or 47 degrees rather in the south bay. low 50s elsewhere and looking at highs today a little bit warmer than yesterday up to 70 degrees in the north bay, 65 in san francisco, the east bay and the peninsula up to 67 degrees. more of this nice weather continues over the next few days. let's get an update on the morning commute from mike. >> looking all over the bay, nothing really but green speed sensors, road crews and a little debris smort of the san mateo bridge. i will check on that. the rest of the bay we do see that green confirms a smooth drive, no problems out of the altamonte bass or the bay bridge. everything on schedule. now let's continue our coverage of the terror attacks in brussels. many new developments this morning. >> nbc bay area's kris sanchez

in our newsroom. belgian media reports one of the wanted terror house spects has been captured. >> there is conflicting information regarding this arrest but we do know that it is possible. two men who are believed to be the suicide bombers are dead, but perhaps, again, most importantly authorities believe they have honed in on that third suspect who walked away after the attacks. here he is in the surveillance image from the brussels airport moments before the attack, he is a 24-year-old man, najim laachraoui, he was with those two other men, brothers, khalid and ibrahim el bakraoui who blew themselves up. the specifics regarding the purported arrest are not confirmed but we do know there were a number of raids in belgium but outside the capital still of brussels. they say they found a bomb making factory with nails and bolts that were consistent with those found in the bombs in the airport.

isis claims this could be just the first of more of black days to come in europe. >> i don't feel secure and i don't want to go home now. >> brussels airport will remain closed today, you can imagine the trickle down effect of all of the canceled flights, but the transit system in belgium will reopen, so will schools because the british prime minister wants to get life back to normal. now, authorities say that they knew that there was an attack in the works, they just did not know what that target was going to be. by the way, they were led to the airport by a cab driver who said he picked up three men to go to the airport, they had very heavy luggage that they would not let him help with. he identified that after the fact so that speaks to the whole mantra of see something, say something. laura and sam. >> never know and everyone needs to be on alert. thank you very much. brussels airport will remain closed today and american

airlines has canceled all flights in and out of prufls airport at least through thursday. one of two explosions happened in departure hall one from which american airlines departs. united and delta are also canceling flights. u.s. state department is issuing a travel warning for all of europe, officials warn terror groups are planning for attacks. this morning there are no credible threats here in the bay area but local authorities aren't taking any chances from bart to muni, amtrak, commuters will notice extra security out of an abundance of caution. police are asking anyone to be on the outlook for anything suspicious or unusual. reminding commuters if you see something, say something. happening today in light of everything that's happened hillary clinton will now deliver a speech on counterterrorism at stanford university. clinton's bay area visit had been planned for weeks. the stanford speech was added in the wake of the deadly bombings in belgium. ms. clinton will give that speech at 11:15 this morning at

for president. >> bush throwing his weight now -- support behind texas senator cruz, cruz who did very well in utah last night. he won 69% of the votes there. john kasich got 17% followed by trump with 14%. because cruz got more than 50% of the vote he gets all of the delegates for utah. >> all right. on the democratic side sanders takes utah 50% of the votes to clinton's 20%. >> and then in arizona trump winning big with 47% of the votes followed by cruz, then marco rubio who is of course not in the race anymore. kasich won just 10% of the votes. again, that's another state that's all or nothing. hillary clinton won 58% of the voting in arizona, sanders came in with 40%. >> idaho ted cruz winning with 45% followed by donald trump, marco rubio and then john kasich. >> on the democratic side sanders winning big with 78% of the votes, clinton trailing with just 21% of the votes there.

morning, we will continue to update you in live reports throughout the morning. starting your wednesday morning, halfway through your workweek, let's check the forecast with kari. >> good morning. we have some cool temperatures as you head out the door, it's 40 degrees now in the east bay and 51 degrees in san francisco. the north bay at 43 degrees. so definitely a jacket needed as you head out for work or school. it's 46 in alamo, pleasanton now at 41 degrees and we have 50 in brentwood while the south bay is at 47 degrees. we will be in the low 40s in berkeley for the next few hours and then making it into the mid 50s by 10:00, eventually seeing those highs reaching about 65 degrees today. over the next three days our temperatures will continue to warm, up to 73 degrees on thursday in the south bay and 75 degrees on friday, into the 70s it will feel definitely like springtime, highs in the upper

60s today and then 70s over the next couple of days. the storm track stays well to the north of us and keeping us dry as high pressure continues to build it will also cause some milder temperatures and then high pressure will allow those highs to make it into the 60s and 70s, eventually next week we will see a change in that pattern and cooler air will move in, also a chance of rain. the weekend forecasts shows 60 and 70s in there and a little cooler as we go into sunday with 65 degrees expected. as we go into next week once again a couple of showers possible on monday and then back to that dry pattern we've been seeing. let's head to oakland now with an update from mike. >> we're going to look over here for the live look and sparkling lights and no problems, this is right by oracle arena, we've also marked the event in the area because tonight the warriors will be playing, keep that in mind, the clippers coming to town, hopefully a poor reception, we don't want them to feel welcome over here. the rest of the bay everybody

sales. >> how doubting your music? do you download or stream? more and more people streaming music these days. the recording industry association of america says sales from spotify, pandora and others rose by 29% last year, that accounts for a third of all music sales. digital down loads fell 10% last year. the number of paying subscribers to streaming services jumping 40% to nearly 11 million, that's generating more than a billion dollars in revenue. a victory of sorts for street vendors and artists who lost business during the super bowl they are entitled to reimbursements. supervisors offered to offset the financial losses for in anyone displaced when they closed off the area around justin herman plaz a za and market street. $100,000 will be allocated to a fund. those who were hit the hardest will be entitled to $600. coming up, a live look from brussels this morning.

mourning. we are remembering the victims of the terror attacks in belgium this morning as well. police worked through the night looking for clues and right now 34 people are dead, hundreds more hurt. live pictures from brussels, a city in the midst of an intense investigation and a manhunt for a man police say may be behind the attacks. the memorial has been growing out there. kris sanchez following the very latest developments as well for us. bay area-based companies are offering help however they can. >> everyone doing what they can. airbnb activating a special disaster response tool for people living in belgium. they're asking folks to list their homes for free to anyone who needs help in the area. on social media people are also using the hashtag host in brussels to let others know they have space available. facebook set up its safety check feature following those explosions, that's the option that let's users living near the attack sites mark themselves as safe. and wireless carriers are

offering free calls and texts to belgium. verizon, sprint and at&t all participating. a follow-up now on the growing concerns surrounding the homeless in san francisco. it's a huge issue but a move to declare a state of emergency on the issue has failed. the board of supervisors are trying to pass a resolution that would urge the governor to take action. the resolution was defeated by just one vote yesterday but supervisors say they will reconsider that resolution soon. more than half of san francisco voters are unhappy with the direction the city is going and they say homelessness is their number one concern. making one last try here. happening today, dozens of neighbors ordered to leave their homes which sit on an eroding bluff in pacifica are making one more attempt to go back home. a pacifica safety commission will rule today on an appeal by several tenants at this apartment complex, they're asking the city's yellow tags to be removed. those tags mean residents are

allowed to retrieve their belongings but with not live in their homes. some tenants want to live in their apartments. if tenants lose their appeal the last resort would be to sue the city. a serial bank robber in the bay area a adding to his resumé. police say this man is responsible for two heists in fremont. on the left side of your screen is a surveillance picture from last week at the u.s. bank located inside a safe way supermarket on mission boulevard in fremont. on the right is from just last month when he allegedly robbed a chase bank on washington boulevard. in both cases police say he was seen leaving in his plaque ford mustang. investigators say in total he has likely hit more than 15 banks in five different cities over the past few months alone. >> wow. you might want a light jacket this morning, i guess you could call it crisp when you get outside, the warm up is going to be under way, kari hall joining us with your microclimate forecast. >> good morning. yes, in fact, over the next few

days temperatures will be above normal. let's check out one spot, walnut creek. here is the trend over the next five days, we will be in the upper 60s today and then into the low 70s when the average high is 66 degrees. on sunday we will bring it back down to 65 degrees and we will have a chance of rain on monday. i will keep you up-to-date on that, let's check in now with mike. anything happening in the north bay? >> no bad stuff, that's the great news. we do have traffic happening, it's building a little bit southbound 101. no problems across the golden gate bridge where i did see that zipper truck move northbound. over here across the san mateo bridge we see -- frozen camera -- there we go, now moving. westbound with those headlights over the flat section. san mateo and dumbarton bridge is clear. all over the south bay at speed. slow for the cone zone.

a super bowl sized rent dispute between santa clara and the 49ers. last night city leaders punted on an agreement. in a nutshell the city says the 9ers should pay $25 million in rent for playing at levis, the 9ers say that number should be closer to $20 million. the team is asking for a rent reset of $5 million. last night council members received new numbers from the team reflecting development costs and expenses. they agreed to allow 15 days in order to crunch the numbers and figure out if they can come to terms, if not a third party mediator would have to be called in. >> maybe having a totally independent set of eyes looking at the data will point out some factors that both sides haven't seen. >> the 9ers issued a statement afterwards saying in part, quote, we are disappointed that the council decided to discard months of negotiations between the city, their outside counsel and the 49ers and instead
