unity across the world. stories coming in so are details about the hunt for the third suspect. we will get to that, but first a check of your weather. >> let's check in with meteorologist kari hall. nice day ahead? >> beautiful day across the bay area. it is cool, though, as you set out the door, you will want to run back in and make sure you have a nice warm jacket. it's 49 degrees in san francisco, 48 degrees in the east bay and peninsula and looking at highs today up to 70 in the north bay while the south bay is up to 68 degrees and 67 in the peninsula and the east bay. we will have another look at the forecast and what to expect as we head into the weekend that's coming up. let's head across the bay area now with mike. >> we will look at the bay bridge where the toll plaza does have the backup and we expect this. there are no real surprises around the bay, smooth flow off of 880. looking at the roadway sensors they are green all over the approach it's only the toll plaza where we are a slowing, a little brake tapping going on through richmond.

we also are watching for slowing through bay point and pittsburg. pittsburg, bay point to north concord we will have delays for the bart line because that train subtle is in place once every 15 minutes. you may have additional delay for any of the transit systems because of increased security. even here we are getting the reper ugs cans of the terror attacks in belgium. we will head back to the desk. a country and a world waking up shaken after yet another series of deadly attacks at the hands of isis. a look right now at a growing memorial in brussels where hundreds of people are gathering to honor the 34 lives lost and hundreds more forever changed by yesterday's bombings. >> despite reports of an early morning arrest police say the third man wanted in connection with the attacks is not in custody. we do have multiple reports this morning but we begin with "today in the bay" kris sanchez live in our newsroom. just after 2:00 in the afternoon in brussels and new information

is coming in by the minute. >> there is a press conference going on as we speak and it appears there is one person in custody and being questioned but it is not the suspect that they're looking for that man still at large. at a press conference just this morning belgian prosecutors debunked rumors of the arrest of this man overnight, he is 24-year-old najim laachraoui seen here in surveillance images from the brussels airport moments before the attack. he was can khalid and ibrahim he will back rouy. bs one of the brothers allegedly left a will on a computer found dumped in a trash can in a brussels neighborhood. this morning nbc news confirmed in those suitcases you saw them pushing in that surveillance radio were 44 pound bombs made of ammonium nitrate. in raids overnight authorities found a bomb making factory with nails and bolts matching those found at the airport. authorities say they knew there was an attack in the works they just could not pinpoint the

targ target. >> i don't feel secure. i don't want to go home now. >> in a new statement this morning isis claims that this will be just the first of more black days to come in europe. authorities were guided to a home outside of the belgium capital by a cab driver who says he dropped three men off at the airport in brussels with very heavy luggage that they would not allow him to assist them with. that reiterates the importance of if you see something, say something. in the newsroom, kris sanchez, "today in the bay." >> no doubt people will be highly alert, kris. 6:03. brussels airport will actually remain closed today. american airlines canceled all flights in and out of brussels airport at least through tuesday. one of the two explosions happened in departure hall one from which american airlines departs. united and delta are also

canceling flights. it comes as the u.s. state department issues travel warnings to and across europe saying terrorist groups are planning for attacks. >> it's nice to go on trips but we said too each other this is the last time we're leaving home. >> i think fear and being afraid would be the worst response, i think that would give into what terrorists want. >> terrorists scared and being brave at the same time, the tsa screens nearly 2 million passengers a day. 440 airports nationwide. there are no credible threats here in the bay area, but local authorities are not taking any chances. from bart to muni even amtrak commuters are going to notice extra security out of an abundance of caution. police are asking everyone to be on the lookout for anything suspicious and unusual a and as kris mentioned the importance of if you see something, say something. bay area based companies are offering help however they can. airbnb activated a disaster response actual for people

living in belgium. they're asking people to list their homes for tree to anyone who needs help in the area. police are also -- people are also using the hashtag host in brussels to less others know they have space available. facebook set up a safety check feature following the explosions, the option let's users living near the attack sites mark themselves as safe so others know. wireless carriers also offering free calls and texts to belgium. verizon, sprint and at&t all said to be participating. just in a few hours democratic presidential front runner hillary clinton will be at stanford to talk about efforts to fight terrorism. >> "today in the bay's" bob redell joining us live from stanford this morning. bob, while her visit was already planned this particular stanford event was added after yesterday's attacks. >> reporter: correct. senator clinton had planned to be in the bay area for a pair of fundraisers in the peninsula but in response to yesterday's

terrorist attacks in brussels the senator added the stop here at stanford to deliver a counterterrorism speech which will take place later in morning at roughly 11:15. a news release from her campaign indicates clinton will reaffirm her dissolve to defeat isis if elected commander in chief. all five candidates running for office responded to yesterday's attacks that killed 31 people, their responses demonstrate the rift between democrats and republicans on how to handle this terrorist threat. republican donald trump says close the borders, senator ted cruz also republican wants police to start patrolling muslim communities. >> there is a locus of radicalization where there is an expanding presence of radical islamic terrorism we need law enforcement efforts directed there. >> what donald trump, ted cruz and others are suggesting is not openly wrong, it's dangerous. >> like clinton democrat bernie

sanders and republican john kasich also disagree with senator cruz's previous statement. reporting live here at stanford, bob redell, "today in the bay." we'll of course have much more coverage throughout the morning and then coming up at 7:00 matt lauer will anchor the "today" show's coverage live from brussels. counting the results from last night, presidential candidates donald trump and hillary clinton are both inching their way towards a nomination. last night ms. clinton won arizona and 46 delegates there. in total she has 1,637 pledged delegates and need about 700 more to get to the nomination. bernie sanders won the utah and idaho caucuses, he has 928 delegates. on the republican side mr. trump won arizona, ted cruz won in utah, both of those ended up being winner take all for the delegates. mr. trump way ahead in the overall count, he has 744 delegates to cruz's 468. new this morning within the last

few hours former republican candidate jeb bush has endorsed ted cruz. in a statement bush calls for republicans to move past the divisiveness brought on by donald trump's presidential campaign. let's take a break from politics. >> put it to the side a ail bit. a lot of heavy news as well. let's lighten things up. let's check the forecast right now with kari as we start our wednesday morning. >> sam and laura, we have cool temperatures as you head out, mostly clear skies, no worries about fog. we're taking a look at some of those temperatures now, it is 38 degrees in napa, 48 degrees in oakland and san carlos and 49 now in san francisco. look at these highs today, it will be so nice, nice fresh air, a lot of sunshine, not as windy as yesterday and a touch warmer, up to 68 degrees in san jose, in half-moon bay 65 degrees in the outer sunset 60 degrees, san rafael you are up to 67, hayward 65 and danville today 68 degrees. it continues to warm over the next few days, i will show you

he allegedly touched her face, asked for a kiss and tried to put his hand down her shirt. he was arrested at a san mateo home on monday. the serial bank robber in the bay area is adding to his resumé. police say this this man is responsible for two heists in fremont. on the left side of your screen is a surveillance picture from last week at the u.s. bank located inside of a safe way supermarket on mission boulevard in fremont. on the right side is from last month when he robbed a chase bank on washington boulevard. in both cases police say he was seen leaving in his black ford news tank. investigators say in total he has likely hit more than 15 banks in five different cities over the last few months. humiliation and mental anguish and lost wages, they are among the claims in a federal lawsuit filed against the city of vallejo. denise has kins a aaron quinn say their civil rights were evaluated when they publicly called her kidnapping a hoax.

today marks one year since an intruder broke inside their hoe. quinn says police treated him like a suspect. matthew muller has arrested for the crimes a is awaiting trial. pressing the pause button on a heated debate between apple and the fbi that was canceled tuesday after the fbi asked for a delay. >> scott mcgrew joins us from the newsroom. the fbi says they might not need apple to hack into that iphone. >> that's right, the one involved in the san bernardino terror case. the fbi says it might be able to hack into that phone itself. we said the very same thing earlier this month as we consulted with one of the top security experts in the field who opens technology for law enforcement. he said he was sure that outside companies could do it and that the fbi did not need to rely on apple. now, the fbi hasn't said who has offered to open that phone there are them. law enforcement is keeping muscle. in other news in week we

learned the attackers in the november 2015 paris attacks used burners phones, the kind of phones you'd find at a convenience store totally untraceable if purchased by cash. if you take airlines out of the equation the stock markets are doing just fine even following these latest terror attacks. the nasdaq actually rose the day after the attacks in belgium, the dow down slightly ending a seven-day winning streak. airline travel sites, those were lower, virgin america was down about 1.25%. ernst & young is taking a look at the ipo market so far this year says the number of companies filing to be public is the lowest since 2009. admitted the first financial quarter of any year always the lowest for ipos. we have had just 167 so far in year, that's down about 40%. a new study from the union of concerned scientists say electric cars are better than gasoline cars for the environment. you would think that would be incredibly obvious, electric cars have no direct emissions

after all but there's been concern about the manufacture of the battery. the battery is very difficult on the environment, but the scientific study says all in all even considering the battery even in electricity used is created by coal electric cars are still better for the environment. >> charge us up. thank you very much, scott. going to be a good day to get out and about today. let's check the forecast with kari. >> sam and laura, we will have beautiful weather today. we're taking live look now at san francisco as we start out with mostly clear skies and chilly temperatures. looking now at those temperatures, 49 degrees in san francisco, 48 degrees in the south bay. let's drop in and get a closer look, it's 44 degrees in silver creek valley, 46 degrees downtown. as the seven-day forecast comes up at the bottom of the screen you will be able to see how our temperatures warm up. we will have more nice weather. hour by hour this time in palo alto it will be 61 degrees by noon and 63 degrees by 1:00.

as you're heading home beautiful weather, nice and comfortable, 65 degrees at 5:00 with a light wind. into the next three days we will see our temperatures warming up here into the mid 70s in the peninsula, 71 degrees and san francisco into the upper 60s while we do have some low 70s elsewhere. if you're planning to head to squall valley alpine meadows this weekend we will have warm temperatures. we have lost 10 inches of snow since this time last week, there has been a few gains and losses but look at how warm these temperatures are and will be over the next few days into the low 50s, even this weekend we will stay in the 50s, but there will be another chance of snow early next week and here is the reason why, we still have this storm track well to the north of us and high pressure keeping it dry, our temperatures warming up will make it into the 60s and 70s over the next couple of days but then there will be an area of low pressure dropping in from the north, that will bring in a

slight chance of rain for the bay area but mostly snow for the sierra and that starts early next week. this weekend it will be mostly dry and quiet there. this weekend is looking beautiful, temperatures in the low 70s, mid 70s as well with mostly sunny skies. we will bring you back down a few degrees on sunday with mix of sun and clouds, temperatures reaching into the mid to upper 60s. overall a nice weekend and one to make sure you have plans to get outdoors. let's see what's happening now as you head out across the south bay with mike. >> we always have plans but the best laid plans. we are looking over toward a stall over here at the gore point where the two roadways come together and no tow trucks. no problems here for 101 northbound as far as those speeds go look at your map. we had that recovery we talk about and speeds will can i can in for a slower drive starting in 15 to 20 minutes as more folks are starting to build up toward 880.

are gathering together, strangers holding hands and holding signs to honor the lives forever changed by yesterday's deadly terror attacks. >> tributes not only in belgium but across the globe, the empire state building in new york went dark but other landmarks gloed in belgian colors to show their support including san francisco's city half and sfo, you see paris and rome. in san francisco at the international airport that's where we find stephanie chuang with more on how the local community is really coming together. good morning, steph. >> reporter: good morning. you can see behind me the colors black, yellow and red of the belgian flag lighting up the international terminal in this sign of support and solidarity and many belgians across the bay area with ties to brussels gathered for a local vigil yesterday. ♪ >> reporter: and those are the belgian scouts singing their national anthem with the flag

colors painted on some of their faces. this is a tragedy that hits very close to home for some. we spoke with a two m who says a former coworker was injured at the airport bombing, she left 18 months ago otherwise she said she would have been where the attack happened. many agree that the response is especially important. >> we don't have to react with anger and with, you know, fear. we don't want to give them our fear. we want to give them our feeling of peace, we want peace, not fear. >> reporter: some also brought their children to add to the messages of support, hope and love. a spokesperson for the belgian trade commission says that group will make sure those messages left behind get to the right people in belgium. as for the lights we are told they should say for the next few days until saturday. >> message of love sure is a strong one. fresh off of his trip to cuba president obama in argentina this morning. air force one touching down

about two hours ago. mr. obama's visit marks a change in argentine politics. the country's former leader was very anti-america but a new more welcoming president has taken charge. that new leader will officially greet and welcome president obama later today followed by a meeting and a joint news conference. this trip coming after the president's historic trip to cuba. happening today at the supreme court religious groups take on obamacare and birth control. the question before the justices should religious nonprofits like cools and hospitals be required to pay for birth control. under obamacare only houses of worship like churches with exempt from providing birth control. the obama administration made sure other religious groups don't have to pay for contraceptives but those groups argue the fact that women can get birth control under their health plans is in violation of their pro life believes. a decision is not expected

trash can there, that is the information that we're getting in the last hour and a half. belgium authorities revealed that at a press conference along with the fact that that suspected terrorist who walked away from the airport still at large. he is 24-year-old najim laachraoui seen here in a surveillance image from the brussels airport moments before the attack. he is with these two other men, khalid and ibrahim el bakraoui, brothers who have violent criminal histories including guns and links to the november terror attacks in paris. this morning nbc news confirmed that there were 44 pound bombs made of ammonium nitrate in those suitcases seen at the belgian airport. overnight authorities found a bomb making factory with nails and bolts also linked -- or that were similar in composition to the ones found at the airport. belgian authorities say they knew an attack was in the works they just didn't know what the target was going to be.

members say that the couples' phones are still going straight to voicemail. at least nine other americans are listed among the injured there. surviving a terror attack is life changing now we know a young man has done it not just once but twice. 19-year-old mason wells from sandy, utah was badly hurt in yesterday's attack, he was standing a few feet away from one of the bombs as it exploded inside the airport in brussels but he is expected to make a full recovery. he was in brussels finishing up his mormon mission. three years ago he and his father were watching his mother run in the boston marathon when a pressure cooker bomb went off about a block from where they were standing. there are no known threats of a similar attack in the u.s. however, the department of homeland security says it is prepared and has been since 9/11. >> the bomb makers, however, have very crafty and they keep

adapting and so this is not a static situation. it will keep moving. it requires united states security to keep improving. >> law enforcement agencies stepping up their surveillance on the lookout for possible copy cata tax. security has been stepped up on railways, airports, bridges and tunnels where trucks and cars are being randomly checked. interior ministers from all 28 european union nations right now working to assess the fallout from yesterday's terror attacks. the eu head quartered in brussels and yesterdays train bombing happened a short distance away. there are plans in the works for an emergency meeting that could come as soon as tomorrow. from europe to the bay area. democratic front runner hillary clinton will be at stanford to talk about efforts to fight terrorism. >> bob redell live at stanford in morning. while her visit was planned this event was added after yesterday. >> reporter: a surprise speech to be given by senator hillary

clinton a few hours from now at 11:15 here at stanford university, sam and laura. senator clinton and the four other candidates running for the office of president they have been responding to yesterday's terrorist attacks in belgium taking this opportunity to prove their national security credentials to demonstrate what they would do to prevent an isis attack if elected commander in chief. there are drastic differences of opinion between the democratic and republican candidates, for instance, republican senator ted cruz is demanding police patrols and, quote, securing neighborhoods of american muslims. >> anywhere where there is a locus of radicalization, where there is an expanding presence of radical islamic terrorism we need law enforcement resources directed will. >> to say that you happen to be of another gel onthat somehow you have evil intent is irresponsible in my opinion. >> that would be unconstitutional. it would be wrong. >> i would close up our borders to people until we figure out what is going on.

conservative and he is denouncing what he calls and i'm quoting here the divisiveness and vulgarity of donald trump. trump came in third in utah behind cruz who got almost 70% of the vote there and john kasich who came in second, although ted cruz still way behind by about 300 delegates in terms of trying to get that nomination. then donald trump picked up arizona by double digit now over halfway where he needs to be to actually win the nomination. both of them weighing in on this terror attack and clamping down on the borders and according to cruz we need to put police in some of the muslim communities. he had push back not only from democrats on that but wills from kasich. speaking of the democrats, just this morning we got the final tallies from utah and idaho. bernie sanders the big winner in both of those. when i say big winner we're talking more than three-quarters of the vote, almost 80% in one of those states.

right now lighting up their buildings in support of those affected by the attacks in brussels. it's a really pretty tribe out out at sfo. the brussels attacks just the latest incident some muslims in the bay area fear will spark a renewed backlash. members of the council on american islamic relations met last night in fremont. their goal is to educate people on what being a muslim is all about. organizers first came up with the idea to form a group about a decade ago called meet a muslim. >> we can tell people that we need to unite. we need to unite and stand together against all the hate that's being spewed and all the actions that are happening in the world. what isis is doing is trying to divide us. >> organizers say the recent anti-muslim rhetoric in the presidential race is only fanning the flames of hate. the next meet a muslim event takes place on april 5th. more concerns this morning about a different kind of

called a hero after saving her mother from drowning. >> the mom had suffered a seizure while swimming and started going under water. we have video. take a look at this. the mom loses consciousness, now watch as allison anderwald dives into the water to help, she tries to pull her mother to the shallow end of the pool. remember, she is only five years old, it took her some time to get her mother to safety but she did push her to the other side of the pool, help was able to arrived, you see the rest of the family rushing in to help out, there are the sisters and they were able to save her. >> she was really heavy and i could only get the top part of her out and then her other daughters ran over and held her get her out. sal son was able to do that on her own. it's a miracle. >> i woke up in the hospital bed and i did not know where i was. >> allison had been swimming since she was two and a half years old. maybe summer jobs as a lifeguard

lunchtime. into the mid 60s today in oakland. in the south bay we will continue to see these temperatures rising for the rest of the week, nice way to start out the weekend at 75 degrees on friday in the peninsula, 71 degrees, upper 60s for san francisco. we will have low 70s elsewhere and we will see this weather continuing into the weekend. as you head out today keep in mind that you need to take that allergy pill, we have a moderate to high level of tree pollen in the air, it's mostly oak, mulberry and ash, we do have low amounts of mold as well. so these pollen levels staying up. temperatures staying up. we will be above average up to 67 degrees is our normal high temperature in san jose, but we are up to 75 degrees by the end of the week and then it starts to come back down for the first part of next week. the storms stay well to the north of us, we will have this high pressure which causes clear skies and sinking air, also the wind flow around that is clockwise so our winds will be coming in from the north,
