>> good morning, happy friday. we will have beautiful weather to start out the weekend and then turns cooler. so, we are starting out with some cool air and patchy fog this morning. only 45 degrees now in the north bay and heading up to 76 degrees. in san francisco, 68 degrees and low 70s else where. our temperatures are above average but, once again, there are some changes in the works. so, i'll detail that coming up in a few minutes. let's head to the tri-valley and a minor problem there, mike. >> yeah, kari. we are watching this. dublin 580 look at the traffic westbound moving very well. and look at your map, as well, and the slowing starts out at the altamont pass. and northbound 680 coming up and reports of a car in the roadway. it's dark through the area and early for the commute. plenty of space to get around but i'll wait until xrrx hp gives out the all clear. the rest of the bay moves very well. mattress reported in lanes and at high street and folks get you before you geet the area and watch for that mattress in the

road. back to you. breaking developments out of brussels. nbc news confirmed overnight two americans are dead as a result of the terror attack in brussels. >> let's get right to steve handelsman live in brussels with what we know so far this morning. four people missing. two brother and sister and one a married couple. we're talking about the brother and sister this morning, right? >> we are, indeed. they were not american citizens but proud residents of new york city and since they called home when they arrived here, their friends and family have been worried sick. alex and sascha pinczowski born in greece and they resided in holland and relocated to new york city. flying here and they landed and reportedly on the phone with their mom when she said she heard a loud noise and the line went dead. since then, friends and family have reach eed out frantically

social media. the girlfriend of alex saying everybody over in brussels go to the hospitals and look for my boyfriend. the friends of sascha pinczowski one describing her as one awesome chick. worked two different jobs and spoke five different languages and over here reportedly on her way to greece to do something about immigration and now the worst possible news confirmed as the resolve here in this nation to fight back against terror has increased. the conifer mag of the death of the two americans in the tuesday attacks came as u.s. secretary of state john kerry arrived in belgium to offer more u.s. help in fighting terrorism here. >> the united states i want you to know is praying and grieving with you for the loved ones of those who have been very cruelly taken from us. >> meanwhile, belgian police to

try to prevent more attacks staged overnight raids, more today and multiple arrests. america was apparently on the mind of at least one of tuesday's attackers in brussels. the taxi driver who took the terror team to the airport reportedly told police the man in white went on an anti-american rant. he is still assumed on the run after his bomb failed to go off, but has reportedly been identified by u.s. law enforcement. tuesday's suicide bombers ibrahim and khalid bakaoui the watch list and saying belgium was informed. but belgium police did not focus on the pair or detect their plot. but belgians point out u.s. cops missed 9/11. >> so, give osbreak. we are nice people. >> in a small nation with a big terrorism problem.

>> investigators combed through the two different scenes and bob redell is live with further details and we know several people were eventually arrested. >> correct, kris and sam. hayward police tell us they have taken four people into custody after the car they were in crashed a couple blocks away from police headquarters. police believe they were in the process of escaping the scene of a possible home invasion when they wrecked the car. it's not clear if officers were chasing them at the time. video shows a man handcuffed being wheeled into an ambulance. of the four people taken into custody from that car crash, we know that two are young women, possibly teenagers. we will show you other video. this is where the possible home invasion took place. the plaza verde apartment complex. that is about a mile away from pd. police are investigating a break-in into one of the units that took place some time before

midnight last night. it's not clear if anyone was hurt. again, during this possible home invasion, according to police. reporting live here outside of hayward, police headquarters. bob redell, "today in the bay." >> thank you very much, bob. to campbell now where a home was targeted for marijuana. police say several men broke into the elwood drive home yesterday and the men were armed and masked. police aren't giving any other details about the robbery except it was not random and the target appeared to be marijuana plants. the suspects did get away. the three adults living in that home were not hurt. growing marijuana even with a medical card is still illegal. caught on camera and wanted by law enforcement. officers think this man could be responsible for dozens of car thefts in union city. police say it's happening near dakota road and that is where the surveillance video was captured. if you recognize the man, even though the images there are a little grainy, police ask you to

please give them a call. also new video of a mountain view police officer saving a young boy's life. we reported the story to you yesterday. it is a bit hard tamake out on this cell phone video. the familially of the 2-year-old boy shot the footage as the officer was helping the boy who was choking. >> we told you about this story earlier this week, but now here's the 2-year-old with officer curtis during their happy reunion on tuesday. look at the smiles all around. the officer said his instincts kicked in last week when the family called 911 saying their son wasn't acting well. we are hearing from the boy's family about those frightening moments. >> my nephew was clearly not okay. almost like he was having a seizure. he was shaking. you could see his eyes rolling back. >> you can see his eyes now and how cute are those. the officer gave the boy cpr and got a lollipop and started breathing, again. the family says there is no doubt that the officer saved the little boy's life. >> i'm sorry, but sometimes you

just have to cry with people. >> just so touching. let's check in with meteorologist kari hall and a look at the forecast. those stories are hard to hear, kari. >> good that he's okay and we'll have a pretty okay weekend all across the bay area. if you head out this morning, make sure you grab a jacket. we might have light, patchy fog in a few spots. highs reaching into the mid-70s in morgan hill and palo alto 72 and 72 in napa, as well as oakland and livermore today up to 70 degrees. some great weather today, but then some changes this weekend. i'll talk more about that coming up in less than ten minutes and let's head to fremont with mike. >> heading north towards union city. an easy, clear drive. look at your map. fremont at the top of your screen and the south bay no problem and santa cruz mountains and drive into or out of morgan hill looks great. over here approaching the bay bridge, no slowing.

big rig on the shoulder but the carquinez bridge is good and over in san rafael the live look shows you southbound 101 and we expect light traffic today, guys. we'll send it right back to you. >> mike, thank you. a live look right now at the golden gate bridge on a friday morning. reminder that vista point parking lots are going to be closed tomorrow morning. that is to ease traffic on the bridge during the easter weekend. folks that take golden gate on the transit buses say they're tired of last-minute bus cancellations and delays. the bridge district blames a driver shortage and too many sick calls. that is kicking riders' frustrations into high gear. >> we're really angry because it's freezing, of course. >> i wrote a letter because it happens so often, so many daysorve so many weeks i thought there has to be something to this, this is nuts. >> the bridge district says that more drivers are being hired right now and the training is under way, but don't expect relief until some time in june. coming up next, stepping down from office.

welcome back. it's 5:13. the city of santa clara loses two leaders in two months. resigns for santa clara and that could be a specific reason, though. fuentes held that job for three years. comes on the heels of another high-profile resignation. one day after the super bowl at levi stadium jamie matthews retired. he left time to spend more time with his family. >> yes, he did. well, meantime, local news in san francisco. the long delayed commercial crab season took months. we're finally here. but the problems are not over. >> exactly. ahead of them and it sound like they're working behind you, steph. >> pretty quiet this morning, sam and kris. fishermen can get their gear in the hour in less than an hour and pull up what nay have at midnight. but a lot of crab pots as well as loaded up on boats. i'm told by someone here that it will remain that way because many in san francisco and half moon bay have agreed to send out some boats today and wait for test results to come back monday before they really go out. the other issue is predicted rough weather this weekend and that will keep boats docked here, as well. the state closed the recreational crabbing season for the last four months because of unusually high levels of acid that was tested last fall and winter at higher levels that could cause short-term memory loss, seizures and can even be fatal. giving freshermen the green light after a very tough wait of

looking for a permanent new home. strange admission from netflix this morning. it has been giving some of you less than it should. >> lower quality video and that is intentional, scott mcdwru. why would they do that? >> to protect its customers, it says. netflix has apparently been downgrading the video quality of the movies it sends to users of at&t and verizon customers. they have data cap and going over the data cap will cost you a lot of money. a netflix movie would put you over that cap quickly. that revelation made in "wall street journal" upset just about everybody. at&t and verizon were displeased because their customers were getting lower quality video. but it's not against the rules for netflix to do it. no data coming out of wall street today. the markets are closed for the

good friday holiday. the dow slightly higher at the end of trading on thursday. hey, food trucks are popular everywhere, right? they really got their start in san francisco. the popular off the grid parties are a city favorite. we got ined in the business of food trucks. how much money do they make? how hard is it to start a food truck and, more importantly, what's in a name? is it more importantly to have a silly name like the falcon or something odd like neplies food. >> i think everybodies a burger, but i think fundamentally the best food trucks are simple ideas. what the catchy names real communicate are the simple things you get off that truck. that's when the catchy name works best. >> i like burger she wrote. cohen is the head of off the grid. is my guest this sunday on "press here." also just started, guys, a two-long food truck incubator called instructional where you can learn how to run a food

truck. but you have to go to class for two years. >> two years. >> how to make a good name. >> a good name. what is your business plan. how do you properly use a knife and how do you use a frier, food safety, driving the truck. lots of things to learn. >> we all think that just because we make dinner every night we can run a business but there's way more to it. >> way more to it than that. i'll get you a burger. >> even if burger she wrote is an art form. 5:18. seems like an easy thing to do put warnings on foods and metal cans that are lined with a harmful chemical. the chemical we're talking about is bpa and could harm a women's respru reprktive system. instead, stores will be required starting in may to post general warnings about bpa at checkout counters. health groups say that that plan is outrageous.

well, the latest encouraging sign for california's ongoing drought, the state this week is releasing water from the two biggest reservoirs. the first time since 2012, california's department of water resources ordered water to be released from lake shasta and lake orville. that is so there is room for more water as the snow pack melts. the issue is not without controversy, of course. some critics wonder why the water is being deliberately spilled instead of being stored for future use. i suspect -- >> no room there. but we know lots of reservoirs and have a lot of room left. so, let's not forget about the fact to use as much water as possible moving forward. >> meteorologist kari hall says not this weekend, sam. not this weekend. >> no more rain unless you're in far northern california near shasta lake where we'll see more showers coming through. here in the bay area, we'll continue on with dry conditions and all clear as you step out the door this morning.

watching out for the potential of some patchy fog. we may see that in the north bay where the temperature in napa is at 49 degrees and 49 degrees in petaluma and 44 degrees. now, as we go hour by hour in oakland, we will have some clouds to start out the day and then the sun breaks out right at about 10:00. we will continue to see those temperatures warming up today into the low 70s. so, feeling very comfortable. a look at all the microclimates. more of those 70s across the bay area and up to 73 degrees in cupertino. 65 degrees in san mateo and the financial district today 67 degrees. fairfield up to 72 and we'll have 69 in fremont and livermore today 70 degrees. so, another beautiful day, but we're in for some changes. we'll have a couple more cool mornings and afternoon as high pressure continues to bring in those north breezes. but the jet stream starts to dip to the south and allow for some cold air to roll in. that will also allow for some

light snow to develop in the sierra, but not looking at a whole lot of moisture in the bay area. if you are planning to get away to big sur, we are going to have warm temperatures to start this weekend and sunday you want to bring extra clothes for cooler air. let's head over to the bay bridge toll plaza with mike. >> a few cars stacking up for the cash lanes. now, we will have a backup because a morning commute but a good, friday morning commute. holiday for businesses and schools starting spring break and getting through the next three weeks will rotate through the school district. we look here and at thes, we don't see any problems and we don't expect a lot of issues because things like the mattress west 580 over at grand avenue sounds like a box spring and meaning somebody probably hit that. meanwhile, the rest of your bay moves very well as far as the speed sensors go. a new crash around marsh and details as chp arrives. no slowing there just yet and san jose and silicon valley. looks just like that. >> for now, thank you very much,

forth continuing to play out. >> the question we ask now, will it have a negative effect on donald trump? our nbc/"wall street journal" poll shows he has 70% of women who will vote in the fall election that have a negative view of him and republican women said they would never vote for donald trump. what are they thinking about this back and forth with trump posting pictures of heidi cruz and accusing ted cruz of being behind an ad that features trump's wife nude. it's back and forth that has been playing out on twitter. meantime, hillary clinton is talking about the tone of the republican campaign and about national security as she tries to win more delegates this weekend. we've got washington state, hawaii and alaska for the democrats. and washington state is where berniers has been really concentrating. he'll be back there today. >> thank you very much, tracie. i would have to say you can't win if women don't vote for you. i'm not a political scientist. >> i think that's a safe

past 580 a car over on the shoulder and minor fender benders and no injuries. scattered fender benders mostly clear, guys. back to you. >> mike, thank you so much. now to our continuing coverage of the terror attacks in belgium. live pictures this morning from brussels. a very similar scene to what we have seen this entire week at the memorial. what you're looking at right now that continues to grow. the belgian flag andal gathering together there and consoling one another. we now know that the brother and sister living in new york did not survive the attacks in brussels. sascha and alexander pinczowski died when the bombs went off at the airport. still missing at this hour a couple from kentucky living and traveling in europe. they were at the brussels airport on the day of the attack and have not been heard from since. the confirmation of the siblings' death comes as u.s. secretary of state john kerry

department and there was a home invasion and a chase. do we know if these two things were related? >> it appears to have been, sam and kris. hayward police tell us they have taken foural into custody, including two young women after what police say might have been a home invasion at the plaza verde apartments. this is an apartment complex 550 berry avenue. now, an officer tells us they are investigating a break in into at least one of the units there that happened some time before midnight and not clear if anyone inside the unit was hurt. we do know the suspect escaped and ended up crashing their get away vehicle just a couple blocks away from pd. a man handcuffed and being wheeled away to an ambulance. police took four people from that car into custody including females that are young adults, possibly teenaged and not clear why that car crashed and not

clear if officers might have been chasing those suspects at the time. reporting live here outside hayward police headquarters, bob redell "today in the bay." new this morning, several young suspects possibly children caused damage to security cameras at an oakland park. this happened last night around 10:00 at shady oaks park. police say there five suspects were caught by surveillance cameras entering the park. they then threw a baseball bat breaking several of them. oakland police would like to hear from you if you have any information. they do have that surveillance video. concern for folks living in concord after a sexually violent predator is released in the east bay city. the man living right there as a transient according to police and officials. robert bates has three separate cons that include lewd and violent acts against minors under the age of 14. the superior court judge ordered his release into contra costa

county. bates is being monitored around the clock and wearing an ankle bracelet and he has to check in with police every 30 days. >> he doesn't have a permanent place to stay, he's going to be rotating out of hotels in our city every four to five days. >> daughter is almost 13 years old and, you know, she wants to go to starbucks sometimes with her friend and that is going to weigh heavily on my decision. >> liberty health subsidized that has been searching for a permanent home for bates since july. notifying teachers about a renewed push to sexual harassment claims. executives sent out open letter outlining efforts that are now under way to make sure they promptly investigate harassment claims. the school is also working to consistent punishment when staffers are found to have committed sexual harassment. several recent cases are hanging over the school over the last

few months and an astronomy professor and the law school's dean has resigned. a gilroy man is in police custody accused of molesting a 5-year-old child. investigators believe that there are other victims out there, as well. officers arrested antoniosia on a warrant for several counts that included sexual assault. police say they learned of additional victims while investigating garcia. some of those cases go back more than a decade. detectives want any other victims to contact gilroy police. captured after a close shave. this is dash cam video of brentwood police arresting a serial bank robber known as the bairded bandit. getting rid of beard is what helped police grab him. robbing a dozen banks across the bay area. on wednesday a man in brentwood spotted him in a checkout line buying razors. >> he had walked out by then and i told the guy, that looks like

that guy that has been robbing the banks. >> that man called 911 and wrote down the suspect's license plate. they tracked him to a nearby neighborhood two hours later. by then, he had already managed to shave his head, so his beard was not fully shaved off yet. this morning he is now in a jail cell in martinez. >> it is kind of a cruel irony, isn't it? >> you think you're not going to see anything, but when you see something, say something. it sounds so cliche. >> no question. right now we are getting ready to bask in the glory of a weekend with some nice weather on the way. >> i think so. here is meteorologist kari hall good morning. >> good morning, sam and kris. beautiful weather over the next couple days and then will turn cooler and looks fairly nice across the bay area. 52 degrees in the east bay and also in san francisco and we'll head up to 72 degrees in the east bay peninsula and the south bay. in san francisco we're up to 62

degrees and 76 degrees. in the north bay, so, some very warm temperatures above average as we go into today, as well as tomorrow. and then we'll talk about those cooler changes on sunday. let's head over to mike to see what's happening as you head out across some of the bridges throughout the bay area. >> we'll start with a live look at the foster city side and the san mateo bridge that's westbound. a flat section. the commute is clear and traffic flows and we're picking up the volume here. on the maps, not enough to set off the speed sensors and highway 84, the dumbarton bridge we have reports and heading up the high rise a concern heading to the peninsula. the crash here southbound 101 at marsh is off over to the shoulder a distraction but no slowing past the scene and that is the brunt of the activity. south 17 towards lark avenue and reports of a car that went off the roadway and maybe in the bushes or hit that fence on the side and no major injuries and no slowing heading down towards the summit.

starting with a backup and cash lanes still move at the toll plaza and the metering lights are on and that's how slow it is on a friday, especially good friday. back to you guys. >> thank you, mike. a kind of traffic disruption to report about now. a section of light rail service out in downtown san jose. things stay that way through the weekend. the vta suspended both regular and express service between the civic center and st. james stations through sunday. workers replacing a part of a rail line. a number of different alternatives right now are in place. they include bus and transfers to different lines depending on the direction that you're going. 5:39 now. coming up, more than 200 people evacuated. a massive fire burning in minnesota after a freight train crash. plus, all kinds of companies seem to be for sale this morning. i know which one i'm going to buy. we'll take a look coming up in "business and tech." more than four months later. the closure of the crab season is just about over, but the obstacles for fishermen still

off the rails in minnesota. take a look at this freight train that crashed into a

propane truck near the town of callaway about 50 miles from fargo yesterday. you see the flames and the efforts to control them. several train cars derailed and the semi truck caught fire. thankfully, no one was seriously injured. a nearby town, though, had to be evacuated in the process. >> that might make you feel nervous as you're crossing the train tracks today. still struggling to pinpoint a problem. b.a.r.t. updating it board of directors about the mysterious electrical surge. it's been nine days now since trains have been taken off line between the north concord and pittsburg bay point station. trains are still not fully back in service, so, service is very slow. b.a.r.t. says crews are working around the clock but they still can't figure out what's wrong. >> it's very unsatisfying to say we don't know why we're doing, what's happening is happening. that is not a very satisfying answer tame and i'm sure to the people i represent. >> now, b.a.r.t. says that blame a tiny part about $1,000 they

cost. that may be the key. the parts arrived in four weeks. many commuters say they need to fix much sooner than that. right now we're less than 24 hours away from the much-anticipated start to the commercial crab season. fishermen, though, are not out of the woods yet. >> "today in the bay" stephanie chuang is live in san francisco and diners wrapping their bibs around their necks, but we're not of the woods yet. >> not out of the woods, kris and sam. we're minutes away from long awaited moment. fishermen able to drop their crab botts pots into the water at 6:01 this morning and pull up their catches at midnight. as you can see many of the crabs behind me and loaded up on boats that are sittingidally here at the wharf. a lot of fishermen won't be going out, not yet because they have agreed to send out just some boats today and wait for test results of the meat quality

the financial district today and fairfield looking at low 70s there. oakland also 72 and pleasanton today, a high of 73 degrees. os gatos seeing the temperatures today and tomorrow above average and then on sunday, more clouds mixing in. some cooler air moving in from the north and bring us down to 66 degrees. we'll also have some more clouds as we the change in the jet stream. it's been over to the north of us and also giving them some rain across oregon and washington as this moves into the bay area, we will see a dip in those temperatures and a slight chance of some snow in the sierra. looks like most of the bay area does stay dry, but we still could have spotty, light showers as we see a change in that weather pattern. so, this weekend, as the easter bunny comes out and hides some of the eggs for you in the low 70s and looking at some upper 60s on easter sunday. 68 degrees in the peninsula and the east at 69 degrees. once again, a few more clouds,

but we will have some peeks of sunshine. let's get a look at traffic now as we check in with mike. what's happening on the roadways? >> things are reversing the trend. san jose a burst of traffic easing up and we expect that as we look at your map and south bay in general. looking at 17. the on ramp, that's where the crash is. so, these folks, thank goodness, were not at freeway speed when they went off the roadway. meanwhile, a little burst we showed you and traffic now moving up towards oakland road and easing up there. folks heading over to address the garbage reported westbound 84 getting across that high rise and no major slowing, but watch it over on the peninsula side. the rest of the bay moves very well. look, all green on all these sensors except for right at the toll plaza. the bay bridge, in fact, reverses the trend, as well. the lanes all filling up and the cash lanes were the worst and the fastrak was the best and all the traffic ease up right here, as well. probably have the metering lights on very fast because lighter traffic flow, this is good friday.
