forecast and what to expect as you may need a jacket on that easter sunday. that's coming up. a look now at the bay bridge toll plaza, here's mike. >> looks crazy and we have barely any backup and the fastrak lanes saw a burst of traffic right at 6:00. we saw a little backup. there are. it's friday and a preholiday holiday a good friday holiday for many businesses and schools are off to start their spring break early, as well. that is the case at the bay bridge toll plaza and look at the approach. the map not showing any slowing. we are watching all the garbage has been cleared from westbound 84 on the dumbarton bridge and stalled vehicle right at 237. back to you. >> thank you very much, mike. we are still on top of that breaking news out of brussels within the last two hours. authorities confirm the identities of two more people now considered casualties in the deadly attacks off tuesday. handelsman has been live in brussels throughout the morning and a brother and sister reportedly on the phone with their mother when one of those bombs went off at the airport. that is just heartbreaking. >> right. >> right. >> it is heartbreaking, kris. it's tragic. it's maddening, really. the pinczowski siblings. more on them in a moment because it is an important part of the story especially in america, but a bit of good news to report here in brussels and that is dramatically increased resolve and increased activity to try to make sure there are no more isis-inspired attacks in this country, in this capital or in this region. john kerry's here. he's conferring with belgian officials who had the police out overnight and still out today and a number of raids that is not kaman in this country. even in the wake of the paris attacks, they say they have at least seven people in custody. that has belgians feeling more

positive. the french put off a planned terrorist attack with raids in that country around paris last night. and they're calling with kerry's cooperation for a new multi-national effort to try to increase the sharing of intel and put the pressure on these guys, which is what the experts say can stop terrorism. constant police pressure and constant police looking for who knows who and what everybody is up to. now, the tragedy. the heart break of the pinczowski. young people from new york city. they had roots here in new york city. one woman describes sascha pinczowski as one amazing chick. alex pinczowski also living in new york and his girlfriend posting on social media. if you're in belgium or go brussels and look in the hospitals and help me find my boyfriend. now, sadly, it's clear that their bodies had been almost immediately collected by officials and the delay was in

identification. the story is, heartbreaking. they were, as kris reported, on the phone with their mom to say, mom, we arrived here in brussels safe. when the mom reports there was a loud noise and the phone cut off. now, we know what that was all about. and, so, the pinczowskis have been accounted for leaving one more couple of americans. perhaps more the reports vary accounted for still here in brussels. so, kris and sam. good news and terrible news from here in the brussels and the belgian capital. back to you. >> steve, the thoughts running through their parents' minds when that phone call broke up. as you said, send chills down spine and all of our hearts are heavy this morning. steve handelsman reporting for us live from belgium. thank you. still waiting on word of these two americans.

sort of connection between these two. good morning. >> good morning to you, sam and kris. hayward police have taken four people into custody after the car they were in crashed just a couple blocks away from police headquarters where we're standing right now. police believe that they were in the process of escaping the scene of a possible home invasion when they wrecked the car. it's not clear if officers were chasing them at the time of the crash. the video shows a man handcuff and being wheeled into an ambulance. of the four people taken into custody two are young women, possibly teenagers. this is other video we want you to take a look at. this is where the home invasion took place. you are looking at the plaza verde apartment complex. that is about a mile away from pd. police are investigating a break am in into one of the units that took place some time before midnight. not clear if anyone was hurt during, again, what police believe might have been a home invasion reporting live here

outside hayward police headquarters, bob redell, "today in the bay." 6:06 now. and a follow up. uc berkeley notifying students and teachers about a renewed push. sent an open letterlining efforts now being made to promptly investigate harassment claims and schools also working for consistent punishment for staffers who are found guilty of committing a sexual harassment incident. several recent cases are now hanging over the school over the last few months. an astronomy professor and assistant basketball coach were fired and the school law dean resigned. water is flowing away. a rare sight after years of historic drought in our state. look at it, a sight of how much rain and we have gotten this season, north of sacramento and lake shasta which is north of redding releasing tons of water in order to avoid flooding.

when all the snow pack melts it still has some place to go. but you still take a shorter shower. >> some of it is being wasted just overflowing in the reservoir. after months of delays, the crab season starts tomorrow. but not all are going to drop their pots. >> steph, some plan to wait until the crab is actually tested for quality before hitting the water. kind of an obical for fishermen. >> that's right, sam and kris. if you want to talk patience, this is it. after losing four months of business, fishermen are still choosing to wait. they could technically start dropping the crab pots this morning and start pulling up their catches at midnight, but no movement. it is absolutely quiet and been this way all morning long and that is because fishermen have agreed to set out just a couple boats today and wait for results of the crab meat quantity andty to come back monday and then

agree on a price. the other issue is predicted rough weather this weekend and that should keep boats docked here, as well. the state closed the recreational crabbing season last fall after tests came back showing high levels of a neuro toxin and giving fishermen the green light after a very difficult wait. >> a lot of people wanting to get out and wanting to fill out the pots and wanting to make some money. >> we're okay. this is good. doing it would have been worse. >> the crab season is still set to end june 30th and make up for all that time. meantime, fishermen have told us if enough boats break that unofficial agreement and head off in the water all bet are off and it is going to be a "a rat race." stephanie chuang "today in the bay." meteorologist kari hall watching the forecast and fishermen think it's stormy this weekend but you say good for us. >> good for us but a storm system nearby and that will turn

up those waves and not going to bring us a lot in the way of some rain. but will bring in cooler weather on sunday. now, as you head out, it is chilly. 48 degrees in san carlos and 44 degrees in napa. we're heading into the 70s again today in morgan hill. 74 degrees and 72 in palo alto and 62 degrees today. into the north bay, we'll be up to 76 in santa rosa, as well as brentwood and in the tri-valley, 73 degrees. let's check in now with mike. is it still looking fairly well out there on the roadways? >> very well. great traffic flow right now. from time to time seeing the fastrak lanes and the metering lights are on at the toll plaza. the will show you the traffic flows very well. actually, san mateo bridge over the bay shows you how light the traffic flow is. it's green all over the place. a smooth drive 92 across the flat section and the high rise. no problems for the peninsula through 101 and we'll look to

how exactly do you score an affordable place in the bay area? some say you literally have to think outside of the box. check this out, it is a personal pod in the middle of a living room in san francisco's ocean beach neighborhood. the 8 by 3 foot pod belongs to peter berkowitz who is a frefreelance illustrator. his rent, 400 bucks. >> at the end of the day, i'm doing this because it makes a lot of sense for me. i'm paying just absurdly low rent and don't have any drop in quality of life. >> peter made that pod himself fits a twin bed, a skylight, window and book and storage for clothes. all for $400. >> i don't have to say anything because yir already thinking it. so a strange admission from netflix this morning giving you less than it should. >> talking about lower quality video and that is intentional.

scott mcgrew, why would netflix do that? to protect its customers, sam and kris. downgrading because those customers have data caps and going over that cap would cost you a lot of money. a quality hd run of "house of cards" for instance would put you over the cap very quickly and netflix has been sending those customers lower quality. that revelation made in "wall street journal" and upset just about everybody. the companies at&t and verizon were displeased but, again, netflix says it was trying to help. against the rules for internet providers to but certainly not against the rules for netflix to do it. no data coming out of wall street today. the markets are closed for the good friday holiday. the dow start slightly higher or stopped slightly higher at the end of trading on thursday. food trucks are popular

everywhere now, but they really got their start in san francisco. you may know the popular off the grid parties. those are a favorite. so, we've got interested in the business of food trucks. how much do they make? how hard is it to start one? and, more importantly, what's in a name. more important to have a silly name or t serve something odd like say nepalese food. >> i think everybody loves a burger, but fundamentally, the best food trucks are simple ideas. what the catchy names really communicate is the simple thing you should get off that truck and that's when the catchy name works best. >> matt cohen and also considered the godfather and he's my guest this sunday morning on "press here" right after "meet the press." called instructional where you can learn how to run a food truck, as well. you can find that on the web. plus people think they make a

fun career. >> where would say. >> figuring out the names for the trucks. burger she wrote. that was pretty good. thank you, scott. a wayward seal pup is back in a natural habitat. this seal is recovering at the marine mammal center in sausalito. she had a very long day. she was found in a fremont yard yesterday. there you see her up against the fence. homeowners say they woke up to a knock on the door from police. >> there's a seal in your driveway like a seal. how do you comprehend that? >> exactly. veterinarians do say that the little seal pup is thin, but she is alert. they are hoping to rerelease her into the wild when she's ready. by the way, the marine mammal center says that this little gal is a repeat client. her name is kimofur and they found found her back in november. she was released just weeks ago

in bodaga bay, but she came back. >> a bit of a road tripper. likes to get out and explore. you are. you want to put the top down when you're out on the roads this weekend. that could work in your favor. nice weather and kari hall has your forecast for the weekend. good morning, kari. >> yes, today and tomorrow is the days to get out there and really take in the sunshine. more clouds on sunday as we take a look out there. here's what you need to know as you head out this morning. we are starting out with some cool temperatures and there will be patchy fog, but it will clear and we'll be in for a very nice day. this weekend, the clouds come back in and it will be turning cooler on sunday, as well as the start next week. now, it's 52 degrees in the east bay and 53 degrees in san francisco and as we get a closer look at the south bay, we have 47 degrees and 50 degrees in silver creek valley and san matrin and 49 degrees. now, looking at livermore. we'll have some clouds this morning and then the sun breaks out.

kind of a typical day for springtime and then reaching into the low 70s this afternoon before it drops back into the 60s. we do still have this high pressure controlling our weather and bringing in this above average and then the jet stream starts to take a dip to the south as we go into this weekend with this area of low pressure that could be more of an interior type storm. not moving from west to east but more from north to south and that won't have as much moisture but could bring in light snow for the sierra. more clouds for the bay area and, once again, dropping our temperatures as the cool air from the north. this weekend, easter weekend is looking very nice. we will have temperatures in the low to mid-70s on sunday. we'll drop it back to the mid-60s in san francisco and upper 60s for the east bay. much cooler air moving in in the north bay. 71 degrees. but i think it willinately be a day to put a jacket or a nice sweater over your easter dress and for those easter egg hunts, you may be wearing some long

sleeves as the sun peeks out every now and then. another look at the forecast coming up and mike is tracking a problem in fremont. >> kind of an east egg hunt because we're looking for the incident. the live camera doesn't show it and more traffic flow. 880 moves well and both directions northbound and with those taillights and heading up towards stevenson where reports of the crash are there. watching this no slowing here on the sensors either. watching for any problems and a de, but that light flow of traffic you saw there and, look, all around the bay. huge traffic flow at the limit and minor slowing out of the altamont and bay bridge toll plaza. look at this shot live at the toll plaza. a little trouble for the stream. you saw enough of a glimpse of it we had enough traffic there and metering lights are on and no problem there other than the camera. >> steve is right now taking off with pricy bikes in one quiet south bay city. coming up next, the surveillance video campbell police want you

police not giving a lot of details about the robbery, except that they say it was not random. and that the thieves were looking for marijuana plants. the suspects got away. three adults living in that home were not hurt. just a reminder, growing marijuana even with a medical card is illegal in campbell. looking for a pair of bicycle burglars. officers say these two men seen clearly on the surveillance video broke into an apartment complex in campbell and stole four bikes from a storage yare yup. this happened last month at the revere apartments. those stolen bikes collectively are worth 1,000 bucks. police say thieves are stealing bikes around the area and then selling them on craigslist. if you the suspects, please give police a call. right now turning the attention to the race to the white house and decision 2016. a war of words between donald trump and ted cruz surrounding their wives continuing to create tension this morning. >> tracie potts is live in

evidence from two separate crime scenes. >> "today in the bay" bob redell live in hayward this morning with what police are saying and that crash ended up near a local school and also near police headquarters. >> sam and kris. hayward police have taken four people into custody, including two young women after what officers say might have been a home invasion. take a look at this video. this is a home invasion that might have taken place at the plaza verde apartment complex located at 550 barry avenue. police tell us that they are investigating a break intaone of the units there that happened some time before midnight. not clear if anyone inside those units was hurt. but we do know the suspects escaped and they ended up crashing their get away vehicle. a sedan just koppel blocks away from pd. video shows a man from the car can handcuffed being wheeled away into an ambulance.

police took four people from custody and believed to be young adults,ably teenaged and not clear if that car had been chased by police at the time of the crash. something that police, again, are investigating. reporting live here outside haytop ward police headquarters. bob rede, ll, "today in the bay." concerned for people living in concord high this morning after a sexually violent predator was released in the east bay city. the man is living there as a transient. robert bates has three separate convictions that include lewd and violent acts against minors under the age of 14. a superior court judge ordered his release into contra costa county. bates is being monitored around the clock he is wearing an ankle bracelet and has to check in with police every 30 days. >> he doesn't have a permanent place to stay, he's going to be rotating out of hotels in our city every four to five days. >> daughter is almost 13 years

old and she wants to go to starbucks sometimes by herself with her friends and that is going to weigh heavily on my decision. >> liberty health is a placement subsidized by the state and searching for a permanent home for bates since july. a gilroy man is in police custody accused of molesting a 5-year-old child. now, investigators believe there might be other victims, as well. officers arrested antonio garcia on a warrant for several counts. they learned of additional victims while investigating garcia. some of those cases go back a decade and a half. detectives ask that any other victims please contact gilroy police. well, several young suspects possibly children damaged security cameras at an oakley park. it happened last night around 10:00 at shady oak park. police say five suspects were caught by surveillance cameras entering the park and then seen throwing a baseball bat at the security cameras breaking

several of them. oakley police want to hear from you, if you know anything about this crime. a heartwarming story. a police officer saving a young boy's life. it is a bit hard to make out in the cell phone video but the family of the 2-year-old boy as the officer, as you can see in the midolof the screen there was helping out the boy that was choking. we told you about the story yesterday and now here he is with their happy reunion on tuesday. the officer's instincts kicked in last week when the family called 911 saying their son wasn't acting well. now, we're hearing from the boy's family about the frightening moments. >> my nephew was clearly not okay. it was almost like he was having a seizure. he was shaking. you could see his eyes rolling back. >> the officer gave the boy cpr. he had his stuffed animal, lollipop and smile. he started breathing, again. the family said there is no doubt that the officer saved the little boy's life.

i'm sorry, but he is just so stinking cute. >> really, really cute. after months of delays, commercial crab fishermen, crab season officially starts tomorrow. but not all crabbers are eager to drop the pots into the water. >> they still have some concerns. stephanie chuang joining us live this morning from the waterfront in san francisco. some plan to wait until the crab is tested first to see if the quality is still good before hitting the water. >> yeah, sam and kris. we lost four months of business, but it will do more damage if we send out bad crab or not priced correctly. so, we've had all quiet here on the whar f all morning long. fishermen could drop their crab drops. commercial and recreational crab during last season, last fall after showing high levels of a neuro toxin and last week california said the crab is safe to eat. but the fishermen have agreed to send out a couple boats today. the quantity and quality to come

back monday and likely in the afternoon and set a good price. for others who want to go out anyway and see what they can get, they may be stopped by strong winds. >> el nino has been a rough off shore weather and it can get rough and the vessels can capsize and the fishermen can end up in the water. even though it's nice tempchfer very cold and hypothermia can happen just like that. >> they have to be careful. >> both the crab seasons are set to end june 30th. so, fishermen have three months to make up. crab options and better prices at restaurants. but relief is in sight. live here in san francisco, stephanie chuang "today in the bay." >> hold the butter for now. looking live at the golden gate bridge on this friday morning. vista parking lots will close tomorrow morning in order to ease traffic on the bridge during this easter holiday

weekend. lots will be closed from 11:00 in the morning until 5:00 in the evening saturday and sunday. and folks who take the golden gate transit buses say they're sick and tired of the last-minute bus cancellations and delays. the bridge district blames a driver shortage and on sick calls. that is kicking riders' frustrations into high gear. >> we were really angry. it's freezing, of course. >> i wrote a letter because it happens so often and so many days over so many weeks, there has to be something to this. this is nuts. >> more drivers are being hired right now and training is under way, but those delays and cancellations probably won't be a thing of the past until june. now, another hiccup, kris, for people just trying to commute. a section of light rail service is out in downtown san jose and things will stay that way through the weekend. the vta extended service through sunday. workers right now are working hard to replace a part on a rail

line. a number of different alternatives are in place. those include bus and transfers to different lines, depending on which direction that you're going. well, meteorologist kari hall is tracking the forecast and i remember as a little girl, it was such a bummer to have to throw a sweater on over my easter dress, kari. >> have to do that again this sunday even though as we go into this morning tomorrow morning, we have milder temperatures. it's in the low 50s now in san francisco, concord, as well as livermore. as we go into this day, it will be very comfortable. look at these highs. up to 73 degrees in cupertino and palo alto 72 degrees and 68 degrees in the castro and low to mid-70s in the north bay, as well as the east bay. in the tri-valley today up to 70 degrees in livermore. i'll have look at the weekend forecast. we'll talk about easter sunday coming up in about ten minutes. let's head over to the bay bridge now with mike. >> kari, i feel like a magician. we never set up before and

here's the normal bay bridge traffic flow. you can see the traffic going westbound and looking like it slows down towards the tunnel, but not really that much. i do want to. the bay bridge toll plaza. yes, it's actually 640 in the morning and no backup here and the metering lights are on. what's going on, this is a good friday and many businesses and we have some schools that have started their spring break already and that will continue for three weeks but we're looking at a light flow of traffic here and around the bay. look at san jose. northbound 101 very easy drive here. now, there's no slowing at 680. we typically see the second burst kicking in right now, but this is friday, again, as we said, a holiday for many businesses and this is not a problem here. watching towards the peninsula with no delay and even the north bay a slight build for southbound 101 going through san rafael. an easy flow. send it back to you. >> thank you very much, mike. 6:40 now and coming up an update to breaking news out of brussels where we now know two new yorkers a brother and sister are among the dead killed in

the bomb exploded at the airport and the thoughts going through her head one can only imagine. good morning. >> of course. right. and then she tells the story to the family. the loved ones. the concern ripples out and then they don't get confirmation. we know now three days in maybe got, maybe they got the confirmation yesterday, but it was a horrible, horrible delay. not because as a family feared, they were missing and unaccounted for. they were missing. their bodies were in the possession of authorities and the delay was due to identification. but it's still gut wrenching. the positive news, let's punch that very quickly before i tell you more about the pinczowskis. john kerry is here. he is expressing america's concern. he's about to lay a wreath to remember those who were lost here now. he knows including at least two americans and maybe two others. two other americans are missing

and unaccounted for. could be a death toll of four americans. maybe even more. stand by for that confirmation. and perhaps more importantly fight against isis-inspired terror, kerry is promising american cooperation. now, briefly, the young people. tell you more about them in a minute, but in a nutshell, they were from new york city. they had flown here and they happen to be at the wrong place at the wrong. right at the airport when the attack struck. so, let's talk about what john kerry is doing. the confirmation of the deaths of the two americans in the tuesday attacks came as u.s. secretary of state john kerry arrived in belgium to offer more u.s. help in fighting terrorism here. >> the united states, i want you to know, is praying and grieving with you. for the loved ones of those who

have been very cruelly taken from us. >> reporter: meanwhile, belgian police try to prevent more attacks staged overnight raids and more today and multiple arrests. america was apparently on the mind of at least one of tuesday's attackers in brussels. the taxi driver who took the terror team to the airport reportedly told police the man in white went on an anti-american rant. he is still assumed on the run after his bomb failed to go off, but has reportedly been identified by u.s. law enforcement. tuesday's suicide bombers were on the terror watchlist. and says belgium was informed. and did not focus on the pair or detect their plot. but, belgians point out that u.s. cops missed 9/11. >> so, give us a break.

digital platforms. a lighter day for the american stock markets that are closed because of the good friday holiday. >> scott mcgrew, you say this is one of their more unusual holidays. >> no one is quite sure why the stock markets are closed. the markets are closed on christmas and that is another time when they're closed for a religious holiday, but christmas is also a federal holiday. good friday is not a federal holiday. now, the nyse started closing for good friday regularly back in 1907 and the people who thad mat decision are no longer with us and it continues to be a mystery. now, one theory is at the time nyse had a lot of irish americans and catholics who pushed for that holiday. the nasdaq, that's a new stock market by any standards. so, it just does what the nyse does. it's closed, too. nobody is quite sure why good friday. we continue to watch yahoo! as we reported thursday. yahoo! is the target of an activist investor who wants to throw out the entire board of

directors of the company. yahoo! will only say, "we will respond in due course. but we suspect this move will cause the current management to hurry up and sell the company." also for sale, tivo. talk on the street is nearby company rovi may buy it. one of the companies you use but probably haven't heard of. their technology is used all the time and do on-screen guides, for instance. what else is for sale? how about "playboy." easter but no umbrella. >> no umbrella. we'll keep the weekend dry and you can see that thin veil of fog over san jose and mostly clear skies as you head out and chilly temperatures. it is now at 49 degrees in the south bay. but 53 degrees in san francisco. we've been watching some spots with some patchy fog and now it's 52 degrees in dublin and castro valley, walnut creek starts out the morning at 47 degrees. into the day in san francisco, we'll have a few clouds to start out and then some sunshine all throughout the afternoon. reaching into the upper 60s there and a beautiful day. now, as we take a look at los gatos. today the average high is 67 degrees. and we're heading up to 71 and even warmer tomorrow and then the change happens on easter sunday with cooler temperatures moving in as the jet stream takes a dip to the south it will allow for some cooler air to move in from the north and this area of pressure here may also

bring some light snow to the sierra starting out the new week. so, this weekend, easter weekend, a lot going on. we will have highs in the upper 60s to lower 70s. and it will come down a couple of degrees. you'll mostly feel the change of those temperatures early in the morning. it will be much cooler. we're up to 65 degrees in san francisco on sunday with more clouds in the mix. let's check on traffic now with mike. how is it looking on some of those bridges? >> traffic is very light right now. you mentioned easter, so we'll talk about hop yard that is nearby for 580. smooth drive with the headlights and eastbound going to get a break likely as we look at your maps. lighter traffic overall, some folks have already left town because good friday is a holiday for some businesses. scott was talking about the markets, as well. we do have the sensors working and you see some nongreen sensors around the bay. quick look san mateo bridge and picking up the volume and look towards palo alto and the peninsula which has more traffic

of the four people taken into custody, two are young women, possibly teenagers. this is the scene where that possible home invasion took place. the plaza verde apartment complex about a mile away from pd. police are investigating a break in into one of the units that took place some time before midnight. if anyone was hurt what police believe might have been a home invasion. reporting live bob redell "today in the bay." >> i'm stephanie chuang where it has been quiet all morning long and a lot of crabs sitting on idle boats even though fishermen could pull up at midnight. apparently the friishermen have decided to wait for the crab meat quality and quantity and agree on a price. the state closed the crabbing season last fall after tests came back showing high levels of a neuro toxin and california lifted that closure last week.
