it's going to be gusty at the coastline later on this afternoon anywhere from 15 to 35 miles per hour winds. and the winds will continue through tomorrow. and the inland locations will see gusty winds tonight and tomorrow. at the coastline going to see the winds kick up. pretty mild out through now. 50s across the bay. a few 40s in the north bay. this afternoon the cool down is the big story. no 70s outside today. 62 for san francisco and mid to upper 60s across the rest of the bay. not as hot today. a nice day to get out for the easter egg hunting and the outdoor festivities in san francisco. it's going to be windy today. especially later on this afternoon. >> hold on to your hats. >> or your easter bonnet. traditional easter -- tens of thousands of people joined pope francis this morning to celebrate easter sunday mass. security, of course, was tight,

especially on the heels of last week's terrorist attacks in brussels. for years islamic extremists listed vatican and rome as targets. there are traditional celebrations taking place in the bay area. san francisco will host the 25th annual spring celebration and easter parade later this morning. the festivities will take place between union street. it begins at 11: 15. it will be windy. and the parade, known as the biggest little parade in san francisco kicks off at 2:00 this afternoon. the event is free going until 5:00 p.m. state lawmakers and labor unions reached a new deal this weekend that could raise california's minimum wage to $15 an hour. that would make it the highest in the nation. the new deal would reportedly raise the state minimum wage to $150.50 by next year and going up a dollar a year true 2022. if state legislators approve it the issue won't have to go to the ballot in november.

voters in san francisco approved a $15 minimum wage by 2018. some is saying they're not sure how much of a difference it would make. >> housing and food kostas lot. everything kostas lot. >> at $15, i mean, it's sounds pretty great, but i feel like the expenses and the add ones and fees and taxes and all that is going to amount to almost the same. >> right now california has the second highest minimum wage in the nation at $10 an hour. washington, d.c., is number one at $10.50. a police chase end with a dramatic crash outside an oakland fire station. this happened just before 9:00 last night at the intersection of 98th and international. oakland police say it followed a short pursuit by officers. firefighters are saying the driver of the car that was hit was taken to the hospital with minor injuries. they didn't clear what spurred that chase. training turned into a life or death situation for some firefighters in san francisco.

investigations underway after a fire boat capsized yesterday afternoon. it happened off ocean beach just before the cliff house. seven firefighters were thrown into the frigid water. they were all pulled to safety thanks two rescue water crafts right behind. four of those members were taken to the hospital as a precaution. >> we want to thank there was a private boat out there, i'm not sure what size boat. i haven't gotten the information yet. they helped in the rescue. all our members are okay. >> the coast guard responded to the scene. crews say the conditions were relatively calm what a rogue wave hit the 32 foot rescue boat and it overturned. new leadership needed now. that's the recommendation need by the commission trying to reform santa clara county's jail system. the commission voted 10-5 in favor of transferring supervisor to the jail to someone other than the sheriff laurie smith saying there's a lack of transparency. a former sheriff's department

captain agrees it's time for change. >> we find ourselves in a position where inmates started being hurt and dying. i don't think correction officers start off as bad people. >> the commission voted to submit 120 recommendations for changes to the jail system. those recommendations can go before the santa clara supervisor. they include treating an citizens oversight commission, increasing inmate visitation and medical services particularly for mentally ill inmates. another issue addressed by the commission the near riot captured on new video cameras earlier this month. six days before the fight, nba c bay area obtained an e-mail ordering the staff -- it was following the advice of experts. tense moments in the middle behalf should have been a peaceful hike. investigators are looking for man who robbed two women at

gunpoint. the solano county sheriff's department said the attack happened friday afternoon in the wildlife reserve east of the lake. the m the man approached women on a trail and assaulted one and robbed them. the suspect described as hispanic with a thick accent about 25 years ol'5" years old. 5'6", black hair, and a light mustache. he was wearing a burgundy shirt, black pants, and gray and white tennis shoes. turning to decision 2016. results came in overnight from the democratic caucuses in hawaii. continuing what has already been a big day for bernie sanders. sanders was the winner in the democratic caucus yesterday in the states of washington, alaska, and hawaii. washington is the biggest prize with 101 delegates at stake. it's part of a western comeback, he told supporters he expects to close the delegate gap with

the time is 7:10. we want to take you out live now for a look at what is happening in brussels after those deadly terror attacks on tuesday. this is brussels square. minutes ago police fired water cannons at protesters. this is happening near where many people are gathering to remember the victims of the bombing. organizers planned a march but they cancelled it after a request from the interior minister worried about security. you can see many have gathered here anyway. two more americans missing since the bombings are now

dangerous to eat. now a check with anthony slaughter who is standing by with a look at the weekend forecast. so far so good. looks like not too much rain in sight. >> unfortunately, we could use some rain. today i know people won't want rain. we won't have any. we'll have winds getting gusty and clouds today. it's going to be a cereal dool . you can see the cloud drifting in from the pacific. that's associated with the cold front we saw move through last night. it will bring in gusty winds later on this afternoon. the hour by hour forecast in san francisco keeps it cool. by lunchtime in the 50s. by 1:00 or 2:00 may get into the low 60s but that's about it. 61 degrees will be our high temperature. the rest of the bay area looking at temperatures right now in the 50s. we have a good mix of cloud cover and low clouds and fog out there as well. a mixed bag this morning. 65 for the north bay later on this afternoon. 62 for san francisco. and 65 for the east bay and for

the peninsula. south bay no 70 for today like we yesterday. cooler for today and more wind. later on this afternoon the winds will start to gust, special will ate the coastline and the north bay anywhere from 15 to 30 miles per hour along places like san francisco, even half-moon bay. this evening will stay gusty at the coast and then tomorrow it's going to become gusty for the inland valley. places like redwood city gusts up to 31 miles per hour. even places lithen the winds wi through tomorrow afternoon. the next couple of days it's about the wind. it will be breezy and a little bit gusty at times. keep that in mind as you get going this morning. especially if you're partaking in the easter bonnet parade in san francisco. hold on no yoto your hats. not much happening here at home.

we're going to see a few clouds today. a good mix of sun and clouds especially forward the afternoon and evening hours. tomorrow will be snow falling across the sierra. not much but they are expecting some snow to start tomorrow morning and through tomorrow afrnoon and evening. not a lot of snow expected. but snow any time tough to travel through. we're expecting 1 to 3 inches. you can see good dusting there. above 7,000 feet you may get about 5 inches. the core of the system is so far to the north. we won't see much in terms of rainfall. it's going to squeeze a little bit. by tuesday the snow starts to shut down and the midweek rain chance drying up. we had a chance for wednesday and thursday. the next chance of rain could not -- may not come until maybe next weekend. keep an eye on that.

8-year-old boy. -year-old james gerard seen here is considered armed and dangerous. police say he fired at a group of people on sal avenue on friday evening. the bullet struck a young boy in the neck barely missing a fatal artery. the boy is in serious condition at john muir medical center. james gerard is on probation. a warning for menlo park parents this morning after two men tried to lure a boy into a car. it happened on friday afternoon around 30 near sharon -- 3:30 on sharon road. they asked the boy if he was running late and told him to get in the car. the boy said "no" and walked away. police are trying to determine if the men were trying to lure

the boy into the car or scare him. nbc bay area investigation has uncovered accusations of criminal behavior and neglect by some of the security guards paid to watch the railroad tracks on the peninsula. we broke the story last month about three rogue guards arrested on burglary and drug charges. leader ace sured nbc bay area they hired a new company to spot at-risk teens and the guards would be alert and professional. our hidden cams documented a different story. >> reporter: with their neon vests, the security guards are hard to mess. but when nightfalls, some guards are hard to find. >> it's been an hour. an hour. >> reporter: they're supposed to stand watch around the clock every day at three train crossings and the california avenue train station in palo alto. sights where vulnerable teens have taken their lives in one of

the worst series of suicide clusters since 2009. >> 10:39 at charleston, still no guard. it's been over an hour. >> what watches the watchers? the investigative unit spent four nights on surveillance. >> reporter: churchill, 10:05 empty. >> reporter: we caught themming on the phones and one guard fast afor more than an hour. the city hired cypress security to replace value security after finding val ing val guards bein inattentive. last month our investigation uncovered something city leaders say they didn't know. three val guards with criminal backgrounds arrested while working for the track watch program. one convicted of burglarizing several homes while he was on the clock. the new 400,000 contract with cypress will cost the city more

paying guards nearly the wage at $22 an hour. the city implemented more stringent requirements saying guards must demonstrate average intelligence and dependentability. days after our story aired another track watch arrest. this time cypress security guard luke sour. he pleaded not guilty to charges of lewd behavior after police found her near the tracks slumped in his car with a bottle of wine and his pants unzipped. according to records, sour told police for every night shift he worked in palo alto, he masturbates in his vehicle. >> these are our tax dollars. there are better ways to use our money than to sit in his car and do that. seriously! >> deana is the mother of twins graduate from palo alto in june. her daughter struggled with depression for years. deana reached out because she said they want to destigmatize the conversation about mental

health. >> she was in fifth grade. it was pretty early. we were surprised because i didn't really realize that a kid that young could be zprezed. >> she supports the to protect teens but questions the lack of transparency. >> nobody is telling us anything. >> what do you want to see at the tracks? >> more assistance prartranspar. utilize parent input and stop pretending they can use our tax dollars any way they see fit. >> reporter: city manager gym kuhn is in charge of overseeing contracts. we caught up with kuhn before the city council meeting after the city declined our interviews. >> reporter: how are they showing -- >> what we've done is spent lots of money contracting and hiring guards to guard the track. we're developing technology. >> come on in -- >> and promote technology right

now. >> reporter: he said palo alto is doing more than any city in the country to address mental health. >> do you think the city is being transparent u? >> i do. >> back on the tracks the guards we watched left their posts unattended during critical hours in the night while trains were still running. >> and the guard has been in his car text messaging. >> one texted for hour in his car parked down the street from his post. for another hour, then came back to eat for half an hour. he finally took a quick stroll through his post then returned to hiscar. we reached out to cypress security and the owner acknowledged the concerns and the company conducts unannounced checks of each site. city leaders haven't received any complaints about cypress but declined to say if they'll make any changes. >> you're still responsible. you're the one paying the bill.

and around the golden gate bridge. that's what bridge officials are trying to avoid this easter weekend. or its are urged to take tour buses, taxis, or ride sharing services instead. too tipsy to fly. concerned about the condition of american airlines co-pilot cancelled a flight leaving unhappy customers. workers at security stopped the pilot they suspected he was drunk. when police arrived the co-pilot allegedly failed a breathalyzer test and taken into custody. american airlines apologized to its passengers who had to be booked on other flights. according to the faa, the legal blood alcohol limit for people operating a civil aircraft is .04%. passengers say they are hoping to get more in return for the inconvenience. >> i'm going to file a complaint to see if they'll compensate us for the trouble. >> no word yet on whether charges will be filed against that co-pilot.

presidential nominations long before the california primary which comes in june. not this time. at least not for the republicans. we can expect republican candidates to pound the pavement here for votes. nbc bay area analyst larry gur sto gurs ston is here. >> we haven't seen this in more than 50 years. that's for starters. it's incredible. typically republicans sew up early. democrats usually take longer. there's a reason. republicans philosophically are very narrow. ranging from conservative to relatively conservative. democrats all over the map. they have a wider political spectrum. ranging in places like the south and the valley. that's why it takes longer. hillary clinton has all but sewn up the democratic nomination.

she'll have the nomination before the june primary. but it's the republicans. the republicans began with 17 candidates last fall. still, three guys remaining. trump, ted cruz, john kasich. even though donald trump has the lead, he's far from sewing up that lead. >> that brings us to the june 7th primary in california. are there enough votes for trump or maybe en ted cruz to go over the top? >> it's possible. it's possible. but increasingly, unlikely. here is why. on june 7th, republicans will choose 172 delegaegatdelegates. that represents 14% of the nomination. the numbers are deceiving. most will be chosen in congressional districts three in each. accounting for 159 of the state's 172 members. almost all them.

every one will be a winner take all primary making it necessary for the candidates to do a lot of campaigning in a large state. in a fairly short time. >> districts are winner take all. california not a winner take all state like florida or ohio. explain why. >> it's confusing but let's work through it. because of the method in the state it's likely that the state, much like the rest of the national policy, if you will, will a fractured outcome. trump may do well in places like san diego or orange county. cruz will pick up votes from even jeangelicals in orange cou own central valley. kasich won't do well -- as well in most of these places. he's perceived as most moderate. we don't have that many moderates in california when you're talking about republicans. still, still he may gain some support in liberal areas like san francisco or west l.a. or parts of l.a. county. what is the result of this

welcome back on this easter sunday. we get you up to speed. we have big changes in store for today. tomorrow it's going to be much cooler than it was yesterday. we're kind of in a transition day today. going to get ready to be cooler over the next couple of days with this trough digging in. you can see the trough is denoted by the clouds there. those will be moving in the bay area as we head toward the afternoon. we have winds today and more cloud cover. it's going to make for a cooler

day especially in the south bay. you'll notice the hour by hour forecast keeps thing chilly. only 59 at noon. by this afternoon 2:00 we'll get up to the mid 60s and that's about all we'll see. warmer locations across the trivalley and south bay. mid 60s is as good as it's going to get for today because of the high trough. 62 for san francisco today, 65 forest fire t for the east bay. winds will start to kick up. it will get breezy at the coastline later on this afternoon. anywhere from 15 to 25 miles per hour expect bid lunchtime. as we head toward the evening hours it will stay gusty for places like half-moon bay, san francisco, even up into the north bay and santa rosa winds will be approaching 30 miles per hour exceeding that at the cost line. keep in mind the evening will be breezy along our seashore. as we head toward tomorrow,

those inland valleys will start to see gusts anywhere from 15 to 30 miles per hour. for today it's going to be mostly concentrated at the coastline. tomorrow the inland locations will see the winds start to gust through the valley. so over the next couple of days it's about the wind. it's going to be chilly wind coming from the gulf of alaska. cold front swinging through overnight. that's to kick up the winds as we head through the day. a good mix of sun and cloud through the afternoon. but look at this. a little bit snow starting to fall tomorrow morning. that's to continue through the day on monday and eventually tamper off toward tuesday. how much sierra snow? not a big storm system we're expecting at 1 to 3 inches of snow for lake level. above 7,000 feet may get more near twin bridges. we're not expecting more than about 6 inches of snow. the quick moving will move out by tuesday. for us it's not going to give us any showers, unfortunately, the

chance of rain we had for wednesday and thursday is of here. sunday looks like the next chance for any showers across the bay area. here is the extended forecast. you'll notice the south bay will stay nice and toasty -- well, toasty by mid 60s. we're not going to the 80. by thursday 70s on the board once again. the east bay valley same deal. cool down over the next couple of days. the toasty weather arrives next weekend. vicky, back to you. >> early easter treat. a cargo ship arrived yesterday full of fresh food and new equipment for experiments. in fact, the first of three shipments in the next two weeks which will be a record. one experiment involves a controlled fire. get this, anthony, the fire will be set board the supply ships with researchers hoping to find out how a large scale blaze spreads with the absence of gravity. that sounds like a pretty dangerous experiment.
