>> good morning, sam and kris. we have cool temperatures again this morning, but not as cold as yesterday, thanks to a few clouds starting to roll in from the north bay, making it across san francisco and now into the east bay. after this cool start, a beautiful afternoon, once again, a breezy wind, sunshine, and up to 67 degrees in the east bay and peninsula. 71 degrees in the north bay. i'll talk about what to expect this weekend, and a few more showers in the forecast for early next week. that's coming up in a few minutes, but anthony has a headsup for the peninsula drivers. >> this is 101 right near the ikea store, off to the shoulder. they just started letting a few cars through, this is on the northbound side. you can see the crash of some sort, not really sure if chp hasn't described this too well, but we're just hearing there's some sort of crash, some sort of debris on the highway because of this crash, and now they're just starting to let about one, maybe two lanes through. but it's a trickle of cars. there's not much movement here. this is 101 northbound. it's kind of starting to come to

a crawl. you can see cars even starting to pile in on the back end. try to avoid the area, if you can. not sure when this is going to be opened up, but one lane looking to be getting through. this is near palo alto, near the dumbarton bridge. head north and things improve, but another accident near millbrook. keep that in mind if you're taking that route. back to you guys. the new this morning, a hit-and-run investigation underway in millbrae. highway california patrol reports that the accident happened off of el camino real and it happened around 11:00 last night. so far, there is no word on injuries, but we will update you as new information becomes available. also this morning, a peninsula family is dealing with a major tragedy. a burlingame father is dead and his 9-year-old daughter is still in critical condition, after a freak accident in a southern california pool. police say jim tramel, an executive here in silicon valley at red jet, was electrocuted

when he jumped into a pool to save his daughter. >> this happened over the easter weekend. neighbors here in the bay area say that tramel was a loving father. >> he was always really nice, good to the kids. you always see him jumping on the trampoline back here, yelling to my dog. it's really, really sad, especially to hear about the oldest daughter. just hoping that she's going to pull through and be okay. >> she is in critical condition. experts say, get your pool checked regularly. 14 people have died from electrocution in pools between 2003 and 2014. right now, we are keeping a very close eye on the south bay this morning after a swarm of earthquakes overnight. in a matter of just three hours, starting about 7:20, there were at least ten earthquakes if they were all centered in the alum rock area of east san jose. the largest one, just 3.1. the usgs says that swarms are not unusual for the area. there was also a quake swarm a few miles north of santa rosa. in all, there have been about 48 small quakes in just the last 24 hours.

well, the search is on right now for the person who shot wild animals with a pellet gun at the berkeley marina. a groundskeeper discovered three raccoons, an opossum, and a feral cat either dead or clinging to life along the shoreline last saturday morning. investigators believe they were targeted. >> likely, these animals were shot with the pellets and then wandered for some distance. animal cruelty is a felony in the state of california. >> this is like a wildlife sanctuary up here in berkeley. and they really need to be protected, the regular animals. and i just think it's wrong. this is not hunting season here at the marina. >> now, police are putting out information, because they have really not much to go on. so if you can help, if you saw anything, contact berkeley police. at 5:03, very busy at the docks this morning, and with good reason. if you head down there, you're likely to see the first haul from this season's dungeness crab season. >> buyers agreed on a wholesale

price of just under 3 bucks a pound yesterday. crab season officially got underway last saturday, more than four months late. crabbers now have until the end of june to make up for lost time. our stephanie truong will have a live report coming up later this morning. >> they'll look a lot better on your plane. a california school is back open today after an unvaccinated student contracted the measles. the entire yuba river charter school north of sacramento is warning that only vaccinated students are allowed back. the unvaccinated student contracted the virus while traveling abroad. only 77% of kindergartners are fully vaccinated in nevada county. that's the lowest rate in the entire state. a bit of concern at the chevron refinery in richmond overnight. contra costra county sent a team to check the air quality around the area. the team found nothing concerning about the air so far, but this started after the refinery activated what it has called flaring. chevron says flaring is a safety tool used to release pressure during the refining process, but

it can put off a smell. new this morning, the city of san bruno reportedly trying to shut down to massage parlors in the wake of a recent prostitution arrest. the "mercury news" reports that police arrested one woman at the sunrise massage and another at the go healthy spa. in the wake of each arrest and other minor violations, the city working to make sure each location is permanently closed. well, should sex offenders have symbols in their passports indicating that they have committed sex crimes? a judge in oakland will take on that question today. a new federal law requires registered sex offenders to have unique identifiers in their passports. but a group called california reform sex offender laws is challenging that law. the group says the law violates their constitutional rights. kris, it's an emotional and controversial decision following that deadly balcony collapse in berkeley. the alameda county district attorney ruled that the incident, it's a tragedy, but not a crime. six people died and seven others

were injured when a balcony buckled and plunged 40 feet last june. the d.a. says there is insufficient evidence to file criminal charges against any individual or company. >> it makes me really angry and it's just really depressing. you know, these kids came here thinking they were going to have the time of their lives. >> i'm not surprised about the fact that you couldn't really have standards to bring a criminal case. >> that decision coming after a nine-month-long investigation. well, services slowly getting back to normal on b.a.r.t. this morning, the bus bridges are gone between the north concord and the pittsburgh bay point stations. but passengers still have to change trains at the north concord station. well, the transit agency is fixing damaged trains from mysterious power surges last week. no word when full service will be restored. at least good news for some commuters who are seeing some progress. how about a nice gesture for oakland police officers for a little girl who's been through a lot lately. they gave her a brand-new bike. >> the officers had been to the

girl's home twice before for domestic disputes involving her parents. the latest incident was last week when her father, just released from prison, threatened to stab the 11-year-old and her mother. he was soon after arrested more domestic violence. officers wanted to do something nice and pitched in to get her a new bike. and now, as you would imagine, she's all smiles. she's even got her helmet on. she's ready to go. >> but as you always expect, police officers take a lot of that home with them. >> they are embedded in the community. just another example. well, let's take a look at our forecast with meteorologist kari hall. need a sweater this morning, kari. >> yes, a sweater this morning, but today will be another beautiful one, with a lot of sunshine. now taking a look at what we're feeling, as you head out. it's 58 -- 38 degrees in napa and 39 degrees in livermore. so we do have some spots dipping into the 30s. low 50s in san francisco and oakland. and a high today in morgan hill up to 68 degrees. it's going to be so comfortable.

64 in san francisco. 70 in napa. 67 in oakland. and 69 today in dublin. more of this weather over the next few days and then we'll have some rain in the forecast. i'll let you know when that could happen. that's coming up in just a few minutes. let's head over to anthony now to see, get an update on what's happening in the peninsula. >> i want to update you with this crash we had earlier, 101 northbound near the university exit. this is near the ikea, off to the shoulder. here, they're just starting to get a few cars through here. one, maybe two lanes are opened. this crash happened about eight minutes ago, so we're still looking at the residual effects and you can see cars a starting to pile in here. on the maps, you can see what i'm talking about. there's the accident and there is is the backup. this is actually a construction zone, so already kind of going to go slow because of that. it's going to just exacerbate this issue. so over near the bay bridge, still wrapping up with some overnight construction. you can see there, as we take you outside, it's the cameras working. kind of in and out this morning, but you can see -- there we go,

that happened yesterday in wisconsin. there were a lot of accusations and explanations as republican candidates tried to convince wisconsin voters to choose them. a defiant trump defended his campaign manager, cory lewandowski, in the wake of the battery charges filed against him. trump says he will not fire lewandowski, even though the security camera video shows him grabbing a reporter at a campaign event march 8th in southern florida. now, ted cruz, fresh off an endorsement from governor scott walker of wisconsin, says that this incident shows that there's a greater problem within the trump campaign, that is a culture of abuse in that campaign, he says. now, even the democratic presidential hopeful, hillary clinton, applauded the reporter for following through on the incident. now, wisconsin has 42 delegates in a winner-take-all primary. there have been a few polls in the state, but the polls show both donald trump and senator ted cruz are in a virtual tie. reporting live in washington, edward lawrence, now back to

you. >> we'll see how it sitz with voters. edward lawrence, thank you very much. it's 5:13, finally back home following a traumatic ordeal. two young mormon missionaries injured in last year's terror attacks in brussels are back in utah this morning. 20-year-old joseph elmby and 19-year-old mason wells are now at a utah hospital, being treated for their injuries. a third missionary remains in a brussels hospital, but is due to return to the u.s. very soon. new this morning, the first court appearance for the man who hijacked an egypt air jet plane yesterday and briefly took hostages, some of them american. this is video of seif eldein mustafa being transported. authorities say he wore a fake explosive belt and did it in an effort to see he has ex-wife. >> and more on that story. the hijacking may have been the wrong time to ask for a photo.

one passenger onboard that hijacked plane, britain's ben ennis, posed for a picture with the hijacker during the standoff. authorities say that ennis unnecessarily put lieves at ris. >> that was just stupid. i'm sorry. that was just stupid. new ways to cut down on your commute time this morning. >> welcome news. >> scott mcgrew has that from the newsroom. >> let's start, sam, with a new way to pool. lift this morning is introducing a system where people can offer rides to other people going their way. so, let's say i drive from san francisco to google every morning, i can now offer a car pool to other googlers who are going to the same place. they pay me a couple of bucks through the lift app and we get to use the carpool lane. and a new one learns your commute and pays attention to when you leave and where you go. and this alert bar at the top is the coolest. it tells you specifically when to leave to be there on time. it says, i've looked at the

traffic, you need to leave for the airport in five minutes to make it on time. it's an app called inrix. let's check your news before the bell with landon dowdy. good morning. >> the letter of the day is "d." good morning, scott. how are you? wall street could added to tuesday's fed fuel gains, futures are higher this morning and stocks are versing early losses after fed chair janet yellin says fed should continue to move cautiously on raising interest rates, given the global risk. that's prompting economists to project the fed may only raise rates only once this year. look for data today on private sector job growth. and the dow rising to 1763. the nasdaq up. >> we're wrapping up the first financial quarter. that ends tomorrow. it's been a lousy quarter for ipos, the fewest since 2008. no local tech companies -- there was one bay area health company.

there are several interesting companies, guys, which have filed their paperwork, but none have pulled the trigger. i kind of think they're all waiting for the other guy to go first. i think of those like little kids on the high diving thing. once one kid goes, everybody goes. >> or you just push one of them and everybody follows. don't swim with me, sam. >> i'm actually feeling okay. new video right now of mexico's so-called fire volcano, living up to its name. this is the colima volcano in western mexico, spewing a column of ash and gas yesterday. you can see it pretty clearly there. it's almost one mile into the sky. that's how far that ash went. a second volcano erupted in central mexico over the weekend. >> more volcanos. this one in alaska. and ash is now coating some areas of a small village near the pavlof volcano which began erupting on sunday. >> i guess it's a busy time of year for volcanos. this one located more than 600

miles southwest of anchorage. nearby villagers, all 39 of them, are being advised to stay indoors. there's got to be protocol when you live near a volcano, just in case. >> right, there's no volcano season, right, but you have to kind of see that things are happening. meteorologist kari hall, one mile into the air, that ash. that is shocking. >> that is amazing. and i'm sure it's amazing to see it. i've never seen one in person. but of course, that's on the bucket list. now let's take a look at what we're feel this morning. definitely a morning to wear the heavier jacket. again, it's 39 degrees in the east bay and 42 degrees in the north bay. as we get a closer look at the north bay, we have some 30s there. napa, it's 38. healdsburg at 39. mill valley at 42. we've also seen some clouds and fog rolling into parts of the north bay. san francisco, and extending over toward the delta and parts of the east bay. this will start to clear out, but some of those clouds hugging the coast and then moving back inland tonight. i think we'll have a little bit more of that dense fog, as we go

into tomorrow morning and friday morning, as well. looking at the highs today, into the upper 60s to low 70s, a couple of degrees warmer than yesterday. seven-day forecast at the bottom of the screen shows we won't have any major shifts in our temperatures, into early next week, when we start to get a little bit more rain moving into parts of the bay area. so into the next few days, our temperature trend will be above average. by tomorrow, we're up to 65 degrees in san francisco. the average high is up to 62 degrees. 67 on friday. this weekend, also looking nice. but once again, we'll have some more fog and clouds in the mix. we do still have high pressure just to the west of us. it's giving us more of a northwesterly flow, keeping our temperatures in check with those winds moving onshore. over the next couple of days and heading into early next week, we'll see a slow change in the storm track, that could bring in a couple of chances of rain in the forecast. some slightly cooler temperatures and the scattered showers moving in, starting on

monday. and as far as how much rain we could see? maybe the potential of about a quarter of an inch across the bay area. and closer to a half of an inch right along the coast and in the north bay. ville another look at the forecast coming up, but let's get an update from anthony on what's happening in the peninsula. >> yeah, i want to show you that crash earlier. looks like everything has been pushed over to the shoulder. this is 101 northbound in palo alto, right near university avenue. you can see, right near the ikea, off towards the shoulder. the accident has been moved over, it so looks like all lanes are getting through. maybe a small backup, but things are starting to move along nicely here. let's switch over to the maps. you can see, we are starting to see a build coming through the sunol grade. same for the altamont pass, a closer look at the peninsula shows, once you get passed that accident, things improve, headed up towards the rest of the accident into the city. over to oakland, things looking nice and smooth. you can see for yourself, northbound and southbound side, 880 looking pretty good as you get going this morning. back to you. >> that camera's ticking with you. thank you very much, anthony. coming up next, hate speech.

now. they're involved in a bitter labor dispute. a march and rally at the state capitol is also planned for today. uc berkeley leaders say their school is among those hit this week by a wave of racist and bigoted flyers. a well-known computer hacker claims to be behind those flyers, which appeared at major colleges and universities, including princeton and cal. cal's chancellor sent out a letter informing students and teachers that the flyers also landed on a network of cal printers. the investigation is ongoing. it's 5:26 right now. coming up next, with several animals shot to death in the east bay. the search now for answers, following a disturbg crime. a silicon valley tech exec electrocuted while trying to save his young daughter inside a swimming pool. that story, coming up.

and we will have another beautiful day with some sunshine, a few high-level clouds mixing in, and also the temperatures that will be comfortable, reaching into the upper 60s to low 70s. but it's not comfortable now. it's only 38 degrees in napa. 53 in oakland. and san jose at 45 degrees. a little bit of a spread in those temperatures, as you drive from the north, farther to the south. looking at all the microclimates today, up to 70 degrees in san jose. 69 in palo alto. 64 in san francisco. 70 in napa. 71 in antioch. and 70 today in pleasanton. i'll have a look at the weather forecast heading into the weekend, which looks nice and just as nice as this. and then we'll have some rain moving in. that's coming up in a few minutes. let's head back to palo alto with anthony. >> we had an earlier crash in palo alto, 101 northbound right at university avenue. you can see cars are getting through now, but just about 15 minutes ago, it was a different story. this was kind of stop and go. the flashing lights with the police cars there starting to

turn off. things are starting to calm down here. switching over to the maps, you can see what i'm talking about. lots of green, over towards redwood city, over to san mateo. into millbrae, an accident near millbrae, 101 northbound at san bruno. the rest of the east bay, looking pretty good. no concerns here. i want to take you outside, you can see at the bay bridge toll plaza, metering lights will be turned on any second now. the backup is starting to form. back to you guy. >> thank you very much, anthony. a tragic freak accident takes the life of a former facebook executive. the father was electrocuted after jumping into a pool, trying to save his young children and now questions are emerging about pool safety. >> "today in the bay's" bob redell joining us live from burl burlingame with the very latest. he gave his life trying to save his daughter. do we know what was wrong with the pool? >> reporter: the thought is it may have been faulty electric wiring. people have been leaving flowers

out of memory of jim tramel. he was the 40-year-old tech exec who was electrocuted easter sunday in the pool at the family's vacation home in palm springs. he jumped in the pool to save his 9-year-old daughter, who was experiencing electrical shock. she was turning blue. she was taken to the hospital, last report, was in critical condition. tramel, however, did not survive the electrical current. law enforcement in palm springs believes faulty wiring, possibly to the pool light, might be to blame. tramel was a former exec at facebook, and most recently, the vp of sales for rev jet out of san carlos. >> he was also really nice. good to the kids. you always see him jumping on their trampoline back here, yelling to my dog. it's just really, really sad. especially to hear about the oldest dog. i'm just hoping that she's going to pull through and be okay. >> reporter: an adult woman and four other children were also in the pool. one of those children was taken to the hospital in stable condition. the others treated and released. it's believed they survived because they weren't as close to the faulty wiring.

police. well, alameda county's sheriff's department is taking a very hard look at itself. three deputies might be on the wrong side of the law, stemming from the beating of a suspected car thief. >> the attorneys for stanislaus petrov filed a civil claim against the department yesterday. they said the deputies' use of force was excessive and unjustified. you saw a picture of him in the hospital, and now here is that viral video, where you see the beating with the baton. now, the attorneys also claim that a third deputy stole petrov's necklace and gave it to a homeless couple, who witnessed the beating. >> we believe that they were trying to bribe these witnesses into silence. >> our policies don't include excessive beating. they don't include taking jewelry. they don't include bribing witnesses. >> as the investigation continues, sheriff ahern is promising a very thorough investigation. >> more details now. sheriff greg ahern already

making changes within his department. he's making body camera use mandatory. 10 of 11 deputies involved in the suspect stanislaus petrov's case say they did not have those cameras rolling and the one who did have his camera rolling says it happened by accident. a santa clara city cop is going to be sentenced later today after he was convicted of indecent exposure. toms lee peld, a police sergeant, is facing jail time. a store manager says leepeld exposed himself and then propositioned her. leepeld was found guilty on monday. the 24-year veteran of the force is likely to lose his job and be forced to register as a sex offender. the murder trial of a man accused of killing a 16-month-old boy is expected to begin in san jose today. alejandro benitez is accused of suffocating the child. it happened four years ago at a home in east san jose. benitez faces the death penalty. and the state of a former stanford swimmer is now in the hands of a jury.

prosecutors wrapped up closing arguments in the rape trial of brock turner yesterday. they say the victim did not want to have sex with turner after fraternity party on campus last year, though turner, on the stand, testified that the woman did want to have sex with him. he dropped out of stanford after those allegations. later today, los gatos leaders are going to be examining the details proposed for a long-discussed retail and housing development. council members have already approved what's called the north 40 development. but questions still surround how large it's going to be. council members and residents are concerned, also, about a possible, or the possible traffic impact. the meeting takes place at 10:00 a.m. and santa clarita county leaders are holding a meeting on a proposed homeless shelter on evans lane today, near popular communications hill. that homeless shelter will be more like a village with prefabricated or modular homes. today's meeting is at santa clarita university school of law. that's at 4:00 today. and new developments emerging out of southern california may put the raiders'

move to los angeles back on the front burner. the "san diego union-tribune" is reporting new plans for a new $4 billion downtown stadium. right now the chargers are supposed to move to l.a. with the rams and the raiders then can take their place if the chargers decide to stay in san diego. san diego voters this november will weigh in on the stadium initiative and whether they want to help pay for one. >> curious to see how that's all going to shake out. right now, one problem finally resolved is the crab fisherman are out, finally, pulling up crabs four months late. dungeness crab were deeped unsafe to eat november, but the crab embargo has ended. >> yesterday, buyers set that price, the wholesale price, at about $2.90 per pound. that sent fishermen into a frenzy, setting out to drop their pots into the sea. they are pulling them up as we speak. they must be very tired. the bustling dock is still a concern for some fishermen, but last year too much crab at once stopped sales for a short period. >> we're not quite sure what the market's going to bear when the

crab starts coming across the dock and there's a lot of it. >> supply and demand, right? the season opened saturday, but fishermen had to get a price before heading out in earnest. also, bad weather kept them on land. a critical moment for california's water supply. state leaders will measure the sierra's snowpack. and no surprise, surveyors will find more snow than they have in recent years. a couple years back, the government just got dirt, even with el nino bringing more generous snowfall, it is expected to be about normal for this time of year. today's readings will likely affect new water conservation numbers. do you remember that? they were out there -- >> i remember that, it was all dirt and hiking around in boots, and at least they'll be crunching snow under their feet. >> meteorologist kari hall, you must be pleased about that. >> yes, looking forward to what they actually find as they go out there and do all their surveys. but this morning, we'll have dry weather and chilly temperatures

it was busyay fooakla battd thr housfay, ey 5:43 now. it was a very busy day for oakland firefighters yesterday. they battled three house fires within hours of each other. two fires near the oakland zoo and the third was near alameda. the first fire was reported yesterday at 9:00 in the morning. the second fire, again at a home came at 1:00 in the afternoon. and then finally, the third fire broke out around 5:00 last night. all of those homes suffered a lot of damage, but fortunately, no one was hurt. no word yesterday on whether these three house fires are related. while we're talking about fires, a roaring fire, got a preview of it a second ago, spreading to four row houses overnight in new york city. the dramatic drone video showing you just how high those flames leapt. 11 people were injured. many more in the brooklyn neighborhood were left homeless.

in less than an hour, four residential buildings had ignited, sending massive flames erupting into the sky. investigators are still unsure what caused that fire. right now, the word "grinch" usually comes to mind with christmas, you have the glass half empty sort of personality. but in this case, grinch may be a compliment for two easter rats. >> what? police show two people taking easter eggs right off the lawn of a southern california home. the eggs were for a 2-year-old boy with down syndrome. his parents left them out for an easter egg hunt after church. but the silver lining here is that community members stepped up in a big way. >> we had the -- the police department had our courtyard decorated this morning with eggs all throughout, had a big box of sidewalk chalk for him and a sweet note. >> and it didn't stop there. the boy's parents say people from other states are also responding. so many people, in fact, that big easter egg hunt is now

a highly unusual move for the nation's highest court. and it has to do with a case where religious institutions are challenging part of the president's health care act that requires them to provide birth control. the eight justices -- eight, because there is that vacancy -- are asking both sides to see if they can come up with some sort of compromise. >> that's because the court is headed to a 4-4 stalemate on the case. the court is ask that both sides allow religious groups to deny birth control. their insurance would offer a separate birth control-free option to the employees. it's just the first of what will be many deadlocks that could come following the death and lack of replacement for justice antonin scalia. >> well, things have been so peachy at the pump lately. sam, maybe you haven't noticed that gas prices have been inching up. they have been going up for 22 straight days. prices now up 30 cents overall, including those of us here in the bay area. current prices in san francisco, $2.84 for a galn of regular

research. good morning. >> good morning, sam and kris. yes, chilly temperatures, doesn't it all feel like we should have a summer blend out there? but it will feel like spring later on today. it's now 39 degrees in the east bay. 45 in the south bay, and the peninsula. and as we get a closer look at the south bay now, it's 40 degrees. heading out the door in willow glen, morgan hill, 49, and san martin, 38 degrees. so chilly and we have some patchy fog and some clouds, in the north bay, extending over towards san francisco. also over to oakland and concord. we will still see this, as we go through the mid-morning hours, and then it all clears out, except for the media coast. and then the fog rolls back in late tonight. tomorrow, early morning, this time, we will have some fog, all across the bay area. so, we are getting ready for a few changes in this forecast. we'll see the clouds mixing in with that sun through at least the first part of the day. but still very warm, a touch warmer than yesterday in spots like los gatos, 71 degrees. palo alto, 69 degrees, and 64

degrees in vernal heights. seven-day forecast at the bottom of the screen shows our temperatures will pretty much hold steady over the next few days. no major changes, but we will have a chance of rain in the forecast early next week. and our temperature trend keeps it above average. this is a look at dublin. now, tomorrow, the high will be up to 71 degrees, when the average high is 66. we will be well above average on saturday and then we'll start to see those temperatures coming back down a couple of degrees on sunday. and this is the reason why. we still have high pressure bringing in a northwesterly wind, a nice onshore flow. and then as we go into the weekend, the storm track slowly shifts farther to the south. that will allow for a chance of some scattered showers to start out early next week and the temperatures will be in the 60s for the most part. and we may see that continuing into tuesday, as well. rainfall totals at this point look like we could have anywhere close to a half of an inch along the coast and in the north bay, and in san jose, about a quarter

of an inch of rain there as well. and we could see this wet trend continuing, as we head into the start of april. i'll have another look at the forecast coming up. let's get an update on the morning commute now from anthony. >> i want to start you off with a south bay shot. we were talking earlier, 101 northbound in san jose starting to flow. this is an earlier than usual build, but it is really stop-and-go here as cars are piling on. this is the northbound, right where the 280 interchange, 680 interchange changes overhead. you can see that yellow orange there, that's the slowing. once you get past 880, things do improve. over on the peninsula, we have a crash actually, a wrong-way driver on the 101 off-ramp near millbrae, so keep that in mind if you're using the millbrae off-ramp, oyster point being affected as well. over to bay point, a couple of accidents. this one not on the highway. just ignore that. this one here, that's causing some slowing. it's on 4, headed to the 242 connecter, trying to get through

5:57 now. a victory for teacher's unions in california. the supreme court's 4-4 deadlock means a lower court decision, which allows unions to collect fees from non-members still stands. the lead plaintiff, rebecca friedrich, says she brought that lawsuit because she felt her union ignored her concern. union leaders argue that all teachers benefit from the unions. friedri friedrich's attorneys plan to re-argue the case as soon as a new justice is appointed. a scathing audit accuses the university of california from turning away in-state applicants in favor of out-of-state students who pay higher tuition, some of who may not be as qualified. janet napolitano blasted that audit saying it is unfair and misleading. she claims non-resident fees help to keep the doors open at a
