morning. i'm kris sanchez in for laura garcia-cannon. >> i'm sam brock. a short line that is not. a lot of people standing outside and it's pretty cold to start out your day. let's get a check of your forecast with kari. >> good morning, sam and kris. chilly temperatures to start but that is not the case throughout the day. also seeing patchy fog. taking a look at the current temperatures with 48 degrees in livermore and 48 degrees in san francisco. patchy fog this morning and then high clouds with sunshine this afternoon. lunchtime temperatures upper 50s to mid-60s and up to 70 degrees today in the tri-valley. a look at the complete microclimate forecast coming up. let's head over to anthony to see what's happening on the roadways. >> you have been telling us about fog this morning. watching the maps and don't see much happening right now and lots of green and things moving smoothly across the bay area. some fog here in the north bay and still keeping an eye there and even in the mill valley. wide-open lanes there. take you outside and you can see

for yourself, visibility not being impacted all that much and we have been warned. fog is expected to develop this morning. right now moving pretty good. guys, back over to you. >> thank you very much, anthony. now to the breaking news out of india. live look at the scene right now and an overpass collapsed killing at least 14 people. about 150 people are still trapped. rescuers are scrambling and digging through the rubble to try to save them. all of this happened in the city of kolkata which is near the country's border with beng lu u lubangladesh. now a developing story and a public danger. a drug estimated to be 50 times stronger than morphine is hitting northern california streets. that drug has already claimed the lives of seven people and responsible for dozens of er

overdoses in sacramento county. >> bob redell has details on this deadly pain killer and how people are getting their hands on it. bob, this is a powerful narcotic that is prescription, right? >> it is. good morning to you, kris and sam. we have reached out to the santa clara county public health department to see if this powerful drug has yet to hit the streets here in the south bay. what we are talk about are pills made from a synthetic pain killer. a prescription drug considered to be eight times more powerful than heroin. caused 28 people to overdose and killed seven. the most recent is jerome butler, the 28-year-old man thought his friend was giving him a dose of norcoa less powerful pain killer. didn't realize it was fentanyl and butler became unresponsive saturday and his family just made the heartbreaking decision to take him off life support leaving his son without a father. >> and i'm just a young boy.

i don't think i'm supposed to be going through this right now. >> people one pill. one pill. we have to find out where it's coming from. >> the drug enforcement agency says fentanyl is produced mainly in china. shipped to mexico and then smuggled up north here to the united states. fentanyl can be lucrative for drug dealers. for example, you compare to heroin. a $5,000 purchase of heroin could generate $80,000 in sales. a $3,300 purchase of fentanyl over $1 million in revenue. reporting live here in san jose, bob redelll "today in the bay." >> thanks, bob. police in berkeley are investigating two recent strong arm robberies on the cal campus. the first one happened in the els worth parking structure tuesday night. that's where a man had his wallet stolen by two men. one grabbed him from behind. shortly after that in speaker plaza, lent his phone to two women who then walked away with the device and then they

threatened him when he asked for it back. an attempted burglary in belmont on tuesday. watch these two men appear to go to the home on the right side of your screen. you watch them scroll by there. after the people next door leave jump the fence and try to break into that home. the home is on ralston ranch road and the home alarm did go off forcing those men to quickly abandoned their plans. call belmont police if you have any information about those suspects. now to a dinnertime thief caught on camera. this happened last night at el rancho grande. watch the woman as she walks by, she sees a phone sitting on the table and peeks to see if anyone else is coming and then she picks it up and walks straight out of the restaurant. the owner of the phone said he left it on the table while he went to the bathroom. >> it was pretty bad because i work for everything that i own. and for someone to just come take something that didn't work for. >> now, if you recognize that

allege thief, san francisco police ask that you give them a call. coming up on 5:05 on your thursday morning and facing ten years behind bars. former stanford swimmer brock turner is found guilty of rape. those students saw turner on top of an intoxicated and unconscious woman back in january. when turner tried to run, they stopped him. >> i think without them, this would have gone either unreported or unsolved. >> turner right now is out on $150,000 bail. but he's going to be sentenced for the crime in june. well, note the death penalty is off the table for a trio of drifters known for a deadly crime spree here in the bay area. they are expected of two murders last october. the suspects still face the possibility of life in prison without parole. a young boy in concord

recovering right now after getting shot last week. last friday 8-year-old joshua brothway was standing in front of his home. that's when police say a family friend started firing a gun. the bullet ricochetted off the ground and into the boy's neck. joshua spoke to us exclusively about this frightening ordeal. >> and i just felt something hurting. >> he was holding his neck and look dead in my eye and he said, mommy, my neck. my neck hurts. >> poor guy. joshua came home from the hospital on monday. his family says he's doing what he loves most, playing now with his brothers. here's the suspect james girard. he was arrested in a fairfield parking lot on monday. well, the family was taken to the hospital after a person was taken to the hospital after being hit by a muni train. this happened last night in san francisco dog patch neighborhood. the victim's identity and condition not being release at

this time. light rail trains diverted through the night. here's a scene for you. happening right now, kris. >> people to be the first ones to own the newest tesla. they don't get the keys for months. >> or next year. here's a live look at the tesla dealership. a similar scene playing out at tesla sunnyvale store, as well. people are waiting in line to be the first to put down a depauset for the tesla 3 unveiled later tonight. tesla fans started lining up yesterday and putting down $1,000 bucks for a car that is expected to cost around $35,000. certainly the cheapest of the tesla models. more on what the tesla model 3 is all about coming up in the next ten minutes. >> here's my $1,000 for my car and 50 bucks for a tesla fleece because it is cold out there, kari hall. >> maybe a hot chocolate.

developing news in brussels, a potential isis target list we're learning about emerging after last week's terror attacks. >> the mastermind behind the brussels bombings had photographs and a floor plan of the prime minister office. that office not too far from the metro station that was attacked. isis may be planning a much bigger attack. >> this is a group that has wild asspiration and ambitions. >> now, during the paris massacre, a suicide bomber tried to get into a soccer stadium where the french president was and just days later german police canceled the game hosted by chancellor angela merkel because of a terror threat. meanwhile, a third american killed in the brussels terror attack has been identified. this is gale martinez who was traveling with her husband, an air force officer, and their four children. they were originally from texas. the rest of the family is still in the hospital.

now the temperature is at 48 degrees in the east bay. 54 des in san francisco and a close look at the north bay now. 49 degrees in santa rosa. san rafael 50 degrees and benicia at 51. break it down in palo alto today. we still have a few clouds left by then. after that the sun comes out and we will be in the low 60s and 66 degrees today at 4:00 as you're picking the kids up from school or heading home from work. looking at the temperatures now in the highs today, 73 degrees in gilroy. and 63 in san mateo. the burnal heights area, 64. 68 in san rafael and 61 in walnut creek and dublin. seven-day forecast at the bottom of the screen shows the slight warm up towards the end of next week but for the near term we still have high pressure that is continuing to slowly move off to the east. as the storm track shifts

further to the south, a couple areas of low pressure moving in next week and bring in scattered showers starting on monday and then we'll see how things pan out after that. may also bring some additional snow to the sierra, but, of course, we just had the all-important april first reading and last year we were at 6% and all of that, snow we had over the winter brought it up to 95%, which is still below average. no small feat considering that last year we were just measuring some dirt out there. the northern sierra had the most snow at 125% of normal. if you're planning to head to tahoe south or heavenly over the next few days, more of that snow is melting. we will have temperatures in the mid up toer 50s and more sunshine in the forecast. but still 105 inches of snow at the summit. looking at the weekend forecast, beautiful here, no reason to leave home. we will be in the upper 60s to 70s. 71 degrees on sunday in the north bay and 68 degrees in the peninsula.

"the chronicle" reports that crews started demolishing former navy structures. a hotel, a ferry terminal and 300 condos are going to be built. the island's entire redevelopment will take about a decade. california right now one step closer to becoming the first state to adopt a $15 minimum wage. the assembly appropriation

committee passed that bill yesterday in sacramento. the issue could go before the full assembly and the senate as soon as today. the increase would be gradual hitting the full 15 bucks in 2022. new rules ainvolving an abortion pill to enforce some women in some states. the fda notified the maker that a smaller dose of the drug can be used later in pregnancy and that increased the number of days a woman can use that medicine from 49 days to 70. it is the first time those prescription guidelines have been updated since 2000. well, as he builds momentum it turns out that senator bernie sanders could be left off of the washington, d.c., primary's presidential ballot. all because of a clerical error. the democratic party was a day late in passing along his registration info to the d.c. board of elections. a voter has since filed a challenge and the d.c. board must hold a hearing next week to try to correct that problem. sanders campaign says that it's

confident he'll still make it on to the june 14th ballot. rare backtracking this morning from gop frontrunner donald trump all this coming after a controversial statement he made yesterday. saying women that get illegal abortions should be punished. >> that comment clearly soon ignited. drew immediate condemination from both sides of the aisle. >> i donald trump will figure out a way to say he didn't say it it or misquoted or whatever. i don't think so. i don't think that's on appropriate response. >> to punish a woman for having an abortion is beyond comprehension. >> as we all know, this is not the first time that trump has sparked outrage, but this time candidates think it might actually get him in trouble. republicans and democrats have said that donald trump's words may get him in trouble at some point. it hasn't seemed to happen unit ilright now. donald trump is backing off comments this morning where he said that women should be punished for having an abortion. trump answered, yes, msnbc chris matthews said believed punishment for abortion and then yes to the follow-up question which chris matthews said for the women. trump's campaign immediately clarified said the or any other person performing this illegal act upon a woman would be held legally responsible, not the woman. the woman is the victim in this case. angered republicans and democrats and they're condemning the republican frontrunner for saying that a woman should be punished for having an abortion. female voters interviewed in wisconsin after this town hall meeting, female supporters of donald trump say that they are still with donald trump, but they say that he needs to "tone

reminded to keep their belongings secure and also close to them. the search is on for a man who snatched a dog in san francisco and the suspect took that pup from outside a store in the western edition. it happened earlier this month. the sfpd is now asking for help. the dog's owner went inside the store when he came back out, the dog was gone. the dog's name is catfish. if you have any information, you're urged to call police. here's a name people are hearing lately, the bearded bandit expected to appear in federal court today. he has already confessed to robbing at least 11 banks across the state he was arrested last week. authorities say that he got away with $34,000. well, back here in the bay area, more fallout this morning in connection with this video a man being beaten by sheriff deputies on camera. sources within the alameda county sheriff department now confirm that a third deputy is accused of bribery.

he is now on administrative leave. now, witnesses say the deputies stole a necklace from that beating victim and gave it to a couple nearby to try to buy their silence. the department is now facing a civil lawsuit over the case, as well. kris, a spreading drug problem. two people have died after taking street drugs that contained a powerful pain killer. health officials say those pills that the people are taking may have had fentanyl. it's a narcotic that is 50 times more potent than morphine and even more dangerous than heroin. coming up in the next half hour, "today in the bay" bob redell, shows us where the street drugs are coming from. gave feedback on plans for a giant south bay development. los atos leaders approve the project will eventually go up in what is an orch oered. but the question is, how big of a retail and housing development will it be? current plans call for 270

housing units. critics are concerned about the potential traffic nightmares that could follow and worry that the project will drastically change the feel of the town of los gatos. a richmond man with a very lengthy rap sheet is turning to police for help. >> daniels has been in and out of trouble since he was 12 years old he tells us. the richmond father of four is out of and out of a home. he planned to steal food from a cvs store last week to help feed his family. but at the last minute, he changed his mind and flagged down a police officer. >> he became very tearful and told me he was hungry and that he was living in his car. >> officers came together to give him food, rent him a hotel room and try to help him get back on his feet. >> he did the right thing. no question. 5:37 right now. time to play a little ball. but this time, there's going to be some changes at at&t park.

the giants players will have to play without smokeless tobacco because the city of san francisco made it illegal to use things like chew or snuff in all of the city's athletic facilities. soon at&t would not be the only park. also signing a statewide ban for five major league ballparks in california that includes 0.co coliseum in oakland. that law would take effect next year. giants fans have one less option to get to at&t for next thursday's home opener. that is because the golden gate ferry service is down a boat. in fact, marin ferry service canceled for all giants games through april. our snow pack is down, but way, way better than it was. so, we were close, but not quite where we need to be. yesterday's snow survey showing a dramatic improvement in the

overcrowded jails are a little less overcrowded. new study says prop 47 is significantly reducing jail population. voters in 2014 approved that measure to lower punishment for certain drugs and property crime. as a result, some felonies are now classified as misdemeanors and arrests overall are down. state of california right now is inching its way as it goes towards raising the minimum wage. today the issue could go before the full assembly and the senate. >> paola reyes live in san jose where a rally will be held this afternoon. good morning, paola. >> good morning. about 300 janitors can planning together here at noon to support a $15 an hour minimum wage statewide in california. this has expected to take up this vote, as well as the senate. california taking one step closer to having the highest wage in the nation.

legislatures on both floors of the house are expected to take up the issue today. the bill which cleared the assembly appropriation committee today would raise the minimum wage currently from the current $10 an hour to 15 by 2022. governor brown is hoping to sign the bill into law as soon as april. >> california showing that we can do right by workers. we can advance our economy and we can do it through the legislative process. >> and belonging to the united service workers. the union organizing today's march talks to renew their contracts with companies throughout california. today they also want to draw attention to what they call a broken industry where abuse is rampant and make sure that the new minimum wage, if enacted, reaches everyone including immigrants and women of color. and then today also part of a statewide day of action commemorating cesar chavez day.

>> thank you very much, paola. an overcrowding, meanwhile, is still a problem for california preschools. tens of thousands of children are being shutout. that is according to the california institutes for research. it says about 170,000 children are not enrolled simply because there are not enough spots at public preschools. years of education cuts are to blame. the fbi apparently now knows how to open up a locked iphone. we covered that news earlier in the week, but helping other polices agencies do the exact same thing. >> that is according to an associated press report this morning. scott mcgrew joins us now. what are the implications. >> interesting development, kris. >> police agency in arkansas has asked the fbi for help opening an iphone and ipod. this comes after the fbi was able to open up that phone you were talking about. it told congress, though, only apple would have been able to open it up. it also told congress that the

paramedic yesterday afternoon and a worker at a nearby nursery actually found that little chick and realized there was no nest around. so they called the fire department. the responding paramedic is now taking that little bird on doing the job as a mother hen after nursing it to heth, the paramedic plans to take it to a nearby wild care center. mike inouye and his kids had a bird watch. little nest outside their home. >> when have you seen a hummingbird stop. >> can you believe one of my cousins it in the air? i have to find the picture. >> the fastest reaction time known to man. no flashing through the rest of this week. we are getting closer to the weekend here, kari. another amazing day on tap. >> let me guess, kris. your friend caught the hummingbird with some chop sticks. >> no. that would be unrealistic, kari.

dublin. looking at the fog forecast. we've seen the clouds moving in and we may have low visibility and just briefly as we go into the morning commute and then it starts to clear out. we'll still be less of the clouds and fog along the immediate coastline and then rolls right back in, especially for san francisco and farther to the south later on tonight and into the day tomorrow. the storm track will be changing over the next few days, giving us a break in this very dry weather. we may have some scattered showers starting to move in early next week and by the middle of the week, our temperatures then starts to warm up. so, a little bit of some changes there for the next several days. but looking at this weekend forecast beautiful. very pleasant weather. highs still in the 60s and 70s. how is it looking on the roads now, anthony. >> things are looking pretty good. you may have heard the saying, no news, good news. that's what we're talking about. in the bay area get out there and take it easien those roads.
