"today in the bay" starts now. and a very good monday morning to you. thank you for joining us. i'm laura garcia-cannon. >> i'm sam brock. turning up the heat throughout the week, a live look at san jose this morning. just one place that's staring at near 90 degree temperatures later in the week. >> that's going to be a warm one. let's go to meteorologist kari hall and she has more on other big weather changes happening this week. >> almost hard to believe, especially when you consider we had such nice weather across the bay area and such a beautiful weekend. now, as you head out the door, no worries. 57 degrees in oakland. 47 in santa rosa and livermore at 51 kgrcan degrees. this morning low clouds and mist and patchy fog that may reduce the visibility, especially along the coast. over the next couple of days, it

will feel like summer as temperatures are set to soar to the 70s to near 90s degrees for the inland areas. by the end of the week, cooler temperatures and rain chances increase. so, i'll talk more about all of that coming up in the microclimate forecast. let's head over to mike, still keeping an eye on the east bay. >> that's right. we'll start with the crash i was following in oakland. highway 13 and 580 and right near that merge and it's countercommute and the bay bridge itself moves very well and the earlier crash off of 580 and 24 and that cleared from lanes. as we look around the bay, we see one more stall 680 at mckie. and we'll head it back to you with a story that really aggravates me, you guys. >> no question, mike. this developing story now stealing from sick children. the search is on for the two thieves that ransacked the make a wish foundation in san

francisco. police looking for these two men caught on surveillance cameras saturday night. >> the thieves took laptaps and auctioned off for $40,000. >> most of all, i just, we want justice. our organization tries to grant every eligible wish child's wish and we would hate for this to set us back. >> the giant's outfielder tweeted a shot of the push notification saying i can't believe it, it's scooter-gate all over again. >> makes you sick in your stomach. 5:02 right now. the man arrested in a dramatic raid in san francisco on friday due in court today on federal weapons charges. taken into custody after the fbi served a search warrant at a house in visitation valley. that investigation involved the discovery of a gun at that mome last month. now petrov is also suing alameda

county after deputies used batons during an arrest in november all caught on video. prosecutors pushing for jailtime at today's sentencing of a santa clara police sergeant convicted of indecent exposure. he was found guilty of exposing himself and propositioning a store manager. the minimum sentence is probation and he deserves time behind bars because he is a veteran officer who knows better than to lie under oath. san jose city leaders are make agnew push to try and figure out the homelessness problem here in silicon valley. the city has approved mobile showers and laundry service and now considering more affordable housing. there are two proposed sites for future developments. both of those locations near pioneer high school. the purchase price for the land is more than $1 million. students in san francisco may misbehave at school but probably won't get suspended for it. new data released shows more than 40% drop in the number of

suspensions over the past three years. and expulsions had dropped 75% in the past five years. because there has been a significant shift away from zero tolerance punishments at the city's public schools in recent years. sonoma county supervisors are set to consider a plan to expand preschool access to students from low-income families. about half of the county's 3 and 4 year olds are currently enrolled in preschool. supervisors are definitely looking to increase that number. a proposal up for consideration tomorrow would provide free education to more than 2,000 children whose families live below the poverty line. the county would expand that program when more funding becomes available. california making some history later today. governor brown is expected to sign a bill into law that would raise a bill for minimum wage. that signing ceremony will happen in los angeles. california the first state in the country to commit to the $15 an hour wage.

we caught up with the governor in oakland. >> the idea being those who earn the least do need more. because they have to pay for housing and food and maybe college for their kids. it's a matter of justice. it's a matter of making a more secure, harmonious society. >> small businesses are going to be granted an extra year to comply with the new law. critics say the decision will cause layoffs and raise the cost of living in california. the current minimum wage is $10 per hour. it's 5:05 right now. let's take a look at that microclimate forecast. live peek outside and beautiful bay bridge this morning. dmroei glowing. illuminate illuminated. >> shimmering. >> much like our kari hall. >> i think you'll not really like what i have to say, laura, especially coming back from vacation. >> you'll lose your shimmer really quick. >> sweat droplets. >> warm weather. not today, though.

now 46 degrees in the north bay. take it in and enjoy it. some patchy fog near the coast. you can tell by that camera there in daly city and now 57 degrees in the east bay. low to mid-70s today. not bad. 66 degrees in san francisco but those winds will start to kick up and it will feel breezy all throughout the day along with that sun. i'll talk about that warm up where some of us will be hitting some 90 degree temperatures, especially on wednesday and thursday. that's in just a few minutes. let's head over to the tri-valley now with mike. >> that's right, kari. look over a good amount of cars coming in. this looks like a heavier traffic flow than last week but spring break traveling around the bay area school districts. for the next couple of weeks, we look at your map. that area i just showed you with the live camera and slowing out of the altamont. that is pretty typical pattern this monday. the dublin interchange doesn't have any slowing and neither does the bay bridge. just a little back frp the cash lanes.

i've been doing this for 37 years and every opening night is exciting to me. so, we look forward to a big crowd tonight and it's going to be fun. start of the season. >> and i know with sonny gray taking the mound exciting for fans, as well. not just about this season. a look back. we have a tribute happening today, right, with the two very important players from the '89 team. the world champs. >> it's been kind of a tough off season for us in the front office. two of our favorite players, tony philips and dave henderson passed away during the off season. we'll have a special tribute tonight to both of them. both were on the 1989 team when we made the world series. and both guys were here last year. we had them involved in ourgolf tournaments every year and it was sudden for all of us. we'll have a special tribute tonight for all of them and their families coming out and their son and grandson is actually throwing out the first pitch. >> thank you so much, ken,

diner. >> have a big surprise for you. so it will be great. >> reporter: before going back to the issues in a town hall on the fox news channel, trump says he's the only candidate who can make good deals for the country. >> this total gridlock in washington. you have a president who has no control over his own party, yet alone the republicans. >> reporter: the republican winning the polls in wisconsin at the moment, senator ted cruz, who says nominating trump would put hillary clinton in the white house. >> nominating donald trump would a train wreck. and that's not fair train wrecks. >> reporter: for the democrats, hillary clinton events in new york. senator bernie sanders in wisconsin had his sights on trump. >> you are looking at the strongest democratic candidate. >> reporter: sanders says only he can win the general election for the democrats. and it's the last push for the candidates to convince wisconsin voters to give the 42 republican delegates and 96 democratic

delegates to them. reporting live in washington, edward lawrence, now back to you. what about california. from primary after thought to political. expected to play a critical role in selecting our nation's next president. california is a rich delegate state for candidates from both parties. sanders is hoping a win here could pave the way to a nomination. >> the longer this thing goes on, the longer california looms and as long as they believe they have a mathematical path to victory, they're going to be putting more and more resources in this election because from their standpoint, it could be the tipping. >> hillary clinton has been stopping by the bay area, as well. speak at stanford two weeks ago. on the gop side, ted cruz was in orange county last week. california holds its primary on

june 7 and people in wisconsin vote tomorrow. a huge data leak is revealing how the world's are hiding their money. they are being dubbed. this coming from the database of the fourth largest off shore law firm based in panama. the details include off shore holdings of a doesn't and current former world leaders. russian president vladimir putin is believed to be among them. businessmen, celebrities and sports stars also in the mix. a group of investigative journalists just released records. if you've been waiting for facevirtual reality headset, vr and oculous you'll have to wait a little bit longer. >> let's turn to susan lee live at cnbc world headquarters. good morning. >> good morning, sam and laura. let's talk about wall street first off. as we are kicking off a new week, wall street is looking to add to last week's gains and futures are pointing higher at this poin. the dow, nasdaq and the s&p

rising over six of the past seven weeks with the dow and nasdaq sitting at the highest level of the year. also throw in lower oil prices and that's helping move stocks. today look out for data on factory orders. to recap the move on, the dow rised and we're trading 17792. nasdaq up 49 points. more flights are arriving on time and airlines are losing fewer bags these days, but passengers are still complaining. the department of transportation said the complaints jumped 34% to the highest level in 16 years and their top frustration not a surprise. cancellations and delays. discarriers spirit and frontier getting the most complaints. more passengers tend to lodge their plaints directly with the airlines. those numbers are actually down, they say, this year. now, if you were hoping to explore virtual world from the safety of your living room, you're going to have to wait.

microchip. anyone with information about who owns the dog or how it ended up on the bridge should call san francisco animal care and control. if no one claims that little chihuahua after seven days he will officially go up for adoption. >> tired and tiny. how did he even make it across the bridge. >> you got to watch the little ones. a long-awaited reunion right now for a cat that went missing during that destructive valley fire. >> it took six months but that cat has been returned to its owner. this is nancy and her cat muscat. nancy says she saw muscat last wednesday and she went out and called out and the cat came running. many victims of the fires are looking for their lost pets. reunions can happen. >> it changes your whole

perspective. >> completely. the two little faces looking at me this morning. >> pip-squeak and chip. she has tiny dogs. actually, so do i. you have a tiny kid. >> great day for taking the dog out to walk and, i know, sam, hard to get cocoa inside with this beautiful weather but then after the next couple of daze, you will have no problem at all getting the dog insidetop will be hot. now 51 degrees in the east bay and the peninsula. 54 degrees in san francisco and north bay 46 degrees. let's drop in to get a closer look. 54, novato and aer start and calistog at 48. wind rushing in from the north and a little bit of an onshore flow and once the winds blow off shore in the next couple of days it will allow temperatures to ramp up. enjoy the nice breeze today along with milder temperatures. if you're heading out to the white sox game today at first

pitch t will be at 67 degrees. of course, we're rooting for the a's and 63 degrees at the fifth inning and the end of the game dropping back to 56 degrees and make sure you have a jacket. 75 degrees today in couper teen and san mateo 70 degrees and 66 degrees today in the mission district. where we are? fieldsburg 77 there. walnut creek 75. and dublin at 76 degrees. it will feel like summer over the next couple of days as high pressure builds along the west coast and as that moves right over head, our temperatures will be the warmest and causes the air to sink. as it sinks it warms. we'll be into the 80s and 90s for those inland areas. and by the end of the week, a big drop in those temperatures. and have scattered showers in the forecast by the end of the week. so, looking at the temperature trend for los gatos 75 degrees

today. and the average is 70 degrees, but check out wednesday. that will be the hottest day of the week. let's head over to mike to give osview of what's happening on the san mateo bridge. >> a clear view of the san mateo bridge over here. the high rise and the flat section and farther along the coast. you may see some fog daly city and right along highway 1 and half moon bay. san mateo a smooth drive and just showed you on the bridge itself and following 280 just north 92. slowing for the last couple of minutes and just cleared up about 1:30. there's some of that fog we're talking about. just south of half moon bay and smooth flow of traffic for the south bay. tri-valley and even approaching the bay bridge we'll try to take a look at the live camera over there. the cash lanes starting to back up. no surprises, guys. back to you. >> thank you, mike. tragedy involving an amtrak train. the latest developments from philadelphia where a train derails killing two and injures dozens. a de

a developing story and another tragedy on amtrak this time near philadelphia where a train with hundreds of passen r passengers onboard crash under to a piece of construction equipment. >> two amtrak workers were killed and more than 30 passengers injured. this is new video of that train being removed from the traction. train was traveling from new york to savannah, georgia, when it slam under to a back hoe and derailed. the environment was very dusty. >> the train was like rumbling and then we got off the track, i

guess. and then it was a bunch of dust. just dust everywhere. >> the two workers killed were the back hoe operator and supervisor. this is just the latest in a series of accidents for amtrak. in may of last year, eight people died when a new york-bound train traveling at twice the speed limit derailed. just last month, three dozen were injured when a passenger train derailed in kansas. an emotional moment at the brussels airport as the first flight since last month's deadlier attacks took off. it was the first of three scheduled flights yesterday all with stops in europe. passengers are encountering tight security the airport where you can still see damage from the bombing that killed more than a dozen people less than two weeks ago. still, airport officials say resuming operations is a sign of hope. >> i think it's a very emotional moment for all of us. for me, personally, of course. we have all worked day and

comfortable weather today. it's 54 degrees as you head the door in concord and san francisco. 46 degrees in napa. this is what to expect. this morning we will have some low clouds and fog. some mist in some spots, especially right along the coast and in san francisco and then we will see those temperatures soaring from highs in the 70s to near 90 degrees as we go into tuesday and wednesday, as well as thursday. but then by friday, we will have some cooler temperatures and rain chances increase. i'll talk about those april showers and what to expect where you live. that's coming up in a few minutes. but it looks like the roads are slowing in parts of the tri-valley. mike? >> that's right. we see that from our speed censors that we have. some slowing right around the dublin interand now back to green. what is going on over there as the traffic comes in out of the altamont and towards that dublin interchange. 680 heading south through pleasanton just fine right now. approaching the bay bridge. the maze moves well.

new this morning two people arrested in fairfield for trying to rob a woman from her motel room. police say they were looking for cash but didn't find any. the victim assaulted during that attempted robbery, but she is said to be doing okay. both suare convicted felons and aren't allowed to have weapons. they are facing several charges morning, including probation violations. 5:32. a group of vandals growing increasingly violent now they're shooting at pedestrians and terrorizing a community. police say since december someone has shot out the windows of 125 cars parked in san leandro. the bb gun wielding suspects have targeted people. someone in a silver suv repeatedly fired at a man standing outside a bar on east 14th street. less than two hours later someone shot a man in front of a church. several people waiting for a bus also hit by those bb gun

pellets. locals say that the shootings have them on edge. >> it does make me scared because you never know when they might be shooting at us. >> you can really hurt someone. cause an accident when someone can get killed. it's crazy. >> this surveillance video shows one of the suspects. they say that this vehicle is associated with most of those shootings. police are asking people to watch for a silver toyota four runner that is possibly mising its fuel door. continuing coverage for you this morning. nee relief for b.a.r.t. paerblshs in the east bay. b.a.r.t. is not offering normal service today. service has been affected on that line for o more than two weeks after an electrical problem knocked out power to train cars. over the weekend b.a.r. resumed normal service on a line as a test but not ready to handle the heavy weekday commute. more transportation news and big changes coming to cal train. starting later today commuters

will notice some things are a little different. giving people more time to get on and off the train. people will notice longer trains as cal trains isering more trains to accommodate bicycles. cal train has grown. new this morning alaska airlines is buying virgin america and a deal valued at 2 billion. the rumors on this one started over the weekend, but became official this morning. alaska airlines is currently the sixth largest u.s. carrier. virgin america has struggled to compete against domestic airlines. with the deal alaska airlines wants to expand its route network to include 1,200 daily departures and no word yet on the impact of the virgin america employees in the bay area. shares are up close to 45%. a's fans got quite surprise

over the weekend only to realize the stadium is undergoing a name change. the coliseum will no longer be known as 0.co coliseum. for now it will be called the coliseum. what a lot of fans already called it. why the name change? stock.com opted out of the naming rights deal on saturday. it's unclear why the company made the decision, but an oakland a's spokesperson said the two sides parted amicably. overstock.com held those naming rights since 2011. fans will see ads in the park as the company continues to sponsor the a's. a live look right now. it's all dark and quiet, but, boy, is that going to change in a few hours. the season opener and the home opener for the a's is going to kick off as they take on the chicago white. >> the field is ready. so, "today in the bay" stephanie chuang is live inside the stadium this morning with a preview of what we can expect. good morning.

>> good morning, laura and sam. it is still quit and not so dark any more. the lights are on and we're in the dugout and a quick thing of what fans can look forward to in 2016. some of the give aways. some hats for the green flag and the filipino flag and the italian flag and some of the good stuff going out and, of course, for your family members u your dogs at home. star wars fans the metallica gnome which plays the music he comes out to. there you go. you can kind of hear it. some of the sounds of baseball. but, you know what, this is not all fans are getting from the a's. there's a special effort that is new this year to reach out. it's an online fund-raising platform on athletics.com. joining me, again, ken with the a's. can you talk to us about this care program? >> yes, fans for the first time this year will be able to raise funds for various causes that

end of the game. 59 degrees and check out those wind gusts up to 30 miles an hour. so, as we head through the day, we start out in the 40s and 50s with highs today in the 70s for the east bay peninsula. 70 degrees and 75 for the north bay and south bay. san francisco mild and we will see a high of 66. but as we go into the next couple of days, temperatures ramp up to the 80s and 90s. i'll detail that coming up in less than ten minutes and let's see what's happening on the san mateo bridge now with mike. >> things look pretty normal. butti i'm watching. eastbound where the traffic is pretty sparse still just over the high rise. as we look at your map, watching for any slowing. a crash reported on the shoulder with somebody walking around. the slowing at the toll plaza here and west 92 over his peerian areas we're still watching. fog along the coast half moon bay and south of there, no big

with this morning, some patchy fog. we are seeing that as we take a live look at the golden gate bridge. right along the coast and now developing in parts of the north bay. as we get a look at temperatures now, 54 degrees a mild start. 55 degrees in the north bay and close look at the south bay now. 53 degrees as you head out the door in santa theresa. 50 degrees in silver creek valley and santa clara also at 50 degrees. windy today. we start out with those winds rushing in from the north at about 15 to 20 miles an hour. check out half moon bay. winds at about 30 miles an hour and maybe some higher gusts. we will haveilate a little bitn onshore flow and that's why the temperatures stay in the 60s. tomorrow the wind blow off as high pressure builds and the temperatures will start ramping up. . today up to 77 degrees in gilroy and 68 degrees in half moon bay

and the embarcadero and seven-day forecast at the bottom of the screen, you'll see how hot it will get and as you dig out all the summer clothes for just a couple of days or what do you do? 77 degrees will be the high today in hillsburg and 77 in walnut creek and also 76 in the tri-valley. high pressure will be building across the west coast we will see that moving closer and as it gets right on top of us, that sinking air, the clearer skies and that off shore flow allows those temperatures to go into the 70s along the immediate coast and the bay for the inland areas, tri-valley, as well, from the 80s to the 90s. and then this weekend, we get ready for more changes. starting on friday into saturday. this area of low pressure moves in it starts to bring in some scattered showers and the temperatures go from the 90s down to the 60s by the end of the week and heading into the weekend. so, here's a look at that temperature trend. what's average about the low 60s for san francisco. upper 60s for san jose and we're right in the middle for oakland

and see the highs in san jose reaching up to 90 degrees and san francisco into the mid-80s and this weekend, once again, those temperatures come right back down. we will have scattered rain and some snow in the sierra with some widespread 60s across the bay area and scattered showers all throughout the weekend. i'll have another look at the forecast coming up but let's check in with mike to see how the roads are moving. >> this might look pretty standard from the last few times we take a look. look at the speed censosenscense area around here. south 680 down towards sunol and pleasanton. build for 84 coming towards livermore. a slowing for the tri-valley. we have castro valley wide and earlier crash west 92 over at his pearian and no injuries and not a lot of distraction and just off the high rise, that is cleared up, as well.

morning to try to corral that little black chihuahua. he didn't give up easily. you see there running fast. took him about 30 minutes to actually capture him. here's a picture of the dog once he stops panting. the pup had a collar on, but no identifying tags. animal control workers are trying to see if the dog has a microchip. anyone with information who owns the dog or how it ended up on the bridge is asked to call san francisco animal care and control. if no one claims the little chuwaw after seven days, he will go up for adoption. >> get him some food and make sure he has a leash so he doesn't go running, again. upt, a tragic scene out of philadelphia. an amtrak train derailing killing two people injuring dozens. the investigation into how all of this unraveled, next. and happening now, an unwanted pig gets a new lease on life after ending up at the butcher. luckily that butcher could tell the potbelly pig belonged to a

you hear the emotional moment there at brussels airport. the first flight takes off following last month's deadly terror attack. people cheered as the plane lift under to the air. the first of three scheduled flights yesterday. passengers are encountering tight security at the airport where you can still see the damage from the bombing that killed more than a dozen people. still airport officials say resuming operations is a sign of hope. >> i think it's a very emotional moment for all of us. me, personally, of course, we've all worked day and night over the last 12 days to make this moment possible. so, i think it's very important. >> later today the brussels airport is offering flights to more destinations. that includes new york. while the head of nato isting the white house today, president obama will host nato secretary-general. the two are seen here during a

white house visit last year. topics on the agenda include efforts to beat and defit isis and eliminating the refugee and migrant crisis. greece is deporting migrants in the middle east despite heavy criticism from migrant. 200 migrants were sent to turkey this morning. most of the migrants were from pakistan and as part of the plan to limit migration through europe. about 4,000 refugees are being detained on the greek island. now to a developing story. snow, ice, rain and wind are wreaking havoc across much of the northeast. things were much worse yesterday when wind gusts topped 60 miles an hour in some spots. two people died in massachusetts when a tree toppled on them. while the conditions are improving today, thousands of people are still without power. new video this morning of crews working to clear an amtrak train near philadelphia that crashed into a piece of construction equipment.

the train was carrying hundreds of passengers. two amtrak workers were killed and more than 30 people hurt. the train was traveling from new york to savannah,in georgia. passengers say it was loud and it was dusty. >> the train was like rumbling and then we got off track, i guess. then it was just a bunch of dust. dust everywhere. >> the two workers killed were the back hoe operator and supervisor. this is just the latest in a series of accidents for amtrak. in may of last year, eight people were killed when a new york-bound train traveling at twice the speed limit derailed. just last month, three dozen were hurt when a passenger train derailed in kansas. right now at 6:00, stealing from kids. thieves target the bay area make a wish foundation and get away with a pricy piece of memorabilia linked to the san francisco giants. a live look at downtown san jose and we're in store for some weather whip lash and some areas
