"today in the bay" starts right now. and a very good monday morning to you. thanks so much for joining us. i'm laura garcia-cannon. >> i'm sam brock. baseball fis here as fans get out. you might want to spray some water later in the week, if not today. >> i'm thinking about that giants game on thursday where you guys will be out live and nice in the morning, but for the game later that day, it is going to be very uncomfortable and very hot, too. but we start out with some cool temperatures this morning. 43 degrees in napa. 53 degrees in san francisco and san jose. livermore 50 degrees.

this is where we're headed. we start out this morning with low clouds and mist and patchy fog in san francisco right along the coast and also in parts of the north bay. but it will feel like summer starting tomorrow with highs in the 70s to near 90 degrees as we could see some of the hottest weather we've had in about six months and then comes right back down with april showers on friday. details on all of that coming up in just a few minutes. let's head over to see what the bay bridge is looking like now with mike. >> kari, the backup is already here as we speak. it has been there since about 5:30 when the metering lights were turned on. no surprises, good movement for fastrak. at times mid-span is where you see some of that fog. not a real problem for the speed sensors and light traffic right now. the map reflects those two areas, as well. no problems through the north bay. and over towards the bay bridge toll plaza. as we zoom the map out no problems south bay and getting the second burst to kick in in

about half an hour. back to you. the search continues this morning for two thieves who ransacked the make a wish foundation offices in san francisco. they got away with a scooter once owned by hunter pence. these are the two men police are looking for. they were caught on surveillance camera they broke into the charity's office taking ipads,tops and that scooter, which was recently auctioned off for more than $40,000. >> most of all, i just, we want justice. our organization tries to grant every wish child's wish and we would hate for this to set us back. >> pence, the giant's outfielder tweeted a screen shot of the push note saying i can't believe it. it's scootergate all over again. that scooter was stolen from pence, once before, a short distance from at&t park. later today california is going to make history. governor brown expected to sign a bill into law that would raise

the minimum wage to $15 by 2022. that signing ceremony is going to happen in los angeles making california the first state in the country to commit for the $15 an hour wage. we caught up with the governor in oklahoma. >> the idea being those who earn the least do need more. they're going to pay for housing and food and maybe college for their kids. so, it's a matter of justice. it's a matter of making a more secure, harmonious society. >> as they roll out the new wages, small businesses will be granted an extra year to comply. critics say the decision will cause layoffs and raise the cost of living in california. the current minimum wage is $10 an hour. speaking of firsts, san francisco could be the first city in the country to offer six weeks of fully paid leave for new parents. under this proposal, businesses would have to pay workers 45% of their salary during a six-week

and the state would cover the other 55%. apply to businesses with 20 or morers. some companies are saying they're outrages that this would be too expense frv their bottom line. san jose leaders to making a new push tatackle homelessness. now it's considering affordable housing. there are two proposed sites for future developments. both locations are near pioneer high school. purchase price for the land is more than $1 million. laura, students in san francisco may misbehave at school, but they probably would not get suspended for it, if they do. a shift away from zero tolerance punishments at the. new data released by the unified school district shows a more than 40% cut in the number of suspensions over the last three years. expulsions have also dropped 75% in the past five years. sonoma county supervisors considered to set a plan to

expand preschool access to students from low-income families. supervisors are looking to boost that number. a proposal up for consideration tomorrow would provide free education to more than 2,000 children whose families live below the poverty line. the county would expand that program when more funding becomes available. starting today, some changes coming to cal train. schedules are being modified slightly to give people more time off and on the trains. cal trains will offer more cars to accommodate bicycles. li ridership has grown to 60,000 riders per week day. >> for b.a.r.t. trying to become fully operational, again. no relief for b.a.r.t. passengers. b.a.r.t. is not ready yet to resume normal week day service for the north bay and concord stations. service has been affected for two weeks now all because of an

electrical outlet or problem, i should say, that is knocking out power to train cars. over the weekend, b.a.r.t. did resume normal service as a test but the system is not ready to handle the weekday commute. shuttles will run between those stations. 6:06. time to play ball. a live look this morning at the oakland alameda coliseum. kicking off the 2016 season tonight at home against the chicago white sox. >> "today in the bay" stephanie chuang live in the ballpark with more on tonight's festivities and the excitement, as we say, steph, is culpable. >> yeah, absolutely. and we're being told there's a buzz in the air. i mean, there is a buzz in the lights that we're hearing. they're on and it's quiet and a little weird but really exciting to be here. we are waking up everyone with the athletics organization. this is troy smith. good morning, troy. so, we heard from ken earlier the, the excitement. describe what it is like for us before opening night.

at 6:13. new this morning, hundreds of people were evacuated two separate times from newark liberty airport after a fire erupted early this morning started again. started about 1:00 this morning in a boiler room. 200 people were evacuated. just as passengers returned to their gates the fire rekindled and forced a second evacuation. one new york mayor stirring up some controversy with a radical approach to the growing heroin epidemic by offering site where medically supervised

heroin injection would be allowed. the mayor of ithaca provide clean needles to prevent infection and disease. should an overdose occur, a medical profession would step in. counselors would slowly encourage addicts to move into detox and treatments. >> what we're proposing is an entirely new approach one that is based on public health instead of criminal justice. >> the idea is modeled after a site in vancouver. since its opening, deaths from overdoses dropped 35%. cashiers at cvs and chase bank tellers filed a lawsuit claiming they were wrongly denied seats while working. the ninth circuit is expected to clarify the state's seating rules as it delivers its opinion

later today. being dubbed the panama papers and comes from the database of the fourth biggest law firm in. a dozen and current former world leaders. russian president vladimir putin is believed to be among them. celebrities and sports stars also in the mix. a group of investigative journalists released those records. 6:15. staples is finding a use for some of its more roomy office supply stores. renting out the space for office use. the company says the move will improve store productivity and give shoppers another reason to stop by. well, college basketball fans the madness comes to an end tonight. north carolina and villanova square off on the court with a national title at stake. and a lot of brackets, too. >> a lot of brackets maybe busted at this point. number two over the weekend

villanova dominating oklahoma beating the sooners by 44 points. that was the most lopsided final four game in ncaa history. meantime, top seeded north carolina cruising past syracuse. tip off tonight for the national championship game is at 6:19. all right. a lot of people checking those brackets. a lot of them busted, as you mentioned, too. kari, she's like, i'm not even to do it. >> laura finished top five here. someone at the table may actually win the tournament. we'll have to see. always go with the top seeds. good morning, kari. how are you doing and things are heating up. >> going from basketball weather to baseball weather this week. let's look at a live shot from at&t park. there's some fog out there that we will have to deal with during that morning commute and then once that clears out we'll have sunshine all day long and our temperatures warming up. now 46 degrees. in the north bay and 53 degrees and drop in on the east bay we're at 52 degrees in dublin

and 54 degrees in brentwood and 53 degrees now in lafayette. in the north bay, 46 degrees as you head out the door. still cool in some spots and the winds rushing in from the north and northwest. up to 15 to 20 miles per hour. sustained winds at 30 and we could have gusts at 35 to 40 and that also creates some choppy waves out there at area beaches. of course, you may be thinking about the beach because we'll have some spring to summer-like weather over the next couple of days. 70 in san mateo and the outer richmond district at 72 degrees and also in oakland 78 degrees in pleasanton. the seven-day forecast at the bottom of the screen you see how temperatures ramp up over the next xupal of days and this is the reason why. strong area of high pressure will build along the coast and as it moves overhead causes that sinking air and pushes the winds

off shore and don't get that nice onshore flow to help cool us down. temperatures from the 70s to the 80s and 90s for the inland areas. starting on tomorrow and then it continues on wednesday. the hottest day of the week on wednesday. and then it starts to come back down on thursday. by friday, this area of low pressure moves in and brings in some scattered shower s startin on friday that continue into the weekend and thes will go from the 90s to the 60s within just a couple of days. here's a look at that temperature trend. we'll go from sweaters to some shorts and to umbrellas and jackets. we'll have all kind of weather this week. our average high in san jose about 68 degrees. san francisco low 60s and then you see what we'll actually feel up to 90 degrees in san jose. when, once again, that average is about 68 degrees. and then drop it back down to average in time for the weekend. look at those high temperatures in the mid-60s and upper 60s in a few spots and off and on rain pretty much all weekend long.

while we have rain here, we'll have some snow in the sierra. put that in the weekend plans, as well. another look at the forecast coming up. let's see what's happening. problems in the east bay now for mike. >> kari, i'm a little dizzy because spinning our camera around over here. emo emoryville camera and a crash reported and i just saw that smooth out. we had a crash reported right around ashby where i was looking with the camera. again a temporary slow down and then that cleared. this incident that might be the debris reported getting off of the bridge. no lanes blocked but watch out. we'll track the reports right around the split with 80 and interstate 880 over as you head towards the bridge itself. as you look at the speed sensors. no real problems. castro valley wide. south 680 continuing and then heading down towards sunol. the south bay. the little build for the second burst kicking in at 680 and a

parties. sanders is actually hoping a win here pave the way for a nomination. >> the longer this thing goes on, the larger california loom. and as long as the people believe that they have a mathematical path to victory, they're going to be putting more and more resources in this election because from their standpoint, it could be the tipping point. >>ry clinton has been stopping by the bay area, as well. california holds its primary on june 7. in the meantime, voters in wisconsin take to the polls tomorrow and the latests there show clinton is actually trailing sanders, but the race is very close. tight on both sides. edward lawrence joining us from washington, d.c., with how close tomorrow's contests are shaping up to be. >> good morning, laura and sam. very close. the wisconsin poll that just came out shows that senator ted cruz is leading on the republican side over donald trump. 43% to 37% with governor john

there with kari hall and our microclimate forecast. >> we start out with mild weather, but we will not end that way and does warm up today and thatting trend continues throughout the week. it's now 53 degrees in san francisco and 50 in livermore and concord 54 degrees. this is what to expect. we will have some low clouds and and mist, especially along the immediate this morning. and also in san francisco and parts of the north bay. then we go from the 70s today to near 90 degrees for those inland areas by the middle of the week, as temperatures are set to soar. it will feel like summertime. by the end of the week, our temperatures go way back down and we'll have rain chances for friday into saturday and sunday. i'll talk about all of that coming up and what you need to prepare. that's coming up in a few minutes, but mike has some things you need to know before you head out the door crossing the san mateo bridge. >> it's not a secret. the bridge itself is clear, but

not clear of traffic. a lot of slowing now coming off of the east bay heading over to the peninsula. there you go for west 9. look at your maps and you see the same thing. all this traffic and slowing on 238 cleared but everybody made their way to the nimitz freeway. and more slowing on the bay bridge toll mrauza and another incident and your commute direction right around so as you get out of richmond and just before you the merge with 580, we have a crash. blocking a couple of lanes for a few more minutes. theway shows the slowing. mean whm, the north bay moves slowly towards the golden gate bridge where fog may be a factor. we'll that south bay coming up, guys. back to you. this morning, we have a deal. alaska airlines is buying virgin america in a purchase valued at $2 billion. the rumors on this one started over the weekend, but became official this morning. alaska airlines currently the sixth large u.s. carrier. virgin america has struggled to compete against giant domestic

airlines. with that deal, alaska airlines wants to pand its route next and no word on employees here in the bay area. shares in that company are up closely to 40%. a man arrested during a dramatic raid in san francisco on friday is due in court today on weapons charges. petrov was taken into custody after the fbi served a search warrant at his house. petrov is now suing alameda county after deputies used batons during an arrest in november all caught on video. new this morning, two people are under arrest accused of robbing a woman inside her fairfield motel room. police say the suspects sa assaulted that woman three weeks ago. both, it turns out, are convicted felons and not allowed

to possess weapons. they face several charges, including probation violation. prosecutors are pushing for jailtime at today's sentencing of a sergeant convicted of indecent exposure. found guilty of exposing himself and propositioning a store manager at a san jose shopping center. the minimum sentence is probation, but the prosecutor tells the "mercury news" he deserves time behind bars because he is a veteran officer who knows better than to lie under oath. a group of vandals are growing increasingly violent now shooting at pedestrians and terrorizing a community. since december, someone has shot out the windows of 125 cars parked in san leandro. now the bb gun wielding suspects have targeted people, too. someone in a silver suv repeatedly fired at a man standing outside of a bar on east 14th street. less than two hours later someone shot a man in front of a church.

later the same night several people waiting for a bus were also struck. locals say the shootings have them on edge. >> you never know when they might be shooting at us. >> you can really hurt someone. somebody can get killed or, you know, it's crazy. >> this surveillance video released a few weeks ago shows one of the suspects. they say this is a vehicle associated with most of the shooting. police are asking people to watch for a silver toyota four runner that is possibly mising its fuel door. a mystery is partially solved this morning after a surprising discovery on the beach. a girl walking on the beach in monterey over the weekend found the head of a junipero serra stat statue. it came in the aftermath of the pope's canalization of serra. the pope's decision angered some native americans who the followers enslavedina.

today the pittsburg city council will consider a temporary ban on new smoke shops. the mortorm will give city leaders, all smoke shops currently in operation will continue selling tobacco products. tobacco talk in san rafael this morning. the city council there is considering strict new smoking law. smoking is already prohibited in san francisco. snuff out an exception to allow peeping to smoke while going through the downtown area. 6:35 right now. are you ready for some baseball. it's time to play ball. live look this morning at the oakland alameda coliseum. the a's kicking off the 2016 season tonight at home against the chicago white sox. a couple of aces on the mound. sonny gray and "today the bay"

stephanie chuang inside the ballpark. they are honoring some a' greats out there. what is the mood like right now? >> yeah, they are. the mood, of course, very quiet. but there is some excitement from the a's folks who joined us this morning. i can't leave without talking about a very critical element, food. nacho signs and beer and something brand-new this year and i want to bring in mike for that. >> how are you? >> great. especially because we're talking about food. a brand-new selection for fans. >> this is the section we're calling the metro deli. grab and go gourmet. and primary we're just trying to offer a healthier alternative to our guests. >> we're looking at one now. what is in that sandwich? >> this is called a steakhouse and a roast beef sandwich that has a nice marbled blue cheese on it and onion jam spread across the top and some greens

into tonight. this morning patchy fog and low clouds and as you look at the daly city cam and temperatures in the upper 40s to mid-50s and this is where we're headed. the south bay and the north bay and the peninsula and the east bay into the low 70s in san francisco and up to 66 degrees. gusty winds kicking up today and then the temperatures ramping up tomorrow. i'll detail that coming up in less than ten minutes and let's head over to mike to get an idea of what's happening on the roads. >> we just got this into the traffic center. you'll learn along with everyone else, the south bay moves smoothly. getting video in because we had a photographer over at the scene. where lafayette is closed between central and walsh. reports that there was a garbage truck that went into a pole there. they got out of that as well as the power lines down. lafayette is closed between walsh and central.

new video this morning of a massive volcano eruption in central mexico. check that out. yesterday's eruption shot lava more than 6,000 feet into the air dropping ash on nearby communities. the volcano is about 50s southeast of mexico city. it's one of the country's most active volcanoes. retired u.s. women soccer star abby wambach found herself in handcuffs over the weekend. portland police arrested her on dui charges after she ran a red light on her way home from a

and happy to be home and many victims of that fire are still looking for their last cat. >> where did he get all that food from? >> some generosity around there. a chihuahua chase now which stopped traffic cold on the bay bridge. >> the chp officers stopped traffic on the bay bridge completely stopped the traffic so they could try to corral the chihuahua mix. no pulling him over. took about 30 minutes just to capture him. here is a picture of the dog and the officer who managed to rescue that pooch. the pup had a collar on, but no identifying tags. animal control workers are checking now to see if the dog has a microcrip. anyone with information about who owns the dog or how it ended up on the bridge is asked to call san francisco animal care and control. if no one claims the little chihuahua after seven days, he'll go up for adoption. but you better make sure the

on wednesday. we do have a northerly wind today, but by tomorrow we'll have an off shore flow and that will allow the temperatures. winds at 5:00 at 34 miles per hour sustained and may be some higher gusts. windy, sunny and warm this afternoon. up to 75 degrees in cupertino and 7 in palo alto and the mission district at 66 degrees. 70 in san rafael and oakland and 76 degrees today in dublin and then our temperatures, once again, continue to go up. this is the reason why. high pressure just to the west of us and continuing move closer. as that strong area of high pressure moves in, it will cause the air to sink and also give us some off-shore winds that will push our highs, excuse me, record territory on wednesday, as well as thursday. with the bay area seeing some 80s and 90s. and some 70s along the immediate coast. then by friday, the change comes

in and we'll have an area of low pressure that will cool down our temperatures and we'll have scattered showers on friday into the weekend. so, this is the way it looks. the temperature trend for dublin. average high 66 degrees and we go above that today at 75 degrees. do you install the air conditioners just for a couple of days and then we'll be dropping back into the 60s on friday and that continues into the weekend. so, look at that weekend forecast. you'll see those highs reaching up to 67 degrees for the south bay, as well as sunday. we'll be at 67 degrees. and then the scattered showers moving in in the east bay up to 67 degrees on sunday. off and on rain, but, of course, the big story this week will be that heat that will peek on wednesday. i'll have more on that, but let's check in now with mike taking us to the north bay. >> we'll start in the south bay with this crash. we did just get this video in. you can see inside the cab that person is hunched over. there you go.

that turns out that person was removed and they're fine. meaning not having life-threatening injuries. still very shaken up. from what i understand, this is a dump truck that was driving through the area and crash under to a pole. now, power lines involved. once they got that person out of the cab, still have to deal with the power poles. there is that person moving around and still look at the smashed up front of the car. let's show you what the effect is the traffic. lafayette that is currently closed right here. the crash happened on walsh, but lafayette is closed because of the tpower lines being down and photographer asked for safety sake and that's how we got that video so quickly. south bay only slowing on north 101 and typical pattern there and this crash is not affecting the on or off ramps. here's the rest of the south bay and the rest of the freeways moving and typical pattern throughout san and everntually.

no drama except for here and the crash still west 80 at cutting still blocked two lanes flowing all the way to the scene. and the north bay, although there is a crash and our camera shot. we'll take a look at the san rafael shot. a crash that just moved to the shoulder and you see the car there. once you reach northbound, you're clear down towards the fogo golden gate bridge. back to you guys. >> you'll be tracking that one. thank you, mike. just into our newsroom, stuck one more day in paradise. a united flight headed to san francisco from hawaii had to turn back around because it did not have enough fuel to make it to sfo. this happened last night. the plane had excessive fuel because it was flying against the strong headwinds. it turned back around two hours into the journey. the good news is that all 264 people onboard got a free night stay in hawaii courtesy of united airlines. those passengers are on a new

flight that will leave hawaii in just a few hours. >> many are calling their bosses this morning, i'm still in hawaii. some californians may soon be saying good-bye to shorter showers and brown lawns. water conservation orders could be lifted for some people, even as the lingers for a fifth year. officials at the state water resources control board will open the discussion today on the next step for the drought emergency. one possible change is to relax or drop water restricks for el nino-soaked northern california. rules for people in southern california would likely remain in place. >> so, we could see changes in your water policy there after a lot of much-needed rain, folsom lake full for the first time in years. california snow pack is starting to melt in the mountains creating runoff into folsom lake and other reservoirs. the result is the lake is ten feet higher today compared to a month ago. for many the water levels are a

officers used a baton to beat him during an arrest in november. today california governor jerry brown is expected to sign a bill raising the minimum wage to $15 by 2022. the signing ceremony will happen in los angeles. california is the first state the nation to commit to that $15 an hour wage. critics say the decision will cause layoffs and raise the cost of living. and starting today, some changes coming to cal train. schedules are being modified slightly in order to give folks more time to get on and off the train. riders will also notice longer trains as cal train is going to offer more cars to accommodate bicycles. ridership has grown to an average of more than 60,000 riders each week day. a live look at the home of the a's this morning. not o.co any more. the a's will kick off the 2016 season against the chicago white sox. sonny gray takes the mound for the a's versus chicago's ace.
