>> we mentioned weather whiplash. straight up and then kind of back down, again, kari. good morning. >> good morning, we're going to have it all within the next couple of days and we start out with cool temperatures this morning that will have you turning on the heat in the car and then you'll be blasting the air conditioner later on today. it's now 50 degrees in the east bay and 44 degrees in the north bay. look at these highs this afternoon. up to 87 degrees in the north bay. in the south bay, 86 degrees and also 80s in the east bay and the peninsula. 87 today and the tri-valley and front is in the mid-70s. you'll be hitting 80s tomorrow and about the spike in temperatures. records most likely being broken all across the bay area. that's coming up in less than six minutes. let's in now with mike to see what's happening on the roadways, especially in the south bay. >> kari, more slowing than you would expect in parts of the south bay here. 101 at 680. you kind of expect this. looking that tuesday build right at 680 and 101.

the map will show you. we know about that one right here. clear by the time you get to oakland road. the airport in san jose. slowing up towards gratd america parkway because of a single car in the center divide. the car hit the center divider and slow enough all the way back to 87. that's unusual and we'll watch to see how that affects the rest of silicon valley. no magenerjuries. the rest of your bay moves very well. build up at the bay bridge toll plaza and now slowing for the nimitz through hayward and union city. back to you. a developing story now. san francisco police are investigating a deadly shooting. iten it happened last night. the area was closed to traffic and to muni for hours. but the scene is now, again, clear. police are not releasing a lot of des at this point, but we do know that one person was killed. the victim's identity and the suspect description have not yet been released. at 6:0 on your tuesday.

a disturbing discovery under a san francisco business that has caught the attention of police. last friday plumbers digging under perfect cleaners on fill more street came across human skull and bones. now the medical examiner is trying to figure out whether it belongs to a male or a female and if the burial is related to any missing cases. >> now, it is a matter of doing some digging of our own and trying to find out what exactly happened and do we have a homicide here. and, if so, where is the su. >> city records indicate that thissing is more than 100 years old. forensic pathologist tells nbc bay area that the deceased may have been buried there for months, years or possibly centuries. we learned overnight that this high-risk sex offender is now in ronard park. police confirm jonathan hopner is now in their city. hopner was released on parole after serving jailtime for molestation and sexual battery on young girls.

police warn there is a high chance he could strike, again. petaluma police said last week they planned to release hopner at a hotel in petaluma, but the hotel would not accept him. so, there's no word on exactly where he is staying in ronard park, although he is supposed to check in. the family of a 19-year-old san jose man shot and killed by a pleasanton police officer is filing a federal lawsuit against that department. he broke into a car dealership and started jumping on cars and then attacked the police officer. a seven-month investigation found that the officer was acting in self-defense. but the family's lawsuit claims that that officer was going through pre-existing emotional stress and should not have been on patrol at the time. happening today, the city of san francisco may be the first in the country to approve six weeks of fully paid leave for new parents. in california, workers already received 55% of their pay maternity and paternity leave. today supervisors are expected to vote on a plan that would require businesses with 20 or

more workers to pay for the rest of the workers' salary. san mateo leaders late last night shot down a plan to have struggling renters. city countseral members voted against an ordinance which would have forced landlords to pay eviction fees. they agree to reexamine that measure next week. another homeless encampment cleared out in san jose. peop people living near 101 the latest group forced to pack up. some people had lived in that spot for about a year. many moved there after they were kicked out of the nation's former homeless encampment, the jungle back in 2014. >> just some tarp that was put up because i didn't have a tent. couldn't afford it. >> i think it's a disgrace. we are in the richest city in the richest valley and the richest country in the world at the richest time of our history and this is the best they can do for homeless people, then we've

got a serious problem. >> sandy perry with sham deliverance ministry say that san jose and big businesses have to do more to combat homelessness. more affordable. b.a.r.t. is back on track for commuters at the end of the pittsburg line. normal train service will resume in both directions at the bay point and north concord stations. two weeks ago mysterious electricical surge started knocking out train cars. b.a.r.t. is still looking into the cause of those problems. a lot of commuters breathing a sigh of relief on that. some nervousness about this next story. >> a coyote spotted on a school playground and now parents are worried about the safety of the children. >> "today in the bay" chuck coppola joining us with how the school is responding and that coyote did go on to school grounds, chuck. >> good morning. i've walked around this entire school and i found one little

sign poked in the grass near the playground that says if you see a coyote, do not feed it. make noise to try to scare it away. part of the coyote abatement that has happened here so far. if it's on the playground, it is probably looking for food and there are plenty of trash cans here that are on playground, as well. so far, we haven't seen any that have been knocked over. this is all happening, the coyote sighting at the commodore school. the city engelside terrace neighborhood. the coyote was spotted yesterday morning on the playground the day after the neighbor nearby took a photo of the coyote in the same neighborhood. the sign from the preservationest group coyote project coyote is an educational sign. embraces the current city policy that coyotes are wild. allowed to co exist in the city for at least the last ten years. still, parents and students are nervous. >> i saw a coyote one cross

those temperatures warming up quickly. as we take a look at where we are now, as you head out the door lower 40s. 42 degrees in napa and 51 degrees in san jose. highs today will be well above average. san jose into the low 70s and san francisco mid-70s and you can see how the temperatures spike tomorrow all across the bay in some spots reaching 90 degrees and maybe even slightly above. then we come right back down. and the reason why, we may have some rain. i'll detail that coming up in a few minutes. let's head over to mike tracking a slow down, maybe the usual slow down in the north bay. >> it is. it's the usual slow down in san rafael. but, still, folks want to know about it. if it's not there, standard start to the morning as the build that happens from novato to the curves. look at your map, nothing dramatic and not enough to set off the sensors and you'll see the sensors turn towards yellow over the next few minutes. east shore shows the some build.

the uc system has been under fire for increasing the number of out of state students, but we have some encouraging numbers to report this morning on that subject. the admission officers to california students or offers, i should say to california students up 15% this year and the numbers are particularly good for latinos and african-americans. offer letters went up to 20,000 latinos up from 16,000 the previous year. last year, around 2, 300 african-americans were offered spots. starting today facebook will help out blind and visually impaired users see what is in

their feed. rolling out a feature that uses artificial intelligence to recognize objects and faces in photos and then dictate those details allowed. that feature right now only available on facebook iphone and ipad apps and soon offered on android devices and the facebook website. >> it will be really interest see how it's received and how it describes our pictures. we know how we look at it, but how a third party would see it. >> a tall guy with a little dog. meantime, the demand right now for the new tesla 3 is just growing and growing. the latest numbers showing a quarter million people putting down a deposit. >> scott mcgrew you have been doing the math and what do you think? >> well, days ago i wondered if tesla could meet the demand. that is when tesla was dealing with 100,000 orders and now like 250,000. the problem we're concerned about, tesla doesn't make a lot of cars and we got a reminder of

bring this up because we are starting to see devices that don't work once the company quits making them. this is a device called revolve it does home automation. google's nest bought this recently and shut down the project. so, they're not just not supporting it, they're shutting it down which means these devices will no longer function. if you have a computerized device and the company that sold it to you decides not to run the computers in the cloud any more, you won't be able tauo use it. a lot of products in our home that suddenly don't work. sorry, it's over. >> if they acquire it, they shut it down. do they then say we'll give you a break on a product. >> they haven't and i think they should have p. let's speculate, they're not going to do this. oh, we're not doing the thermostat any more and somehow your thermostat shuts down. >> after you bought all the

our temperatures will be coming back down after a very warm day. winds in from the west at o10 to 15 miles per hour. looking at the highs today. up to 88 degrees in gilroy. so, it will be very warm. 73 degrees in san matoe. 76 degrees in mission district and nice and comfortable right along the coast and in san francisco and the inland areas heating up close to 90 degrees. that is what we'll feel in antioch today. high pressure continues to getter and then when it's right on top of us, it causes the sinking air and forces our winds off shore and allows those temperatures to warm up into the 80s and 90s. this weekend, temperatures drop. and we will have a chance of some scattered showers as this area of low pressure moves in and we'll see those highs in the 60s. so get ready for it all. into the day tomorrow in dublin, up to 90 degrees. on thursday it drops back to 80 and then 68 degrees on friday. whatever weather you like, we've got it at some point this week.

we've got some beach weather. we got some indoor weather and, of course, baseball weather on thursday. the dodgerses the giants at home. the season home opener at 1:00. and about 68 degrees into the mid-60s all throughout the game. more clouds and feeling a little bit mori. temperatures will be much lower this weekend. cool and some clouds and off and on showers and highs reaching the upper 60s on friday and more of the same on sunday, especially in the south bay and it will be closer to where we should be for the start of april. we may even have some scattered snow in the sierra especially next week. detail that coming up in a few minutes and let's head over to mike to see where you are slowing down. >> we'll know the most likely spot, the berkeley curve. look only right here and your variety of selections on your routes. things get a little confusing. we call it the maze because a maze of traffic flowing and

clearly that 580 off of 24 westbound. that is the slowest drive here. and the will show you the same thing. the stretch i just show you and the stretch richmond down to berkeley. we see it during the springs last week, this week and next week. as they rotate around the bay. more slowing south 680 walnut creek. looks like there is a crash there from the traffic pattern and wait for chp to give us an update. we'll give them a shout if they don't get us something pretty quickly. northbound routes for san jose and little build for 87, as you would expect. basically 880 and then it really jams down past the airport up towards great america parkway where an earlier crash just cleared from the center divide. that was a big distraction. we should see traffic even out. mountain view and sunnyvale more traffic over the last few. live look right here for northbound traffic and more traffic over the next and things start to even out. back to you. >> thanks, mike. coming up next, where wil the zika virus strike next.

america triggered outbreaks in 41 different countries and the world health organization recently declared zika virus, "a public emergency. a health emergency of international concern." decision 2016 now and yet another critical tuesday in the race for the white house as voters in wisconsin head to the polls there. >> edward lawrence joining us live from washington with new poll numbers just released in the last couple of hours. what are they showing, ed? >> exactly. first kris and sam the polls opened 90 minutes ago and long lines and very cold temperatures. that might be an indication about the voter turnout there in wisconsin. a lot of interest. let's take a look at those numbers. a new nbc survey monkey national poll has come out. this is the republican side. on the republican side, you see donald trump has a 17-point lead over senator ted cruz. 45% to 28%. with governor john kasich at 18%. again, these are national numbers. on the democratic side for the

national numbers, hillary clinton has a nine-point lead over bernie sanders. 51% to 42%. these numbers are very different in wisconsin, where the frontrunners are actually running second in those contests. and both frontrunners donald frump and hillary clinton are playing defense this morning. a loss in wisconsin for donald trump could further support a divide leading to a contested convention. now, at events in the badger state, the republican frontrunner even this morning lashed out at governor john kasich for staying in the race. senator ted cruz also seems frustrated that the ohio governor could take valuable votes. kasich said he's glad both the competitors are upset and he's already moved on from wisconsin to new york where the primary is two weeks away. while cruz and trump are in wisconsin right now making stops at diners and other places. now, for the democrats, wisconsin a loss for hillary clinton could signify a gain for senator bernie sanders in terms of momentum going into new

earlier crash at great america parkway and that cleared and now this recovery going as the build happens. we're watching it. back to you. >> sounds good, mike, thank you. happening later today, a bay area city could become the first city in the country where new parents don't have to take a pay cut when they go on maternity or paternity leave. >> stephanie chuang is in our newsroom. the san francisco board ofvisors will vote on this proposal and you would think with so many families and so many children this would be a slam dunk, but there is usually another side. >> that's the business side. some small business owners say this is not fair to mom and pop shops. yes, this would make san francisco the first place in the country to give new parents this kind of paid leave. what we're talking about is full pay for up to six weeks. that would be almost double the current state mandated amount of 55% of pay during maternity and paternity leave. proposal would require companies with 20 or more employees to foot the bill and pay the other

45% of paid leave. he says, look, nationally only half of first-time mothers take any paid leave at all. he wants to amcourage new parents to take that time off and bond with their babies. opponents say this adds to a long list of burdens they already have to deal with operating in san francisco and that includes health care coverage and paid sick leave. also a california bill on governor jerry brown's desk that would boost the paid leave to 76%. bring compain fact, nbc bay are the first to report back in may 2013 that yahoo! began to give new moms 16 weeks of paid maternity leave and eight weeks for fathers. so, again, a move by san francisco to bring it closer to what you see there. there is a rally at city hall at noon for this and the supervisors are set to vote on it during their usual 2:00 in the afternoon meeting. >> all right, thank you very much, steph. also in san francisco, kate

steinle's accused shooter will be in a courtroom today. he will be in court to set future court dates. he has pleaded not guilty in the shooting death of 32-year-old kate steinle at pier 14 last year. he said he found the gun and it went off accidentally hitting steinle. loud noises from a construction job parentally threw a palo alto man into a fit of rage. he is accused of shooting at construction workers with a pellet gun and then threatening them with a knife. this happened on friday at palo alto place apartments. nobody was injured. now, since december, someone in san leandro has been shooting out of windows of dozens of cars with a bb gun. police right now are investigating if these cases might be related. new details on a disturbing animal abuse case in berkeley. a $5,000 reward is now being offered to find the person

responsible. peta says a groundskeeper at the berkeley marina found three raccoons, a cat and a possum either dead or clinging to life last week. an investigation revealed four of the animals were shot with a pellet gun. san jose is just the latest city to take on massage parlors. police wanting to tighten restrictions on the nearly 300 massage parlors in city limits. san jose council members have already approved an ordinance where those businesses can operate. happening today, san franciscoing commission will determine the fate of a planned concert venue that could entertain thousands. the commission will vote on a permit for the san francisco armory at mission and 14th street. the plan is to turn it into a concert venue that could hold up to 4,000 people. the current owner is requesting that permit. neighbors, though, worry that that side could lead to excessive noise and rowdiness. some stanford students are asking for a new survey on

sexual assaults on campus. the university just completed a survey. students say that one is not good enough. the results fewer than 2% of respondents say they were sexually assaulted. now, critics are saying that survey was flawed and grossry underestimated the problem. >> i think the types of questions could be changed to better fit the student body and also the way in which the survey was sent out. i think if it was more clear that it was like a completely anonymous survey. >> he needed a good job of trying to get concrete examples of what they were talking about. >> stanford says that october survey said nearly 60% of students participated. cal's basketball season is over, but the scandal lives on. a former coach yann hufnajel is striking back. he has released some 900 text messages between himself and a woman sports reporter who sucusing him of sexual

harassment. those texts prove that the pair were mutually flirting. >> he did nothing wrong. he was flirting with somebody who was flirting with him. there was no physical contact of any nature. >> the sports reporter claim that the coach sent her sexually harassing texts. cal fired hufnagel after the allegations were made public. later today, mayor ed in san francisco teaming up with the giants to make a big donation to make a wish. this after new surveillance footage showed those thieves walking around a san francisco building right before they broke into make a wish's offices. the suspects stole several items that included the electric scooter once owned by giants outfield hunter pence that he donated for $40,000 to that organization. mayor ed lee is now stepping up with the help of the giants to replace eight ipads which were also stolen in that burglary. it is 6:37 right now. we want to get right to your

a teenage war was killed and another hurt when a model rocket exploded in southern california. witnesses say they heard a really loud boom. police say an 18-year-old was severely hurt and did not survive. a 17-year-old suffered minor injuries. police are now looking to see if that model rocket was part of a school project. well, the feds are in san francisco this week closely inspecting the tunnel because the concrete is crumbling and not just because of normal wear and tear over the last 80 years. corrosion is also to blame. a piece of the wall fell on a car back in january and we reported on that and then cal trans found more than a dozen damage areas along the bridge. the federal highway administration and cal traens are using equipment that can see inside the concrete.

and cool start to the day. 44 degrees in the north bay and close look now at the east bay. we have temperatures in the mid-40s. we have upper 40s and as the sun rises we'll see it temperatures, once again, quickly rising. it will be up to 87 degrees today in los gatos and 76 degrees in the mission district. seven-day forecast at the bottom of the screen, you'll see how we warm up even more tomorrow. and up to 83 degrees in fremont. 85 degrees today in livermore. so, it feels like summer in april and in some spots we may set some new records today, even more records will fall tomorrow. i think in spots like oakland, we'll be very close. may even tie that record. in livermore, we may set a new record there and san jose will be several degrees below that record high set back in 1989. the temperatures continue to go up tomorrow as this high pressure moves right overhead and keeps us from getting an onshore flow and the temperatures as they, the air as

it sinks, it warms and that will allow the highs to reach into the 80s and 90s. this weekend we'll have rising air and cool er temperatures an scattered showers in the forecast. a big temperature drop will go from the 80s and 90s to the 60s all across the bay area. let's put that on the charts to give you an idea of how this looks. tomorrow, up to 86 degrees in san francisco. on thursday, it's down to 70 degrees. and it continues to go down from there. more seasonable temperatures for the weekend as we get those clouds rolling in and also some scattered showers. possibly some snow in the sierra and looks like it doesn't get going in the sierra until early next week with more snow showers developing and our high temperatures will be in the upper 60s in the south bay and north bay on friday. more of the same, no major changes this weekend, but all of the changes happen within the next couple of days. we'll keep you up to date on that and you'll want to keep checking in. let's check in now with mike

to see a slow down in the south bay. >> i always have you check with what we're wearing. ing over towards san jose and northbound 101. unexpectedly slow. this is perhaps one of the areas you'll have to watch right now. not only where you expect to slow down on 680 and also on the approach. rippling back from an earlier crash in santa clara and starting to see things even out and traffic building for 87 and now kicking in for 280 and 880. watching this pattern down here all right and then another slow down farther north as you're heading up through mountainview. another crash right around san ant antonio. rain storm area and should clear from the roadway and initial reports are that it is in the middle lane there. meanwhile, southbound, you expect slowing for the nimitz freeway and slow now building across the san mateo and now dumbarton bridge. no drama for the tri-valley, but you have slower traffic and more congestion through sunol. recovery after the earlier crash for walnut creek and east shore

6:55. welcome back. before you head out the door, here are our stories on nbc bay area. developing right now in san francisco, police investigating a deadly shooting in the city's portola district. happened last night near san bruno avenue. police are not releasing many details, but that area was closed for severals and impacted nearby muni lines. it's clear right now, no word on a suspect. plumbers digging under perfect cleaners in san francisco came across a human skull and several bones. that discovery was made last friday and now the medical examiner is trying to determine who those remains belong to. >> well, now it's a matter of doing some digging of our own and trying to find out what exactly happened and do we have a homicide here. and, if so, where is the suspect. >> city records indicate the building is more than 100 years old and a forensic pathologist
